recording in progress all right good evening everyone it is 6:01 p.m. on July 8th the board is back from closed session I want to I don't call Open session meeting to order uh we will start with the flag salute I'm happy to lead us in a flag sleeve everyone stand up please the right hand of your heart ready begin I pledge allegiance to the flag of the United States of America and to the Republic for which it stands 1 nation under God indivisible with liberty and justice for all I'm sorry I didn't do the roll call the trustees all trustees are present uh land acknowledgement Mr grey have you we acknowledge our presence on traditional ancestral and unseated territory of the Kish and tongva peoples who are the original caretakers of this land thank you Public Announcement of actions taken by the boarding closed session by unanimous vote the board discussed and took action in closed session on agenda items 2.3 to approve uh the presented agreement the district agrees to reimburse parents up to a total amount not to exceed 466 26667 and the aggregate for a privately obtained Educational Services provided to the student during the 2425 and 2526 school years and up to 46666 for a cost occurred during the 26th 27 regular school year as well as the 2025 26 and 2027 extended school year periods and accordance with the district's calendar the parties agree that any remaining balance of the reimbursement amount described in the agreement men after the conclusion of the 2025 2026 and 2027 extended school year period shall be forfeited and deemed forever waived and shall not carry over into any subsequent school years adoption of the agenda move to approve is there any discussion colleagues all in favor say I I I public recognition Okay members of the audience items not the to the I won't read it all I'll just read some Horizons horiz whereas whereas so congratulations do you want us to do a picture I think that yeah it's not doing the Star Wars perfect hello thank you for the opportunity to speak so my name is Tandra Gardner and I'm here on behalf of Connections for Children which is your local Child Care Resource and referral agency and just 1 of the things that I've noticed as I've been touring the community and presented information on universal Pre-K kindergarten is that a lot of people are not aware of our agency even though we've been in the community 50 years and we provide free resources and services so I just wanted to share some of that with you all to tonight with the hopes that that information can trickle down to the community um so we just started a new upk program and this was recently developed to address the educational needs of our 3 and our 4 year olds and we also want to ensure that parents know where they can access services and programs to help get those needs met um we also meet the community in a variety of different ways so we provide family engagement opportunities Hands-On learning opportunities we actually do a family time um learning event with families in Santa Monica and in Torrance it's open to our entire service area um I have created some packets to share um I provided 2 of them there but I have more and then also we do have more information on we have a direct link on our website if if you would like like more detailed information um but 1 of the things that we wanted to just make sure that got highlighted is universal Pre-K kindergarten is here um we want to make sure parents know how to access where to access what it means where to go all of that so there have been some fact sheets created um I brought the ones in English and manage but we also have multiple languages if if those are required as well um I brought some information for the family time Flyers so if you have families that want to know like fun free Hands-On learning opportunities that they can do with their children during the summer and then the last thing that I wanted to highlight was we have a catalog with professional training development opportunities that some of the local school staff teaching staff may benefit from so all of our services are free um have the packets here my name is Tandra if board members uh president ezzor thank you for having me here tonight I'm here for 1 reason I'm gonna face are outgoing superintendent Dr Brian Lucas um I just want to come and share my heartfelt thank you for your leadership uh for your friendship not many people know but Dr and I uh share a text Exchange I'd like to read a few of them no no not not safe um but 1 thing he continually does is uh mock me and the length of the City Council meetings he is quick to let me know how early he gets out and how late we get out um and you know that's part of the Testament to the great work that you're doing that's not a big part of the work I know that you've built lots of bridges over the past couple years your accessibility to the community your willingness to work with city council and and our city staff I know our staff is very appreciative of you know the the efforts that you've made to improve uh you know the lives and the education for all of the students in Culver City and um you know I I truly do consider you a friend uh I'm going to miss you enjoy for Florida enjoy your time off enjoy your family and uh give me a call all right and aloha okay that concludes items not on the agenda yeah thank you um well now moving to our employer groups we can start with Mr long oh no will you start with Miss Hammond Miss hammies Miss hammy on good evening can you for me yes we can hear you okay so I know that this is Dr Lucas's last meeting and again I would like to thank him for all of the hard work and dedication that he has given into our school district it's been a pleasure working with you Brian and you will be dearly missed by all of the ccusd community and give us a way to connect with you after you're back in Florida because we'd like to stay in touch with deal that being said the other thing that I wanted to mention is that Ray long is going to be discussing the um person or that's going to be assigned to the cbac committee this evening and I would like to say that the comments that he made will be on behalf of both of us and I do support everything he's going to be sharing with you this evening and that's it for me tonight so everybody have a wonderful summer and get lots of rest being that dance here okay um thank you so before I start I want to just do a little bit of Union business first um so of course like every meeting uh benefits are on all of our minds and continuing um you know the benefits that we had agreed upon last November and making them permanent and ongoing is the top priority for you know both ccft and Ace we should have a much better budget pitcher now the the the year end is um finished so we should have a little bit indication of where we're at we know a approximately how much we need to budget in ongoing money um and we kind of have an idea of what the cola will be for this year and for the outgoing years and I also know that um that we are you know in talks in the city council has discussed um agenda izing a discussion around uh helping out ccusd and I wanted to address that for a second um so first I just had a really great conversation with council member fish this past weekend at the Drone show um just about kind of what we're looking for you know his position with the city and just really thanked him first of all I know he had met with Dr Lucas and just really thanked him for reaching out and uh talking about that and we had some discussion as well about you know things that we need to do and he definitely seemed 100% on board with um trying to help as much as the city possibly can uh with the situation uh council member fish said you know he understands the idea that you know good public schools are better for the city right that's going to be better for the city it's better for uh property values which you know turns into you know tax revenue for the city and all in all it's it's a really good thing so um and he was pretty sure for the and it's too bad dance left already that the it is a gendis for the next meeting that that was his impression that the next I think regular meeting they have that they're going to have a discussion um around this so I look forward to that and just just want to thank everyone who has been advocating for it uh for that um and Miss Loretta your name came up several times from Mr Fish about all the work that you've done um around this thing with the the city and and just back to Mayor O'Brien I know he and I have been probably since been on Council have been discussing this for a couple years now with ways that we can do it and model our system um off of Santa Monica um the comment about cvac we want to make tonight is that um we had some questions just around we were kind of you know we're a little confused as as our representative on cbac as you know ccft and Ace both have a member of cbac and we're kind of confused because the bylaws are vague I mean they're really vague they're a little outdated I think 2018 was the last time maybe they had an update um and we were wondering that you know I know Nick Carroll is um has resigned and I really want to appreciate um the work he did so I got a couple opportunities to meet with him I I sat in on view of the meetings and really enjoyed uh the time working with him and discussing you know various especially Revenue Nick was really into figuring out ways to uh raise revenue we had some really good discussions I just first wanted to thank him for the time he served on Zac uh but the question is is that that when there is a vacancy on sea back is the are the bylaws clear that an alternate automatically goes into that spot pending board approval or is this something that we open up to the community again because if it is then we probably should hold off until September and say to the community hey we've had this unexpected vacancy um and maybe we want to put this out to the entire community that we're looking for someone to finish out the rest of of his term I'm just a little bit vague on it and after reading the C back and uh the bylaws and talking to miss Graco who is our representative on it and um Miss buchansky who's the um chair of it I I think we're all a little like like on easy and not sure about it so uh they don't meet over the summer um I don't think they have any issues with Quorum so I would say why don't we just wait on an appointment until the fall when we have a little better understanding I also know Miss bashinsky has asked for the bylaws to be reassessed we had a lot of things that obviously came up this year budget wise so I totally understand why that might have been put on the back burner but I know that has been a request from cbac uh for that to happen and I think that's what I would ask of the board tonight is just to kind of maybe put a pause on this I don't know if this is something that we need to rush and do immediately and take a look because like I said between myself and others that have looked at the laws it's it's a little vague I mean I even wonder why do we have an alternate like why does someone sit there I mean it doesn't make sense for someone to potentially sit there for 2 years and never vote once um I I mean I I don't get that like so that's what I'm saying so is it an automatic is it like the vice president I it's just confusing and I think the whole idea of a an alternate is a little confusing and maybe something we should look at as well because I don't think it's fair for a person to have to sit there for 2 years and never get to vote on something either after being there for 2 years and then realistically if everyone runs again then what are they the alternate for another 2 years like they could be 6 years as the alternate so um that's just I want to kind of throw that out to the board that you know this is something I don't think it has to be done immediately because it is the summertime um and then finally just want to thank um Dr Lucas and Dr Gooden for getting 1 of our employee um pay issues taken care of in a very rapid manner um because we were very fearful um we as those of you that were on the board and probably the 2 of you that joined the board because I know you watched a lot of meetings know that almost every meeting there were employees up here talking about how they didn't get paid you getting paid right I don't know who said that but and and that was that that was that was quite quite often that happened and it's gotten better it's gotten a lot better but you know I've noticed recently you know we're kind a creeping back into that I got a lot of emails teaching summer school about people not getting paid and wondering where paychecks are and not getting communication about it so I just want to put that on our radar that you know we were kind of out of that issue and you know it's just you know creeping back a little bit not like where it was before but let's keep that on our radar to make sure PRS are process and a timely matter and people are paid and reimbursed for their time um and a timely matter okay so the rest of time I want to talk about Dr Lucas so so first of all I just want to thank you you know for the 2 years of service that you put into uh ccusd you kind of came in on a really strange time because you came in right in the middle of a bond campaign and you came in on a bond campaign that you know people were questioning including many of my own members that were kind of questionable about it and was it the timing right for the bond and we talked a little bit and you and I went out to just about every site and met with every single person and some of those were tough meetings if you remember I remember I remember that was like you're kind of introduction to this and you're like wow some of them are really really really tough um but you know you did it and I think that was really important that you went out there and uh those you know teachers and staff members you know had the opportunity to see you have the opportunity for you to hear their concerns about a bond because it sounded strange like it was like you know why wouldn't teachers want to bond but you're like oh now that I hear about it here's their concerns about you know how money is spent and and other things and I I thought that was just fantastic that we got to go out there and we made that that time and we were out there just about it seemed like every Wednesday for almost like 2 months out there uh at each of the sites and you know thanks to the board members that joined us for a few of those as well too but it was it was really helpful and I thought that was um used starting off on a great foot with our staff because I think a lot of Staff you know they hadn't seen that and I was you know jokingly laugh about the mystical Dave Larose and some people are like you know is he is he a real person or not but you know I think it was the first time since the rows that we had a superintendent that was actually out at sites visiting people like on a fairly regular basis like that you know and and and and people were saying that to me they were like we haven't seen someone in quite some time so I I thought they they were really really appreciative that's I want to appreciate the fact that you did that I also want to appreciate the fact that you came in and you kind of saw unions is not like an US versus them and that we're kind of Partners you know it wasn't like you know and all the it's like you don't always agree on everything and how every dollar should be spent and things like that it was never like a you know this is us we're doing it this way and you guys it was a partnership it really uh it really was a true partnership and I just want to thank you for that and it was really noticeable um you know from our members because a lot of members when you announced you were leaving they were like I can't believe it I can't believe he's going we're so sad that he's going even some of my toughest members even kind of said that like wow we're we're going to kind of missed him and um you you drove up our traffic on our social media 520% last week when we put something up there about you so we had a 520% increase in our social media traffic I just got that staff from that so look at that you've you know haven't seen that probably since the election when I had to come every every meeting and say that so there you go so you must be the magic ticket to driving social media for us I have to remember that for next time but I really just want to say thank you so um we have some little parting gifts for you here and and there's 1 I want to take out so um and the other 1 I'll just tell you about so because you're going to Florida and you know my grandfather lived in Florida he lived in St Pete and I remember when we went to yeah we okay when we went to all right so we went to St Pete and I remember going to visit him as a kid a couple times and we'd have these rainstorms out of nowhere it would be like sunny and then you're out there and like boom it just starts pounding you so we have 2 aft ponchos uh for you that you can just flip on at any time in those kind of flash Florida rainstorms so they're included in here with some other aft swag and and something for me as well but we also wanted to give you uh this honorary uh ccft um T-shirt you know so you can wear this with pride it has our logo and all our national logo on the back and you probably will fit yeah and if not just call me there's probably in the office I can go thank you so much I really appreciate you it's been a pleasure and here's the oh here's your thing thank you everyone so we're trying to support are you going to sing it do you need you're a good well actually actually we're going to shake it up a little bit here which is I'm going to ask cabinet to start us off and then I'll finish up normally we do a reverse order but while we're getting the presentation up I believe Mr Rajiv your first stop right thank you I want to thank um before I begin um sharing about uh budget update um uh the Federal freeze um I really want to thank Dr Lucas thank you for recruiting me thank you for introducing me to this amazing conversity Community I would not have come if it was not for you and for your leadership and most importantly you're supportive and you're trying to always hold us together and I welcome Dr IMS but we are definitely going to miss you a lot and I'm going to bother you every day with a text to Florida yes um moving into our slide to please yes so the federal freeze I know last Monday on June 30th sorry I think the some of the screen didn't come up well on last Monday June 38 the United States Department of Education communicated to the California Department of Education that we would not it would not be issuing a grant award notifications obligating more than 810 million of federal funds which would have otherwise been Standard Process they would have given us a notice on July 1st and we would have obligate we would have actually counted that as a revenue and so the the notification from the Department of Education federal government says they are reviewing the current year um funding for Title 1 these are the programs that they are reviewing currently Title 1 part C education of migrated to children and the title 2 part is supporting effective instruction title 3 party English language acquisition title 4 title for party a and Part B so what they're saying is they're continuing to withhold um nearly 6 68 billion that's for all the states the impact to California is 810 million but this particular slide shows you um that's for the nation how much they're withholding from all the school district from um around the nation but then on the last column sorry it's not coming out well the real impact of Culver City is um let me read that number to you is 9 out of 375 million impact to the state state of California other impact is 98k plus I've also added a 218 k for title 2 um that's the sorry I'm looking at the slide the numbers are not reflected correctly so the title 1 C is 375 million reduction for the state wait for us there is no impact on title 2 there is an impact of 98k for the general fund and 218k for adult education again we don't know the details yet they've just notified that there could be an impact of this is the revenue we received last year so we are assuming if at all we lose this is what we will be losing but we don't have the details yet and then title 3A for English learner Services we will be losing 92k and then the title 4A so title 2A 3A and 4A the general fund impact is almost 100 45 150k that's already reflected in our books we've already reduced that because based on our main device we knew they were going to eliminate these programs so we already reflected in our books we don't have to make an adjustment the only adjustment we have to make is a 2 18K for adult education adult education reduction that um we will be making an adjustment at the first Centrum but then um when we looked at it at adult education do have some Reserve I think this would be covered by that um carryover Reserve that they have so it won't impact us or impact us too and um 150k for the general fund that's my update from the on the federal freeze of 6 .8 million that we heard last week thank you Dr Lucas thank you um I just wanted to start again echoing what Sansa shared when she started and that's just a thank you to Dr Lucas for you know bringing me here to this district and also really just serving as such a mentor to all of us um sometimes I were talking today as we were walking to Trader Joe's getting healthy snacks and um we were just sharing that we appreciated so much that you um treated us like professionals and always allowed us to run with some of our crazy ideas or you know to talk things through and you know sitting on different cabinets besides this 1 we had a very special and unique connection and no matter how difficult things got we always could find something to laugh about or something that would pull us together and no matter the position that any of us sat in we were all able to support each other so thank you for that and you will be missed here and Dr Jimenez has very big shoes to fill when he comes in so we look forward to working with him but you will be missed and we will still be texting and calling you so don't don't change your number on us okay um just a very quick Personnel update so I wanted to share um as you recall in March we um did initial a rift process and we eliminated 45 positions from the district now some of those 45 positions were already sitting at vacant there were 4 positions that were sitting vacant at that time um but the breakdown of the positions when we um when we issued an initial riff notice to those employees where there were 20 classified positions that we cut too confidential positions 15 certifications and 8 management positions so as of just this morning I just double check the numbers um we have been able to for the certificated employees um we've been able to return them to teaching positions based on people resigning or retiring from districts um for our cert certificated um um I'm sorry our certificated management positions we have been able to um allow those employees to bump down into their previous classifications as teachers um in 2 cases there were individuals 1 classified and 1 certificated management manager that um received a promotion before the final numbers came out but as of today um there are 14 employees that we don't have positions for within the district so so those 14 employees are there's 12 classified employees and 2 classified management employees um those employees do have returned rights so as soon as we have a position that opens up that they're qualified for uh they would be invited to return for that position um as far as hiring updates I just wanted to share we did have it was the same day as our last board meeting um we ended up offering special education instructional assistant positions to 18 individuals so um at the end of the year we were we had 22 individuals that we were um paying for on contracts through agencies so we're really making strides to bring everything in-house so that we will not be relying on agency contracts and we've also brought on 8 speech line language Pathologists as District employees so we're happy about being able to bring those um Services in-house and then just as far as current vacancies um as far as certificated vacancies right now we do have um several special education openings that are available in our new selpa assistant superintendent that's going to be approved um in in a few minutes um he's actually helping right now to recruit so he's he's done his first first task for us already um we're also looking for dual language a secondary math in English teacher and music teacher so these are all positions that um we have hiring pools established for right now so within the next week we will be doing um interviews and I do anticipate not on wood that when we start school we will not have any certificated vacancies all right thank you both for those updates so and now the end is near and so I face there I'll I'll stop there for you but um what an experience of a lifetime I have just had as being your superintendent and it's hard to believe this day has come it's my last board meeting with you all my emotions about this transition as well as my move back to Florida are admittedly all over the place I'm excited I'm sad I'm disappointed I'm thrilled I'm nervous uh so please excuse me in advance of this message reflects that a mix of emotions here but my time serving you in Culver City has been nothing short of remarkable it felt a little like when I finished my first year of teaching back in Englewood in 1991 I finished that first year with a feeling of I'm not sure how much I taught them but I sure learned a lot and thank goodness I survived I feel some with the same here about my first year in Culver City you had a first-time superintendent who learned so much from everyone and just as I was hitting my stride same thing in teaching it takes about 3 years to hit your stride and uh I was going to get your teaching feet unfortunately I'm needing to say goodbye despite having my superintendent training wheels on I couldn't be prouder of this district and what we did together we passed a 360 million dollar Bond followed shortly by 2.4 million parcel tax we showed growth in academic progress across our schools we stabilized administrative Staffing we designed and planned for refreshing every single School across our district and thank you Santa we earned gold status for AP offerings that we received a half million dollar Grant to establish the infrastructure to fund in-house mental health supports for all of our students given the state of our fiscal situation both here and in the state I feel some of our biglous accomplishments however ever are far less exciting but nonetheless extremely important while very painful we work to reduce our staffing by 55 employees to continue to right size our district with our reduced resources while remaining deeply committed to the classroom and counseling positions staff reductions are never a move any superintendent or board wants to take and to those employees who ultimately lost a job I think about you every day and to the many we were able to re-employ or transfer to other positions I'm thankful for your flexibility the other big accomplishment while hard to get excited about is our fiscal stabilization these Cuts austerity measures changes and restrictions felt across the district and were a bit bitter pill swallow but we had to get back on track for a secure financial future and again I want to thank everybody for your understanding and doing your best during some absolutely challenging times and of course thank the board for all of their guidance in those efforts some of these accomplishments I've mentioned of course we're not completed in a vacuum the CCSD Community is fierce engaged caring responsive supportive I've met so many parents City officials companies and organizations who want to do nothing but support and continue to make ccusd a district of Distinction I must thank all of you this far too many to mention individually but to a name a few of the ccef Wendy's in the room thank you Wendy the ptas the Boost Club School site Council Sony Pictures Amazon Studios city council city of Clover City Temple Akiba King Fahad mosque the Culver City Crossroads and the Culver Crescent and our parents and our caregivers all over even if they aren't a part of some official group the energy and support that you bring to our schools is palpable and deeply appreciated as mentioned also this work of Education requires us all in addition to our community I have to thank our labor Partners right along with Culver City of Federation of teachers and Debbie hammy with Association of classified employees further advocacy partnership and concern we committed to meeting frequently like really frequently and having a mutually beneficial relationship shaped in SD transparency responsiveness and listening to understand while Ray mentioned this too while we didn't agree on everything I do feel that we were able to deeply understand the issues experienced by our employees and work together to address them all while making the work environment better for everyone which of course makes things better for our students we were able to be honest Express frustrations jointly problem solve and sometimes share some good laughs and accomplishments it was truly a partnership I need to thank you all the Board of Education both the 1 that made the wise decision to hire me so that included Dr Kent and miss amazona Mr Guerrero Miss Laredo and Mr rezidor and of course our current board with the great additions of Miss Carlson and Mr lachman superintendent of board have a unique relationship the nature of the work is frequent communication heartfelt conversations challenging decisions and trusting and respectful work I can wholeheartedly say that all 7 members I have worked with are deeply passionate about Student Success constantly thinking of students committed to listening to me and the community and extremely hard workers you know this is a volunteer job everyone mostly let's not forget that when they are uh busy folks you all uh as president my first year Dr Kent bore the brunt of the superintendent and training and I can't thank her enough for the time and dedication and support she showed me but Dr Ken is not alone in this work the bird the board works hard and as I said is basically a volunteer job I am deeply thankful for their support and patience asking the good and hard questions working to help me positively grow when I made mistakes and being there for every single student in this community you all see it on board meetings and that's what the board members do and in Communications but I saw the board's deep dedication each and every single day to continue my thanks I have to give a shout out to our administrators and managers throughout the district they are also highly dedicated and devoted to making things the best for children these difficult Financial Times do not make that job easier as they are the Frontline folks helping the district in the face of questioning and sometimes Anger from the participants in their school however they are all professional smart caring and child Advocates together with our administrators we weathered literally some challenges the first month being of the job you may remember I was on Fox News first week being on the job I was on Fox News and we had those bad Jan January Reigns and Mr Rohn Ketty and I were chasing around the high school of 5 a.m. then of course all the work on the budget and most recently the January fires and the ice raids and most devastatingly the death of a student there has been so much partnership and support with administrators and everybody body during these tough times that we all shared with each other we could lean on each other in these times speaking of partnership another huge accomplishment has been the hiring of 2 new exceptional cabinet members Miss Santa rajaee we're a good team you guys uh so it's not to receive and business services and Dr Gooden and HR and including Dr Baxter and Ed services the 4 of us spent a lot of time together tackling our District's challenges celebrating its strengths and pushing us all towards better systems accountability instruction and support for our system there is nothing like having a close exceptionally talented team Andrew Carnegie said it best I owe whatever success I have obtained to my ability to sorry sorry so Andrew Carnegie said it best I owe whatever success I have attained to my ability to surround myself with people who are smarter than I am and this is this is undoubtedly the case with this cabinet I feel honor to work with them and while I'm sad to leave the team I know I have made lifelong friends and I have let the district an exceptional hands and of course part of the central team is my assistant Rebecca Williams Miss Williams has in my right hand person guiding me supporting me making me stay on time and making me stay on task we've had some good laughs and some good cries together her dedication to both me and the district is admirable I realize I'm going a little longer here you guys so please uh perk up for these last Parts which is I have a deep deep appreciation for the staff and faculty that work day in and day out put our students custodial AIDS teachers clerical support Mott drivers specialist psychologists in so many more I haven't listed thank you for your care concern love and support of our biggest asset the students of cover City Unified I got 1 more paragraph to go you guys I'm gonna I'm gonna I'm gonna make it through sorry I don't know if I will make if I will make it through this is a big day for me retiring and leaving you all but leaving education I've got the cameras right on me isn't it look at the zoom all right but my biggest thing my biggest thanks uh go to our biggest assets the heartful appreciation I have for the life-changing experience is our students parents and caregivers thank you for sharing your amazing children with us they're vibrant creative smart funny cute challenging at times definitely challenging at times energetic and plain awesome they're the reason I came to work every day they're the ones who welcome me into their classrooms and showed me all they know they're the smiles and hellos that would brighten tough days and they're the ones who would giggle at silly things and make me laugh they're the ones who would barely nod to a good morning oh don't we love teenagers they're the ones who suffered through having a wannabe Broadway star in their spring musical they're the ones who make this place so diverse and special they are wonderful and everyone is uniquely special so with that I say farewell thank you for the honor of a lifetime conserving you it feels a little weird to go into public comments items on the agenda now without the board saying something so colleagues a few entertained me I know maybe College were prepared to say goodbyes the Border ports but I think it actually might be appropriate now if colleagues are ready if we could start are you ready sure um you are correct I was planning on saying this in my comments but I did I did script it out um uh you know thanks for going to me right after that because you almost made me cry so um Dr Lucas I just I I wanted to personally thank you for your leadership and your time with us at ccusd um you came to this District in a really tumultuous time which I think you know um many of us in the community had really serious concerns about the present and the future of the district and I'm I'm really just thankful that you took a chance on us um and for all the work that you've helped us do to get back on track uh you're calming and empathetic approach really served us well and there's perhaps no better demonstration of your chops as a leader than your hiring decisions particularly Dr good and Ms rev uh who've been such valuable members of the team and whose work continues to impress me every day uh Dr Lucas you're always going to be special to me as uh the first 2 superintendent I got to work with as being a member of this body and I appreciate your patience with me as I had my training wheels as a board member um and your generosity and giving your time and and helping me understand all the things that um I've been trying to learn on the job and you know dealing with sometimes you know like emotional reactions from me and sometimes very intellectual ones and you know getting through all of it with just you know professionalism in class um I am of course excited for you and your next chapter and I'm looking forward to welcoming Dr Jimenez here who will take the Baton from you in a few days uh but I'm just really going to miss you you almost had me a little for clumped as well okay I'm dating myself with the Linda Richmond reference um no seriously um you know I just can't thank you enough like member Carlson um you know you came in and but really you came into the difficult time um our first interactions was even as a candidate we're a little bit uh uh um you know was a learning curve for me as well for that as well and appreciate your patience uh and your willingness to follow through when hear out some ideas and how we can you know Forge and find middle ground on some of these um complex issues that we deal with with deeply held opinions passionately held opinions on on many side and you've always been open willingness to to work with everyone uh and allow me to iterate through the process to try to find something that works so thank you for that patients uh for putting up with my awful jokes um as well um and for putting together an amazing team which you know builds uh I would say the scaffolding and the foundation for us to build on uh it remains my belief um you know that what you have going forward uh would succeed wildly with you and will do our best to succeed on what you've built as as well so thank you very much and I know on behalf of those um you know if I can speak you know with respect to 1 of the communities I work closely with the Jewish community that came in with you know during a difficult time in which there was a lot of exposed raw feelings on many fronts and not just with that Community you've done a wonderful job of reaching out listening to everyone making sure they feel he heard um and uh finding ways to to bring people together and we've done this as well with the Muslim Community as well um thanks to your leadership um and uh with a lot of these other issues uh I know we may have 1 or 2 issues to close up on before you officially turn off the lights um but you know we hope um 1 day we get to see you back here in in California um uh where we don't have hurricanes um or alligators um so you know we'd love to see back here and if we're ever out your way um uh we'll be thinking of you as well and and and try not to drop by too unannounced so appreciate it so thank you again for your service uh and I think we all appreciate the calm demeanor which you've brought to this job especially with the the multitude of challenges that have come in succession and you've guided us through these rocky shores um you know and gotten us onto a path where um you know we believe we can get through all of this and with Dr tremendous coming in we can build on that so thank you thank you thank you Dr Lucas it's it's uh in some ways hard to believe it's uh been a year and a half and in some ways it went really quickly other times it felt like you know with the piling on it was kind of the time was just moving so slow um but your leadership has been a huge positive change for the district and I appreciate that um just both helping us to build the systems and structures we need um and also changing the the relationship with our students with our families the employees the unions um and the community as a whole your wit your positivity your your just personality um as well as your knowledge and experience and skills have been a huge help to us um and I've genuinely enjoyed our meetings and our conversations about education or whatever else we ended up talking about um we still have a lot of work to do in the district it's not where we want it yet for our students uh for our families and employees and I wish that you were going to be around for a a longer time to continue doing that work but I know that the work that you have done has really gotten us on the right track and started in that um and and we will continue to do that work um that that you got started um I'm deeply deeply grateful for your time in cover City and your legacy here your your reputation and the stories about Dr Lucas um will last much much longer um even while you're off in Florida so thank you for your time here thank you for for putting your your heart here um and sharing that with us for a while um and I wish you the best in Florida thank you confidence a leap and courage for you to try Culver City with with your career and your heart um being a leader in education these days needs humor and immense emotional labor and you brought all of that I have so much grat gratitude and appreciation for your service and the heart that you've poured into Clover City um as a mentor as a coach as a Trailblazer leader and a friend all around nice guy it has been an honor and a pleasure working with you learning with you and I wish you all the best and happy trails and just remember that you are and always will be Culver City thank you Dr Lucas I just want to take time to hold to thank you for doing this what we all know to be is very emotionally draining work fighting the good fight is the mostly draining standing up for what's right in the face of adversities emotionally draining work and your time with us and your time in the district has truly been a roller coaster I think you joined the district and what I would consider to be a watershed moment um from navigating the board and the district through a bond and personal tax campaign building an entirely new cabinet onboarding new board members budget deficits now heading into a second Trump Administration you didn't just show up but you you led um and you led with steadiness and clarity always with our students at the center and through all that you seared us through it all and in doing so you've left behind a legacy that the next generation of leadership can proudly build on and while I'm not sure I'll forgive you for making may lead us to rent tenant search during my presidency I know you're doing the right thing and more importantly I know you've left us an exceptionally good hands and so for that I thank you thank all right made it with that crime all right we'll now move on to public comments from the audience on me on items on the agenda so this is a time when members of the audience May address the board on matters listed on the agenda those persons wishing to speak so it completely speakers current submitted to the superintendent system if you're on Zoom now it be the time to raise your Zoom hand okay as with before we'll give a moment or 2 for people to uh raise their hand um uh I do not see I only see 1 person online but want to leave it open again going we have none in person by the way uh that I see here um anyone sign up nope they never called they never write um okay so uh clo uh going going gone we have 1 individual okay so 3 minutes is fine sounds good Joe Berman go ahead uh it's actually not Joe Burman for some reason that name is showing up this is Ron levenson president of the Middle School site Council uh audio chat first of all can you hear me okay sounds great the reason I ask is pardon the background noise I'm actually um at a play in St Louis but I was not going to let this opportunity uh for this uh urgent comment to go by without stepping out of the play and into the thunderstorm to make these comments in fact I feel like I need to borrow 1 or ponchos here because I'm going to be drenched by the time they're done but those comments are those of gratitude to Dr Lucas for all you have done for our district and as you head for that poolside lounge chair in Florida you should do so with the satisfaction of knowing Dr Lucas that you've left our district a far better place and you are greatly appreciated during the search for our new superintendent who I'm looking uh very much looking forward to meeting I cannot tell you how many parents shared how devastated they were to hear that you were leaving and I can personally attest to the fact that you have been receptive to each and everyone of the many challenges that I brought into your office and you know what you've been responsive to wreck uh to rectifying all of them if you remember 1 of my very first interactions with you on the board I was uh actually uh in a zoom call just like this outlining the horrible state of emergency supplies that Farragut many of which had expired 30 pardon me 20 years prior and even though the board policy was to not respond to public comments during these meetings you took it upon yourself to respond with a pledge that you would contact me the very first thing the next day to get to the bottom of it and you know what you did and this was a great sign of things to come and you did not disappoint I I call you the great communicator because you are so um wonderfully attentive to all of the comments whether the good or bad I also wanted to uh go board member lockman's comments and thank you as a member of our Jewish Family advisory committee because we felt heard and we appreciate your interaction with us and with Rabbi Shapiro and I know you do this for the other groups in our community as well and uh also want to thank you for yesterday's email Outreach and that survey which just shows that even though you're not going to be here you want this great work to continue and that's a phenomenal thing anyway far too little time but I did want to thank you you for all you've done and wish you good health good times and all the best for a wonderful retirement may your days be filled with less stress and many more happy hours all the best Dr Lucas greatly appreciate it thank you so much that concludes public comments colleagues members of the board did we have reports other than yeah please let me cross it just our regular comments yeah yeah okay yeah yeah sure um yeah so um just as usual I guess I'll I'll start off talking about some of the things I've been doing out in the community um just first up weekend before last I attended the California environmental voters badass in green Awards which was right here in Culver City uh this is an annual event hosted at the smog shop I've been going to the past few years honores include a California firefighters for their Brave work combating the fires and the Palisades in Altadena earlier this year as well as resource Innovations which works to help utilities and governments improve Energy Efficiency and decarbonization planning accelerating the trans position to clean energy I took my family out uh for the Culver City Pride event as well it was really well attended and it was great seeing so many friends out to celebrate uh whether they were lgbtq themselves uh or Allies uh I've been reading the book free to be by Jack turban which has some really great insights on how to show up as an ally for Trans and gender non-conforming kids particularly in this time when their existence has been highly politicized I recommend that all of us who have kids work with kids or just want to be allies to kids read that book as well uh this weekend I spent a lot of time contemplating getting the Independence Day holiday my family and I attended the annual block party on lindblade uh which included a bunch of grilling and fun times and a mariachi band uh Saturday we attended the downtown business association's Independence Day celebration which featured a band and a drone show was really well attended and a lot of fun uh I shared some of my thoughts on a post on my social media accounts on Facebook and Instagram but just in the interest of time I'll keep it relatively short um I'm a descendant of immigrants uh who came to this country in the late 1800s from Sweden Switzerland and Germany I've known since I was little that a farm once owned by relatives of my grandfather was featured prominently in the 1970s Swedish movie the immigrants a story about poor swedes who decided to leave their country for a better life in the United States and settle in Minnesota my grandfather passed away in 1994 and I visited my relatives in smalland about a decade later they took me by the old Family Farm and told me stories of his visit in the 1970s laughing about how he spoke old-fashioned Swedish presumably because that is what his parents taught him at home my own husband is a Birthright citizen of the United States his parents were immigrants from the United Kingdom neither of them held US citizenship when he was born his father is now deceased and his mother whom many of you have met and who helps us a lot with our son is still a UK citizen as of today our son um as he's been growing his dad and I have been introducing aspects of our heritage him 1 of the best things that I think about CC USC is the diversity of our student body and all of the opportunities that our kids have to learn about and from each other including the passport night events of some of our elementary schools our affinity group group graduation site based groups dedicated to cultural inclusion and so forth many of us in this country are in our descended from immigrants who left their homes for dreams and possibilities these past several weeks have been really rough and unfortunately the aggressive actions taken by the federal government in Los Angeles have now reached our own Community we've taken a very unfortunate that step back in our journey to form a more perfect union but I'm very proud that locally our board and our district leadership are unified and that our city is Unified with the city of Los Angeles that as of today has announced its leading efforts in the federal litigation Vasquez promo versus gnome I'm looking forward to working together going forward to ensure that all of our students feel safe included and valued at our schools thank you thank you um uh like board member Carlson I was at the back as in green Awards also uh my daughter and I got to take part in the um in the pride ride uh and I'm very proud that uh she finished all 5 Mi um uh and enjoyed every that came after uh even during these difficult times um was also very uh had uh our last event of the coffee with the board member uh talked about CTE talked about uh a lot of the honors and budget decisions and heard very positive thoughts um about the direction of where the district is going which is nice to hear uh I often make the joke that sometimes in this position you go straight from being sworn in to being more an at um but it's nice to hear that what's being done is being appreciated and that people are open to finding Solutions in in working together um I also want to share some of uh you know the the Drone show was amazing um would have loved to be able to do more of some of the community activities but we had some uh issues at home we needed to deal with and so haven't been able to get out as much as it would like but uh a lot of that the starts at home and uh you know we speak also because coming from a family as we talked about immigration um where um you know I have first generation Americans in my family people who came here fleeing political violence in other countries to build a better life for themselves here uh and we've always been welcoming um and we're not even during this difficult Fourth of July um where we're looking at the values in this country was formed on stand ending up against authoritarianism um making sure that uh that uh all all they said all men are created equal but all people are created equal um and reminding ourselves of those values even during our darker hours could uh keep us motivated I uh am just going to quote as we talked um this is uh a quote from Adelaide Stevenson who um this is a quote I've kept throughout my life and it's a reminder of where we are now um when we talked a great deal about patriotism what do we mean by patriotism in the context of our time I venture to suggest that we mean as a sense of national responsibility which will enable America to remain master of her power to walk in it with sir Serenity and wisdom them with self-respect and respect for of all mankind a patriotism that puts country ahead of self a patriotism which is not short frenzy outbursts of emotion but the Tranquil and steady dedication of a lifetime these are mighty words and easy that are easy to utter but it is a mighty assignment for it is often easier to fight for principles than it is to live up to them we must continue to try to live up to our principles as a country and appreciate everyone's work in trying to do so thank you I think both of my colleagues for sharing just their their experiences I think uh what's going on particularly in the city around the country but but particularly in our city on everyone's mind um you know we've had examples of folks being grabbed by unmat uh by masked unmarked cars here in Culver City around um yesterday in MacArthur Park we saw you know law enforcement I guess uh not not actually sure who they were I'm not sure they identify themselves on horses and armored cars uh harassing people throughout the park a show of farce yes exactly um you know so this is something that's on all of our minds and that's even with the privilege that each of us has you know and on the minds of of our students and our families here in Culver City even more um looking forward I'm actually looking forward on Thursday night I'll be attending a non-violent Direct action training by the uh LA County Federation of Labor um and if that's something um that I find valuable I'll be happy to share that with folks I think we're going to be seeing more of these uh types of trainings put up by folks like the ACLU and other organizations kind of letting folks know both you know what their rights are in these situations and and what we can do when we're confronted because you always hope you know you say the right things and you you have the right beliefs and things like that but when it's a Moment of Truth do you do you follow that up with the right actions and so um I think it's incumbent on each of us to do what we can to make sure we're in a position to take those right actions uh if and when those situations present themselves so thank you very much good evening uh tomorrow Culver City Council has a special meeting of part of uh their emergency set of meetings regarding um immigration raids and so forth um I know Mr long spoke earlier about um agenda uh the uh the the council agendas and the uh discussion about a deeper partner ship with the uh the school district um at the next regular meeting but their next regular meeting isn't until August and so their special meeting that this could come up at is the July 14th special meeting um there is urgency to take up this discussion about a deeper partnership especially in regards to school community support for measure CL um the special election mail-in ballot for local state tax um for local sales tax excuse me um that is happening in August I believe the community would be more likely to support this ballot measure if they knew the council is interested in supporting um this deeper partnership for their schools and so if anybody would like to um you know let folks uh let our city council members know at this meeting tomorrow uh and that it should be agendas for the July 14th meeting that would be a wonderful action to show your support because without this kind of discussion beforehand um you know what what I foresee being very urgent is this discussion so that people know that um if uh the school if the co cover City itself is going to continue to have you know to capitalize on sales tax that they may be more likely to uh to share more resources with our schools um but unless they have that discussion before the the ballot measure comes out um people may not think that that ballot measure is relevant to them and so I I want to I want people to know that there is urgency for them to take this up and we won't know what's on that publicly we won't know what's on that agenda until that comes out and you know maybe just a day or 2 before the July 14th but you know it's up to all of us to contact our city council there's City Clerk and and and requests for that to be agenda is on the 14th um so hopefully we will uh see that then and the show up to to support this discussion I think that all of the city council folks um do um in theory support our schools and feel that it's important to have a strong uh relationship and and a strong fiscal um support for our schools but the question is you know how will they do it and how will they prioritize that and I'm looking forward to seeing that discussion unfold thank you all right uh I will be short I want to plus 1 with all my colleagues said about um Pride Celebration and I believe that's going on in our communities I think that it was really important at least for me this this Pride uh to make sure that we were grounded in the fact that Pride was founded on protest and that pride is rooted in loving each other and being able to uh reach out for those who are support those who who who who who might need it I think um it gives me a sense of Hope in this uncertain moment knowing that I have all of you we have each other we have the district we have a lot of Community Partners who are willing to show up for each other um in these uncertain times and so that lately has been um would I have been reflecting on as I've been at Culver City Pride as we've been at um rallies to support uh people who've been kidnapped in our communities um in that moment that's what's been giving me a sense of hope I just want to lastly before we move on ask that the board tonight's memory ah ah ah journ tonight's meeting and memory of coach that way pet way am I saying that correctly pet way um our hearts go out to the pet weight family who suffered a devastating loss yesterday morning I want that we each other and the community keep his wife in close family in your thoughts and prayers during the difficult time and I ask that we agend adjourn to tonight's meeting in memory of Coach pettway uh that's all I have leading 92 9.2 is a first read um of a board policy that um comes to us from the US Department of Education and it's just regarding updates to requirements and best practices for lactation accommodations my colleagues do you have any discussion great okay thank you yeah 9.3 um again just an update that's been recommended by csba you'll notice these come through from time to time where aren't sub substantive changes but just a change in how things are worded so for example on this 1 it's a change from Board of Education to governing board Point what's the next 1 9.4 um this is a just a list of updated requirements that the district must provide of policies that the district must provide to employees these are always provided to employees as part of the back to school for beginning of the year sort of opening housekeeping items 9.5 is an update to the non-discrimination and again this was um based on court cases that have come through um that would be in compliance with Title 9 and 9.6 again it's just a regulation that um with some some updates that um that are now part of Title 9 that this will restrict must follow great let's move into action items 111 thank you Mr so we have for your approval tonight the approval of the assistant superintendent contract for the selpa uh special education uh unit and this is as to remind you and the public this is a 3 districts here including in Beverly Hills Clover City Unified in Santa Monica and Malibu unified and I am pleased to present uh Mr Dr Eric Medrano as uh the assistant superintendent for the selpa and this was a selected through uh Pam almost that involved all 3 districts and the superintendents of all 3 districts yeah I think I need to I will point do I need to read this before or after the vote after know before the vote after you have a question okay so we have a motion by Loretta a second second grow have a great out and that's the point where I put out your business in compliance with government code section 54953 C3 the following summarizes the sun superintendent compensation and benefits included in the proposed employment agree way ma'am placement on Step 2 of the contracted management assistant superintendent self a salary schedule with the base salary of 176,474.53 cents for the first year moving step on the salary schedule each year Health dental and life insurance coverage consistent with that offered to other certificated management Personnel 22 vacation days 12 sick leave days per year 250 dollars monthly expense allowance reimbursement for actual necessary travel costs for district business outside the county and membership dues for the association of California school administrators and other professional organizations approved by the board do you have any discussion colleagues all those in favor please say I I I did you want to say you're welcome to say something if you would like you don't have to do that I don't want to put you on the spot but your dress to speak so now please well um thank you uh uh Board of Education president edoor um I am just absolutely over the moon and thoroughly excited to um be here and be a part of uh cover City Unified School District and the Tri City Salpa um I think over the last few weeks as I um entered and met people within this school district I've been met with nothing but open arms so I just thank everybody cabinet um office staff everybody that I've met here here and honestly I didn't know really what to expect today but I think that the leadership here within Culver City School District is filled with love and just great support for people um and I think that's something I just greatly appreciate and I think that um everybody listening within the community this is a really really wonderful place to be so um I bring 22 years of education experience um as a teacher and administrator um and I look forward to working not only with the Clover City School District um Beverly Hills Unified School District and Santa Monica Malibu School District as well um but the goal to do it right for kids um and provide teachers and staff with any necessary supports for that so um I am humbled I'm just honored so thank you so much thank you we will will now move on to 12.1 thanks Mr I'm presenting Educational Services items in the first 1 is for an approval of an agreement for healthy roster which is a program that tracks and helps maintain uh medical records for our student athletes and it is paid through a grant program the K12 strong Workforce program all those in favor please say I I 12.2 thank you this is an annual uh published listing of the offerings that we have at Culver City Adult School all those in favor say I I 2.3 thank you Mr azador this is uh to request the board to approve our uh stipulated expulsion for a school for Park student High School a couple of Park High School students is so much for proof second all those in favor please say I I I 12 131 13.1 is the appointment of Mr K committee as presented we have um 4 members returning and there is 1 vacancy and we accepted a recommending uh Miss Kepler who is also a parent from Farragut and attorney um all of them are the um share their um interest to serve on the cbap committee sorry partial key committee I'm sorry 30.1 move to approve second discussion yeah I I have some comments and and sort of questions and you know I previewed this a little bit for Ms reie too but um I'm just a little bit concerned with the process of publicizing and inviting applications for the measure Kate committee uh just generally aligns with my strong interest in bringing in more voices from the community to contribute to the district and just some larger scale concerns that I have about some District committees and Affiliated organizations that tend to be dominated by kind of the same people folks in the know that um you know and sometimes people that have personal relationships with board members I think we need to be bringing in more folks so I I don't I did not recall seeing any publication of an opening application for a measure Kate oversight committee members um could you just maybe describe to us a little bit where when it was published so it was published on our website um under news and announcements it was public and then there was a due date and um we received the applications from all of them and 2 applications were received actually a day or 2 late but then we accepted it because they were already serving on the committee and they have 3 attempts to continue and um of course um after our discussion so I'm thinking we would also add these applications from the when there is a vacancy in color Pride so that everyone gets to know because if you don't visit the website you wouldn't know that position is vacant so we will continue to do that so that everyone is somewhere okay thank you yeah no I definitely appreciate that and that was um something that I think you know I think to the extent that we can publish this to the community at large you know that that would be great I mean Culver Pride kind of you know it goes to just basically District families I didn't get that before I was a you know person with a child in the district um I think some people still continue to get it even after the kids graduate so it might might even be nice if we can get some stuff out on like social media or publish you know in other places too since everybody's paying them parcel tax except for those seniors who may have Exempted themselves but um I think everybody has an interest in making sure that the those funds are spent well and you know that oversight is is uh provided I I mean my personal feeling on this is I would prefer that we redo this just because I think that not enough folks got notice about it um I don't know to what extent I mean at least there was some publication on the website um and I don't know like if it hurts us in some way if their terms are up and you know we have a sort of vacant measure K committee not exactly sure that works but um that that once again that would be my preference um I definitely appreciate all your effort in this in this regard though I have the similar concern I sent in the question in advance because I went through my emails trying to find something saying measure K open and by the way is it measure oh now or is it it's still okay um um but you know I mean all these people were great I probably as real applicants would probably be inclined to vote for them but not having an open process where we're letting people know in uh a reasonably transparent and open fashion that we have these opportunities um denies us the opportunity to look at you know people and also to get them in line even if we can't put them in now as there are vacancies we can put them in so we we lose a chance to build a a good bench that way as well thank you Mr Lampman we'll continue to do yeah I I would tend to agree um I I don't I know that I I want to disrupt the process enough to to not uh appoint the people who've gone through the process such as it is but I do think we need to do much better in the future um and I think it would be it's something we've talked about for a file is developing kind of a protocol for advertising any of these types of positions for advertising School site Council advertising you know measure oh once that comes on or different things you know just some place where not just folks who are part of the school School Community but part of the larger Community um have a an opportunity to do that kind of a a unit something uh board member Loretta and I have talked about having kind of a unified page where it talks about what's the responsibilities of this committee versus that committee versus the other 1 are you interested it in you know X well then you should look for this committee or this opportunity to get involved um and that's not something that falls entirely on the the business office um but something making our making volunteer opportunities and Leadership opportunities um in the district much more accessible to a wider um swath of the community because I do think we we do tend to get you know good people but good people who share and experience in a lot of cases um and we're trying to reach a broader broader uh representation um I'm very comfortable moving forward because most of these folks are just reappointment um 1 of them is new and that person who is new is somebody who has gone to our bites with board members last year along with these 2 lovely people who knew that um they were and I I didn't know this person prior to Boyce's board members but who knew that there was going the uh an opportunity in the future to apply to measure k um and just that that year the first time that we offered bites of board members was not a measure K year to um the um there was already folks seated um to this year is a measure K year because it's an odd year whereas cbac is an even year and so I like how they're they're um uh spaced out like that and the only reason why like and this was something that that I've spoken to miss Rajiv about before is that my expectation every time that something like this comes up is that we are getting it out um which will come up with our next item when we talk about cvac because I I do feel strongly that there should be a uh every every April I I think I spoke about this last time when Miss bashinsky was here that like and um you know when we have also selpa CAC appointments that every April we're getting ready to take to um uh advertise our openings in May so that we get applications in and we're making appointments in June um so because this is this should be a part of our governance calendar but because these are all like um normally we would have like 5 people that maybe we had the chance to reappoint and this 1 case the 1 person who did not return was termed out from what I understand is that correct Mr Rajiv yes the first so so there needed to be and that person was on for like for 3 terms and so typically Ally for measure o or measure K we have folks that because this isn't as heavy of a lift as C back where C back meets every month uh measure K or future measure o should only be meeting what is it once a quarter quarter we change it from monthly to quarter yeah so once a quarter because their their the bulk of their uh work comes at audit time correct so um so this is something that for certain people who have a certain amount of time to offer they want to be involved but not you know not maybe on a monthly basis so I so typically we do reappoint if they um are okay with it because these folks have already created a report with each other and so I don't kind of I I I'm not interested in disrupting that part and I don't also don't want them to feel like we've pushed the like they've already gotten their reapplication in that's that's not the right word but they're they're re-up for application in and I wouldn't want to say oh you spent the time to get it in at that time and then push them off until August or September um and that's why I'm okay moving forward forward but I I do want us to advertise in the future especially for cbac I'm I'm also comfortable moving forward um because I'm I'm I'm likely to vote in a on this but I just want to make it clear that not a comment on any of these individuals but rather just on the process yeah thank you yeah similarly I may abstain I love these individuals I think saving is not so yeah so abstaining is if there's a conflict what yeah I I may not vote then okay all right I'm ready to call the vote I I just want you to understand what the difference is because abstaining like you have a duty to say I don't I don't agree with this Vote or if you abstain or not vote that means that you typically have a conflict of interest and it is your obligation to to to say yay or nay I appreciate the distinction um my my my concern is similar to Carlson or not on the individuals I would probably vote to appoint them it's yeah it's just we didn't know meaningful out we didn't do substantive Outreach so that we could Point these people appropriately okay um all this in favor please say I I I all those opposed no no you say nay or are you waiting to upset okay all those who obsessing so we have 3 1 1 great 132 the next item is to fill a vacancy that was created um to serve on the CPAC committee and um this 1 we had a non-voting member already serving in this committee um so that's why we we are recommending that that person also showed interest to continue um so we are recommending to add that person in into a moving from a non-voting to a voting sea back member and this would be serving the remaining 1 year term on the CBA committee moved to approved because I want to have this discussion second okay second row second okay discussion um sure I guess I'll go first again um I I have similar concerns on this as I did with the measure K committee but props probably actually more significant um first I heard of any resignation from CBC was the last meeting and I didn't you know I was a reference to somebody who was resigning I had no idea who it was um now I do thanks to a few folks like kind of filling Us in after the fact here um if there was an application period for this this certainly wasn't open to the public there's nothing indicating as such on the website even um I think this is a really very very important committee um I I I know that there is some vagueness in the bylaws which you know it you can read them multitude of different ways and I you know Mr lachman and I can probably attest to like whenever you have to like sort of vagus in a law it's it creates all kinds of problems that that can come up um I just on a very personal level here don't think that we should just default to picking the 1 person who happened to know about the vacancy and happened to submit an application that wasn't even really an actual open application uh for that position um I'd really strongly prefer on this 1 especially because it doesn't fundamentally you know cause a lack of Quorum in the committee um prefer that we open this up to the to the community to apply for the position and let us be able to select among um you know various individuals um some of whom might bring qualifications to the table that you know this person does not have or you know different perspectives and whatnot um so you know I guess I could probably indicate it's my intention to vote nay on this 1 as well so this is to complete a term that is still open correct it's not someone who okay so um that that was a knot of a yes yes thank you yes uh um so uh you know I don't understand why we have an alternate unless either in the the absence of someone was absent they would vote in that person being absent and you can clarify if I haven't read the bylaws if that's the case but that being said I think we have an alternate um it's not for a complete term and so I'm inclined to vote Yes on this with the understanding that we probably should clarify those bylaws as well um and uh and going back to the point about making sure that when we do have um full-term open that we we do more I I really want to commend um members of Laredo and Guerrero especially for doing those bites of bagels and bites uh thing with the uh with the public to make sure they know about these opportunities a great thing that we do we just think we can do a little bit more um to make sure that we give people the chance to to know that these things are open but I at this point uh I'm inclined to vote for it I agree completely with all the same kind of critiques as the last item that we need to do a better job of advertising these in general I would say going back to the bylaws on this 1 I'm not seeing the lack of clarity um because as I look at the voting uh the bylaws and the description of the alternate would you like to read it for us sure um 1 Community representative selected by the Board of Education to serve as a non-voting alternate the non-voting alternate may become a voting member if uh only if a voting member is replaced which seems to be the case now um and the alternate is appointed by the Board of Education to become a voting member um and so this 1 doesn't seem like a situation where we would have put it out to Applications because board member lachman said that's what an alternate for is the alternate is kind of the person in Waiting um the language should be could be clear it could say shall rather than May and things like that um but it seems to me this is exactly the situation that the alternate exists for I am 100% though behind cleaning up this language um as mashi and other people have mentioned um you know there's some other things with the c back language about the role of cbac cbac was created before lcff and a number of other organizations that that exists within Ed code these days and so some of the things that cbac originally was purposed to do have kind of gotten taken over by Ed code by other bodies uh you know so I think a a a big rewrite or a review of the CAC bylaws makes a lot of sense but in this case I'm not seeing the lack of clarity although I'm I'm open to hearing more about that uh but I'm inclined to for 2 I think after this we will we do actually do have an opening which we should advertise I think that that is very clear what is also very clear according to the bylaws is that it's only the alternate member that is being appointed to the voting position and not that we are voting for a an open spot right now and so in that case um I think that we have a uh a clear path forward and we will advertise they have like board member Carlson said there's a there is a true opening that would be for the remainder of um the term which is until June 30th 2026 and that that should be advertised to the public and on application should be fielded from um the community I'm I'm fine moving forward um you want to make sure that I didn't get a sense where you were good okay I don't want to call it that and it not pass okay all those in favor say I I all those opposed nay all that did you say are you saying all this saying oh you said yeah oh 4 1 133 33 is a DSA Final Phase for the high school shade structure to the tune of 4713 so with me with with this the DSA will be certifying and the project is closed so this will be paid out of the measure e move to approve second discussion all those in favor say I I 134 this is a contract um that will be in order to query engineering and testing to perform soil testing and provide a geotechnical report for the new construction projects at Culver City High School lynmore elementary school in elmano language school to the tune of 72700 um under Meshi moved approved second discussion all those in favor say I I I 13 5 so this is a developer fee study contract before we raise the developer fees we need to have this study done and that this is being awarded to Total eSchool Solutions we got 3 quotes and they are the lowest and um we recommend uh approving the contract to Total eSchool Solutions move to approve second discussion can you just explain what a developer so developer fees is based on if there is any development happening in the city there is a developer a development happening in the city they pay a fees per square footage and that comes we collect that money I've got actually the city collects and then they share with us so we are planning to increase the fees but we cannot increase the fees without doing a justification study that's what this is did you board member Carlson do you have a question Okay so we've had a lot of discussions recently about a set of developer no Redevelopment funds that are ending sunsetting would this begin a new cycle potentially of that or is it a different type of developer fee is different than Redevelopment fee right yeah the Redevelopment agency that's totally different that's fun 40 and this is fun 25 this is developer fees that we collect for all the developments that are happening in Culver City okay Construction so this already exists in a form we're just looking to adjust the amount okay yes increase the price thank you do you have
