yeah test okay great yeah yeah okay go ahead all right um but I wanted to address is beyond just the the item in A2 today is looking at sort of a long-term Vision between the district and the city um I know that the joint use agreement has expired and that needs to be updated with respect to um the cool and I guess uh the city's ability to use uh certain uh buildings on the campuses but also you know and I brought this up before when we were talking about measure e was looking sort of also a long-term Vision such as we need another Pool for what the city and the district come together to put build a pool over at the high school and addition to looking at the other construction that needs to be done so I think that we do see in Santa Monica um I hate to point them out because they're so wealthy but there has been an ability of the city and this happens in other cities to work jointly with the school district and seeing that as a long-term investment uh in uh for the public to use and also we built another Pool then you know other people from other cities would clearly be using it so I just think that we really need to be looking long term and you know this committee doesn't meet very often and to Me Maybe we need a staff person here at uh the district and staff person at the city that kind of communicate on a much more regular basis thank you uh thank you so much for your comment that is the only comment I have on items not on the agenda in person and I'm assuming on same as well we'll go into uh the agenda portion of the meeting starting with consent are this receipt of of Correspondence the minutes do we take public comment on that no we I think we do sorry yeah okay can we get a motion of the second so we can approve this I'll move mayor mentioned by the mayor is there a second all those in favor say I I all right coming into are actually I'm starting with A1 stressor you have an online person this is wanting to submit public comment okay should we do cover it with further presentation well we have we have 1 here too are we going to do comment before our staff presentation it was a question oh I'm not I thought you normally do do a public comments before presentations but yeah I think the city does have a little differently so that's why I was trying to accommodate the way the city does it oh mayor has been doing it there sorry my hair has been doing it too so okay great I'm happy to take public that's fine I'm happy to take public comment um they know the presentation which is why maybe they're commenting and without any presentation okay let's just do the staff presentation and then we'll go into public comment please good afternoon uh Andrew Maximus with the city public works department of mobility and traffic engineering manager and um the uh City and conjunction with safe routes to school and rock and rollers held the uh Olinda Earth Day closure on April 22nd and um we have Jen shadman here who's gonna provide a quick update on the event and will happy to hear your comments and um Direction on uh other future events or whatever Direction you might have for us so Jim good afternoon everybody it was a great event thank you very much sorry about that um so that we we the event was held on Earth Day April 22nd um we received comments leading up to the events and some comments during the event and actually very few comments after the event um uh we do we need a summary of it everyone is familiar with this so we can skip right past that so we did close off all of the Linda from cover all the way down to fargate um thank you for the city and for the police department for doing that uh we closed it off at the alleys so that we would not land lock any of the residents between uh kums and alenda or from Melinda to harder um the comments leading up to it were largely if we're going to do this let's make sure that we're doing it safely and responsibly as possible only took extra pains to do that and we also conducted extra Outreach so we notified all residents within that area um and I had several conversations with the residents none of which were actually opposed to the event they're all offering ways to make it better and more improved during the event um we've we put out a survey to the principals to see what kind of numbers actually happen that day and we've not heard back from any of them so I don't have any actual data so everything I'm presenting today is literally um anecdotal and so I apologize for that but I can't present information I don't actually have um but during the event um I circulated throughout the entire event and talked with residents that were their participants were there uh school board members um faculty and by and large it was really successful I saw no major issues with the exception of the area over at Farragut um I'm sorry Franklin and the and the alleyway right there we did notice um quite a bit of traffic backing up in that space and people were making 3-point turns into the alleys and the residents to live right there where especially concerned about the safety um which was understandable because seemed like a lot of that was coming down from Fairy a kind of bled over 1 block and that seemed to be a kind of a a hot spot um also speaking to the crossing guard and security officer that was Manning the fair kums area um he had his hands full for the whole day so that it turns out the parents were ignoring all the signage saying turn right on kums they were just trying to continue to go further down fargate um so he had suggested maybe if it happens again closing it at kums and having it each intersection manned and just directing people straight down kums which was a consideration early on um but collectively we determined not to do that for the reasons I mentioned about not land locking the residents and also for cost reasons um to do the kums or to do it a heron would mean um police officers or traffic Personnel at every single intersection um and that just was going to make it cost prohibitive so we kind of rolled the dice a little bit to see how it worked out and and with the exception of that 1 area um by and large it did seem to work out well I did speak to each of the front officers at the schools and spoke to 1 principal um Mr medinger over at fargate um to see what the temperature was that day um the schools did not report any like extra phone calls from parents that were Disturbed or bothered by the event it seemed like they got actually less calls than they would normally get in the morning so they took that as a win um again I don't have the actual data what we asked of the principles was what was your attendance that day how does that rate the normal Tuesday how are your tardies that day how are your absentees um we wanted to kind of gauge to see if it affected the attendance and the traffic or the tardies in any way so hopefully we do get that data soon um I tried was going to request that information again in couple weeks but there's the districts had a lot more on its mind than trying to get the principles to do a quick survey so I backed off with that um the other big concern that came in mostly leading up to the event was from um 1 of the labor leaders was concerned that there wasn't enough conversations happening with the labor union leaders about how this was going to manifest itself um there were several emails that went back and forth I think most of you were CCD on that happy to go into that more detail but bottom line is it was never our directive to speak with the leaders frankly in all the programming that we do at every single District it never is um we usually leave that up to the city or the school districts if they feel that's necessary to bring them in the conversation you know they're welcome to it but it's not a directive for us to do directly so bottom line and also I Andrew did you hear back from Edgar regarding the costs so we haven't gotten a cost update from the city either um the city budgeted 15,000 for it um Edgar felt early on that it was going to be anywhere near that but we haven't gotten a final dollar so I have no idea if this was cost efficient or costs bent so if anybody wants to poke Edgar on our behalf that would be awesome um so yeah so I again I apologize for being someone anecdotal but I just don't have the information that has been requested so I can't formally happy to take any questions that you might have or if Andrew if I've missed something feel free to to fill in the only thing I'd like to add is that the transit service wasn't Disturbed what I remember and I know D is here but we arranged for the bus to continue across on Braddock and how was that um my understanding it was fine I didn't speak to 1 of the bus drivers after the first pass went through not the bus driver whoever was on site managing it and he said it went through without a problem they had personnel there to make sure that students were held back when the when buses were crossing and they just continued on product so um as far as I know that went off with without a problem I also spoke with the police officer that was Manning at bradigan the alley and he said people were following his instructions pretty well and they were turning down the alleys or they were turning ahead I mean he wasn't seeing any direct issues at that intersection yes any questions thanks I think we're going to do public comment okay we'll have the committee respond okay do you need me up here or uh no I think we have some you'll come back uh we have 1 in person and 2 on 2 online so we'll start with the common in person Michelle weiner hi I'm Michelle weiner former chair of the bicycle pedestrian advisory committee but here speaking as a a citizen who volunteered on April 22nd I was there for the whole time and I got to witness for myself um smoothly it went and also the vibe so there were people who seemed pretty happy on a an early morning school day and um you know kids volunteered and participated and that was really wonderful to see and I especially wanted to um underline what it was like watching um the families coming from the north so from probably from Farragut and then walking uh towards the middle school and high school School in Farragut it was really wonderful to see them having you know that safe space to come after they crossed Culver um which is a busy intersection and then having that just the relief of being able to walk down the middle of the street um I think it's a really important investment it doesn't it seems like there's way more bang for the buck because um people get to experience what it's like having a designated drop off spot and kids being able to walk safely for a couple of blocks on a Linda to me that experience is so invaluable I mean it's something that people need to know we can drop off kids can walk or bike um of course there's going to be people that need accommodations and that can get figured out but all in all I think it's so worth the investment and I really appreciate walk and rollers and gem for organizing it and for everybody who volunteered and participated and everyone in the city on the staff and on the school board and School staff who made it happen I just have deep appreciation for this thanks so much uh we have 2 comments on line and we'll start with Marcy Bond okay I finally got it muted okay my name is Marcy Bond I actually live right there um very close to the intersection of Franklin and Olinda so I was there that morning and there was really no difference in the traffic other than people were um driving down the alleys much faster than they usually do they were also turning left into the alley that is from Franklin that's a to towards Farragut which its specifically says no left turns there during um school hours uh to me I I just I don't know why you would be teaching kids to walk down the middle of streets we have sidewalk bucks for that and that's the safe place to be walking is on sidewalks not down the middle of the street um so I don't really think it's a good idea to be teaching kids to be walking down the middle of the street when you could get hit um the other thing was is that I remember talking to Jim that day and he was rather disappointed with what was happening and especially on my street and through those alleys and the fact that there were some um there was at least 1 person who dropped his kid off that was a big supporter of the bike lanes and doing this type of thing and both my neighbor and I tried to remind him that people don't can't always do things like this because they have other parts of their life that require them for instance like work to be somewhere at a specific time and they need to be able to drop their kid off we also have a great many of people who kids are they're out of District so they come in and they drop their kids off and this is how they do it if you really want to mitigate the traffic that is on a Linda and in this area you open the other Gates and make it available to them this I don't really understand the purpose of this other than just creating traffic more traffic in an area that doesn't that already has an issue with it during certain times of the day on top of that the pictures that were used to uh afterwards to promote this event were 2 kids riding wheelies on their bike down the middle of a Linda is that the kind of behavior you want to be promoting the kids to do we see it all the time there are kids riding their electric uh ebikes down Farragut doing wheelies through the intersection from uh not I mean not down Franklin through the stop sign at Franklin and Linda I don't think that's something that the school district nor the city should be promoting thank you that means I don't want to leave Brian sander that's yeah Ryan Sanders Ryan how's it going thanks for allowing me the time to speak yes I I also live in the area I live on a Landa Street near Braddock and I was uh witnessed to the event uh walked up and down and all and saw lots of things I have lots of video footage uh something that I noticed and I can happy to share the footage with you is the you know the the the weren't that many people actually a number of us were we're chatting and calling each other we're pretty well connected here on the London Street and we noticed that um you know where all the people go and usually there's there's more traffic of people um the other thing that was interesting thing was that um many people you know students mostly uh talking about here uh we're walking on sidewalks um I did see the the unsafe bicycle riding in the middle of the street without helmets and popping wheelies Etc I thought that was crazy um and to see it promoted by the The District in the city was also equally crazy if not more um you know and and so I I remain concerned about what the actual goals are of this idea um a number of us expressed concerns before the event happened you know where are you going with this are you trying to eliminate car traffic on a industry are you trying to eliminate parking on a industry um and it does sound like that's still something that that people are interested in doing and that this is all kind of a manipulation so you know we've banded together we we have a a neighborhood advocacy group called alenda residents for peaceful streets and we are um talking about the the behavior of the city and the school district you know pushing um the issues onto the residents that actually you know belong to the city and the district to figure out a couple things were already mentioned here about ways to solve some of these problems open the 2 other Gates you know and if that's a matter of of um Staffing then figure out how to find the money to to hire people to be positioned there to to make sure that those are safe entry and exit points to the campus but you know the the great number of people coming from outside of Culver City is permit District students uh permit students into the district you know it it that should be enough evidence on its face to demonstrate that that there will always be automobile traffic and you do need to open the other Gates and staff them appropriately thank you alright thanks for the public comments everyone we are now closing public comments and I guess we'll go into questions from the body colleagues do we have questions comments yeah please mayor um thank you uh thank you Andrew and Jim for your uh reports back uh Jim I was curious did you get any feedback day after from uh anyone with special needs and need in there or or staff or teachers they all get in there okay um I didn't hear anything negative okay um so the answer would be no um but as I did mention I did touch base with each of the front offices they would have heard if there were problems um again speaking with the officer that was at the and Fiat where we were directing handicapped and faculty going forward um that he didn't seem to have a problem with it was the parents that were going with so I'm going to say no okay cool um and then just so you know I texted at your oh he doesn't have the info today but he thinks he can have it tomorrow so that would be helpful to know and um you know it I think we're all there it was it was really neat to see everyone uh enjoying themselves and from that standpoint I think it was really a big success um I when Jim and I were talking about this you know months prior um I wait a few people were asking you know what's what what's the end game with this I would like to just from the standpoint of like what are we trying to make them do um to motivate parents to drop their kids you know 3 blocks away right I would like to try to see this where you know the street is not the place where people I mean bikes obviously but um just to encourage parents to drop their their kids off 3 block away and have them you know get through their you know normal situation where um they just learn that it's not so bad it's actually it's faster it's their their child will get to school faster than sitting in gridlock for 3 plus blocks so if there's a way to um replicate kind of normal scenario but not I kind of hard to do when you're how do you compel someone to drop 3 blocks away yet keep car traffic on the street so um created minds but I I thought it was a really fun event um and uh look forward to to hopefully a homecoming parade I mean if I do I'll leave that 1 to you yeah thank you yeah for if it helps we did have a formal drop off area at the parking area by the RocketBallz or the the pickle ball courts now um we had extra volunteers stationed there specifically for that and they said it was actually fairly fairly quiet um we were we were anticipating a backup down cover and people coming in that way but they chose other routes to get to school and that really is the overall message we don't have to go all the way down Braddock can park a few blocks away or over at the bridge and based on what we saw traffic wise that I'm guessing that's what took place that's all I have thank you hopeful thank you thank you to Jim and your team um all of um The District staff and City staff that were part of it as well as um all of the volunteers and community members that made this event really memorable so so deep congratulations for all the many hands that made light work for a day um I am really curious as to if we would be able to get some of that formal feedback from um some of our um District Partners I think that would be a really uh critical missing piece to sort of this uh picture as to you know all of the the 1-on-1 feedback that we're getting which is really valuable and wonderful but um really interested in how we can support um that piece and looking forward to the city providing um a final number as well um but yeah just looking forward to any you know future plans that we have to continue sort of this momentum um to continue to support uh the various walk to school days that are throughout the year and the various incentives that you and your team have for that um but just really uh indeed gratitude for and uh and the team for bringing this open streets event to us and I will I think walk to school day in general is not this is not just walk to school day this was an open Street event um which is different from walk to school day which we could should continue to normalize in terms of safe routes to school uh parking at least 3 blocks away maybe more I know it's I know it's a challenge but it's just about changing your mindset for thinking that you can do it once a week or you know once a month the more often you can do it the better um I I do want to uh ask superintendent to address the um the the say the best practices in open campuses because we do not have open campuses we have closed campuses and how it's not just about Staffing it's about like safety to um minimize number of openings to our campuses could you could you speak a little bit to that please well in general with closed campuses we would have uh 1 point of entry that is that has staff at it to see who's coming in and to scan obviously our our lenda complex is large and there's multiple points of Entry um but we can't open every gate even if we had every gate staff I think that would be um not the not the uh best use of staff and I would still have be lots of entry points that I think could be lead to potential dangers during the day so but taking a look at um entrances and getting the staff to something we can always do yeah uh well thanks colleagues for the for the comments um and thank City staff and District staff for the partnership it really looked like a great abandoned portion I couldn't I couldn't make it but I heard great things um I think there was a question after the event at the school board meeting Dr Lucas the data um if there were there happen to be any attendance data or if we saw a difference in tenants I I mean I don't believe that we count first period tardiness when it comes to any anyways but I think that there was a question um about that at this event impacted attendance or timely attendance at all yeah I don't have stick with that but normally the secondary school we take attendance to second period and that's the attendance that counts for that day for the Ada but of course if every teacher takes attendance every period so we can check on tardies for that first period as well okay thanks colleagues any more questions no all right thank you okay A2 oh 1 more for Mr n yes please there right you get to see she hustles yeah I think we're all set okay uh thank you everybody for wait on my screen no I'm muted are we now have much better okay there we go uh all right okay uh thank you all for the time and thank you all for being here this afternoon um this is a continuation of a discussions that we started at our last leas on meeting um and I just want to give you a a brief update to the district's budget situation that has changed uh over the last several months as we've gotten some more numbers in and as we finalize our spending and um and our Revenue projections and also with our work for the next school year um and so with that I'm going to actually ask Miss rajee to spend a little bit of time um reminding us about what what has happened since the last day is on meeting and then um I'll finish up with some requests for your consideration good evening everyone as we share at the last meeting on March 4th which was right before ccusd March 2025 budget division that's called the second um the district self-certified as a qualified um as we were unable to meet the the we've only met 3 per 2.2% of the 3% required Reserve we were actually shot by a million dollar the 3.5 million straight required State mandated 3% Reserve so in response the district has eliminated as total of 39 full-time positions were eliminated in um during March uh board meetings and some we have also mented some additional oer measures cost savings strategies um like you know travel freeze hiring freeze no overtime no extra hours you know really monitoring and watching our budget and um and we have also not budgeted for the continuation of the current employee benefits that we have just given it to our employees just for 1 year for 2425 so our financial position that's on the top the summary of what just said and then if you see the bottom 1 on the left so our financial position for the current year which is ending in next 14 days has been further impacted by the increasing operational costs starting from next school year and further loss of federal funding and lower Revenue projections due to declining enrollment and we were hoping for a state discretionary Grant from the state as a 1-time relief but um it's reduced from 1.7 billion dollars to 500 million dollars so we don't know know how much you are really going to get because we were counting on that additional Revenue to come so we would only know once the state signs the governor signs the budget for the state and um so these challenges are compounded by necessary adjustments during the current year um to continue to serve our students with um individualized educational plan so that another a million dollar we had to increase our budget from second interim to the estimated actuals currently for the current year so the district remain is committed to fiscal responsibility while prioritizing our student services and education equity on the right hand side it just shows what happens if we don't meet 3% um if you qualify or if you're negative um cert ification then it triggers additional interventions from the state from the county office and the board loses its control and um so I just um I mean we we don't ever want to be in that position next slide please so where are we now with the current year budget 2425 and the next 3 years projected based on what we know as of now so this slide shows where we would be if we did not use our last of our restricted audio dollars and of 3.1 million so if we did not induce any additional funding like restricted funding that we're trying to unconventionally we are trying to use we will be actually we would have said we've been negative with the reserve of 46 percentage for current year so which dropped from 2.2 percentage that we we stated at second interim to 46 and then for this year from point 3 3% it would have been at 029 so that I didn't share the further years after 2526 because it was negative so I didn't share that number at all so then what did we do when we adopted our budget is we had to um uh we use our 1-time RDA dollars um I just want to remind you we are already even before all of this we've already using our restricted funds to balance our budget with a different way which is which is an allowed um uh through a resolution we've already doing that but now we had to further um draw down 3.1 million for the current year on top of the cuts we've already made write 3.1 million cuts um we had to add more funds into the general fund and also on top of it to meet the 3% for this year and 3.11% for next year we are now already included in our budget 4 million of ongoing Cuts without which we would not have been meeting the 3 persons so all we are trying to meet is a 3% which is almost 3.5 million is all we're trying to meet to show the state as a result next slide please so on the left you see the pie chart which shows the historical funding across California on the right you can see our local fun um of ccusd if you see on the left the local funding is 32 to 36 percentage local funding also includes some of our RDA funding or um rental lease income facilities fees all of that is under local funding and then interest is also 1 of the um incomes for ccusd if you see on the right um or CC usd's local income is 5% we 1 of our RDA projects illuminated this year December 2024 which resulted in a loss of 2.25 million that's 1 of the reasons why our local income percentage dropped from 7% almost 6.9% to 5% so we we have drop code local income compared to the N nation's average I just wanted to show so if if city were to fund or if we get additional funding local grants then our percentage would be more than what we are showing right now which is 5% the next slide please so the budget proposal that we shared we had a public hearing on June 10th and then on that meeting um we did uh certify ourselves as positive with the um withdrawing down the unconscious drawing down of 3.2 million ERS and also the form million dollars of worth worth of positions will continue to for next year we cannot reduce any positions now write any position that we reduce in March of this year is can be reflected next year but for us to reflect a reduction for next year which is going to be the next 14 days there's no way we can reduce so we will be reducing our extra hours extra assignments and um which means it will definitely be um impacting our um the support the program Services the interventions that we provide to our students all the electives in advanced placement classes enrichment activities so all of that um we have to discontinue these are crucial for our programs and our schools and those are some things we have to do to meet the 3% for next year because we've already reflected the 4% reduction in expenditures and which we will have to continue Implement through our oh measures and additional measures okay so with that I'd like to jump in and to uh move moved to but the district is looking for for some support um from our partners here in the city we thank you very much for your consideration of this but here are a couple of different um avenues that we were thinking of that would be a good discussion for the full Council and the full board potentially which is that you can see them up there the green box is um school and community support for the sales tax we know that that's coming up I understand in November that the city uh yellow box is also uh taking a look at um how we can update our joint use agreement here with the city I think 1 of our public commenters mentioned that as well um currently there isn't a monetary component of our joint use agreement and uh many districts and you see Santa Monica Malibu is is caught up there as well it was also the case when I was in Manhattan Beach um there is uh some contribution on the part of the city for use of the district's facilities so having a conversation is negotiations around that uh we also have uh some um asks in the bottom left hand corner and the salmon box um we're titling it here small expenditure relief but uh for extra actually large expenditures as Miss Rajiv was explaining we are basically um without these unconventional uh moves that we made in regards to the Redevelopment agency funds and the continued $4 million and cuts we would have a negative a negative budget um and so there's a couple of items that we've heard about some of them today uh that have been very beneficial to our city and our students um historically the district and the city have split those costs um but we um given our budget situation are making a request that uh perhaps the city can pick up the full cost of sales routes to schools which is about on the city's point of view and extra thirty thousand dollars and also pick up the costs and regards to the Go pass transit system which has been beneficial for our students not only on school days but for using Transit on uh other days throughout the city um including uh you know other areas outside of Culver City so uh asking for support in regards to that um and then lastly the blue box is really us taking a look at all sorts of things that would in Revenue across our district um so for instance uh trying to work out a better system regards to paid event parking mechanisms right now our lots are pretty much open during paid events and so are there ways to um make that uh a system to where we could actually charge for parking um advertising to increase enrollment across our district and then um working with the city and other partners including the foundation uh in regards to share grant writing expertise so that we may be able to make use of some Grant funds that would help support our district overall and so I think I need to do my trick here 1 more time and so if you look at the um the particular ask um for uh uh you know our our point of view is if the city is able to contribute 7.5 million per year for 3 years um we can see real great impact on our on our system overall which you can see um The District's impact on the right there is we would not have to cut some of those programs that we were talking about earlier and regards to mental health and well-being uh we'd have a positive budget certification a very a safe safely positive budget certification I should add in there um continued benefits for employees and potential of essential Educators um you know the city's impact on regards to this would of course be having um more facilities for use for after school programs or summer programs um and then more flexibility for the district to host uh the the after school programs or the Parks and Recreation program as well um so that is that is 1 level of kind of a request that we're taking a look at and then um a slightly lower level of requests I don't know why the computers acting this way but I found a workaround but is um uh 2.5 million per year for 3 years again uh that does get us to a positive budget um it helps us to implement uh creative Revenue generating Solutions which we will need to do over all it does contain continued benefits for the employees uh it does enable us to not have to cut exactly 4 million dollars worth of uh uh projects or uh programs over the course of the next 3 years we would probably have to do some Cuts still regardless uh but it makes those less um dramatic right it also helps support um the RDA draw down which Miss Rajiv has mentioned that we have currently and um as we have mentioned also those funds will completely dry up uh 2728 278 2829 and uh when those are that are are no longer in in part there so um we are almost here to the end which is just 1 quick so those are the different things that we are taking a look at you know we are all and I know everyone on this Das and everyone in this room and online um really has pride in the Culver City uh Unified School District uh and that we are uh you know successful all takes us all not just on the board but also on the part of the city and lots of folks move into the city we've heard anecdotal literally lots of folks have moved into the city in regards to the the public school system here of which I've been absolutely honored to um lead for the last uh time and so we are putting this out to the city for your full consideration uh I don't know Logistics of this next request so you know I leave it up to you uh masterful electeds in regards to this but considering maybe a broader conversation in regards to uh joint session of both the council and the board if that's possibility or uh would be would be a wonderful um way to kind of continue this conversation and so with that I know there's probably lots of questions um but that is our uh presentation for you today yeah then we're going to fix the screen and we'll start with in Person Public comments we have 3 um we'll start with Dr Carolyn leizer followed by Jim Shannon followed by Kareem go ahead yeah please oh okay okay uh yes I'm uh Caroline the bester and you know it really comes down to a value system and on Monday night while she was Tuesday Morning Albert Vera said that he would prefer to have the city give $3 million which is a lot of money to the district uh instead of um this investment in jubilo village and even though he proposed that he didn't get anyone to second that proposal but I think that we really have the city has to sit back and assess what they consider is the most important and do we want to invest in the the schools and the children or do we want to invest in a project where um it's really giving money to a private developer that's all I would say thank you so thank you again for the time um I recognize implicit bias is going to come from this comment because as your contractor of record for the safe routes to school I just want to put it out there that it's a very small amount that the district or this district is paying for this dollars have the whole budget and why totally recognize it free penny in every dollar matters when there's a fiscal crisis this joint funding of this program is essential to the program it's truly rare and what it's created is um a collaboration like any other District that we work in um and it's brought us success in Partnerships like the alenda then for example um the consistency of the W school programs the ability to go back and forth from City to school district going to have ongoing conversations um so of all the things to cut and I recognized again and that is a crisis so everything is on The Chopping Block um I'd like you to reconsider that consideration um as you're going forward thank you good afternoon everyone ccusd is struggling and the city needs to step now yes the city itself is facing its own Financial challenges but let's be honest we do have the money to help schools for example we could stop wasting tons of pointless Security check at City Hall in labaya Festival costing the taxpayer several millions of dollars that money will be better spent on our this isn't just about school it's about teachers staff parents and the future of cover City strong School benefits everyone they build safer healthier and more connected communities temporary support isn't a luxury it's a responsibility thank you all right that includes our in-person comments we have 3 comments on Zoom starting with Stephen Jones hi thank you uh my name is Stephen Jones and I'm a um a parent of 2 kids in CCSD they're both law bayona and um I think it's important for the city council to consider this I'm in favor of the funding um of City giving funding to the schools um but at the very least even if you're on the fence I think the city council needs to consider this and have a conversation before the whole Council um last week at the city council meeting I heard 4 of 5 city council members that were supportive of of giving funds to the schools and 3 years who said yeah we need to have that conversation um so I I think it's important to to move it to the city council um and um and I and I heard someone else mention as if as if it's competing with funds for affordable housing I don't think that's I think that's a false choice um the city council can consider this and consider where the money is going to come from it doesn't have to come from affordable housing um in any case I I you know not just because of my kids but um everyone everyone that sends their kids to these schools all all the teachers who are employed there the staff Etc um you know are are in big trouble if if this if CCSD doesn't have sufficient funding so um please move this forward to the city council thanks uh next we hear from from Ray long hello everyone um first of all thank you I'm just very glad that we're having this discussion as many of you know um I've been advocating for quite a number of years um do something like this uh next door in the city of Santa Monica they have almost a 10 million dollar joint use agreement uh between the city of Santa Monica and Santa Monica Mount will be unified um which you know annually brings that money into the district which really helps our district out a lot um I feel in Culver City we can do something uh that's similar to that maybe not on as big of a scale of Santa Monica but something definitely similar to this um I really appreciate you know I think at some point I'm talking to just about every council member I know myself and mayor O'Brien have had numerous conversations about this and I really appreciate um having those conversations and I think um Dan you and I have been talking about this for probably almost 2 years now how um exploring a way that we can improve our joint use agreement uh between the 2 I think it's very crucial right now um good schools destination schools um helps the city of Culver City as well it helps your tax revenue uh your tax base it it just wants more people to come there it makes it much more attractive of a city and its really a way to help out ccusd um I applaud you know Dr Lucas for you know all the things that we've had to do um to make cuts to get our financial house in order many of which you know he kind of inherited it um many of which you know people on our Board of Education inherited um from previous so um we have done the most uh I think we can um I also want to say that you know we hope you know the city of course continues um you know doing the things that they're already doing for us um including picking up 100% now of the safe schools to Route um thing that's really important because um like it was said in the previous comment every single dollar matters but I really really am hoping that city council will agenda as a discussion on ways to help the school district and to help ccusd I think there's a lot of people in the community right now that support that just from comments I've heard or things I've seen on various social media that there is an appetite for the city to help the district right now um Miss Laredo has put together some great presentations for you all on ways we can do this as Dr Lucas simos Reggie did some immediate help but also some long-term help and relooking at our joint use agreement and making sure that we can do something very similar to what the city of Santa Monica does um in Santa Monica Malibu Unified School District thank you thank you and lastly Mercy Bond hello um I do in some ways support this of the city actually giving some funds to the school district I do think though that um the school district hasn't been that great in uh their fiduciary duties towards the students and and the faculty and the staff or uh so there would need to be some serious um strings attached I also think that we should be considering just what it's being spent on to ensure that it's being it's going to the right places and not to pet projects um also though that if the city is going to do that they need they well you know how I feel about the Jubilee project I don't think that the city has any business and giving 16 million dollars to uh to um an outside Corporation in uh in something that's not even really going to benefit the residents here uh I would rather see that money go third at least 3 million dollars of that money go to the schools than to that project thank you all right colleagues questions do you have what made you start think um thanks for the presentation superintendent and um I guess I have a few questions I mean I I'm pulling up the presentation from the last school board meeting and just looking at numbers and and clearly um the district uh in terms of ADA numbers uh peaked around 2122 uh between 2018 2019 2122 uh at around 6800 students and then um 1 year later it plummeted to 6,400 this is 88 numbers again and then now it sits at around 6,200 students and I saw that um uh the current Ada value I know it depends upon uh whether it's Elementary or middle school or high school but I think it's on average about 11,000 give or take per student um doing the quick math on 3 and a half million dollars it's about 320 students if you add that up um which would still put us below the 2122 peak of around 6,800 it would put us at about 6500 um and then you know just rough numbers um and then looking at the trend data um it just shows it continuing to go down in terms of uh enrollment and so again this and I I know from the city's perspective um our CFO projects conservatively you know um and I'm sure that that's what this is is a based on conservative projections on numbers um with that in mind I'm maybe maybe this hasn't been talked about in the open but um is there any consideration on facility you know number of facilities you know School sites that we have in the future um if our enrollment Trends are continuing to shrink um I know that in the 80s we closed um well before my time but um Betsy Ross in Washington and um El Marino briefly and uh 1 other school uh Linda Vista up in Blair Hills so it it's happened and those were sites that other Revenue generators for the district um except for Stone View which was sold Linda Vista which was sold to Stone View um so that's kind of a considerate just from the long-term perspective if if we're projecting that we're not trying to get more students um the facility sizes in terms of classroom total classrooms we might be over um that's something that's going on in my head and then um you know back when I was new to co my wife and I were new to Culver City and our kids were in preschool and we were talking to our uh you know it's a big rush of new parents in in the neighborhood and there was conversation that you know yeah we're gonna you know send our kids to the elementary schools but we're not hearing great things about the middle school and high school and we're you know probably gonna send our kids to private or Charter and my wife and I were really intentional at that stage and and made a real strong effort I think it's real uh for those who are around back then remember it um and us and others uh I think really impacted um you know the projected future of our neighbors kids uh as to where they were going to school and I I'm pretty looped into you know the chatter on social media and that's where a lot of uh conversation happens and I I just feel I I know how intentional we were as a community and telling our our our neighbors how great our schools are and I know how great the outcomes are right now um but I don't think it's the message is getting through to um uh a portion of our community and I was looking at the um Census Data from 2010 to 20 20120 and by age group it's with the with the exception of the the later teen years it's it's actually increased a little bit um so I know that there was a little bit of to drop off after um koide but um I it just feels as though we're losing students uh without losing the student population in the city on the same kind of 1 1 level um and I have permission to um share this I asked um well through my wife who's a teacher in at Farragut uh who would be directly impact bye a loss of Revenue principle there you know uh really wants to go out and intentionally uh bring students um and he doesn't feel supported on that um and the level that he he thinks he can get his his Compass up to a place where they can have another classroom and um he's told that whatever efforts he he makes the it'll be spread amongst the district um and he's trying to advocate for his school um so I I'd like to I mean you know we we just did our budget meeting it's it you know it's dire at the city level um the the first level ask of 7 and a half million a year I mean that's exactly what our well not exactly but that's roughly what our structure our structural deficit is and um per year um and the sales tax if it passes will only get will only capture like 5 and a half million per year so we're still at a 2 and a half million dollar a year structural deficit now we we've got some things that you know depending upon how the council votes um can close that Gap to where I think if we pass the the sales tax and then have these other Revenue Generation Um opportunities go through we'll be able to kind of tread water it looks like um in the near future um but I just I I just don't know where to um find the money um so I I I would definitely I'm more than happy to help participate um in bringing in more of our I think we have a lot of um kids in our city who aren't going to school here um I I know on my blog I've got there's probably 20 kids 20 school age kids all um in elementary school or or preschool and I think a quarter of them are going outside the district um so uh I think there's some opportunity there I don't know if we can get 350 students um but definitely with with real intentional effort um bring back at least some of that money um so I guess there's there aren't questions there but I I I think that that's something that should be done before um we talked about the strain it'll have on the city I mean we're both you know I think we both support each other and we both want each other to succeed um not at the expense of 1 another um so it's tough I don't I definitely don't feel good about it um so that's just kind of my thoughts there's no questions in there so I appreciate it thank you sure sorry to interject mayor there uh there were questions in the beginning and that I think there may have been some some comments that I don't I don't know to be true of stuff May 1 I want to clarify well there's 2 things I want to comment on that were kind of initial questions and thank you for the other comments uh Mr Mayor I think you were referencing enrollment data or is it Ada which is different than enrollment so you have to remember that well and I think the time frame you're referencing um if you recall after coid the state changed the formula for determining Ada for a school district and because so many because 88 dropped dramatically everywhere right into the North normally it's the 95% range and it dropped like probably in the 80 82 85% range so they changed the formula around that time so we were able to benefit from a basically a bigger formula for a little bit so um but with that said though I mean uh enrollment enrollment has dropped over the years I'm not talking Ada I'm talking enrollment has dropped over the years but that's a little bit of a weird blip I just want to make sure that everyone's aware of that and then as far as space wise um you know I can't I can't predict predict the future and of course that would be the action of the board at the time but um reconfiguring 1 of our schools right now is is is not a possibility I mean this is maybe I don't know 5 101 15 years down the line but yeah but I think there was also maybe a question somewhere in there around the intentional yeah the only yeah the only or it's a request I guess to that that we you know that we really I mean I know it was on the 2nd of last page of your of your presentation superintendent um but I think hard recruitment I I I've been some would argue I'm pretty rude about it I really push our our our community to send their kids to our to our schools and I'm like why are you sending your kid private school we got kids going to the best colleges in the country if that's your if that's your child's uh pathway that you want them to to meet and um and uh and it's just um losing those great kids to um outside the district because we know that they kids that are collegebound help help lifts all boats right they help help bring up the kids that are struggling um and they're so valuable to to our um community and and also just you know qualitatively right um you know your your next door neighbor your you know you lock home with from from school with them you don't have to drive as much to get to your to your campus you know if you have to take them to the you know different parts of town to you know there's so many benefits to it and I um and you know I think rightfully so I've been criticized for that um because uh different people have different uh goals for their children um but um I I just really think that there's opportunity and uh selling all the virtues of our district um more intentionally uh to help help benefit all of us Mr I um I personally couldn't agree more right I absolutely think that's something that we we have to do for our split District um because there are amazing things we had 2 students that are going to Yale you know this year it's just kind of 1 1 example not that Yale is the end all Beall for every student I'm thrilled people are going to say I'm Monica College I'm really happy some of our kids are taking a gap year but the but the but the truth of the matter is we have been labeled on Tik Tok which I know was not you know the the uh you know source of everything but there was a really great video that went semi viral on Tik Tok about all of our graduates and all the comments were saying that's a feeder School Clover City is a feeder school and what they mean by a feeder school is a feeder school to Great you know higher education opportunity um but you know uh that's not all out there in the community there's different opinions of the schools in the communities and I you know I can tell you from coming from a variety of districts and you know I'm sorry I'm sorry I won't be here to see some of this public relations get get pushed through but um people I know concerned about the middle school but it is it is an awesome place and it's hard I'm using language like awesome and great and but but it's true it the things that are going on there that are student centered the learning that's happening um I haven't seen it any other Middle School that I've ever been in a system that has not shown me what I see a conversity middle school the opportunities at the high school are Broad and vast and deep um so it's I think it is a Communications issue and I think it's a um Word of Mouth issue too that we really have to really have to work on thank you I appreciate all those words okay uh so uh to get back to the city's support of the district I'm curious about um what the breakdown is of um permitted students versus is um students that are um from Culver City or live in Culver City so we know that I think the last numbers do you know Santa yeah okay 25% of our students are on permit 25% approximately and that's across sort of evenly across all of the sites elementary middle and high school or is it maybe weeded in any of the the levels so it's not even a distributed it's just 25% overall any insight on where it might be more weighted or maybe Elementary I don't have the data okay just guessing now I was just curious and I really appreciate the breakdown um in terms of the leveling of what a really high support will look like or what like a a robust support would look like and a more scaled down uh sort of just meeting uh the Target and what would that look like but what is and I noticed there was a a sort of a term of 3 years is there a uh a plan for uh after the 3 years for the district or is this sort of like a a critical period to get through as indicated by the yeah that's a great question it's more the latter which is the critical period right as we continue the right sizing as we continue continue the reductions um over the several years hopefully not as you know dire as we're kind of predicting with the support um as we continue to right-size staff and move along right and as we continue to hopefully increase enrollments um then uh you know sant's budget projections are that you we're we're we're getting out of it we're getting by the 30-year we actually have um I won't say it's a super healthy um Reserve because lots of places have lots of school districts right have a 20% Reserve 30% Reserve um I don't know what the percentage would be but we we're above the 3% with a little bit of breathing room there alright so starting to kind of climb out at that point um um there's a I think couch in the recruitment conversation uh the enrollment decreases um is there like a a formal plan sort of just separate in a part because I am a parent who my child does not go uh into the district and I'm a black parent and my daughter was not being treated fairly in the district which is why I joined the equity advisory committee and worked on the equity plan and a bunch of other stuff that set me on this path that I'm sitting on right now I'm sure I'm not unique in that experience but I really do applaud the efforts that the district and board members have made to make the space more inclusive um but I do just want to kind of touch on what uh what the sort of strategy is for that in terms of moving beyond um I know that with our apartment as soon as we do get some revenues from that is helpful is it a plan to sort of Target that population as it gets to be more expensive to live in Culver City or sort of what what uh what we're thinking about there but I'm sorry what population are we referring I didn't hear just in general yeah for that moment um well I mean it's got to be through a Communications plan that I think is strategic right and is pointed I think it's got to be you know you know research has shown that it's often social media and those sorts of things but what is really really important in school District enrollment is word of mouth so it's like I know Mr O'Brien's talked about it like kind of doing neighborhood block parties or you know where like and that's why we focus so much on School tours in the you know winter time you know to try to communicate that and it's and it's really getting um you know really our parents who are are champions to be talking to their neighbors and say you know what the middle school is actually great you know come on come on through and go to Honore take a look um so it's really um getting those Champions um coalesce if I could put it that way and sharing the message for sure appreciate that um I do also want to lift up I know do we still have Title 1 schools in the district we do right now we have 2 lab Iona and the Middle School and that adds some additional res it does we get additional dollars to the federal right now from the federal government no right let's not go there okay um helpful um so so I'm willing to have this conversation I think um myself and um some of my colleagues are interested in sort of doing a deeper dive on some of our uh commitments and our city budget and uh recently agenda is a discussion for having a more Community input and there's a allocation of money that is going to that right now but got to flush that out um but we've been approaching the budget um similarly for a while I think that's also reflected and sort of how our partnership has been I appreciate um The Uplift of um some of the requests in terms of you know um offsetting or or things that we could specifically uh support in terms of the safe routes to school and the Gold Pass Program I did hear from Mr Shaman that there is seems like logistical support or just sort of awareness value to having some money coming from the district I don't know if there's another place that we might be able to um to locate uh for this 30,000 to make you all pull or just because I I wouldn't want to lose that um collaboration because I do think um areas where we're able to you know like this and other opportunities I think it just is a value ad for us to continue working uh together um in a in a productive manner so I think and and do we know nor the safe groups to school program yes I don't know safebridge to school but I I do know Go pass which is um most current year thank you Dia for this data but she can forward it on is uh 1,228 Go pass participants and 65,000 almost 66,000 Go pass boardings that happened right and that that was actually a 22% increase um in student registrations from prior year uh so we do have you we do have some usage uh I mean not some quite a bit of usage I would say um and again I think this is maybe anecdotal stuff that um we can go over to you know we we we just hear from families not only about getting to school that's super helpful and thanks to D in the department for arranging for certain bus routes to get to school but for transportation without entire city it's uh and I and I mean I and I broader than the Culver City the county I should say oh and field trips thank you yeah thank you you yes love that uh we love a field trip um in terms of just like supporting um good habits um of of young folks and and you know I'm really excited about this and if we do happen to get the safer school um information in terms of the number of young people who are participating approximately annually and remind me how long have we been doing this um go Pass Program because I know I had kind of a slow burn kick off uh this oh uh uh where we we're in 2425 is our fourth year so first year was 2122 yeah I'm open to um obviously I think you know we just move forward with our budget so um I assume this is for a conversations for the next fiscal year or is this something that you all were trying to get support for for this fiscal year next the next week so we have a long uh ramped up so that's good we're starting this well kind of sort of know we've been starting July 1st oh so so for now oh yeah yeah 20 yeah 25 26 okay yeah all right so it would have been great I have this earlier but awesome it's good to have it now uh and maybe we can have this um come back before us as sooner than later thanks for the presentation and answers to my questions thank you so much I'm gonna I'm gonna answer some of the questions that I think were left behind on the table here and also um first of all I'm going to say happy birthday to Rhea long um I wasn't expecting you to be here because of maybe perhaps you'd like to have your birthday but I know how important this work work is to you so um thank you for um calling in with your support um first of all I want to I want to uh add to the question of why 3 years um the the state requires uh more multi-year projection of 3 years so our immediate need is now and our the requirement is for us to be to have 3% reserves for the next 3 years and so um and that's why this is a critical a moment with us it's not that this uh question goes away next year it's that it buys us time to make adjustments iterate and create more Revenue generating ideas that we can Implement in the next year as well um so you know we're always going to be thankful for whatever uh help in terms and even just the discussion is helpful too because we can uh sometimes that discussion and discourse creates the opportunity for us to have better ideas that perhaps in Partnerships that perhaps we weren't thinking of and our body does not meet this body does not meet um enough to capture uh the timing in terms of our budget we didn't know about our second interim until very early on in this year which is around the same time that your budget starts uh starts discussing and it wasn't until this a couple weeks ago that we knew that we would have loss of the California block Grant um loss of uh title the federal title 2A and title 3 funds um we didn't know a lot of this until just a couple weeks ago so we wouldn't have known the real like what the projection was that we would be missing reserves if not for our un um unprecedented uh move of our RDA funds which are already coming down um so and I wanted to also address um enrollment because right now um we will not consider closing schools because our enrollment for each 1 of our schools is High um we cannot fit more classrooms in some in some cases in some grades and other grades we can but we wouldn't even the data isn't there to consider closing any schools whereas 20 plus years ago with Betsy Ross Washington Elementary Linda Vista there was a reason to consolidate um now the Vista is now owned by the county also because it was over it's over a fault line so it was something that we couldn't um continue as sustainably Al also uh the idea and you know you can ask um board members at the time um um Miss Mrs walkowitz uh at the time those uh those locations were supposed to be closed and supposed to become special education schools um so that they're not competitive with with us um that has changed over the years but yes we do collect revenue from some of these um some of these places but right now we would not look to to close any schools because we are we recently did a demographic report we commissioned a study and to look at enrollment data and the enrollment data although the Ada has gone down that we it has gone down less than the rest of the state and so we are still a destination School District we want to retain that um that attractiveness so that Culver City overall not just a district is going to continue its vibrancy and so what we want to do is um we also want to be prepared to provide top-notch education to everybody especially when we are considering doubling the capacity of housing in Fox Hills and so that already for that a neighborhood school that elementary school and Lauren Khan is already at a capacity where we could not uh support all of our Fox Hills students in that school and that's why we have the ability to have the to apply for choice to El Marino and to other schools because we wouldn't be able to house all of our students there who are zoned for Ellyn Khan and um and so in to 2 to 3 years we will see the council continue to uh approve possible development in those areas and we need to continue to prepare for that enrollment we can't just say okay you know we're going to uh close schools because you know we're having a problem with uh Ada we need to prepare for that and um we need to make sure that we have enough room for all of those folks too um I want to dissuade folks of the idea that there is also a notion of a wait list so there's there's this idea that oh Culver City Schools it's so attractive people cannot get into the school system or there's a big wait list for Al Marino and there really isn't at the time of enrollment early spring we really try to meet the the the needs of our new enrollees our new registrations and so um we what we need to do is get a you're right we need to get advertising out there to say at the time early spring if you apply for enrollment you could possibly get place meant but I think that there's this uh misleading misinformation out there to say oh my kids uh like I'm going to keep my kids where they're at because there's no room in Culver City I've heard this from uh our adjacent Neighbors as well like just people that live on the other side of um on Braddock still but just on the other side that live like that are part of the um uh our our neighborhoods but like just right across the street um so we could be more welcome saying to those students we could also advertise more on um in our large companies like Sony like Amazon um and even with within City staff to say uh hey did you know that because you work working Culver City you have the option of being able to get a permit be for your students to also attend Culver City schools here um and uh so you know that kind of help in terms of advertising for the future maybe even future kiosk whatever whatever uh places that the city also uses banners and also because you have uh strategic Communications person that you know if we could get help to tap into that that would help us as well um so uh I I just want to say that like making the opportunity for the uh for this discussion at the at the city council and or through a joint session will be very uh key to because I understand that even if it's not even if it's for this season and and you all could tell me if it's to make an adjustment for for this coming budget cycle that you need a 4 fifths vote to make any kind of adjustment and then also um you know if it's not that and then it's also to discuss at what level and you know uh at what level help we can do for uh and then it's also like there's so many moving pieces so if you definitely can't do any of the you know any piece for this coming year then you know we really need to work now especially within this committee that doesn't meet for another quarter we need to work now in order to you know see if there's any kind of help that can happen this year or in the next coming year because the joint use agreement has not been updated since 2012 and um now there's a little bit more urgency in that and I know that um the mayor has asked for the track and other and Tennis Courts to be open and I think that you know our cap capacity to put energy or staff energy into how this looks has just been um it's been slow roll because we've been so focused on trying to get all of this together because we have most recently Li closed 40 positions in this past year and 20 plus in the year before and if we are to continue cuts of plus uh of greater than dollars there's going to be a whole lot more coming and we don't want the reputation of you know we can't continue our services so that we can't serve our students we don't want to be that City and so I'm looking forward to discussing with um with all of you more about this and you know to answer uh more questions about what creative ways we can come up with in order to be good partners to each other thank you uh thanks colleagues for the for the discussion I think I'm gonna um just go off of what my what vice president Loretto had talked about it and I think that really what it boils down to is the fact that the issues that the district are facing with regards to our budget and finances are a little more complex than just enrollment and and having kids come into our school I think that that's definitely 1 piece of the story but I think that there is a lot more need there that can be solved by that that that can be solved by not just getting students um enrolled in schools although that is a great piece I'm happy to to do some canvasing with you and and encourage neighbors to sign their kids up to schools as a starting point um but I think we must continue uh this conversation I think that to the vice president's point about um a joint session or agenda of city council I think that they're on the city Side might have been some um an alternate discourse of maybe the Need For What the district was I think that there were some tax or projections that you called conservative I would say liberal um on the district side that oh I think it was said that if the you know if the board just cut more than they would be fine and I don't know that that um that that solution was was that black or white um and so if there was an ability in an appetite on the council side um to to sit with us in our superintendent in our business services um to hear exactly uh the need and and exactly how how how dire how dire it is and the complexities and intricacies that go behind school funding it's really important that we Center business officials who come from education particularly in this moment because of the uniqueness when it comes to how schools are funded the state mandated Reserve amount etc etc um so I think that this is what this conversation was about I know that we had talked about this last uh session and there may have been a little bit of an appetite um sounds like there may have been more of an appetite from more members um of the body but I'm not I'm not too sure what happened but I was on the person that we there was going to be a council conversation I know District staff had some meetings with City staff around what a partnership could look like and potential maybe 1 time funding with the idea that there was going to be a long-term funding conversation later and I think that maybe you all got it got lost in translation it's completely understandable I think there was a lot of stuff happening on all lands but but really what I think I'm saying it sounds like my personal Loretta was saying and definitely District staff is saying um is that there definitely is a a very strong a strong not just desire but frankly a need for us to talk about how we can continue to work together when it comes to um a city district a true District partnership and and and how we could benefit from the finances you know it was said in the comments and I and I continue to um be disheartened that we are asking ourselves we're asking our community to pick 1 thing or the other it's it's either this or that and I believe in a community where we can fully fund our schools and the city can also build housing in the schools to meet that demand I think that it's definitely twofold and I think the vice president talked about it um when we're looking at our enrollment data our our enrollment people and Consultants like projected an increase because of the housing that is being built and I think that that's a good thing I think that the city is continuing to grow and the district is trying to meet that demand but we can only do it if you guys help and so I what the the ask is and staff please correct me if I'm wrong but I think what the ask is uh is for us to at the very minimum send a recommendation to the council to have a conversation but I think I do believe we would want to be a part of that conversation as well so do I need does somebody need to make a motion to recommend like make a recommendation at this point there was um at the budget meeting at least 3 of us at the meeting and actually have the clips from it and send it to uh city clerk because I thought that we had agendas the conversation uh but unfortunately we had not so um if that doesn't come from this by the end I think we should we should have support uh in the next meeting to attend as a conversation about this based on the comments from meeting uh it is on our um our future agenda list to to have that on there um I think it's in the foreseeable future I guess my concern is does a a specific recommend I I'm I'm looking to the 2 of you does a specific recommendation need to come from this body in order I I think it well as far as what it is um it might benefit if just so that there's a it's not a 1-way conversation that it's a joint yeah type of meeting um instead of us up there talking and then we have to wait till you respond and her meeting and um I don't know if that's ever been done before at least in recent times but um I done right this is typical in Pasadena and and other places that are independent that that have these types of uh um I'm sure yeah if that's the preference I'm in favor of whatever moves us forward quickly um so I don't know the availability of the wide uh group that we have so um but I do think that the uh fides were really helpful um I would like to there's occasionally times where um items are before us and we have folks that are available to be asked questions um so in the event that uh we are unable to coordinate schedules or if there's an issue of time which is what I was hearing earlier uh that we could also have folks uh be available for questions and provide uh public comment that might allow for things to move a little quicker uh considering we just have 1 July meeting and 1 August meeting um so uh so with that in mind sort of uh lifting that up and considering everyone's summer schedule so um so yeah just wanted to lift that in the room and um really excited to have this uh conversation um I'm sorry chair may I speak uh I I was just going to I was thinking the way uh councilman McMahon was mentioning um we had recently canceled our um uh August 25th City Council meeting because our the sales Sac measures on the 26th so in that rough space there um obviously we don't want to replace it with the date that was in Conflict um but I think that it would be reasonable in the last 2 weeks of August um preferably not within 2 days of the election uh if we can that do we need to make a specific recommendation for um for our joint session in August I I think we would need that we would need to check on availability quality of all um members of the elected bodies yeah Miss Williams please sorry for having 2 sessions is this a is this the next meeting for so maybe it maybe I could doodle poll going out to see who's available the last 2 weeks of August oh Mr not did you I was just going to say you could set that as a Target then we'll do our best to schedule yeah and that doesn't mean that work can't be done before then amongst staff amongst staff yes Tiana wants to try it out oh please yeah I feel like when I asked the city clerk about this cancellation and requested if we could potentially meet another time in August there was some hesitancy uh so would love to hear from the clerk's team uh can unmute her oh I just got a text from our city clerk the chambers aren't available to be used from August 18th to September 1 I think that I'm going to guess that's because of the election yes it is I mean the city clerk hello is Jeremy volcano City Clerk um we've been listening and yes the chambers are going to be in use for our tally after the election on August 26th then also prior to that we need to shut down the chambers so that the election equipment can be brought in and set up to process for that night how far how far in advance Jeremy I see enough chairs here August 18th hey tan 29 you know to uh last Friday before Labor Day does that include uh city clerk staff or just the the space itself it includes both okay but maybe not at night if you wanted us we could possibly at some point provide assistance if the meeting was to be held in a different location and is there a reason why we suggested August or was that just a you just chose the lantern um because well I I know I'm gone a lot of July but um first week September oh please talk to like it yeah I mean I do we want to try to get a date right here with this group or do we want to we won't be able to do that yeah I don't think all the other members to we can uh yeah we can set a target with this group and that's it yeah yeah so I think I'm hearing end of August beginning of September school starts August 20 no oh no list of August but anyway end of August beginning September 7th I'm hearing or we won't be able to do it in in August oh oh oh okay that's what I'm hearing oh but well not in Chambers so City Court of lie there okay you're you're also I would anticipate significant public comment keep that in mind so again yeah we got it that's a that's a lot of work setting up so I I guess my um if we as a body here recommend that we're going to have a joint session and we'll have staff poll and try to figure it out I think we can do that right but we don't have to is is that a motion or is that just Direction what is this I'm trying to understand what the goal is with the joint session is it just so all of the members feel heard by the council and to ensure that's the case is it does seem like it's going to be a heavy Logistics lift so I'm just trying to understand what the goal is for The Joint session I guess the question is also like when uh it's this topic this agenda is for a future meeting anyway right so but when he's saying no it's not pardon me yes it's not we don't have consensus with the clerk however however if this body makes emotion to send it to the city council for discussion then it's a subcommittee and then it's an an exemption from requiring consensus so that means that if you make a motion as the body to send it for city council to to consider we can then place it on a future agenda um yeah so thank you thank you so much for that uh for clarifying that so I'd like to make an emotion um an emotion I have an emotion um that I'd like to make a motion that we uh request this to be the topic to be agenda is that a future city council meeting I support that yes thank you I do we need to about are we yeah it sounds like there's a much in favor say I I mayor can't you just agenda did we meet you can't just agenda these things no now but before now you could have did I just stare at that power on you okay right clarify this is just for the item to be discussed we also just to kind of Honor their requests for making sure that there's more collaboration do we want to still separate and a part of this conversation or something that is also supporting this continuing conversation to still agendas at some point a joint meeting to continue the conversation with all members or because again I don't want to lose that threat if that is something that would be helpful to continue conversation and collaboration um I have so much curiosity and wonder about how y'all um agenda is things and so thank you for this uh because there's so many pieces and so out of this we could have recommended like 1 item or 2 items or whatever and because there's so many moving Parts I'm a little confused about like how we can move like what's the best way for you all to move forward because each 1 of you on the on the council may have different ideas about what can be you know communicate uh what what you will come to consensus with right and and so I I'm kind of looking to you all for some guidance in terms of how like there's some low hanging fruit here it sounds like it sounds like there's some low hanging fruit in terms of General support um the question is what's the level and how it can be done and some of that is for us to help recommend the urgency of our situation and some of it is for you all to figure out what your value use are and and how it gets done um so um and I don't know where that partnership is but I also know that there is so many great things that could happen if we do get a joint session so I'm going to re I mean I would wreck I don't know if we need the motion we don't need a motion but we I mean I would hope that we would have a joint session at some point even if it's just to solidify our future joint use agreement if that's what we will be doing later on it would be such a great show of partnership um to have that discussion altogether okay I I just to make sure you feel secure my my expectation of the meeting is that we will be discussing this and and and there will be it will be a lot of discussion and there will be a recommendation to staff from there yeah are we under the same so just to be clear the next steps from this item are well so I think that we sent a recommend yeah to the city to have a conversation and I'm hoping that conversation is going to wait until August yeah um so hopefully in in between now and the joint session hopefully with the recommendation Council can take up the conversation um you know as as Council before the bodies or the joint bodies convene for a joint session that would that would be the goal and I know there's a shaft would be available um should that come up hopefully I don't I don't know your meeting schedule but uh maybe in the meeting in July and so if there could be some coordination um with District staff on when that's coming up specifically our our business office that would be great great moving on to 83 right um yeah 83 discussion of Public Works sponsorship of rock and rollers and tap cards thank you Mrs door um I referenced this in the first presentation and we've lots of conversation around it but this was just a specific action item for your consideration again towards um some of those um you know uh important very important but smaller ticket items that we were looking for the city support I don't know if that just gets meshed into this meeting we just kind of agenda and sometimes part of the conversation then um but if there's any particular questions to um answer about uh the request on we'll be glad to help well yeah we had a public comment in person um so we'll take that from Korea I'm not seeing anyone on Zoom but if you have a comment that would be the time to raise your hand hello I strongly so many talk about actually getting kids to walk and bike safely to school that's real impact and thank you for your service and the go pass its freedom on a card in a city build for cars it gave Kids Safe independent access to their world they aren't just program their investment in health Equity Justice in the future let's keep them rolling thank you alright Alex um yeah I think they're great uh it's no it's it's I we we got a report I'm sure Dia can speak to it but a very large percentage of our our bus riders are in our schools so um it's a good thing and uh I guess we'll talk about the funding part uh very soon but um yeah it's it's a it's a great program I don't want to belabor the point but I do again just want to emphasize if there's a way that this District could retain um some sort of investment in uh the safer to score program to ensure um increased collaboration um and partnership I think would be great um so if there's room there uh would would be open to having that conversation uh but really appreciate um and it's been really beautiful to see this program growl uh both programs uh so so yeah I hope we can uh support that and and continue to move the work forward thank you do you have a call back no comment either uh we can move on A4 discussion on safety study approved by city council examine how to improve safety on Linda good afternoon again Andrew Maximus with Public Works uh so the tri School area traffic study is what this effort is called uh from the city's side um we've put the project out for uh requests for proposals to get help from our consultant uh Partners on this project and we've received their proposals we're in the process of reviewing the proposals um we're hoping to make a selection very very soon in the next coming days or so and um hope to bring the selected consultant to the city council for the contract authorization at the July meeting so I'm I'm this body will meet again probably in with 3 3 months so hope to have um a little bit more information again we talked about schedule last time and having this as a standing item um to provide updates so we'll at least know um you know which partner we have on board with us and a little bit more of a schedule to report back on in the next time but thank you thank you we have 2 public comments in person and looks like 2 on Zoom we'll start with Korean thank you Linda Street needs to be safer we recently had 1 child struck by your parent turning left on brother the video footage obtained by ccpd of the event was so gruesome that staff refused to play it at the bpac meeting so we need to move into action and without delay the solution that are known they're tested and are within reach here are 2 low-hanging fruits we must extend the protected backlane to the school there is to be sufficient space no active driveway to abstract it the path is clear literally and hopefully politically we we must also permanent permanently restrict through traffic in front school just as we did on Earth Day only allow emergency vehicles staff and those with disability placards in Paris more than 100 School Street has been transformed into pedestrian Zone children now working safely parents with easier lives goes on only better it only takes 2 Gates and 2 signs it's not expensive and yet bring so much benefits to everyone real estate next to those new pedestrian streets went up 5% because of quiet streets it's not radical because safety is not radical it's common sense it's responsible and yes we know it the same handful residents May protest we know them repeating the same tired debunked arguments and we must wait the convenience of a few against the safety of thousands of children again 1 child was nearly killed must we wait for another tragedy to act safety delayed is safety denied the time to act is now thank you Michelle um again I just want to remind you that I am past president of bicycle pedestrian advisory committee so I'm only speaking with myself but I have kind of some deep knowledge about this and going back even before my tenure which was pretty long there was a safe route to school million-dollar that was not able to be actualized because of push back from the neighborhood so here we are investing hundreds of thousands of dollars for a study where it's patently obvious that if you continue a bike lane from 1 school to 3 other schools you're going to have a more safe passage for pedestrians and cyclists because a bike lane is not just a bike lane it's also a traffic calming measure among others the city has done a great job the city staff have done a great job of providing crosswalks and crossing guards and so on but accidents still are potentially there and do happen so the study is going to happen I'm not a huge fan of this idea because I know that we'll hear the same voices pushing back any kind of recommendations that would make those traffic calming measures happen so I'm just here to say I'm glad we're getting on with it though I don't think it's needed and I hope we land with the traffic calming measures that we need thank you commenters on Zoom starting with Marcy Bond it's easy for people who don't live in the area to speak about how this won't impact anybody's life or the people who live here this is what the traffic that they're talking about is a very small portion of the day and news flash we aren't Paris and you're still going to have a lot of parents who are going to be dropping off their kids and you're just going to be pushing all of that traffic into the side streets like mine like Farragut like Garfield like Lindbergh all of these side streets will just be impacted with traffic and every few months with zero input from the residents it seems like the city trots out a new attack on a lenda and its residents and the people who live there and this street is 35 miles from Farragut to Culver boulevard and you're trying to in this new um this new complete streets design you want to make it a major collector that's not how a major collector is even deaf find it's ridiculous obviously by making a major collector it's a ploy to apply for federal funding to permanently alter negatively for the people who live here the layout of Orlando rather than actually address the traffic issues created by the school that's a small fraction of the day if you guys take the time to look at the email that I sent you you will see pictures of what the streets are actually like the vast majority of the time here they are empty they're empty there's very little traffic here and this was today between 2:45 p.m. and 2:52 p.m. that's what it looks like most of the time and you want to shut it down for shut the entire Street down for a couple of hours the speed limit is 25 although 15 during school hours even 1 school is in session outside of the drop off and pick up hours it's it's this quiet it's bird song The Wind in the trees the insects and of course the planes in the distance and sometimes Sirens unfortunately with both the city and the district and Dire Straits financially now is not the time to be looking for ways to spend money on something that doesn't need to be done it's not wanted by the majority of the residents and will negatively impact those who live here as as well as the people who are trying to drop their kids off we've got to do better there's other PE people like uh Melissa Sanders and David Bergman wrote in and told you gave you some suggestions about what we could do to actually become the traffic here please listen to the residents don't listen to the Consultants they don't know s*** thank you uh oh no let's refrain from bulgur language please uh Nancy Barbara good afternoon um so much for your service and um I just calling to reflect on the uh not reflect but also questioned the need for the study um I think we have known Solutions and if the sense of investing um um money in this effort is to learn what we already know about what makes uh the street safe for kids getting to and from school um it seems uh counterintuitive and so I will Echo um the previous speaker's comments uh Michelle and Kareem's comments um and support you moving forward with the the solution that we know will make it a safe street thank you Leslie Brian Sanders morning everybody thanks for the time to speak uh I live at all industry lived here for 25 years and you know I mean if green Sally and Michelle 1 or want to just say my name you can just go ahead and say money and put it in the public record yes Brian Sanders opposes your ludicrous plans to change the nature of a Linda Street without any data to support what you're talking about for 25 years we've you're nutty ideas tear down the trees put in a bike lane a protected bike lane why would you do that how about a 1-way street let's put in a 1-way street why just because just randomly to a hair stop sign here stop saying there why you don't really have any clue as to why Kareem Sally Michelle Winer you just come up with these ideas and you go over to the city staff and you breathe down their necks and you hang out there all day long we know what you do we know that you're going there and Advising them as to what they ought to come up with why do you think they're coming up with these crazy ideas Braddock and doesn't need a 4-way traffic light like it's Sova I why why did they come up with that idea so many years ago gee maybe somebody put the idea in their head and they thought hey this would be a great way to get million dollars for this grant or that Grant okay and they just slammed it together we have the emails we know what you've been doing why do you think we get the public records it's not brain surgery you may maybe you should write everything in an email hm how about that so you know when you when when we have the emails from 10 years ago I think it was maybe 8 years ago where City staff says let's change the language because a Linda Street is not a high Injury Network and that is an actual legal term so you changed the language of your presentation so that you could put the protected bike Lane North of cover on a industry we know we've seen all the data we there isn't any to support it it just kind of came up with the idea so look we're tired of it we we want everyone to be safe and we we are tired we are so tired of you trying to shame us and to say we don't care we care we're showing up to the meetings we're organized we're passionate we're smart we know what we're doing so please have some respect the alenda residents for peaceful streets will oppose your nutty plants all right colleagues oh no comment I don't care I'm looking forward to the results of the study coming back before the body thanks all right none here too um 85 discussion of upcoming events in Culver City and Culver City Unified School District yeah I I was uh this the school doesn't have anything particular because it's summertime and the living is easy so they're that always tears me to sing at every public meeting so that it and uh we are thankful for an amazing school year that just completed last Friday and uh really great stuff happening and we do have summer school in session at a couple of our sites Lynn how uh middle school and high school those will be completed by mid July and then we've got a couple of weeks not a bunch of time honestly but a couple weeks to do some deep cleaning of campuses and get ready for opening on thank you August death of the students are back teachers are back before that so um that's those are our upcoming events for for our next couple of months thanks we we did have a public comment I'm assuming we're just telling us about an event for yeah please greetings everybody again Jim shaming your safety School coordinators of speaking of joint collaborations um we do have 4 upcoming events I just want to put them on everybody's calendars um we have 2 that are planned for the summer to keep people active and engaged 1 will be July 13th it's a parks to Parks tour it's a bike ride no need to register ahead of time uh we'll be meeting at El Marino park at 10 oclock in the morning to our kind of tour several Parks we'll have activities Parks um a great way to get the whole family um engaged um on August 3rd we'll be doing an ice cream sundae bike ride so we'll be visiting several bike shops or I'm sorry several ice cream shops along the Route it happens in the afternoon so it's a great way to cool there and get a lot of exercise as well and there are 2 big events that we're working with um transportation and um of course City will be involved with these as well our annual uh Culver City Middle School bike day this is our bike safety day specifically for our Middle School right before school starts to get them rolling and rolling safely that will be on August 16th and the walk-in roll Festival which we also do is an annual event um that will be September 14th So currently there's no registration for those we just want to get the dates out to be before when checks out for this summertime um and I want to thank the city and the school district for their support on all these projects and why this all works so well is because of that collaboration so thank you thank you thank you thanks and we did have 1 on Zoom David Bergman hello Yes actually my comment was on item 4A um but I was skipped so I'll refer back to item 4A which is ill Linda Street I am in the Linda Street resident and we're on 5 so we we actually can't know I was skipped does the city clerk available um I'd like to speak to the city clerk because I'm sorry I was skipped when my hand was up you guys don't run public book meetings right it is amazing to watch how you just blow through the illegal procedures of an open meeting in California I mean this is not a comment on A5 so cam yeah okay well we'll we'll take your comment back at the end and comments Communications and public information manager just wanted to give you some upcoming events that the city is working on that we would love for CCS USD to uh let families know about as well um I did want to make note that the hiring fair that is upcoming on the 24th we do have included in our newsletter and we will push out on social media as well um Juneteenth is coming up this Saturday the 21st obviously is a um all ages invite and that will be at Ivy station from 1 to 4 pm the following Saturday we've got the pride rally uh that will be the ride and rally so that starts at 4 p-m at Cronin Thal Park 6 PM downtown uh at Towne Plaza the independent celebration is on the 5th and we also have upcoming I should mention on the 26th of this month the hate crime report presentation and Q&A being held by our human resources department uh that can be found on the city's website Culver city.org we also have the largest swim lesson on the 26th but this 1 is really important the hiring fair at the plunge which is going to be taking place on the 30th uh you can find that on on Culver city.org also on our social media sites that we are encouraging any individuals who are interested in becoming uh uh lifeguard member at the plunge we also have movies in the park that is going to be family-friendly throughout July in the Summer Concert Series starts on July 17th and runs through um 7 weeks into August as well so I'm here for any questions if you have any and uh continue to support of promoting and highlighting things with ccusd mayor did you uh I just want to publicly express my disappointment for missing our juneth event um I'm going to be in Tampa for the US mayor's conference I know it's going to be great sorry I thought you were gonna say sorry sorry I thought you were gonna say I thought you were saying that we missed your team sorry I didn't I didn't touch it I don't have any comments so you have it a bit okay no more minutes um all right we will now end with I guess public comments again uh David Bergman we can take your comment now thank you I understand that this body has favorite constituents and less favoured constituents speaking of somebody who is less favored I'd like to express my concern as an industry resident about ongoing efforts to change the residential character of the street to a major Regal Transportation facility we know that City staff has been engaged in a number of efforts over the years to change the character of the street largely as the result of pressure from people who don't live on the street um who want to see it turned into a regional facility that suits their needs to address a traffic issue that affects the street less than 2% of the day you have a public works director who refuses to use data as part of the decision-making process uh and looks uh won't look at any numbers won't look at any data uh has predetermined idea is that will uh dramatically affect the character of the street without any consultation with the neighbors we have a school district that creates a number of traffic externalities closing the gates at Harder closing the gates at here on uh taking 25% out of District students to increase traffic all downhill industry but offers no solution no contribution has 40 acres of land in the tri School complex which they do not dedicate a single square foot of to resolving the transportation issues that they create it's always what can the city provide the school district it's never what can the school district do to help solve the problems that they create just to let the city council members know we are organizing on the industry we are concerned about what we're hearing and what we're seeing we have a history of bad behavior by City staff including um making up numbers uh falsifying data um and taking unilateral actions without any Outreach to the neighbors on a Linda Street we're not going to be quiet about that as this effort moves forward we're getting organized and we're going to insist that we have a seat at the table we're also going to insist that the school district does something to contribute to mitigating the problems that they solve that they create rather than demanding that the neighbors absorb uh whatever traffic impacts they produce um we have a residential street we intend to keep it residential residential we are not interested in seeing it turned into a regional transportation facility all right now time to adjourn calling the Russian actually I'm very quickly I was getting out of myself yeah and if it's for members well I'll let the body go first if there's something I'm looking at uh this is items from members of staff I I just wanted to spend a very quick minute I'm maybe this maybe the direction changed in the course of today's meeting but this might be my last meeting with you as your superintendent and as part of this body and I want to I'll be with the board members more but uh Mr O'Brien and Mr McMoRan you have on this committee for the 2 years that I've been serving in the district and I've just been um utterly impressed with the coordination the support and I want you to know that Mr dockbar and the entire city has been incredibly supportive of me as well I have a direct line to police chief to the fire chief if there's any kind of emergencies going on I've got a great connection I reached out to Mr nachbar with concerns and questions he gets back to me right away it has just been a partnership that I have cherished and it has really helped our district and I hope hope I hope it's helped the city too and kind of our relationships here um between Virginia 2 organizations so I just wanted to thank you and I know this is maybe cliche but here you go I'm Mr basically the hard work I was already front row at the state of the district you have to do this thank you thanks thank you good morning just kidding uh committee members um are there any items well I um superintendent you're gonna be so I was wonderful working with you and just seeing your support of our uh students who are traditionally from traditionally marginalized backgrounds and what you up somebody is unmuted um doing what you can to ensure that all the different aspects of the district are uplifted and um folks are aware of them so I appreciate your service we're going to miss you uh deeply big shoes to fill um as it pertains to um items coming ahead I look forward to discussions about how we can support you all at Council and any uh joint uh body conversations looking forward to that and do we already have a date set for our next this version of the meeting so I want to make sure that we um schedule that as well for really I apologize I I should have said similar words I've had oh no its
