Shannon hello um I think we have a presentation ready to go yeah hopefully typically you would be under information items so we should have moved this to information items but uh we have a I can somebody I might ask you to be moved because we may have discussion right yes if so we could move it yeah so we we need to move you to information items because we have not taken public comment yet okay and uh it's subject to public comment so can I get a motion to a second move it to 9 point zero yes 9.0 all those in favor say I I I'm I'm sorry we'll see you again in a little in a bit that sounds good thank you 7.1 and 2 uh public recognition this is a time when members of the audience May address the board on matters not listed on the agenda those persons wishing to speak should complete a speaker card and submit it to the superintendent's executive assistant how many cards do we have for an agenda is public comment um for that we have 4 and is that in person and I'm sorry no uh well I'm sorry 5 cards excuse me 5 cards and uh 3 online so we have 7 8 thank you for the math no problem okay I'm just going to give it a second and uh we'll close public comment for UN Agenda is items at this time if there are uh just 8 then we can take uh well all right uh before you close it a couple well okay so there are 6 6 online 5 in person sorry about the mic okay so then we'll if uh then we'll limit it to 2 minutes each and I I am guessing that you have um the list that's online already I do yes okay great thank you you may begin okay um so items not on the agenda I'm going to read off the first 3 people you all can get ready if your number 2 and 3 uh first 1 will be Vanessa Diaz second 1 will be been Odell third 1 Cima and Mary my name name is Vanessa Diaz and I'm here to discuss the sexual assaults of TK students that have been reported to you that are happening on campus at El Marino and the district's complete lack of response to our request to to discuss this matter my name is Vanessa I'm a parent of 2 TK children at El Marino I'm associate professor at Loyola Marymount University this is my second time here speaking to you and combined with my husband Benjamin Odell commenting at the last meeting this is our families third time taking precious time away from our children to come voice our concerns about what is happening on campus and the district's lack of response to these reports of sexual assault of TK students while in ccusd Care at El Marino I'm going to share what I sent in an email to Dr HZ on March 3rd where I also see the school board member numbers as well as 30 other families who asked me to send their email as include their email in question um on their behalf as the other families concerned about the complete disregard for safety of and transparency around the need for increased safety El Marino to be clear I never received a response to this email on March 3rd I wrote dear Dr Jimenez on February 24th I received your email rejecting my request to have the issue of student safety at Al Marino added to the school board meeting agenda for the February 24th meeting on behalf of the 30 families of el Marino students included on this email this is a renewed request to include the matter of student safety at El Marino language school on the March 10th school board meeting agenda in addition to providing official space for parent comment on this agenda matter we request that the board be uh that the board addressed the issue in these ways provide a precise explanation regarding the safety protocols that have been implemented or that will be implemented and a timeline for these protocols to minimize the possibility of additional sexual violence occurring again and to demonstrate the school and District staff are fulfilling their duty of care to students to be clear back filling positions such as vice principal returning to full-time or vacant lunch supervisor positions does not offer any new implementation of safety protocols in the wake of reported sexual violence against TK students on campus my name is Ben Odell I'm also the parent of 2 uh TK students at elbury and I'm going to continue uh where Vanessa left off uh we are interested in proactivity on the part of the school district for new safety protocols that address the specific safety concerns in the wake of the sexual assaults on Campus number 2 please provide a clear written communication plan for how parents will be informed about serious safety incidents going forward as you know parents in at El Marino parents in of TK students parents in the Aftercare program where this occurred received no communication from the School Number 3 begin a public review and revision of campus safety policies specific to TK to second grade this should include bathroom safety protocols number 4 provide us with written confirmation that legal procedures were followed in full compliance with federal law and any details regarding this process that can be shared number 5 explain per year February 24th email precisely how the matter is quote currently being handled administratively and why you believe this is quote more appropriately addressed when many of us fear for our children safety at El Marino contra to your assertion to us that you've been communicating with the school community on an ongoing basis our collective experience has been 1 of confusion and disappointment in the school and District leadership if the school board is unwilling to engage with parents on this we're exploring other ways of raising this issue publicly including through media or organized protests our children's safety and again we're talking about 4 and 5 year old children is the number 1 priority it should be your priority as well we are frankly baffled by the fact that the safety of your young students is something that you and your colleagues are unwilling to address El Marino is without stable leadership at the school level it remains without a principal and it's clearly without meaningful leadership at the district level you and your colleagues are elected officials elected to act in the interests of your constituents if allowing the sexual assault of TK students to occur under your watch unaddressed is something you're proud to add to your I don't think that is something that you are proud to add to your resume your inability to address this concern has left us with no choice but to try to get media your time all right hey the next 1 the next 3 are going to be and Mary then Mary and Sarah and then Susanna ferini go ahead see this is my third time appearing at a school board meeting to discuss the sexual assault of Marino TK students at the hands of another TK student during the OCD Aftercare program this is my third time pleading with you the school board to do something to communicate something there are ways to do this without compromising confidentiality I've heard the terms confidentiality and privacy thrown around as to why the superintendent or you cannot comment on any of the ongoing matters but what I don't understand is how the confidentiality or privacy of 1 can outweigh the safety of many other children the school continues to allow the child that committed the sexual assaults to attend El Marino each day and to attend the optional africare program and while some parents have moved their children out of the perpetrators Aftercare classroom like I have I've heard that OCD is trying to unroll unknowing families into the open Spa what I don't understand is how the confidentiality surrounding the situation prevents the school district from providing or explaining your safety protocols and policies that requires no discussion of past events or confidential information whatsoever and yet we have heard nothing to the extent there are no policies that is helpful information to know before we choose to enroll our children in this district and in these schools what I don't understand is an situation where 1 victims on their genitalia are systems still fails to believe and protect the victims our system fails women and girls at the youngest level a serious sexual assault has been concealed for months and many El Marino parents still have no idea that their children are on the playground and in PE with the perpetrator on a daily basis while there have been vague references to safety and programs as parents we have no assurance that our children are safe we have no assurance that the school or the district is doing everything in its power to prevent this from happening on its campus again and we cannot feel comfort that if something like this were to happen again God forbid at that school or in the District that you all would handle it in a reasonable way I'm going to plead with you again if the district is not going to remove the student from the school then the least it could do is assign a 1-on-1 aid for the child this child is likely a victim himself and needs help and there are likely more victims that the school and the district have not even identified thank you okay next we have Mary and Sarah good evening Mary and Sarah CC USD retiree with 40 Years of CT experience core tasks of my previous position where CTE pathway data collection and budgets my work provided a greater understanding of student achievement program outcomes and direct program costs I provided High School admin the district Arts coordinator and Ed Services the information to support evidence-based decision-making city funding is critical for ccusd to bridge the gap between education and Workforce state and federal CTE funds funding sources are designed to support programs that lead to high wage high scale and in demand occupations as a past member of the CTE team I can affirm that a data-driven review of current Pathways is necessary to ensure those thresholds are met co uh college career pathway completion levels show poor results our current lcap goal 4 action 4.4 I'm reading verbatim Career Technical education was partially effective the district is still evaluating whether current CTE off brings a line with student interest and labor market needs related outcome data showed areas for improvement CTE pathway completion fell third uh from 36 percent in 2022 23 3 to 27.5 and 2324 and 8.5 uh percent decrease Perkins performance indicators for some Pathways consistently fall short of State determine levels uh levels such as post-secondary placement recognized postsecondary credentials and non-traditional program concentration those that continue to lead CTE must level up and have a plan to improve student outcomes it's the district's job to ensure all Learners have access to CTE that can help them build the skills needed to enter quality jobs of the future that provide family sustaining wages and opportunities for advancement thank you good evening my name is Susanna Vinny I'm a visual art teacher at the high school um uh I attended the district committee Arts team meeting yesterday and for the first time we were given an overview of the Arts budget um for the district which is 4.67 million and then uh during the discussion of the budget uh the grants were discussed and we were told that there's there was an additional $500,000 in Grants bringing the total budget of the CCSD Arts budget to over $5 million so I came here to put that in public record um because the community has been given this message that CCSD does not support the Arts and I think it's important to know that we are supporting the Arts in over in a 5 over 5 million dollar commitment um but I do have questions about the grants because I know that last year we paid somebody $10,000 it was on a purchase order request to write a grant that I think was for about $500,000 and there was this $500,000 grant that was mentioned at the DAT yesterday so I'd like to know if that's the same Grant and who was PA writer and who decides who's going to write it and who directs someone to write it and what the over like what how do grants work in this district and in a budget crisis why are we um burdening our District staff and Grant writing and why are we not hiring a grant writer who's uh paid a percentage of the grant like other districts or um ask the Ed Foundation to find someone who's a grant writer and then I just I wanted to ask there was a comment from the last meeting about asking for more experienced reporting about uh contributions and I would like to ask that 2 entities be as added to that list and that would be Sony Pictures Entertainment and Culver City Arts Foundation both who give scholarships to AVP students but do not offer those same opportunities to CC HS students so those scholarships are not available to my students in the daytime programs and I just want to make sure that those entities understand that what they're funding is an after school program and the students of cchs don't have equal access to those scholarships thank you very much okay thank you and now uh we'll go to the online comments um and we'll start with Melissa Sanders then Amy Kim then Max so Melissa if you want to go ahead there um 1 I would like to say that please for the love of God improve your communication on all levels the amount of rumors and stuff that have been flying around these past couple of weeks is to spend out of control I feel horrible for parents who had not been as involved as something like myself who is probably overly involved but better to know than to be worried about rumors so please please communicate to your community what's going on um on that same note uh something happened at CCMS today because I got a citizen alert and I have yet to get an email about that either so just a heads up we get a alerted whether you like it or not um my final plea and I don't know how much time I have left because it's not noted anywhere is that I will vote no on any parcel tax I will campaign know for any parcel tax because until you guys get a handle on our student body and figure out less than 30% need to be on legal permits and what the other percentage is that do not uh live here we need a more restrictive process to prove residency and we get your right size our district you are not going to permit in or cut enough for the 23 million over spent but you are not going to make a solvent Again by losing $3,000 ahead which which means every kid you try to bring in we're losing another 3,000 and when you have over 90% of your your annual budget going towards payroll and benefits the best thing for you to do is lower that so less staff less payroll and benefits the benefits portion is like ha another 50% it's ridiculous so you guys have got to stop making bad choices figure out what's best for the entire community and District long-term and make this work get restricted demand property tax statements not just leases not just utility bills I will bring in 5 different things that prove that I live here we mute the hate speech please what hate speech okay I think I think your time has expired Melissa we're going to move on to the next person now so um Amy Kim go ahead hi my name is Amy Kim I have a second grader here up there get based on all the people who are here today it is clear that we all passionate about our schools and our students and the programs and the education and offer in order to get out of the cycle of having to copy of his staff and programs every year in March we need to find a way to bring in more Revenue there's a group of parent volunteers trying to put a parcel tax on the ballot We Know No 1 want to pay more property tax but we do need additional funding please visit efcc.org and sign the pledge to sign the pledge to sign 1 of our volunteers will come to you to take your signature we hope we can raise additional funding for our beloved schools so we don't have to come to this discussion every March in the years to come thank you okay just lost my okay um then we have there are 3 more commenters here that um there's 1 person that raised their hand late but um the next folks that I have an order here I had Max and J McAdams who came back on the the other 2 are not um they raised their hands after we closed comment well the KD person did um that I have them on my screenshot when I took them yeah so we've got 3 so basically let's go Max then J McAdams then KD on here so go ahead said max unmute yourself um hello my my name is Max and I'm a member of avpa dance at the high school and I'd like to share how much the um EVP has meant to me I am disabled and because of that I had to quit volleyball but dance gave me my life back and AA wouldn't be what it is without Heather Moses and JD um who are both such fabulous people who do so much for avpa um every year we dance has 2 concerts and JD is the 1 who runs everything in the frost and without it be complete chaos us and Heather Moses as well she does so much she she's the glue that holds a together and I know that people have said we're not cutting avpa and AVP will say it is it but when you but either change or take away the positions that are crucial to a vpa then that still affects it and the people um who participate in abpa and the Arts are so important to Culver City Clover City has always been such a Arts um core City and I think that's also why it's so important that we keep avpa as it is um thank you I want to remind folks that this is a public comments on Legends uh items so uh whoever I think we just have Katie left well Jay McAdams and then Cadiz oh sorry that's okay but well Jay McAdams just dropped off that's all right so just KD on on the thank you okay so I want to go ahead and um express my desire I basically I want to say I feel it's very irresponsible to overlook different let's unpopular programs that haven't cost a lot of money whilst also thinking about taking away people who really do a lot for the community for instance go Guardian it blocks off many things that that people use in the school it affects extracurricular activities and it may actually breach the Fourth Amendment rights of different students yet we yet we pay money for that what was also trying to cut Heather Moses who has Max probably told you is vital to the adpa and the rest of the community just want I just mostly just want every okay I mostly just want you to consider other Ventures like the stuff that are that are actually the stuff that students themselves actually don't like instead of just you know what's you know not useful quote unquote I think that is it for the items not on the agenda thank you moving on 7.3 ccusd employee groups if Miss jagnow can join us thank you thanks guys good evening board cabinet Community thank you all um for being out so I want to start first with congratulations um to all our Rising Star recipients um again I'm always in awe of the caliber of students that we have in this district and I'm very very proud to know many of them um I also want to congratulate the cast crew and music team involved in Hades Town it was amazing and I look forward to seeing it again this weekend um hey so there's a lot of people here who feel very passionately and I've gotten a lot of communication from a lot of people who feel very very passionately um and I like to see that as a positive because there are so many people who cares so very deeply about the students that this District serves and the employees who make it all happen so I'm very grateful um to see everybody out in support of the programs that we all love I do want to say 1 thing that is very specific to my membership um and that was included in some of the communication I saw this past week um referring to 1 positions involvement in CTE the position in question the district Arts coordinator does not have any job description including CTE the CTE job was a job as we heard from Miss Marian Sarah that is listed still as a classified position it is archaic and its language but it is Roop technician you heard from Miss Sarah as to what her job entailed again District Arts coordinator does many many very important things but CTE should not be 1 of them so I want to make that clear as we move forward okay so we all know we're here because we're talking about cutting positions and I'm going to get to the big picture and on that in a minute but I think first we need to talk about what a plan B will be if we decide that we can afford to lose any of the positions that are on the table I'm going to quote my friend and colleague Kathy Graco who always says that the strategy cannot be hope it has to be a real plan and we also all I think are very much in agreement that the strategy cannot be to let us go into receivership because talk to anybody in Oakland or Englewood none of these programs will be in existence if that happens so we have to figure out a way to rightsize and be a fiscally responsible as we move forward in this District so what I would like to propose is that we make some hard decisions but we do them with creativity that we use a scalpel instead of a sledgehammer that we look at places where instead of cutting positions we cut around the parameters I guess I would say we look at stip we look at administrative Furlow days we look at some people who are classified as 12 month employees and wondered can they become 11 or even 10.5 we look for ways to save money without cutting people who work directly with our students every day I think right now we have a real opportunity to revise and to reimagine to think about the programs that the as they currently exist and think about how we want them to be and the focus must always be on access equity and outcomes we need to make sure as many many of our students as possible are benefiting from all the opportunities this District excuse me offers and we need to make sure that the outcomes are the ones we need and the outcome must always always be that our students are ready for whatever their life has in store for them once they leave ccusd whether that be professional careers whether that be College whether that be becoming volunteers to serve their communities we need to make sure that they are prepared for anything that comes their way so what I'm going to ask tonight is that we turn our attention to the big picture and I've said this to many people and many people have agreed I think my deepest frustration in sorrow right now is that we are even been in this place having to have this conversation and I'm going to reference what somebody said already each March we're up here last year we lost a large number of Staff already classified was cut to the Bone and now here we are again and we are in the fourth largest economy in the world and we have a governor who is not giving schools the money that is owed to them by prop 98 if the Governor de decided to release all the funds that are owed to the state schools we would not be having this conversation at all it would be millions of dollars that would come to this District so I would like to ask everyone in this room our EDS please talk to your other electeds I know you got their numbers call them call our legislators everybody here everybody here Find Out Who Your State Assembly member is and who your state senator is and send them a letter call them on on the phone email them show up at their office let them know that they should not approve any budget that does not include full immediate funding for prop 98 I have drafted a letter that I'm going to be sharing with my members that that we can send to our legislators I am more than happy to share it with anybody else who wants it and you can tweak it as needed for yourself again hope is not a strategy political pressure is I would love for us to move in that direction so we don't have to keep having this conversation thank you very much Mr long thanks for joining us um good evening so I know there'll be a lot of discussion tonight on revenue and the budget and the first thing I want to do is encourage all in the community who want to fight back against budget cuts you know and not having this discussion like it's been said every March the first thing you can do is visit our website which is www culvercity teachers.org and get connected with a group of great community members who right now are trying to make a big difference with funding and Culver City Unified School District and again that's www.covercity.net org that will connect you with this group of community members who are trying to make a big difference with funding in our district so we're not here every March going through this I'd also like Lauren said encourage you to right and if you're in Culver City to write to our state senator Lola Smallwood quavis or your representative assembly member Isaac Bryan and demand that they tell the governor to release all prop 98 funds these are some of the things that could make a difference with funding in this District immediately I want to start my regular comments out and I'll come back to finding a second just with some things that happened this weekend and want to start by congratulating Coach Rick Prio who was honored this past weekend with the naming of our High School baseball field Rick prio field and I want to thank members of the board of education for making this happen along with the many supporters who spoke on Rick's behalf raised money and especially our for former add Tom Salter you know for me Rick and I go back many many years almost 35 years to his days when he was a coach in the Santa Monica Police activities league and they were looking for teams to play and joined in the Santa Monica parks and rec league where I was already a coach right out of high school and back then you know I knew right away how much of a quality person Rick was how he was dedicated to making the lives of so many young people better and this is just served uh such a well-deserved honor so I just wanted to really congratulate Rick on this honor this past weekend ccft also held our day of action last Wednesday across all of our school campuses this is part of a larger Statewide and Nationwide effort by our national Union the AFT and our state union the CFT we focused on how Culver City schools are a place where all students all students should be safe and welcome we also focused on protecting funding for public education and I want to thank our mayor Freddy puza for speaking at our event along with board member Tristan ez-door who also spoke at the event um thank you to our state Senator's office Lola Smallwood quaas who's representative came and spoke on behalf and a thanks to our vice mayor fish and all the board members who also attended our rally of course it many of our sites though those rallies became a focus around budget cuts so for those of you who may not know because there were a lot of people that were not at the last board meeting it certainly wasn't full like this we cut the following positions in ccusd so these are your teachers that were cut last board meeting in secondary which is our middle school and high school we cut 3 Math teachers to English language arts teachers 1 science teacher 1 PE teacher and 1 elect teacher in the elementary schools we cut 4 Teachers we cut 1 school nurse we cut 2 School psychologists we cut several of our food service workers and warehouse workers all these people last Tuesday were cut and were given preliminary layoff notices due to budget cuts and this is 1 of the hardest things I have to do as a union president is to talk to these people after they've gotten a layoff notice is a very very tough week there are 2 cuts to the security department listed but those were actually cuts from last year tonight on the docket there are actually 5 positions 3 are Mental Health Counselors there is a classified management position for the district Arts coordinator and a classified position for the Robert Frost Auditorium cuts are never easy and I personally would like to see no positions cut but unfortunately we are in a tough situation and I've had a lot of people that have reached out to me over the last couple days and said you know why are we why are we in this situation and there has been mismanagement by previous Boards of Education and former District administration that put us in the position we're in today and we're suffering because of the mistakes they made as we saw enrollment declines in this District less State funding and our 1-time money leaving instead of making Necessary budget adjustments they decided to Kick the Can down the road despite me and Debbie hammy and Kathy Graco and Lauren jagneaux standing here at this lectern continually asking for something to be done those fell on deaf ears they continually made poor outside contract decisions that were still paying for today so that's why we're in this situation we are now now we can't change change that right we can't change that but everyone should know that's why we're in but what we can't do is continue to kick that can down the road we have to make decisions and like Miss Jack know said there are ways to be creative about it unfortunately for a lot of staff there are parameters around the Ed code including March for uh March 15th where you have to notify staff now the good news is for any of these staff and I'm very hopeful for the people that you know we sent this dude next week these are preliminary layoff notices they can be rescinded they can be taken back May 15th is the final deadline for these but we do have to make sure that that we have to make the proper amount of cuts because where we're at right now and the information that we receive from the district is right now we have submitted what's called a qualified budget to Leo that's not a positive budget meaning we've told the County of Los Angeles that we are not going to meet our mandatory required 3% reserve and once we tell them that the county is going to tell us that we have to do a course correction and we're going to have to present what's called a physical stabilization plan similar to what we had to do a year ago and I can tell you as a teacher that's not fun because that means everything gets cut so less supplies in the classroom and this is why the students had to start a whole thing for the teachers at the high school to give us supplies because you basically get nothing when that happens so that's the situation what we're in when we ignore it every dollar is scrutinized in a physical stabilization plan and I hate for us to have to be there again another reminder is that not 1 employee in this District has received a cost of living increase for the second straight year so 2 great year is not 1 employee has received a cost of living increase and you've seen how much prices and inflation has gone up around us and now this year not 1 employee received an increase to their benefits and for a lot of that our employees that meant on January 1st because health care costs went up that means employees in this District took a pay cut so many of our employees took a pay cut in addition to not getting a cost of living increase for straight years this is why getting our budget is very important right now this is why we just can't keep kicking the can down the road this is like Miss jagneaux said we have to be creative with how we look at things so whether that is taking positions and moving them into 10-month positions or you know looking at you know days and things like that you know we have to be creative about it because I agreed too we don't want to just take a sledgehammer because every position is important but I do want to talk about the teaching positions because that's the member's I represent so I want to specifically talk about elementary so losing 4 elementary teachers at a grade level means this that means next year our students I believe who are going from the first grade to the second grade where we have a smaller amount that means cutting from 4 classes down to 3 means all those classes will start next year at about 24 a few at 25 our cap is supposed to be 24 so all those classes are going to be at or above the cap in elementary so just think back to when people were in elementary school what those are dealing with we also have a full inclusion model here in Culver City Unified and the amount of pressure we're putting on our general education and our special education teachers with those numbers we also last year cut an inclusion facilitator and cut a program specialist which directly works with our special education population teachers and classified staff are being asked to do so much more in the classroom and then a physical stabilization plan means being asked to do it with a lot less supplies these are not easy decisions for the District administration for the board for Community for staff or for students but in 2 we can get new Revenue sources until we can get together as a community and find new ways for Revenue until we can pressure you know Governors and state legislators to do more these are the unfortunate painful situations we're in but I do encourage us like Lauren jagnow said that we have to look at other Solutions right because it's not a good thing for students just to kind of Swing the hammer of things and I'm very concern concerned with Mental Health Counselors as well too because this is a big deal for our students thank you 7.4 superintendent's report yes uh thank you board president Laredo good evening board members cabinet staff and community and our amazing students that are here it's an honor to uh be here today being able to share just some of the things happening in our district if get the next slide please I do want to highlight some of the great things happening um I was able to attend the El ring con Steam and make her Fahrenheit on March 4th and it was a very amazing uh event and I just want to give a shout out to Mr VK Shaw who I met uh earlier on another prior occasion but I was just so impressed with how the whole event was organized and I had a really amazing opportunity to speak to some of our our students our girls who code group and it was amazing for them the highlight of the work that they're doing this being uh women's month it's a great way to highlight our our girls who code and they also took this as an opportunity to Lobby the superintendent and talk about the meals that are served in our schools so I told him I would get back after the month on that but it was really great uh to see all of our students uh there in action so shout out to the elring con uh Team for putting that on I also want to highlight our district professional development day which occurred on March 6th and just want to let the community know uh as part of discussions that we had as in our Labor Management uh Team initiative uh active shooter training and safety training for employees became an an a topic that we have been discussing so this was our way to make that uh first uh effort towards accomplishing this and we know this is just a start I mean it's not a complete overall uh comprehensive training but it's a great start uh for us with respect to uh safety I do want to thank our Culver City Police Department for uh coming out and providing some of the the training that basically defines uh what would happen at a school site once uh they arrived so just want to thank our police chief uh Jason Sims for making that possible uh for us I also want to wish our robotics team well The Bagel Bites uh they actually competed recently against 40 2 other schools and they were ranked 20 out of 42 and they received the judges award for the first California District my name is just for all of their uh experience and what they do to help support the event and they're putting a general invitation now for their next competition on March 28th and glendore will they'll be competing next if I can get the next slide please I do want to uh highlight uh the repretel baseball dedication and it was a very uh personal event and it was just so motivating to see all the countless numbers of people that coach PTO has impacted over the years and it was just amazing to hear all the speakers just share their connection to him and how he made a difference in their lives so just want to put that plug out there and so uh that being said I'm going to be brief today because I know we have a really uh longer intended today so with that for president this concludes uh the superintendent's report and also we do not have any cabinet reports as well thank you sorry thank you very much now our student Representatives reports okay for ASB in the middle school this of the audience items listed on the agenda if I can uh we didn't get uh they can send any preferential votes uh yeah yes so Alexia's preferential votes from 11.1 to 11.4 is to 11.5 agree 12.1 to 12.2 agree 14.1 to 14 .4 agree 15.1 is a no and 15.2 is a no those are yours or or Alexia those are alexios and then for me I'll he's staying throughout the meeting so I'll be able to stay oh great thank you uh um I voted uh no on 11 .1 and 15.1 and then I said yes to 11.3 11.4 and then I said yes to 12.1 12.2 I said yes to 14.1 through 14.4 and then I said yes to 15 thank you okay moving on for real this time 7.6 members of the audience items on the agenda this is a time when members of the audience May address the board on matters listed on the agenda they should speak a complete a speaker card and submit it to the superintendent's executive assistant I'm sure there is a large stack right now and also uh raise your Zoom hand now uh I'm going to give it a second maybe you can tell me how how many we have in person um okay so in person by kind of correctly and this might be plus 1 or 2 but 36 and right now we have 12 online we're going to close we're going to close public comment now at 48 um that's 30 seconds each uh let's do 7 let's do 45 um and it would help uh folks get through uh get to their comments if uh we held uh Applause okay all right please bear with me I don't necessarily know the pronunciation of everybody's name but I'm going to try to do this correctly um all right so the first 3 that I have are Sandy super uh Eileen Pinger Kenny Stevenson if you want to go ahead Andy you can go first it's like winning the lottery hi everyone my name is Sandy suffer and I uh had the honor of the last 10 years supporting the last 3 strategic Arts plans for the district and I just want to say that Culver City of all the districts I've worked with has been an Exemplar and it's really a a a crown in the in the a jewel in the crown for the just uh Department of arts and culture um I want to make a my premise is sometimes you have to spend money to save money um my rationale is that the district Arts coordinator um 1 of the roles is to work with Community Arts partners and so Community Arts Partners provide services to the district beyond what um is offered during the school day and um without the coordination I doubt that those Partnerships wouldn't happen and I doubt that um those that would often give free services would do so without that coordination thank you thank you very much uh next we have Eileen tinger after that Kenny Stevenson and then Alito kopos um go ahead Eileen hi um I want to clarify that I have a lot to say about 15.1 but I'm going to restrict my comments to our Innovation which is the program that I teach in and my comments are backed by all the art and Innovation teachers 1 of whom is here with me she's a little shy um but first of all um the district Arts coordinator does a whole lot for art and Innovation she helps get our supplies CCC EF funds are supplies because that was taken out of the District budget and Heather Moses worked with CCF to make that happen she has um enabled us to have PLC meetings which we didn't have regularly in the past enabling us to have districtwide continuity between our program are at least work towards that um and create rigor she has applied for the California exemplary Arts awards for every single school which she used some of her winter break a lot of her winter break to do um and these activities help um convince people to and their kids to cease USD and support um attendance for the kids who are already here thank you Eileen uh then ilto then Aaron Smith hippie colophon good evening School Board my name is Kenny Stevenson I am a CCMS parent and 1 of the teachers of the CCMS improv program our program has been around for over 14 years with over 100 students enrolled every year and classes 5 days a week our programs can give kids confidence friendship and freedom not to mention a lot of laughs at a critical time in their lives on the back of our shirts it says I got your back because we may have no idea what's going to happen on stage but you can be sure that I will be there to support you I'm here tonight to say that I have the Arts coordinator and Technical directors backs they are critical to making the Improv program as successful as it is on showdays both positions at the frost early morning working until late at night and they do it all the next day Saturday and Sunday making sure the shows run smoothly but I know you have hard decisions to make but we need these positions to keep our programs thriving I have their backs and I hope tonight that you have their backs as well thank you I want to I want to remind folks on Zoom that we close public comment thank you so I'd like to cede my time uh to Katie cramp speaker or to behind me do not have a uh precedent for that and we don't have a policy around that and so I can't see my time I'll just take my time then um so um I'm speaking as uh a parent of 2 our students in Culver City it um who cares deeply about the educational experience and opportunities available to our students um and um I'm speaking about item 15.1 my kids really benefit from the Arts programming um my daughter's in advanced theater elective and it's her favorite thing in the world not just her favorite thing in school and my son is in avpa jazz program um these and and they really benefit from the coordination um that it takes for using the frost as the as the venue for those activities um and I I'm I'm really concerned about the district garage coordinator Frost Auditorium general manager positions really being essential to maintaining the high quality Arts education and performances that they benefit from and not only them but the entire Community which was on full display this last weekend with the Hades show these are not just you know shows um you know where where kids get to act and and and and perform but really events that bring our communities together now we had Aaron Smith the Ruby Brandenburg and bronin Jamrock go ahead Aaron uh hi Aaron Smith I teach a lot all over this district and I love it 3 years ago our district Arts coordinator had a vision excellent music education for every Elementary student when prop 28 passed they hired me to make make that real that vision is thriving your children are reading music playing recorder the ukulele and singing challenging choral repertoire this past weekend for the first time in CC USA history 11 students in grades 4 through 7 performed at the acda Western Regional Conference alongside Elite singers from 5 States moments like these are possible because our district Arts coordinator coordinator does a lot of things that I don't have time to at to list but you all know um as um all handling what would otherwise consume me so I can give these kids my absolute best to maintain that Vision the coordinator is not an afterthought they are the reason why that none of this is an afterthought you cannot praise but we have built and continue to build and then strike down what the person we have Ruby Brandenburg from aamro then Brian soul Ruby Brandenburg is there uh good evening board my name is Ruby Brandenburg and I'm the president of ABP technical theater after working on 12 production in the Robert Frost over the last 7 years I've seen how the technical director is crucial to the training of all students in apa and managing of every event in the frost working with the technical director I've learned how to run the light board handle sound equipment and manage a crew these skills have allowed me to be hired in professional theater environments over the past 3 Summers I've worked Fringe festivals community events theater camps and outside education programs where I teach students how to run lights and Stage manage all of this is because of what the technical director has taught me throughout my time here JD has been an incredible mentor to me it's hard to imagine what this program and frankly my whole high school high school experience would have been like without the mentorship of the technical director I hope that future avpa students can benefit in the same way that I have thank you camera please I'm gonna ask you to hold your applause please so that we can get through our speakers thank you my voice is not that loud but Brown 1 Jam Rock if you'd like to speak please commercial microphone can't hear who's next problem okay well there's a there's a number of cards in a row here so you're probably going to be called right after each other anyway go ahead good evening school board members and District staff my name is Rowan Jamrock and I'm a parent of 2 kids in Culver City the following statement begins circulating in the Culver City Community yesterday morning earlier today I sent it to you as a letter and gave you access to review the additional a cosigners if they signed in real time as of 6:00 p.m. tonight 1,170 individuals representing Culver City residents and families from all 9 schools in the district of cosigned we recognize that you are in a difficult position tonight as representatives of the Arts Community would we would like to offer some additional detail to assist you in your decision-making we ask that the board consider 2 key positions to strategic Arts coordinator who also serves as general manager of the Robert Frost Auditorium and the technical director of the frost Auditorium my name is Brian Sowell while we understand the pressure to reduce expenses eliminating these roles would be a costly mistake District staff have failed to communicate with relevant art and Technical staff and therefore could not have thoroughly considered the roles and the financial impact of these positions before I recommending such cuts it is clear from statements made by The District staff the community budget advisory committee C back and the school board that the value of the these 2 positions appear to be misunderstood we ask for a thorough and fair discussion of their impact across the district though we can make an excellent case for the benefits of the Arts to thousands of students who have to and continue to participate in ccusd arts and Technical and Career Technical education programs this statement is focused on the financial repercussions of cuts hi my name is Kaye Chand I'm a parent um we urge the school board to consider the roles of positions under consideration the district Arts coordinator manages all TK through 12 districtwide arts program Secours multiple arts and CTE education grants worth over a half a million dollars annually they oversee report recording and compliance of Grants coordinate CTE Pathways for high school students oversees our elementary arts and Innovation programs and facilitates relationships with local Partners including Sony Pictures Center theater group the vendee museum and more this position also manages operations rentals and maintenance for the Robert Frost Auditorium and serves as a general manager of the frost combining 2 critical roles into 1 position the technical director of the frost Auditorium provides operational and Technical leadership for 1 of Culver City's primary public venues hi Arthur Nishi parent the frost is first and foremost the school district's Auditorium it is host to all School performances including theater band Orchestra acquired Jazz and dance for all ccusd schools in addition the frost host School assemblies faculty and staff training meetings The District spelling bee affinity group performances and graduate ations Adult School graduation Farragut Elementary promotion ASB and PTA talent shows pep rallies improv shows School orientations awards ceremony School Town Halls Etc when the space is not being used for district events it is rented as a revenue generator for the district to organizations such as live talks La the Culver City Symphony Michelle stance Academy and the how-to Academy amongst others uh my name is Andrew I'm a student um our current technical director ensures steady safe operation of extremely expensive specialized equipment which includes lighting rigging sound and stage construction materials in addition to maintaining safety during hundreds of events rehearsal classes each year this role provides students with Hands-On Technical Training that prepares them for college and Industry careers should these positions be eliminated the short-term savings will end up costing the district more money and harm in the long run we asked the school board to consider and be prepared to answer these questions if the Arts coordinator position is eliminated who will ensure ccusd remains compliant with the Arts CTE related Grant requirements write and manage the grant proposals that sustain the programs and address the potential Financial losses or repayment obligations if those grants are lost oh um how old is USD continue to cultivate strong industry Partnerships such as Sony Etc without strategic oversight thank you m Deanna parent although the frost primary man is to serve students and staff it is also expected to generate revenue for the district without these positions who will manage the outside rentals and serve as the knowledgeable liaison needed to secure an oversee these critical Revenue generating opportunities how will ccusd cope with loss of Vernal income due to the Strategic focus on Revenue generation and potential operational failure of the Robert Frost Auditorium after expenses the frost is expected to bring in over 100,000 just this year who will oversee prop 28 implementation and funding who will oversee the safe usage and maintenance of the highly specialized equipment in the frost um as the current technical director often puts in up to 60 hours a week without overtime pay who will support and provide leadership for the 27 K to12 art staff in all of its program if the district lies on outside vendors to fill these responsibilities who will they ensure meet required student safety standards okay thank you all right the next the next 3 that we're going to call are Adina Austin Martin Garner and Benjamin fur so Adina go ahead hi I'm a junior at cchs um oh my gosh sorry I have to do be do the shorter okay um uh since elementary school I participated in 7 Productions through cusd while also thriving as a student in an athlete I've had the chance to work with professional actors and creators perform at the professional Kirk Douglas theater and dance on incredible sets at the Robert Frost Auditorium none of this would have been possible without the hard work of the frost technical director and disregards coordinator I've witnessed the impact of the hard work of these 2 employees in my life and the lives of fellow friends who participate in the Arts and enjoy the Arts countless cusd students will be negatively impacted by the Erasure of these 2 roles from the district so I urge you to vote against adding them to the reduction Force list thank you so much hi I'm Martin Garner uh editing um I doubt when these 15.1 positions were brought up as layoffs possibilities the discussion was framed as let's render the frost Auditorium partially unusable by our school district but this is 1 actual implication of 15.1 utilizing the Frost isn't as effortless as switching on a few lights in a couple of microphones we're fortunate to have this venue and it simply does not fully function without Heather Moses and JD Sergeant as someone who works in the film industry I find it interesting that we're having to come beg for Arts funding in Culver City look over your shoulders the heart of screenland our community is founded on the arts for many CC USD students the Arts is their Community it's where they learn teamwork and collaboration and for some it's the only thing motivating them to get to school each morning okay Benjamin flutter go ahead Ben flutter student um for the past 3 years I've gone to Culver City High School and like he just said um the Arts are what makes our school so special and removing these positions like Heather Moses completely removes that and I don't know if you saw Hades Town last week and this weekend but it was amazing and I played Hades in it and yeah and if we got rid of of these people it would make our shows so much worse and I really feel for the for the incoming students into our high school who have been looking forward to being in these shows and being in these amazing things and I feel terrible that the in I mean people might not have a chance to have the great shows and great Productions that we have put on over the years thank you so much we are West Bonn in the yeah that it's a lot of clapping um West bandhan then I think milre Petrella and then Jill so also go ahead West okay all right um then it looks like maybe is it it looks like milre on on my card here is it Mila Okay thank you hi wait hold on let me open this okay hi my name is Myla Petrella and I'm a sophomore at Culver City High School I'm a proud member of the avpa theater program actually don't live in Culver City which means I permit into the district I went to El Marino then to Culver City Middle School and was introduced to the theater program there thanks to Heather Moses I left the district for 8th grade but because of how much I looked up to the AVP theater program at the high school I reapplied for a permit and then came back in order to be able to be a part of it has brought me so many amazing things it gave me confidence purpose and most importantly it gave me a beautiful Community to be a part of without the excellent arts department at Clover City High School I know plenty of kids including me would very much reconsider attending the school district and without a coordinator there is no avpa thank you for your time and I hope you reconsider the importance of the Arts at the school district thank you so we have Jill solo Katie crayons and Hope Parish gel so we'll go ahead hi I'm Joel soel as a parent and the music center education program manager who worked with Heather Moses through 2 different Arts education nonprofits Heather is outstanding at her job as a district Arts coordinator and asset to this District Leo asks annually who would like a free special education Arts residency that culminates at the very special arts festival at the Music Center the residencies are supposed to rotate through districts but while other districts don't have someone who will reach out or coordinate it through Hazard Heather's tenacity and reaching out ccusd has received this free program for 3 years row I've worked with districts that have dropped the district's Arts position their programs contract stop or no longer aligned with an overall Arts plan or what teachers feel the needs are Arts professional developments don't happen grants are lost this is not the vision we want for CCSD student as a resident eliminating these 2 student facing positions will cost more than they will save Katie Crescent High School Board um I come to you tonight as a Culver City's former artist Laureate for 2023 2024 um I uh was able to um I don't know I've worked on several Community projects in the area it goes without saying that I'm a big fan of the Arts um but I want to talk to you a little bit about um my encounter with the district Arts coordinator and how important that was during my tenure as laurate um when I encountered um the district Arts coordinator I was super impressed with um how she was constantly thinking of opportunities for how to involve our students in the laureates work so she worked to connect me with art students who helped me make the projects that I made literally the installation that's hanging on the city hall Gates outside these doors and also the transformation of the former gun store that was CCSD students who worked with me um the district Arts coordinator made that happen and that kind of mentorship would not have happened without her thank you okay the next people are hope Parish uh then will scholer and then Alicia ID go ahead hope hold it down kids um my name is Hope parish and I am a resident of Culver City a graduate class of 76 and I'm also a mentor for the avpa program after school with my students who happen to be right here in the third row I cannot believe that this is actually up on the table because the work that happens between Heather Moses and JD Sergeant actually is what keeps that place functioning I went to school there when it was 10 years old the Robert Frost Auditorium I was also part of the Historical Society when they redid it if you if you wanted to fall apart like it was before bring in part-time people who will not have the passion or the relationships with the parents that are in this room people like me who dedicate my time as a volunteer for these students teaching them props so they have a craft like I did for 40 years so at the end of the day I really think you hopefully please reconsider this thought then Lisa I and then Pablo McMahon we'll go ahead hey everybody uh I'm Will Schuester I've been mixing the audio for the high school and middle school musical since 2012 and since the reopening I've worked nearly all the rental events as well I'm here to be very clear with you the frost needs full-time theater Tech professional to protect the district's millions of dollars of investment in the space and it needs a capable and knowledgeable general manager if you want to host successful rental events when I started working in the frost 14 years ago it was an absolute mess broken chairs and no functional sound system to speak of nearly empty audio racks that have been picked for parts I asked after basic information about the space and Equipment No 1 knew anything I had to dig around in Dusty bays and catwalks for unlabeled wires then buy and bring in my own gear to bring life back to speaker that no 1 there had ever heard work this is what you would be consigning the frost to again if you eliminate the TD position there's too much activity in the space and too much technical complexity in the equipment yeah all right you know your next thank you good evening my name is Alicia ID and I'm here representing the Culver City Arts Foundation as is board chair um time is very short so I'm going to go to 1 of my major points which is the key point to why the arch should not be burdened with the bulk of the cause District cost cutting measures this city more than any other is driven by the creative economy it is founded in the Arts industry and has thrived this District more than any other therefore is benefits from the being the recipient of the industry businesses and organizational Partners in part because they recognize the importance of our education generally but they also benefit from the trained students the high school graduates how should start would it be to make cuts to the programs that directly support the city's economic engine which pays for everything ultimately instead the district should be exploring financing plans like the 1 being proposed by the city's new city manager thank you okay next is Pablo McMahon and then we have Megan Kirkpatrick and then Andrew Ryman go ahead Pablo good evening board members my name is Paula McMahon and I'm and I'm a senior at the at the high school um I've been playing um my instruments since fourth grade and without taking a single private lesson or buying instrument I've been able to learn and play clarinet alto sax and baritone sax besides the gift of Music this program gave me opportunities to grow as a community member and as a person I've served as a section leader a captive a vice president and a student president of the music school I owe a lot to this program and none of this would be possible without the grants and coordination that keep the Arts alive scusd which is work done by the district Arts coordinator I understand these are hard decisions on the table but it would be a shame if the opportunities have been so lucky uh to have aren't there for future CCSD students thank you hi I'm Megan Kirkpatrick good evening I'm a parent and a longtime member of the district Community Arts team speaking as a private citizen in support of keeping the full-time District Arts coordinator position the data are unmistakable Los Angeles County Arts Ed Collective research shows that districts with a full-time Arts coordinator achieved the highest scores in both quality and quantity of Arts education and those without score the lowest full-time coordination is the only model Staffing model consistently linked to Equitable sustainable programs particularly in Elementary grades where assesses most fragile here in Culver City this has resulted um in great things firsthand the coordinator facilitated the creation of the Arts Innovation lab where every student gets Visual Arts developed the prop 28 plan ensuring music and closing the Middle School Arts Gap someone lost keys thank you all right if you're missing your keys uh they're at the podium um okay Andrew realmen then uh Tim Robbins then Michael got Pearl um I'm Andy man parent and 1 of the volunteers that does photography for all these programs because of the Open Arms of people like Heather Moses who've gotten me to be there and continue there I don't even have a kid in the program anymore and I'm still there arts USD does so much more for our students that create dancers painters and actors and as an example my daughter a product of APA theater and now studying uh engineering physics at her University in addition to excelling in her coursework she's leading sound crew for the upcoming musical performances students from our surrounding communities seek out Culver City Schools adding to enrollment and revenue because of these programs and because of the notoriety of the frost and all the things that JD and Heather do thank you like you but I am not Tim Robbins okay are you Michael I am Adam Jeffries uh representing Tim Robbins I'm the director of education at the actress game all right thank you uh the the the students of Culver City deserve spaces where courage imagination and empathy are cultivated alongside academics and they deserve leaders who understand that the Arts are not a luxury leaders like Heather Moses who worked tirelessly to keep Arts organizations like ours connected to the students of Culver City Unified School District Heather who started off as a volunteer parent and has now made herself an essential to the community the Arts community and Culver city has built a strong personal connection to this community honor her commitment to this community to eliminate her position which be a great betrayal of teachers School administrators and most importantly to the families of Culver City that have benefited greatly from Heather's love for the art and Visionary leadership thank you okay yeah I'm a parent of Millie as this is a students who graduate 3 years ago and I can confidently say that the technical theater program and JD and header in particular have changed my daughter's life I mean she's finishing an apprenticeship uh in technical theater in Germany and in the summer is starting a full-time position as a lighting technician in uh 1 of Germany's most prestigious theaters in Cologne um the Performing Arts and the technical uh Arts are really a ground rule of the ccs2 and I believe that the positions which are up for eliminations were essential in her in the mentorship in her success in her choice of um what she's doing with her life and I wish that uh future students have the same opportunities that my daughter had then Wendy Hamill then Carolyn Hoover do you go ahead hi Dean Monty elvo good evening um I am a classroom teacher and I don't plan on leaving the classroom and every other week I feel like there are decisions made I know difficult Decisions by the board that make me working in my classroom more difficult um we are losing a nurse 3 Mental Health Counselors and 3 Math teachers so that means in the Middle School level um we might leave 2 Math teachers that's going to impact our class sites um and I think some of you have seen the picture of like a government funded classroom versus a teacher funded classroom and I want to say that um CeCe uh ccef Panther Partners Harper Club PTSA my own donors choose projects that I put so my friends and my family my classroom um parents thank you they all done it to this community so thanks all right when he handles and Carolyn hoover then Sally unsworth Wendy go ahead good evening the Culver City Education Foundation is submitted to continuing the mission we have had since our formation nearly 45 years ago which is to act as a vehicle for parents and community members who understand the need for private donations to supplement the inadequate funding our district receives from the state even in a good year funds are not enough to provide what our community wants for our students and this year is even more dire to that end we asked the district include CCF in a conversation before final decision and position cuts are made we want to work with the district as a collaborative partner in allocating our available resources to help meet District priorities as we have done in the past I also call upon our community who are clearly demonstrating their support for these positions to invest what you can to support our students and be part of the solution thank you and Sally unsworth and then Brooke Larson go ahead Carolyn thank you I'm Caroline Hoover um the parent of 1 alumni and 1 current student at Clover City High School um we've heard a lot about hard numbers Logistics money and future employability but I'm here to argue for Arts For Art's Sake you may have seen that in Latin underneath the roaring lion music is math theater is language visual art is geometry research has shown that experiential learning is much more effective than book learning the Arts are where students get to put their learning into action and where they learn how to be well-rounded humans who exhibit the skills creativity and collaboration among them you celebrated in your Rising Stars Awards earlier this evening Brooke Larson then Adriana is kiero uh Sally go ahead good evening board members and superintendent my name is Sally unsworth I'm here tonight as the parent of 2 students in the district for context I also serve as the cultural Affairs manager for the city of Culver City and while I work closely with the District in that capacity I'm speaking tonight solely on my personal capacity as a parent advocating for our students I urge you to reject the CAC recommendation to cut a review the arts district coordinator and frost general manager roles on a spread sheet these might look like separate redundant line items and reality this is a case study in efficiency 2 highly effective professionals serving as the operational backbone of entire Arts ecosystem these people aren't just coordinating their strategists a grant writer a facilities Manner and a bridge to the regional creative economy last measure the LA County Arts Education Foundation Founders Council toured our schools specifically to learn from us that Prestige doesn't happen by accident and happens because of the invisible Relentless work of this leadership okay we have Park large 7i go ahead Brooke good evening International Education data suggests just a positive correlation between access to Arts education for long-term core academic success piece of the group that measures math outcomes globally found that children with access to Arts education had greater math scores than those who did not the symbiotic relationship between Arts education and finding your voice and translating that into academic self-confidence in Greater participation is vital and harder to measure Arts education means not just teaching to multiple intelligences Learners who feel longing who can communicate their raw and changing feelings through Music Theater film dance and Fine Arts but numbers that make the district look good it means better test scores retention rates and academic resiliency our family uses the arts in this District all the time I have 3 thank you Brooke thank you and Marion Sarah go ahead hi I'm adani though and the parent of el Marino students and an associate professor of medicine the opinions expressed are my own and not of the institution I serve I'm here to trust proposed cuts to Mental Health Counselors I am here to say Solace is not has not been for us an effective alternative or even an adjective school-based mental health counseling services is notably a resource that costs money please evaluate how many families actually connected meaningfully to continuous high-quality Mental Health Care via Solace I'm here to say Community Mental Health Services are not readily available they are limited and costly even with insurance out-of-pocket costs are 2 to 3 hundred dollars per session posing significant financial hardship for those with medical or without insurance the situation is even more dire given the severely limited number of mental health providers and Community serving the underserved underinsured and even fewer providing culturally sensitive care cutting Mental Health Counselors means exacerbating health in a healthcare disparities for the most vulnerable I implore preserve mental health counseling resources it may be the only Lifeline families have to the next day Susan Marion Sarah and then ran Andy De La Paz which is a de Paz called around okay Susanna go ahead good evening I am a visual art teacher at the high school I'm not a vpa and I'm not a performing arts teacher so the supports that I get are very different from the ABA community that is out enforced tonight um I am more concerned about the cuts in classes that will come if we don't make these difficult cuts and the cuts in classes can happen right up until the first day of school and I wonder if the community understands that they're fighting for administrators at the risk of further cuts to programs if we find money for administrators it comes from some where I would also like to Advocate that we we um prioritize the Mental Health Counselors because as somebody who taught at the elementary schools and now teaches at the high schools I see students for a second time and the supports they get at the elementary school are critical and I rely counselors every single day on my job when I'm concerned about the student that's the first person I speak to so please please don't cut the 3 Mental Health Counselors thank you okay Mary and Sarah then uh ran deposed color on Marion go ahead uh thank you Marian Sarah relative to CTE I offer texture to the district Arts coordinator role I spoke earlier about data addressing the need to improve CTE student count outcomes to maintain vending eligibility under enrolled CTE courses CTE student outcomes courses not aligned with labor market uh data lack of Industry certifications are indic indicators that we should consider the financial and pathway development decision made by this position uh uh for your consideration I offer um some suggestions about grant writing and CTE support Lark which is the LA Regional Consortium is a Consortium of 19 community colleges collaborates with uh K12 Partners employers and they are in our um service network West LA College they're available to us free of charge thank you okay thank you and the last in-person comment and then we'll Zoom is Randy depos called hi um I am a president at abpa film and I'd like to mention something about film that I love dearly is that it collaborates with multiple arts and considering all the Arts that go into film and any kind of art um I find it a little ridiculous that uh we are even considering getting rid of a Cornerstone of the art community in our high school which is JD and Heather Moses I have known Heather Moses since fourth grade when I started the theater program and she has been an incredible Lifeline to both me and many students and teachers and to even consider this I feel is a little bit of negligence and ignorance on your guys's part and how you guys have a lack of community and how you're not connected to our community and that even having this many people to come here and tell you that this decision is wrong shows your lack of connection with this community and I personally believe that the moment that you guys decide to come to this community we can come together as 1 thank you okay we'll go to the online comment and I took a screenshot of this at the very beginning so I'm going to call them in order that I have them on my screenshot so um the first 3 will be Ron levenson then Benji coreburn and then Laura Tolson Ron if you want to go ahead and unmute yourself agenda item 11.4 websites when I was president of DAC we had 51 different languages spoken at our students homes and our websites were English only after years of pushing we find finally got Google Translate into all the district websites allowing instantaneous translation into 133 different languages this could easily fall back into English only sites unless you do not approve our 1113 tonight until you add language stating that all websites include Google translate or some other equivalent translation mechanism regarding 15.1 save the budget cuts follow Brian Guerrero suggestion focus on Revenue kudos to Dr and delicado today for calling me to get to the bottom of what is impairing Ada recovery at the School finally save Heather Moses she's been a lifesaver and my daughter's Orchestra and improv programs and so much more I don't see a timer but I must be winding down so thank you okay next is bendy carburn go ahead and unmute yourself Benji hi hello uh first off my name is Benjamin Corbin I'm a former abpa music president as well as former CTE music production president and former drummer of the corporate City High School Marching Band I am currently a student at NYU studying music business and I've had the opportunity at through avpa and through the Culver City arts program to learn technical life sound operations Studio recordings which I use daily in my work in both the NYU Sports Broadcast department and DJing in New York City a DJ for Culver City events in both the Education Foundation and through the downtown Business Association now in New York City I've had the amazing opportunity to perform at Webster Hall and put on shows that venues such as Mercury Lounge I urge the board to reconsider their decision to cut both the roles of Heather Moses and Jamie Sergeant as they uplift students in the community thank you Haul of sunshine emergency and Melissa Sanders uh go ahead Laura hi my name is Laura hollison I'm an SEI teacher at elrond con and I'm here speaking for school psychologists counselors cafeteria staff um when these positions are cut the impact is immediate at the school sites these are real people serving real students every day at the same time we hear the district is making cuts at the administrative level get many of those reductions are positions that were never filled that is very different from eliminating positions where someone is actively working with students so I have to ask why why are the largest sacrifices again being made by teachers and classified staff why aren't District Administrative positions were those especially working 200 days how about them taking 5 to 10 days last year our schools experienced major cuts and once again this year the reductions are largely coming from those who work directly with students we also hear concerns about declining enrollment and difficulty retaining teachers but how can we expect thank you Miss Tolson okay um then next we have Shannon murches then Melissa Sanders then uh Keen flowers so go ahead um Shannon sorry I understand markison and I'm a teacher at the school district but I'm also I'm speaking today as a parent um I'm speaking about um the Arts director or coordinator and the technical director um when my daughter first joined the school district which I thought was about the Arts she had an average 4 to 5 classes in art each year now the school district after actually prioritizing Arts education um they are offering numerous um electives at the middle school the high school avpa is 1 of the things but in each of the elementary elementary schools they have D they have regular Arts education they have music they have Visual Arts this is so important to the development of children and for the overall well-being of children we're talking about mental health as well this is key area of this 4 children please consider the okay um next Melissa Sanders then King flowers then Amy Fox so uh go ahead Melissa okay um I will say to everyone obviously Arts are important I think that you guys can look at the grant writing and what's required and um those 2 positions probably can be self-sustained but I would encourage every person in that room to help the frost be a revenue generator to not let this uh even come up ever again more importantly I did email uh Lindsay and some of the district's leadership we can work on Mental Health Counselors and find a way to make that accessible without cutting and I suggest that we do that sooner rather than later it sounds like uh something we should discuss and try to coordinate now um that is important mental health is also key to the Arts okay thank you um King flowers then Amy Fox and then Ted so um go ahead k last week our eighth president used the analogy of a burning house to describe the loss of Mental Health Counselors he has 5 board members stand at the bottom of a river pulling children from a current some are saved but many are Swept Away exhausted they go Upstream to find the cause at the top they see students trying to cross the river to reach School the river is their mental health without a bridge many will fall our own data reflects Culver City students stuck in the current 14% of our fifth graders report persistent sadness and 13% of our 7th grade Panthers report seriously considering suicide in the past 12 months 66 students in seventh grade alone who want to die our teachers are already drowning please don't let our children fall into the river too Mental Health Counselors are the bridge how much uh next Amy Fox then Ted that Ashley Hall Amy Fox go ahead hi uh I am a CCMS and El Marino parent and current president of El Marino PTA um I'm strongly urging the board to postpone their vote vote on board policy 3290 I understand the intent of the proposed updates to the gift policy but the verbage being used is extremely concerning I ask that the vote be tabled until the policy can be explained to our district school connected organizations and all of those organizations be allowed to provide feedback and I have no idea what's happening I could hear all sorts of other things but um the Instagram okay uh I don't did that is that working okay I think um uh Alexia's microphone is unmuted I don't know if we want to give Amy 10 seconds back care Amy do you need more time yeah that'd be great I don't I don't actually don't know what happened but I will just read the end of this house that go for it um I asked if the vote be tabled into the policy can be explained to our district school connected organizations and all of the organizations be allow all of those organizations to be allowed to provide feedback on the proposed policy thank you so much for your time and thank you all for your service okay thank you so then our last 3 speakers here are Ted then Ashley Hall and then Janine wisnoski um Ted go ahead hey my name is Ted I have to Gaber I produced a live talk to Los Angeles series and we were the first or organization to produce an event in the renovated Frost Auditorium back in 2018 um I have to say with all the venues I used in Los Angeles your Venue is the best managed uh the staff the easiest to work with and make what I do as simple and Flawless and seamless as possible which is why it's my favorite venue and why I continue to bring many events to the frost in all likelihood I'll probably have as many as 5 to 7 rentals this fall and I I cannot stress enough that having the right people running and managing a facility is key Outsourcing that never works first we have Ashley Hall and then Janine was nasci Ashley Hall go ahead my name is Ashley Hall and I'm the instructional site based Lead Teacher at linow elementary school speaking tonight on behalf of the Mental Health Counselors and school psychologists I'm deeply concerned about the proposed cut and the redist redistribution of workloads our district already has a limited number of school psychologists if 2 positions are removed that work doesn't disappear it shifts to other staff where already at Capac today at Lynn how our school psychologists supports the only Elementary campus with 3 STS completing assessments writing reports attending IEPs and supporting teachers additionally reducing mental health counseling support raises similar concerns at the elementary level we rely heavily on counselors to help address students growing social emotional needs during SST meetings and intervention planning I urge you to listen to site leaders visit our campuses and carefully consider the real impact these Cuts will have on our students and staff thank you okay last speaker Janine wisnowski go ahead hi hello um I've been involved with Arts and Cultural policy until over City for many years I served 8 years as a Culver City Cultural Affairs commissioner and previously chaired the Culver City Cultural Affairs Foundation Now cover Arts I served on the community budget oversight committee during the cost Auditorium renovation visit Arts plan and me and me uh CTE the challenge for the district is funding and I recognize these are difficult decisions with no easy answers many important priorities are competing for limited resources I support the Arts administrator role and also the false technical director both are important to sustaining Arts education and managing a complex facility like frost I also support nothing else here's something important every member of this board has expressed um that they want to support the Arts and the community is behind the Arts as well the confusion is how these programs are structured and funded My Hope Is that outside world patients that support Arts education can come together with the district and work collaboratively to raise restrictive funding to support these critical roles and more thank you okay thank you um that includes the online public comment thank you um we now move to board member reports uh today's uh ation is Miss Carlson followed by Mr lachman Mr Guerrero then Mr Isadora thank you very much for president it's lovely to have all these folks in the audience this is a little unusual for a school board meeting where it's usually a sleepier um usually what I do is I talked a little bit about uh some of the stuff I've been up to in the district there's been Lots going on in the district since our last regular meeting um I've been hustling around to a bunch of different events I attended the community iftar dinner at the king fod mosque uh the black-owned business expo at CCMS and The cchs Bagel Bites for about reveal party and congrats to that team on finishing the top half of their tournament last weekend and receiving a judge's award for being extra helpful to other teams I also uh ran the screenland 5K and kicked off the various waves of the munchkin run which is always fun uh visited the Steam and Maker Faire Knight at elrin Khan attended a children's Rave glitter ball at Elm Marino and as well as the um dedication of the new Rick prietto Field at cchs um finally once again the month of the year when we highlight the contributions of half of the world to our Collective history last year I commented on the disturbing regression of women's rights and participation in society in recent years unfortunately that trend has been continuing and as mothers parents mentors and role for our girls it's become increasingly challenging to navigate through these difficult times I'll speak to this as a mother of a son who is still a little kid but is becoming increasingly aware of the world around him 1 that treats him very differently than his friends who happen to be girls I think many people who have been watching these meetings know by now we're a hockey family my husband started playing when he was 3 years old and so did our son so we were especially excited to watch the USA Women's Hockey team win the gold medal at the Olympics a few weeks ago with the sweet goal from Megan Keller in a little over 4 minutes into overtime then the men's team won their gold medal if just a few days later after that game the director of the FBI inexplicably showed up in the locker room and acted like a fool and then put the team on the phone with the president who made a joke that he had to invite the women's team to the White House too where he'd probably be in teached and then the men laughed uh this is unfortunately not an uncommon experience and it's 1 that nearly all adult women are familiar with uh in 1 way or another it's that laughing that gets you that no matter what you do you're always less than you have to prove and then you have to prove it again women don't want to be put on a pedestal we just want to be respected as partners in work and in life and for our contributions to be recognized and our accomplishments to be celebrated let's be intentional about celebrating the achievements of women like our gold medal winning hockey team fully and on their own terms happy women's History Month thank you uh it's great to see so folks here from the Arts Community uh as someone who as many of you know who um I was a consultant for the joint committee on the arts for the state legislature got to know many of you along the way it's great to see this turnout for what I think 1 of many things that makes our school district special um thank you board member Carlson for your uh talking about uh women's month um I often think of my own daughter's experience when she was uh wanted to go to video games design camp and she was the only girl in her class and was encouraged to move into the stem women in stem class because that would be better will she toughed it out um and she's very excited today was telling me how she got the top grades in her animation class for her presentation uh is a big uh so I think that overlaps both with with with the month and also importance of our commitment to the Arts and our family um I too had the opportunity to attend the Ramadan our dinner uh this is the fourth 1 that I've been to uh and it's always appreciated to uh be able to uh to be able to speak before that community and talk about the great work that we're doing um and as well as the Black Expo the wonderful businesses amazing food um the 5K uh where uh apparently um I I uh I I will just say that uh uh I was I walked the of course uh instead of running it so um so no no I was not in the uh top of the but someone had to make the top possible and I was happy to make that contribution uh unfortunately we're f we're fostering a a a a puppy and she just couldn't make it beyond the first uh first kilometer so uh we made sure that uh my rest of my family made sure that she had a great place to go but this was for a wonderful cause it was so great to see so many people out there including the munchkin run um and uh we always look forward to it every single year um I also um got to attend the dedication uh for Rick prio field uh a program that that he has built um and it's just wonderful to see that we can show folks in our community who contribute over decades in his case 3 decades um that that that contribution helps build the community that we have and this is so appreciative of seeing hearing all the stories uh and the fact that uh that for him cutting the grass on the field was his therapy time um that was a wonderful story as well uh I'm looking forward to attending doing a tour of The Bagel Bites team uh this week uh and will be um putting together some some future meetings as well um finally um so we can talk about some of these budget issues and how we can all come together at every single 1 of these events this is the thing that everyone spoke to me about and it's the thing that we're most concerned about there's so much that is beyond our control but we can try to find ways of coming together as a community and I just really appreciate hearing um Wendy Hamill's message to all of us but it's similarly with avpa everyone's going to be doing their part if we want to make this community work specially during these difficult times uh and and I just it's just so heartening to see that so many of you are here for those communities and I hope you will consider contributing to all of those mechanisms so that we can get through these difficult times uh and get through to the other side of it thank you good evening everybody uh I'd like to start just by thanking everybody who emailed or wrote or called or texted and and particularly those of you who are here tonight um for whatever issue you're here for but uh particularly around the budget and personal type issues um whether you end up agreeing with my perspective or the perspective of any of the individual board members or the board as a whole um I deeply appreciate your passion and and your participation participation in this this is your school district as much as it is anybody's um and and your voice really matters in these discussions um happy women's History Month as as my colleagues have said uh you know and we've said before it's women's history matters all year it shouldn't really just be 1 1 month but that's kind of where we are and that we have to lift it up and remind people um but women women's history is everybody's history and it's everybody's history all year long um happy Arts month um little ironic there um I didn't realize it had been that long since we uh reported in the the our dinner at uh King fod was was fantastic the king fod Community is always very hospitable and and I always appreciate just getting to to meet people and hear about folks is a different experiences um the black business expo was fantastic um The Maker Faire at ill ring con was wonderful and thank you to everybody who contributed to that um I had the honor of representing the district at uh the dedication of Coach pto's the rededication in his name of the baseball field at the high school and that was a really uh really nice just hearing all the stories about everything that he's contributed over the years um Hades town uh caught that on Saturday that was amazing uh I really want to to congratulate everyone who participated in that I know we have a number of of cast members and a lot of the technical crew here and a lot of the adults who who made that possible whether your family and volunteers or staff that was just a truly amazing presentation I look forward to catching it again next weekend and seeing the second cast on that um yeah fantastic job everybody um and then just professional development day uh there was no school last Friday thank you to all the amilies and students who kind of accommodated around that but that was an important opportunity for staff to have uh a day of uninterrupted training um it was school safety plans and and you know I hate to say it active shooter situation type things and it's kind of shameful that we have to have those types of trainings and those types of drills but uh for the community out there know that that training was done and and folks have a better idea uh about what to do uh should 1 of those awful situations ever happen um and in the afternoon there was a lot of work around the antibiotics grant that we've had for a few years and being able to provide that for training and training for both uh general education and special education teachers and special education aides uh about special education and how to be more successful in and inclusion efforts so thank you again for everybody who made that possible um I obviously I think like everyone else will have some comments about some other things a little bit later but I'll save that in the interest of moving us along thank you that's thanks Mr Isador um I don't want to save all of my comments until later because I feel like as you should many of you will be moving on from here are just like um some of our friends did I see your passion and I'm so lucky to be here with in community with your engagement uh since since the 3 of us joined the board in 2022 we've learned a lot and we've been saying since 2023 because we joined the board in December since 2023 that there needed to be a lot of changes moving forward and you know since since that time when we decided to place ballot measures on um on the ballot and uh to make sure that we're ensuring the future of Culver City Unified um we were making small course Corrections since 2023 and knowing that there would be a time when we'd have to make larger course Corrections last year in 2025 we had of the city to maybe step in and help us because we knew that it was we would need some help in terms of bridging a gap uh looking looking towards still putting a partial tax on the ballot at the time we had asked for a larger amount of 7.5 of 7 million and uh we were able to have 2.5 million but we knew we put we asked for 7 700 because we knew that that we would have this Pro problem where uh the question of are distinction of being a destination District was in danger and it's in danger because we need to choose now uh what how to move on I'm sorry there's a now we need to choose on whether about whether or not we continue as a district with out State interventions in our fiscal um in our fiscal stability and so it's not a matter of you know we don't want to cut we want to choose our priority ities and and it's not that we don't value these things it's that we need to make sure that we continue operations and uh we will have this discussion later on but whatever whatever the outcome is just remember that it's not a reflection of seeing value in these roles it's a matter of continuing to do business because with if we have um if I will Echo Mr wrong with what he said about if we lose control of the direction of the financial direction of the district to the state to Leo the all the programs that are not mandated by the state are subject to being lost I want you to remember that because we have a chance still even though we do a notification of uh whatever roles that we do today we still have a chance because these Cuts would not be finalized until May and hopefully we will find the revenue in order to save what we can in terms of priorities so with that I will uh re we will recess to uh for 10 minutes we will will come back at 8:41 thank you if you could please quietly process out if you are not staying with us for the remainder of the meeting thank you we are now starting board member lockman board member lachman please return to your seat we're going to begin with the new 9.0 safe routes to schools update with Mr Shannon I will invite you to approach the lectern again I am sorry on being here hold on let uh actually you know what I'm just going to go with that cool all right so do I have a time limit or am I good all right Fair I'll see how I can do so thank first of all thank you superintendent for allowing me for the time tonight I appreciate the invitation and I'm happy to be here on behalf of the Culver City safe routes to school program now in about to start it's 14th year so we're super excited about the program and I'm happy to present uh next start yes so I also want to do a shout out to all of our partners um this is a program that is fully funded through the city um through the public works department um with Partnerships um with our main organization uh walk-in rollers as well as Culver City bus and the Culver City police department they throw in on various programs and projects whenever they're they're able to next cool so what is safe routes to school I know this comes up to up an awful lot um Seafood to school started way back in 60s in Europe and it came to America basically in the 80s in the early 2000s we adopted the non-infrastructure program which is all this right here which is um education and encouragement um engagement Equity engineering and evaluation and when we first started the program we were solely focus on education and encouragement but now we embody all of these we currently don't do any of the engineering that is definitely in the city's survey of course but we are involved in those conversations and 1 of my roles is to be present as many of those Community meetings as possible to represent the interests of the children and our students next please um and so this is our basic Mantra right here in 1 slide um each block and every day not driven matters so we encourage everyone to just rethink their commutes whenever they are able to do so which means that that's once a year year once a month once a week or every day whether that's door to door or whether it's parking a few blocks away anything other than driving door to door every single day it all makes a difference and improves our community and our quality and our program at a core is what that is all about is helping parents rethink their commutes when they're able and for the parents that aren't able to do that that need to drive and they need to drive door to door that's cool we get it um so the parents that are able to make that shift we ask them to do so to clear the space for those that have no other option next please um so this is a quick list of all the things that we do um it starts with our Walk and Roll to school days that's the obvious that's the most visible that's most of the community is well aware of they see that happening its First Fridays of each month at all of our elementary school um and actually this coming from Friday is the next walk to school day where they're scanning the kids so I encourage everybody to participate in that um we do a lot of on-campus safety education um primarily pedestrian safety education but I do want to give a shout out Dale Ren Khan McLaren today because we were able to be on campus today doing bicycle and pedestrian safety education that's a first for our our community we offer this up to all of our principles every year so it was really exciting for him to um rearrange their schedules and coordinate with his faculty to accommodate us for today and it was a great day fourth and fifth graders all got on bikes learned safety education um second and third graders all went through The Pedestrian Safety City um encouraging them to walk on Friday but also just be safer when they're in the community we do a lot of community education um 1 of the cornerstones of our account or our program is of course the wok and roll Festival that happens in the fall as well as our Middle School bike day so those are big events where we invite everybody that is capable to be there um and learn as much as you can about safety um we also partnered with uh cover City PD this year on bicycle um e on ebike safety we did both online and in-person courses um with about 40 people participated in both of them um our encouragement program is of course our scanning program which most of the kids in the room will know that there so your shoe tags if they get on their backpacks and so we scan those um on each of our walk to school days so we have a some sense of how many kids are actually participating we do a lot of Outreach activities so we like I said we're at a lot of community meetings where um present as at places like um the Middle School registration days um just spreading the word letting people know what we that we exist and that there's other ways to get around to school um and there were also there to answer any questions that people might have of wayfinding how to get how to get 1.2 next what are the maps looking like Etc um the evaluation is surveys that we do every couple of years um part of that is part of the lending Traffic Safety study that I'm sure you've seen going around so some of that data is directly from our evaluation and then there's future which I'll get into in a little bit so that's a general overview of what we do uh next please um so our walk to school day as I mentioned all of our elementary schools participate in this um sometimes the middle school does and occasionally the high school does but mostly it's it's centered at the elementary school and it's all about building encouragement so that parents start to understand that you don't have to drive door to door every day and the kids realize how easy it is so when they get to Middle School it becomes more of a viable option and that's where we see the most success um 2 of our Cornerstone events for this are international walk to school day in October and then um National Bike school that Walk and Roll to school day in May so that 1 will be coming up in May and we also have things like our Earth Day celebration coming up um April 22nd on Earth Day where we closed down to Linda in partnership with the city um and we have an open streets event for the students in the tri School community uh next um uh so this is just a continuation of that part of how we support that is we have incentives for the says which you have some free stuff coming around their reflective armbands reflective lights uh things like sunglasses stuff that encourage the kids to participate um that's all paid for under the program's budget um and then 2 tags which you can't really see well in that upper corner but the tags I mentioned earlier and of course we promote them every month with um specialized Flyers that get circulated around throughout the district as well as on our newsletter and on social media whenever possible next please um like I mentioned the on campus safety education the city or the school district owns that Traffic Safety City so the mot Department um delivers it to each school this morning was a great example it was there waiting for us we opened up the trailer our team sets it all up we walked the kids through the SI the city learning about pedestal and safety and then we put the older kids on bike safety which since it happened today I don't have any documentation for that but we will work on getting that to you soon uh go ahead and Community Education I had mentioned this earlier we have a a whole list of classes that we do we do family classes we do adult classes we do ebike safety classes both online and in person we do our Middle School uh bike day which happens right before school starts that's a great partnership with both PD and with Culver City Bus kids our real bike skills where and how to lock up their bikes properly they go to we ride them over to the transportation department and they learn how to utilize Transit into their mix so we show them how to put their bikes on buses we show them how to use their top cards and we sign them up with the um the Go pass program as well so it's a pretty complete process participation in that is all over the board everywhere from 25 to 100 kids depending on the year um so we always look forward to that in the fall so we can get those sixth graders moving in the right direction uh next please um and then encouragement program we in addition to the items that I mentioned earlier we also do group rides and group walks so we started doing group walks a few months ago um this is our way of getting more families out there and exploring our community but also walking a little bit we tend to be very bike Centric and so having Community walks has been pretty successful um couple weeks ago we met over at Stoneview Nature Center and then walked over to the MLK Memorial and Kenny Hahn Park we also worked with the Cobra City historical society and did a historical walk of downtown Culver City I think we had about 50 people on that walk our rides tend to be pretty popular um both our Halloween night ride as well as our holiday lights ride we get 50 to 60 people on those rides so it's a pretty big Endeavor um then we also do a couple rides over the summer to kind of stay engaged with the community like our ice cream ride which we're getting ready to start planning for the middle of summer so yes we ride to about 4 different ice cream shops and just have a whole lot of fun snacking through town okay next um and then our community outreach that starts with our campaign um new lawn signs went up in front of all the schools just this weekend so that's our way of getting that messaging out there about stop writing if you're driving how to drive safely stopping at stop signs slowing down your speech watching for the little kids if you're a pedestrian or a cyclist their encouragement campaigns about why we do the program in the first place which is all about cleaning the air and reducing traffic but mostly about reducing the number of cars going to our schools um our newsletter comes out every other week I think the next 1 hits this Thursday actually we're at the middle school as I mentioned and then Community um events like that's the Linda Traffic Safety event that happened last week so I'm out there in the community quite a bit it's more than what we just do hanging around the schools or the encouragement I try to be involved in as many of those conversations I can again representing our students best interest uh next and then the evaluation so this is the survey that's out there and if you look at it it looks like a lot of people are driving it's like a big category but when got up everything else it's pretty significant between 50 and 75% of our kids are getting to school other than being driven to school that is remarkable for a district our size so certainly something to be proud of um and we're working to make it even more so as you know around all of our schools we have lots of traffic there's still a lot of cars a lot of folks are still driving to school on a regular basis so we're chipping away at that and uh hopefully we'll make some some bigger progress in the future and next please oh and so Culver City bike but so we just started this um last month actually or you know 2 weeks ago uh this is on Tuesday Mornings we had um we've had some enthusiasm for this in the community but I was waiting for a getting a volunteer team together so that I don't have to be there every single Tuesday but it worked we had maybe about 10 families meet at Centinela and cover and then we rode them down to a London along the way we picked up other families and we had about 25 kids by the time we got to alenda some of them branched off and went towards laiona rest of us went up a lenda down towards Farragut so this happens every Tuesday morning at 8:10 we leave from Centinela and Culver and then begin that Journey um really excited that this took off um I wasn't even there this morning so they had a successful day so I didn't have to be president and that's actually a really good step for the program in general that the volunteers are taking hold of that and making it work and committed to doing this on a weekly basis and these are just some of the quotes that we got from the families that participated and this is why we do what we do um I hope we can do it more often now that we see how good it feels to start the day with a ride um 1 of our partners on on projects like this is weah It's the bike Leasing Company um they had somebody come in that day to start their leasing program because they saw the bike bus go buying they want to participate in it so that's the kind of Outreach that engagement that we we look for people get excited they see it happening and then they figure out a way to make it happen for themselves uh next please um and then future planning so we have a couple of things is coming up we're going to start a student ambassador program thank you Mr Guerrero for that great suggestion I'm going to take you up on that um the Venda currently has a similar program in the Arts and we're going to sort of pattern in after that so our idea is to um gather some Co parts of middle school and high school kids together and figure out how we can actually make this resonate at the higher levels and continue the progress we see at the elementary school levels and then our orange vest volunteer program this is um volunteer-led program we're looking for people to sign up for that we will put been through training this is not Traffic Safety this is not crossing guards this is simply extra eyes on the street that are very visible we know from just general experience that when drivers see other people with clipboards invest they tend to slow down because they know there's extra eyes on them so our goal is with those eyes on the street and just observe what's actually happening out there they're available for questions they'll have information brochures but that is pretty much the limit of what the responsibilities are so if there are any community members that are excited about helping our community to be safe and also getting your steps in in the morning then we're happy to have a conversation with you so you can go to our website which is CC walkenridge we're going to get back to you really soon and next and that was our big thank you so we have um a little note over here that was handed off to our leaders at Farragut um that's the kind of thing that just happens organically they just share that you know they're grateful for the program and the video on the left is from last year's Middle School bike day so if we can click on that you guys can hear an actual testimonial from some of our parents and why we do that event in particular there it goes oh well that was unfortunate I I can promise you it was a really good 1 though they're just simply grateful for the program and their their the key of that is the parents are more confident in letting their kids bite the school and that's really what the understory of all that is it's a lot of what we do is obviously the building and education with the students but it's also to build confidence in the parents so they feel comfortable letting their kids do what we're asking them to do and I think that was it yes so um thank you again for the time I'm happy to answer any questions or comments or feel free to let me have it oh I guess I go first no no I I really appreciate the presentation and um you know all the hard work that you're doing for the district and for our kids um my son is a a Merino um so uh we definitely participated in your your program a few times um you know mostly scooting I would say to school it's all good yeah yeah thank you very much for coming you're welcome you and I have worked together for a long time and a number of uh a of issues and have always appreciated our partnership um I think in depth we need to look at the number of calories from each of the ice cream places versus those that are expended um from the actual uh bicycling event because I think uh there may be a deficit 1 way or another that we need to deal with um but beyond that I mean I don't have any other you know questions at this time I know um at some point I make come back and chat a little bit just in terms as we're looking at some of these safer routes to schools and some things that we can do in the community uh including as we're restructuring that traffic patterns around the school that perhaps were underutilizing the park as a drop off area as a way of encouraging kids to walk who do get dropped off but also finding better more ways so that students can park their bikes around the campus and not just in 1 place because a lot of the kids who come from the south or from from East um have to go a long way down uh to get to where the bike rack are but appreciate everything and uh no no questions at this time on that note we're about to redo our safer School Maps which are currently on the website so I'm happy to have that conversation any time and look for ways we can improve those so thank you thank you yeah no questions just appreciate for all the work you do I feel like anytime I'm visiting a school in the morning there's always Walk and Roll going on uh there we bump into you somewhere so thank you and particularly as we've shifted to to city funding with this you're continuing engagement with the school district so thank you you're welcome say thank you the partnership you're welcome uh I just want to reiterate that in the earth day because it was just 1 little piece of of your slide and if there's anything that we can do so um in order to uh amplify or make it better this year um because for the most part you know you went to it was approved by city council last week and this is something that is not necessarily something that we approve but is at it it is for our benefit so can you speak to that a little bit yeah absolutely so um it's uh Council approved it in the sense that it's under public works so it's their budget and it's a their program essentially so they're really just asking permission to move forward with that so they'll take on whatever costs are related to that doesn't come out of our budget in any way except for of course my time or any of our team members that are there um but in terms of activating it and that is our Big Goal this year we really want the students involved on this 1 so we're about to start the Outreach at the at the school specifically um we're open to all kinds of ideas you know we're we're not going to do necessarily races but it would be great to have bikes scooters decorated for the day it'd be nice to have like a fashion contest with the kids or chalk art or something that would be fun and engaging and bring the students out into that space take advantage of the open streets if anybody's been to a CLA you it's a giant party and that's our vision for the for 1 day to not have cars on the street and let the kids have at it and have a lot of fun and be visible in a safe and protected environment um so any connections any valuable resources any help in getting the word out to the students um I'm all ears and I'm certainly hopeful that we can make that happen um and you know if there's a partnership to be had or if there's a way to to bridge those gaps a little bit more firmly I'm I'm happy to have those conversations of course as well I'm also interested because in the past we've had difficulty making sure that you're getting into every single element um each year to do your pedestrian and bicycle safety at and of course these are for different um age students um it it's been it's been tough and so you know what is your ask or what what what is your on your wish list in terms of how to make that easier that's a great question um so we make the ask the principles every fall when school goes back in session um we are happy to come we do all the work so we bring the city we set it up uh we put the kids this year we were able to put the kids on bikes but in the past it's just been the safety cities so it's really taking over the auditorium for a day and it happens during PE so it's not an extra real strain on the resources um I think encouragement from the board and encouraging the principles to respond to those requests is really all it takes um it's a matter of scheduling a date and then we contact Mott they deliver it and we take it from there um in terms of the bike skills that's a little bit different so what we did at our rencom this morning was a bit of a pilot program this is something we had tried here in Culver City 7 or 8 years ago before the pandemic um and didn't go so great um and the district got a little concerned about how we manage that so we kind of backed off on the bike skills in the meantime we've perfected it at other school districts and so to be able to bring that to our and have it work as well as it did was really exciting so I'd like all the other principles to hear that and talk to talk to Ian and say hey did this work was it hard was it challenging and learn from that experience and then we can it's a matter of just scheduling it from that point so any support the board and encouraging the principles to take advantage of it would be great what made it work today is he able to reshuffle his schedule a general a little bit so the kids have a little bit longer time at PE and the teachers had an extra 15 minutes of of spare time that day so by by talking to his faculty working with PE instructors he was able to make that work um I'd like to think that all of our principals can do something along those lines um they just need a little extra encouragement um they get my emails on a regular basis so at some point they probably start to tune it out because there's gyms is asking for more time or something along those lines but happy to have the support from the board on that at some point maybe we can talk about making that policy so it happens always thank you so much uh I think we're good unless our our leadership team has any questions at this time too thank you Jim you're very welcome thank you for the time thank you for the invitation moving on to 9.2 measure e citizens Bond oversight committees semiannual report I would like to do take a moment um to take a moment to thank the members of the cbok committee citizen Bond oversight committee for their continued oversight and um contributing their great work this great work we also appreciate the committee's timely submission of this semi annual report I want to especially acknowledge the leadership of Dr Black in guiding this work at this time I would like to invite Dr Black who has been patiently waiting to present the committee to my annual report to the board thank you thank you for the introduction it's kind of hard to follow all the impassion statements and walk and rollers is a great program and here I'm uh talking about financial oversight but uh thank you for the invitation chair Laredo Board of Education members superintendent Jimenez other staff and community members thank you for the opportunity to deliver the second semiannual report of the citizens Bond oversight committee fondly known as cbok and not to be confused with cbak uh for measure e the school bond construction uh passed in March 2024 I'm Dr Gan black I chair the cbok as many of you know in 2000 California voters approved prop 39 that allows school districts to pass school facility bonds with 55% voter approval rather than the 2/3 required by Prop 13 provided they establish a citizen's Bond oversight committee the purpose of the cbok is to assure the community that the bond funds are being expended according to the uses that were stated in the bond resolution and that no funds are used for salaries or other school operating expenses uh ccusd is fortunate to have an exceptionally competent assistant superintendent for business services Miss santha achieve and this makes our committee's job very easy but you know given the financial challenges that you are considering tonight it's easy to imagine how it could be tempting so you know like just borrow some Bond lunch funds you know temporarily and so um this is why the cbok exists to be another set of eyes examining the books it is important to note that the cbok can't direct how the bond fun proceeds are spent or to establish spending priorities so by Statute the sebach is required to have 7 members representing different constituencies to meet once a year and to produce an annual report but as I think everyone knows there was concern in Culver City about how the funds were used for measure CC the bond issue that was approved in 2014 and was used to renovate the frost that we've been talking about tonight um so as a result the board increased the measure C measure e cbot to 15 members required 4 meetings a year and twice yearly reports I just realized this means that every other meeting we have to produce a report um so I'm extremely grateful for Miss Rajiv support I also want to thank my fellow committee members for attending these quarterly meetings and asking intelligent questions so the report that you have in your packet covers the activities of the book from its meeting on August 27th of last year through its meeting on February 18th of this year it includes expenditure reports through December 31st 2025 as well as the independent audit report for fiscal year 20 25 which ended last June school board members know you received the same information from assistant superintendent Reggie prior to it being presented to the cbok so for that reason the members of the sebek view the primary audience for this report as being the community the benefit of having the expanded cbok is that more constituents have the opportunity to become informed about the status of the school construction projects and the associated expenditures and then they can communicate about it with other residents at our quarterly meetings Miss rajie presents all the construction expenditures in detail and by School site 1 common misperception I've word is that well why haven't you started construction because you approved the bond and but any construction and especially by a public entity requires detailed planning in addition to regulatory approval and competitive bidding to select contractors so miss rajie has explained the whole sequence of schematic design design development preparation of construction documents and with the budget being considered at every phase this is why although 385 million in bonds was authorized and the district issued 80 million in September of 2024 just 5.3 million was actually spent and a total of 19.3 3 million was paid or contractually obligated by December 31st 2025 the detailed construction documents are now being developed and these will be submitted to the division of the state architect this is the section of the California your department of General Services that's responsible for approving the design and construction of K through 12 schools and community colleges and DSA approval could require 6 to 9 months so the cbok has learned about how all of this work and more is being juggled with 3 architectural firms and a construction manager in addition to planning how to create interim classroom spaces so the construction can take place simultaneously at every campus at our meeting last month Mr Richie also presented the results of the independent Consultants financial and performance audit of the measure ebonds for the fiscal year ending June 30th of 25 as you know the district received a clean audit report that's the best that you can do confirming that the bond proceeds were expended solely on voter approved projects and no bond funds were used for salary suspensions benefits or other operating expenses therefore the district is in compliance with the requirements of prop 39 and article 13A of the California Constitution I thank you in advance for considering the applications for reappointment and initial appointment to the cbok in item 14.2 on tonight agenda when the sebek was formed half the members were randomly assigned to 1-year terms in order to create 2 staggered cohorts so those 1 year terms expired and some of the members are will willing to continue serving and then from there forward all future terms are for 2 years in case you hadn't guessed I'm the senior citizen representative and the other members represent parents with children at each School a parent active live in a parent teacher organization the business Community the Culver City Education Foundation and other community members the mission of the cbok is to bring transparency to the school construction process so we're kind of like a public portal we encourage members of the public to take note of the URL for the cbok web page which you can see on page 5 of the report this page pulls together not only the sebek roster in minutes but also the facility updates for each School the financial reports and even the weekly construction management reports so someone can go to that web page and find pretty much everything related to uh the measure e Construction the sebek is subject to the brown act open meetings law and the web page also lists the schedule of upcoming meetings if any members of the public are interested in attending in addition we will be sending press releases about this report to the local news organizations as well as brief summaries to each school's PTA in an effort to spread this information more widely thank you again for the time and I'm available to answer any questions okay um I don't really have any question for you I just really appreciate that well presented uh presentation and all the work that you're doing on the committee um very important to have this sort of oversight and uh just just want to thank you that's all thanks and I think just communicating it as widely as possible is really what we want to continue to build up um first of all thank you for being the youthful exuberance representative on the trying to put a positive um no I mean I I I appreciate appreciate the updates uh I don't you know the the the the the role is a simple 1 but a very important 1 um and appreciate the work that you all are doing and the the the members on the board who are up for reappointment uh who um I know have been very helpful as well and it's would you say it's been a very effective team as a whole including the staff but the team and the committee as well in terms of um what they've been able to contribute in terms of the role uh toward the role of the committee oh that was a question yes um well I think it is primarily an educational process for most people um you know a lot of the parents they don't have a finance background they don't have um experience with prior construction management I happen to have both and the person who nominated me to be chair didn't even know that but um so I really think that it is an education process but I think people grasp that Central Mission which is that no we're not here to talk about you know whether there should be a 3-story or a 2-story building here we're here to look at the invoices and you know what are we paying for and are those related to the intent of the bond issue okay no that that's I think that's helpful for the public to understand that it's not it's an oversight it's not a recommendation or Advisory Board it's just making sure that you that we are complying with the requirements of the bond uh and fulfilling those requirements yes the bylaws make that very clear absolutely absolutely thank you very much just want to add my appreciation I mean you you you laid it out 15 members 4 meetings a year 2 reports a year the the obligation and the responsibility is much higher than statutorily required um but that was something that that the board felt was really important to ensure the community's confidence and the transparency in the process um but we're not the ones doing the work you all are so thank you very much for that well and it's really miss rajie who's doing most of the work but it's a good partnership thank you I'll just agree with my colleagues thank you had more to say too sorry Jean uh sorry I I am also very grateful but also I have a question for you because you know uh we did expand the committee uh for transparency sake because uh it seemed to have uh good um expansion seemed to uh increase trust and transparency for our voters especially when we did the bylaw and chose chose the committee members ahead of time um part of our concern though is when you make the expansion is that it's more difficult to meet uh Quorum and I hope that with these new uh reappoint or with these reappointment and the new appointment that we recently had over the past 2 that you'll be able to find times when it's easier for you all to meet um well actually out of our 7 meetings there's only 1 time that we didn't have a form okay very good um and I think that um when people first applied there was a long lag between when they apply to or appointed and when we actually had the first meeting and set the meeting time and so frankly some of those people were never able to attend so when we fill those positions the expect ations will be much clearer upfront and so I think it will actually become easier thank you for that I appreciate it um now I I thank you for your report moving on to 9.3 enrollment report thank you again Miss Black the enrollment report um displays the enrollment information for month 5 of the 2526 school year which ends on December 26th 2025 it select the K12 site enrollment by grade level as of the last day of the specific 4-week reporting period which ended on December 26th we are also comparing um these reporting periods are categories first school month to 11th the school month and then basically it will never coincide with the calendar months it's just a day that is um it never overlaps that's what I meant the report also includes enrollment totals for the adult school and the state preschool program um when we compared the numbers of this month enrollment with last year is 2425 number we have gained 22 students in elementary level and then at secondary level we have lost 15 students so a net gain of 7 students so we you know which is better thank you is there any discussion questions seeing none we will move on to 1 1. 1 at this time I will entertain a motion for 11.1 or a number of board policies can I make a for 1 1. 1 8 point of teacher are you seeking to uh table it until time certain as in our next meeting uh sure I mean that might be a little scrambling on folks Parts but that is not indefinite um it's in April so we've got some time so yes that would be my motion then to table it until the next meeting uh I'll second that for discussion purposes uh it is there is a motion and a second would you like to start uh well you can't uh if it's tabled then there's no discussion right yeah so uh did you mean to table it for discussion or did you mean to sorry I I I I would we be okay with holding that until we at least still get to 1 round of discussion and then he just need to I mean I can withdraw the motion on the table right you'll withdraw it at this time and we can bring it back in so I would still entertain a motion yeah all right I'll I'll moving to discuss the second ad thank you okay I guess yeah all right my turn um okay so you know this this gift policy is something that's been kind of in the works for a long time running and and folks who attend lot of our meetings which is actually kind of few people um probably remember that I've brought it up on a number of different occasions um I think there have been some misunderstandings in the community about what this gift policy really is this is is mostly gifts that come from outside the district um so like for example a trust fund or 1 of our wonderful Community organizations like the Exchange Club or something like that to the district and the the issue itself came up primarily because of a prior board's decision to spend 2.2 million dollars for a weight room I mean I don't think that was really their decision Excel ated the cost but um there was a contract that was approved in late 2023 regarding uh 750,000 for a weight room um you know most of the people that were involved in that there's 3 board members here who did approve that but um all of the that uh and 2 board members are no longer here to talk about that but sort of been able to reconstruct like kind of what happened there it was you know staff recommended it and um they just approved a contract uh but there was no funding agreement in place with the trust so like the trust was actually like not obligated to pay us anything for that so from what I've been able to figure out here and then you know honestly I was kind of Channel Ted Lou a little bit here that's kind of a stupid decision not to put a funding agreement in place before actually beginning construction but um Dr Lucas managed to work some magic uh with basically no leverage after the fact in a negotiated deal with this trust that has them paying us $200,000 a year for 5 years so they have now currently paid us 400,000 dollars um due to pay us another 200,000 over the summer out of the million that they're paying towards this 2.2 million weight room so we are sort of carrying the cost of this weight room on the district's budget for you know years here into the future so that was my I mean it was actually came out of a c back recommendation because they've been taking a look at this and they said hey you all might want to take a look at the gift policy look what happened with this wait room so I said you know that sounds good let's do it um so I think you know there there's some rumors out there about the board wanting to centralized funding at the district level which is also a little bit curious to me because it's not really what this policy is about and certainly wasn't the intent and bring It Forward um there's a different policy that governs School connected organizations so you have booster clubs out there ptas um you know other organizations that are related specifically to schools in raising money for the schools are very you know they're governed by um board policy 12:30 I believe it is um that was last revised in November of 2024 so even before I was on the board um there's requirements they must follow They Do by and large enjoy a great degree of flexibility in their fundraising and their fund spending activities with kind of a significant exception that they're not allowed to directly pay employees at the district and that is just a legal requirement actually so like we we have to follow the um and you know I mean to the extent that it would be helpful to our community I would be fine adding some language to uh 3290 at least in an administrative regulation or something that helps folks understand that this gift policy has a particular Focus to it which is giving gifts directly to school sites directly to employ you know teachers I guess you could say or directly to the districts such as this trust giving us money for a weight room right um and that's that's what this is really intended to focus on and you know the the school connected organizations have kind of a different set of rules and that is not the primary focus of this policy but you know um we've put some work into this on the back end and all we're really trying to do here is just comply with the law and you know some folks have kind of focused on that thousand dollar exception and that's mainly so that we have no intention of like you know nitpicking room parent funds and things like that like if you want to put some funds together and you know get a couple of you know birthday present for a teacher or something like we don't we have no interest in trying to approve that um but you know some of the more significant gifts are things that need to come before us and and very often do not in this District so it's something we need to do to make sure that we're compliant um that's pretty much my comments on the policy um I I am generally in support of this but I am hearing some concerns that need to be clarified so that the folks who are impacted by this um uh have a better understanding I don't know if it makes sense to wait 1 more meeting so that they can get together and just be educated because I'd hate to have us pass a rule and then have to go back and fix it because there was something that wasn't covered correct I've received emails from a number of the organization some of which I think may be misunderstanding what what this is um and some which are trying to figure out for example if the foundation let's as an example the foundation gives us funds in order to pay for a particular position does that fall under would that be necessarily prohibited or what would the process be in order to deal with that so um I I I'm you know either now or the a prefer or the next meeting I would still be supporting this although there's some questions about whether the thousand dollar um I I believe that's a gift that's an individual gift not a campaign so multiple people people can give more than $100 but if it's a campaign and its 1 if it's 1 person giving more than a thousand or 1 entity then that would fall under it these are just things that I'm hearing out there that I think may need to be clarified maybe Santa you can clarify some of these some of those questions here so um if numerous people give give and the total ends up exceeding $1,000 that would not be banned by this policy is that correct and I'm sorry for not sending these in advance I've only seen these emails in the last 24 to 48 hours and so I'm just processing this through and this is a chance for us to be able to sort through some of those questions and concerns so that either we can and vote on this now or we can vote on it the next meeting 1 of the 2 just depending on how everybody feels the rest of the board feels do you want me to yes so I think this the just to give you like um Miss cotson mentioned this policy is all about I think cleaning up the language and making sure um you know the board is the ultimate Authority and making sure um their authorizing you know they are accepting the gift on behalf of the district and making sure that you know clarifying the donations exceeding and minimal amount of this more than thousand dollars should be made to the district rather than directly to a classroom or teacher because sometimes we have seen individual um individual staff member or someone getting thou I think no 1 gives to a teacher you know more than thousand dollars unless and for a specific we don't even know like what kind of donations the school credit organizations are giving to our staff I I think this is just to clarify the intent of um what would I give what would a gift be and then how what kind of gifts would be accepted by the district and who will be accepting a district and the the the gift and I also I think this would transparency we don't know um how much is collected by how much of uh the school credit organizations are collecting funds and spending on behalf of the district but we don't know as a district what's a true cost of running this district and that's something we want to know and also we've never never recognized um all these agencies for the contribution they do um this way actually superintendent will be bringing a report to the board and and sharing this is what the gift or contribution you've received in terms of either services or is it in terms of you know spending on some you know upgrading approach in facility so I don't think we have um we have done that before and that's what we're trying to just make sure that we follow this policy and then I'm actually happy to meet with um School connector organization once board approves The Next Step was to meet with them and then give them uh you know FAQ of how and then also understanding their concerns so we can prepare another detailed FAQ answering all of the questions and how this will be implemented and then we can also bring back an r that kind of answers all the questions right and that's that was my question so you just got my next question was with the next steps be so I I appreciate that um there is in here ah ah ah ah requirement of some of an approval for campaigns of over a thousand dollars right um have we received any concerns that that money is too that that that that that's the right number in terms of where where we should be or it should be higher I think until I meet with them I didn't we all the emails coming and they just highlighted they wanted us to meet with them before you probe and I didn't get any details there so our intent is to meet with them to understand the real concern and then we can address their questions because I really don't know what the concern is right and I I I I I I I agree and that's why I think when the the question comes up about whether we want to delay it by 1 meeting so that we can sort through those because if we pass this and the numbers are set we have to go through another 2-month process to fix it and so if that step was not done in complete it was not done completely then it makes sense that just have that 1 set of meetings get it fixed fix that and then we can approve this and move it on as I said I I support this it just feels like some of these questions could impact us passing this as it is now and we'd have to go back and fix it if there were problems with it and that's my my only concern with this at this meeting I would still supported the next 1 I don't want I know this has been a very long process to get even to this point um I and I don't want to slow it down anymore but um you know just because of the because of the questions out there and if we don't have some of those answers and some of those answers may impact the policy it is written it could create uh it could hamstring us over the next 2 or 3 months while we work out those problems um you with all the details so that that's that's the 1 that everyone has to follow this is just a direction to the administration yeah to implement this policy and to be clear I I support the policy as a whole but the questions that have come up from the Ed Foundation about hey how do we handle this if we're paying for a position um you know that's a non that you know that is carries an on ongoing cost for that how do we handle that is that just something we would just approve and be done with or is this something that require that that would require some sort of additional process that's what I'm not clear on and so I think you can approve it or you can table it and then we can definitely bring back but we still this is the broader level the board policy and then we can go back and then discuss with them understand their concerns and then they can we can see if it really colleagues we need to be changed we can bring it back okay Mr Leman can you let us know uh oh can you let us know uh work clerk about uh the preferential votes that were given to us or Mr Ken can remind us of his yes so um 11.42 uh so uh I have 11.1 know from the Middle School person and yes from the high schools do I have that and I haven't heard from you on that okay so that's where we have and we had 4 people who Express who spoke and expressed concerns about the policy thank you sure I would just Echo board member that I I support this I appreciate the tremendous amount of work that's gone into this I think it was primarily um staff obviously and board members uh Carlson and president Laredo um I would just like to see our our folks who are going to interact with this uh have a little bit more input and engagement before we pass it actually interested in hearing your comment but I know you like to go last but I truly don't have my mind made up so I'm interested yeah so so uh I think that there's a little bit of confusion because there already is a gift policy in place and it's not new and in this in this refinement it's really just saying we're not trying to proceed gifts it's more so we're trying to make uh make a clarification around any undue Financial burdens on the district and um School connected organizations have a different have a different policy in which has not previously been enforced but going forward the those policies uh actually help us to show Revenue on the books in the future because in the past I am just going to give a very solid um example uh which has not has little to do with this particular gift policy but I think it has a lot to do with what they're worried about so in the past something like the cchs boosters or Panther Partners would uh be billed in invoiced for athletic buses um in the future what we might do so that we can in Humber revenue from that is we could ask them hey you know can you please gift that money restricted to athletic buses in the spring so that we can encumber that in our second interim report moving moving forward and have that multi-year projection show that Revenue to the state so that we will not we can have that um uh that revenue on the bottom of our uh to our report to Leo and say hey we're already counting this Revenue we're you know we're off uh we're funding it through our school connected organization so that's separate from the gift policy where we are just reiterating the law and trying to and based on our conversation and at last time we are not trying to impede gifts we're trying to say hey as long as the gifts to the classroom and the small fundraisers are small we don't have to you know accept them at the board but we always have this board um agenda item where we know setting up here we do not accept all of the gifts that we are actually receiving and so we want mechanism in which we are receiving these where applying Ed code we're being legal we're we're we're you know applying the law to these things we're just reiterating that and that is why I feel comfortable for us to to move forward and continue to make sure that uh we develop uh operations procedures administrative regulations so that these things are going to be clear the the law is the law and it it is not a new policy okay so I I would go back to Mr well remember Carlson was there suggested like I think you had suggested an add-in for some type of clarification yeah I mean just you know with respect to the r or something to add some language that essentially says you know that this policy applies to all organizations except those that are operating under the board policy Administration administrative regulation 1230 as school connected organizations I'm comfortable with that so I can support it today if we can add that language in thank you that's I mean I uh if somebody I mean it's your motion uh right you you you wait yes motion so there is a suggestion on the table he might still want a table it but know that there's a suggestion on the table I'd like to to Friendly I'm in my own motion to table this for 1 meeting um just to give folks a chance to ask their questions um I I was going to ask before I did that about whether or not board member Carlson would like to answer could maybe be able to come out some of those answers on some the concerns that were out there so we can put those to rest today well yeah I mean I think I did that there's there's a motion on the table so it's either it died or if there's no second I hearing no second again the the the current motion is still on the table so you can continue discussion yeah yeah I mean I you know I don't have a real sort of strong feeling about passing this tonight versus table it but I don't I don't know that table it because there's questions out there and as is necessary the sort of right way to go about this we did have a first reading of this policy already and and there's been opportunities for folks to provide public comment at that point in time and to talk to like any of us about any concerns and I I'll say you know my my concern concern with that is that we got like a bunch of emails yesterday and today you know basically saying pull this off the agenda which you know in the interest of working with folks on this I don't really have a problem with that and I guess you know to to the extent that board members uh lachman and Guerrero had themselves have concerns and want to talk to people if they want to use this time between this meeting and the next meeting to talk to people and think about their concerns and whatnot I don't have a problem with that I you know it's I we have a concern about gifts that are trying to be given now yeah there is that yes um that I mean it does sort of potentially prevent us from being able to accept any gifts for another 5 weeks if we don't do something about this I mean you do have a policy but I you know I don't know that it's 1 that that reflects what we're trying to do going forward so that may delay that process a bit too so just going back if if I made the question I had so let's say 1 of the organizations wants to help fund uh a position or 2 in the next couple of months in order to help us with our our our our budget situation theoretically speaking would that be this is a different that are you talking about a school connected organization or that's the thing that's different so that's why there's an amen that's a suggested Amendment on the table right now then in that case I am I'm fine with as it is my concern was Justice that it would we were getting feedback from some of these School connected organizations and other groups that this would get in the way of their ability to do this and that's why I was concerned is when we hear that it you know we want to make sure we have every channel open in order to make sure we get every bit of help we can in the next couple of weeks but if the feeling is and the the the consensus here is that that's not going to impact that that I don't feel the need to table this well I think I think respectfully you know folks that do not necessarily have a whole lot of touches with the school district and how we we do our operations and maybe you know are mostly involved their school connection organization but don't attend a lot of board meetings and don't spend their time reading board policies and administrative regulations may may have you know perceived some things about this that may not have have been actually reflected in the language and certainly the interaction with the other policies but I think you know when we're talking about school connected organizations are definitely is there's rules that apply to those folks that were not planning on changing here tonight um you know it's not under review so to the extent that we've in theory have a couple of school connected organizations that might want to give money to the district for something you know for for personnel in particular there is a very specific uh process to do that that's already provided in that policy I don't feel better about that as well there support for the alternative motion so I'm okay with that all right let's move okay cool all right now is I mean is there a great need for you to amend and your your motion with the the acknowledgement of uh 20 uh 1230 yeah I believe uh board member Isadora and Carlson were discussing adding language I don't know exactly what that language was so would you like to repeat it for him yeah yes um and and this is not necessarily verbatim although I suppose we could give direction if if we needed to but um just some language I think probably in the admin administrative regulation would be the most appropriate uh that comes along with this that the gift policy applies to all organizations except those that are operating under board policy and administrative regulation 12:30 as approved School connected organization so that would be Direction but it wouldn't be written into this because this is policy and that's the administrative regulation that will be in that case I don't need to amend the okay motion then okay sounds good are are we okay with discussion now so all those in favor say I I I thank you moving on I I will again entertain a motion to pass the remainder of the 11th if somebody would like to do that that or a is there a second I'll second that okay do we have any uh preferential votes that we would like to okay acknowledge the 11's uh 114 115 yes uh 111 through 15 from the Middle School no um Mr Kang do you have any discussion to share no thank you uh is there any discussion from I'm sorry yes so 1134 was yes uh from the Middle School 113 and 114 were yes thank you so is there any discussion from the Das for 114 I thought there was actually a good suggestion from the public there's a part of 114 that reads uh the district shall design standard shall address accessibility of the district and School website to individuals with disabilities Etc there was a suggestion that we add something along the lines of of uh shall address accessibility for non-english speakers um and that some type of translate although I don't know we won't necessarily want to say Google translate specifically but some type of translation service is available as well uh are you suggesting an amendment or that the administrative regulation does not already Encompass this because it it kind of does uh how so it well in terms of when we when we do regulations it doesn't mean that like we we um don't expand that that's the minimum that we do I don't see anything about non-english languages in the are so I mean yes I guess I would uh suggest that we add that language okay so if uh Mr lachman made a motion or or well does anybody else agree no no no it's your motion know I can't say I am unanimous in this okay hold on all right cool sorry I thought he was a man do other do other do we have agreement that that we should that uh as long as Mr lachman uh would like to amend the motion just to add and uh web Trends and translation fine with me I we have to be specific though so your motion has to include just the the the actual amended language where you want to amend it so with the uh with the uh the proposer just the particular area you would like to see that design design standards has 3 paragraphs I would suggest a fourth that just mirrors the language around accessibility for Disabilities um but includes languages other than English you're making a suggestion then you need to give the language well he needs to get the language now I have to look up the exact language how dare you I mean can I say the language you can say you can say it and he can say you know I'm letting you moved the district's design standard Show address accessibility for uh district and school websites for non-english speakers that's good so moved I meant my motion shortly and then he needs a second I'll second that thank you okay now uh just to make sure um is is this uh are would you be okay with this is this recommended does this cover what Ed Leo can can provide and I think it does yes it is thank you all right so if there's no more discussion all those in favor say I I and you were able to capture that language or no I'm looking at the leadership team here yes okay thank you all right Point 1 thank you uh 12.1 it's a memorandum of understanding with SRA moan Incorporated for an app called uh College connect that is a free app uh this is an app that will help our students connect with colleges that they are interested in a similar way that allows other student athletes to connect with colleges so it becomes almost like a parent Square where the colleges could reach out to students and let them know a different recruiting events that are happening on their campus and vice versa students could also uh submit questions and uh comments for the majors they are interested in attending for some of these colleges that Ciara Mobile Incorporated is connected with I'll move the item second are there preferential votes or disc that uh yes on uh both high school high school middle school and I don't know if you have anything to add do you have any discussion Mr King thank you do is there any discussion on the Das all those in favor say I I I 12.2 please yes 12.2 is also an mou with every table for a low-cost meal service for employees so it will uh basically design a landing page for the district office if that is where the program will start and then it will venture out to our school sites where our our employees could go on their uh portal and Order nutritious meals from uh this local uh company at a very very reduced costs at in essence also lead uh delivery fees for our employees so it's a quick way for them to get a lunch nutritious meal without having to pay for cost of delivery and this is at no cost to the district I'll entertain a motion second uh any preferential votes or discussion uh discussion I I I have a question can board members order dinner through this because we hungry sometimes yes you may you would have to go through uh The District page and actually uh the meals do come uh in a cold uh option as well if you're going to reheat it later and also there meals that are uh bigger in proportion in size if you plan to uh and this is for any of our employees too right to I will buy you dinner take food for dinner as well and okay all those in favor say I hi hi uh 14.1 please request your approval of the attached engagement letter with cwdl or auditor to conduct the performance audit of 1 of the construction funds that we received and we have spent on HVAC project for Farragut Elementary School uh not to exceed 7,500 under RDA funds I entertain a motion so moved second any preferential votes discussion uh yes on 1 4 1. 4 4 anybody all those in favor say I I 14.2 the request to your approval um consideration approval of pre-appointment of 2 applicants and the appointment of 1 new applicant commencing from May 2026 that's when the next meeting is and um there is a Mis mistake and Mr Kirk's name is misspelled on the CBA roster we will correct it and then repost it at the cbak website web page I entertain a motion so removed second thank you any preferential votes uh yes on everybody um no discussion right uh any discussion from the Das thank you all those in favor say I I I thank you 14.3 um this is the second presentation today um I'm presenting 2526 second interim financial report and requesting board's approval and uh of the certification next slide please so this slide shows the budget reporting cycle for school mistakes we've developed we develop and update our budget few times a year per the requirement States requirement and um tonight's report reflects some Financial updates based on the actual expenditures till January 31st 2026 she is the seventh month of the fiscal year 2526 next slide please so there is a typo in this slide under the first bullet it is second interim report that's due to Leo no later than May 1 7 March 17th sorry the second interim report provides a snapshot of where the district's finances stand today it includes some updated Revenue estimates updated expenditure projection for the rest of the year and a 3 year Financial Outlook called multi-year projection these help us determine whether the district will be able to meet its financial obligation in the coming years next slide please these are the key terms I think I want to highlight the first 1 the average daily attendance or Ada in we are funded based on the student attendance not just enrollment so with that and declines the district Revenue also declines next slide please our budget is built on yes thanks the slide 5 it said there wasn't enough memory turn it back on USB so I here we go there you go thank you so this shows our key assumptions our estimated Ada reflects projected student attendance for each fiscal year the funded Ada is slightly higher because the state state current allows the district to use the 3-year average attendance formula this approach allows us to receive funding based on the highest attendance among the 3 years which helps protect revenue and enrollment is declining next slide please so Revenue changes at second interim this slide shows the adjustments to revenue since budget adoption so you have what we adopted at um the budget adoption and then at first syndrome and then second interim so the the net impact is actually we have applied for a FEMA grant that we received actually for and so we made an adjustment for the in the federal revenue to that extent and then also we have received some um elop additional alaap dollars um expanded learning opportunity program funding that and then some other adjustments to straight revenues and then some carryover funds that that's to the tune of 675,000 and then there is a 327,000 increase in local Revenue basically they are interest earnings and rental fees while these adjustments increase Revenue slightly they are relatively small compared to the overall size of the district's budget next slide please so this slide shows um illustrates the relationship between enrollment actual attendance and the attendance we are funded for the dotted line represents total enrollment which has been gradually declining over the past several years the red line shows the actual Ada which is the bottommost or the number of students attending school each day which is important because our funding is based on students being in seat the Blue Line represents funded Ada which is a number the state currently uses to calculate our funding so which is which is basically that that's a protection that we have right now with the new funding formula that was approved recently to you know have a soft Landing with this enrollment decline for all the school districts in California most of the school districts not all the Shaded area between the 100 88 and the actual idea represent the protection Gap meaning the district is currently receiving funding far more than the actual attendance that we have currently next slide please this slide illustrates an important point about how State funding Works each year the state provides a cost of living adjustment or called Cola which is shown in the green bar and these increases are intended to help districts keep up with the rising cost but at the same time the district is experiencing decline in funded Ada okay which are shown in the red bars so if you see here or Cola is largely offset by the decline in our funded Ada so basically it is neutralizing the additional Revenue that we should have been getting so for example for current year the state gave us 2.3 percentage Cola but while we are actually there's a 2.1% decline in Ada so it basically neutralized our Revenue it kept as if you know we had the same revenue from the prior year so this is important and why the district must you know we have to adjust and right size Staffing to align with our enrollment Trends because of this you know there is no additional funding coming our way because of the decline and then even the cola is eaten Away by the the the loss of ADA for in our case next slide please on the expenditure side our interested expenditures have increased by approximately 2.3 million since the adopted budget and um as you may recall several um positions had previously been funded with 1-time funds um during coid and those funds expired so when we developed the adopted budget for current year 2526 in May and June last year we tried to balance the budget with the revenues available to us at that time so the revenue was lower so we also lowered our expenditures when we adopted our budget so later at first syndrome the district received 1 time money from the state and 1 time donation from the city so we increased our um cost or salaries and benefits in increased during first syndrome so as a result the unex unrestricted expenditure budget increased by approximately 2.3 million compared to the adopted budget so again um I always say this 95% of the District budget is tied to salaries and benefits which means we have very limited flexibility when revenues fluctuate at second interim if you really see there we we made some minor reductions to operational budgets to help accommodate in slight increases in our salary and benefit next slide please so contributions um this is a slide where um general fund unrestricted bucket like we definitely have money um we our expenditures are over than our Revenue but the money that is remaining in that bucket is is used to pay for this additional programs that's called the contribution to restricted programs so another Factor Why um we are you know trying to to um make make cards or do some reduction forces because of this our contributions have increased approximately 1.1 million since we adopted our budget if you see the last row 21 almost 22 million is what we thought we would continue to these programs but then if you see here at second interim is 23 million almost 1.1 million and then but if you really see from first interim to Second interim in this last um since December to now we've increased we've added a half a million dollars there uh again it is for the special education we have more students needing additional services that has drawn that has increased the cost uh for current year and for the next 2 years also next slide please so at second interim our budget fund balance increased slightly to the tune of 470,000 compared to adoption again this is only on the unrestricted bucket when we see the multi-year projection you can see that next slide please so this slide shows the multi-year revenue projections looking ahead at The District's M projections we see some few adjustments the interference the interference transfers that you see is the last but 1 column row um that's the Rd funds that we are using right now to balance our budget which is 3.4 million and that funding is expiring in 2829 there are also some 1-time Revenue adjustments in the current year if you see from 25/26 column to 26/27 there is in between the percentage change you can see 10% detection for other state revenue and there is a 24% reduction in other local Revenue that's because we we used 1-time funding 1-time Revenue in 2526 and that's not there for 2627 and um so that's what our Revenue total is 118 million and then it is reducing to 150 and then 117 so it's still with the cola that we've received still 2728 revenue is lower then 2526 Revenue next next um slide please yeah so the multi-year projection on the expenditure side um on we have budgeted costs increases conservatively here um we have budgeted for you know Booker options there are expenditures that we would normally do but we are not because we're trying to again balance our budget with the revenue we have for salaries the projections we only include the step and column increases which are normal salary advance for employees and then for our services we have actually the costs are adjusted based on primarily this is for our individualized education plan um needs of our students that's why the increases even with this conservative assumptions cost continue to increase if you see here um I can see the slide 1 second things slide 11 okay so if you see here when we when we looked at the previous slide we looked at the revenue and then if you look at the expenditures the current year expenditure is totals to 118.6 million and the next year you see 119 and then the following year is 120 if you recall in the previous slide we saw that Revenue decreasing but in this Slide the expenditure is increasing and then if you see the last row the net increase and decrease so we all deficit spending for the current year by 449 000 and then for next year if you see it jumps to 4 um 4 million so that is 1 of the reasons why we have done these resolutions to um mitigate this um the the structural deficit that we have now next slide please oh yeah thank you so state law requires school district to maintain a 3% reserve for economic uncertainty this Reserve is intended to ensure the districts can manage unexpected expenditures and maintain some fiscal stability to put this into perspective the district needs approximately 10 million dollars each month to operate our current research do not even cover 1 month not even 1 month not maybe a week's worth of expenditure is what it can um support and then based on the multi projection the district does not meet the 3% reserve requirement next year and also for 2728 if you see we have a negative reserved for 2728 uh 0 88 percentage negative and the in a few months when we prepare the next budget cycle we will be adding another year 2829 into this multi-year projections so the current trend is if you continue to have the same um deficit spending then we would need $4 million of we need to make million dollars worth of cut for 2829 because you're going to be losing your RDA funds also so this projection basically reinforces the need for continued fiscal adjustments to restore structural balance to the budget next slide please so how will we meet the 3% and um so we are looking for that's the reason we are looking for a 2.4 million cut and board is already approved cuts to the tune of 1.7 million on March 3rd when we approved that resolution that equated to a 1.7 million and then now we need 650,000 to meet the remaining 3% um I reserve required by the state next slide please so because the district does not meet the required Reserve levels in a multi-year projections Dr eminent Administration is recommending a certification a qualified certification means the district May face Financial challenges in the coming year unless corrective physical actions are taken now um it is important to note that this certification does not meet the district is insult solvent but it does indicate that continued fiscal adjustments are necessary given our um enrollment and given our revenue and expenditures um so to address these challenges we will continue to implement several the strategies we are already following continuing our Oscar measures from last year across the um budget and strengthening our spending oversight and position control and monitoring our cash balances because we want to make sure we have a positive cash which we are making sure we we do have a positive cash balance and then improving student attendance and attendance recovery is something that the doctor minds and cabinet is focusing on so we can increase our funding these efforts will help um the district move forward restoring required 3% reserve and strengthening the long-term fiscal stability next slide please so in closing we recommend um the board approve the 2526 second interim financial report with the qualified certification if is a board approved resolution to show the reduction in force to the tune of 2.4 million we might avoid the third we might not know to do the third inem but if there is no resolution to show that show the 2.4 million Cuts then we will have a qualified budget at a third interim and it will trigger fiscal oversight by Leo and which um I think we are moving in a positive direction but these adjustments have to be made their critical in maintaining our um you know our boards um authority over the district um the next steps uh we will be um submitting the report to Los Angeles County Office of Education by March 17th and will continue to work with the district leadership to build the fiscal stability in the years ahead I'm at the end of my presentation and happy to answer any questions you have before that I will entertain a motion so moved a second now this or preferential votes differential votes hold on 1 moment let me just pull up the item here so I've got the correct professional votes discussion questions Mr khong anything here go ahead nothing all right he can come up with it later okay that's fine yeah um just in the interest of time uh you know I mean we we we hear this budget presentation on a pretty regular basis around here and it's it's kind of always the same um in a lot of ways and with a little bit of tweaks here and there and I I want to commend you for the hard work that you're doing to try to bring this District into fiscal compliance and doing it really in the least disruptive way possible right you know at the last meeting I brought up that LAUSD has a lot of reserves there's other districts that have a lot of reserves Beverly Hills has a lot of reserves they've made Cuts there's a lot of districts out there that actually are well above the state mandated 3% minimum and like what saying well but we're talking like 15 20% even better than that right um and we are constantly hovering around 3% and that has been the case ever since I've been on this board you know if you look at the there's there's a nice bar chart that you've presented in in previous um presentations where the reserves used to be quite a bit better in this District um you know I'll have a lot to say when we get to the budget res or the the um the resolutions that we're taking up next and I'll I'll save my comments for that but you know we are really trying to do the least damage possible at any given point in time we understand that all of our employees are valued and that we you know are trying to provide the best educational services for our kids possible um you know the challenges that we we are often having though are things outside of our control as well you know we we experience an increase in liability insurance because of a 2184 sexual assault and abuse claims and so districts are getting hit with this a lot of public entities are have sort of heard Santa Monica has a lot of claims against the city and you know as a result of that we're in a pulled insurance an insurance pool where our premiums are going up as well even though we've actually like fared fairly well um relative to other districts on these things by our liability insurance went up by 300 Grand 500 something like that yes yes and then we also you know experienced an increase in SoCal Edison increased their rates by 11% last year that's $500,000 that come out of our budget the state's not giving us money for either of these things our employee these are experiencing an increase in their benefits I think everybody in the private sector has experienced that as well I certainly have and the way that it works in this district is that we provide money towards benefits for employees and then they pay the rest of it well if we are not able to provide them money uh an increase you know sort of commends her with the increase that they're experiencing in their benefits then they're effectively paying more out of pocket and that is something that Mr long was talking about earlier as well as the fact that we have not been able to give raises to our employees for a couple of years so it's it's kind of a dire situation here and and the choices that we've been making have largely been to try to save as many positions as possible as opposed to trying to you know cut deeper and you know increase salaries and increase benefits you know to keep up with it inflation um I think we've been trying to be as Humane as possible um you know I I do have just sort of 1 question I guess is that you know we're looking at this the chart about well not chart just a a slide about the reserves and how we will the 3% so that's 15 and it looks like 4.13% for this year 3.14 for next year 3.07 for the year after that and that's um we're we're certifying as qualified because why exactly because that could potentially be a positive right if we if we have those numbers I'm pulling this slide yeah sorry about that I didn't send this in advance you said slide 16 m 1 6 1 5 we meet 3% and I I thought previously that 3% and once we hit the 3% we're actually in positive territory as opposed to qualified I mean barely but um we have to be we have to have a positive 3% for the current year and the next 2 years also okay so but if if we did do these 2.4 million of Cuts Like We actually could certify as positive yes okay all right great but why are we recommending a qualified certification is that just because we don't really know what we're doing next so I think what happened was we've been preparing our sec and from report and it's a timing right you're going to be approving 1 resolution today and you already approved another resolution on March 3rd so that was 1.7 and then this is going to be 650 so we need 2.4 million to meet the 3% and we cannot not include all of this until board approves it so it's a timing issue for us right now with today's resolution once it is approved we will be sharing the we will represent with Leo yes we don't meet as per the the 120 page financial report that we have created but this is what is the of the chart multi-year that looks with the board approved resolutions and then so we can avoid the next interim and then this would be a a positive thing with the district when they approve our second budget and they'll concur with our um they'll say that you are positive based on um the board approved resolutions that's why that's important okay yeah that's definitely very helpful and I think you know there are comments made tonight about advocating to our state representative um the State Assembly member in our state senator in particular um I I would like to add to that as well we do have other elections coming up and so you know to the extent that you're talking to any of the Statewide candidates you know this is this prop 98 issue is huge and it's something that you know the csba has brought up to us a number of times and that's kind of 1 of the things they're mainly focusing on there's a a lawsuit pending trying to force the government to comply with the Constitution and actually give us the money that we are entitled to have under proposition 98 so you know again for those that are listening out there really you know see what you can do to advocate for for that um you know and when you're talking to candidates ask them how they feel about the prop 98 hold back almost guarantee you that most of them will not know what you're talking about but um you can explain it to them and and why it's so important so um I think that's it for my comments tonight but thank you for this um I know I beat the drum on this a lot with the prop 98 money but I point out that by withholding by doing with the state is doing which is arguably unconstitutional they are are costing us interest that we earn from the money that we get they are costing us also in terms of the cola increase because they decide to calculate the cola from before they release the hold back so we get less money there so this is a very big deal I'd also heard there's a a possible um uh ballot measure that also may be in the works on this as well so you know hopefully we can resolve this because I don't I really don't like legislating from The Ballot Box but um this is a real big issue for us um my only other question in all of this you know we're talking about the approvals that we're having to do today in terms of the resolutions um but if we're able to find sources to fund these positions from other funding sources from you know some of our partners out there then you know we we will not necessarily have to lose those positions because those will count and enable us to be able to obtain the positions but at the same time we'll have we'll be able to report in that our Reserve meets what we need to do at the same time correct yes if I tomorrow yes we are positive we don't we can resend this in May by May me let me check I'll get right back to you know um no but I think the point there is is that you know even a portion of those that we can work with our partners and part of this is a a bookkeeping thing that we have to deal with but the other part is that we we we've got folks in the community we can work with and maybe we can try to do that don't there is hope in all of this uh that exists if we can come together as a community uh and at some other time uh not now but you know maybe we can chat a little bit about sort of dealing with some of these discussions about some of the stuff with students that are here on permit and their impact because the math doesn't add up but we have other thing we have other fires we have to put out right now um but I do think at some point we need to deal with some of the accuracy of some of those statements out there and just be able to address them in a in a factual manner so that we can focus on you know on what we need to do to improve our District's Financial standing absolutely I think we've done an analysis and we talked about it um I think last year but definitely I can bring it back next time yes I just like we we we get about 19 million from you know our students who are here on permit and we had about 7 million local funding and that's something to think about there's what the impact is if we you know if we decided to be Draconian what it would affect us but let's focus on this thing first thank you thank you did you want to come back and Report because our the preferential was because I found them I I have them to yes on both well I didn't have that I had 14.1 to 14. we're in the 15s right no 143 143 143 yes and then 14.1 to 14.5 yes from the Middle School okay so we have thank you oh and we have wait I have a question without the budget am I allowed to ask a question sure yeah without the budget cuts would we be in the qualified or would we be negative go ahead yeah so the budget what you see great question thank you for asking this question so the budget what we have shown in second interim this report does not include the cuts without the cuts we are we have qualified with the cuts we would be positive and is there a benefit to being positive overt just qualifying yep because the board loses its fiduciary responsibility over the district if we allow if we have continued to have a possible certificate in qualified certification yeah actually I was going to pursue that same line of questions so thank you for these setup on that um thank you as always to to you uh Miss Rajiv and the team for doing this I mean I was going over the um Form 1 budget backwards and forwards and and you know the MPS and things like that and 1 of the things going through the the the general fund uh budget that you notice right away is that there are number of areas where we are spending less than the original budget uh had projected so over the last 6 7 months uh since that happened there have been you know belt tightening and and efforts to not spend that full amount and so that I think that's a a credit to everybody who's been trying to um you know live the austerity um 1 thing where I see a couple of opportunities where we could we might be able to squeeze a little bit more out is places where we've encumbered large amounts months of money but you know now we're halfway through the year you know at 2/3 of the way for the year and we're not on track to spending the full incumbents um it could be that it's an end of the year expense and that's just when it happens but there are other places where maybe we said we're going to need 5 million for this and at this point we've only spent a million um and so our final uh amount might be less than that I'm I know that's a a strategy I've certainly seen with districts that are in a situation where they need to tighten it where they lower those encumbrances to be able to show a little bit of savings there um I do want to talk uh ask a couple questions about the presentation um can you can we put the presentation back up uh slide 13 please and so this is 1 that we were kind of talking about uh just a second ago the student board members question um so this these numbers are prior to last Tuesday meeting and don't show the cuts that were made at that meeting correct yes so the expenditures would be what did you say it was a million 7 uh once all the math was done on the positions that have already been cut all right so that pushes 26 27 up a million 7 it's a little bit higher and then compounded 2728 would be 3.4 higher because it would be the savings for the 2 years so that picks us up you know from the negative on that um they're definitely still cuts to be made um and savings to be made on that can you go to slide 5 please and so this is the 1 about assumptions um and a lot of these assumptions end up being about uh influencing revenue and so when you look at the myp the multi-year projection those are this year an estimate for next year and an estimate of an estimate for the the following year the farther out you get the more variables your your estimating in the budget um I want to push on a couple of these a little bit um enrollment for example um 6573 for this year you've got 6489 for next year you've got 64 113 year out that's 84 students dropping next year that's another 78 for 162 uh except what we're seeing this year is less than that is a is a slower rate of decline um it's only about 22 these this year if you actually look at tonight's enrollment report where up a couple um can you talk about why you use a more aggressively low number in the estimates yeah thank you for that question so we use the cohort survival method by which like you know today's kindergartners would become tomorrow's grade 1 and the grade 1 moves to 2 and so on so we use that um we looked at the numbers so we are declining just based on that enrollment numbers that we have current B students that are there that's what we actually projected for next year and for the next year the Assumption we've made is the TK TK is the only 1 um we don't know how to there is no Trend over there because this is the first year we have had I think approx ultimately you know lower than 300 but that's a better number than the prior 2 years so rtk numbers we made a big assumption that we are going to have the same number which is the highest number for the current year we assume that for next year but the rest of the things is just following the existing students moving up and that that just that cohort survival method is what we followed is resulted in a 1.2 percentage decline in our Revenue this is based on the actual number of students we have right now okay so graduating class is larger than the incoming classes yes okay and then the other 1 I wanted to push on a little bit was the the Ada to enrollment because we show 95.51% uh attendance rate but then it drops down to 94 4 and 9484 again this is the first time write 95.51 percentage that we have seen it was I think 94 something last year if you see the trend this year is a good year for us but that's not the trend so that's why we don't want to especially Leo when they look at the numbers when you say you're meeting 3% or 4% by just making sure you follow the current year Trend when the you are supposed to look at 3 year average all the time not even 5 it's 3 average you know our funding is based on the 3-year average to predict that number but then this number will be adjusted when we know at first interim next year we will be adjusting this number based on the actual enrollment at the um census day yeah and and I I appreciate that and particularly around enrollment um and the explanation of the methanol the challenge is when when we look at something like Ada and we've made tremendous efforts in the last couple of years and those efforts are bearing fruit and there's higher attendance rate um and then you see in this that we we then drop those estimates for the second interim it's not trivial because you know that's how we generate estimations of funding and so so when we use worst case numbers you know I get the we want to avoid all risk but what we end up doing is transferring that risk to the students transferring that risk to the employees because our hands are tied because we've got worst-case scenario Revenue estimates um you know you and I have had a lot of conversations about generating revenue and things like that we've talked about it enthusiastically but none of those numbers actually go into um the revenue projections because they're not finalized yet um but what that means is is you know in the case of lowering enrollment and and lowering attendance rates almost 500,000 in Revenue that that's based on this year likely based on maybe a 3 year Trend coming out of coid not as likely but that variation in it is almost enough to to capture the positions that we're talking about tonight um I think I don't agree with that because it's again it's a year year of anomaly so we have to go with the trend what we have and then if we were to assume that in fact on on the expenditure side if you go back we spent 127 million the prior year right then we are reducing our expenditure but there is a risk in our expenditure whatever we are reporting right now the rate at which our services like just this year we've had 88 more students receiving additional services that we did not budget in June so we don't we have no coverage in our budget electric we are in Bare Bones with 3% and then if there is definitely an increase of slight increase that's going to adjust to your expenditures too right there is an adjustment in your expenditures as well as Revenue but this is just an assumption based very um it's not like we've calculated it done it in such a way that we don't overestimate and don't underestimate at the same time on the expenditure side we have underestimated our expenditures are not what it we've just barely made a 0.5% increase in our salary and benefits some of the assumptions that we have done in our MIP if you see it's a very very small increase because we're trying to meet our expenditure balance are expenditures with the revenue so I think this this 1 is is the trend that we see this year if if it goes this way if we increase 95.51 if we maintain it then we can adjust it but then we also have expenditures that we have not taken into account because we don't have the revenue thank you Mr Jeep for the presentation um thank you Mr Grow for the comments around the conservative estimations um in the second interim presentation report um understand what he's saying but I I I still don't think that that uh I don't think that the conversation around the conservative estimations are really addressing the structural deficit that we still have regardless of the conservative estimations or not um the budget without the help from bonds without the help from donations Etc without the governor release These funds I think that there's still an ongoing cost that we do need to talk about and I don't know that the conservative estimations um that were nitpicking would do much to adjust uh that overall amount that we need to to to to Really bring you down if we're going to talk about ongoing revenue streams and making sure that we can show a show positive budget thank you nailed it I think it's not only I I'll add to that is that the state Leo is going to look at those estimations and call us out on it if they are too fluffy so you know so we need to make sure that they're in in line according to what they're seeing with with other folks you know that being a little bit more aggressive with it is going to get just this little bit it's not going to account for the fact that our Rising costs of doing business and our unfunded mandates are much greater than that 2.3 or whatever it is uh more that we're getting out of the cola from from uh the state uh so uh thank you uh Mr khong for asking your question about qualified versus positive uh I think it cannot not be uh said enough that there are impacts to having qualified budget um certification 1 of them is also an impact on our bond rating in the future so if y'all don't know before when we first passed measure e we had like an AA or A can you uh can you I just don't recall I'm blanking on it I know definitely we had a better rating than what we had the best rating whether it's AA or or something like that and because our because we had since then a qualified budget our rating went down because they questioned our ability to spend within our means um and so we had a qualified budget since then we did uh fiscal stability plan or fsp we got on the right track we we adjusted and here we are uh again uh setting direction for the remaining multi-year projections so this is not just about next year it's about future years out and whether or not we can meet our uh Our obligation and if we do not uh pass a positive budget we are subject to relinquishing our local control over our fiscal Direction meaning the state or somebody from the county will come in and make these fiscal decisions for us and if they will make those fiscal decisions for us that means anything is on the table in terms of cuts not just priorities that we try to work together on in collaboration with people who are in our school connected organizations people within our community that ability will be taken away from us and instead whatever resolution that we may pass in the next few moments in in in after we pass this is that uh whatever we can we will be able to have up until May to finalize those reductions and hopefully we still have time to save uh positions or find a way to make funding sustainable for um for these positions in the future um if we have no more discussion uh all those in favor say I I I thank you moving on Miss rashie oh you're on mute so we request approval of the independent consultant agreement between um with my school Rd Inc to provide professional Consulting Services um they will be doing an uh we've never done a our menu audit um or menu or recipes and I know students um from elementary to high school we have you know we've been hearing that we could improve the quality of the food and the menu options so that's why we are bringing this consultant to do a comprehensive audit of or the Titan system including the recipes and the menu cycles and the ingredients to make the to you know increase the taste and also provide more options and um this will be paid out of the fund 13 which is the um Food Services Program um and it's a contract from March 13th to June 30th and not to exceed 7,500 move second thank you discussion or preferential votes and discussion or questions if you have any off thank you discussion no uh I I just to make sure fun 13 is restricted we can only spend that on nutrition services yes you're right thank you all those in favor say I I I moving on 1 5. 1 7 you remember there was 1 last week um this is a resolution to reduce the number of classified employees due to a lack of work and lack of funds as a reminder uh statutorily this would allow us to issue preliminary layoff notices with final decisions being made made before May 15th we do need to deliver a notice to all employees by um by this Friday March 13th I will entertain a motion if you're not going to discuss this I'll move it at this time I'll second that thank you preferential votes uh no from the high school yes from the Middle School okay uh I'm going to be speaking on what Alexa had here um since she wouldn't wasn't able to be here today but here it is JD sergeant and Heather Moses are an integral part of our school at the last board meeting we talked about how people go above and beyond what their job entails and how little they are recognized these 2 individuals are perfect descriptions of that and now you are choosing to fire them by voting yes on this resolution you are agreeing to take a key piece of what makes all the avpa and theater programs work by losing them ccusd will lose a part of the reasons just want to come to The District in the first place and that is the Arts last week someone mentioned how Mental Health Counselors are more important because they provide professional help in therapy and they are important for these reasons but without JD Vance and Heather Moses JD sorry j the sergeant and Heather Moses the Arts that provide Alex zero with that elects the Arts that provides so many students at Culver City within alleviation from the constant pressure of school and time for them to be themselves will not be the same the frost cannot function with about them and the whole Community will feel the repercussions of it that is why I vote now and then here's mine understand that cuts need to be made I understand that what we have to do to pass a certain threshold to ensure that school does not enter a receivership enter a loan or the qualifying but these aren't cuts that should be made obviously we should cut teachers who are teaching classes who have less than the average number of students that I can agree with however I do not believe that all 14 of those teachers that have been cut were teaching in class as low as 10 to 15 students if we cut teachers like that classes are going to reach sizes above our recommended amount however this resolution is is related to our Mental Health Counselors District art coordinator and frost technical director relating to Mental Health Counselors we currently have 6 while we plan on cutting through I truly believe that mental health should be 1 of the number on priorities in school have been clear Healthy Mind when learning is optimal so cutting 3 Mental Health Counselors seems like a step in the wrong direction what I find even more outrageous is our layouts regarding the district art coordinator and frost technical director Culver City is a district that Prides themselves on our arts and that's not for no reason our Arts have helped thousands of students across the years they've had a place where they channeled their passion for theater music dance and much more Heather Moses and JD Sergeant are an integral part of our arts program here at Culver City these are jobs that can't simply be replaced by teaching or however we plan to substitute them their jobs without them the Arts ASB and even clubs across our schools will face the effects of these layoffs in the frost cutting teachers was a little understandable but I completely disagree with cutting these positions APA has changed a lives of people without Jaden Heather this program will lose some of its life they are not people who can simply be replaced if cuts the management are really that possible then there are many other Solutions please let's look for the solutions so we can save the Arts and a little bit off script is that we I feel like we don't have to endanger the avpa the director JD and Heather I feel like there are so many other positions that could possibly be up for lay off I know it's not final and I know we are going to try and save them but I do not feel like we should be endangering such a Cornerstone of ccusd cuz they are the foundation of a lot of the students at our school so I vote no on this resolution thank you uh I'm temporarily chair so board member Carlson if like to be in your comments okay interesting um okay yeah I have I have a fair amount to say as I often do on on this topic um just want to make sure that we don't forget how we got here um I I think uh Mr jagnow and Mr long earlier tonight provided some context on that as well as some others um a phrase that uh former vice president Harris relayed from her mother during the last uh election was you exist in the context of all that you following what you live and all that came before you and the board right now also exists in the context of that in which we live and what came before some of us as well so I just want to go over a few of the things that came before some of us at least um 180,000 contract back to the brick road advisors based areas real estate consulting firm is a loss leader project that was intended to turn into a money-making opportunity for that entity as a construction management company um some bad hires including former superintendent Tran who not only mismanaged the district while he was here but also got a 260,000 payout while we were also paying for an expensive interim superintendent and assistant superintendent Smith who got about an eighty thousand payout 1.2 million spent between 2022 and 2024 on newer if including those that some folks sitting up here with me now voted to spend after the organization sent bogus cease and desist letters to community members including me and after our teachers and staff unions raised serious concerns with issues of compliance and overcharging for the services that they were supposedly providing to the district to be continued on that 1 because they are still suing us increased legal fees due to each of these issues including relating to the former board's non-compliance with the brown act and presumably navigating to former board members proclivities to violate constituents First Amendment rights 2.2 million for the weight room as I had mentioned earlier with no funding agreement in place with the trust that was supposed to pay for it and we've only received 400,000 of that with um 600 to go and 1.2 that we're never going to collect uh in 2024 failing to renew a partial tax at at least a rate that would have covered inflation 189 dollars in November of 2018 when it was first passed was worth 236 dollars in November of 2024 so instead of raising about 2.4 million a year we could have been raising about million dollars a year a difference of 000 which would have covered all of the positions in front of us tonight so I do want to address something that's also kind of uncomfortable about this evening there there was a speaker tonight a teacher in this District who gave her public comment just like everybody else um some of my friends texted me uh after that comment and said that they saw members of the audience making faces and giving thumbs down gestures behind her I don't think those folks are still here at least and I personally heard somebody hiss at her as she returned to her seat um I appreciate strong advocacy as much as anybody else but it is just incredibly important that we be respectful towards our community members um even when we don't agree with them I also want to be clear that nobody wants to release any of these positions tonight I didn't want to release positions last week either I will say it's a bit depressing to see the wildly different public outcry over Arts management positions when compared to the 6 classes especially the Food Service assistant The Cook the warehouse and delivery driver the administrative assistant and the secretary and 15 certificated employees science teacher fiia teacher an art teacher a nurse to English and language arts teachers 2 School Psych ologist 3 Math teachers and 4 Elementary School teachers it's also kind of depressing to me to see the disparity between the advocacy for the 2 articles on the 1 hand and the 3 mentions emails about the Mental Health Counselors but understandably um many of the folks who sent those emails are not here tonight I will not speculate as to why that is but I'll share some of the substance of the emails that I received an email from an elementary school parent whose family experienced an unbelievable tragedy and the Mental Health Counselors helped the kids navigate through both the immediate and long-term effects of that tragedy concerns over how we're going to continue to support our goals of full inclusion particularly at the elementary level without additional supports including counselors an email from an elementary employee who shared that interventions and services can make the difference between students feeling that there are people that care about them at school and have a sense of belonging or becoming lost in an educational system that doesn't recognize what they need or value them enough to safeguard the resources that their needs can be met another Elementary employee who shared that the licensed social worker and school psychologists at their site provide immediate intervention for issues like depression anxiety and Trauma which directly impact a student's ability to learn adding that without these Specialists the responsibility to manage Behavior social and emotional challenges Falls solely on teachers leading to increased burnout that 32% of our students in this District are socio-economically disadvantaged and research consistently shows that those populations face greater barriers to accessing Mental Health Services side of school for many of these students the school-based supports are their primary or their only access to care and that school staff will have more limited access to timely clinical consultation and Crisis Support when responding to Serious situations such as suicidal ideation suspect abuse or other major safety concerns on campus so you know tonight we can hope that we have more funding coming in the door sooner rather than later but nothing is guaranteed and with 1 significant and unexpected expense we could also easily find ourselves completely spoke as a district and in receivership this is a very real possibility I want to be clear on that um hope may be a discipline but it is not a strategy I understand all the pressures on us from the community but the question before us now is how we're going to get to the numbers that we need to get to in order to show the County Office of Education that we can be trusted to manage our own budget and not be forced to let them make the decisions for us part of the responsibility of this office that we are all in is to lead and leading maidens making Necessary decisions even when they are hard there are 5 of us here we need to get to 3 votes on something we clearly have a community that is divided over Mental Health Counselors and the avpa community that came out to support our Arts management positions this wasn't where I wanted to be today but unfortunately it's where we are after the vote at the last meeting I will note however that to the extent that we keep an Arts coordinator position we should still work to bring that position into compliance by requiring the person holding it to have an appropriate credential not immediately but something to um have as a goal I also want to observe tonight that this is not the final vote it is a prelim vote and a prerequisite to a final vote that will occur approximately 2 months from now and a lot can change on that in either direction I would like to see a meaningful shift in a mentality particularly from groups that have engaging in a lot of discretionary spending into 1 of working with the District administration rather than taking a confrontational and adversarial approach I'd like to see an exercise of creativity not inertia in getting to where we need to be from both a financial and compliance perspective for example the district via funding coming to us through ccef puts on a fall play at the Kirk Douglas theater every year that I understand costs about dollars I'd like to consider bringing that in-house to the frost the theater venue that was created to serve this District additionally we have an after-school program for credit that has its own Foundation supporting it and I've reason to believe there's room for that program as well which is by far the most uh significant beneficiary of both the Arts coordinator and the frost manager positions reflected here in comments tonight as well as the email that we received uh to cover a larger share of the cost of those positions as well um these are some minor tweaks uh require a significant change in fundraising strategy and it would show a good faith effort to participate as true partners with the district and potentially help us avoid making unfortunate Sophie's choice between providing our kids with mental health counseling services that are very much needed and continuing business as usual with respect to our Arts curricular programs it's my intention tonight to vote for a version of this resolution that will accomplish 2 things first to keep us in positive territory with respect to our budget certification and that is once again keeping us in compliance with the state mandate did requirement of 3% reserves that is not our board requirement our board requirement is 5% we are already not meeting that we're not even close to meeting that right now and then the second thing is to uh keep at least 1 of the Mental Health Counselors out of the 3 that were on the list last week because I do think that is important um after I wrote tonight regardless of where this ends up going I think we can figure out how to fix this situation at least for next year before the may vote and I encourage everybody here to engage on that and really be partners with the district and figure out how to make this happen thanks thank you uh I I'd also I'd like to add to that list of reasons we're here um that we incurred not 1 but 2 finds from the state 1 of which was somewhat diminished for not enough school days and for not enough teachers in our TK program um where I I believe the the phrase that was used when when this was considered is the fine is going to be less than the cost of employing teachers and we're still paying the price for that um I don't want to look backwards I want to look forwards um this is a necessary first step in a process it is not the end of the process a lot of things that can happen in the interim in here um the bottom line with this is even with this first step in order to make sure that we do not fall into that qualified category we're going to have to do something that's going to inflict pain in a variety of areas and as somebody who understands the importance of the Mental Health Counselors um and also has a strong background in supporting the Arts it's a very difficult situation I do note that these Mental Health Counselors were supposed to be there with temporary free money that money is gone but the bottom line is co has changed a lot of things and we need to adapt to that but that does not mean that we should um you know in any way try to take away from our investments in what I consider 1 of our strongest programs and what makes the school district special which is our Arts programs but it does need restructuring there are code issues that exist there our problems where the Arts coordinator is not supposed to be overseeing teachers in certain ways and we're we and and and and and the current position that is happening um there are also problems uh in terms of how I think our arts program has changed and we need to adapt with that now it is my understanding and I think we had discussions on this in order to bring about those changes we may need to keep these people on the list in order to do that but the goal here from my perspective is not to actually get rid of these positions it is to work with our partners in any way possible to make sure to find ways to fund that so if we're going to retain 1 of our counselors and move the other 2 off but if we're able to find other funding in order to pay for those 2 counselors let's say you know from 1 of our from our partner organizations then that will enable us to free up the money to be able to retain the uh uh you know the either the Arts coordinator position or the the the technical director or both but this is unfortunately a necessary step in order to do so and I I in order to do that restructuring we need to do that I do want to note as I said that you know the Arts coordinator program is an important 1 uh sorry position is an important 1 and not only um you know has this individual going on beyond what the position is um but has helped us raise a a number of of funds outside I took the time uh in advance to ask um a list of in the last 3 years of programs that the Arts coordinator had helped us raise uh raise money for from applying for Grants and I still think we need to find a way of working with maybe ccef to split to find a grants writer so that we're doing this across the board because we have a bunch of program and it shouldn't fall on our Arts coordinator to do this but um those are in fact there um uh the total amount uh of Grants value over the last 3 years is approximately 2.5 million that has been pushed in that we have some of these a good portion of it um 1.6 million comes from with uh sweep EP which funds a variety of CTE programs that go be beyond the Arts there are also programs that we have that you know that that have been funded through at least 1 time grants 1 time grants does not necessarily a good thing because then we have ongoing costs this is something we need to fix but the bottom line is is that we need more of this entrepreneurial thought we need more people to be able to do what needs to be done we also frankly need to take some of that see some of the money that was put into the CTE through the Arts should have been another CTE programs and I think that's a fair criticism um you know people are just doing what they can in order to fund their programs but we do need to keep this bigger picture and so with that in mind I just again want to make clear our goal here is not to get rid of these positions it's to be able to move the chest pieces around but if we don't do this vote today and something else goes wrong on another end we have closed off our ability to change that position or make or make these other alterations so I do not want anyone here for a minute to think that my personal commitment and I can I I I believe many of us here to the to our Arts programs is any what diminished we are going to fight like in order to try to find a way to make this work but this is going to be a necessary step and with that in mind um you know I'm going to be supporting only keeping 1 of the Mental Health Counselors for now if we can find ways of funding that additional position that will also from a third-party source that will free up our money to be able to pay for um you know for for maybe the Arts coordinator position or another 1 but we have to get to certain number and this is the only way we're going to be able to do this for now uh I also you know we're going to work in any way possible look at every other contract we have to see whatever else we can reasonably cut here but this is an absolute necessary step in order to get through that and I'd rather be out there communicating out there so that people don't have we don't have these whisper campaigns and people don't understand what we're trying to do no 1 is being fired today but in order for us to be able to move the chest pieces around we're going to need to be able to have that flexibility so that we can find the funding to be able to pay for these programs and that's how I'm going to have to vote to get there but my commitment doesn't end at that point none of our commitments do as a community um we all need to come together to try to make sure that these programs get funded these people in these positions get funded so we don't have to lose we can lose as few of them as possible and I know there have been some discussions about ideas about furls yes we can look at all of these things uh I would just point out that you know some of the other positions if we were to lose another administrative position assistant position out of our out of our out of our our headquarters which is basically we don't really have that much left because we really gave a lot more than we should we we gave a lot at the last 1 in order to make sure that we showing the good faith that Administration needs to take the cuts too but the remaining position that's there this is the person who frankly pays who makes sure that our new people get on boarded and that our volunteers get fully vetted so if we want our system to work we can't get rid of those positions because then no 1 gets paid and and that also makes people leave so I would say that we should look at all of our options and everything is on the table um but I'm still going to at least approve this necessary step for us to get to that point and I will dig under every Rock and do whatever I can to make sure that the people who have contributed to make our our Culver City Community as great as it is especially those in our uh you know in in our Arts programs uh we can find a way of keeping them in our counselors so that we don't have to we so that our our uh our impact is minimized as much as possible so juggling a number of topics tonight um regarding the classified Mental Health Counselors we currently have 6 2 at the elementary 1 at Middle School 3 at high school including covert Park these positions were all created with 1-time monies after Co but are no longer specifically funded by the state so they're now being funded by the general fund thus the problem last week the board considered eliminating 3 of these positions and keeping 3 but decided to pull 3 off to continue the discussion tonight having spent the last week and time before that talking to people who interact with these positions at looking things like case loads and duties I could support reducing the number of mental health counselor positions by 1 and distributing those responsibilities among the remaining 5 but I cannot go any lower than that regarding the frost technical director and the district-wide K12 Arts coordinator position I think it's become abundantly clear that there's confusion regarding what these positions do we've seen job descriptions but like in so many other positions the actual duties of evolved beyond what the job description say including a lot of direct support um for students and work with students for the technical director position and a lot of Grant work for the Arts coordinator well I would 100% uh be in support of taking a look at these positions re-evaluating them realigning the priorities and the responsibilities maybe even reconsidering just necessary job uh qualifications I cannot support eliminating either of these positions they're both involved in too many student benefiting activities especially with the Arts coordinator the position that more than pays for itself with the grant funding that it brings in uh grant funding that I believe would be jeopardized if we cut this the very position dedicated to making sure sure that those grants are used to maximum student benefit to be clear I am not saying that all Arts across the district or even avpa or vapa programs would be eliminated by cutting these positions I've seen that concern expressed and I do want to clarify that that has never been disgust although without additional local and state funding there will continue to be threats to Arts funding in the future but the frost is too important of a cultural and instructional space to leave it unmanaged and unsupported and the district-wide effort have been a collaborative effort between CCSD the community and the county for more than 20 years we can absolutely revisit that Arrangement and we can reevaluate the roles but pulling the rug out from under that would betray 20 plus years of collaboration and 1 of the pillars of what makes CCU SD special above and beyond all of the whole child attendance mental health creative economy career ready benefits of having a coordinated arts program our arts program is 1 of the reasons why folks choose to come to ccusd and why donors choose to support our students and programs in school we say would save money but we would lose much much more than that financially and culturally regarding the state budget there are funds in the governor's January Bud budget proposal that aren't guaranteed but as in past Cycles will most likely make it to the May reads time money it is not guaranteed it is not what we would ideally use to pay for positions and some of that has to go towards a new math adoption and teacher training but it's still enough to get us through the next year and to the other side of the November 2026 election when we'll know the outcome of a certain other local initiative um and whether the community wants to continue these types of supports there's also the 5.8 million in ongoing funding that we're trying to claw back from the governor many people have spoken about that it is not guaranteed but it's something that the largest organizations in the state csba cfts CTA are all working on the plan all along has been to make some the some of the cuts needed to make up for expiring Co recovery funds and expiring Redevelopment funds this year and the rest next year if you've seen the presentation from February 3rd that's kind of the infamous grid you know what's still on the table for next year things that would absolutely impact students negatively to lose all of the mental health providers avpa and vapa management Elementary counselors Elementary intervention lower class sizes in high school are uh algebra arts and Innovation layers of classified support it would be awful and gut-wrenching to lose many of these programs but without increased funding the state or local the board won't have any choice next year be willing to put next year's potential cuts into the budget right now to show folks with absolute transparency what the consequences of not not raising additional state or local funding would be and I would rather be transparent and upfront about those next year consequences now in the meantime if my colleagues on the board would consider not approving any of the additional uh position cuts tonight or cutting no more than 1 mental health counselor then yes the window for issuing preliminary layoff notices will close on March 15th and we will be forced to accept a qualified second inner report at this time however between now and the third inner report interim report in may we can work to identify 650,000 in new revenue and in non-personnel cuts for next year which do not have a March 15th deadline to identify and we can work with our ccef partners and our other booster organization to raise the money we need for the positions we do not cut and will be able to submit a positive certified third interim and 26/27 budget thank you thank you colleagues um I'm going to ask a few the same questions that I asked last week and a few questions that I asked last year when we were in this very situation when I but no 1 that cuts because there wasn't a clear plan for absorption so I'm going to ask the question again if there clear plans for absorption of responsibilities assuming that the board is going to cut this entire list thank you for the question miss Mr Isadora is there a specific area are you talking about everything on the list everything on the list yes so I guess I'll start off soft and then I'll have Dr Henrik share if there's any additional information any cuts to Mental Health Services obviously we know that's going to be an impact I mean I can't uh sit here and tell you that any reductions that we have to Mental Health Counselors if that is not going to impact our sites it will because it will increase cases but what it would do is that you would have more of a tier 3 type of intervention supports any reductions to the original 6 that we have it'll be more uh for intensive services to students so the impact is there uh without having convers ations with the associations with respect to what that would entail uh I can't tell you here right now that um certain positions whether it's on the certificated side because you could make the assumption that well the council on the certificate that I could pick that up but without a conversation with the associations uh regarding that we would have to discuss that further uh but any reduction with the Mental Health Counselors right now I can tell you it would be a reduction in services and case loads either will increase or we will just have more of a strategic approach for mental health services uh with respect to the Arts uh coordinator I know there's been several comments that have been shared in terms of the D duties and what that would entail obviously I know there's a possibility for us to do uh some collaboration as you uh heard today and some of your comments as well and I think we would welcome that uh with respect to an absorption of the district regards I believe there is opportunities to be able to redefine either that role or a similar role or a combination of other uh positions uh that could support that uh but we know that that needs to involved uh with respect to what is a future of that position uh Frost technical director I mean that's a hard 1 because technical knowledge that the person has I agree with what's been stated it's hard to replace the institutional knowledge with respect to the equipment that's operated the lighting I know there's a science around it it's not just you know turning the the lights on and off there's a whole science uh behind that that coincides with the students performances so I think that 1 would be 1 that would be very difficult to absorb unless there was a clear person who possibly could cover both and that was if you were redefining those 2 specific jobs without adding additional types of work to the district Arts coordinator or a similar uh type uh position so I think that would cover the the 3 there on the list I don't know if Dr Hinrich you're gonna you don't need to I don't want to put you on the spot I just said no yeah okay no it's a very similar but it would require a whole redesign of ed services in general um which could be a leverage but it wouldn't be an easy absorb absorption on any of the positions it'd be something we'd have to re look at redesigning how we're operating uh can I get back to that collaboration piece with regard to the Arts but I have a question all the different cure systems maybe for our public who don't understand the difference in the tears of the intervention work that we're doing when we talk about switching from 1 tier to another jerk can you talk about what impact that would have Mr Jimenez unless Dr Henrik you want to answer I just wanted to give you an opportunity I could answer the question but I want to provide Dr an opportunity to you're speaking of the mtss tears yes so uh Tier 1 and its base is 1 of our most important that's the best first instruction so ensuring that um the students are receiving the best as all students would in the classroom and that can be with um social emotional needs academics um treating the whole learner and then tier 2 is a little more intensive and that's where it bumps up to smaller groups or smaller sizes of students so not individual yet but um within a smaller setting and again that can be academic so that can be social emotional um but it it's a more focused approach and then you get to tier 3 and that's where it's the most intensive and um that's where the mo um into more individual comes into play or pairs and um that would be where you see a lot of our our Mental Health Counselors they're very instrumental at tier 2 and tier 3 with individual student needs and group needs and then in addition to helping all students be proactive and learn the necessary skills to be able to navigate their day and their workday that would be within Tier 1 and so with a shift to mental health cultures going from tier 3 really intensive work to to the possibility I know obviously contingent on an agreement with um with the Union the possibility of absorbing absorbing that workload it would go from really intensive intervention work to maybe less than yes they would have to narrow down on what the the intensity intensity of needs are so something would have to give whether it's not doing the the Tier 1 which is the preventive and helping all students navigate to maybe the more intensive of just tier 3 or tier 2 yeah and if we were able to offer the level of support or intervention work that's necessary we would then have to maybe refer refer out yeah and that would be that yeah that would be devastating um back to the question with regard to arts or the response for that matter you talked about collaboration great idea um I think we heard it in our comments today uh from Miss Hamlet specifically if the Education Foundation um around engagement I think there was a question around having having engaged um different outside fundraising organizations who are connected to our schools with regards to cuts and talks about maybe outside organizations being able to help have we engaged with outside fundraising sources that connected to our education session and is there an appetite to absorb do we know obviously I think at this time there is interest from uh some of our partners foundations to be able to um entertain a proposal from District administration for the board's Direct action to be able to go through that process um and obviously we would have to come back uh to the board with that but if if I may I just want to touch on even some of the 1 times money because I know Mr rigardo mentioned that and that's always a possibility uh to help uh fund any of these positions and so I think right now the board obviously you have a difficult decision to make per uh the protocols at Leo has in with uh satisfying the requirements of a second interim and not having to generate a third interim so I I think there's a lot of possibilities you know with our school connected organizations the foundations that help support our district and students and so that is something we would have to come back uh to the board after additional uh discussion uh with them and also for uh some type of approval from their board as well thank you thank you um I definitely get that piece about there being a lot of different opportunities for collaboration a lot of opportunities for what can become but I I'm unable to operate on on possibilities I have to be able to operate on plans and what we're being told at the present moment for me specifically of most concern with the Mental Health Counselors um I think right now when we're talking about budget we're we're we're really looking at it through a short-term kind of like Opex operating lens but I think strategically our our Mental Health Counselors really really function more like preventive and of our schools just as kind of as we went for a bond investing and Facilities stronger facilities and maintenance prevents expensive repairs later in my in my eyes investing in Mental Health Services crisis that are far more costly to manage as I said last week investing in mental health services in the front end are smart Investments and I think the real question right now that I'm grappling with and maybe my colleagues as well is what's the Delta if we remove them in my opinion the Delta is not neutral I think we should expect an increase in absenteeism we should expect an increase in behavioral instances we should expect more classroom disruptions we should expect more need for Crisis Intervention and those costs won't disappear I think they just shift into what is a more expensive part of the system and so our cut encounters May reduce the short-term this year I think the Delta that we create when it comes to student outcomes and the operational strain that it'll cost the district is far more over time you know my first joined the board uh a mentor of mine giving me some advice uh talk to me to always stand on your values maybe compromise for the win but always be able to look at yourself in the mirror within this context and within this decision right now if we are proposing to move any more than 1 mental health counselor I would be unable to look at myself in the mirror with the understanding that I have of the lifelong Delta especially without a clear plan for absorption that would cause on our students I would be unable to support any plan that would produce any more than 1 mental health counselor at this time thank you okay so earlier I touched on a bond ratings and I think that what I didn't mention is that when their bond ratings decline that we lose money on the uh uh on the bonds is that correct Mr G yes because we be higher interest in the with the credit rating impact our um we pay more interest when you go for a bond sale so that will affect um whether or not we can build more we can get billed as much as we expecting to for our measure e right yes we'll have less dollars to spend on or upgrading our facilities can you speak a little bit to the date in which we would expect the 1-time money or the governor's budget to be released so the next revised proposal from the governor is expected around mid-may that's when um we will know whether there is going to be increase in Cola or increase in 1 time funds or even the money that is holding up right now as in the name of settlement settle up proposal that he's holding our money from for last year for this year to the tune of 6 million dollars and then for next year if we announced Us by mid May then we can incorporate um it's not guaranteed that he will announce by mid-may usually we get the sneak peek mid May and we cannot incorporate it until the end of May isn't that correct 2 so but we need to make final Decisions by mid-may and perhaps with dollars that are not uh relying upon the state because the their information doesn't come directly uh doesn't come for certain until the end of May correct yes so as to Mr Guerrero's point uh yes I hope to have these dollars the timing may not not a line and we still have to make decisions that um and and uh to not be in a position where we are going to lose local control over our our finances um I I have heard Miss jagneaux say you know let's try to take more Cuts around the perimeter um unfortunately and Mr Rajiv if you can uh you know uh confirm this from what I was hearing from you during your second interim report we have you have now actualized the resolutions that have been passed so far and that resolution has made reductions in a little over 1.7 million and in order to meet that 2 4 million we need another 600,000 so that we will be with the resolutions in hand plus the second interim we will be positive if we make reductions at um up to that 600% on the resolution currently we need how many I I'm under of the understanding that we need to at least in order to have a chance of being positive we need 4 of those positions yes so 4 of those positions to reiterate and synthesize what my colleagues have said in order Miss Carlson will is willing to move forward with 4 of the positions by removing 1 of the mental health counselors so that means 2 Mental Health Counselors and the the 2 Vapor positions uh Mr lachman is the same Mr Guerrero will not move forward with any of that conglomeration for mental health you will you will move forward with only removing 1 mental health counselor but nobody else has said that they will move forward with that and that also does not not me our 600,000 dollars and Mr Isadora has said that you will move only move forward with uh a resolution that only has 1 mental health Council on it and any other any other uh change to it uh if if 1 mental health counselor has added then you will not uh you will not vote Yes on this um I cannot hand over our fiscal direction to the state I must um I I respect my colleagues in creating their boundaries but if we lose our ability to set fiscal direction that means everything is on the table that means we have no control whatsoever that means 07 anything that's deemed above and beyond State mandates is on the table and I simply cannot relinquish that are fiduciary obligation to set direction for the district so I will be um if there is an amended motion that will be um put on the table here to for those 4 positions as my colleagues to the left have um indicated that they will uh support then I will be the third and and the board will move as a majority for that I'm sorry I'll second it oh can you repeat what you said uh I will uh make the amendment at this time to remove the 1 mental health counselor from the list that retain the other for individuals before positions papers were positions uh and then miss Carlson seconded yes is there any more discussion um just oh I think I'm sorry our student rep I don't want to interrupt but we should interrupt everybody so thank you um so in the last board meeting last Tuesday we did send the notice or going to send those to the F Food Service OCD cook admin security secretary and director security right that resolution was passed as amended yeah so we remove um so I'm confused why we're adding 2 more positions onto this original 1 if that makes sense actually I was going to follow up with that on as a question as a clarification so originally we had a smaller number but there's some numbers that came in right that changed it uh you want to explain what what those numbers were and why we're not able to um what why we've had to expand the number thank you thank you for the great question so what is really when the March 3rd we had the 2 resolutions we estimated to be around uh 1.9 million but then when we actually now we know the names and the impacted positions so now when we casted it out it is 1.732 so which actually lowered our number right before we thought we had 1 .9 so we only need balance um 500,000 550 is the cut that's needed but now with the change in the number um based on the actual position that are going to be impacted based on the old resolution now we need 634,000 more and that's why this these were added to and then I also had another question why specifically are we targeting sort of the arts program is there no other option we have teachers um add Administration other any coaches I'm just like naming stuff out is there no other option we can take because I obviously think that we should we do have to pass something we you have to make Cuts Like Miss Laredo said we do not want to be lose control local control but I I obviously don't want to remove the Arts and I win would be some other position to to to follow up on that question so there was 1 because I I agree but there was there was 1 administrative position we looked at as possibly adding to that but if we add it was that position and if we added that would that still enable us to get to our number because I think the answer on that was no right yes we did look at position but that was not um going to replace and it would be more positive but then it's with less salary right so even if we put the let's say that administrative position in we couldn't pull out the 2 Arts positions it would still not qualify we still we still be qualified right yeah but I mean the I was thinking maybe I don't know the exact numbers but at least take 1 of them cuz there's the thing about I'm Heather Moses who writes all the Grands how she basically pays for the position herself through all those Grands hommes so at least I know it's like not the best but replacing that 1 position with what would be JD if possible if I don't know if anyone else wants to it can ask the question in a way you know the way but my understanding is that that still wouldn't add up to the number we need it to be because that would be something which obviously all of us would love to be able to consider doing you know similarly I I think there was another question that was but I go ahead I don't know if you had another question on that okay so with respect to the counselors I know 1 of the other things we're looking at is that we can get reimbursed um through Medicare or Medicaid is that correct and that might enable us to medical and that might enable us to uh cover 1 of the be able to cover 1 of the positions that's on the list and we can take some of that money and put that the savings put that over into 1 of the um Arts positions correct or however we we had exploring the option so we don't know the amount yet okay but for this second interim we need to have we need to show a positive um certification I think that's the reason we are um bringing these resolutions so yeah sorry here's the thing and I'm going to go back to what Mr Guerrero said even if we pass a parcel tax this November it will don't collect until 2028 and we're still going to have a gap next year ensure it that we have continuation of Revenue coverage into the time when we do receive hopefully a parcel start receiving parcel tax revenue at sometime in 2028 so what he said is correct that we saw these Cuts coming we didn't know what it was going to be in terms of exactly in front of us we're at a point where every hurts and it's it's a big problem it's a big issue when we don't want these these positions these programs um to go away but we have to wrestle with these very difficult decisions in order to save the district and we're hoping that um and hope I know is not a plan there's still a lot of work to be done in order to fill these gaps and this is not the end of it and along those lines because I know there are some discussion up here on some of the numbers so if we let's just say we just did the 1 position you know he went with the 1 um the just had removed the 1 counselor and not the 2 counts not 2 counselors and we didn't touch any of the art positions we would not we would still be qualified and we would be taking over by the state is that right yeah I think we're throwing around taking over by the state a little liberally okay there's oversight yes but that's we would be subject to State oversight thank you for the correction I don't want to overstate it thank you yes all right Leo website right so if then if we were to get rid of the let's say we were to take the 3 CS but retain the Arts positions and there you know so leave them on the list but take the 2 Arts off would we make the qualification or would we still be subject to oversight 3,000 so those they won't meet that with just um counselors so no matter what there is no way of putting it all on 1 side or another to be able to make that number was my point coaches are not FTE we we can consider I think what I'm hearing the coaches we can consider another time but this is not the process for that you have any other discussion from the diet uh there is an amended motion on the table all those in favor say I I I I 3 eyes all those opposed say nay nay uh was that 2 Nays or uh nay and abstain Mr Isadora okay so and 2 Nays moving on to 15.2 thank you 15.2 is the mou um excuse me with ccft regarding the effects of returning honors 10 this is allowing for the 3 teachers that will be teaching it um release days to plan the curriculum for it as well as 15 hours of preparation time I apologize that um we left off the total cost of this expenditure and it will be not to exceed 5,675 I'll entertain a motion second are there preferential votes and discussion can I read off Alexia's thing yes please um yeah so this is Alexia's uh preference about for 15.2 by employing on his English in the 10th grade program there will be further separation of the haves and haves Nots those who are expected to excel in those who aren't expected to excel in all classes I have talked to multiple English teachers who have seen students blossom in their on level is because in reality they are the same difficulty as honors but in non-level classes students don't have this mental barrier in which they think they cannot it is a fact that not every student was born with the same expectations to excel but this District was founded in the belief that everyone could do so I think by putting up those word barriers you are stopping all children from reaching their potential those who will reach it because it is expected them and those who can but won't because the expectation wasn't pushed on them that is why I vote no and that is Alexi yes thank you um and we have a a yes from the middle school that's correct so uh any discussion I mean I would just clarify that this is an agreement reached between District administration and the union so um I have no reason not to support it same this is been a long process to get to this point um and uh I I I I think it's something that the community has made very clear where they are on this as a whole and I'm going to support this from my right um I I will just say that um you know it's good that this is happening now because this needs to come before the fall um so that we're ready for the fall semester and I I think that people just need to um be of the understanding that these curriculum changes do incur a cost in energy time effort um and uh and they will be put forth in time for August so with that no more discussion I will uh all those in favor say I I I unanimous uh consent agenda I'll entertain motion or any um any requests to pull move to adopt the consent agenda second uh all those in favor say I I I thank you moving on um any future agenda items we do have a list that we're working our way through and I appreciate your uh Grace as we uh plan them moving forward uh I will entertain a motion to adjourn second all those in favor say I thank you something for me to sign yeah um you need to sign in 2 places for that other thing
