depth level not kind of us you know superficial level bit for people who are really interested in how the school district is run in can you come away with is the idea that this is a very exciting time for the school district everything seems to be really working well and that's not just because the voters have voted for 100 million dollars for the district but I think that's why the voters voted 100 million dollars for the disc so I guess it's just a plug for my little series it's been featured on Georgia Ari's on front page online as well as Judith's Culver City Crossroads and also on Facebook calm slash for Great Schools that's for I want to take send invitations superintendent to be my 6th interview and take guidance from him and rest of the board members as to who else in the district I should be interviewing looking forward to interviewing parents assistant superintendents and principals and I'll probably stop it at 10 because that's about all the time I have I think that's all the time I have right here so thank you for your attention sure and I'll keep it really so you don't have to listen to me cough fact I probably at a stop right there but I was really good will you please to see the position that's in there alternative at Tulsa I think that's really good idea and I also wanted to say I think there's a lot to be mined from the the El Cap targets met and not met and looking carefully at not just you know we hit this one we didn't hit that one but why didn't we hit that or why did we you know do better than we anticipated in that this probably the best form to talk about that but I'd be interested at some point Katie if you want to chat about it and see if there's anything I can suggest that you have 45 thank you dear I'm going to exactly I just wanted to acknowledge two groups of people who have done a tremendous amount of work with excellent results lately first vote what an amazing it came out understandable well put together excessive document and also like Reynolds and Sean your work on the budget I know that that is no small thank you very much and for making that very nice executive summary the beginning English and finally I did participate in the interview and and as soon as stop by doing my review of the blog post I think it's a good thing that you're doing and the reason things are going so well is not just because of the boy yeah so I attended a few graduations and you know it's always a lot of fun except for getting sick the day after shaking 500 middle I don't know man but yeah that weekend it was mess after that little strep throat yeah but no it's it's always wonderful to see all the smiling faces kids you know really having sense of calm and all of them having with some decorum and doing what they're supposed to do and and and then to go to the adult school and and see the been through this or that and decided it was time and to get their GED or their High School Palma and and working full-time or while raising X number of kids over or both and and could have it's always really moving to to sit there and and see that it's in some accomplishment after whether it's somebody removed from country or do the pregnant little too soon and or something bad happened in the family and and they just couldn't finish at that Plymouth and they went back and finish later I mean there's always just some heartbreaking story and then then then then they go and do it and then they tell you what they're going do you next which is he more exciting is they don't stop there and that's sort of what I really like about you knows as precise videos that at the lifelong learning because we really are pre-k through adult teaching our community and I just I just really can't say enough about how great this district is with all of you and since my start on this board in an 09 best group that I've that I've had to work with both on the board and frankly chan-dong I'm looking forward to an and I think we've talked about and a boy workshop on what we're going to do kind of wood that 106 million in a little bit more detail to kind of get in on that master plan We've Got A needs assessment to really just sit down and kind of chew through some of that and I think we have set a date is that I hope everybody can make that and that we can have that time to just really dig deep into that subject because we have the first quarter of it third of it quarter of it but then we need to look at the next bunches as well and kind of make some who's as to what our priorities are we have A needs assessment we have a game plan but we need to really put it into place in Azusa go to what I was going to say because you know when you hear back from Lake oh that finish reviewing your El Cap and it was a pleasure to model of how the whole thing is supposed to be in about you know when we're being asked to present the Union stationside district side negotiations and mouse or whether it's secondary or primary levels that mean we're just yeah play what I posted and how they have to sit through meetings in listen to have to complain after complete because everything you know knock on some wood going pretty good right now and that's really nice to see it's really yeah I'm done well I'm pretty done too but for different reasons I was astonished at that Saint Kevin kronfeld because if you really look online at the 280 page document that's what we have to turn into the state and you and it's it's difficult to follow so every time I made a change which was sometimes hourly Kevin had to go into three different documents and then remember to go get translate and so the fact that he was able to coordinate that to like a Peas My wacky Vision I think is to be commended I don't know a lot of people would put that kind of time and effort into it and he really is to be commended for because it is the members of the audience know what we've presented she was really not as the verbage is the same it's just laid out differently could too hope the people will see that we want to make it a compelling document but that took a lot I'm on his part I can't take credit for the editing and in doing any of the three different versions of of that I just would get lots of sticky notes and let text messages and emails and he made it all happen so really is to be commended for exactly I haven't much to say my great-grandson did graduate from preschool and he's saying The Sun Will Come Out Tomorrow so that we assured me of the future and I too had the Wonder of going to the adults and all the other graduations hit a bump in the road at the high school got a little vertigo but I but I don't think I would have found their hands of that point yeah that is a kind of I would like to say that I took I found I've referred to it so that's so helpful so you're on the right track apparently people appreciate it thank you we're now going to the proposed budget 12.1 inch on Kenny is going to explain it to us in some detail and answer questions if we have any like that person good evening members of the board cabinet members of the public I'm Shawn Kearney the director of fiscal services see what you're going to read I'll be presenting the 2015-16 adopted budget my presentation will cover the changes from the second interim to the estimated actual is the final budget for the 2014-15 fiscal year I will also touch on the assumptions that were built into the 2015-16 adoptive as well as the multi-year projection and then also touched on kind of some other factors out there you know coming up long-term so for the 14-15 estimated actuals we're projecting a net decrease in the fund balance of little over 2 million dollars if you can recall at second interim it was a little over a million dollars and the increases to that to that that decrease outlined as follows there is an increase in the certificated salary expenditures and that's for the the early retirement incentive I think we have a little over teen teachers that have accepted that incentive to date there was an increase in the expenditures for a vacation payout for class employees as well as the accrual that we have to book at ear and that was about $150,000 there is an increase in books and supplies expense where is in that was related to technology purchases for some iPad some Chromebooks things like that for testing that was part of the supplemental grants there's an increase in capital expenditures and that was for some new bus purchases as well as some vehicle purchases for the IT department and then in 2015-16 you can see there's quite a big change from 14 215 16 and those changes are outlines we have a pretty significant increase in lcff funding that's about 4 7 million dollars in that's the Gap funding increase of about 53% and that's no helping us get to our Target entitlement by 2017-18 which the status is currently projecting that they will be able to to get us that entitlement at that date we're also get someone time State funding for mandated cost this is a pretty significant one-time increase our revenue for 15-16 that's about 3.9 million dollars that translates into about $600 / 80 after this payment they're there still a little bit of an outstanding debt but they're definitely closing the gap on that and the expenditures under that man attack Grant they have recommendations but it's pretty much unrestricted dollars as to what we can use it for an 1516 we have the loss of the parcel tax revenue do this sun setting of measure e e and that was such a loss of about 1.2 million dollars on going we have a loss of ROP funding of about 7 $60,000 as well and that's ongoing and then on the expenditure side we've Incorporated the 5% salary schedule increase and a 600 increase in the Health and Welfare cap in that translates to about 2.6 million dollars on going and then we have the continued Common Core Haitian our continued textbook adoptions and are targeted spending for the low-income and Foster use students as well add in remote to your projection we've Incorporated an increase in our employer contributions to stars and purrs and that's roughly two send per year and by 20 21 that the contributions going to be about 19% Forster's and a little over 20% of her purse so it's that's going to have a pretty significant impact on the budget going forward we will incorporate step in column increases and those are budgeted at about one percent the lcff funding its that's budgeted based on projections we received from the Department of Finance Anna ends just to continue Common Core implantation for textbook adoptions and the target of spending for ELO incoming Foster youth students then other factors to consider on the horizon in 1516 we are getting some adult education block grant my name I didn't budget it yet because we're still waiting to see how that money is going to come in and what the dollar amount is going to be but that will have a benefit to the general fund B is that will offset some of the dollars that the general fund transfers into the adult ed for continued operations so that will help our bottom line and by 1st and around we should have better idea of what that dollar amount will be and then I know we've we've been in talks with the county and a lot of superintendent's have gotten on board with this but there might be contential for some phase-out funding of that ROP from the county of 1516 we didn't budget that as well the latest I know Dave and I've heard was 30% of that $760,000 for still waiting to get some more information on that so hopefully that all comes into play and that will be incorporated in first in room once we and then another outlier is there are the potential for conditions to be met that could trigger the cap on the district Reserve Center top two there's four conditions that that need to be met in order for that to trigger and the state they're projecting that two of those two out of those Fork Christians will be Madden 15 16 so you know it could be a number of years before that comes into play and obviously we're hoping that that portion of that Senate Bill gets gets repealed in we won't be subject to that cap why are there two expiration dates for prop 30 there's two expiration dates because there's the sales tax which is the quarter percent sales tax and then there's also the income tax the high-income earners in the state the different dates set time at this slide I was noticing when I did my Sprint my spreadsheet step step in column that we now have 15 teachers retired and I was wondering whether we're YouTube look at hiring younger teachers because we seem to be Irving Middle ranged ones with Masters and who have already experienced that would help in the you things also but I know that if if a teacher that has a certain class well you can't hire a new person for that class I understand that but I think we should look real real hard about hiring Youngblood to cup to come into the district thank you just to be clear one of the best teachers we would never want to discriminate and Save there's also that whole legal thing about age discrimination that's actually patently illegal what you suggested represent I'm just I'm upset at the cap on the reserve and Holly Mitchell and not she's very much against it also and I'm I'm I don't know what else to do it just seems like such an unfair move and it's so unlike my friend Jerry Brown but maybe maybe if we keep sending in our you know to our Representatives that will help I've also contacted them Sebastian Ridley Ridley Tom and Jerry himself didn't answer me I know there are some pretty significant kissy groups that are lobbying to try and repeal this and obviously it was a last-minute deal that Jerry Brown did with the teachers union sell a lot of people are maybe it will change make it better for us as far as that goes about the cap I was going to ask you something about that too as I understand it while it's not an immediate concern there is the possibility that it would get triggered am I right that if the cap were triggered we would find ourselves with a need to either spin that Reserve nearly immediately or face a penalty of some sort for not having spent it there is sort of a one-year Grace. Where you can file you know kind of like a certification with the county has to kind of the justification for the need of that Reserve which was kind of what we had spoken to yesterday so that kind of give gives you an extra year either spin down the reserves or creative to my question which is more of a suggestion I guess and that is we already established once before that we have the ability legally to spend reserves on Capital and then reimburse ourselves out of bond funds so if we find ourselves in that situation can we be ready with some sort of contingency plan says what we would spend it on capital projects that were already thinking of doing and then if the reserve cap doesn't get triggered or whatever then we can reimburse so we make sure we have a half for spending that money if we're forced to without wasting the money make sure we're spending on things we want to do your suggestion I also think that we need to look at the Deferred maintenance that doesn't come under any of the Capitol because we can't use the capital money for that and there's a lot of deferred maintenance and the state has been under funding or not funding that for a number of years now and so that's really I think end up being the better direction for that to be allowed be hard to spend it that quickly we could certainly hire some folks to handle lot of that and get a lot of stuff spiffed up and we talked and whatever app that's good suggestion 15 16 the three requirement for the routine and restricted maintenance expenditures also came back to affect so you know there will have to be some some more investment in turn maintenance and I think all the districts are kind of going to be in the same boat on this so I know it's going to have to be a collaborative effort and people we shoot night is off of each other so we'll definitely yeah your suggestion is really well Fitz Fitz it really well there is an interpretation going around this takes about you can if you put the money into a fund designated for that fund send it the state does not recognize that and then later you can take that money out of that fund and use it as you wish so there is if a workaround I mean they kind of stuck it to us so maybe we can figure something out I have I have a question about the cost of water paid some increase in the cost of water in the next year or so and I'm wondering do we have any contingency plans without eventualities I'm hoping some of the bond projects or something might be able to incorporate some sort of water conservation and Friends turn it down will sink a few Wells is that I think we were looking at the waterless urinals we've already four Fields with artificial turf that only need watering once in awhile for cleaning versus watering all the time for its remain green leveling in the field anything else Sean I just have to give this this shut up to because Katie referenced Kevin and acknowledging Sean is often they both also serve as a big brothers at love Iona and it's kind of a nice thing to see on a weekly basis them connecting with their with their Littles head chanson outstanding big brother over there so thank you for that too 5 minutes lightning rims meeting is called to order proceeding to lotions may I get a motion to a 14.1 a proven Employment contract between ccusd and David district superintendent is there any discussion all those in favor upon carry I get a motion to approve 14.1 be approval ccusd and the assistant superintendent of Human Resources so moved any is there any discussion excuse me all those in favor yeah I get them ocean may I get a motion to true 14.1 C approval is recommended for the amended Employment contract between ccusd any assistance is there any discussion all those in favor opposed the motion carries I get a motion to approve 14.1 see is recommended for the amended employment contract between ccusd and the assistant no that would be business I forgot to superintendent of Business Services second there any discussion savor may I get a motion to approve the readmission of school and Family Support Services case number 0 1 -
