are led by great principles and great districts are led by great superintendents these site leaders are supported by extensive administrative networks throughout the state and whereas the state of California has declared the second full week of October as the week of the school administrator and education code 44015.1 and whereas the future of California's public education system depends on the quality of its leadership now therefore we the Board of Education of Culver City Unified School District hereby declare October 12th through 18th 2025 as week of the school administrator and proclaimed that all School leaders be commended for the contributions they make to successful student achievement first 1 2 thank you okay and last but not least 6.4 Proclamation recognition of indigenous people today a national Native American Heritage Month still like to celebrate and recognize indigenous indigenous people's day along with national Native American Heritage Month thank you colleagues please um whereas the Culver City Unified School District ccusd honors the first people to call California and the nation home and values uplifts and celebrates native peoples and whereas California recognizes 109 federally recognized Native American tribes and an additional 81 tribes seeking Federal recognition each contributing to the state's cultural and historical richness and whereas KUSI begins each board Board of Education meeting with the land acknowledgement reflecting our commitment to truth transparency and Reconciliation around systems that have oppressed and excluded indigenous peoples and uh quote change can only occur in the context of truthfulness transparency and working to ilation around systems that have oppressed and excluded indigenous people we believe that education can shift historically oppressive practices to build a more inclusive and socially conscious community and Society 1 of the steps in this process include asking our partners supporters and allies to include an indigenous people's landed knowledgement at every opportunity land acknowledgements are not about placing blame the statements of the first step in building a more inclusive future where we eliminate the ongoing Erasure of indigenous people's voices lives in history it's an entry point and a pathway for Education our land acknowledgement statement may be your first experience hearing about the indigenous people in the area which provides an opportunity to see the path for respect to blossom and grow whereas Native American Customs Traditions are respected and celebrated as a part of a rich Legacy throughout California and the United States and whereas Native Americans stand amongst America's most distinguished authors artists scientists and political leaders whose accomplishments have deeply enriched our nation and I do not want to pass it on to sure okay um and whereas ccusd recognizes the important importance of honoring tribal sovereignty and cultural identity and the ongoing contributions of Native American Native communities and they observed on October 13th 2025 offers an opportunity to honor and celebrate the rich histories cultures and resilience of indigenous peoples and whereas native National Native American Heritage Month observed throughout November 2025 provides an opportunity to learn about honor and celebrate the enduring contributions and diverse cultures of American Indian and Alaskan native peoples and you got it now therefore we the Board of Education of the Culver City Unified School District do hereby Proclaim October 13th 2025 as indigenous people's day and November 2025 as National Native American Heritage Month in Culver City Unified School District and encourage all teachers administrators staff and students to engage in meaningful learning reflection and activities that promote understanding respect and appreciation for Native American and indigenous cultures and histories great we can give out a policy for them but not presenting uh great publication 7 point to members of the audience items the on the agenda this is the time whenever the audience May address the board on matters not listed on the agenda those persons wishing to speak should complete a speaker's card and submit it to the superintendent executive assistant if you are on Zoom now would be the time to raise your Zoom hand absolutely we'll give folks a moment to raise their hand online so we can see everybody here uh in person we have 1 2 3 4 5 person plus uh we have 2 online closed going going gone we are now closed for that so 2 online and 5 in person okay I'm fine with 3 minutes um we could just call a few of the people in person all at a time sure the first 3 will be Liz Villa Katie Crescent and Francis Rosenau each have 3 minutes okay good evening I'm speaking today in favor of a phone free school day Culver City is the only Middle School in this area without a belt belt policy the reality is the presence of smartphones on campus is the health and safety risks for our students staff and teachers about a year ago as a mom I got a phone call from the school indicating that my son had been bullied with a phone in a bathroom a month ago as a friend I was called by another another parent who indicated her was bullied with the cell phone during lunch because an incident that had happened the year before had made it to Tik Tok and the kids were relentless just today I was on campus volunteering and I saw the whole volleyball team you'd think they'd be excited to go to their game but in instead they all had their nose in the phone and it was silent phones need to go on campus it needs to be Bell to Bell we have given you guys over a thousand signatures we have spoken to administrators we have spoken to teachers and we as parents want this to happen we are asking that you agendas this item as it is very important that we get something in place again I will remind you we are the only Middle School in this area without a Beltsville policy we need to make and take action on this and we would ask that you um just make this a priority it is very very scary for our kids they don't need cell phones during the school day so please take action thank you next Katie Krantz hello hello board members um my name is Katie Krantz um I am a parent at Culver City Middle School and Culver City High School um and I'm speaking tonight to urge you to enact a bell to Bell uh phone free school day policy um at as was just noted we are the only School in the west side without this kind of policy in place um so in addition to improving a parent of children in the district I'm also Culver City's uh former artist Laureate and during my tenure I led Ceramics workshops around the city that culminated in 2 large scale uh art installations deer Culver City which is just located right outside of this building and the transformation of the uh former reading gun store so during my Ceramics workshops with youth and adults it was pretty much impossible for people to be holding their phones because their hands were wet and muddy with clay and not having phones around encourage participants to relax to connect with people sitting around them it fostered a deep focus on the material um in front of them which nowadays is actually quite rare people leave workshops refreshed and maybe even having made a new friend um I'm certain that this experience would not have been possible had phones been accessible during the workshops so scientists have already shown us um in multiple studies that scroll calling phone scrolling you know leads to a nervous system dysregulation it's really not good for our bodies it's really hard to be a middle schooler anyway so let's just do what we can now to uh protect our kids and give them the gift that would be a phone for school day thank you so much thank you very much uh Francis Rosenau and then next up after that will be Julie Kravitz and Daryl methi hi my name is Francis Rosenau and I'm a parent at labona and CCMS let's not start with the obstacles to a phone free day yes the obstacles are real the budget cuts are Stark and they're is so much less Staffing that so many of our sites are dealing with but let's not start with the obstacles instead let's start with why you've heard some of those why arguments the science about Mental Health social and academic flourishing and they're more that we're hearing tonight as well or instead of why let's also we could start with who the young people who are entrusted to our care ultimately a school is a place of formation to display our values and cultivate community not just transfer information we cannot privilege the convenience of adults over the well-being of our students Culver City is the only Middle School on the west side without a bell-to-bell phone free what do all these other schools have that we don't do they have more staff I haven't seen each 1 of their budgets I'm pretty sure money is tight there too do they have more access to the science do they have better knowledge of students Mental Health do they care more about learning outcomes and teacher burnout I do know that they have leaders they have people who are willing to do the right thing to take a bold leadership stance in this moment for our young people again we cannot sacrifice our young people's sense of self their mental health or their academic flourishing in order to accommodate the convenience of adults we are grateful that District leadership is already putting together a focus group of key stakeholders so thank you for listening to us and Gathering everyone together in the room to problem solve together we look forward to hearing back from that group and how they Implement uh whatever policy they come up with to be implemented swiftly let's implement it in January so that all of our students can have what their peers already do a chance to flourish because adults stood up for them thank you okay uh Julie Kravitz Daryl methi and then we'll go to Stacy online hi my my name is Julie and I'm a parent at Lynnwood how as you've heard Culver City is the only Middle School on the west side without a bell-to-bell phone free policy we don't want to encourage Culver families to look into other districts that are already well into implementation of a phone for every day my son is in fourth grade and I don't want to be 1 of those families students who attend these middle schools are already learning in a phone-free environment Archer School for Girls Brentwood Middle School Beverly Vista John Adams Middle School Mark Twain Palms Middle School Turning Point Lennox Middle School New West Ocean Charter why Wildwood Middle Paul River geffin Academy Lincoln Middle School Daniel Webster Winward Middle School Marina del Rey Katherine Johnson STEM Academy me citizens of the world wish Crossroads Middle School this list is not include Elementary or high schools in our area but I do hope this shows how starkly behind our district is in putting our students mental first let's learn from other districts we don't have to start from scratch our slow tech group has sent an administrator's toolkit with steps and resources for implementing a phone-free policy we can choose from different implementation options and put it in place in January please take action for phone screen phone free schools in Culver thank you guys thank you Gerald so good evening call City School Board my name is Daryl methi and I am the chair of the Planning Commission I'm not here in an official capacity but uh because I am a planning commissioner I wanted to share with you something important about the general plan that I think everyone ought to be aware of we passed a new general plan General plan 2045 that provides it in 20 years the population of Culver City is supposed to grow 40,000 to 61,000 that is more than a 50% increase they're projecting more than 11,000 new households having sat on the Planning Commission for just a couple of years we've I've watched more than 4,000 units new units be approved and most of these will start coming online in the next 5 to 10 years so what this tells you and I want everyone to understand is that we're at an ADA average daily attendance problem now but we're going to see those numbers start to come up and there's no way you can have a 50% increase in population or even a 25% increase in population without a significant effect on the population of the schools you're going to see more students and what I know and especially at the elementary school and what I noticed is that the elementary schools are already mostly physically full um it's very hard to get another classroom for 5 for each of 6 grades at each School uh so uh Believe It or Not although you were in austerity mode and lots of other things are happening um I want the board and the administration to keep in mind that within the next 10 years you may be looking at opening another Elementary school or 2 on our existing property to do that um and that is simply the logic of what the general plan brings um a lot of the new housing will be in Fox Hills uh but also the specific plans and the Hayden tract mean there will be an awful lot of new housing going in in East Culver City as well uh in fact it'll be spread out in lots of parts of the city so just as you go into your long-term planning I know there's not always a lot of cross talk with the city so I want to make sure that people understood that going to be a a benefit to have new students but also uh a burden at the end of the day if they can't all fit in the existing elementary school thank you oh thank you all right let's move to online uh Stacy and then Heather Moses Stacy you can start you have 3 minutes hello can you hear me we can and I'm a parent at CCMS I'm speaking today in favor of a phone free school day at Culver City um Culver City is the only Middle School on the west side without a bell-to-bell phone free policy the only 1 the time has to lead has passed unfortunately CCSD is the Stark outlier while thousands of young people in our area are already benefiting from a phone free school some might say if you don't want your kids on phones don't give them phones students without phones have their learning disrupted are being bullied in between classes and in bathrooms and are left out in isolated during lunch and nutrition breaks this is real and it's happening now I want everyone to think back to when you were in middle school I know it really wasn't the easiest time in my life so my child just started sixth grade at CCMS and I was prepared for some bumps but I was heartbroken for her when she came home distraught and crying day 1 because of how isolated she was feeling without a phone or the ability to text friends during school hours her friends were on their phones and passing periods nutrition and lunch breaks they were communicating with each other on their phones more than they were communicating in person they were making plans of where to meet during their breaks during the school day and talking about their days she felt totally left out and it happened overnight she feels that way how is this Equitable how is this a Level Playing Field for the students whose parents choose not to get them a phone or those who can't afford it I think our students deserve a policy that will make their middle School experience a little bit easier and that supports their Mental Health so thank you so much for forming a group to problem solve together let's put changes in place to implement in January we need a phone free policy now for the well-being of all our students thank you thank you heather Moses and that will complete the list of those who uh signed up on time within the time period yes great hi good evening School Board cabinet and community members my name is Heather Moses and I'm the Arts coordinator for CCSD I'd like to highlight a few events that are happening in the next couple of weeks um this weekend is the Culver City Art Walk and Roll Festival um Saturday October 18th from 11:00 to 6:00 p.m. and the Culver City Arts District this is a free community Festival featuring live art making vendors music food tracks and fun for all ages the high school marching band will open the festival at 11:00 a.m. and the uh high school avpa jazz combo will perform at the cataraga stage from 12 to 1 we also um have the Elementary art and Innovation lab and APA Visual Arts students all day at um Washington Boulevard and Caroline while there will be hosting um art activities and Exhibits and students will be creating live art and um we'll be selling some of their original artwork we also have dtas coming up dtas is the drama Teachers Association of Southern California fall competitions so we have high school students who are competing on Saturday October 25th you can catch their show in case this weekend Sunday October 19th um at the Robert Frost Auditorium uh black box at 12:00 and 3:00 we also have Middle School Advanced theater students competing on Saturday November 8th and they'll be having a showcase on Thursday October 23rd at 4 pm um oh and also um we have the Middle School Big Show on Thursday October 30th this is where students perform Original Stories developed with mentors from Young storytellers if you haven't ever seen it it is not to be missed It's a Wonderful celebration of student voice and creativity and finally at the end of the month we have the high school fall music concert in carnival Wednesday October 29th at the Robert Frost Auditorium it's always fun at 5:45 p.m. there is a student created Carnival where the high school students have created this um atmosphere in the black box and the school side Lobby where kids come in costume to play games and when and prizes and at 7:00 the there will be a concert featuring featuring the high school concert band avpa Orchestra Jazz and vocal ensembles I also just found out today that 2 of our high school students have been accepted into the Rose Parade on honor band They will be joining our high school band director Dr Tony Spano who will be performing as part of the band directors marching band in this year's Rose Bowl Parade so it's another reason to watch the parade and it's an incredible honor for our um students and an exciting opportunity to represent Culver City all of these events and many more can be found at CCSD arts.com I really thank you for your continued support of CCSD arts and for a helping make these opportunities possible for our students thank you very much we had 1 person uh who had a a bit of a language without a bill to Bill won't be policy we need a policy now for the benefit of all our students offers No 1 new but now we can see how it affects if it impacts us whether they have my daughter are always on their cellphones doing risks and are no interested in any other activities actually they are on Facebook and you know I think they got disconnected okay just want to give them 1 more minute in case they wanted to try to sign back on but I guess okay all right that concludes the current list of those speaking on items not on the agenda thank you 7.3 employee groups we will start on Zoom I actually don't see Miss Hammy on their I'm not sure if someone else is giving remark on behalf of this oh I see Lauren okay uh we can call Lauren jagna hi good evening can you hear me yep can you hear me okay great good evening everyone um as uh Mr azador mentioned my is Lauren jagna I'm the vice president of ace and I am honored to be speaking with you all this evening on behalf of our association um first of all I'd like to uplift and acknowledge all the the groups um that mentioned at the beginning of the meeting and just express my um gratitude to be part of a district that is so diverse and um honors all the communities that that we serve and also just want to offer gratitude to our administrator so there's a couple of things that I would like to discuss um in terms of business and the first 1 is um the ongoing conversation with the Culver City Council regarding their offer of the 2 point excuse me 2.5 million um to help us as we navigate our financial crisis um as we all know their their offer came with some stipulations um which I leave it to you to decide how you want to respond to you know the bulk of them but specifically the mandate to resurrect the exploration of Workforce housing is a concern um to our our association and certainly to staff overall um we have a couple major concerns about this the first um is that basically this is asking us to spend even more money on a proposal or a exploration that the first time around wasn't popular um I think it cost us nearly half a million dollars when it was first looked into and I think we all know that there's no way that we can continue that exploration without spending additional funds um any kind of offer of Grant or endowment or even a gift really should not come with an expectation to spend more money especially as we are facing cuts to our Workforce um so that's the first part of that the second is as I said when this was originally explored staff was overwhelmingly opposed to this um we said repeatedly that what we wanted from our district was better and better benefits so we could choose where we want it to live whether it be 5 minutes from the school we work with or 2 hours away um Workforce housing was not something that anybody was interested in um it's disappointing that the city did not hear that but I'm asking you because I know some of you currently sitting in those seats where it is clearly because we remember how that was part of some of your campaign um statements so we were we really appreciated that then and we ask you now to continue to hold true to that and and please return to the city enter into conversation with them educate let them know why that particular ask is is not feasible um for the district um the second thing I'd like to address is something that actually I had 3 conversations about today which is uh personnel positions so for starters I'm I'm grateful for the work being done in cabinet um to streamline a lot of the systems in this District to make things work more efficiently and more easily um but we still have some some bugs to work out um I think a few things that I'd like to ask is that we keep the process transparent um that we make sure that people know what the timeline is I know the steps have been made in that direction but that you know people understand when they need to turn things in by and also where their wreck is in terms of the process of getting approval um on a larger point with that I think the biggest thing I'd like everybody listening right now to remember is that none of us can work unpaid as much as we love this District as much as we love the work we do with and for this District we need and expect to be paid in a timely fashion for the time we give so we need to make that clear to the people handling payroll at every level that the priority is to make sure that staff is paid in a timely manner and when I say timely manner I mean within a month of the work that has been done um we cannot wait for and months and months to be paid for work it's not something that I'm sure any of you would tolerate and it's not fair to ask us to tolerate it so I look forward to seeing this process continued to be improved um to make sure that our staff is is getting paid in a timely and fair Manner and that is all I have this evening so thank you very much Mr long hi good evening everyone so um first of all same thing just like to um you know recognize uh the different awards that were given tonight um especially to um our administrators who do a lot of hard work here at ccusd um I want to take a moment to specifically um point out 1 only um because it's just been so refreshing to have uh Dr Bane's as the um person in charge of the special ed department and we've heard a presentation from some parents today and I really think that Dr bane just been a game changer he's been very open with the staff he's sitting uh setting up listening sessions at all of our sites right now and I just really wanted to um Express appreciation um to Dr Baines in that situation as well um 1 quick thing too about phones because a lot of parents had talked about phones today so just at the high school you know we have implemented a you know a policy there with phones where students um at least period to period build a bell don't have access to their phones where they put their phones in the beginning of class and to um either a little case or a sleeve um and we've been doing this for the whole year and you know really want to thank um you know our Union site reps Kathy Graco Graham Lockett Jennifer coach of our um in addition to Dr Malvo and um Miss Ahmad and the administrator team there of kind of sitting down and really working this thing out and getting Buy in and I can tell you just from a teacher perspective it's a game changer it is it really is like I don't have to worry about telling kids to put away phones reinforced times um during class uh you have more participation more discussion so just that change alone to me has been a big game changer at Co City High School all right so just into the regular topics for tonight so first um again I want to stress safety so we are continuing to work through the grievance process on our safety uh grievance over um Staffing the Heron gate to make sure students um and no unauthorized people are entering through that gate unfortunately we do have to move that to level 2 which is the district level um a simple solution in our opinion is to make sure a person is posted at the you're on gate daily this will prevent unauthorized individuals from coming onto our campus and will create safety for our students so they are not running in front of cars in the middle of an active parking lot I understand that we are short staff and security I actually made a request of the Labor Management partnership on Thursday that we explore costing out hiring at least 2 more security guards uh for the alenda campus that could work during the day but in the meantime and I really hope we can get that done and get those extra security guards on the middle school high school campus we do need that gate staffed on a daily basis um whether it be security staff or admin frustration someone has to be there and it just isn't happening frequent enough for us so we are going to take this to the level 2 grievance level at the district but we do need that additional security support um second I want to thank think Dr Gooden uh for the work that she put into this revised uh stipend list that you all get uh later today I know it was a lot of work we kind of went through it in our meeting today and went through a lot of things I just want to appreciate that effort there um it is a new PR system so I know there were some glitches but you know what we asked for and and you'll see it in this report is exactly you know who the employee is um what the not to exceeds our stipend is and then what it's for so we can really clearly see uh what it's for both for our staff and for transparency for the community and just a reminder that um you know and this is something we need to continue to work on that all stip and extra assignments that you know were converted stipend converted into get extra assignments must be negotiated through the Federation if not that is direct dealing which is a violation of California labor code and subjects the district to a Charged filed with the public employee relations board I must stress again that all stip all this extra assignments have to be legally negotiated through the Federation prop 28 funds um we again want to talk about that and make sure that that is student focused in terms of our staffing I highly encourage student surveys I know I'm Dr Heinrich and I have talked about student surveys in other areas for other things but that's another place that we need to have that is um in how we are Staffing uh this prop 28 money with the Arts so finally I'd also like to talk about the um City gift or Grant or funding that we're getting the 2.5 million so first of all just you know grateful that the city was able to provide that money and to all the people uh board members superintendent staff that showed up at those long meetings that went through that process um but I will say this and this is obviously going to be decision for you know the 4 of you on the dis and and for Mr Laredo um online is how there shouldn't be conditions to money other than maybe like how do you spend it I don't think there's any issue with you know the city giving us 2.5 million and saying we need an accounting of what you spend it on I I think that's fair but whether we we call them partnership guidance or whatever it's still conditions and to me it's a bit demeaning to the people that are putting in the work um and the cabinet in this district for all of you on the board of education and for our staff I am extraordinarily disappointed that 3 council members voted to put conditions on teachers and students and I want to make that clear to everybody you're potentially holding up money for staff that would benefit our kids our teachers our workers with these conditions so I want to go through some of these that were listed and the first 1 is the part tax ccusd knows a partial tax is needed I I think there's no 1 that that on the board and the cabinet you know staff-wise we do need that I don't think we need the ready to say we have to do it whether that be partnership guidance it's it's to me again it's kind of getting into that demeaning area like you guys came to us with your hand out and now we're telling you how to run your District that you have to go for this parcel tax we were going for a parcel tax and there is some flexibility in it but there should be even more flexibility if citizens in this community want to launch a parcel tax but I just think the language of it from you know people on the council who you know say we're Progressive members on the council to come and start putting these demands on our district especially after our superintendent spoke about how he would like to have this you know without demands again seems demeaning to me um as a leader the second is the housing discussion so that's happened already and I know there are 3 members on the board that were sitting you know that are here that were there when we had this housing discussion when the Brookwood report uh first came out you discussed it you all voted to close that discussion but 1 board member kind of snuck it in there to kind of leave a little crack who's no longer on the board that it would continue on this discussion even though the majority was like we want to end this and move on the district is not responsible for meeting the city's Reena goals which is actually stated in the stipulation to help the city meet the arena goals that's not the responsibility of the Board of Education that's not the responsibility of the superintendent that's not the responsibility of our staff to help the city meet their Reena goals I've heard from some people well it's just a discussion but discussion sometimes create animosity many of our members went through these discussions before and I can tell you for a fact that many of our members are questioning again why are we continuing to have discussions on an issue that we felt was closed members of the community also felt the same way why are we continuing to have this discussion all this does is just kind of creates more division when you're discussing things like that I don't know why we need to have this discussion again but I'm willing to have this discussion I'm willing to give the data our membership feels about this and I've already contacted California Federation of teachers to give me a detailed analysis on the Brookwood report and what they think of about that report so again this seems like something that they're kind of making the school board and the district kind of jump through this hoop again to get much needed money to help fund our students and staff here in ccusd so we'll have the discussion I'm sure at some point and we can all kind of hash this out like we did to 2 years ago and then hopefully move on but I want to bring up something important that uh Mr meny said earlier a lot of that report you know was building up you know housing on school property I think Mr methi just said that they expect in the next 20 years the population of Culver City to go up to 60,000 and I would agree with him that to me that would mean we need to open elementary schools possibly again or need to utilize every kind of bit of space you know for classroom expansion and things like that and not for the city to meet the arena goals thank you uh thank you and I know we have Max representative today Susan gotlin hi good evening board members superintendent Jimenez and cabinet my name is Dr Susan got and I'm the senior educational audiologist an interim vice president for Max representing districts management confidential and unrepresented employees I'm here tonight because the district is taking away fully covered single health insurance for Max a benefit we've had for more than 25 years and they did it quietly without board action max includes not just management but executive assistants psychologists Mental Health Counselors the audiologist Human Resources directors and supervisors counselors who left Max for CA ccft kept this benefit which violates our bylaws for over 2 decades the district has fully covered single health plans this has been a able part of our compensation not a temporary perk many of us made long-term financial and personal decisions around it employees plan their finances years in advance to change something is fundamental with no notice or discussion shows a lack of respect for that reality for many this means suddenly paying thousands of dollars a year out of pocket for the same coverage with just 3 months notice even though the policy was approved last November and employees weren't notified for 10 months on September 12th employees received a late Friday email announcing this change 20 minutes later then Max president event hadron chenny sent a thoughtful legally grounded response urging the district to reconsider 4 weeks have passed with no reply valuable time has been lost as open enrollment began yesterday that's not right this decision was made administratively not publicly it's both a serious procedural problem and a retroactive reduction and compensation under California law once a benefit becomes a part of compensation it can't simply be taken away mid-career and employees many with 10 15 even 25 years in the district reasonably expect those benefits to be honored this decision was made by individuals new to the district without understanding or respecting that history what we're asking is simple grandfather current employees any 1 hired before the 2024 policy adoption should keep their existing contribution structure apply new rules perspective not retroactively we asked the district to reverse this decision immediately doing student as I help ensure that every student has the opportunity to learn how's the opportunity to learn lead lead and Thrive and Thrive congratulations you are an astronaut as a student board representative for question for School Board of Education yeah and then we'll hear your reports put the portfolio does the boy want to take a photo do you want to take a photo okay so we'll now hear our student representative reports start with our middle school and then school and then Cobra Park please okay so for CCMS ASB concluded our Musa at lunch on October 9th to celebrate Hispanic Heritage Month we also had our fifth annual know Amelia on Friday October 3rd it was a huge success we had a wonderful turnout and some vendors even sold out their food or products and we heard really great feedback we also had really great performances from our CCMS Symphony Orchestra uh they did an amazing job we also had a great Mariachi and burrow we would also like to thank everyone who were able to come and support our local vendors I know it means a lot to ASB into the vendor so just thank you um since October is also disability awareness this month ASB will be collaborating with our wonderful PTSA to bring awareness to campus we'll host a series of fun interactive and inclusive to lunchtime activities from October 20th to the 30th uh we also just had our annual Club Rush on Tuesday September number 30 we had a record number of students sign up for clubs and we also had a total of 34 clubs to choose from um and next Friday will be our CCMS Haunted Hallway and Monster Mash this year ASB and web are going to team up to host our Halloween event Haunted Hallway and Monster Mash this is for CCMS students only um and our Haunted Hallway theme this year is Laona the Weeping Woman um and on Halloween day we will also have costume contest during lunch we'll also greet uh Panthers in the morning with the street sweet treat uh if they have candy that day and lastly ASB helped walk and rollers bring awareness to students on National walk to school day by making and putting up posters throughout the school thank you I have no report at this time hello for the High School homecoming Spirit Week um was last week and we had a overall good participation from the students uh we also had lunchtime activities such as our relay race stuffed animal competition and beach volleyball tournament that went smoothly next during Wednesday we had a homecoming hype assembly which I would say and a lot of other staff members that say it was ASB 1 of asb's best assemblies we had Sports all showed off fall spring and winter we had a ASB flash mob where we all danced on stage we had a surprise proposal to 1 of our mascots and overall it generated a lot of spear within our high school and we also got a lot of compliments from staff and teachers next we have homecoming tailgate it was overall good run by our commissioners activities uh a lot of the clubs that were selling food there sold out we had a decent amount of attendees and also we had live music from student bands 1 of them was students from Culver City High School and another was from outside next we had our homecoming football game on Friday uh the theme was blew out so all students were blue and during the halftime show we had class councils walk around the track along with our homecoming Court freshmen sophomore juniors and seniors um also go around with the class councils and this flow was decorated to the Mamma Mia theme and we announced our who senior royalty which was a Randy deposit Calderon and Finn placed Palacios and then next next we had our homecoming dance Saturday October 11th we had our tickets sold out the last week before Friday and it was an hour earlier this year so it was from 6:00 to 10:00 which I would say is a great change because we had we stayed less and were able to leave earlier the theme was Mamma Mia sees a disco and the decor sorry and the decorations were very good the food is provided by Serranos and honestly for homecoming there was nothing notable everything went smoothly everything went great for the homecoming another announcement we have is blood drive October 27th UCLA is holding a blood drive at cchs that anybody assisting or above can attend and for House of reps which is the yearly um Board of Representatives we have in the school we had elections unfortunately not every teacher less than I would say a majority majority of the teachers elected a representatives and so we will be sending in another announcement to make sure that we have um representatives from every home room and just something to point out is I have noticed maybe like like a reoccurring problem where some teachers often don't participate in AC activities 1 thing is that the election of House of Representatives is not known in many of the students second period ASB bulletin videos that we create monthly aren't shown by all teachers and even the homecoming theme reveal wasn't shown to many students especially in our my second period so unfortunately we I have along with all the other ASB members have seen a disconnect between teachers and ASB that I hope we can make better this year thank you thank you I think that concludes all of our student Representatives I just was realizing I actually out um so we just finished up 0.5 bring it back to 7.4 superintendent report yes thank you more president Isadora members of the board and Community it's an honor to be here tonight providing an update with the superintendent report next slide so it's been a busy time the last uh weeks in our district from the last time we had a board meeting and provided an update and so I know I've been out there trying to uh support all of our schools and different activities going on uh I was fortunate to be able to join in and homecoming festivities and was able to interact with a lot of our students during their uh homecoming uh tailgate where all the different clubs were selling a lot of different food items so it was really great to see the students there uh raising funds for a cause and that's what really uh got my attention that all the clubs had some specific purpose that they were raising money for which is very notable and so I'd like to to highlight that as well as a walk to school there's a picture down there I actually joined in with the ring-con uh students they actually met at Panera Bread not putting a plug in for them but just saying uh they met all their and it was a really great turnout and marked out to school so it was a great uh way to meet a lot of the students and parents uh for Ron and speaking of El Ron I have here I want to highlight them there's a a nonprofit organization and innovate public schools that looks at how schools in California are increasing student achievement so they were recently honored as a school that has increased it an achievement for students of underrepresented group many students of color so it's great to uh hear about that we also want to highlight District honors Niche organization as you all know it's very involved with real estate and neighborhoods and uh provides a distinction so our district did get an A Grade while we didn't get an A grade in all categories but we are working towards that and making sure that all of our categories are at the a level but we do want to highlight that and also more recently uh 2 days ago the educational results partnership organization which is a former California business for educational Excellence mainly made up of business people and Chamber of Commerce that have been working to identify schools that are uh increasing student achievement and I and I know when this organization started back in the day when I was principal you actually had to increase sudin achievement for 3 years consistently and all subgroups in order to get the honor but I know the uh the distinction in terms of the criteria has changed somewhat but it's still something that they are looking at make sure that you are still increasing test scores in every single student group as well as the overall so for that our district did get a Star Award honor from this group as well as our elementary schools and Middle School listed here and also Culver City Middle School uh have earned that distinction and so there's information that usually goes out usually the local chamber will partner with them and uh do a press release on that but we'll be sharing this in covert Pride to honor our schools that received this distinction as well as the board uh for the district honor award we also want to highlight the Casp uh student performance and progress assessments are out I know that was shared publicly last Thursday and so our district did increase by 2 percentage points in English language arts Math and Science and so we will be providing additional data uh at a future board meeting uh to share with the board that does a a deeper dive into all of the outcomes and the results by all of our students and the different student groups we have so we do want to recognize all the work that our teachers and staff have been doing and working with our students as well as our administrators that are out there every single day to ensure that our students are making progress and so we want to make sure that we are highlighting this because this is something that our school district and schools are measured by when parents are looking at schools to enroll their children in they do look at the test scores and so I know that's been something that we really need to ensure that we are doing this in a comprehensive manner by setting goals and also setting the support that is needed in order for us to increase for uh all students next slide please just some general updates I know was mentioned today about the cell phone uh policy committee we do have an application process going on right now and I know we have over 50 applications that have been submitted and the deadline for being on this committee is October 23rd and so there's still more that are coming in so we're going to have our hands full looking at all the different applications and looking at the criteria to ensure that we have a diverse group of viewpoints that are on the committee and so there is a process uh that we have to follow and and so we anticipate that once the committee gets formed there'll be uh 2 to 3 meetings to be able to look at our policy because we currently do have a cell phone policy and our board uh policy in our district so that would need to come before the board and as you all know board members that takes 2 readings at least so we're envisioning that this would be something that will come uh to the board for a first reading more than likely around that first board meeting in February then for a second reading in the second meeting and then we would make adjustments and the board at that point would have an opportunity to make a determination as to when the start date would be for that but we would also begin our internal uh process of in including it in the student handbook because that is a place where we would do the Amendments so I want to highlight that and thank you all the parents Who provided uh interests in serving on the committee so if you know others who are interested please uh make sure you uh share the word as we and promoting this through our social media and I know it's gone through the parent Square uh next item there is honors English process I know we received some questions about that in terms of the timeline so the timeline is here we're still in the Gathering input phase I know Dr Henry is working with her team and meeting with different uh stakeholders and there's meetings that she has internally meeting with the teachers and different uh groups and so part of this process also involves us Gathering some survey data so that'll be there listed within October 20th through the 30th and then in uh November 3rd through the 7th there'd be internal review of that process and we do plan to uh bring that information to the board for possible consideration for a board presentation on November 18th so that's kind of the process that we're following and so we'll keep the board and the community update so that timeline change and so in closing I just want to remind everybody wanted to please make sure you're signing up for a key updates through Cobra Pride or social media and also the district website for measure E I know we are updating that website uh weekly as uh we get updates from to there's information that and gets uploaded so I would like to highlight that for the community to make sure you're visiting that site because you will see all the different changes that are that are happening so uh with that just want to say uh thank you to uh the board and to our staff and our teachers and Community for all the support that they provide our amazing school districts so with that that concludes the superintendent's report thank you thank you 7.6 where are the audience items on the agenda okay this person's to wish those persons wishing to speak should complete speaker's card and submit it to the superintendent of assistant if you're on Zoom now would be the time to raise your Zoom hand okay so we're opening up the microphone for folks to sign up I see we have a couple already that are working on this uh in person we have 1 card uh Daryl meny um and uh 1 more time for those who would like to comment please raise your hand at this time online we have 3 people at this time going going okay we will close at this point so we have 1 in person 3 online okay I'm probably 3 minutes we will start with General meny well good evening again I wanted to speak about the agreement with the city of the donation agreement and 1 particular issue which has to do with the parcel tax requirement 2 things I want to say about it the first is I am concerned about the way this is written right now right now it's written that you are all signing an agreement obligating yourselves to take a vote in a particular way on something that's going to come up in the agenda in the future I believe the brown act has real issues and this may violate the brown act to say I agree to vote certain way on a future agenda item for everyone to agree to do it in public uh there's nothing wrong with agreeing to agenda is it there's nothing wrong with your superintendent coming to city council and saying I'm going to put this on the agenda and I'm going to advocate for it and the council should trust him and take him at his work but I think that's an important revision the other thing is also a crucial and this is about the partial tax itself um it says the board must put 1 on the ballot now I am helping facilitate a group of parents to put a citizen's initiative on the ballot all different groups are involved this will be public in a couple of weeks I am merely facilitating not leaving 1 be clear about that uh but I'm helping put this together because I know something about the electoral process and I'm delighted to see this going forward by the way if anyone's interested please reach out to me everything's going to be we're moving quickly because the signature process will start in January uh we'll need 4,000 signatures but the reason to do this of course for those who don't know if the board puts it on the ballot you need a 2/3 vote if we the citizens do the work then it only requires a a 50% plus 1 uh vote and that's of the citizens do the work get their signatures and get out there and do it so the problem we have is the agreement says the board must put it on I think it's very important that it say that a Citizens initiative if it qualifies is sufficient and because this is a integrated agreement we can't just do it by Oral agreement we have to make sure that it says in the agreement that if a Citizens initiative qualifies for the ballot and that's a lot of work but if we succeed the board can say that is sufficient for them and they don't need to put it additional simultaneous measure on the ballot thank you very much thank you we will not move to on excuse me um online Ron levenson Ron are you there yes I am there are you able to hear me all right you have 3 minutes go ahead all right thank you uh it is around 11:00 and I will be speaking as an individual and also uh as president of the Middle School site Council since uh the um board item I'm talking about does reference site Council uh I will start with good news for those of you that are interested Dodgers up 5 to 1 at the top of the 8th so there you go moving on from that uh I'm actually speaking on agenda item 15.13 which is the second reading and approval of uh policy 3515 um I would have mentioned this during the first read but unfortunately that was at the last meeting which was held the evening of Russia Shana so we were just leaving concluding services so I'll make these notes now and um hopefully they're in time to uh Institute them if you feel it's uh wise to do so I just have 3 comments the first 1 is on the part of policy 3515 that deals with reporting and responding to threats and the threat in particular that it's referencing um hate to use this language but I'm I'm quoting directly from the the the policy um this is an action by a student that poses an immediate uh immediate hold on please okay action of a student that creates a reasonable suspicion that these student has preparing to commit a homicide so again this is very specific and that's what this is referencing a student that either is found with the weapon or social media threats where he or she has said they're going to perpetrate this so it's very serious this isn't a kid taking an extra piece of pizza from the lunch line um anyway my question is just Why it only pertains to those in sixth to 12th grade um and this is by the way very much in Conformity with head code 49 uh 390 so I I get that it's a compliance thing anyway just something to discuss I think we should have something that uh protects elementary students that uh as well where there's a mandatory reporting that includes them uh second item uh is uh very easy fix that's on the surveillance systems it says uh it requires that if the surveillance cameras are put in that students and parent parents be notified of the locations which is great um but I also think it should be added that teachers and admin should also be notified and I spoke to Rey about it I don't know if he's still there but Ray was also an advocate that it not be passed to unless that is inserted that in addition to students and parents and Guardians that teachers and staff and admin should be involved but don't get me wrong I think that both the policy and the are are both great and finally in closing on the are it mentions um on detecting an intervening School crime certain things creation of a school Watch program and involving parents thank you an adult presence we had a big problem at the middle school that I sent out a notice on this morning this may give us a solution so we can look to that for the solution increased presence thank you appreciate it thank you your time is expired sorry Ron okay there there was no timer on there okay thank you okay we now move to Melissa Sanders good evening um very excited to see the honor stuff uh to be agenda is so if that's my thank you um I am also very confused and disappointed in pretty angry about this city council uh quote unquote donation with a bazillion condition uh I feel like even though she's technically not part of the school board this is clearly a Kelly Kent you know putting her claws back into the district she really wants us to go through and it was deemed not want it so to have the book with things still hanging over us like the albatross it was originally is is really an excusable the other problem with the whole you have to find marker rehousing you can't do that but unless you sell the property that's already been established so we're not selling off property that's a stupid idea um but it sounds like you know again they're just trying to hoist something on us that we don't want and what would we develop it we have no money I mean the whole thing is stupid uh so this can these conditions are absurd the ballot partial tax part is absurd to put these kind of restrictions on a gift is pretty horrible um and it just shows how really disrespectful and inappropriate they are being and I'd rather not take the money to be honest so that's kind of where we stand on that um and Daryl is right about um needing to use the property so you might want to be rethinking that whole thing uh maybe my suggestion of closing being in elementary school so you can rebuild the entire site to actually accommodate more students in a better facility might be the the new plan if we're going to be looking towards the 2045 plan uh to give us some time and then whatever is going on with security I highly recommend you listen to Ron and and um use him as he has been the 1 person who has read the entire original security plan and made notes and sat down with police and really took his time with this so for you not to be uh using him uh as a sounding board and to review stuff is pretty also disrespectful he has been an amazing parent in regards to that and with out of security chief I would suggest that you guys think about as much security as humanly possible because if something goes or miss this is just it's going to be so bad for the district it's just going to be bad so good luck thank thank you thank you Melissa uh and finally Mara buchansky you can unmute Mara there you go got it thanks uh good evening board cabinet and community members um as the chairperson of the community budget advisory committee I have the consensus of our committee to speak on its behalf to make a recommendation to the board in regards to the proposed funding agreement between the city of Culver City and ccusd as a committee we've discussed the various pros and cons of accepting the 2 and a half million dollars from the city with the conditions that the city council has attached to this funding while we agreed that under our District's austerity measures this money was certainly be helpful we do not recommend that the board except this money with the condition that the district quote unquote Explorer Workforce housing as this will almost certainly cause the district to spend more money on this which we cannot afford to do as we have previously recommended in regard to the district's gift acceptance policy we feel strongly that the district should not accept any gift donation or any other monies for which the additional costs would negate the benefit of receiving the money thank you thank you that concludes our list at this time thank you I believe now it's 4 yeah love to the board please we know the order yeah okay great um happy October everybody uh this is disability awareness month as we discussed earlier and had the proclamation um it's a time that we take to celebrate the diverse abilities and contrib ations of people with disabilities in our schools and our community um every student deserves the opportunity to learn grow and thrive in an environment that welcomes and supports them fully I appreciate the proclamation tonight as well as some of the comments regarding our new director of special ed sounds like um things are off to a great start with them and I hope the families are feeling well supported by him um as Hispanic and Latino heritage month comes to a close I hope that everyone in our community was able to celebrate that as well uh my family and I stopped by the CCMS Noah de Familia event Friday before last it was highly well intended and uh we also went to the Tito's Fiesta Mexicana uh to benefit Culver Arts which is an organization that has been a great partner with the district I'm sure others will also talk about this too but um so I'll just make my comments on the matter brief but since I was actually there along with board president asador wanted to briefly acknowledge and thank Amazon for providing a gift of funds and school supplies to ccusd Amazon Studios as I think many of you know is located in the district and they are an important community business partner I'm looking forward to continuing to develop that relationship for the benefit of the Community this gift included funds for our teachers to provide supplies for their classrooms I know there are many more requests from teachers than were able to be fulfilled and I hope that we can consider additional direct support to our classrooms as funds are raised to benefit the district this year last week I attended the Clover Park back to school night I'm really glad that I had the opportunity to see the site as well as interact with our staff there and learn a lot more about the program Culver Park is so important to our efforts to ensure that every ccusd student has the opportunity to learn in an environment that is right for them and I'm glad that we have thought and experienced staff running it right now I also held another listening session last Saturday that 1 was small and mighty uh I know I didn't give a whole lot of notice this time unfortunately this fall has been incredibly busy between my actual paid job and my son starting travel hockey uh I hope to be able to give more notice for next month's listening session um watch the space and by that I mean primarily my email uh Facebook page if you're listening right now and you're not on my list you can drop me an email and to my district address you'll get an autoresponder that includes a link to sign up for um also on Saturday I participated in the Culver City sister city committee fall picnic at Lindbergh Parc I enjoyed hearing from our students who recently went on an exchange program trip to our sister city of cauca in Japan as well as a couple of our community members who went to our sister city Exxon in South Korea a few years ago played a game of leria uh which represents our sister city of urupan in Mexico uh sort of dance the Mambo not really um representing Capo Orlando in Sicily which is the place that I got to go to this summer and I enjoyed some delicious sandwiches from stos and snacks representing our sister cities many thanks to the committee for organizing a fun event uh by the way just on that note about Capo Orlando um I have heard that there is a lot of interest in the program um about 25 students apparently attended an info session and signed up to potentially be considered for I think 1 of maybe about 10 or so spots I think that's all the chaperones can really take with them uh and you know really looking forward to sending those kids uh out to Italy to visit this wonderful place in Sicily and then hopefully inviting the capital to Lando students here the following year um just I guess in closing Kings season has started Dodger season is still going ah this is a wonderful time in LA Sports um go Dodgers and hopefully we'll see them go all the way thank you since Ron took my talking point about the current score I won't need to update it because there is no update that's still 51 um so first of all let me just say uh both From perspective of Latino heritage month and also from disability awareness month these both uh strike a very close uh to our home being in a blended household um uh uh as well as uh you know coming from a family where um where uh my daughter is facing certain learning disabilities uh unfortunately some of them may be inherited from me as well um with respect to add um um but you know it's it's she's an inspiration every day and I really enjoyed getting to sit down with the uh PTA get together with the 504 and IEP parents that they had um I think it was last week in enjoyed hearing the feedback uh and a lot of excitement um with uh you know what our staff is doing and they're very uh very happy with uh what they've been going through in their experience so far um I was not able to attend the Amazon event but was very excited to hear about it it is just I think a reflection of what happens when we focus our efforts to work with our partners we can maximize those efforts I uh also um got to attend uh the uh spooky Saturday uh with my daughter down uh West Washington area uh it was great to see so many families out um it was also a great excuse for me to go to gingers uh ice cream um which is 1 of our favorite places here in Culver City and we had a a great time uh there as well as attending uh the uh homecoming game uh there were so many people attending that I think the superintendent and I were actually not able to find each other and crowd even though we were both there uh would have liked to see a different score but uh it was great to see the students out there it was great to see our team making a great effort uh particularly against such a tough team as Maric Costa which I understand they are State ranked so um the fact that we're out there fighting every step of the way was great and enjoyed again hearing from the from the parents uh and everything going out there uh I also unfortunately had to miss the um event at the Middle School uh due to a conference uh I was attending in last I was organizing in Las Vegas but while I was there uh I was at China pablano which is a Jose Andreas restaurant um at a dinner that I had organized and it turned out the manager was a Culver City high school graduate so we find our graduates everywhere doing amazing work I found out wonderful things about the history because uh of the school I did not know that Kim uh and delicado was the cheerleading coach at 1 Point um but uh I learned wonderful things about you know our administrators before they became administrators um and uh beatrich Martinez sends her best to everyone uh and uh says that she is uh forever a ventar as well as talking about her experience at Linwood Howe which she loved so I I took great heart and that excuse me um uh in that experience and seeing that we're everywhere uh and that Culver City is making a difference everywhere um and it was amazing food as well so uh that closes I know we'll be doing more as we get out uh I do want to wish uh our Jewish uh students and families uh and staff I hope you all had an easy fast as well as a uh since uh that came after I did continue to hear about some small issues continuing with lesson in the past but with still some assignments being given um on young Kapoor and I really appreciate the staff working with us to identify those issues and come up with a path going forward so this doesn't become a recurring issue for whether it's our Jewish students our Muslim Students our Catholic students any of those who are observant uh we want to make sure that uh policy or excused absence policy is being followed so thank you for that and uh looking forward to a great November good evening everyone um really pleased also others have just with the disability awareness resolution um and the acknowledgement of the disability rights movement 1 of my absolute favorite uh mantras comes out of that uh movement of nothing about us without us and and the important of not just doing things for people even with the best of intentions but actually including people in different groups um and the decisions that that affect them and impact them so I was very pleased to see a couple of the parents um out here with that um the other with of our awareness months um it's a great time to raise awareness and do education around things um but it also is important to remember that these topics are important all year long um and just because we're recognizing certain individuals during a certain month um again it's a great time to educate the community about it but um keeping these things going all year uh looking forward to the Filipino American uh Heritage resolution next month uh or next meeting um cover Park uh back to school night was fantastic really great to see the the Educators and the leaders doing fantastic things with the students there and just uh the impact that's having on students and how the students very much recognized the impact that it's having on them there's there's a lot of of uh appreciation of the students Parts there um and so that's that's a great program I'm glad we were able to get that up and and going again um the labona uh Hispanic heritage festival as we close out Hispanic Heritage Month was was really fun last Friday um kind of a a smaller celebration but a lot of uh enthusiasm from the students and families at laiona about that so thank you everybody who put that on um and I don't think anybody's mentioned um although I know a lot of of you were there at the cities Hispanic heritage uh celebration a couple of weeks ago first time I believe they pulled that together um and it was a lot of fun at the at the vendee um so great location a lot of fun music good food um and just a nice way to celebrate uh uh an important part of our community um want to thank all the parents who came out speaking again about coming up with a cell phone policy that's absolutely something on our to-do list um and and I thank you for your patience I thank you for your impatience um I for your participation on that it's an important topic um and it is definitely 1 that that we take Serious um and with that I will wrap up my comments thank you giving everybody a happy Filipino American History Month uh we postponed that Proclamation because our students who lead our Filipino American arts and culture Club at the high school could not be in attendance tonight and uh I hope to see them when I'm in person on October 28th and uh present them with that proclamation in meanwhile though it will be Larry Leong day on October 25th and uh I know that Culver City Coppa is also going to be holding a uh Filipino American History Month celebration a small celebration uh at the Village well on October 26th so um I will be sending out some information about that in the future but you can go to a Culver City capa.com um when that is published um I do want to mention that the CC USD City lease on committee did not meet um last week and right now we are to meet on November 13th uh and um chair and I do sit on that subcommittee and I'm sure that there's going to be more um information about that coming up when that agenda comes out I do want to really thank my colleagues and Leadership team for holding it down while I was away on medical leave I um I'm recovering and I expect to be returning to in-person meetings next week uh and also um uh even while on medical leave I could not stop thinking about our uh students also because 1 of them was volunteering at the hospital when I was recovering so it was good to see a um a familiar face and at even even through a rough time so I want to thank everybody who checked in on me and is sending me well wishes and I hope to see you all soon out in the wild of Culver City uh thank you colleagues I too will be brief um also just want to give thanks for all the recognitions we had today National disability awareness month uh we administrators indigenous people say Native American Heritage Month it really is important that we we do do this I know some people well they're just proclamations we know words matter representation matters and I think it really is important that we continue to do this every year um I want to touch on what member Carlson talked about and thinking Amazon um for the generous donation to support you and teachers as well as putting on a really great event at Lynn how um it's really meaningful it's really important I think in moments like these when we're experiencing you know fiscal deficits it's really important in my opinion that we lean on public private partnership service to be able to fill the Gap in that moment and so I really want to thank Amazon and Education Foundation for doing that work um lastly I think I know it was a practice maybe previously that board asked for a German mentions at this portion and I just want to ask that we adjourn tonight in memory of Dr Kent long um I met Dr Wong when when I was when I was running a few years ago that we didn't necessarily agree on College he's UCLA and USC but uh we were able to put our differences side um Dr Kent Wong was a traveling trailblazing labor and we're against Right leader who dedicated his life to ensuring that Working Families immigrate to the students had a voice there was decades of leadership at UCLA and across Los Angeles County Dr Wong shape generations of change makers who understood the power of collective struggle the pursuit of justice and I want to I assume drinking yeah I know that happened after and so like the kids are making a decision either go home I ended up with Vivian her best friend and convenience now boyfriend and my son in my living room all needing for me by the way so I'm like had midnight I'm like yeah that's very funny you don't have to go she do have to go home and I can't stay here either so what's your position that we won yeah oh yeah well I have to look back on my own business and I buy the second half I was so I expected it might happen but we said we always used to have like he used to go to my buddies and he was older brother took better you couldn't leave em yeah same basically prior like my brother went to not yeah my parents for 5 Day weekend they can do this my parents came over to hear me stumble upon the party oh and my mother went upstairs and pouted my dad stepped out my sister did that and we had to call the police to get everyone out it's like I came home out of the day with my girlfriend at the time what the  is this yeah she's the youngest she's 7 registered 1 brother I do yeah so my my my brother had some things to get them out because there were hundreds I mean it was like yeah party I was teaching in the back of the room 2 or 3 spell that at work he used to completely so it's yeah Friday so we have wine we can try it yeah she hates the taste of it yeah so that's a good thing you don't want your weekend that's our prediction in fact when they get baptized they usually put a little beautiful 1 say you can never remember a time when they weren't allowed so we do that what is that it's the alcohol out there so Arizona later States to go to 21 okay so when I started in 1986 it had grown big and every in high school so everybody's older brothers and I think it's great right and then I got huge I thought so and even even the California there's a lot of security guy you call a lot of noise on the door wait 2 minutes and he open the door 2 people whose bearded report out before those that he would leave they would resume drinking and people fall off the roof that America and DC is they were laid off but instrument because it was somebody's brother's house last year like everyone knew about my choices I was very young I didn't turn 18 until 7 my 21st birthday was the day to go 4 starting so sitting watching recording in progress I don't know why did okay well we're going to call this order with our information items it's 808 p.m. back from plus 9.2 revised administrative regulation thank you your president is adore so um the revised ar1 13123 is um our uniform complaint regulation and we're revising it in order to remove our former assistant superintendent of Educational Services name and rather replace it with the title of assistant soup of educational services so moving before we won't have to make this change cool too many colleagues wish to seek information pretty soon okay cool uh action items 11.1 yes sir good evening board president Isadora and members of the board I'm sorry we need to have some moving a second that that information yes no no this information okay that's what I thought okay cool I love put 1 yes thank you for president so for this particular item you've heard a lot of discussion with it it's the 1-time donation of 2.5 million dollars from the city of Culver City to the district with conditions and hereby now as a partnership guidance and the various partnership guidance there is 1 2 3 4 5 6 7 conditions with respect to the ballot market rate housing um the city Representatives uh on the budget committees and also any uh representation for any meetings that we have with Legos specific to our budget and also be in part of the uh Finance to CC USC City subcommittee and also working on enrollment strategies and so for this evening for this item we are looking for direction uh from the board to be able to uh let us know uh to go back look at the agreement I mean we are in essence sunshiny the agreement before the board but we do need some direction as we do see there are some items that we do have questions about that we know require revision and also clean up language we'd like to include in here so there's various areas where there is uh opportunities for us to really uh make this a a stronger uh agreement and so for that we are looking for that direction for us to be able to make some of those revisions that we see fit and uh engage in conversation with the city because the direction they were given was for their uh staff to be able to engage in negotiations with us on the agreement itself so we also are looking for that as well the direction to go back and engage with uh City staff to be able to revise this make additional revisions and then bring it back to board for the next meeting for more of a formal approval so that's what staff is looking for this evening thank you is there a motion I'll move it Carlson second by member lockman discussion colleagues we know the order yeah sure okay um yeah I have I have a number of comments prepared and then just you know in the first instance I I just want to express my deepest appreciation uh for our cabinet um including superintendent Lucas who did a lot actually before he left the district and certainly um Dr Jimenez you too as you were just joining us I think you had not even officially started and when you when you went to the first meeting um also my colleagues too for showing up to the city council meetings and engaging you know privately and publicly with others on this um including city council members and of the public as well as our labor Partners um and members of the public for showing up and advocating for ccusd before the city council it really was a a team effort to get this done it was a ton of work required showing up to multiple meetings over many months and I'm I'm really glad that it resulted in some action being taken by the city um I you know I don't want to be too verbose here and and repeat myself too many times but I think it's really important for our community to understand too uh so I've said many times before but it does bear repeating families moved to Culver City for the schools families pay a premium when purchasing a home here and families pay a premium when renting a home here relative to neighboring areas because of our schools Culver City is prosperous primarily because of our schools so it's really right and appropriate for CCSD to be seeking a partnership ship with the city in this regard and the city should welcome it I want to be clear that I'm grateful for the offer of 2 and a half million dollars of support which if we're able to accept it will help us a bit this year though it is nowhere near enough to fill the extensive gaps in funding that we are facing right now just want to repeat that again we we have many gaps in funding to a half million dollars is not going to fill the whole thing not even for this year um I want to also thank council member Vera in particular who was willing to provide CCSD with financial support on conditionally and even more than what was ultimately settled upon so thank you council member vera for being a true Ally to our Public Schools I will say also that the I find the presence of conditions or partnership guidance or whatever euphemism is used by the city um in an attempt to what appears to be dictate District policy to problematic and not really in the spirit of an actual partnership um I appreciate the comments from our community our teachers and our staff on this subject and and trust that I have heard you all I also think this situation underscores the need for a well-defined gift policy in the district which has been a little bit of a thing I've been bringing up multiple times and I probably will again tonight um I want to also mention to you again without the support we estimated having to cut about million dollars more from this year's budget that means in addition to those layoffs that we made last year uh towards the end of the year through those those notices and you very there's a lot of attention paid in the community to that we we still would need to cut another 4 million from the budget this year with the support assuming we're able to accept it we would still have to cut a million and a half dollars from this year's budget and then another million dollars next year uh it's something that our Community really needs to know um we're still in for some pain this year and assuming there are no other surprise expenses that cause us to have to shift our funds even more certainly you know and we've talked about this before too prior spending and fiscal irresponsible Decisions by prior admin ministration and Pryor school boards accelerated the situation that we're in right now that includes things like spending 1 time Co funds on permanent positions excess Staffing at the district office wasteful spending on consultants and vendors including 1 that's particularly litigious and frankly some bad hires but we are a different group of people now this board as well as as this Administration um the cabinet's been working tirelessly to improve our systems and processes and reduce expenses to the extent we possibly can without damaging the educational experience that our families sought when they moved here and have come to rightfully expect and I've as I've come to learn from doing this job for the past 10 months and there is a lot of on the job training I never imagined that it would be quite the to the extent that it is I feel like I know so much more about education code as well as just how school districts work we're constantly playing a catch-up game because just to be blunt the state of California does not value public education the way that it should New York a state with a similar cost of living spends about 33,437 per K to 12 pupil whereas California spends 18,020 uh in California we actually spend less per pupil than they do in my home state of Minnesota where the cost of living is significantly lower we're also facing a significant Gap because Sacramento and the federal government are spending sending us less and less of our own tax money back to us every year for comparison in the 23 24 school year the federal and state governments collectively sent Culver City Unified 106,013,420 and in 2425 they sent us only 101,662,040 a full 4 351380 less an actual non-inflation adjusted dollars that is right we have to do more with less now and we have very few options available to us to even try to make up the difference um so that being said I think you know we've we've started having some conversations about the agreement obviously some of these are you know subject to negotiations whatnot I I am fully supportive of giving direction to the staff to further negotiate and consistent with our guidance thank you board president may I just point of order can uh is it possible to make an amended motion because the way it stands here and the agenda item is that the governing board approved the funding agreement between the city and the school district as presented so if we we are recommending to the board to be able to give direction to uh engage further uh with revisions with the document and is it possible to have somebody make go back and make that sure I'll add my motion and I mentioned that okay thank you sir were you done with your account you were done okay cool um so just to build on the points and I think they were very eloquently made so thank you um we know things are going to continue to get more difficult with the state budget situation the state continually not only underfunding education but frequently utilizing us as a tool deferral payment tool so that we get the money later which further affects our budget because then we don't get the interest on that money um uh and then at the federal level I have heard uh budget proposals that would cut some of our Key Programs such as uh Title 1 um um funding by as much as 20% 20 4% um you know in the name of I'm still not quite sure where they're putting that money but it's not in the in the where people need it the most and so you know we're going to need to come up with Creative Solutions to the future but we are we very grateful to the city for working with us on this very grateful to all of the folks out there who have made their their feelings known um uh both to the council and to us um and in that Spirit we understand understand that these are um partnership guidelines uh they should and and and and and so therefore any response uh should reflect that is is non-mandatory sense uh even though we're doing a lot of the things that are going to be for any way because we had planned on doing those um but we will treat the uh those guys suggestions guidelines and the at least I personally you know believe we should treat it in the spirit of of how they're suggested and to the letter of of what's in there and uh some of these discussions we've had before uh these may be extensions of those but we've we've explored a lot of these issues and you know in terms of finding additional Revenue sources we're already on that path thanks to the Great lead leadership that we have uh in the cabinet and the folks up here who are working diligently for it so with that and in mind I know we've given feedback and as instructed and I think my comments reflect that but I do appreciate the team effort um I would like to see us continue to build on what was around uh during uh I guess it was the I think it was the day Larose period where we had this thing called the Culver compact uh that Brian shared with me when I was running but um you know bring back that Spirit as much as possible that uh as as board member Carlson said people move here because of our schools our schools are a key part of our community and we should all be coming together as a community to support strong schools because they make a strong community so um I I think this uh you know this agreement is a good step in that direction uh and appreciate that and we'll we'll continue to act uh to treat these guidelines as well they are guidelines and that's it thank you thank you um very similar I mean I'm just want to Echo the the comments of of both my colleagues particularly board member Carlson um everything from kind of the extra burden that putting the these guidelines on uh puts on what what's supposed to be a partnership of equals uh to the frustration about State funding which is woefully inadequate it has been for years um and it continues to be and we Face some particular threats to that uh in the next couple of years that we'll talk about as we get closer to those at the state level to the absolute chaos going on at the federal level and uh with any type of of funding for education um or or guidance or support for Education um I I agree with with my colleagues that uh this this is important I do want to thank uh staff uh in particular both current and and recent for the work that they put into this and the work that they they've put into the budget in general uh trying to find places to squeeze a little bit out or places where uh things can be trimmed I mean we we've definitely gotten to the place where there is no fat left uh at this point meat is getting trimmed and people being affected um services to students people's jobs are being affected and we look uh to see more of that in the future unfortunately um I also want to really thank the community both community members who came out to the City Council meetings to speak in favor uh and in support of the district to our labor Partners who've been very passionate on that to see back um who's had some very good insight into this um I I will agree also um that that I do want to thank the city um for this support um I think we work towards a better partnership um in the future and but but I do so appreciate the support of the city on this um I am okay with moving forward with this as long as the district has the freedom to continue to to iron out some of the details on it um and so the amended motion I think is a is a good 1 uh 1 other thing actually just to to um possibly a suede some of the biggest concerns that we've heard from the community about the discussions of market rate mixed rate housing um or or income generating and things like that I do not foresee that being an additional new expense I mean we have a report that who paid for we can take a look at that again if the city wants us to but I I don't see spending any more money on that um and so I I hope that can lower the concerns of the community somewhat but uh I absolutely uh do value our time and and needing to spend time on something that's already been settled is is a bit of a challenge thank you to the city council for um their uh care and understanding about uh why our 1 of the top 2 reasons why people choose Clover City is because of the strength of our school system we are a destination district and they see the importance of that um they also need to uh uh be good stewards of their budget as well as we do um I from what I understand uh it it is great for us to ask staff to go back and find some clarity because I do not think that the spirit of this uh ask in terms of you know just making sure I I think the spirit of the ask for these uh partnership guidelines was more so that we were both both bodies were being good stewards of our budget and in order for them to defer maintenance on their Capital Improvements they had to make sure and and putting the schools as a priority for this 2.5 million they they wanted to see that we were actually putting our best foot forward in terms of chasing down every opportunity for income uh and I think that there's a way for our staff to work with the city to uh show that that is indeed what we are doing and um the first step to that is to go back to them uh with this clarification trying to find out more because I do not I I do not believe that the council's um uh priority is to enforce uh uh conditions but more so to just make sure that they are that that we are in Partnership lock step together in terms of spending the taxpayers money and I think everybody would be on board with that sort of um Spirit of agreement thank you thanks colleagues I also want to start off by taking the community and District staff um and you all for the tireless advocacy and helping bring uh this 215 million allocation to fruition I just city council we're ultimately awarding these much needed funds to our district I understand that some of our community have raised concerns about the conditions attached to this funding I think it's really important to Mr loman's Point uh to clarify that these are not necessarily binding directives or suggestions not mandates the district retains autonomy over the conditions that are of most concern to the members who spoke and these recommendations in my opinion simply just reflect the areas of the city express interest in seeing addressed what I have preferred a no strings attached Grant sure of course but we also have to recognize the fiscal reality that we're in our district is facing dire budget challenges in this funding provides critical relief at a time when we need it the most so to me at the end of the day I believe this opportunity to meet our needs while continuing to help hold our values and priorities as a district so I want to thank the city I want to thank my colleagues I want to thank all who came out and advocated for this thank you oh I guess we need to vote on on that too division so do you want any colleagues of any other wrecks nope all those in favor say I I I I 5 12.1 good evening president is it our members of the board tonight I'm presenting the annual resolution on sufficiency of textbooks instructional materials for the 2526 school year as required by Education Code section 0119 each year school districts must hold a public hearing and adopt a resolution to ensure that all students have sufficient materials this resolution confirms that all students in the district have access to standards aligned instructional material in the core areas of reading language arts with an English language development component mathematics social science science and history therefore Administration recommends approval of this resolution which will allow the district to remain in compliance with state requirements and demonstrate our ongoing commitment to providing high-quality instructional resources for all students cool is there a motion move second is there a second did you just second mhm cool discussion colleagues for me did you have 1 yeah please can you share just a little bit about the process about how it is determined you gave me a really good explanation um and I'd like just the public to hear how do we know that we have sufficient Tech textbooks sure I'd be happy to so multiple layers um in addition this year we had like oh William act that visited our our 3 of our ccusd schools lab Iona the middle school and the high school and that committee came and they confirmed that each of these sites and that all the textbooks efficiency criteria but that doesn't always happen every year right so um through our supervisor of libraries and um asset management and work with our Librarians and our site admin we maintain a district-wide monitoring program system um to ensure that our students have the books that they need in a timely manner and that we meet the deadlines at the start of each year which is R Williams compliancy so each site librarian serves as a point of contact for our instructional materials at the sites and they communicate regularly with our district librarian who manages the inventory ordering and um fulfillment across School sites and also within ed services we have we have a layer and a piece to that part um on top of this our site librarian met their needs each June for the following school years that we can work on fulfilling these needs over the summer and then the team meets monthly to review inventories and communicate continuously to address the new enrollments and needs so I was October 10th of this year also sites finalized and confirmed their full sufficiency students and teachers um and then as I had shared with you also that we were aware for example down to 1 student that at Lin Hao hadn't um had a textbook and they were new so we were able to get that resolved and immediately within a day thank you very much and I appreciate that explanation of course any other discussion colleagues seeing none all those in favor please say I I I I I I I think yes I cool um 12.2 12.2 apologies I had had thought that this 1 had been pulled they were updating a goal but it was a very minor update to the to the resolution I'm sorry 12.2 on the online agenda I see it here in my like my printed packet but I don't see it okay I think it should okay cool and we'll bring it back to the table next at the end of the month I'm sorry are we so be appropriate this time for me to table this item until the next meeting just so that we fulfill the spirit of pulling it to the next because we we've already approved the agenda so from a parliamentary standpoint if we just table it to a time-specific our next meeting that allows them to bring forward the new so sure that's fine we need votes on that I would need a second I'll second thank you cool why do we vote on that I think so okay we're voting on table uh this all those in favor say I I I 131 good evening board president Mr sedor board members welcome back Miss Laredo and superintendent and Dr Minds so the next item is the appointment of oing and non-wing members to community budget advisory committee uh before um I talked about you know what our recommendation is I really want to express our sincere appreciation to everyone who applied to serve we received 8 for 3 vacancies and which truly incredible in a testament to the commitment on engagement within our community this is the first time I'm seeing in my career of uh more than 10 years that we have more than the the number of vacancies that we have your willingness to contribute your time expertise and prospective to support our schools to insurance mean a great deal um it is really really difficult to choose from the 8 um to for these 3 recommendations so this is to fill 3 vacancies in see back all of them are um all of these positions in the appointments will be replacing the existing term and then it'll end on the June 30th 2026 and then all the members will be applying see back committee members will be applying all the members will be applying before um July 1st 2026 and the board will be approving um for the next term and we looked at the application looked at the skill set and you know we he looked at the roles they play and how they're contributing already and their existing roles and then so after discussing you know looking at analysis analyzing the applications um we are recommending uh Mark bover as a 1 of voting member and uh Rebecca Stevenson as a voting member and Lara Forsett as an alternate non-wing board member is there a motion I'll move it is there a second okay motion by Carlson second by Guerrero uh discussion um yeah I don't have a lot to say I mean there's really great that we had all this interest in C back especially since we're appointing sort of off-cycle here so that that seems like a really good sign um I'm I'm good with your recommendations um I think all these applicants provide unique and helpful perspectives and it'll be good to have some new voices in the conversation in the district and I think all 3 of them are parents in the district too which is kind of nice um I've also mentioned to cabinet at least uh that I think the C back bylaws do need work and I know this has been brought up by others at various points of time um I volunteered myself to help with that if that's of interest to folks uh whatever form that makes most sense whether that's a subcommittee or something else um I that's something that we should probably agenda and try to get done before the next term but that's it on my part thank you so hard to make good points when someone else already makes the such good points as well that I agree with wholeheartedly uh know these were fantastic and much appreciated and uh I also um supportive of the recommendations and supportive of uh member Carlson's comments particularly on needing to update these bylaws um to uh if there's a lot in there that you just don't do um and it would make sense look we had some really good applicants a wide range of experience uh any of these folks uh have a lot to contribute to this uh but I think the 3 who are recommended in particular bring a fresh perspective um as well as um a as well as uh hitting a range in terms of experience within the district and so I I'm going to vote to support those I also support the recommendations but I I do also want to comment on just the the what is it the embarrassment of riches just the the quality of of of all of the applicants on this um you know and I know it's kind of a bummer to put some effort into putting into an application not being selected for something um but the folks who who are not among the 3 uh being moved forward I would absolutely you know see back as a public meeting you're welcome to go anyway and and there are opportunities for the public to speak um you know most of these folks have been active in other ways um and I would encourage them to continue to be active in those other ways um you know the lcap committee and different site boosters and ptas and things like that um there's a lot of ways to be involved but definitely keep your eye on this as is always kind of a revolving position and and if it's not this time as uh Mr Rajiv mentioned you know July 1st 2026 there'll be another opportunity and there'll be another opportunity after that and after that and after that so um a lot of strong candidates and I want to thank everybody for for taking the time to put in for this I would like to thank all the applicants who uh put in for this volunteer position I do want to reiterate that this is for the remainder of the vacated seats term and that all of our CPAC members will need to reapply for the next term that starts in July July 1st 2026 um I do and I'm I'm I apologize that I didn't specify this question before but maybe Miss Rajiv or Dr henz and talk a little bit about the kind of training that our uh members do get in regards to say conflict of interest um say for instance if someone's Fair family or themselves uh were to um benefit or their income would benefit uh if you're talking about a particular um subject uh how would you guide that conversation or guide that um uh certain people to abstain if there was uh an identified conflict of interest so when there is a comp I just want to understand um so you're talking about conflict of interest for the new members when they're on serving on the CBA committee right I don't think just first a new pepper but it does come up right now so um if in case there is a um a time when some member um who is has a conflict of interest because they are either employed or um or they're significant other or something like that is employed by saying a third party that we employ or we or that we do some kind of business with you know how do you guide the conversation or the uh training for our committee members when they're discussing such an item I think that's a great Point um before we begin the meeting um I'm just going to go over um for example if I'm working in a another school district and then I'm coming and working on this uh and there is a relationship between Culver City unifier and that's School District definitely that's something um we want to keep that in mind if there is a discussion about the topic that's pertaining to their um um employment or other um things that they are personally um doing definitely that impacts and then they have to exclude themselves from that conversation so we will definitely go over put together um what entails definition of the conflict of interest and then making sure the the chair and the um the committee knows about about that so that when they are um they know what to do so we will we will prepare that protocols and we'll share with the committee thank you sorry thanks colleagues I'll also support the recommendation I don't I don't know if it's a if it's a practice that we already do but if what like when these positions become available um in we reach out to applicants who have applied before maybe weren't selected do we reach out to them encourage them to apply again or do we kind of just like fly it and hope for the best so the committee first comes to know who we are serving already in the committee they know that we is happening right now because there's somebody resigned or there is a vacancy so they already are aware yeah and then we are also now I think Dr minus has shared in the cover pride and we've been sending it out and then we are also putting it on our website and number of mouth I think um the Outreach is there and do you suggest that we have to extend it more no no no I think the Outreach is there for sure and I think it definitely shows in how many applicants we received versus the positions I'm just asking that when like because this is just a point like the remainder of the term and so if there are vacancies um next time around and there are applicants who weren't selected this time I just I'm hoping that we can reach out and encourage them to apply again yes uh cool that's I was in favor say I I the next item 13.2 um this is to approve the agreement with Corey engineering and testing so this is a this is related to the percolation testing geotechnical reports for various sites so the this board item is actually a change order to the original agreement with Corey the original agreement went to board on August 26th for 110,300 for standard soil testing at Culver City Middle School and some of our other sites then some of the Architects later requested for percolation testing at all Sites so that's why we are now bringing back this is to be what is percolation it's basically measuring how quickly the soil can absorb water as it impacts the both the buildings structural and storm water systems so this change order will cover the added percolation testing at Culver City Middle School Culver Park High School eldering corn Farragut and labaya for 54380 so we in this is the new Total Services would be 16400680 paid by measure e move did you make a motion yeah okay second it okay cool I should make a right second by Carlson oh there's none great okay all in favor say I I I I so the next item is 13.3 uh up to the scope um engine scope of services with GPRS so the original agreement for GPRS went aboard on November 12th um for locating and documenting under on 2024 underground utilities for 182,000 350 at the me meeting um we requested for an additional 313935 to reinvestigate and Jet clogged um jet the clogged storm and silver lines at eldering con Linwood Howe and labona so in order to keep those scope of Services um it was um jetting and reinvestigation we separated it out so we obtained a proposal from a quick router who actually finished the jetting the lines for 98 thousand dollars this was also bought a p in June 24th but this board item is basically the deducting the jetting services from the existing contract because we already gave it to a routing and they completed it so we are reducing the contract by um let me look at that 10,000 $200 there is a deduction and there is also an increase so the net increases 10,200 and this will be under measure e move to approve grow discussion I'm seeing none all those in favor please say I I I I 13 and 4 um this is actually a notice of completion to am Builders they completed um buildings 211 200 15 and 131 237 and 10 um during summer at um City Middle School all their work has been completed and the signed off by the roofing manufacturer districts mno and the construction manager all parties had to sign off before we this item to the for your approval we would like to submit the notice of completion and release of retention um for your approval and also to be filed at the courthouse that means the project is complete officially move to approve second row discussion cool on this um question um even though there's notice of completion in the sign off and all that kind of I think there is still a guarantee on this right so if in the next I don't know what the time period is year or something like that 1 year 1 year um and and any word we had our first little test of rain today uh so we checked and I didn't get any message about from any even about leaky roof um so we I think my team I'm really um grateful to my team at summer we actually did our um pre um we checked all our gutters and everything and the of proving and then again today um before the rains um they checked and then thank god um everything is fine any other discussion all those in favor say I I I I the next the next item 13.5 is we are bringing back the next set of applications that we have received um the school connected organizations we received applications from eldering on PTA and Lynwood hope PTA both of them have given all the um application the documents if you see above I've listed the documents that they have submitted application for renewals their bylaws their hold agreement there um latest tax return from 990 from there I have actually summarized their total income uh for 20 2023 and then their carryover cash from the prior year and their expenditure so they would have approximately 140 K left Lynwood ho as a um balance and then eldering con um collected 121915 and then the their prior cash balance was $1,000 and they spent $123 so the attachments actually show you how they spent their dollars that's why we have attached schedule o from the form 990 which basically tells us how they spent their dollars I mean how they supported our schools moved to uh except well motion by lockman second by Guerrero discussion member across the Gio know I mean no I just wanted to thank those organizations for submitting their paperwork um and thank you for following up with with all these organizations I understand they have until November 1st to get the remaining organization so if you're out there and you're an organization that hasn't done that yet please do it thank you remember Lorado did you have appreciate uh all of our school connected organizations in um supporting our students and um I just want to let you all know that I do have and it doesn't affect my um my vote for tonight but on top of this I just um I want us to continue supporting our school connected organizations to be able to transparently and more easily uh have the kind of great um system that you're you're putting forward so that they can become State compliant with um or become or continue their state compliance so that they can continue supporting our students and I am at yesterday I did um I did make a request to just maybe you could provide the board in the future with a spreadsheet or Matrix of the status on um on all our school connected organizations I I think that you know sometimes I worry that you know may maybe they just need a little bit more of an extra um extra gentle hand in terms of you know getting them um getting them to continue uh to be compliant and I would um hope that all of them are going to be returning for for this coming year and I know they do have some time but um if we could be if um if I could or you know my my colleagues could be of any help this is 1 way that we would you know probably like to help well oh did you have a comment sir please see after um no just Echo those points uh that uh that the 2 previous board members have made if we're if we're available to help and I'm sure you'll be following up on I know we've gotten a lot more in but the remaining ones who are still working on it you'll be reaching out to them to uh see where they are in the process and see if they need any help or if there's any further guidance that we can provide as well project by myself this was a new job that I've added to my yourself so I've been um sending reminders and I didn't know how many organizations are there so I will also notified the site principals sharing that this these are the ones that I've received and if you know any other organization that's fundraising for your site please make sure you reach out to them ask them to approach me ask them to email me and then I'm I'm helping them I know some of them are trying to get their tax um information some you know making sure that they are current with their tax filing and all of that um I'm here to support them all they have to do is just send an email I'll be um I'm happy to help them in completing the forms I know it's a lot but I think first time will be a little slow but then from next year it will be easier for them I just appreciate because this is a new area but it's very important that we you know making sure that we're helping our our our organizations um you know be right not only with us but also with the other organ uh agencies they need to we do it right so we had a structural engineer and then after that the contractor didn't want to give the insurance documentation so we were going back and forth so that's why this it was a huge delay but I know we have we and everything what we have to do so that it's now safe and secure to do this project so this is for your approval the cost of that in um the fan and the installation would be 20 district however it did come with several glitches as we were trying to get our reports formatted to be exactly what we needed and to give the information that our board and our community and our labor Partners were requesting um so the initial report you'll see there's 2 reports that are uploaded um there's an original 1 with the PRS that sort of came from our old PR system and then there's a new report that's titled report number 6 be that is the updated report that came out of our new PR system um this report was run on Friday before this stuff went public and I am asking to make some updates to it for some errors that were on there that we found since it was reported um um and just so that the public is aware and the note section of this meeting tonight um we would add an updated copy of the addendum or the adjustments that were um requesting to be made this evening to the document and I can read those changes out loud do you want me to read those out now or do you want to okay um and I apologize because there are quite a few of them um the first 1 has to do with um the pr number 224 under district office Educational Services for Eileen Pinger it had the wrong number of hours it should say 12 hours and then if you scroll down to PR number 84 and there are multiple employees that are listed under 84 Arbuckle kitan now Cruise green Bratton Greenberg gold tier Jones Norris scotting which will Cox and young um those said 600 hours and it was actually a total of 6 hour 600 hours total for the year to do the lpac testing that is divided amongst employees um for that 1 and then if you skip over to um PR number 114 that says extra period for Tony spanner that was actually put in that was an error that is not he has not received me an extra period of pay um PR number 190 for Dennis Penza that stipend amount was wrong it should be 1,554 um skipping down to PR Number 220 1 that is for PSAT proctoring the amount um was wrong on there it is 4642 an hour that's the negotiated rate with the teachers union for Gonzalez green Bratton Greenberg Lutz McCauley Smith Snider and Sorensen um and then and um under office of child development for PR number 148 there's 3 employees that are listed the stipend for running a bilingual program was incorrectly added into um the amount was wrong and the updated amount for Noel uh gray and Perez was $100 and again this will be the updated attachment will be added into the note section um for public preview so is this what the reports will look like going forward instead of the old format it will look very close to that so some of this information on this report we had to put in by hand like the last column we put in by hand because it wasn't running with that information on it um so as we're working with the the company with the pr report it will be very similar to this and it will have this information all of this information on it yes okay something that the older Port used to have that this may have but I don't know where to look for it is funding source is that the multi-digit code at the very beginning no that's actually the actually yes it is attached to that number so I will see if there's a way that we can do the a print out or at least add another column so that you'll be able to see which um funding source it was coming from yeah I don't want like anybody hand entering more information if that's something that can just be pulled um and and added to the spreadsheet I know it is useful to be able to track funding sources on positions as well that's not a problem and that's actually 1 of the reasons why we did move into this new system because it does actually allow us to um it aligns with fiscal and allows us to keep track of within those funding sources exactly what's being spent through it so it's not a problem it's just having the report updated with that information it's a position control is better with this exactly thank you I have a follow up if we're going in order now if that's okay yeah um that's good uh Mr long had it sounded like Mr long had a concern during his remarks earlier and I'm just wondering whether or not these amendments address that concern I wasn't too clear because he wasn't specific about it or if it's something for next year I met with and he's not there probably anymore but I mean I'm I I get the feeling that this might be clearing I met with Mr long this afternoon so while I don't want to speak on his behalf we did go through this list to make sure that that everything was aligned um 1 of the conversations that came up was just about some of the um extra Duty assignments and if those are actually siphons or extra duties and how we will clarify them is forward um and just making sure that when there are extra Duty assignments that they're being offered to all employees who would be eligible for working those extra assignments because that's written within um our labor agreements so um we are are working to to clean up those things and make sure that all everyone all the siphons that employees are getting are written out in our contract because actually when we move over to our new payroll system we aren't able to pay people unless it's specifically laid out exactly what the payment is for so working to clean up some of those things um so that not only for our new payroll system but just so there aren't questions coming through each time when there's a PR about what things are being paid for um just for transparency sake thank you so much seeing none are we going to approve it as amended is there a is there an me I guess I move it yeah but Carlsen second second by Guerrera okay um so this is the crossing guard agreement um so I I had a few questions about this and I have opinions about it um and I think you probably know what opinions are because I raised them the last time this came up and it looks like it's back um with the district as a Contracting party again here so I know I I know I danced around this a little bit here I think that's problematic from legal perspective not giving legal advice but um you know I think we were going to explore my recollection was correct trying to um ask the city to be the Contracting party there I'm I'm wondering why it's back before us looking exactly the same as the last time if somebody might be able to answer that so we have um so I think definitely this is something we we addressed in the beginning before we even um had the uh when we had the contact and we came to know about the crossing guard last year when Dr Lucas was here the city was not willing to make any changes in that except for adding additional crossing guard but right now we the crossing guards have started their services since August since the school started so we have invoices to pay pay and um we don't and the money has been received from the city they have actually given us a 520 plus thousand that would be the total amount that um we would pay to this company for the entire year they've already given it to us uh the money is received and we have invoices to pay and um and it's going to take time to convince a city to have it on their contract maybe we can do it for next year but I know DRS is planning to address this with City also in his next meeting okay I mean that's that's a bit frustrating I think from my perspective just to say the least um just because the city is refusing to enter into a contract with contractor for streets that are under its control it's basically trying to push that responsibility on to CCSD I mean it's nice that they gave us the money I guess already they could have given that money directly to the contractor as well um you know have they have they said anything to us with respect to why they will not enter into this contract um I think my I'm just entering because they only committed for 1 year right so because of fiscal their budget challenges they just wanted to commit this 1 year and give it to us and then the next 2 years in fact we were asking them to commit for at least 3 years they were not willing to do that um that's from their budget challenges I don't know is it because of the liability because the contract is now um at the district side um I don't know but uh we definitely I I I'm in full agreement that this should be for them because rather than them paying this money and then we are having a contract this is a contractor selected by the city yeah I mean we're kind of looks like is there attempting to make us a sort of subcontractor with them whereby like you know they'll pay us and then we pay I mean it just doesn't make sense frankly I mean with the last time we talked about this you know this is a city responsibility however they want to staff it if they want to have you know their own staff or contractor whatever like that that is it is their responsibility and you know now now that you're mentioning also that they're only kind of willing to commit to a year of crossing guards I mean that's a commitment to the community that's not a commitment to the district as far as I'm concerned um you know so I think you know I'm I am uncomfortable with this contract the way it is um I do not intend to vote for it tonight I think that the city figure it out and um pay these contractors if that's if that's the way they would prefer to go about it as opposed to hiring their own people so that's sort of where I'm at on it you know we'll see I guess what my colleagues think but thanks to any other colleagues have discussion do a quick yeah I I would agree that this has always been an awkward contract um and there was a cycle maybe 2 Cycles ago where there were some issues around the funding of it at all um and the district ended up doing some of the direct funding and and wasn't reimbursed by the city um partly because the issue was raised after they had already gone through their budget cycle and things like that um so I I will support this tonight but I do think we need to get it worked out and I think a big part of that is making sure that we are aware of their budget Cycles early enough to have these conversations early enough so that they can assume the responsibility that is their responsibility and budget it and and not be able to say well it's too late or we don't have it budget or or things like that we're in the year already with this 1 so so I'm okay with finishing it but it's got to get straightened out um I just want to add something there's a clarification this isn't a budget issue this is sort of a who's the Contracting entity issue because they're still paying for it at this point you know we're not putting District funds into this right now I mean I guess like if they decided to refuse to fund it next year we'd have a difficult decision to make um but it's not it's not that this wasn't budgeted it's that they're trying to essentially get us to enter into the contract um as opposed to doing it themselves so sorry I'm repeating myself no I totally agree that that is what the explanation that was offered in the past however whether it's a authentic explanation or an accurate explanation I would suggest that in the in the the there was it the Joint Committee we have this is can be an item for discussion clarification uh going forward I I do agree it needs to be clarified out um you know the question is you know we're in the middle of getting the service right now and we are being reimbursed for this year so what do we do um I would just also say it's not us getting the service it's our community it's not a it's not something for the district you're right you're absolutely right no absolutely they're the impression that um superintendent um superintendent we're we're under and and Miss Rajiv uh we're currently under an mou with a city for these Services I I think none of us really like oh my video isn't on I'm sorry I don't I don't think any of us really enjoy the fact that it's under our purview because we want it essentially we we wish it were was like it was before where previously you know ccpd did uh take care of this contract because it is their streets it is their traffic and it is not all of our community that is being crossed uh I mean it is not all only school students community that is being crossed it is the entirety of the Culver City Community um their uh the background is that there were uh previous folks uh that wanted and and people that are still around uh that wanted to be able to better control uh where these intersections were being deployed and to also have a close uh communication with the acms in terms of uh holidays dismissal times because not all of our um cool uh not not everyone goes by the same uh the same dismissal times and especially when there's a short day for the elementary schools but not for um for the high school um and uh if Miss Rajiv or Dr Jimenez can just answer about kind of this year and the fact that I I think we do have an mou in place for now and uh requires the school year has started you are recommending that we um finish off this year and your intention is to make sure that mou is different for next year is is yes and so will that work be both outside or inside the Le on committee um my the doctor I miss and I we were we were um to meet with the city to explain that um you know this is the direction from our board and we would like to make sure for next year so we are going to initiate the conversation and then if we suggest that has to come through the city leas on 1 meeting then we will bring it documents yes thank you Mr Rajiv yes that is correct that I think that would be a a better approach so that we don't surprise anybody but uh definitely engage in conversations I know I've expressed my concerns with the contract as well to the board and my communication with you all and uh what is at hand here today it's basically an invoice that needs to be paid and so obviously we are all you know really uh cautious about this because we know the liability that the current agreement breaks there is exposure you know to the district so my concerns regarding the contract you know it stems from that but I've never seen uh any District that I've worked in where the responsibility for crossing guard Services was uh you know put in the in the hands of the district not even through a third-party uh opportunity like this but I think uh the ability that it creates for the district is is real based on the way that contract is written so I would definitely want to engage uh City staff uh with the city manager myself and Santa to be able to have that discussion going from there if the recommendation that this is probably better off discussed in the subcommittee that's a possibility but I think based on the legal issues that it has I I don't even know that it would warrant a discussion especially legal applications and the subcommittee meeting so um but at this time because we are in this mou and because you are more concerned about the continuity of services you're saying you you're bringing this to us right now uh for our approval and that you will um work to make sure that this has changed going forward yes that is correct thank you is there any more discussion um I don't I mean I I intend to approve this I think that I understand the concerns I understand the long-term conversations we need to have but I also understand the urgency of this and and I get a vote to approve this I actually don't know the pulse of the bar um right now well I know yeah I know you had was sort of my questions and comments around it we have modified some of the csba recommendations in the past you know we don't have to do it exactly um but I that was the 1 that caught my attention to and the the line that he was referring to is in the third second paragraph of surveillance where it says superintendent or designee shall provide prior written notice to students and parents about the district surveillance system I mean if the if it's already going out I I don't see that it would be particularly much more effort to make it say students parents and employees and just send that identical letter to them I I would move it this time to add employees and staff I mean unless there's some to particular objection to that from staff or thinking that that requires a lot more process I would just suggest we add the that word tonight the other 1 that he raised was just about that uh notification of police uh for grades 6 to 12 I think there are other parts of end code that cover other age groups for that type of thing it's interesting that the template just includes that particular 1 and 6 to 12 I'm pretty sure um that a a fifth grader doing any of those heinous acts would also uh be notified to police under other pieces of end code I mean that would make sense too and it probably would give some discretion I would imagine as well which seems like it would be more appropriate for younger kids yeah so stick with my motion to amend at this time oh wait I think I have to or know anyone can um I accept the amendment yeah you moved it I moved it so I guess I make lot of this has to with egg code or laws or new laws and um and the notification to employees may be covered somewhere else could we cover it here as well uh yes I think that uh most of it though is about referencing uh laws that are either new amended or you know in in place in place now and that's why that they have these updates that doesn't mean that we can't have our own um systems for notification that are outside of this in Lulu I'm not saying that it's not a it's not a um good thing or it's not a bad thing to um add that in here but I I do want to just warn us that you know sometimes when we um and maybe this is not the case but sometimes when we do add more more things there it become it may be becoming burden burdensome um if it's covered in another area so I first want to it I don't know if people are are comfortable uh amending on the fly or did you want to ask uh Miss Rajiv if it's possible that that kind of notification is somewhere else because um uh Mr lachman did mention about like oh what about third parties but it's uh in terms of surveillance system but uh typically when we have you know somebody working on site say for instance um you know just uh say we get a uh we had to get a plumber coming in on site like how much notification do we have to provide every single person that's coming onto our our campuses and I these are these are questions that I don't want to make more burdensome kind of like similar to the state New you know unfunded mandates like are we making more of a problem for ourselves that we are not foreseeing and that's the kind of question that I want to ask Miss Rishi I think you're right um thank you for um sharing that I I believe when I I actually took a note of what um 11 cents shared and um we are definitely going to go back and look at what it is and then we have a comprehensive school safety plan so I'm going to go and see whether this is reflected somewhere over there but this is right now we're trying to align to our um csb in the it code and all of that um so we want to be in compliance in updating our existing PP so we can come back and add how we will do I want to definitely weigh in and see what would that entail in terms of notifying all is it only contractors like there's a lot of lot more conversation that we need to internally discuss if it's staff and employees we need to also consult our labor Partners so we want to make sure we discuss this and we can bring it back to you as an amendment later but right now we just want to be compliant documents do you want to add anything yes I just want to uh reiterate uh what Miss Laredo I believe is attempting to share with us all that are we creating more uh issues here and what I see here is that this is referring to these surveillance being used in disciplinary proceedings and so that would involve to me that students so I think if you amended to include employees then I don't know that it follows the same logic now that we're going to be using uh video surveillance and disciplinary proceedings for employees because then that would be based on you know obviously uh uh labor law as well as any being that's in the collective bargaining agreement so I think we should probably leave this 1 in this manner and address it for employees in another place just because this 1 I think it's just talking about students so I I do appreciate that's appreciate the discussion back and forth and um but I I believe that that we already required to notify employees generally if there is uh surveillance in the workplace under our labor laws I'd have to check that but um I I think you bring up some some good points and so unless uh unless anyone feels otherwise uh you know either we can we can either just table it until the next meeting we get that clarification which I don't think it'll kill us to do that um so I'm going to with draw my motion and just move to table it unless people just want to move it
