actions taken by the boarding closed session we do have an action taken by unanimous vote the board discussed and took action in closed session on agenda items 2.4 to approve the presented agreement for oah case number 2025 0700039 public hearing 4.1 the public hearing for the cors city Federation of teachers ccft aft local 1342 AFL CIO initial collective bargaining proposal to the co Unified School District for the 2025 2026 school year is now open uh 602 p.m. um I'm going to assume that we're have none I I don't have the zoom up in but I'm assuming we have none on line as well um I'm sorry I actually had another paragraph to write please forgive me the initial the initial collective bargaining proposal from the coffee operation of teacher 25226 school year has been presented to the core City Unified School District copy of the initial bargaining proposal from ccft to CCSD is attached comments during this public hearing should be limited to the CC 15 2025 2026 bargaining proposal members of the audience who wish to comment on other issues including the bargaining process are passed bargaining proposals should wait until public recognition it is our goal to hear from all of you who wish to be heard we now invite members of the audience to address the board of education on the ccft bargaining proposal to CCSD for the 2025 2026 school year still done um the board of education has heard your comments and concerns and we thank you very much for your input the public hearing is now closed at 6:04 p.m. adoption of the agenda I know we have something yeah yes sir good evening board president members of the board uh for this evening we are asking to remove item 9.3 uh first reading of revised uh board policy and administrative regulations 0440 District technology taken by Carlson discussion colleagues seeing none all those in favor say I I I 5 I 6 point Sorry 4 eyes unanimous 611 Proclamation and recognition of Filipino American History Month I don't think we need to take a motion on thinking I don't think so Proclamation declares October 25th American history but he celebrates the many and Bible contributions of Filipino Americans and encourage the community to do the same I know we typically read out the proclamations I don't think we have anyone here to accept the proclamation but we can read it um still colleagues will start from Member cost center and move down let's do 3 Lines each please um whereas since its establishment the Culver City Unified School District has been home to vibrant communities of diverse people hailing from all over the world with dist cultural heritages including students staff and families who are filipino-american and speak multiple languages and whereas the earliest documented evidence of Filipinos in the continental United States occurred on October 18th 1587 when the Spanish Galleon know Senora de esparanza arrived on Chumash land in what is now more obey California and whereas the 1935 repatriation act sought to remove Filipino Nationals from the US revealing deep anti-asian and xenophobic sentiments and whereas Larry itliong a farm labor leader and organizer LED Filipino Farm Workers in California to strike in 1965 known as the Delano grape strike and more than 2,000 Filipino Farm Workers members of the Agricultural workers organizing committee demanded the right to form a union and leader the national Farm Workers Association joined the Filipinos and merged to form the United Farm Workers labor union and whereas funds established Filipino American History Month in 1992 to commemorate the anniversary of the presence of the first Filipinos in the US to observe its Heritage but also recognize the social intellectual and economic contributions of Filipinos and Filipino Americans in this country and in 2025 fans incorporates the theme from quotas to communities Filipino American migration and movement commemorating the 90th anniversary of the 1935 Filipino repatriation act on the 60th anniversary of the 1965 Immigration and Naturalization Act and whereas the California Department of Education First recognized October as Filipino American History Month in 2006 and the US Congress first recognized it in 2009 and where okay whereas in 2015 California Assembly Bill 7 authorized the uh by then assembly member Rob Banta requires the governor to annually Proclaim October 25th as Larry elong day designed a designated the date of his birth each year is having special significance in public education and whereas Culver City High School Filipino Americans arts and culture Club is recognized for creating a brave space for students to learn about Filipino and Filipino American culture in history and whereas the Culver City Board of Education recognizes the need to reflect on the injustices of the past and present acknowledging that immigrant struggles persist and recommit to values of inclusion equity and Community empowerment and another for we now therefore we the course of the Board of Education hereby Proclaim October 2025 as Filipino American History Month and encourage all community members to reflect upon honor and celebrate the enduring distributions and ongoing journey of Filipino Americans past present and future you point to Rising Star I have a reading I should have said this earlier sorry but um I just wanted to recognize that after our Rising Star Wars um we will be having a preview from of course High School theater students students are going to be performing a short scene from their upcoming fall play at midnight Summer Star Award is designed to recognize students who demonstrate characteristics and behaviors from their schools positive behavior and interventions and supports PBIS model each school's PBIS model reinforces the positive School climate through adherent adherence to safety guidelines positive behavior and social emotional development examples from Culver City Unified School District PBIS Model includes but not limited to demonstrating respect valuing diversity and inclusion displaying effort determination and perseverance striving to do their best collaborating with peers and therefore City High was blurred vision theater program um I played puck in A Midsummer Night's Dream and I wanted to personally invite all of you to our show on behalf of the entire cast and crew we've been working really hard on our Shakespeare and we're so excited to have the opportunity to perform at the Kirk Douglas theater again in the heart of downtown Culver City with the incredible mentorship of our friends at Center theater group um we will be performing November 13th or 16th and don't hesitate to get your tickets because we're going to stop out okay it's going to be such a fun show so leave this girl Thou shalt fly and he shall seek thy love thank you so much for that presentation uh 6.4 counseling team presentation good evening president dezodor members of the board members of cabinet I'm Dr Kim and delicado director for school and Family Services um I thank you for having us here tonight dear during the 2425 school year um I presented on the culture of care and tonight I'm very happy to be here and highlight our uh our counseling team so if I can start by just having the entire Team stand up really quickly and presenting on their behalf tonight we have Miss lazat Miss lassi Miss Simmons uh Miss bannermen and Miss Alvarez I got all 5 of you um representing elementary middle high school as well as our school based Mental Health Counselors um our our counseling program does consists of both school counselors as well as our Mental Health Counselors and with that I'm going to turn it over to our counselors good evening depending on when and where you went to school your understanding of School counseling may vary but school counselors are credentialed Educators who support academic social emotional and career development for all students by delivering a comprehensive counseling program over the last few decades the role of the school counselor has broadened but also become much more strategic we use data to identify needs implement targeted supports and help students to manage their emotions set their goals and plan for their Futures we advocate for equity and ensure that every student has access to the resources and opportunities that they deserve here in Culver City our counseling team has worked for years to become a comprehensive program across all levels TK to 12 as a school-based mental health counselor we consist of 6 licensed Mental Health Counselors at service ccusd to have a state license our team has a master's degree in a mental health related field we performed 3,000 hours of supervised hours 2 years of postmaster supervision by a licensed supervisor and 36 hours of continuing education every 2 years to maintain our licenses and skills we provide intensive therapy and wraparound services to students who are most in need and their mental health requires a higher level that can't be met General Social education provided by the school counselors with our specialized background our support we support the most vulnerable students through a different lens to cover the social emotional domain to support our students the school-based me Health Counselors can receive referrals from school admin school counselors and representation of the student and school and Family Support Services however the majority of our referrals come from the school counselors identified students who are most in need are referred after the Tier 1 and 2 tier interventions have been exhausted and the students are still in need of additional support Miss lemons will then talk about our tiered services so school counselors and Mental Health Counselors work collaboratively for all students in CCSD in the multi-tiered systems of Support also known as mtss in Tier 1 as you can see in the pyramid services are for all students to have access to we then use data to identify students in need of additional supports and this allows students to move fluidly through the additional tiers as needs arise we work in Partnership to create articulation between elementary middle and high school so students have continuity of services as they transition through our schools our TK through 12 program relies heavily on the collaboration between counselors at all 3 levels so we can holistically and systematically address areas of student need through the articulation process we will now go into the breakdown of each of the 3 tiers and what we do at all levels within them we're going to start with Tier 1 where we the school counselors Provide support and services to all students within the 3 domains the academic the College and Career and the social emotional we have included a comprehensive list of all the supports that the counselors at the elementary middle and high school levels provide um if you want to see that there's a link that a hyperlink that you can select their well counselors work in all 3 domains for this presentation we want to focus on the social and emotional piece of our programming Tier 1 means that all students have access just for being at school in elementary we present classroom lessons once a month to create foundational aspects of mental health including learning strategies to manage emotions for example for the younger ones when we're teaching a developmentally appropriate skill of how to take deep breaths we might ask them to please hold their cup of hot cocoa and then sniff the hot cocoa and then blow on it because it's hot this memory jogger helps them to remember to breathe in through their nose and then out through their mouths as they get older we might turn towards something more like box breathing where we're following the boxer around as we're taking breaths so really focusing on those classroom lessons teaching skills that students can use as they Advanced up through the grade levels to help them to regulate their emotions over the last several years middle school has noticed a significant increase in the skills students start sixth grade with and that is all thanks to the work of our elementary counselors students are coming to middle school with intact healthy healthy coping strategies like the box breathing and skills to appropriately participate in restorative circles and Community Building circles this allows us as middle school counselors to continue to strengthen those fundamental skills through our Tier 1 lesson so as you can see up here we are doing social emotional Tier 1 lessons that focus on student mental health Stress Management and conflict resolution in addition to starting the suicide prevention work in alignment with State leg legislation and CCSD board policy all students 7 through 12th grade inclusive receive annual Suicide Prevention instruction where we teach students the acronym act a standing for acknowledge warning sign and yourself or others C is showing care and using empathy and T for tell a trusted adult the high school counselors provide Tier 1 support with the social emotional domain within the social emotional domain through various activities and presentations where the most important 1 Builds on what the Middle School uh lessons are on suicide prevention as you may know suicide is the number 2 leading cause of death for 10 to 24 year in California so we know just how vital these presentations and education is so the lives of our students for example we had this year um when we did our presentations for our ninth and 12th grade students we had students come up and refer friends um where because of our presentations they're seeing just how what those signs look like and our educated on what uh to look for within their friends refer someone um those students were able to get the support that they needed and we partnered with the families to provide that um those students are now back in our school and safe and thriving as counselors we collect all different types of data to help to inform our practice tonight we're going to provide a snapshot of some different types of data at each level and at each tier at the elementary level for example every student receives a classroom counselor lesson once a month that means during the 242 5 school year 10092 classroom lessons were delivered at the elementary sites every single student sees their school counselor at least once a month through in the classroom lessons which is a very special thing on this slide we are showing our process and our perception data these are 2 types of data that school counselors look at that are National Organization recommends we look at tonight I'd like to highlight our process data the counseling team has been the driving force for implementation of restorative practices at CCMS we sought out the training to become trainer of trainers and move our professional development in-house for our staff last year we were able to train 18 staff members in the fundamentals of restorative practices and this year we will be training in additional 32 members we have also intentionally embedded our community building circles into our Tier 1 social emotional lessons and we facilitated 46 Community Building lessons last year School counseling team collects data for all 3 domains and counseling but for tonight we're focusing on social emotional as we can support our students in academic and College and Career planning without seeing our teens through a holistic approach for example it's hard to focus on school like geometry when we're or plan for a future when we're struggling with our mental health for this semester Suicide Prevention uh presentations within the 9th and 12th classes it resulted in 34 check-ins with students who recognize the warning signs in themselves or a friend and receive support from a counselor we plan to reach the 10th and 11th graders in the spring semester we're transitioning to tier 2 which if I can bring your attention back to what that pyramid looked like it's whereabout 25 % of students are going to receive additional intervention support and the area of social emotional academic support or College and Career Readiness we're highlighting just 1 fraction of the tier 2 services that we're able to provide and we really encourage you to click on the link provided within the presentation to truly capture the breadth and depth of the services in all 3 domains at all 3 levels students are identified for tier 2 supports through teachers parents screeners need assessments attendance data grid data ssts Etc so we're looking everywhere we can for the right data to make sure that we are seeking and serving the students Elementary counselors identify students who need more practice in soft skills via teachers parents admin Administration small groups at the elementary level helped to build the soft skills create community and build self-advocacy the groups are created based on need and some highlighted groups that we've offered in the past include dealing with anxiety how to have a growth mindset how to show yourself self-compassion and how to be a new student at 1 of our schools like Elementary and high school middle school addresses student needs through small group counseling um this year we did a family needs assessment at our registration where we were able to collect input from both families and students on various needs also looking at attendance data and achievement data we were able to identify by areas of need that we could Target through small group intervention we currently have groups going for anxiety grief newly enrolled students academic skills and attendance at the high school we have several groups on groups on campus for specific populations such as those identifying AS lgbtq Plus dealing with grief or those impacted by incarceration or deportation as counselors we create a safe space for students to have support in small group in a small group setting through discussion and mindful activities for example uh at as you probably know we experienced a lot of loss this last year at the high school um through staff and even a student so we have a grief group that we offer for our students where they can process what they've experienced build coping strategies and find Community within their peers continuing to highlight data across the levels between the 5 Elementary sites during the 2425 school year there were an incredible 852 small group sessions and 265 counselor LED Community circles new this year at the middle Middle School we actually have a dedicated classroom space where we are able to provide small group counseling services that we're very excited about so come check it out next time you're on our campus um as we mentioned we have our tier 2 groups being facil facilitated and so far this semester we have 59 students who have benefited from these groups and we are currently doing intakes for our second semester groups based on our referrals and needs assess ments just this year at the high school our team has identified the need for informed 7 counseling groups where 125 students have received services and support okay we will now move on to tier 3 again there's a link attached there if you would like to know more information about what's tier 3 looks like across the elementary middle and high school level on the screen are some of the unfortunate experiences that some of our our students are dealing with every day while attending school most of these situations are heavy loads to carry even for adults fortunately children are resilient and can be given the tools that allow them to process their trauma learn appropriate coping skills and continue to grow and thrive our school-based Mental Health Counselors are available to our students on campus during school hours which eliminates the financial burden that is often a barrier preventing families from enrolling their students in much-needed ongoing therapy for a number of reasons Community Resources have long wait list which also interferes with students ability to access therapeutic help we are saving our families both time and money by conducting services on campus I'd like to share a brief story with you about 1 of our families in our district I asked both the student and their parent for consent and sharing the story with you tonight and they both graciously agreed to share their story of perseverance this is a student whose family's lifestyle changed drastically after her 3 older siblings were involved in a horrible car accident while she was in first grade the accident led to the eventual death of 1 of her siblings and left her other 2 siblings permanently physically disabled because of her older sister siblings limited physical capacities the family had to move from their home and they also transferred elementary schools this is a student who needed intensive long-term therapy to address the layered experiences she has lived through in the last 4 years this is a who would not qualify for an IEP or a 504 accommodation however in addition to intensive therapy she could benefit from a social skill Building Group facilitated by 1 of our counselors to effectively support her level of need currently she is a resilient fifth grade student who reports being happy healthy and adjusting to her new life to quote her she says I am more comfortable with my life thanks to therapy and my family I reminded her that she should also thank herself for all of the work that she has done she has been in therapy for 4 and a half years and really wants me to tell you all that she wants to work at a cat cafe when she gets older so look for that in 2033 students who have endured significant challenges in their early years deserve our greatest report it is a privilege to help them begin processing and healing from those experiences during childhood setting a foundation for emotional well-being that many children unfortunately do not receive as articulated more clearly in the hyperlink presentation counseling goes beyond providing intensive therapy to our most vulnerable students counselors are an important part in helping strengthen School culture and Community within Culver City we facilitate our black Excellence groups at laiona our Spanish speaking Affinity groups parent education workshops as well as as well as excuse me restorative practice training Dropout prevention and supporting our lgbtq plus students across all Sites Clover closet provides ccusd student students and families with access to free clothing shoes toiletries school supplies and other basic needs families are also supported by way of gift cards to grocery stores for our unhoused populations all of these supports and services help strengthen our student and meet the specific Vision goals outlined by the district with regards to diversity equity and inclusion thank you for your time um thank you to our school counselors and our school-based Mental Health counselors for all you do for showing up tonight for showing up for your kids each and every day and we want to open it up to questions from the board and colleagues do we have any questions I don't really have any I just wanted to thank you all and I see that we just got a copy of the presentation which is what I was going to ask for so looking forward to uh reading over some of the documents linked in there thanks your colleagues just Echo the statement yeah just really appreciate all this I mean it's 1 of the things I I do work with schools around or districts around the state and things and and 1 of the things we run into often is the mtss system is not fully defined it's not fleshed out at all levels you know and so it ends up the only tool that sometimes Educators have is discipline which isn't going help anybody um and so just and I know this is taking a lot of years and a lot of different folks and you all have been involved your administrators involved District folks who've been involved in doing this but uh I really appreciate that that we have these services at all levels for students so thank you thank you thank you as well um I do want to set up a time to come visit the uh small me uh I'm Leo Marcos I'm a president of APA music and I'm also 1 of the drum majors of the marketing band and I'm just here to kind of give you a preview and then a review of some of the coming up in past APA music program events so tomorrow we actually we have our fall concert and Carnival so uh we have the carnival starting at 5:45 and we'd like to invite all middle school and elementary students to come in costume play games have fun and then hopefully stick around for the concert which starts at 7:00 uh the cchs concert will perform as well as the AVP Orchestra avpa Jazz Ensemble avpa Jazz Combos and vocal ensemble and then recently the concert marching band and then the uh gig combo We performed at the artwalk and roll so that was a great great time and then later that day the band performed at the fargate Fall Festival which we also really enjoyed um coming up the band and then the Jazz combo will be performing at the uh state of the city so that's next week um look out for that and then I'd also just like to kind of Shout Out 3 of our centers who are going to be marching in the Rose Parade which is super exciting so we have Jasper Garner and Octavio VA who qualified for the Tournament of Roses honor band this is a big honor it's all over the city of La huge audition process and it's the first time we've had students from the high school get in so that's a big deal and then our very own Dr Spano is also going to be marching in the band directors marching band so if you're watching that on TV keep an eye out for them um yeah that's it make sure to come tomorrow to our fall concert starts at 7:00 carnival at 5:45 and just look at all the great work that over 80 students have poured into their music thank you thank you um and then the second in person comment is Lynn case good evening members of the school board my name is Lynn case and I live on the 4200 block of Keystone Avenue my husband and I fell in love with this neighborhood and had been living on this block for the last 11 years I'm the mother of a student at Culver City High School and a fifth grader at Farragut every day I see firsthand what this community means to our children and how much we rely on safe routes to and from school I'm here to talk about the proposed 6 story apartment and medical complex at 4340 Overland Avenue this stretch of Overland between Culver and Jefferson isn't just another city block it's the main thoroughfare for 4 schools the early childhood development and OCD offices elementary middle and high school as well as the library very Teen Center Senior Center in pool every morning and afternoon hundreds of kids walk bike and carpool through this corridor some are holding hands with parents some are rushing to make the bell and all are navigating already tight congested streets I've seen kids on scooters nearly clipped by cars turning too fast I've seen parents pull their children back at the last second myself included I know our heroic crossing guards are out there each day doing their best to keep us safe and even 1 of them suffered an injury last month after getting hit by a car the thought of adding dozens of cars a day residents delivery drivers medical patients all entering and exiting through the narrow alley behind our homes is deeply troubling that Ali has no traffic signals no crossing guard and almost no visibility where it meets Farragut and Braddock it's already unsafe adding more cars and construction vehicles to that space would create a daily Hazard for our students we are not opposing the development we're asking for reasonable development 1 that takes into account where it's being built and who it will impact our concerns are not hypothetical the 4,300 building has already been sold and 4311 Overland is up for sale before anything moves forward the city must require a comprehensive independent traffic and safety study that measures real school our conditions not just a single day snapshot this decision isn't just about 1 building it sets a dangerous precedent for what could happen all along this Corridor right in the middle of our children's daily routes if we allow a 6 story high density project here what comes next how do we ensure student safety in future developments if we don't draw the line now we all want a Culver City that grows responsibly a city that adds housing while preserving the safety and livability that make families want to stay here please stand with us in assisting that before any project is approved on Overland Avenue student safety must come first thank you for your time and for your ongoing commitment to protecting our children and our community thank you okay and then the 1 uh comment online that was in before the comments closed is Joanna shein men I there you're able to hear me yes all right super um thanks for the opportunity to comment tonight I I want to add my congratulations to the Merit Scholars semi-finalists and also encourage folks to check check out the great APA uh options of the Halloween concert um and the the play looks very interesting as well I wanted to talk about another school related issue which is the recent questionnaire that has gone out it's um abled sequencing but it's really about possibly bringing back the opportunity for honors English at our high school I want to sincerely thank the leadership of our district uh for providing the opportunity for parents to provide input I'm restoring opportunities for advanced classes in the humanities in our high school however I want to also question the decision to only offer at least at this time to parents of 8th and ninth graders it's as if prop 50 vote was only offered to 2 counties without within the whole state of California I sincerely hope that 1 day our diverse student population will have opportunity uh for advanced opportunities in English within the school day rather than having to rely on outside or parent funded researcher resources so 1 of my first questions is if the survey questions are looking for input on the experience with College Prep English this may be a difficult question for a ninth grader to answer who's only been in school for 2 months I would encourage that the questionnaire be opened up to 10th 11th and 12th graders and families who will have more perspective on the current situation we heard from students at the April 2025 school board meeting that they felt the class was not meeting their needs um I'd like to ask for all of our students voices to be heard on this topic secondly if we're talking about desire for advanced options in ninth and tenth grade we should expand the questionnaire to 6 and seventh grade families or even younger kids families will also be impacted by Future opportunities or lack of opportunities for advanced classes in the uh Humanities at our school surely their voices and opinion should also count in this discussion and lastly it was 3 years ago over 3 years ago when the decision was unilaterally announced at the school board without any opportunity for Community input since then we've really been struggling with lack of transparency and communication so I would appreciate if there could be a communication regarding the results of the questionnaire including the level of participation um in an attempt to build back trust um in our leadership on these important decisions that affect our students it means a lot um as a community member and a parent to see that for the first time in over 3 years uh that at least some degree of family and parent input is being solicited I think that's wonderful um again perhaps it could be expanded um thinking about college applications um the information regarding advanced classes needs to be entered into the Common App so this is really a key part of demonstrating rigor when students are applying to college thanks very much for the opportunity to speak thank you um that's it for items on the agenda now move on oh I see the employee groups 1.3 um both their representatives are online will start with Miss Hammy first I don't have my zoom so I don't even know she's on she has cool we'll start with tell me please president is adore I'm here hi greetings to the board and to the administration this president at the meeting tonight there are a couple of things that I would like to touch on first I'd like to congratulate the rising star recipients I think that they and their parents deserve a big round of applause for a job well done the other thing I'd like to do is try to get clarity on our budget crisis we've been in several meetings where it has had mentioned that we're going to be doing a lot more cutting of of staff I assume and services I asked a question in a recent meeting about how long it was expected that our budget crisis would go on and we didn't get a a clear answer on that uh Mr sanjie had said that she thought that we'd have to cut our spending by 4.4 million dollars for the next few years and I'm trying to figure out how we are going to manage to do that because quite honestly I'm not sure what's left to cut so I'm trying to get again Clarity on that it's also confusing to me and my members that the board is actually considering looking at the Brookwood I guess proposal again considering that we are in such poor Council shave how can we consider looking at the building of low-cost housing again that would be a financial burden on the district that we are not in shape to put that burden on us at this point so I'm trying to figure out why the board would be considering that I'd also like to give a shout out to the school counselors and Mental Health Counselors I was very impressed by their presentation and I guess that I didn't even realize the large scope of what it is that they do each day but I would like to suggest to the district that if we're looking at cuts that is something that should remain touched if anything we should be expanding that program so that we can reach out and serve many more students and their families and then the last thing that I wanted to bring up because there's been some discussion in the district about some changes to health benefits and I know that the board had approved no longer paying for single coverage for our Max employees and there was a lady that was very passionate at the last meeting about that I you know we're not trying to take away any kind of a quote perk from anybody but because of our financial situation we have to make equal cuts they have to be Equitable and if the rest of the District employees have to suffer cuts on their end for benefits that it's only fair that Max employees are also included in that this lady had made a comment about which I thought was pretty hurtful a comment about Max having this perk for such a long period of time and that Max employees figure out what their budgets are going to be or years in advance well my members don't have the luxury of doing that half my members don't get benefits at all because they're working 3. 9 9 any kind of increase that we have to face when order a group that lives paycheck to paycheck is going to be hurtful to us we don't have the luxury of making so much money that we can afford to plan our finances months or years in advance we have to figure out what we're going to pay every time we get a paycheck and see what the amount is on that check so I just wanted to bring that to the attention of the board and want to thank you very much for your time thank you Miss Emmy uh Mr long please hi good evening you guys can hear me okay great okay um so good evening I only have 1 subject to discuss tonight and that also involves health benefits uh for District employees I just want to take a second to concur with Debbie about the importance of our counselors and the impressive um presentation our counselors gave tonight although most of the health plans offer to our employees through a skip for 2026 is at a lower rate than if we stayed with Calpers there is still an increased cost on many of the 2026 plans compared to the way they were priced in 2025 under Calpers this is why it's crucial that we continued the negotiated caps from 2025 and while also increasing the caps for 2026 so far we've been able to complete 50% of that task without an increase to the 2026 Capps here's how much more our staff will pay which will equate to a cut on January 1st so our members in both classified and certificated and management um employees Blue Shield access Plus members will see a monthly increase of 147 dollars for single plans 2 194 dollars a month for employee plus 1 plans and 383 dollars for a month for family plans this would equate to a yearly pay cut of 1470 for a Single Payer 294 40 for an employee plus 1 and 3,830 for a family this would be pay cuts that are employees would be seeing January 1st blue cost Trio which is our narrow HMO which many of our employees who were on the lowest cost of Calpers plans will have to go to we'll see an increase of fifty dollars per single 254 dollars for employee plus 1 and 330 for family plans again and multiply that by 10 months and that's the yearly pay cut our goal PPO plan we'll see an increase of 74 dollars 148194 again based on single employee plus 1 and family so what we need is an increase to our caps to help offset some of this cost we call on the board of education to authorize ccusd Administration to come up with a fair amount that the budget can take to help our employees out an offer of zero dollars towards the cap this year will cause a major pay cut for many of our employees come January 1st that I outlined earlier while on the subject of Health Care in the last meeting a representative from the Management Group stated a desire to keep a very unfair and inequitable system in which management employees retain fully paid benefits for single payers we applaud ccusd in the board for creating Equitable system in our district in 2003 District caps covered all employees health care all full-time employees health cares after that year the benefit of getting full coverage was lost due to budget constraints but somehow single management employees retain that benefit and I want to point out only single management employees not their employee plus 1 and not their family employees this was unknown to ccft and Ace to our membership anytime ccft and Ace negotiated salary and benefits increase the management group was also included and I will point out that they were taking the increase in benefits cap on paper even though single employees did not have a cap on their benefits in 2019 at the Labor Management partnership District administration told Debbie and I and our president Dave Mily at the time that they were going to start to end this practice but they let the practice continued on I do want to go on the record to say it was very disheartening to hear someone argue to maintain an unfair and inequitable benefits while none of our other staff get that benefit how can we State Equity when we are already asking our lowest paid classified employees some who make less than $20 an hour to pay for part of their benefits especially with the increases I just mentioned earlier while someone else at a higher rate of pay gets it for free once again we applaud the district and the board for un for ending an unfair practice that cost ccusd over a hundred thousand dollars last year and time of budget crisis as we laid off employees and ask others to do more if anything the hundred thousand dollars in savings for this year should be put toward the cap to help lower the uh health care cost of everyone's coverage that's seeing an increase collectively this will help all our employees not just 1 class of the Management Group thank you thank you I think that's a procedure to employ group 7.4 superintendent's report please yes good evening board president Isadora members of the board it's an honor to be here with everybody today so as of our superintendent's uh report we do have a few uh updates I can get the presentation up second slide please thank you just want to highlight that uh this month it was an honor to uh participate with the Westside Food Bank Farragut they were there set up on October 16th and we're passing out uh various resources for our most at need family please and I know they're doing another distribution coming up and so hopefully once we have the date shared and and the information will be sharing that out I also want to highlight I was able to participate in the Art Walk and Roll on Saturday October 18th and it was great to observe all of the art exhibits as well of our as well as our amazing band with Dr Spano and his team and the jazz band and we had an enrollment booth there that's the way I call it our ccusd was there I want to thank Heather Moses for Staffing that booth and speaking with a lot of families and uh our students also from the high school they actually had an exhibit right behind the ccusd booth where they were actually uh show join young children as to how to make a mask so they had a a mask there and kids were able to make uh their own masks actually had my daughter join me that day and she was right there making a mask and I was able to see all the great uh happenings that district has there I also want to highlight uh fargate Fall Festival I was able to attend that meeting right after and was able to see our again our amazing band was there and they were showcasing uh their skills their providing some music there for for all of the people that came out it was very well attended as well and I know I wasn't able to attend uh the uh El Marino Fall Festival but I know there was a lot happening there as well and I also want to highlight our senior night which occurred the last Friday and it was very special because I had I hadn't seen this done in many places where not only were the football seniors honored but also the cheer uh seniors as well as the band and they were able to honor them and actually take pictures with with the band uh instructor as as well as the cheer coach and it was just a really great event as part of the football game to honor all of our seniors and wish them uh well next slide please just for some updates we do want to let our board and public know that we did participate in the great ShakeOut on October 16th and district office is or district office participated and it really gave us an opportunity to see what are the protocols that we need to improve what are the systems that we need to have in place and so through that process we were able to identify a few things that need some tweaking so we were able to follow up on that and so you just want to thank our administrators and employees for their participation and follow through with this important event and also moving on with our cell phone policy committee we just want to let the public know we did receive 75 applications and so just from the parents alone so it's going to be a very difficult task for us and and cabinet to kind of sure that we have a representative sample of our community so we're going to be looking at those applications to ensure that we have representation from uh all of our schools as well and so we do want to thank the parents that submitted an application knowing that we won't be able to select everybody but just want to thank them for their advocacy and will ensure that the information that the committee is receiving I'm putting together we'll share it out with the community as well the next item the English course sequence process and online I shared this last time this is just the update so nothing has changed with the timeline so we just want to make sure we are informing that the process is there and just the last thing here the superintendent student advisory committee I'm getting ready to find by that I meet with our students we did receive ample uh applications to constitute a committee with our high school students but we still need middle school students so we're going to extend the uh application deadline for our middle school students by another week and hopefully we'll be able to get a lot more students so uh that'll be something that uh we'll be sharing the information for the students at start with the Middle School I think you're sitting in for hi yeah please yeah Lolo's over there right now but switching off so these are the uh these are the updates we have for CCMS the past 2 weeks and this week this past Friday on October 24th ASB and web teamed up to host our Halloween event every year the Haunted Hallway and the Monster Mash uh the theme was the Llorona very spooky this year and it was a great success with 30 72 tickets sold this Friday ASB will be hosting lunchtime activities on Halloween that includes special morning greetings at the front of the school with treats for students from 7:30 to 8:10 there will be music at lunch a spooky photo booth and a costume contest with categories like scariest funniest best DIY cutest and best duo in honor of disabilities Awareness Month ASB created a short video about ASMR and its benefits for individuals with disabilities the video was shown during last week Panther Press Room which is viewed by all CCMS students today students had the chance to learn about American Sign Language and to answer riddles using it uh and in addition PTSA and ASB are hosting an informative fun pause session which is our Panther achievement workshops this week on Thursday October 31st uh we're 50 students can sign up to meet service dogs from guide dogs of America and their amazing trainers thank you very much thank you hi okay earlier last week I sent out a survey to students across campus to understand the specific issues students at cchs would like to see improved 2 2 Stout out the lack of bathroom cleanliness in the the sub nicotine and tobacco products present on the Clover City High School canvas 1 concerned student writes the current state of the girls bathroom is horrendous there are often only 1 to 2 functional stalls besides that the bathrooms are always dirty another student writes often times those Vapes have strong smells that make it disgusting I have seen others in line to the restroom cover their noses and people vaping tend to crowd up and take up a lot of the space to address this first issue the principal has begun the process of getting a part-time job monitor to clean up the bathrooms from 10:30 a.m. to 2:00 p.m. the adult presence also mitigating the amount of students smoking in the bathroom furthering the connection between students and their school environment and giving them the tools to act upon the concerns they feel toward the classmates of upon their use of tobacco and nicotine products we are looking to introduce the Central Crew initiative a group of dedicated passionate students who would be involved in the 2-Step training program a program that will support the students uh involved in difficulty in tobacco and marijuana use to identifying and understanding the triggers students experience to turn to such uses we are still in search for a student for a teacher to advise this project along the lines of improving the school environment we are looking to introduce a club Grant initiative to the students of cchs Campus clubs at our school are run by students who care for their well-being of their peers clubs such as the no student Left Behind club or the stocks and investment Club are places where students go for help tutoring financial literacy among so many other things students are already doing so much besides their job of being a student and it is our job to strengthen their platforms and help as many students as possible we are still in search of a source for this funds towards the towards the grants project to be between 70 to 90 dollars but would be required to submit an application and a thorough explanation of how the funds would be administered this would strengthen the partnership between the clubs and their teacher advisors and oftentimes when students feel better taking care of by their schools they are better willing to take care of it themselves that be in the bathrooms or the campus students care about their school when they know that it cares for them back thank you hello um just some updates for what's happening this past week we had our wheelchair basketball game which had the goal of raising awareness for disability awareness month both students and the Hot Wheels team competed in games of basketball whereas students have their teachers sign up for the game we're able to come to the gym and watch teams play yesterday we had our blood drive hosted by UCLA where students teachers and adults were given the chance to donate a pint of blood to be used at the UCLA hospitals with each pint of blood able to save 3 lives ASP was able to help UCLA collect a total of 69 pints on Friday we have our costume contents during lunch which is Halloween ASP will be running a costume contest students are invited to walk down the runway to be judged by 4 categories scariest funniest most creative and best group the winners are given a prize of up to 30 $30 while the group category gets a group treat this Friday we will also be having a door decorating contest where every Home Room their second period has a chance to create their doors their theme decoration should be related to Halloween and the winners of each different categories will be rewarded a donut party in their second period which is funded by ASB tomorrow I plan to have the house of rash meeting with the help of Dr Thomas and Dr V we were able to increase teacher signups during this meeting we will take pictures of students to be hung in each classroom to help students figure out who to go to when problems arise this will in this mean we'll teach all Representatives what their job is and how they should fulfill it and after the meeting we assign them a job of collecting the opinions of their students with and with an in-class announcement which they can bring to our next meeting with this I hope to voice the concerns and solutions of the student body to the school board thank you thank you so much unmuted hopefully you can hear me I want to start with a shout out to DRS Williams and Dr Gooden for working the issue of securing our Middle School front gate during uh zero period for those students to enter this was a major security vulnerability and they took it very serious seriously I know they're still working the issue but thank you so much for jumping on that I want to recognize that that um greatly appreciated by all the parents uh I'm actually uh commenting on uh agenda item 9.4 which is the first read of BP 450 regarding the cssp uh as you know the School site councils uh at each School are the ones that are responsible for developing the safety plans uh you've got a sentence that uh has just been inserted into the VP which is great uh right in the middle there it says as necessary the superintendent or designee shall provide cssp training to all School staff I'd like to request that uh it also be added there and School site councils uh having read pardon me having LED uh various site ssc's uh within the district for The Last 5 Years believe me the new members as they join need uh sufficient training on this um so I would appreciate uh consideration of adding that to the line where it's not just School staff it's trained but it's also School site councils uh with that in mind just to give you an idea of the type thing we're talking about uh just very recent additions that have to be added to the upcoming cssp uh most of them are covered in Ed code 32282 as well as other areas include such things as we now have to um it's mandatory that we report to parents and Guardians as well as teachers and admin whenever the school has confirmed the presence of immigration and enforcement officers on campus that hasn't been in there before but we've got to add that other things such as requiring shelters for fire evacuations Advanced Evac require additional Advanced Evac requirements as well as uh making sure we're on top of cardiac arrest situations these are just 3 examples of a number of new ones that have to be added anyway um that is it the last comment is I want to say it's good to see board member Laredo back which is indicative of uh the fact that you're recovering so glad to see that and thank you to all okay thank you and then the second and last comment will be Melissa Sanders hi I really just want to talk about the enrollment report and that that is not enough information for the public to understand what's going on in Culver City School District uh what we really need to look at uh for all everyone is how many many kids are actually permitted in to Culver City School District we need to know how many kids request to be permitted out of Culver City School District and we need to be able to look at the overall trend um it is concerning that I know based on past numbers we're looking at already being over 20% of our student body as legally permitted in um that based on past information we also know that an additional at least 10% or more of the students that are in our student body are not real residents I am bringing this up because we have have a requirement if you take the money from the city to put a measure on to raise money which I get but to continue to ask the residents and owners and people who live and work and everything here to continue to pay for almost half of our current student body that do not actually live here is getting a little exhausting um I have repeatedly requested an audit to be done I have uh repeatedly explained why that is important to be done and we are facing a fiscal crisis adding more heads is not the answer right sizing the district is the answer last I calculated we have over 1 Elementary School full of permitted kids which means we could thoughtfully use the bond money close and Elementary School disperse those kids to the other 4 rebuild an entire campus and actually benefit the entire city and the kids we want to encourage to stay here who are residents being short-sighted about what this District needs is only going to further create problems so having 6556 kids on this monthly report tells us very little it's time to dig into the numbers and figure out what the district really needs in order to move forward in a positive way that's going to be fiscally responsible that's going to look towards us in a decade when we're going to have more residents who hopefully will actually want to send their kids here and how we encourage that that's what I'm asking of this board and of the district leadership do the right thing do what's legally required let's get this ship righted okay that's it for public comment thank you members of the board colleagues please okay um sorry not to keeping time and then also talking first so uh Happy Halloween week everybody it's uh in my opinion the best week of the year in Los Angeles uh my family and I started off on Sunday at the downtown business association's hip and historic Halloween event it was super well attended we saw several other District families there I'm really glad that our local businesses are so invested in our community and provide these kinds of opportunities for our district families to have a good time and connect with each other uh just some of the other things I've been up to in the community the weekend before last I had the pleasure of visiting the Art Walk and Roll Festival in the arts district did run it to Dr Jimenez there there were lots of people however uh it was really great to see the cchs Jazz Band perform and run into friends and pick up a few gifts um and I really appreciate that we had a booth there for the district as well I also had the opportunity to attend the Culver City United against hate small group conversation and bystander training last Tuesday board board member Guerrero was also there um was really interesting to hear directly from community members regarding how the public conversation around immigration enforcement activities in Los Angeles has affected them personally and also participate in some bystander training and learn how about how to effectively intervene when acquaintances and neighbors are getting harassed the organization that was hired to do this training right to be has some free online training if you want to check that out as well it's pretty um interesting stuff and just finally I visited the El Marino fall first of all which is a great time wonderful to see families and community members having fun and raising money for the PTA just want to give a shout out to event chairs Andrea Hawkins and Crystal nagasawa and all the volunteers for putting on a amazing event I had the honor of taking a shift in the dunk tank which was surprising really fun uh especially on my 7-year-old dunked me on his second throw I'm looking forward to this event next year and hopefully being able to get out to more site level events if your school has 1 please feel free to drop me in the rest of the board an invitation so we know about it and have the opportunity to attend and then just a few things is coming up in the near future if you're looking for a fun and free thing to do on Halloween night cchs grad Jack lante puts on a Halloween display at his home it's at 10814 Garland Drive that's public on a website so I'm not like doxxing him or anything um you can stop by there between 7:00 p.m. and 10 p.m. I'm planning on going with my family as well and of course just make sure that you vote in the special election that's happening right now if you hadn't had a chance to return your ballot yet do so as soon as you can I recommend dropping it off in a Dropbox such as the Culver City Julian Dixon Library to ensure that it will be timely received accounted that's it for me thank you I'd like to uh second that encouragement to vote uh however you do that whether it's in person at the polls or uh doing a Dropbox I've been doing a lot of uh phone banking this week encouraging folks to to vote so uh please it's very important uh I'd also like to to also just again shout out and appreciate board member Carlson for taking drawing the dunk tank straw I've done that a couple of times it is a surprising looking good time uh but thank you for doing that uh the the El Marino Fall Festival was fantastic um and again the thank the city and everyone who organized that that bystander training unfortunately I guess there are more and more of these things out there I've also done Peacekeeper training and a couple of those kind of things you know but that's kind of what the climate we're we're in these days calls for um and they're they're organized by different Community organizations again our city stepped up to do this and the um the equity committee um but uh it's it's it's valuable training and valuable perspectives for anyone because unfortunately it's 1 of those situations where you never know when you're going to find yourself in in a situation where you are a bystander or something is happening to you and you hope that the bystanders around you have some ability to intervene on your behalf so thank you for that hello I just recently joined the Wilds of Culver City outside my home and uh and I was fortunate enough to make some small um outings out um but before I talk about that I'd like to ask my colleagues if we can adjourn in memory of Robert Johnson who was a 30 plus 30 year uh teacher here up until the 80s um at cchs and uh more uh taught uh a push um AP US History uh for a very long time and he uh passed away just about a week and a half ago or so so um I think everybody's on the in agreement thank you very much um I was uh blessed to be able to uh uh to attend a dvali uh celebration Buy Culver City families um both the Culver City families who put on the develi uh um uh event and the Culver University kapwa who uh who had event on Sunday for Filipino American History Month at the Village well both of these entities are not school-based entities but they are led by um our families from CC USD and a lot of it is to Center our youth in their culture um and uh and to create connections between others who do celebrate that culture too so I am still so uh floored about the participation and liess that uh our community are super diverse community in Culver City participate with both on um on stage or you know in uh in service and also as a audience member um I I love how um we uh if somebody's just really good at Logistics we can really put on a good show and really connect with our in our history so I want to thank the um the Committees who brought that together and also for our community spaces the Venda and the village well have been important places to us outside of the schools and um I think that uh you continue to utilize these spaces are is very important to our uh our families and that is it for me thank you so much thanks colleagues I don't have anything comes to Adam and happy Halloween right information I'd um 9.2 enrollment report so the attached report enrollment information for a month to of 2526 the current school year shows our enrollment by grade level on the last day of the specific 4 week period which ended on October 3rd compared to the first month and now um we have uh lost 21 students from last the first month uh which ended on October 5th to October 3rd and on the preschool we've gained 33 students and then Adult School we have gained 111 students so that's the report um for the period starting from September 8th to October 3rd yeah thank you colleagues I don't really have any questions I just want to say it looks like um things are stabilizing in the district which is a really good sign um you know and thank you all to the work that you're doing to help make that happen thanks no other call he's great 9.3 first reading a revised board policy for district technology plan for president sorry that's the item we tabled for sorry I was yeah yeah yeah yeah I went poor first reading of basketball see oh zero I mean oh poor 5 zero yes this is a comprehensive safety plan uh board policy for first reading and basically it's um additional language that is being added to follow the csba model policy and specifically with the item there in the policy and bold uh where as necessary the superintendent or designation provides C CSP training to all School staff yeah thank you thanks discussion colleagues um I we had 1 public comment on this and I thought it was a pretty good suggestion question that safety training be provided to the safety plan training excuse me be provided to the school site councils as well um I notice that we do not have that in the language here I don't know if there is a reason why we don't have that um and if if possible even if we don't put it in the policy to give that training on kind of a discretionary basis anyway to the site councils I don't know what your preference would be on that but you know interested in hearing thoughts yes uh in my experience with School site councils and with uh big District groups that's usually something that is done on an ongoing basis to train the School site councils and the School site councils are responsible for safety and if there is not a safety team at the school then it's deferred to the school site Council so I know as part of our regular protocols that's something that I know I want to make sure that we are doing and so another place where we may want to put it to is in the are when we bring the are I think I would prefer putting in the are and to keep the model policy based on the cspa language if if that is something the board would consider thanks okay thank you um I I actually looked it up really quick uh during the the I was going to say passing period but during the end the The Break um yeah border policy 04 um 0420 looks like it's got School site Council gets the training for the I think I wrote it down right maybe I switched maybe it's 4020 but the the the board policy on School site Council does already mention that they get training on all of the things I don't think there's anything wrong with the cross listing it um in in a couple of places or in the are kind of cross listing it um but there is already something that says that they're supposed to get training on everything that they have purview over which includes the safety thing um likewise I think um Mr levenson mentioned the the new end code or the new laws about alerting families about ice and things like that in the community I'm sure that we will get get a update suggested by csba from that as soon as they've had a chance to kind of vet it and figure out exactly what it means um which means we'll probably get another revision of this policy fairly shortly and for those folks who don't know uh whenever new laws are passed csba takes a look at them their legal teams do it and they send us sample policies on a what is it monthly basis that is correct um of quarterly quarterly on a quarterly basis um we're just that we may want to update and you know when the laws change frequently we get more updates um but uh yeah I I wouldn't mind cross listing it though in the in the AP if that's something that we want to make sure that that our folks are getting thank you I just want to remind us that the board policies are usually to update so that we're in line with the law and if we end up being extra in terms of cross listing it sometimes in future updates it's not going to be able to capture that in um you know when something is set to be updated so I just want us to be mindful that it's in the school side Council 1 or the a different place for a reason because it's being influenced by the laws that are notated or footnoted or uh you know joined together in that particular policy and and I um you know we're just trying just because our our practices are different um you know and already cover it doesn't mean that it needs to be uh cross post cross-listed um and we may be creating more work for ourselves especially if it's covered somewhere else we can cover with that as well uh cool happy to be with an action items 1.1 and what president 9.4 I'm sorry that 9.4 we skipped it oh am I jumping all over the place yes good information we skipped 9.4 no we just discussed oh I'm sorry okay 9.5 oh yes that is correct so you're confusing me you know I'm still getting used to this whole numbering system and this diligent system but 9.5 with respect to artificial intelligence this is a brand new um board policy so you see everything there and and bold and this is just to ensure that the districts are following AI policies that are student center staff centered and also also ethical use and account ability and responsibility security and privacy equity and access professional development and Community engagement so those are the big uh key areas as well as continuous Improvement and I know Leo has done a lot of work in this area yes so we'll be also looking for them for Guidance with respect to its uh implementation uh with with respect to a district handbook and policies that basically support the BP you thanks colleagues um yeah just a quick comment and thank you for mentioning that regarding the the Leo handbook too I think that's definitely helpful I mean AI is its I do a lot of this in my work uh on a day-to-day basis and you know in a technology department at a large law firm and we're certainly the grappling with a lot of these new challenges of AI and I think it's it's especially challenging in like a the school setting and a district setting um so 1 thing that I think would be interesting to consider at some point in time is having a um like a district advisory committee on technology as well um saw a lot of interest in the cell phone policy committee I see 75 applicants I don't know if we've maybe that breaks a record um in the amount of applicants we've had for any District uh committee but you know that's really just kind of scratching the surface on you know use of Technology ology and and the possibility of having a community input and continual improvement with respect to the adoption of technology in the district so just just some ideas of of something we might want to consider you know in your copious amounts of spare time um possibly standing up thanks the other so every quarter I do attend the csba webinar on policy packet updates and um AI the topic of AI was a huge uh there was a lot of questions around this in the webinar because this is the first time that there I I think that that they're releasing um more information about guidance on how to align and and um and uh it it's also been a very uh it's it's such a new and emerging thing um that we've been living with for a long time but it's also how do we use best you know what's the policy in order to what are some policies in order to um to help guide um our both our safety and our best practices moving forward um so I I just want to um uh to say that uh it's there's going to be more of this to come and it will continue to evolve and so so um thank you for for starting this uh to get on top of it I have nothing to add I better move on not action items to 1.1 11.1 is the funding agreement with the city and I know we had previously tabled this item as the board gave us direction to uh move forward with it with respect to some of the revisions so you will see that this particular uh attachment for the funding agreement has some cleanup language also it removes some indemnification language with respect to a third-party uh for bodily injury which doesn't apply to this also I provision with respect to a partial tax should citizens put 1 on the ballot uh that would mean that the district at that point wouldn't be required to put 1 on if the citizens but when on the the ballot so those are some of the major key uh revisions that were done and the city uh did agree to all of the revisions that we made so that's what you have here for your consideration thank you great can I get a motion colleagues I'll move it by Carlson second he was in his mic was on the second by Guerrero discussion colleagues sure um I I've said more or less what I I've had to say publicly about this at the last board meeting so I'll just incorporate my comments by reference if anybody wants to check them out there's video of it you can go back and take a look um so I just wanted to say the final agreement is generally acceptable to me but just um 1 logistic if we agree to tonight do we have an understanding as when the district will receive the funds yes thank you board member Carlson yes we would receive the funds upon uh signing and the city signing and about 3 weeks time okay thank you I don't have any comments I don't have any new comments no me either cool all those in favor say i i i 4 I is 12.1 mission statement okay um so together with the Adult School staff and administration they have revived their mission statement and re re update it along with their goals and administration and Culver City Adult School is now requesting approval from the governing board to formally adopt the Culver City Adult School New mission statement right can I get a motion I'll move it motion by Carlson second Beretta discussion if any I don't have any cool I'm not as well all those in favor please say i i i 4 I 131 Point 1 is B approval of Team civic's contract uh this consultation actually is similar to what was done in 2024 for both measure e and measure oh except that um they'll continue to do the feasibility assessment to assess the Electoral feasibility developing some ballot language and also some public information on raising the awareness of clients funding needs and potential ballot measure on top of that we will also be adding um exploring the square footage uh partial tax rate so that's why um we think this would be a time to to add um Team Civics contract and I know Mr Benn from team civic's has joined us remotely and if you have any questions he's happy to answer too can I get a motion I'll move it my Guerrero second second by Loretta discussion colleagues questions and comments and I don't I guess he's online so somewhere out there um uh but most most of my questions are directed to staff here but um you know just a comment first uh you know over time it seems like we've had a lot of arrangements in the district with contractors where we pay a monthly fee without a commitment to doing specific work that delivers actual value to the district so um I know the contract that's before us is fairly typical and we're under austerity measure is in a little uneasy with a flat fee with an undisclosed scope of work for a 7500 a month so couple of things that I think might make me a little more comfortable with this um the first is do we have the ability to discontinue Services if we no longer need the Consultants as for example if a citizen's initiative Group which I'm aware is being discussed among some members of the community right now we're to qualify an Initiative for the ballot we we would have a sort of out at that point is that right so on the citizen initiative yeah if we have that if the board chooses not to go for the do it um the ballot measure is not going to be added by the district then we have a termination clause which says within 3 days we can yes sure and that would also be applicable if there are any other reason that we wanted to terminate the contract such as for example we don't really see the the value that's being delivered or you know we don't need the services for whatever reason right this is not like specifically to 1 situation yes that's a 3-day notice um in this contract for that reason so it gives us a flexibility okay um and then the second thing is just uh my preference to get um a detailed list of what the consultant is going to do every month um what what you know as in sort of intended to be accomplished uh especially if we're going to be entering into that in November December of this year you know what sort of things would um Civics be working on for us you know that would justify us paying them 7,500 a month for November in December as well as you know into the new year as well but um you know just sort of some some plan I guess you could say as well as um what I would also be interested in seeing some monthly backward-looking reporting as to what actually has been done and how much time was spent on CC USD works so we can continue to um evaluate the consultant in that regard um I work in a service industry where we historically you know I've I've been paid for my time on things right and I've accounted for things in 6 minute increments I'm not asking that our consultant do anything Ely close to that um but just some documentation of time spent and work done would be helpful to just ensure that there's value being delivered and that we're ensuring that our public funds are being spent responsibly so I I don't know if that's a question to you all or him or what but so I can answer and then I can hand it to Mr been so the exhibit a of the the contract that we've attached actually it gives us a detailed list of things that they'll be accomplishing and then I'm definitely I I now hand it to Mr voyen to add on with us thank you uh Santa Dr Jimenez members of the board it's great to see all of you again um pleasure to be with you as you know uh we were able to partner with the district for your successful ballot measures both the bond and the partial tax renewal in 2024 and also the past Bond measure and partial tax going back about 15 years so this is a long relationship we've had uh very fruitfully with your district and they're happy to have contributed so much taxpayer approved uh funding to your budget over the years um if it's all right I'm going to share just a quick visual aid that I think will explain uh to the board member of the plan um I think your questions are very reasonable and I think it's it's just I find it to be very helpful um to sort of explain what the plan of the work is uh uh so if that's all right I'll just take 2 minutes and do that phone number said yes sorry I didn't realize I had to prove that but yes thank you yes so sorry I thought you you nodded all right so are you all able to see this oh nice work it Department um uh so this uh plan is is basically the overview of the ballot measure process and in our work with more than 600 ballot measures around State uh for public agencies um with about a 90% success rate um we found that this process uh is the best way for a public agency and I understand there's a reference to Citizens initiatives here which I have a second visual aid on if if if the pleased as a board but for public agencies which is what this contract is about to prepare about measure um everything under the yellow arrow on the far right are the kinds of things we think about in political campaigns and you all are veterans of political campaigns and you've been through them door knocking lawn signs and phone Banks and we don't really phone bank anymore but um those kinds of things and they all happen but the district cannot fund them and cannot direct them they have to be done by private citizens just as an initiative process is but what public agencies can do and should do in my experience in our experience uh are is undertake these 3 Milestones under each of the blue measures uh blue arrows excuse me the first Milestone is you test a potential measure to figure out what your community might be willing to approve uh and under what conditions uh what kind of rates what kind of purposes and programs um the second is then you vet a measure publicly um and so there's been lots of discussion obviously in the newspaper and the City Council meetings about this Arrangement between the Sydney School District but you have over 25,000 registered voters and Culver City and it's definitely not clear how many of them have been following this as closely as all of you have and so um a ve a good policy for um uh preparing ballot measures is vetting uh that measure before you take action on it so before you finalize it as a public agency um and that means meeting with different stakeholders and Community groups um having uh balanced factual informational materials not advocacy materials making sure that everybody in the district who's having these meetings understands how to use these materials that there's communication back internally to uh Dr Jimenez and Santa about what we hear in the communities so that we can assess responsiveness um and I would add that for something like this which the conversation initially uh that we're having is a potential partial tax that is different than the measure case measure oh parcel tax which is a flat rate um this is potentially uh well it would be a flat rate but it might be levied per square foot um of property and so there's some math to be done and then there may be some specialized Outreach to certain Property Owners um and all that is challenging and can take time so this betting period this middle Milestone uh is is not quick it can take many months um and then finally you build the measure which is the ultimate form of the ballot measure um the the ballot question any tax rate statement any supporting materials that identify specific projects and programs and purposes all of those things have to be organized put together in the proper legal way and come to the board for formal approval um if we were going to be on the um the June 2026 gubernatorial uh ballot um the primary all of that would have to be complete by March 6th of next year and if the district is going to be on the November ballot it has to be complete by August 7th which realistically means a June or July board vote because I know that boards don't often meet as regularly in the summer so that's very much what the plan is um we do not normally charge an hourly increments my father's a lawyer my grandfather's lawyer I'm very familiar with the 6 minute uh time increment but we find that it's actually a disincentive in the political situation like this um because we want our clients to call us when things get tricky politically um I can tell you certainly during the measure e lead up to the bomb which was all compressed into a very small number of months we spent many many many many many hours um uh dealing with you know confusion and skepticism and all kinds of issues in the community leading up to the bond and the facilities needs and um the lead up to the partial tax was simpler in part because the bond went well but she never quite know what it's going to be and so our clients have uh have found that the predictability um of the monthly retainer is the preferred way to go and it also prevents their from being a disincentive um to staff Brothers to calling us when you need us um because we have found that um you know as things get more complicated in the community and more time is needed um you know that's when we have the most value so um it is a little bit of a unique kind of a service provision in that sense and and that's why we're specialists at doing it so that's an overview of the process and I'm just going to if it's all right I'm going to provide 1 more quick visual aid just to show how if there is a citizen initiative on a potential parallel track do a public agency initiative um how those parallel tracks look and what's appropriate for an agency to do versus what private citizens can do so um let me just try to get this 1 here okay um it we have a crack it Department my hat is off to you um so this is an initiative this is this is not in any by any means a fully detailed legal timeline for the initiative process any citizens initiative group should you know have a lawyer telling them what the actual timelines are but these are fairly typical big milestones so on the blue track that is us we are a public agency we stay up here on the blue track we can do an informational survey which would be 1 of the first deliverables under our plan that was in the test section of my blue arrows um you can draft an expenditure plan we would probably do work it's not listed on this but an modeling certain kinds of tax rates and formulas and then there would probably be some Public Presentation of that information uh once information is presented publicly obviously any citizen who you know is interested and uh has a right to that public information um and then that public information is available and in in some communities that public information is used to um you know inform what a a an initiative might look like um then citizens initiatives you know they have to go through their steps of uh notice of intent getting title and summary circulating for signatures getting their signatures validated um a public agency doesn't participate in any of that but public agencies when we're preparing measures that might lead to an elected official vote as I described in the previous slide um once you have your poll results back we create informational materials legally approved informational not um you know advocacy and then there's this extensive process of stakeholder Outreach and informational communication we vet the concept hey we're thinking about doing this this is the backstory why we're doing it what questions do you have what concerns do you have that's what all the stakeholder and Outreach informational communication is and as I mentioned on the prior slide it means meetings at school sites it might mean meetings with business Community leaders um it you know lots of 1-on-1 or small group conversations um in the past the district has also sent out informational mailers to be transparent to the entire Community um so that all folks can be aware of what's happening and have a chance to you know ask questions or or or raise concerns um in some cases there's a second survey to finalize dollar amounts that doesn't necessarily have to apply um and then the ballot measure gets finalized prior to the elected official vote so this is what parallel track looks like and um in the instant where a Citizens initiative is conceived of and we've been through this in a few communities um we generally recommend that the public agency uh pursue its parallel track up here on the blue roadmap um because you don't know if the initiative is going to qualify until all the way down here when the ROV checks um it is not easy to collect signatures it can be done and there it happens all the time in California but it it is a lot of work um and sometimes it doesn't make it uh and in those instances you know it's good to have a backup plan in in in place where the agency has done its work so that the best practices of getting a ballot measure ready to go for the voters you know is in place and if you get all the way here and you realize oh something has qualified as a board member mentioned earlier then you simply stop your work on the public side uh in this case it would be the city because the school district has no an initiative cannot come to the school board it would have to go to the city council but if the city council accepts the signatures and puts the measure on the ballot um then of course there'd be no reason to do it you know for the school restrict and and you know at any point that that became clear you know the school district could stop its planning uh but generally we recommend that you do these things in parallel track because uh it get puts the agency in the best place to um have the options to here its Revenue future um you know and in this case where you you have a very specific Revenue need that's time urgent um you know I would definitely say that makes sense so I'll stop sharing and and if there's any further questions I hope that's helpful yeah no that I think that was really helpful so basically what you're proposing to do then is this fall 2025 are those things in the I think it was blue bubbles um regarding let's see here I did I took a few screenshots of this but now I find them um the informational survey the draft expenditure plan and then also publishing and presenting the survey results and the draft expenditure plan correct and I think there's a piece of this I believe our contract includes doing some of the math subcontracting a specialist to do some of the math uh calculations on the property assessor file to run various models of a potential tax measure um I think that's it for me thank you colleagues yeah I mean I've I've been very happy with with Civics in the past and and worked closely with them over the last the bond of the last parcel tax and and I'm more than happy to be working with them again on this I do think some kind of there that's a little bit more transparent because the just for for the public so they can understand a little bit more of the contract we're going into would be a a reasonable ask that's my only comment no comments either um I already to vote okay all in favor say I I I 4 eyes 13 too so we are seeking your approval to continue the Consulting contract with the Miss Amos um we need that support um during this absence of the director of nutrition program to maintain um the smooth operations and clients and planning efforts within Food Services Department so this will be paid out of the Food Services fund which is fund with retirees first that's the um group that is administering our retiree benefits for our retirees over the age of 65 um they are also going to serve as the AC collector of the fees for our retirees um that do have to pay into their benefits because we are not equipped to do that here at the district district and to ensure that our accounting is correct and that the funds are going directly to the uh insurance companies um this would cost us 5 less than 5,000 a year move to approve second second by our discussion all in favor say I I 15 I know you have 1 policy yeah I'd like to pull 1513 so it really goes into things um there's a couple places where um I wonder if it needs to get updated because it was mentioning some positions like Community Schools coordinators which I'm not sure we have anymore I mean it may just be a position that exists and its name got changed that was on page 16 um it was talking about the section of Engagement uh with community-based organizations in program design um the other thing that is mentioned throughout it is data-driven planning and so I'll I'll absolutely support the plan tonight but I would like to request um sometime in the future kind of a deeper dive into what we're doing with elop like what number of students are we serving what are the subgroup breakdowns of the students that that we're serving um you know what what schools what grade levels and things like that but kind of again those dashboard student groups and things like that are are we hitting a reflective sample of our our population um the other thing is with ELO elop funding um according to the state we're supposed to be offering cost free after school and kind of summer vacation program to all of our unduplicated students which is like 38% of our population are we really hitting that population are we are we marketing to that population to make sure that these folks are entitled to free after-school and vacation services are we actually drawing them in how much of that population are we getting um there was some discussion in the plan around cost sharing and things like that that were allowed to charge um some student uh and some families for this but there's other ones where we aren't are we actually doing that or are we only serving those families that you know pay so I'd like to just just kind of a deeper dive into what we're doing through elop at some point in the future and you know it doesn't have to be next meeting or something like that um but but I would like to see more information on that know for sure I appreciate those questions and would like to do a deeper dive myself so excellent well we'll bring that forward thank you you're the only 1 with questions on that okay cool oh we already have a motion a second all
