good evening everyone we are meeting at a very unusual time today because we're honoring Yom Kippur so we're going to do our very best to get out of here before sundown tonight so we appreciate women's flexibility and so we have all five board members present will go home go ahead and begin with our Middle School representative Bianca it again leading us in our flag slip please I pledge allegiance to the flag of the United States of America and to the Republic for which we stand one nation under God indivisible with liberty and justice for all thank you so much with vegan and the board did not take any action in closed session so we have nothing to report out on that and we need to move to our public hearing item 4.1 before we adopt our agenda so do I be in that or do you have a key for president Ken at this time we are going to receive some public input regarding to Williams textbooks efficiency and I believe you have a script in front of you all districts are required call the public hearing on textbooks efficiency for students in all schools honor before the 8th week week of school the following information regarding textbooks efficiency must be presented at the October 8th 2019 board meeting an open session do I need to return it's not going to make the public hearing for textbooks efficiency for the 2018 20 school year is now open at 5:10 p.m. Thomas train is public hearing should be limited to textbooks efficiency for the 2019 play school year members of the audience who wish to comment on other issues should wait until public recognition it is our goal to hear from all of you who wish to be heard and so we now invite members of the audience to address the board of education on textbooks efficiency for the 2009 20 school year it seems as if the audience members are not here for this item so tearing down the board of education has heard your comment concerns and we thank you very much for your input and the public hearing is now closed at 5:11 p.m. so with that I will now entertain a motion to adopt the agenda so moved so I can thank you board member of Labor Board number 11 and he discussion all those in favor I OK and enter motion to approve consent and actually community pool sticks 5 we have two attachments one for classified and one for certificated and there could just be the one so that we can a man that just to have the any further discussion all those in favor of us and I think we also have short public recognition session but I'll let the superintendent speak to that so in the interest in respect to time I do not have a report tonight very concisely spoken to is that also true from RSS since it is also true giving reports tonight because we are doing very our very best to be out of here by Sundown so we'll move right to our student representative so Muskegon would you please leave us off for the Middle School October 18th the team is still clowns and it's terrifying it is from 4:30 to 6:30 and we would love to see you there are also planning on choosing a Friday of the month to head out breast cancer awareness pins as well as t-shirts we're also currently planning our Halloween costumes this is well and walk and rollers was a very successful event and we got a lot of participation excellent thank you so much I look forward to seeing you on the 18th okay and Miss Talen from high school please everyone's a recap from what's happened since the last meeting our volleyball team won the Dig pink game and had a lot of student support which is really nice to see we're getting up for an extremely busy month at the high school for October today we had our first house Representatives Meeting House of reps is a group comprised of representatives from each homeroom class and we make monthly where I run the meetings every discuss important announcements and we get a diverse amount of student input and it's a unique way for a school tab student involved in here and I feel like their voices are being heard I don't over 18 the invisible invisible disability awareness Club is holding a presentation during lunch to further educate our student body and create a safe space for communication we're honest on October 18th we have our annual and much-awaited wheelchair basketball game where a separate group comes into the high school and they don't their own Wheelchairs and they play basketball with students who also sit in wheelchairs and Chin's get really excited about it and really hyped so that's always a good time on Friday October 25th we have our homecoming tailgate or we'll be having live music music and clubs we selling food and wheels Harbor bake homecoming game on the 20th so be awesome if everyone could stop by the tailgate pick up some food and come watch the game and this Friday we have our home football game versus Lawndale and it's going to be televised so we're really trying to gather as much Community Support as we can and we're asking everyone to wear are blue so we can show everyone how spirited we are Misty Allen can I ask you to State the date of the disability awareness basketball game again or the disability invisible disability awareness Club is presenting on the 80 and also the wheelchair basketball is on the 18th during fourth. Thank you so okay thank you very much and we will now entertain comments from the audience I'd have not received cards but I see some folks here are any of you heard of make probably come it then we'll move to members of the board do I start doctor mckeithen sure I had the opportunity to do the walk to school day it was absolutely delightful our leader played The Sound of Music as we walked the street so I really enjoy that feel like I was at the Hollywood Bowl the sing-along I was also at the Dig pink which was a listen to see all the pink shirts in the audience but I just want to take a couple of minutes to we talked about this I believe in our last board meeting about looking at our bylaws 9200 n 9005 and I just want to publicly recommit to our goals to make sure that we have students in our eyesight Chili line all the time 005 says the governing board believes that this is a primary responsibility is to act in the best interest of every student in the district and each individual board members I'll keep learning and achievement for all students as the primary focus last week we had wonderful, conversation about employee housing and I'm very excited about those conversations but I also heard from other board members and also the community about making sure that we always keep our attention on on student achievement and I just want to I like some things again from the dashboard around absenteeism were in the orange we have 11 identify the groups and those critical areas homeless Asian and African American Filipino goes on and so we really need to be talking about how to get her kids in school cuz if they're not in school they're not achieving and so also looking at career and college ready and the definition is view whether high school students are prepared for Success after graduation based on measures like graduation rate performance on state tests and College courses and we have some groups in the red and orange again I'd like to start talking about that suspension rates are in green but we have four groups in the orange and yellow and I would again engage in conversations around what's happening there so this again this thinking about where our focus is and what we're supposed to be doing here I want to sit really take a deep dive in those areas that we could be improving thank you thank you. Can we keep them that's really important doctor Levin was going to say almost nothing but instead first let me start with thank you I think it's important for us to constantly remind ourselves of why we're here and that was a good reminder and we should pay attention to it be on that all I'll say is thank you to staff and my fellow board members for Shifting the time of this meeting so we can be done by Sundown and two for those two permits meaningful Shana Tova and if your fasting through tomorrow leave when she passed okay thank you. 411 board member Allaire most of the comment I got from the Dig pink was where's the air-conditioning oddly enough I did not get that from of the players so guys buckle up but they can handle it so it can wait I'm also was at the walk to school day by Pharrell Marino and celebrating sort of a 10-year anniversary of the wok and roll which is all about encouraging sort of walking and rolling to school unless in our Cars and Coffee Fridays and we had a good group very excitable group young kids we are poor workshop and was great seeing a lot of people there and not just three or four and then I I also want to eat a similar to a board member mckeith mention I also want to make sure that we as a before we commit to a set of are there bylaws which include 90 10 + 9012 which we approved in June 2018 which are related to public statements and board member Communications are electronic communications and want to just cautious us to be mindful respectful when we make a post obviously we are allowed to as you know free individuals to make to happy to a speech to make those out there but just be mindful of what we're posting as we do represent still regardless of what we do every time this board you know because including photos of individuals who may be offended by that not want that out there so we commit not so that we can build that trust with our community and support all of our students equally and that is a lot of looking forward to Culver City Art Walk and Rosie many of our students participate in that this Saturday thank you thank you for a ride I'll try to keep my comments shirt also I attended we had the first Equity advisory council meeting of school year it was really well-attended was the first meeting with our Equity consultant that was hired by the district we just did some Icebreaker activities and had a conversation about what Equity means and understanding true understanding the difference between equality equity and even Liberation and I won't go into the details of what all of that means but we will have some more robust reporting out of those activities in the equity advisory Council made as we go forward we will be having eight weeks with the consultant to build an equity plan and one thing that she's dressed Equity Consultants dr. Patricia Brunson ankle stress with that she is not there to populate that the fields of our Equity plant that is the what's that the committee that the council that I'm staff and community members who were on that Council are there to do it will not be her words telling us what Culver City needs it will be members of the Culver City Community identifying ways that we can create and promote Equity within our district and we will also at the same time continue doing the work of engaging in personal development professional development to ensure that we are not stopping the work of moving towards equity and cultural proficiency while we're building the equity plan I also was at the housing workshop and I want to thank publicly the city leaders who came out we had Met Sally Wells who was in attendance at council member Alex fish and council member small who were there and we were able to get feedback or hear feedback from the board and from the community on what's important for the district when it comes to employee housing and just supporting our employees and I will reach I hear that while I do think employee housing is important I think we have priorities that put students first always and making sure that we meet the needs of our students is and will always be our first priority also finding ways to support our employees and making them feel valued and appreciated and compensated the way they should be I also participated in the walk to school and had a lot of fun with that and went to the Culver City High School back to school night and I appreciate once again for another year of the staff doing everything they can to make the back to school night as easy as possible when you're trying to run from class to class with like 2 minutes in between the Bell thank you and I'm going to not give a report and I would like to suggest we so we skip our recess is that okay alright so we're going to move on to her information item 10.2 is just our annual report to sheriff public on the cost of District expenditures paid out on behalf of each board member for the 1819 fiscal year there's no question are there any questions or comments I see no questions and comments 10.3 is our first enrollment report for the year for the first month just to point out the summary is we're running about 30 students short than we were last year which is what we've expected and what we talked about when we the proposed budget I do want to add that I have made a request to the superintendent that we get a report like this monthly giving us numbers for office of child development class numbers as well as a percentage for each class that shows us which percentage is subsidized and Which percentage of each class is Cash pay and likewise what you just did highlighting something that you thought would be of interest to us I think is also something would like to see each time just even if there's nothing of Interest say slick normal but always give us a comment is to sharpen up the record attention and I can do that including some of that information for the spotlight that's going to be the next board meeting for office of child development okay thank you I think those are great suggestions anything else thank you thank you at this time we are one to ten point for the revised work policy 5145 students for sexual harassment this is a first reading I received some comments from a board member and Ike sure them at this time or if you wanted to turn it up sorry I probably should have allowed you to run that for some president Kent we have the same goal which is to talk about our thoughts and expedite at the same time at the second to Sea Rim board policy right for grades 4 through 12 the question was why is there a I'm looking for the page number I'm sorry if I go through here on page 3 upon investigation of a complaint of sexual harassment complaint a student found to have engaged in sexual harassment or sexual violence in violation of this policy shall be subject to disciplinary action and then the second sentence that adds the ink disciplinary matters such as suspension or and or expulsion for students in grades 4 through 12 and that is in response to a med code that lists sexual harassment is a violation of Ed code in grades 4 and up it is not a violation of Ed code for a student under below that is because students are of our younger nature at that point said they wouldn't be to the same standard as a violation of Ed code but they would still be subject to disciplinary action is just a simple Ed code violation that makes that statement and another interesting question came up is whether this policy applies to adult school programs and while it does not specifically indicate Adult School in any of our programs I did speak with director Montez about What policies Adult School follows and all adult schools across the state follow the school bus the board policies of their respective districts so yes they would follow so questions together because I was wondering if it should stop at grey 12 I would recommend because it's an ed code violation think that we would keep it listed as such but they do impose discipline and in any way shape is similarly to grades K through 12 goodnight they are not subject over to those kinds of explosions and things like that that we don't have to we don't have to provide them with an alternative Place me got it so those are the only comments are received for a board policy 5140 5.7 okay are there further questions and comments I am seeing nothing so that looks like it's coming forward for second meeting the second first reading is of the AAR 451 45.7 and and this is the administrative regulation it was last updated in 1998 that was probably high time that we do something with that and here there really was just a quick question looking at the numbered examples of types of conduct which are prohibited these were common examples of from ocr's to someone revised sexual harassment guidance and definitions that were specified and in a spurt certain regulatory code and and in that number six teasing or so remarks about students enrolled in a predominantly single- class is the wording for it so I believe it is meant to be placed in there because there are schools where that are gender are separated by gender and perhaps there are times when I had to be called out as soon as he's this language was pulled from on the office of civil rights died from guidelines and there were no other comments okay so looks like we're going to Second reading moving on to board policy and administrative regulation 1250 Oz received some questions about that one specifically a r 1250 having to do with visitors and Outsiders where it states outside of shell register upon entering School premises during school hours a person other than the following has been Outsider the question is does this mean that if you are a non-custodial parent would you be considered an outsider so a non-custodial parent still has educational rights so they would have the same kind of print right and left that parent has there's a restraining order or there's some type of violation but they would still be considered parents and still have the rights and not be considered an outsider answer that question also it refers to Mediacom number seven a publisher editor reporter other person connected with or employed by newspaper magazine other periodical publication press Association or wire service radio station or television station question is a media considered an outsider would they be able to enter the campus without registering since they are not being considered an outsider we do have a media relations policy which is 1112 that does they was still to be able to register with the office and make sure the the superintendent or designee so I'm probably a site administrator would have the right to make sure if that person is entering and not calling School disruption in there is a meter so that they would be able to or not to be able to speak to her students are not Exempted from this because they're covered by a different crosses that's what they are there was also a question or a comment about board policy 1250 where there is a concert there's another question to stay away and restraining order for seniors were crossed out do we no longer have a procedure or then Mystique one or the other necessary it still falls under the superintendent or the designate would have the right to be able to allow someone on Campus based on if they feel that this person is going to be disruptive or composite unsafe environment so that we I have that same language to does fall under the fact that the does anyone have the right to determine if this person is going to be disruptive to the school or the student to the the principal or site doesn't he would have the right to refuse they can still do it I just don't need a court order tell me the questions for the AR 1254 board policy 12:50 there was a suggestion about the paragraph that states the board encourages individual to assist in maintaining a safe in school Sakura School environment by behaving in an orderly manner while on school grounds and by utilizing the district's complaint processes if they have concerns with any District programs are employed so there was just a suggestion maybe that paragraph could be moved up closer or at or the beginning and I made that recommendation only because I feel like it is a really important addition to that policy and it's sort of in the an obscure place at the bottom but if it really sent the message that we have a priority to secure keep our campus is secure and and make them safe environments that sounds fine to me that's all for our board policy and administrative regulation 12:50 so paragraph shift Barbie p1250 coming back for a second reading otherwise no changes okay thank you and then for Massey 1240 the line under community relations to cannaline volunteers to act in accordance with the district policies regulations and school rules be combined with a paragraph as appropriate the superintendent or designee shall provide volunteers with information about school goes programs and practices and an orientation or other training related to other specific responsibilities hang out with we have one liners has volunteered to act according act in accordance with the district policies regulations in school send them in a separate part of the policy and talks about that they also have to align with District policies and I think there's value in combining those two because our parent leaders and volunteers are as important to our district and representing our policies and adhering to our policies as are the play the paid employees so far policy is equity and providing a safe environment and adhering to our school rules then it should be all included in that one statement so you are a wolf Tennessee it's so on page 2 there's something says volunteer show acting according to a district policies I would like to add it to the first page one to third paragraph then in the third paragraph is a new paragraph and the first line says as appropriate the superintendent or designee should provide pictures with information about school goals programs and practices in an orientation I think if the superintendent or the designee whether it's a fight principal or or or a teacher who's an adviser to a group that has volunteers that person should also make sure that the volunteers know what the district policies are in the regulations in the school rules are because if we're expecting volunteers to act in accordance with them who's telling them what the school Rose and policies are okay so if it says the doesn't mean she'll provide volunteers with information about school goals programs and practices so in addition to another question that was racist do we have a new training for volunteers and we do have training for a new volunteers but we don't necessarily have training for all the volunteers every year and I think we should have a conversation about mandatory training for volunteers as we're changing the culture within staff on how we make student achievement a priority and we have a culture of equity in all of these great things that we're doing at staff and board I think volunteers that are coming on should also know that this is a priority we can assume that because their parents in the district that this is something that they know was a priority for conversation about having mandatory volunteer orientations but my concern with that is there's a range of volunteers there's people who come for hours every day and there's people who come for one instance once gas station and I'm just thinking about the people actually fell out the paperwork to have a Live Scan in the TB test within that package there could be something but again that's a separate conversation as well so with that change very much as I can make that comes back also can we let our students I didn't I didn't explicitly make a point to say thank you for coming and you may go home but that's absolutely the case has been started from the bottom oh and less you like to stay for a certification of signatures 14.2 exciting alright so we're now moving to Educational Services on Section 8 in the first 13.1 is to approve on resolution number to regarding sufficiency of instructional material this is for the Williams legislation on related public hearing 4.1 go to prove it okay is there any discussion on this item all those in favor thank you and then 13 choose the second reading of War policy 5140 5.9 it is being presented with the additional revision on proposed last week or our last meeting what are we added political belief and belief into that first section as well as on the second section of providing students with age appropriate and historically accurate instruction thank you so moved is there any further discussion with those in favor thank you and then 1.3 is a second reading and approval of parent involvement and there were no additional there were no changes to that second any further discussion all those in favor I will those be included in the board Corner the updates that we're done like them are we making it a practice to include in the board Corner policies that were approved let's talk about it in 16 when we should figure that out okay 14.1 Business Services scuse me the EPA spending plan we have to approve every year and just as a reminder UPA is though property sales tax increase in back in 2012 we get a certain amount of money every year and we have to assign it to certain types of expenditures of this is our report showing what they what those are always interesting point I like to bring up is that the State gives us a corresponding reduction in our lcff funding based on how much they give us from the sales tax increase so it doesn't actually change our funding at a district-level and help them at a state level more disapproving what we say we're going to do with the money this year 2nd any discussion all those in favor thank you 14.2 is just our certification of signatures that needed to be updated to add Veronica Tess and Diana Fannin move to approve or notice of completion and release of retention to nland building construction believe it or not this is the end of Robert Frost so moved discussion all in favor 14.4 is we need to design a couple new HVAC systems for a couple rooms in the cafeteria at the high school where it's becoming a little too warm for the workers so we're going to design nose and then I have those to next Summer's price so loved II any discussion thank U of a proposal for digital networks group there was to do some PA system reconfiguration on the new new science building I did it as a ratification because we needed to get those pH changed right away so we actually did the Corner which is also part of our public relations along with our disability awareness piece it was in Cobra Pride last week and all of our Arts pieces that have been in Culver Pride recently which we've gotten a lot of good feedback on and also I'm getting lots of warm feedback on the board corner I know if anyone else has but so yeah it's it's like a it's a delicate balance between not being a cure for insomnia and and helping folks understand what we do so what do we think I wanted to just double-check his now we have the team sleep survey out and we haven't talked about when it ends and when we come back here and so far so none of us are we right now this instant but can you let us know what you have in mind for when they close off the survey when to bring it back until 4 in a Friday memo at the next board meeting or whatever thanks I didn't see anything else on here that we needed to update right away but the Arts strategic plan you will notice that we had an update at the October 8th board meeting however that is today and so I did want to update the board that that has been dyed table to do the December 11th meeting December 11th okay I don't think we added anything to this list right just a question about will the policies that we update going to automatically going to board corner or just specific policies that are updated I do think there needs to be some way of get out there that this is it Holly policy that's been reviewed and this is updated like I sent one to Joanna this is Joanna's rpr consultant and I let you know I sent her our last meeting like hey we Revisited these here is like one sentence from it she was like you're going to lose the whole audience no one's ever going to read it so it is I think it's okay to include if we have a first couple sentences that's a little bit more exciting about what we did so is there something else we did and it's more exciting and I agree I think it's it's okay to have it at the bottom like a final line just like policies you know if they got a question though is there something more exciting I want to suggest actually that what we had to do with these push-up they probably had to be yet another item on the agenda that says board corner or something or out or whatever I'm right after pending matters what we probably ought to do it see if the board has anything that we think all this needs to be highlighted give Leslie the authority to choose whatever she wants to highlight and in consultation presumably with the pr folks see what what's important and decide those each time at the meeting as opposed to generally is it tried to do it in advance seem reasonable superintendent wanting to say to me I don't know if necessarily this is exciting or not but I may I think that putting a policies in there is important but also saying that the next board meeting we're going to have our Spotlight and just to kind of bring attention to that so that it's not just the office of child of Matt Community inches everyone understanding but that's going to be the next presentation and then also maybe spotlighting with the next board Workshop is so if there's ever kind of a law that we're at least bring attention to the things are up-and-coming I agree I think that would be a good idea I mean to interrupt you but I feel like our approval of 13.2 is pretty significant in terms of what our core values are in our goals are with the hate motivated behaviors like there might I've been interesting way this would have highlight that and reaffirm our commitment. So I think that was excited some of them will be interesting and but like that one in that that's why I wanted to know if that one in these two in particular because this one is actually directly about our parents parent the board policy on instruction and parent involvement and then which is actually they are and the board policy about hate-motivated Behavior I think those are important to highlight in the board Corner because we talked about the board Corner being about being a way that we can let the public know what we actually do and if we're spending a lot of time reviewing polish it is boring but what's the point of having policies if nobody knows they exist week and nobody knows what the mission is behind them sure we can put the links in with the number make the number Linked In the title but I definitely was not like if they really want to see if they can click on it but we're telling them this is the work that's being done took me a while to notice there's a link to the video of the meeting if anybody wants to go find it may be a disclaimer don't read this subtitle and then I think we can determine and cabinet when we're going to end the teen sleep late survey so we can put that in there as well so you can come if I'm just in a couple of places people will pay attention to it put it in the forward an update on the survey and these two policies 51 5.9 + something about volunteers or staff what's they are that we approve tonight on parent involvement TT 145.9 + 6020 I always think if I assume I don't know how often you talk to the pr person or whatever but if you look at that and decide it's too much or we forgot we should have included this or whatever you should do what you think is right be ready to move to adjourn are we ready to move to adjourn move to adjourn second Kohl's in favor Judas of the time to adjourn
