yes good evening where are we recording oh we are okay well good evening everyone thank you it is Tuesday August 26th at exactly 6:00 p.m. I'm going to call this Open Session back to the regular meeting back to order roll call the trustees all trustees will therefore trustees in person and when trustee um is on Zoom so all trustees are present uh Mr Grow could you lead us on the flag salute sure you may begin I pledge of the United States of America and to the Republic for which it stands 1 nation under God indivisible with liberty and justice for all uh land acknowledgement do you is there a open uh does not yeah mine isn't have it on this uh we yeah we recognize that we are on the ancestral territory of the keys in tongva peoples I think where the original takers of this Lando 3 put 4 public announcements of action taken by the boarding closed session in closed session this evening the Board of Education voted unanimously to appoint Dr Carrara Hinrich I hope I'm pronouncing that correctly as assistant superintendent of Education Services her contract will be brought forward for approval at the September 9th 2025 regular meeting yeah I don't know if you're prepared are we should you want to make comment I don't know if you're if you're waiting for a contract to be approved no okay okay that's me okay moving on adoption of the agenda move to approve I actually think we have a isn't there something that's being pulled yes good evening board members and members of the public cabinet uh for this evening there are 3 items we'd like to uh delete from the agenda so the first item is 7.5 we don't have representative reports today as well as agenda item 5 13.4 so we'd like to pull that and bring it back at a future board meeting and finally with respect to agenda item 115.3 purchase order we'd like to delete a purchase order that's found on page 14 uh with the document number 26 0000000 0138 so that was 7 zeros so we just like to delete that specific uh po document number okay all all other items on there are correct yeah thanks uh will you amend your remission yes I would like to move the agenda as amended by superintendent uh uh just now just a second I'll second it all those in favor say I hi hi hi Mr hi okay hi sorry I was on mute yeah it's fine bye bye 6.1 CC recognition District employee retiree recognition Mary and Sarah good evening thank you president azador Marion come forward yes today we want to honor a remarkable individual whose impact on ccusd spans nearly 5 decades after 47 years of devoted service to our district Marion Sarah thought that she was quietly retiring but we weren't letting you get out that easily Marion gave her call every single day she poured her heart into everything she did and was a tireless tireless champion of the Career Technical education program at Culver City High School and a founding member of the Culver closet an initiative that continues to make a difference in the lives of so many of of our students and families here in Culver City Marian's strength comes from her unwavering commitment her steady presence and her deep belief in the power of education and service she has dedicated countless hours to the cover closet program as well as serving on on many committees throughout her years she was on the Leo Roop CTE steering committee the Dei committee the elcap committee and Culver City High School site partnership along with many others while doing all of this Marian has also served the last the past 40 years on the association of classified employee union board and multiple capacities including board president bargaining chair secretary and grievance officer as well as on the union negotiations team and most recently the Labor Management partner team her retirement marks a tremendous loss for our district but we also celebrate this new chapter for you Marianne shared with us that she looks forward to spending time with her family and will continue to volunteer with the Culver closet program Marion you leave behind a meaningful memorable and Lasting Legacy thank you for your 47 years of hard work and dedication to the Culver City Unified School District hold all right public recognition 7.2 remember the items items not on the agenda so this is the portion of the meeting where you could probably comment to the items on the agenda if you're in person please speak us please submit a speaker card to the superintendent second assistant if you're on Zoom now would be the time to raise your Zoom hand do we already have cards for people in person 4 okay um so we have foreign person I'm not seeing and are we seeing any on Zoom know okay so find a close public comment items not on the agenda right now um we'll call those for 3 minutes each and I think if we can just call for up front and we can start getting in line that would be great hey Materia tonight um so the order will be Heather Moses then Dr Carolyn the Boozer and Mary and Sarah then Susanna ferini you're doing 3 minutes good evening everyone I'm Heather Moses and I'm the Arts coordinator here at ccusd and it's only week 2 of the school year and there's already much excitement going on with Visual and Performing Arts so I wanted to give you guys a few highlights our art and Innovation at elementary and music classes are up and running and the fourth and fifth grade instrumental uh pull out program is gearing up so families are invited to join us for a virtual instrumental information night on Thursday August 28th at 5 PM you can find details about it at in Culver pride and also at cusd Arts cam in the middle school students are preparing to audition for improv the very popular improv program and auditioning and interviewing for the fall play information again can be found at Culver pride and at cusd arts.com we're also thrilled to welcome Delaney Forester to our music team this year thanks to prop 28 funding she'll be supporting both the middle school and the high school marching band um and last night we held our AVP information night at the frost kicking off Ava's 30th year and so it's definitely a milestone worth celebrating I gave you guys all magnets so you'll have all they should be at your desk and we have extra ones for people who are in the audience so you can hear um you know put put the dates on your calendar um auditions and interviews for avpa are happening now and the classes begin the week of September 8th um you know we are really we have a great program here and we're deeply grateful for the Culver City Education Foundation for all of their support for all of the Arts programs K through 12 as well as Sony Pictures Entertainment for their ongoing partnership with avpa and our work-based learning initiatives their General capacity helps make these art programs what they are and if you're interested in getting a more deep understanding of them go to CCSD arts.com it tells you everything and um CCSD is a great place to be thank you okay and next we have Dr Carolyn leuser okay good evening board um I'm here because we're starting another school year and I got an email from the district office letting me know that again for another year I have to drive my time sheet to the district office and you know I'm mostly at the high school so um classes let out at 3:35 and that I have to have my time sheet here by 4:00 apparently that's the cutoff and last year there were quite a few times when um by the time you have the secretary sign in and you get to your car and then you drive here and sometimes it could be a little traffic I don't get here till like 4:30 and then plus you know we have those 2 um cut off periods so and last year I had this happen to me where I worked um I had the 1 cut off I made it and then there was another in the uh subsequent cutoff in the same month so uh that meant and I almost didn't take that job in the second uh cutoff time because I knew I would have to drive my time sheet here again I'd already put in time sheet number 1 and then I had to drive here it was on a Friday time sheet number 2 so I've said this you board members have heard this before but I thought maybe by now this year and I can I fax it you know all the other subs are really upset and they say oh please get up at the board meeting keep saying this because why can't I fax it or scan it and then just put the hard copy in the um in office mail that would make sense but it says no you can't scan it you can't uh facts it not the only hard copy delivered upstairs on the certain day but anyway thank you okay thank you um next is Mary and Sarah Marion Sarah co-founder of the cover closet I'm here tonight to um share with the board cabinet and um the public that the cover closet together with the backpacks for kids hosted a get ready for school event on Thursday August the 14th we had approximately 14 40 students show uh Learners I should say um sign up for backpacks we served at least 100 that evening and um working together again with our backpacks for kids Connie Wong was able to some additional backpacks that we had in reserve and would be delivering them to our school sites that had had placed an order um I do want to formally thank our partners um again we had 4 Partners who donated a total of 140 backpacks to our Learners loaded with every essential school supply you could ever imagine kids were so incredibly happy when they arrived at the fargate um uh open Playard um our line a little bit backed up for the right reason because we had so many different backpacks different sizes different colors different patterns that each student got to pick his or her own uh backpack of choice so again I'd like to formally thank our partners they would be the Culver City axle Lodge the um love the city thrift store Beyond conversation which is a women's group right here in our city and and job's daughters for again they're very generous contribution to our to our Learners um our common goal is that we ensure that each 1 of our students is prepared and feeling confident on that first day of school and I think we did a great job doing that so thank you to our partners thank you to the board and um and it was a good launch to the school year thank you okay thank you very much um next is Susanna ferini um I'm here tonight because I learned yesterday that um the Japanese immersion program may affect be over at the high school this year without much open discussion about this so I um had people I I taught art at El Marino and labaya and Farragut so I still have friends at work at all those sites I still have friends in the community my son did graduate from the high school last year but he did go through Elmo's Spanish program and essentially what's happened is I understand we're in a budget crisis and only 18 9th graders arrived at the high school ready for Japanese immersion 3 which comes right before AP Japanese and there were only 20 10th graders might be getting some of this wrong so I'm actually asking you to look into this uh 201 10th graders who are ready for AP Japanese so what's happened is that the Japanese immersion 3 class has been canceled and those students have been given 3 options they can join the Japanese 3 class which means that students who have been immersed in Japanese for 8 sorry 9 years will be joining a class of students who've been uh enrolled in Japanese for 5 hours a day for 2 years that's their first option if there's room in that class the second option is to not take a at all and the third option is to try to join Spanish so I am I I'm so concerned about the the direction this district is going um I spoken to most of you about my concern of our graduation requirements which 3 4 years ago within the last 4 years we removed modern language and art from our graduation requirements yet we claim to be this Multicultural District that elevates differences and if those differences aren't elevated in language and art then I don't know what their elevated in and if we continue to say that we value our dual language elementary schools but say that not everyone has to take a language at the high school second language then I don't know why we're talking about tracking in other places and if we say that we value the Arts so much but we don't need every student to take an art class at our high school then we have there's a conflict in what we stand for and there's been a lot of discussion thank you there's a lot of discussion about whether parents have a say in the education of this district and what I would say it's Supply meant so when you don't offer the classes that that families and students want they will leave our district and the the it's the wrong question is being asked the question should be how did only 18 9th graders arrive ready for Japanese immersion when we start out with with 48 in kindergarten what happened with those supports now my son did Spanish at El Marino but I remember the day he came back from kindergarten and he said Mommy kindergarten would be much easier if it was in English and I said you are absolutely right I said but you're going to be biliterate and you're going to speak English and Spanish you're going to read it you're going to write it so by definition the families that drive across LA County to come to a Japanese immersion program in kindergarten are looking for rigor and if they're not seeing the rigor at our high school they're not going to come to High School which is why we've lost 400 students in The Last 5 Years thank you you that now concludes public comments for items not on the agenda CC employee groups start with Miss Hammy 1 zoom and then have me so long here in person good evening members of the board this evening I would like to I guess honor Mary and separately for all of the work that she has done for Ace for the past 47 years had the honor of knowing Marion for 30 years she has worn many Ace hats in her 47 years with CC USD she has been our president our grievance chair our secretary and she has served on endless negotiation teams and represented classified employees on the ccusd Labor Management partnership since its Inception she has been an inspiration to so many of us she has been our friend and she has been our supporter but more than that she has been a champion of Studio students for all of her 47 years with us the CTE program which serves many of our most vulnerable students was her baby it was almost as if she was a substitute mom for these students making sure that they were always on track to be the best they could be while in school and Beyond Culver closet is an amazing undertaking that benefits many Culver City families and we can thank Marion for her commitment to making this a very popular and I guess I was I lost my train of thought I'm sorry but a very popular and helpful venue for for our families to go to when they need anything in the way of support I've always said that Marian was the definition of Grace plain and simple she is a wonderful human being when I started with Culver City Unified School District and decided to get involved in Union work Marion was a mentor to me but most specially a dear friend and I will I will miss her dearly thank you Mr L hi good evening can I add 1 more thing I think that Lauren Jag now is in the audience now to make a presentation to Marion on behalf of ace thank you Debbie um yes thank you excuse me board and cabinet I'm going to not be looking at you I'm going to be looking at Marion um Marion on behalf of Ace you have heard many of us stop saying your Praises this evening I have a mic right now so I'm going to take the opportunity to add my 2 cents um in addition to everything Debbie said that you have done for our Union and many of your colleagues I would just like to also add my personal word of gratitude Uday I have learned so much from you I've learned how to be ferocious and gracious at the same time I have learned how to do the work and the research and have the receipts and I have learned to always always always put the students first and that is what you did every day that you served this community and we are going to miss you terribly so on of your brothers and sisters at Ace and everybody in ccusd thank you so much we love you okay those thank you everyone so offers just welcome back to all of our um staff um uh for this school year so I also want to take some time to talk about uh Mary and Sarah as well to First just as just first even from the union just as a fellow High School co-worker so I've been at Culver City High School about 20 years and um so instantly kind of made a connection with mayor in because we had a lot of common connections through Santa Monica and through Culver City that we automatically knew about and were able to talk about um you know through Youth Sports and just things around those 2 cities that we instantly kind of bonded with and things like that um and just I always appreciated her um just you know as a fellow uh coworker there at the high school and of course I'll take Mary and back because I remember when it was the ROP program prect um when she helped run that and when we had an auto shop and a Foods class and things like that and she was a significant part of our old row program at Culver City High School um and then from Union I'm pretty sure and we were the founding members of the high school um partnership there so way back when I was still a site rep um at Culver City High School so Marian uh was the ace rep and I was the ccft rep and I think it was just the 2 of us with the principal that were the founding members of The High School site rep and kind of got that going and developed that um Labor Management partnership there um at that but you know Marion was always kind of a a true partner you know we talked all the time and I just really really appreciated like uh everything she did um you know for Union work everything she did at the site and just the amazing things that she did because it you know everyone talked about you know just the CTE and you know Roop and keeping all those budgets in line but she also did all our our work permits for kids so every kid that had you know got a work permit went in and you know had to deal with Mary and and um you know I'm sad because now my kids going to be there probably getting to work for a minute is have to deal with someone else so um but yeah she did just so much and just like such an intrical part of the high school um and you know going back to the 1970s I don't think many people can you know say that they go back to uh this okay it's very very few that that quite go back that far they can go all the way back to the 1970s so I just want to say just really all the appreciation just and just friendship between the 2 of us just like I said on that personal level and you know just talking to you um and uh just recently I had Marian's granddaughter in my history class I didn't even know it like I went what 3 quarters of the year not even knowing it and uh 1 day she's like you know that's my granddaughter in your class and I was like oh I didn't even know that she like she never mentioned it or anything like that I mean she's not like that to mention things like that and I was like oh wow that's kind of you know neat and everything like that so um but just really really just kind of good family and just really appreciate just all the time that we got to spend at least the last 20 years that I've got to know you and just really wish you uh the best of luck in a retirement and thank you for everything that you've done for Culver City High School uh for ccusd and for the unions too so thank you Marion so um just a couple of quick updates on things that are going on uh for us so um just right now we are in the middle of surveying um our members um man is surveying and Ace will be surveying soon about a uh major change and that's a change in our benefits provider so uh for a long time uh ccusd has purchased his health benefits through uh the calipers health system uh the district has done some good work this summer and looking at Alternatives um 1 is through a company called ASCAP um who we currently actually um get our health I'm sorry Del Delta Dental and VSP vision through and they provide some trainings for us as well too um so we are surveying members um on that right now to see um you know is this the way that our members want to go um you know there are definitely some cost savings but we really want members to kind of look yeah big into this because this you know big decision when you're making these Health Care choices and I just want to thank you know Dr good and Mr reie just for really kind of taking the lead on this and really kind of you know getting research because we were able to to kind of arm people with like a lot of information like you know you not only the pre because people just look at the premiums and they're like you know yeah I mean my premiums going to be cheaper with Kaiser but you know you got to kind of dig into the details there like well this 1 specific big drug you're taking what's the cost difference between them and they did a really good job of looking at that um and then also comparing like because obviously Calpers is a much bigger organization offers a lot more plans so not every plan is available through ASCAP you know you looking at comparative plans so I just kind of want to thank both of you for the work that you've done for that and you know the opportunities we had a um um like a webinar kind of thing for members to listen to and we and recorded it so people can kind of get as much information and I did send an email out today sending them your way if they had more questions and and links so it's like if you have any more details that my email doesn't cover um you can go ahead and look at that and I did put together kind of a frequently asked questions for people as well too so we'll kind of see how that goes and hopefully a savings for the district hopefully a savings um you know for our members and everything like that moving forward with health care because it's just really um it's a huge cost and it just goes up every year and I you know I think everyone knows that and it's been extremely frustrating Calpers over um the last you know 5 6 7 years of anyone knows me that's what I talk about all the time is benefits in Calpers because it just you know I I think I actually did the math today it's about a 8 point uh 2% increase over the last 5 years on average that's the average that that's gone up you know um so that that's pretty significant increase for anyone to have to keep up with those costs so we kind of look forward um to continuing to work with that uh we do want to continue to go to work with the district you know on increasing the benefits caps though whether you know we stay with Calpers or go to a yep um you know I think we do want to look at increasing the cap you know we do have some enrollment numbers early that are up at the high school so we're I'm hoping that we you know can you know get that additional Revenue I know there is a push to improve attendance um you know a couple of vacancies you know we're no longer going to have you know a director in a position so hopefully we're going to have some savings to take a look at um that and I know a lot of you on the board I thank you for your commitment to benefits you know several people have mentioned that um the final thing I just want to reach out about and talked about was the city um so you know a lot of us um and I said this in the opening day that um you know I know that Miss Laredo and myself and Mr lachman and Dr Jimenez and Dr Gooden and Miss Rajiv I know um Miss Carlson was like in London like on the phone because we were texting a lot that day and um I'm trying to remember who else but there was like a ton of people there to like 1 a.m. oh and Dr Lucas who had retired and was still sitting there to 1:00 a.m. um it it was you know some heavy lifting and I know like other people like Mr ezzor and Guerrero and all that you know you guys talked to community members and board members and it was like heavy lifting I think by everybody to kind of get this thing done and you know a lot of debating and things like that I I just want to say this kind of publicly that you know I think I I'm I think I think I think that you use the word conditions I think that's the word they may have actually used um so I'll go ahead and use that and um you know I'm going to ask you to take a look at that and kind of maybe push back a little bit on that where I think you know some things like obviously looking at ways to increase enrollment and attendance I think are good I think we should be doing that uh I'm concerned about things like around a parcel tax do I think we need to go for a partial tax yes we do um should they dictate when to do it no they should not you don't having been through a partial tax recently and I will say I feel I did some heavy lifting on that last parcel tax I know there is a lot of timing that goes into parcel taxes and you have to do some serious polling on parcel taxing I would say with housing we've explored it we've looked into Revenue housing you know um you have a report that you can look at you know for the future and things like that so I think that you know we need to be you know very reasonable they need to be very reasonable um you know with this and um you know I hope the city is I think it's you know definitely that's going to help us but I also um don't you know want to say Hey you know you guys have to do this or we're not going to do it I don't think that's fair to the board I don't think that's fair to the superintendent I don't think that Spirit of the employees of this District it has to be some kind of a partnership uh between the 2 so I think that's something that's um you know really important between the city um and then the final thing I just wanted to kind of address because a few of my members have just brought this up to me recently and and it's unfortunate that there's been a little bit of this Union bashing going around Culver City again and I've talked about this and it's been a while since we've seen this and it's kind of going around um and if and I really appreciate the community members who came to me and specifically asked hey I heard this uh you know is this the Union's Viewpoint and I'm like no it's not they're like that's what we thought thank you for confirming it um and I asked you know board members the same thing if you hear that you know push back on that as what I'm kind of asking of you you know things about you know uh ccft does not take positions on state laws that are pending in the legislature we don't take positions on that you know um we don't have anything to do with PSAT testing at the high school right those are not things that we have positions on but for some reason people in the community want to say and it's a very small small number that kind of put that out there that you know have been recently into some Union bashing there were some you know um letters to the editor of the crossroads you know using terms like Union boss and stuff like that recently so I just want to make people aware of that um and asked you all to push back when you hear that kind of language so thank you all and here's to a good year thank you um superintendent report yes uh thank you uh good evening board president Isadora members of the board cabinet and Community it's an honor to be here today my first actual regular board meeting having started the district uh with a special board meeting and uh hitting the ground running back then what Ray mentioned of us advocating at the city all the way to 1:00 a.m. but we do it all because we care about our students number 1 so this evening I just want to give a quick recap of just some of the superintendent activities I've been doing as part of the entry plan so if I can get the next slide I'll be real quick yes so I want to mention that we welcome back our our employees that are welcome back event over 700 employees were there we were able to present a theme lead learn and Thrive building a future together and going over just a different uh visions and Mission that we have as a district as well as some of the core values at what we attempt to do uh this year uh with the budget being a big uh stickler in all of our plans because as I said they're at the Welcome Back event I have no money so that's been something that we are going to work together on to move forward but the day was welcomed as we had uh actor director producer Edward James almost deliver an inspirational message to our faculty on the power of Education to transform students so it was a great event and that was followed by our recent uh opening of schools which was a great success now I am pleased to report that our current enrollment is listed there at 6 5 8 just a little bit higher oh I'm sorry it's it's on now okay we were having technical difficulties for those listening on Zoom it looks like we're back all right so I'm pleased to report that our attendance rate is at 97.9% which is great A 1% increase in our attendance rate every year Nets the district about dollars so we're going to be pushing a and with respect to the city we had that as a plan all along being able to focus on attendance because that's how we're funded next slide please yes and so this slide I this is the last slide uh I will share but I just also want to mention you know we also welcome back our do education staff you know they had a very uh great professional development over at the adult school with all of the staff ready to return and so it was great uh being with them as well as what I mentioned earlier about funding and us advocating for funding for our district and we are grateful for the 2.5 million but we know that's not enough to continue uh keeping our district solvent and years to come and so we're still uh looking at that and what are some other ways we can work on to generate additional revenue and so I just want to point that out and we'll still be engaged in discussions uh with the with respect to that end with the conditions I also welcome 31 new teachers to our district which was a very surprised to me because back several years ago districts weren't hiring teachers there just wasn't any openings in my colleagues have shared with me even in their systems they're having a hard time finding teachers and then I ran into an article online that said the same thing so it's a good opportunity right now for teachers uh to be able to uh get a new opportunity so we were able to welcome our new teachers and provide professional develop development for them to help them in their school this year uh also I want to mention thank you all for coming out to Fiesta luno and I know I signed up for a 2-hour block but next thing you know it was like 6 7 hours I was still there and was getting my son had there and it was really great because I was able to address the community and uh talk about our district and all the great things happening so it was great event and we look forward to that in the coming years as well uh I also have been continuing my visit to school schools I was able to join uh Miss Laredo on opening day we actually went over to cover Park High School the a Academy as well as the adult transition program so that's another area within the school that often may not be seen because they're off off to the side so really great to be there on that first day as well as welcoming all of our students uh last night it was mentioned that there was a avpa parent information I I think it was a great success I mean I counted a lot probably in the hundreds and hundreds of parents that were there and so it was a turn out we were able also to visit the different schools within the uh avpa program and see the parents learn about the program so it was a really great way to showcase our program as well as uh moving forward I'm still work Kina and meeting with different Community groups as well as colleges and universities just on the right side I just want to point out that you know we have been communicating and sending information out to our community with respect to our district being a safe learning envir environment place for them you know safe and secure so we've done training with our principles as to what they need to do should I show up on their campus and so we've been discussing that with their principles making sure that they know the protocols and being able to follow through to support our students the next item there the go Pass Program you know we are continuing with the program and the upcoming year uh both Miss Rajiv and I are just still working on some details on the back end with the agreement so we do have an upcoming meeting this week with some of the individuals involved and so we want to make sure that the agreement is solid and right for our district so just want to reiterate because I know I received a few emails about it that we are continuing with the program the third bullet there the cell phone policy I have received some emails from some community members about that it is law that's coming into play July 1st 2026 so that is something that once we have our assistant superintendent of Education Services here and hitting the ground running that'll be something that will form formulate a committee that will be able to work through that process because it needs to be done in a way that there is agreement in terms of what we Implement and the last part there I do want to mention is that in the facilities uh update uh tonight you'll see all the different work that's been happening in our district and so a lot of work has been happening over the summer so we're really proud of that to really have our schools up and running and looking great for our community so with that uh board president this completes the superintendent important thank you thank you members of the sorry you said that that concludes your thing right teach at the school and if I were just at the middle school I wouldn't have met Mary and Sarah just yet um and I'm a parent but I wouldn't have met Marion just yet because he's an eighth grader um but I met Marion Spirit actually um because I was at Culver Park and I walked um a group of students over to the Culver closet which is right above the library and it was this amazing space I mean there's just flaws and shells full of clothes for students to really just pick out things that they need for school and I thought that was so special and I just always had this Clover closet this is what you know such an amazing place for students and my students also at Culver Park got work permits so I know now that it was all because Mary and Sarah sat with them and you know went through the paperwork and you know all of these years before I actually met Marion and her spirit of generosity really was surrounding all of us and her quiet strength is really what helps so many of us especially those of us in doing Union work um in the Labor Management partnership um you'll get like a nice phone call or a nice text from Marion if you know I was at that time fighting for Culver Park to reopen and she would always write me a nice message like that was really powerful thank you for you know sharing your story and getting that school reopened so um today I taught math and I taught about prime numbers and composite numbers and Mary and Sarah is retiring after 47 years and this is a prime number it's actually a super singular prime number so extra special just like Marion so thank you all right um Susanna yes we're all here for Marion so um I'm so happy for Marion Marion has this incredible extended family that when she tells me about their get togethers I can picture her there and her retirement enjoying them more them being able to enjoy her more but her retirement is the tremendous loss to ccusd um I met Marion on the equity advisory Council where we served for years together and consider her a close friend and a valued colleague um I'm so glad that the district is honoring her tonight because you're right she did try to retire quietly in the summer um and I did offer to throw her a party and she refused so when I moved to the high school from the elementary schools I was assigned the room next to the college and careers center right next to Marion as my students grew to working age and they needed a work permit they would meet Marion she is such a supportive presence that 1 of my students once spent 4 weeks making a paper mache project just to walk next door and gift it to Marion as a show of gratitude the amount of details and legally binding work that Marianne did is hard to quantify I urge you to get a detailed list of the responsibilities that fell under Marian's purview and ask questions about H how they will be handled and to whom they have been assigned after 45 years of issuing work permits I guess it's 47 years um Miss Sarah was an expert on child labor laws last year's permits expire I believe this week I urge you to find out how permits are being handled and what training has been provided on child labor laws in the interest of avoiding future Audits and potential legal problems for the district I think it's an important question as for CTE regardless of miser's diligent efforts to Center students on all CTE decisions including student populations that are often overlooked those in charge brush those student surveys aside please request all those surveys for The Last 5 Years to use as a measure for the high school's responsiveness to student voice and for all the work Marion did to make sure every dollar was spent responsibly transparently and in the service of students as you reassign her responsibilities please don't leave the fox in charge of the hen house thank you that concludes public comment great members of the board colleagues we know the order um hi everybody uh our last regular meeting was July 8th uh so much has happened since then this is my first chance to really talk about stuff um so I'll try to be brief nonetheless um traveled a lot for summer a lot for work and uh to visit family this summer I'm glad to be back a bit uh the first and kind of most important thing actually the day after the last board meeting I left and went to uh Capo Orlando with aribo Marita from the Culver City sister city committee and Jim Clark also from the committee and former council member and mayor and Culver City uh to visit Capo Orlando in honor of their Centennial there are newest uh sister city having come on board in about uh 2017 I believe um just to be clear I've said this before but I just want to make sure everybody knows I covered my own expenses there was no District funds or city funds that um helped me there but um nonetheless as part of that trip uh we met with the principal at the local high school and I'm really pleased to share that the sister city committee organization is starting a new student Exchange program with copper Orlando during spring break of 2026 if you have fiesta love bayona over the weekend you might have seen some of the information at the table you can also reach out to Mara bomarito and we've had um some information in our Culver Pride about this as well particip patient in the program includes a sister city committee membership cultural instruction hosting and learning how to be a student ambassador and while we were out there we also met with the mayor and city council members and provide a gift on of the city which included a painting by local artist Maria Malika Kurt um and all it was a really valuable experience I encourage everyone to consider getting more involved with the sister city committee and certainly traveling to capid Orlando which is a beautiful tiny little town on the coast in Sicily um a little over a week ago I attended the clavia Culver City meets Venice event and spoke along with board president azador my family joined me for a little bit we walked and scooted down Washington Boulevard it was really well attended it looked like everyone was having a really great time exploring our streets together it was nice to have them here of course as of every as everyone knows um as of last week school is back in session uh Dr Jimenez in our cabinet put on a really wonderful event for our teachers and staff giving an overview of the year ahead and as he mentioned we're joined by Speaker Edward James almost which was a real treat of course Fiesta was last weekend thanks to everybody in the district who staffed our ccusd booth which I think included our superintendent as well as both of our assistant superintendent some principals every board member um so I was really well done um thanks to the community members who came out to chat with us as well and I just I also would like to acknowledge and thank the cabinet all my colleagues the certificated and classified staff and the community members who came out to City Council meetings over the past few months to support the district's request for emergency financial assistance from the city since this matters likely to come before us in some form in future I'll refrain from any substantive comments about the situation and just say that I appreciate your dedication to our community and then finally today's women's equality day this is the day when we commemorate the 1920 passage of the 19th Amendment which prohibits the states and federal government from denying the right to vote to citizens of the United States on the basis of certainly that was far from the end of any legal impediments to equality for all women and much less any societal impediments that we're still dealing with today coincidentally if you are a Culver City voter today is the last day for you to turn in your ballot for Culver City's all-male election uh you have about an hour and 15 minutes by my count um and by the way that is m a i l naught m a l e um as we just established the latter's been illegal for 105 Years hopefully we'll continue to be illegal and definitely in United States um if you haven't turned in Your Valet yet go down to City Hall drop it off uh they're using the chambers tonight to collect ballots which is why they kicked us out and we're here tonight um so be great if some folks exercise that option that's it for me tonight thanks I think it's thank you like I guess I get to do this remotely I will be very quick I'm here in Minneapolis for a uh a political conference but it's always important uh as much as the technology will allow me and the crowd noise doesn't get too bad here in the lobby at the foche uh which Lindsay has told me all the wonderful history of before I went uh thank you for that and also for sending your father to 1 of my groups to come speak um I want to thank first and foremost everybody who has been a part of this uh effort to try to make sure that we can find funding from every Source possible and improve our Partnerships with the city as well seen many of you out there from um feels like it's almost a year since superintendent Lucas and I and a couple others began talking about the strategy uh and every person I know it's been on everyone's Minds great to see everyone coming forward and doing that um was there for sick levia as well was wonderful uh my daughter and I had actually a whole family had a great time cycling and going downtown up and down Washington Boulevard uh want to thank uh superintendent for doing a particular and the staff for putting together a great kickoff as is a great booth at Fiesta bayona and um excuse me um and also uh remind everyone as well yes please vote please um this is going to be very important it will impact us as well this does not pass uh and while it's not any official condition position on the board it's just my personal position uh this is very important for us to do uh if we don't do it the county will find a way of grabbing that money so uh appreciate that and I just want to close as well um uh Fiesta bayona uh there was 1 other item I was trying to remember oh kickoff day amazing amazing job got to join the superintendent mayor board member Laredo at kickoff uh it was great uh everything uh seemed to go off wonderful the band was amazing and all I know most of the students they don't want to admit it but we know a little bit they're excited about the first day of school so uh thank you for putting that all together without a hitch and looking forward to working with the board does the challenges we go into the fall so thank you good evening everyone I just want to welcome uh everybody back uh great to see our students staff families again I'm not in Zoom oh got it okay thanks uh it was great to see everybody back on the first day I hung out at Lebon and welcome to students over there um and I know my colleagues and and the the district office staff was at all the different sites welcoming students back um so it's a great way to open the year it was also great to see uh so many people at Fiesta the labona um that's always a fun event and a great opportunity to interact with Community uh you know you run the full gamut from the kids who come up and you know we hang up T-shirts from the different schools and the kids are excited to see their school to the you know folks who graduated quite a while ago and are happy to see their schools still represented there so you know you get the uh the whole range of folks so Leona is always great I also want to thank everybody uh in the community for their outpouring of support for the district and our discussions with the city that's been very very um very very heartening to hear um how important the schools and the district are to the community in that um in that ongoing discussion I want to wish everybody a great school year um and I also want to take just a little bit of time in my comments tonight to uh provide a little context and a little transparency there was a PO that thankfully was pulled from the agenda um it was actually in the name of my son Maxwell Guerrero for 175 dollars for doing some work with some other students at the frost and some other uh recent graduates the frost there was a little bit of a family miscommunication parents thought he was volunteering new college students on opportunity to earn a little bit of money um but as an elected School Board member my family members or all of our family members aren't allowed to do any kind of paid work for the district um so yeah so so which is totally fair it's the way it should be and this was just a miscommunication um unfortunately my son when we figured out the mistake had already deposited the check um so today he actually wrote out a check for 175 dollars delivered it to miss uh Rajiv to return that money um and I want to thank her and superintendent um Jimenez for just helping us kind of work through that and get that kind of squared away and and undone um I really appreciate because at 1 point I I was at the understanding we were going to have to vote uh for that purchase order anyway but I'm glad we're not even going to have to go to forward with that but again just for the community um I want to make sure everybody knows clearly he did get 175 bucks he returned it so that has been fixed um and I want to and Mr Miss Rajiv said that we can work to find a way to make sure that it's clear because you know sometimes when you see the purchase orders you see the money going out but you don't don't always see the money coming back in um but that those are you know connected in such a way to know that that money was returned so um thank you for that and apologies for any confusion uh that that caused with anybody thank you good evening uh I am Stephanie Laredo and not Laredo and I just wanted to let people know that again um and it's been it's been coming a lot and I first want to address uh Miss Marian Sarah and how I first met her uh while serving on the equity advisory Council and um it you know it's been years since then and just to be in her presence is a gift I um I really appreciate the grace leadership and this resistance that you continue to maintain on behalf of our students that really means a lot to me in my leadership and so and and it reflects back to you and the the um passion that you get back from the energy from the students and I know now that you can put all of you're not going to stop you can't stop her um she is going to continue advocating for our students and she will have a little bit more time being um the best matriarch for her family um everybody and I still think of you as a a sister figure to me and you are also like everybody for our smallest students you're all you're also like a Noella figure to them as well I love going to a fiesta and meeting all of your family at times um I didn't have that pleasure this past weekend because I wasn't there that long but um I really appreciate you and I um I look forward to hanging out with you during your retirement so please enjoy uh you will be missed um on just to recap with uh our city council efforts on August 11th our council members voted to instruct City staff to draft a resolution redirecting 2.5 million from Capital Improvement projects to ccusd this fiscal year this is all pending also how well a CL passes if it does as well you can still you have a little bit of time to night to put in your ballots but you can also put in your ballots via the mail and they will still will be accepted um uh so uh thank you to my colleagues for shining a light on that uh the district's future um this unanimously directed resolution is expected to be addressed at the next council meeting on September 8th the district's future year request for financial partnership as well as a fruits to school go pass and Joint use agreement our topics expected at a future council meeting I want to thank all of our council members the city staff for the work and care that they put into this topic um it's important that our district communicates all the ways that we are putting effort energy time into generating revenue and stewarding our operating budget transparently that means that we need to make sure that our committees that are also advising us on this work are um are diverse and representative of our community and not stacked so I do want to send caution about to our council members and to City staff to re about any restrictive language in the forthcoming city council resolution the district must be allowed maximum flexibility to pursue measures with the greatest capacities to generate Revenue while balancing timely reporting to state um so my gratitude again for everyone who is advocated on this issue starting this Thursday August 28th I will be taking a leave of absence to care for my health uh I'm planning to return to school board duties remotely by the end of September I'm grateful to my colleagues and the leadership team for their Collective patience and energy during this time I have a very high confidence that they will work together in unity for the success of our students during my absence I want to thank you for your understanding and Grace while I receive care heal and return ready to lead for our youth thank you chair I will be short welcome back to school everyone sorry I couldn't make the back to school events I was actually in Boston for work but it looked amazing um I had something to say before I was going to go into comments about mirian but it just blank I just left a blank but anyways I'll say thank you to Marion for your service I uniquely have seen what Marian work can do up close I first met Mary and she doesn't remember but I remember her because I met her when I was a student in the district and I was going to get a work permit um as a as a junior called 2019 pre preco but um that's where I personally started so I've seen her work up close as a student I've seen as a school board member she'll be very missed um just echoing a comment that we heard in public comments about making sure that as we as we see these leaves and we don't fill positions we have to make sure that we have a plan for absorption the responsibilities that the responsibilities that these positions do do not go away when they leave and we must make sure this work is still happening that's all I have I think that's all I can remember um anyways thank you uh I'm going to propose that we just move forward um in the agenda no recess needed information items and I point to facilities to measure the update good evening board president Mr Isadora superintendent Dr MNS and board members I'm happy to share the progress by All 4 Architects at each School site design and some summer projects slide 2 Middle School roofing project at 2 buildings were completed and in the summer we plan to bring the notice of completion at the next board meeting once the project has been signed off next slide please we identify a couple of asphalt areas across the high school campus that post some safety concerns these areas were demolished and replaced over summer 1 near the high school library 1 around the basketball black top and around the parking lot next slide please as part of the updated master plan for El Marino the design includes replacement of the existing shade structure with the permanent shade structure The Architects required Geotech soil report that was completed in the summer next slide please as we've seen in the past presentations the design process is a critical phase and is divided into 3 main phases I'm going to take a moment moment to go over this as this helps and as us understand what we have completed so far and what is pending before the community sees the construction activities beginning from Fall 2026 and spring 2027 in the schematic design phase that focuses on establishing the overall concept and big picture ideas such as the site layout building massing space planning and adjacent Sim The Architects deliverable at this stage include conceptual drawings simple floor plans elevations rough cost estimates and initial 3D view of the new construction building the level of detail is limited but it allows the district and the construction management company to confirm the project aligns with the goals of the um the measure e program and the and also it's within the budget at the design development stage the schematic design is referred into a more detailed and coordinated set of drawings a specific decisions are made regarding what kind of materials we will be using systems Dimensions with the input from the structural mechanical electrical and plumbing Engineers by the end of this phase the project scope quality and budget will be clearly defined the last phase is the construction documents phase this is a comprehensive set of drawings and specification this phase emphasizes exact dimensions assemblies finishes insulation requirements and this is a set that will be submitted to the division of State Architects for review comment and ultimate approval once DSC approves then we use the same construction documents for contact bidding and construction activities next slide please so I have a slide actually for each School site on the schematic design phase that that's exactly what we've been doing for the past few months and we just completed it um which which all Architects have completed and thank you Architects for keeping up the timeline and PRI on keeping up you know you know keeping it keeping us on the timeline I'm really happy to share that all projects as of this schematic design phase which just we completed and I signed the notice of uh notice to proceed yesterday to the design phase is under the original allocated budget and high school and middle school we estimate the construction will begin in April 2027 and Calvin Parker is cool and all the elementary schools we will begin we estimate to begin the constructions in Fall 2026 so this is the first 1 for high school so the the first the building there's a new construction what you see is a new construction on the um the design the outside 3D view basically it has 18 clamps classrooms 3 story building math and language and a new parking lot configuration with 39 parking stalls and there will be a demolition of Building 13 which will be demolished later when the new construction is completed next next um slide please so the Middle School's new project is located by the high school softball field the building consists of new gymnasium locker rooms and classrooms and signs and other subject next slide please so this is at color Park High School this consists of relocation of portable classrooms and modernization of existing buildings and they would have 3 classrooms office computer and um spaces and support spaces next slide please this is at eldering Khan and the new project the new construction you see here is located at the corner of the Overland Avenue and sotil Boulevard the building will include 6 kindergarten classrooms and support safe space basis with covered walkways next slide please this is at fargate elementary school and office of child development Child Development the new project is located near the north side of the campus the building includes 4 kindergarten class rooms and support spaces adjacent to existing classroom buildings the new building is about 7,000 square ft the project will also require the relocation of OCD buildings because they are in the footprint of this new building next slide please this the building the new 2 story building consists of 2 kindergarten classrooms and Arts and Music classrooms on top the new um this is about 6,000 square ft next slide please tell me you know this is located by the Coolidge Avenue the building consists of 5 fifth grade classrooms with covered walkways and support spaces this is approximately 7,000 square ft next slide please so these are all the schematic design phases just completed so I'm just going over at a high level what those are so the new project at Lynnwood is located by the ear being place and then the building consists of 4 fifth grade classrooms support spaces with adjoining canopies and a modernization the play area that's your Phase 1 Project next slide please um this so This these are all the measure you updates and then I just want to take a moment to um you know share what my team emote maintenance operation Transportation team did this summer a big thank you to our memo staff for their hard work and dedication this summer bus drivers drivers HVAC technicians custodians grounds crew plumber general maintenance painter ation Carpenter emote secretary and the interim director for the homage amazing job they have done during this summer HVAC filters are all replaced at schools here on they follow a schedule and we are current and most of the water filters except for 3 that we've just identified this required that we are in the process of um changing some of the the the sum of the parts in that Fountain otherwise every uh filter is replaced and it's working with there is a green light on it and we are actually speak the fountain filter replacement schedule is being finalized right now by my team and the classrooms and restrooms were deep cleaned and using new industrial power washers that we purchased this summer floors were striped waxed and Polished across campus purposes Landscaping actively maintained by our in-house ground stream throughout the summer we have first time I'm happy to share that we've eliminated the Landscaping contractor which we had for several years and eco-friendly upgrades new battery powered mobile first trimmers and blowers added which are quieter and sustainable and our staff can continue to do maintain the fields while the classes classes are happening our new plumber was super busy in fixing Replacements and clogging and drain maintenance during the summer electrical Carpenter and painting projects competed to support the learning environments our team ensured all sites are clean safe and ready for staff and students to return um again we have eliminated the Landscaping contractor plumbing contractor and all the above work was done in the summer with no not even 1 overtime without any additional overtime this summer for the first time so and and they definitely did an amazing job and my team really came together they pulled it I'm really really thankful to everyone of them for did amazing work next slide please so these are the items for approval of today's board meeting which I'll share the details when we are going through the action items individually next slide please so once we reviewed so I reviewed viewed the schematic design from each side from each of the Architects with the DLo construction company we had some feedback they went back to Architects and then they came back and finally we finalized and then everyone is under the budget and on time on target on timeline as we stated I started in the first meeting and um they are on the notice uh proceed uh letters have been sent yesterday so they are beginning their the the first design development stage has begun and we hope to um meet the fall 2026 spring 2027 construction I'm at the end of my 9 Minutes presentation happy to answer any questions you have thank you colleagues um I don't have too many questions but I definitely have some comments I just wanted to thank you for the comprehensive presentation of all those projects underway in the district um and you know I know I've been hearing requests from the community about measure e updates and I hope those have said they're interested in the updates are here and listening to this or at least listening to it um when we put the recording up online because because these updates do happen rather often and and I think you're very transparent in providing us with all this information um and I just wanted to you know reiterate again uh the wonderful news that these projects are running under budget which is really amazing I mean I you know that that's fantastic uh and just want to commend you and your team for your relentlessness ensuring that our bond dollars are well spent and that we're maximizing our return on the investment um 1 thing that I know we've talked about before I mean certainly you and I have um not sure that the public necessarily has been able to connect the dots here but is it accurate to say the better we do with our operating expenses in the district building our reserves back up the better our opportunities are going to be to improve our credit rating yes okay and then our credit rating improves our interest rates on the bonds become lower right yes okay which also means that then when we go out to buy bonds um we will be able to have more Bond money to use on our construction projects as opposed to paying back the interest on the bonds okay so that's that's 1 of the the ways that all these things sort of connect to 1 another if we have better reserves we'll be able to build more things um okay and then I think uh the other thing that I just wanted to notice too is the summer maintenance work done by Mott it was really an incredible list of projects that were completed over the summer and just again to highlight again for the community the electric mowers and leaf blowers it's really awesome it's it's sustainable um it's quiet uh you know we talk a lot in this District about sustainability and I just want to actually commend you for putting those goals in and making this Improvement that moves us away from using fossil fuels and I'm sure also our neighbors closest to the schools will appreciate that due to the reduced noise um don't really have any questions besides that just wanted to make those comments and thank you once again thank you um echoing every single 1 of the points just made my only question in all of this I know that we had uh passed a motion at some point to get a pla discussions in motion uh I know it is a long process by its nature and takes time I just wondering where we are on that thank you for reminding I forgot to actually put an update so we waited for us to close our books and finalize some of the things which you have done and next up is starting the any negotiation process documents is here so we will be meeting with our legal um Council once a legal panelists approved to initiate that negotiation which you have already communicated with the pla group that they have been following up with us so that's our next item to tackle all right thank you thank you very much for the updates um yeah it's great to see just the progress that that's happening in the design and the planning for each of the different sites and again there's been a extensive engagement process that has into that so appreciate that um when will The Measure e oversight committee start having a role because I don't know that a whole lot has been spent yet have they met yet or when will they start meeting so we've been meeting with cbok okay cbok has been meeting actually we have a meeting tomorrow uh we've been providing update and they are um reviewing um or expenditures and I'm presenting every I think a quarterly we are meeting quarterly and we are presenting what we have spent so far what we have encumbered and it's all on our web page under the Committees under cbok committee we have the agenda attachments and presentations okay so there's somebody in the community wanted to see what's going on with cbok um they could check it out on the in the business office section of the website under committees okay fantastic thank you and again also very exciting just to see that we're that you are bringing in more of the work in-house and having our own employees do that um you know to be able to again 1 of our our major goals is to reduce the number of contracted Services we use um and bringing those in-house so thank you for that and also I want to thank you for um being able to um you know it's been a little over a year since you've been here and slowly you've built capacity so that we can take a lot of those contracts in-house or at least establish system where we can make sure that we're getting more done within the time that we have um and now that there you know it's we continue to make progress and as we enjoy uh our students being back on campuses I do want to let the community know that it's not only our custodians our Mott's responsibility to have pride in our campus but also for our students and for the rest of of our staff to also you know be a part of uh keeping it neat see reporting something if they see something and so that we can continue to have the kind of Vibrant Community that will attract others towards us um and 1 of the things that I've asked for in the past um and I didn't give you a heads up about saying this before but you know is ways for not for the community to put in work orders but to report report when they see a leak you know when they see you know um something that's out of place I see a lot of you know um add unapproved advertising um and for folks to be a of keeping our campuses and our district office in a way that we can show our Culver pride and so I I hope that that's uh something that we can streamline in the future where um because I think that a lot of the students report to me not I think that the students a a lot of times report to me that they've seen something they might have told somebody but that somebody isn't necessarily the person that's going to put in a work order or going to be able to actually be empowered to take care of it so I'm I'm hoping that in the future that they too can feel empowered to have Cobra Pride about their campuses actually we are working on adding um a kiosk or something like that so students can don't have to wait in line to report and they can go in and just enter um we'll finalize in the null report uh what we've done and then on the unapproved advertising we are looking into adding protocols and training or administrators so that we have a process before that goes on the fence and that's done by our emote staff not by anyone else so we are working looking into that also thank you thank you so much um we will now move on to 9.3 I'm going to present 9.3 and 9.6 altogether because they all fall under the same category um so these all 3 of these new updated board items are um as a result of recent Court decisions that have come down um pertaining to the regulations around Title 9 and essentially um school districts are is or or any public entities are now required to update their policies to align to the federal Title 9 policies and or regulations in place um and so these policies have just updated our processes that we follow if there are sexual harassment complaints that come through um and the processes that we have to follow when we get those complaints and it also Narrows the scope of sexual discrimination um based on the federal regulations thank you colleagues questions I mean more of a comment um you know I don't I don't like the substance of Tennessee versus Cardona but I understand our policies need to be compliant with the state law just as it stands today so I just want to say I hope regardless of our written policies on these matters we we hold ourselves to a higher standard than what the law requires with respect especially to matters involving harassment and discrimination and uh modeling good behavior for our children yeah I would also just add to that that um these are the federal laws so while something may not necessarily fall under the scope of reporting it as a title 9 violation you know we still have school policies on bullying and discrimination that would allow student to still um report behaviors that were unacceptable um in a school environment yeah thank you I I appreciate hearing that we're still keeping the interests of protecting our students first and foremost despite these roll backs that we're seeing at the federal level through the Supreme Court and other areas um I also don't like having to vote for these things uh though they are standard policy set by uh for everybody not something exceptional uh but express the same concerns and appreciate hearing that we're still going to stand up for our students and our staff yeah all right oh did you okay action items please 131 so the first item is the um we have completed a informal request for proposal for 2526 legal services and um we we had received um 9 proposals and following an evaluation of the submissions received the administration recommends that the board approve the establishment of a panel of attorneys as present and Below to provide legal services to the district is there a motion moved to approve is there a second second okay discussion colleagues um I just I just had a little bit of uh questions about this um can you just kind of tell us a little bit about the types of legal work that we're looking for these firms to do for us and I'm familiar with some of the firms but not all of them if you want to just kind of give a a sense of why we have a number of firms on our list so we have um so they provide services from supporting our student services to um liability litigations um and then also some compliance consultations and we we have um facilities and special education so it's it varies at least from from you know from following the 8 C to making sure our contact languages are um protecting the district so it's a wide variety of um services that we request from these um attorneys great and then um what are what are the next steps uh assuming that we vote to approve this panel tonight do we have another opportunity to examine specific terms of the engagement that they propose so what we will do is once this um you will approve this panel uh we will be actually coming back with uh looking at the services we need Consulting all the Departments and with documents and cabinet Consulting so we will decide like we will issue you know this firm who are who has a really expert team on on um special education Solutions then probably we would have them we would bring back a contract maybe with the not to exceed amount of 20,000 we will just decide what would that amount look like based on our past services and then we'll bring back the contract for your approval first and then we will add help you later okay all right thanks that's it for me um is there any more discussion no okay quick question I mean just at the risk of being redundant so this is not Contracting any of these agency these these firms it's just kind of pre-approval pre-screening um and then we would have discussions about if we choose to engage them for a particular assignment after that yes and it would come back to the board and the public and and all of that yeah this is that's your approving a panel like architects just out at 4 we are adding these panel and then we would choose we can we we have the opportunity to bring back the contract when we when you want sometimes there may be a specific case we want to work only with this attorney you would bring back a contract for that yeah that's kind of like the architecture I mean we'd have an engagement letter basically with yeah okay and then just 1 1 other um so more comp more firms in this submitted proposals there's a couple that I know the names of that aren't here um that I know we've worked with in the past what happened if we've got does this mean we wind down any cases or anything um with the firms that were not selected or do we kind of continue with that until until so I think so far there is always a smooth transitions attorneys work with um sometimes they don't continue and then they definitely work with us and we will make sure that there is a more transition we already have notes and minutes and everything that's happened if in case special you know we need somebody to continue that that we would come back to you to request a short-term agreement with that particular firm okay thank you all those in favor say I I I um too so this is a Consulting contract for Food Services nutrition to cover the vacancy of a director of um um Food Services for a short amount of time not to exceed $6,000 just interested in in what this consultant will be doing for the district and what we think are return on investment will be like not necessarily from a financial perspective but just you know how engaging this contractor will improve aspects of how we operate in the district so what we did was we added this consultant to cover the vacancy but also we have new supervisor that was not trained we didn't have she was not trained ever since she started so you're using this opportunity to build capacity within the organization while that position um returns um and then the second thing we're doing also we are taking this opportunity to review the quality of food we serve because I've seen the student survey some of the like pizza they said it's like a cardboard at elementary school so we're looking into what can we do to improve the process and finetune the ingredients and all of that so we're using this consultant also okay thank you any more know all those in favor say I I I 133 this is we request uh approval for payment to the extent of 7500 to Golden State water company they will be actually performing 20 float test of fire hydrants at various School sites actually DSA require us to the design team to identify fire hydrants that will service the new buildings and verify the flow capacity in water is there so we are ahead of the game we are actually doing all of this qualification for geotechnical and special special inspection forms all of these are are in we are doing in in advance so that when we have the new construction beginning we already have identified the contractors and that's what this is we went through the RFQ and then we received 12 proposals and we have selected uh approval of this this is again like your Architects and uh panel of legal firms we are selecting 4 firms to um use for um geotechnical and special inspection films is there a much approve second no all those in favor say I I I 136 so we request approval uh for of the agreement with Corey engineering and testing to perform soil testing and provide a geotechnical report for the new construction project at Culver City Middle School Ela Farragut and Cal Park High School we received 3 proposals and we selected um Corey based on the criteria and then um so we brought this consult agreement for your approval move to approve second discussion colleagues all those in favor say I I 137 so the next 1 is again an agreement with um uh this is for the lunch lunch age structure geotechnical soil report whining Consulting will be the soil report uh for the Lynwood Elementary School uh share structure project and uh because um because the actually finding we selected but they cannot meet our insurance requirement that's where we are going with query engineering company move to approve second discussion all those in favor please say I I I 138 we have a master plan that was developed by T Lord before and it's actually a web portal um to avoid paying for the web portal for a plan that was updated in 2019 what we did is we each Architects have developed a plan so now we want somebody to compile and put back the new revised plan on our not on our web page like a web portal but we would add a a new page in our website so this is to lower the cost and then also update your must agreement so we'll be adding addendum we are giving a small um not to exceed thousand dollars to to tbp architecture 1 of our firms to do this work move to approve second discussion colleagues all those in favor say I I I I 139 so the zoom voice over Internet Protocol um voice over IP we actually um we we we were forced to look into this option because our um AT&T lines were down for 3 or 4 School sites and that's why we started looking into what can we do because the copper lines of the AT&T lines were back ized which is their responsibility but it's taking months to do and they're also on the uh on the old analog system and that's going to go away after 2026 they will be going into this new platform so that's why we start we thought like okay let's look into what we could do so we um looked into 4 providers um but then we selected zoom zoom is a meeting like the meeting that we have is zoom so they are actually expanding into this sector and their pricing is really good they have given us uh um so we we looking at the price and this is much lower than what we're paying currently and also um we are going with the pilot of these 3 sites because we need to have these sites have the line in so but the only thing is it's it's internet based but we gotten um referrals from other districts who have already started using it it it is really good that's why we are exploring with uh with zoom move to approve so yeah all those in favor say I I I hi 13 ton so the next item is a change order um I know I I hate change orders but this 1 we just couldn't do anything about it because there was um additional cleanup had to be done in that work and there was um a slight as best as was there so we needed to add the deep cleaning and that's why we had to bring back this change order it just touched 10 point something so this is a resolution to address Services uh and you know I'm I'm trying to be a little bit careful in how I talk about this because some of my professional background enters into the concerns that I have here but I'm obviously not giving legal advice on anything um I I I'll just kind of give a little bit of background so I I was under the impression of the city provides crossing guard services to for for our streets around our schools I wouldn't say to the schools because it's for their streets around our schools um because they keep telling us that they do this um I don't personally consider anything relating to children in the district as presumptively as cusd responsibility um including the use of city streets and transport um my understanding is that the City Select this contractor and are insisting on ccusd being the party to enter into the contract with the contractor when again this is really city responsibility City paid for city streets um I have some issues with respect to some of the pricing as well just based on you know the fact I think it's like close to $38 an hour that they're you know they're paying that that essentially we slash the city are paying for this and you know the contract and the actual price the wages of the workers is more like around $19 an hour if you look at like where they're hiring out around La so um like I was saying I don't want to use I don't want to say too much more due to potential legal issues here but I think I would prefer to hit the pause button on this and not approve it tonight maybe take us back to Legal get some advice on that um as well as potentially having our staff engaged with the city a little bit on like how to do this the proper way um so that's that's kind of where I am on this I don't I don't want to prove the contract tonight is basically where I'm at so yeah I have a related question to that after words but um well let's get started well wait let's skip stop a chance to reply first and then we can go to that's why I was I wasn't sure if it was questions or comments or whatever yeah so I think I agree with you in principle when when I started looked at this uh we have an mou with the city cities reimbursing us but then yes we are using um this is selected by the city but they are providing services but we are just entering this is the model that we had we are continuing we can definitely go be Revisited but at this point of time if you don't have a contract with this company then we have the crossing guard Services who started the services so there's no way we can pay um so I'm just sharing the facts um it is the responsibility of the cities and but there are um you know lust is um completely for all their Crossing gods are paid by the city of Los Angeles and there are some districts too and there are some districts who are paying but they are paying a very minimal um to the crossing guards on their own but still I think if you don't have this um contract um I don't know how we pay the crossing guards and I don't know whether the crossing guards will be pulled by the city I don't know that's just I'm I mean my suggestion would be to have the city be the party to the contract they're also paying for it basically trying to push us into a position where we're the signatory but they're essentially paying for it so it's it's a very it's an odd situation and I don't think that it would require a whole lot of work really um I mean they they could theoretically revise the contract and sign it tomorrow if that's I mean they're probably going to have their attorneys look at it and everything too but I I'm really uncomfortable with us signing this contract so I agree because um the I'm seeing 1 of the point is tomorrow City decides not to pay for um the crossing guard then it's on us right this 523,000 we have to pay from our pocket so it's definitely but so far city has signed the mou and then we were able to get it so yeah I I agree with you on the your logic we can go back and work with them too and that was going to be my point is I didn't see not that I get into the legal language you have lawyers so look into this but I don't recall seeing language saying that this obligation was contingent on the city funding and so you know if you're contingent on a third party it's usually a good idea to have that language in so that we don't get stuck with an obligation going forward if the rug gets pulled out from underneath us that is usually against the larger facts this is what you 1 sees in government contracts that depend on third-party funding is that if a legislature or someone like ourselves decides to pull the funding then it can just get cancelled and there's no further obligations again not trying to practice law here just saying something we've all seen out there in in other government contracts in other areas that I've worked we've all worked in yeah definitely we can try to add a contingency language for president is it over if I met yeah please yes I I think I would feel comfortable as well if we flush out some of the concerns that are presented um and I think it'll provide us with the opportunity to go back to the city I mean there are some points that were brought up today that I know we can go further that go into the realm of legal liability that I know I I would like to discuss as well that we we can't do here and open but I think there's some other things that we need to consider so I think I would feel comfortable pulling the item and being able to bring it back for the next board meeting does that work something yes okay can I ask just before we uh finalize that um I was going to ask a little bit about the history of Wyatt setup like this not that any of us have been around long enough to to know that although I know you've been involved with it uh board member Loretta um but also is do we risk any kind of interruption Services if we delay that's what I'm wondering we do uh I don't know because sometimes you can pay until the PO is contact is upward Poe is approved so but since we have a meeting on September 6th which is really 2 weeks I think uh we good uh so I just I am okay with bringing this back um I was very resistant about our uhou last year in terms of of um the reason why um the city really wanted it to come back to us so that we would be in control of talking being the um deployer of where the guards need to be in every morning depending on when we had school in session or if there was a special event the city did not want to be responsible for that um you know if there was say for instance AP testing or like if there was a disruption um of a uh you know of a certain day then you know the or if we need to redeploy a you know a a a sec uh intersection that needed to be say I I do know that there was recently a uh member of the public who was asking can we look into the feasibility of a certain uh intersection now we would have to look at whether or not we could redeploy somewhere or you know even if acms would uh consider that to be a good intersection to so the city wanted to cut out the number of you know uh of go between but I still was uncomfortable with receiving a reimbursement and when uh if we were to have just a seamless partnership that that that go between or whatever that is wouldn't wouldn't be an issue um but for some reason it was considered an issue um and maybe it's also because you know parks and wreck was reassigned the this when it formerly was uh PD's assignment to uh staff these when I first started at the school district it was PD that we were asking not not we the the um the the school board members but the public the public would go to the city council Lobby for intersections to be covered uh the and the police department had said that it was just very difficult for them to staff their own folks which is why they needed to go to a third party and then lo and behold when we came back from coid we had no assignments and people were upset and so I just wanted to shine a light on the progression of things because um you know I'm open to streamlining this process and making sure that we are uh you know following everything uh in terms of potential risk uh uh with both fiscal and uh legal matters but also um it's uh this might be also the time since we have a lot of partnership to speak with on the city council to continue the momentum of these conversations uh because we did not what what uh chair and I were asking for in passed City Council meetings was also what is the system that we will need to apply if there we do need to add another you know uh intersection you know are they going to be telling us know you only have this amount of money you deal with it but you know if there is a problem if there is an accident or whatever that happens to be like who like you know there's heat on all of us so we need to make sure that we're talking about this in Partnership as we proceed um and create a system where they can where our public can officially request a uh intersection or you know what uh to to be staffed um and it may be difficult for us in the past to have staffed this internally but now uh HR has been doing such a good job maybe there's a possibility that we can see in the future not right now because I'm cons I'm concerned about continuation of services in the future is this something that we can potentially you know work with the city on to get reimbursement for staff and still like um and have uh more uh help in terms of uh the type of if if we needed them also working other parts and uh because I have been a proponent an advocate for being able to say okay say a noon Duty like do we need this classified staff member during this time of the day you know and a lot of our um staff sometimes uh some of them want part-time work and some of them want to be able to work more hours and so maybe this is this possibly could help somebody in the future but not right now because we need continuation of services so thank you very much for president man please I just want to say that in all my years in education and working school systems in various histories I've never seen this type of agreement ever the responsibility of the street is always the city and it monitoring traffic and pedestrians so I think this is an oddity I've never seen anything like it so I think the the pause on it I think it's a good 1 for us to be able to go back and research this further yeah thank you sure so I'm trying to take a pause that I just want to again you had the question about continuation of services I think that's an important question and I just I may be remembered something wrong but I I I was under the impression that it was under the district because there was a question about oversight wasn't it like if something happened with the crossing guard the district would have oversight instead of the city it wasn't that the reason I I could just be making something up but I no it wasn't oversight it was more that uh we had control of our own calendar and so we needed to deploy as needed okay because the good thing about the contractor is that when somebody was is out or absent they send this up they're responsible for it and we are not this is a this is why PD would had a hard time uh Staffing this uh uh uh in continuation because when they had uh uh somebody out there was no subs and so uh our our streets would suffer for it so they were are willing to pay more money for continuation of services and No Interruption when there's somebody out especially during a time of whether it's good or not like there are pros and cons but you know and I'm so willing to to hear this back another time yeah I'm just I I was just going to say I just want to make sure that we're separating the various issues here right because City street city responsibility School sites School responsibility you know we have you know oversight over our security guards when we we should not and we um from a general legal perspective again without offering any legal advice should not be attempting to put anybody out on City streets that are our responsibility or even really frankly directing exactly where those folks are going to be um and I think also you know when we're looking at the contract versus you know I mean PD can't staff you know with their own in-house people that's fine they can enter into a contract if they want to with the contractor and staff it that way if they want I'm just saying with respect to who has responsibility financially and legally in my view the city's name should be on this agreement and we can certainly work with them much like we do with the PD like on you know the Earth Day celebration that happened and whatnot you know I think there should be more conversation and hopefully we'll we'll have better relationships going forward on that well I think we're moving forward to to table Yeah so we can just thank you for clarifying that think that we also had a question about whether or not how safe routes to school would also come back to us like whether or not that was going to be an update or a report because they come to the liaison committee yeah but they don't come to this body so um so that was uh something as well okay are we future items yes um 1 of the things that I had emailed you uh Dr Hermes about this I know pretty soon we'll start getting enrolled reports and things like that the regular monthly ones um I I would like as soon as we are able to actually get some kind of snapshot about class sizes um at the Elementary's it's pretty easy you can divide the number of kids in a Grade by the number of teachers at that grade but in secondary it's it's more challenging and I know we did eliminate some positions to increase efficiency and I just want to keep an eye on that to make sure that that doesn't have other secondary effects or if it does that we're aware of it so we can take steps to ameliorate that um you know and I know the first couple of weeks it's really hard to because kids are still showing up or kids are are making changes and things like that but when that begins to stabilize I would like to see some type of actual class size uh data did you need does that need to be an agenda item or can we I think an information item okay or or in somebody's information report yeah and the Friday letter we can't do that it's actually fairly easy to report it may be little early I'm not sure I know that there's an update to the excused absences policy that's being worked on um so it may be a little early but at least just wanted to get that on uh you know in case we can bring that in as soon as possible possible since we have the holidays coming up and everything else
