okay good afternoon everyone uh it is Tuesday March 18th at 404 p.m. I want to call this special meeting for the city of Cooper City and coerced School District liaison committee meeting to order um should we start with the Pledge of Allegiance yeah ready ready begin of America and to the Republic for which it stands 1 nation under God indivisible with liberty and justice for all all right uh public comments on items not on the agenda I don't know if we have any speaker cards for any speakers in person no we don't um I don't know if we have any on Zoom either okay well I guess we'll just take the 1 Zoom combat and I'm fine with 3 minutes I don't know who it is but if someone could the speaker that would be oh Brian Sanders okay Mr Sanders Brian Sanders if there we go yeah I needed to be allowed unmute thank you uh good to see everybody super brief on off agenda comment uh I know it's a special meeting but this is not the first time that public is unable to read any staff reports when this body meets and I was hoping that that could be something that we work on um because you know I rearrange my work scheduled to be able to attend but I know that plenty of people are interested in the topics as they're written but they have no idea really what they're about because there are no staff reports there's no attachment there's no nothing for anybody to know what this the agenda items are about so if just a feedback for for both school and City to to work on um providing the public with more detailed information and some staff reports so that we can be informed about um how to comment and you know how to engage properly in case you know unable to attend in the meeting thank you all right thank you for your comment that concludes the public comment portion for items not on the agenda um C1 and consent calendar items do we moved I mentioned my mayor bran second by Council woman McMoRan um can we do public comments on every single 1 Republic comments on every item okay are there oh yeah this is a motion by mayor Brian second by council member moiraine um I believe we take public comments at every item right okay get public comments on the minutes now would be the time seeing none um do we have any discussion colleagues know all those in favor say i i 4 eyes um actually items A1 discussion of a lender Earth Day celebration we need that there it's so loud right so I'll I'll stand back here all right thank you everybody um I'm really excited to be here to make this presentation um as you know this has been in various levels of discussion over the last several months um we were talking about um a special open streets event along a Linda or the alenda Earth celebration event on April 22nd of this year so that's coming up in about 5 weeks or so uh next slide uh so this is as you may know this has been a long-term goal of the program to do something like this and we've suggested it on various levels of various times um in the last year at 1 of these meetings it would suggested that um the Culver City walk and rollers team take this on or at least explore the possibility of doing a 1-day open streets event along a lenda um we originally talked about doing it during bike month and in conversations with the schools and other stakeholders it was very clear that doing it in April on Earth Day made way more sense um a lot of other schools are doing Earth Day activities um it doesn't conflict with uh school schedules as much especially at the high school and uh the Buy in was Far easier once we moved to April 22nd so that's what we've settled on um and then last month um fortunately the council agreed our city council agreed to support this activity with a special event Grant of 15,000 to cover the expenses that are incurred for closing the street um so I just want to make a clarification because it sounds and I know that because we're the ones that are sponsoring it and as walk-in rollers as an organization we're overseeing the safe foods to school program um but there's been a little confusion about that um we're not actually receiving those dollars that's literally whatever the expenses of the cities are so it's not like in our budget um it's not passing through walk-in rollers um we actually in touch with the dollars so um because that's been commented a lot um in public I just want to make that clear for everyone to to hear that out um the goals of the project um so number 1 is about student safety we want 1 day with a car-free route to school um really embodying what the safe routes to school program is all about and providing kids with 1 opportunity to to not have to deal with the traffic that they would normally do especially along the Linda secondary goal is about parent education um we often talk about the 3 block challenge or parking a few blocks away they are using Transit and this is an opportunity for parents to experience that um for 1 day and see that it's not hopefully see that it's not as challenging as it may seem and along with that comes education opportunities both on safety on Transit and on the environment and that's where our other ERS will be um uh playing along with us uh next slide um so the kind of Outreach that we've been doing at the council meeting it was suggested we do as much and as robust of um Outreach as possible we've had 1 stakeholder meeting that was convened by myself um this is not a formal meeting it's not required of the permit process um these meetings are not um even really requested um by anybody other than myself it's really so I can gather as much information as possible and do as good of a job as I can um from that meeting that was determined that yes this is a possibility of the schools were on board cities officials were on board seemed like if we all work together properly then they shouldn't be a problem to pull this off at the end of February we conducted 2 online meetings February 27th and 28th had about 8 people in attendance at both meetings um it was a combination of City officials School District officials and residents um Gathering that we have received a lot of comments um it's I think it's important to know that um the support was um was positive across the board there were some good constructive criticism that came from those meetings and we've implemented that into the plan um we've gone through the permit process with the city so we've submitted the actual City permit um all the appropriate departments have signed off on them that includes police and fire department as well um and we're in the process of completing our marketing strategy and the marketing pieces so those will be released probably next week we've got a press release that's ready to go we've got a preliminary flyer that's been out there a little bit but we're clean that up we have a postcard that will be delivered to all residents in the area and as well as being handed out at the various schools uh next slide so this is what the basic root looks like um we're looking at a Linda so as you look at this map um all the little red barrier or red marks are closers um so the idea is to close off the streets um at the alleys basically um and allowing which that allows us to not landlock any of the residents so if we were to close them off say at c*** or her on everybody who lives between those streets would have no way out in the morning so we're trying not to do that to the residents um we are encouraging um all of our families to not use those alleys of course but to use the streets like harder and hearin um and then and come into the area off of Overland down either Braddock or Garfield or something like that and then get the  and drop your kids off and leave um that's the basic intent and purpose same thing with the coming from the other side of the school we're hoping families coming down Culver will go down and say here are harder um go up lindblade or Wagner uh when they get to uh hearin uh drop their kids off and then leave on hearin and go back to Culver so we're trying to keep people in that space they're keeping them out of that space as much as possible um we're trying to make fargate and Franklin off of Overland um primarily accessible for uh faculty and school administrators um they'll have access to the main parking lot at the middle school and also going down here on they'll have access to the the hero there as well so their their access is not prohibited in any way um on the map you'll see a couple white circles um those are the places that are intended to be manned by Cobra City police so the actual being um areas where it'll be prohibiting vehicles in case they decide to go Rogue or go straight or anything like that um Culver City PD also says um or is hopeful um that it's not been completely confirmed they'll have extra bike Patrol officers out there along the Route making sure that there aren't again cars going rogue or um anything of that nature um the barriers for the streets will be the plastic K rail kind of barriers that we've used in the past from the city um probably remember them from the pandemic it's what closed off Main Street and things like that um so the city will be taking care of that in the morning early and then uh tearing it down about 9:30 so the event itself formally is from 7 in the morning until 9:00 a.m. um so it's a 2-hour event um we'll make sure everything is closed off fully um by 6 oclock but I believe Andrew you're going to be putting out the no parking signs up the from like 10 oclock the night before until 11 oclock that morning of um so that's the basic route that we're looking at um we know there's going to be drop off areas in the vendor Museum parking lot from kums um down to alenda um uh the vendor might be hosting some kind of morning activities there as well to kind of encourage people to come that direction uh we're planning on having volunteers um by the paddle tennis courts the lead walking school buses down to each of the schools 1 for each of the schools so they'll be walking in groups um to make it a little bit more fun and because we'll finally have a lender um open or car free for a day we're hoping to have some bike trains going down culvert well coming from the West End of Culver down the Culver path and then up a lenda without cars in the way so all that together encompasses the gist of the entire route and the plan um let's go to the next line um so this describes in a little more detail what I just kind of went through um there will be a few information booths out there this is not um like a giant Street Festival so we're not having food trucks coming in we're not having bands playing there's no DJ or stage or anything like that but there will be some information booth Culver City bus will have a space out there Cobra City PD will have a space um our sustainability uh team will have a space out their student groups are super excited about this um they actually see this as an opportunity to collaborate with the other schools and bring the students all together they feel they're missing that piece that ties everything together on campus and they're looking at this as a way to jumpstart that that collaborative feeling and um that club aspect of a school building spirit in collaborations along the way um so we're we're actively working with the student groups um and hopefully you'll be a few other club activities out there um next 1 so we know some of the challenges are um the various arrival times at schools right they all arrived within each every 15 minutes starting at 15 um we know that communication with the schools the staff and the faculty will be a bit of a challenge although Kim and delicado has has has has complete confidence that the staff will be well taken care of and the communications will be solid um Communications to parents students and residents are key in all of this of course so we'll be we'll be taking advantage of all the opportunities to reach out to them as often as possible starting probably next week um residents will get a little extra attention so as an example next week we'll be dropping postcards on every doorstep within that Target area so that everyone will have an opportunity to hear about it um we'll be putting this in both the school newsletter as well as local media um and students are going to do what they can on campus to help push this out there as much as possible um so we we're working up our entire marketing plan that will go through all of that um and then also key to this is the effective promotion of alternate drop off points and The Roots like we want to make it very clear where we expect parents to travel so they're not confused um there'll be plenty of signage up there there'll be plenty of A-frames and barricades and signs directing parents to go where they're supposed to go so as long as everybody is aware of this in place nicely we should be okay uh next time so this is more about the communications and and a little bit more details so for instance for the staff they'll be told about it through their principles and their weekly meetings and they'll be signs in the offices reminding them of this as well as a map showing the route that we want them to take um for the parents we're going to take advantage as I said of all opportunities including the district and school sites um for instance it was in the school newsletter just this last Friday and then I'll be happy for the next few weeks as well there'll be a frames out on the sidewalk social media of course cover city um Police Department as well as cover city bus they've offered to use their social media channels to get the word out there um so we're we're counting on all that to coalesce into a pretty solid marketing program um we know that this both the schools have their electronic Marquee so we're hoping to get this on the Marquess um the city has electronic signs that they use for like speed monitoring and things like that and special events so we're hoping to have access to those as well um it was suggested that we make a complete resource packet with question or like FAQs bullet points to map specifically for the teacher so they have talking points so when parents call or have questions or if they want to discuss this in class they'll have all the information in in their uh in their um at their disposal and a big focus on the why which is building School culture talking about safety talking about the environment um there's playing up the whole Earth Day aspect of it and really underscoring why we're doing this rather than it's just something kind of willy-nilly so various kinds of activities as I had mentioned walking school buses and bike trains student LED activity tabling information possibly some snacks and treats cover city bus is exploring um having t-shirts so the students take a pledge ahead of time and for taking the Pledge on how they're going to get to school using alternative transportation uh they'll receive a T-shirt and the hope is they'll wear those t-shirts that will be very colorful and very bright and create even more awareness for the purpose and the cause uh next slide um so where are we at so as I mentioned we've completed the the permit process so it's an official uh event um we are finalizing the Outreach materials that was circulating with some key stakeholders um this week or um put that out there to the broader stakeholders in the next day or so to see if there's any comments or feedback will be refining the marketing plan Outreach will be again in a heavy level starting next week um and we'll have a third meeting with stakeholders later on this month so we'll get additional feedback on perhaps areas that we've missed in terms of Outreach maybe there's some key components that we've overlooked um we'll be looking for what are we seeing essentially at that point um here is a sample of what that flyer looks like this is actually since I sent this over um it's been updated and there's a bus in there now we've changed a little bit of the language but the visual itself um uh has not changed very much um and again we'll have this sort of social media or be working with um avpa they want to do little testimonials and videos on campus of people that are excited about this um cover city bus is offered to produce lawn signs to put around the surrounding School area and help with press release and the media outreach on through their channels of getting um of getting Communications out there um ASB as I mentioned is very excited to be leading it on campus and working with the middle school so they're working kind of in Consortium with each other um and of course we're encouraging the schools to really play up their Earth Day which they already are but we want to take it to a higher level um with that basically concludes um my presentation so I'm here to answer any questions or or see if we've missed anything that we should be including thank you so much for the presentation um do we do public comments or motion for public comments no okay I know we have we have 1 card in person and I see 1 on stream right now so if you have public comment on this agenda item that would be the time to either submit your card or raise your Zoom hand um but I'm only seeing 2 so we can start in person um with Ray long 3 minutes and then we'll go to Brian Sanders on Zoom yeah absolutely um thank you so the 1 thing I'd want to ask about this is there's a couple big concerns I just noticed first from a Viewpoint of a staff um asking the entire staff of the high school and middle school to go down harder does not seem very realistic um or here on so those tend to get backed up anyway and if we're directing everyone to those 2 side streets we're going to have a lot of late employees to work that day um the other concern is for our students that are here on a permit that don't have the convenience of walking to school don't have the convenience of taking a bus to school that their only option is to drive in what are we doing with our students that are on a permit and how they're going to navigate this so there's 2 concerns that I see and students who travel from outside of the city and how they're going to navigate this and for our staff I I'm sorry but I just don't trust that somebody uh here is going to get this communicate the staff we have a lot of issues with communication as it is we are almost at Spring break now and we're talking about this is maybe a week or so after we come back from the break which is not a lot of time and just as a staff member I'm looking at this saying this might be a day to use sick day because this is going to be a massive headache for our staff who hardly any of them live in Culver City so they're all traveling from other places so I want to put those considerations in when you're talking about this how do our staff get to work how do our permit students get to school thank you you ready um okay and Brian Sanders please hi thank you um thanks Jim for the presentation uh I live on all industry I've lived here 25 years and I can safely speak for most if not all of the Linda residents we we love safety we love making sure that everybody everybody is okay getting to and from school uh the school traffic itself you know when you think about it just in terms of the minutes of the day and I've got a pretty good eyeball on it living right near Linda and Braddock um you know maybe 3 or 4 percent of the total minutes of living in this house so you know 24 hours a day 7 days a week 36 5 days in a year we're talking 3% maybe 4% of that um there's traffic otherwise it's a quiet calm Street big beautiful trees big beautiful Parkways you know the easements in the front um and what I'm hearing in you know while we do support it I'm also concerned you know and because over the years there have been multiple attempts by various uh Lobby groups and various individuals working within the city staff who've got ideas um you know about how to remove the trees and install um you know protected bike Lanes how to make a lenda have no parking at all um you know and and make it a 1-way street and do all these like crazy changes like you know that have nothing to do with living here and have something to do a little bit maybe sort of kinda with the 3 to 4% of the time where there's traffic due to school drop off and pick up so you know I want to keep that in mind um that's the history of of this place you know the there are 2 Gates that are not open I understand it's you know about hiring people um to to to be there I get that um but I think we need to hire people to be there to open up 2 other gates to allow people to flow in and out of the area more efficiently not Jam everything onto a industry it doesn't make sense so you know the the other things going on with this event um I don't hear a lot about crowd control I hear you know Mr Long's concerns I that um as a teacher myself I understand um totally get how you might want to just dip on that day and say sick day woohoo um so that's a real concern and it's a concern for the residents as well because you know just on a on a normal we see all kinds of stuff and I'm you know I I know how to talk to kids and I know how to say hey uh maybe we don't get involved in this right here right now so we see a lot of stuff in the Alleyways and we we help them make better decisions so I don't hear anything about crowd control Mr Sanders and I also don't hear anything about parking tickets for parking on the street thank you Mr Sanders thank you thank you thanks for that um can we get a motion a second before we engage in questions from the body is that not are you guys okay well that's how we the district too motion and second before we take comments from that's fine um questions colleagues my turn yeah thank you so much Mr chairman thank you for the uh comments on the public um I'm very excited about this event I really appreciate the fact that um you seem to be going above and beyond to address the concerns as it pertains to uh notice and trying to get folks working with young folks with residents with stakeholders um excited to hear that uh Our Community Partners the 1 day will be activated uh around this event as well so getting the whole Community uh and all the various stakeholders excited around this event um I recognize that you know we just had the LA Marathon not too long ago that impact uh Street patterns and when we have cclva or various even the car show um you know uh there are events that occasionally happen that uh require a little bit more from us as uh as stakeholders and community members to adjust but uh in light of you know Earth Day and the sustainability goals that I believe the city uh really lifts up and I think that this the district also uh through their Green New Deal rain New Deal plan and other sustainability efforts that have been championed by uh the district I think this is something that I'm really looking forward to um locking arms uh with walk and rollers and our entire Community to really celebrate at Earth Day so um I'm just excited and looking forward to uh what what are the lessons learned it seems like you're doing everything you can to uh pre-plan and sort of address some of the concerns that have been lifted up so I definitely encourage you to you know do as much as you can but as we hopefully have a really successful event if there are Lessons Learned we look forward to you uh returning and and lifting up all the wonderful things that have happened and and how we can uh even make it bigger and potentially even more at better in the next year so I really commend your your uh level of patience and dedication to uh safety and really engaging all aspects of our community as we try new things in Culver City it's not it's very easy to do everything the same all the time you know that's the default um it's harder to make substantive change and really think differently about how we show up in our various um in our various roles and for our various community members particularly our kiddos so I really commend your hard work and really forward to this successful event so thank you so much for the time thank you mayor Brian thank you sure um so uh thanks Jim for the presentation uh really well thought out couple questions based off of um comments and and thanks to Ray and uh Brian Mr Sanders for um your thoughts I know and this is maybe for Andrew Maximus um the alleys there are kind of bad shape right now uh pretty big puddles and it's a big divots are we going to grade those before this event yeah we can have our crews go out there and refresh some of the the dirt and the compacted a little bit and in anticipation um and as part of our regular maintenance as well okay yeah I think it's a good I I there's a couple giant puddles standing still today um on at least on the um on the east side of the Linda um I think the west side is all paved um but uh and then Mr Long's comments about uh the faculty and then um also the the permit student drivers I assume you're talking about do we have account on how many cars do we have a sense of how many cars are going to be coming in and wanting to park on campus is that it would be good to kind of I don't have an exact count but I mean I'm thinking staff at the high school I'm looking at ready to help a little bit by about 120 150 yeah so right OCD parents all dropping kids off the little kids as well yeah they're they're outside the The Zone yeah yeah um I think that I mean the High School uh teachers and students all park off of here on and and harder right and you have some that some parking lot and then like I would argue the people that are in front of the high school tend to park in the Big Lot okay the main gate is on puron yeah so that's where everyone comes in because you're funneling into 3 different parking lots from here so the most of the staff are going to come in through here on most people now do not directly use here so usually you're going up radek um either way you know going upright from Overland or going up from sulva Boulevard or going down a Linda to get to uh here so there's you know sense especially since the here on gate was closed to pedestrian traffic for student safety um it's fairly easy for staff and the concern is if we're asking all of our staff to get there and then else going to have all the parents now that are going to try to cheat this and they're going to get onto here on the drop their kids off there too the nightmare that deal with it concern yeah I would say yeah and yeah if you want I was thinking direct communication with teachers about where to go and if out yeah absolutely I mean the communication is going to be key of course so any suggestions on how better to communicate with faculty I'm all ears you know whatever we can do to to make that easier but so I mean the traffic patterns really don't change much like if they're coming down Braddock or if they come down lindblade and go down here on that's none of that changes those Linda is closed yeah well well it or it will from which direction though I mean if they're I guess like yeah you're Crossing I'm sorry Mr long if we can maybe yeah yeah okay so it seems like there needs to be a lot of community so I'm going to interject sorry I'll check that I'm hoping maybe we can exchange contact information and figure out how we can best flush out Communications to stop and what makes sense great um if the body could please direct questions to um set numbers yeah yeah thank you for the guy so the the goal is you know if for the for the for the people who are coming to stay off of the PA their traffic patterns really don't change we're hoping parents actually go down some of the other stride Street like Wagner and Allah or Wagner and Linda um so if you're if you're a faculty that's coming down say saporta and you're used to going down product to hiran that's not going to change those features are wide open the the amount of traffic on that street will be about the same the differences they're not going to go passed here on they're not going to go all the way to a lenda and congest to Linda and that that intersection um if you're coming from the other side um if you're if you're a faculty for example and you're typically going to drive all the way down Brad to get to the Heron my Rec recommendation would be to go down to Culver and come down um the Heron gate from or access the herongate from that direction um but that's all part of the communication that will be um fleshed out a little bit and and disseminated to the faculty in that sense okay um yeah I I I think it's important I they I'm imagining teachers who are from outside of Culver City are getting off the freeway right so they'll be yeah so they'll be getting off at um at uh over anyway right yeah so instead of going if if there's a teacher that teaches a frigate or the middle school or a high school that parks in the kind of frigate Middle School lot then they got to go all the way around to frigate really to get to there so that would be true yeah so so that's that's the kind of direction that right is going to or or if they're coming from the I don't know if they would necessarily go on the Farragut or they would go on they'll end up but probably Overland that would think they're on the 10 so making sure sure that that's good point uh drawn out okay um and yeah that's it I I you know I think it's a great uh opportunity for Education um 3 block challenge I I say it all the time I lived like 4 blocks from their schools please park your please drop your kid off on my street um I that's a much better scenario so uh I hope that we have success sir thank you thanks yep stay tuned this is Loretta thank you for the presentation thank the mayor for um continuing to support this all through last year as well you know because you are the neighbor there um and I do want to um if you could just for a moment like talk about how the expectation is not for our students who need to drive towards campus it's just the idea of of that they will be dropped off 3 to 4 blocks away it's not that they will be prevented from driving to the area correct so if you could take it away yeah that that's 100% correct um this is getting people to rethink their commute by a few blocks so if you're typically driving to school that day we're not saying don't drive and we're saying Drive less right so park a couple of blocks away take advantage of the vendor parking lot uh drop your kids at Huron and then in Lin blade and have them walk down up to a lenda um there's plenty of Alternatives um the student lot on harder is open and harder on the back of the school remains open and unaffected by this so if the students are driving in from outside the area their commute doesn't change um we hope it does we hope that they hear the message in that day they Park further away and take the bus in um Culver City bus will continue to run along so and along brick so um there's that option as well but yes you're right the idea is don't leave your car at home if you're coming from Englewood or Westchester or somewhere outside the district just park a few blocks away instead and also uh there are lots of folks that do drop off at U Lindbergh park or on the on the Lindberg park side and they walk over on the bridge and so those those openings to the school um are all still going to be open it's just the idea that um elenda will be closed to traffic is that correct and considering that we have had a couple accidents in the past couple months on a Linda this should provide a 1-time uh peaceful morning for our neighbors there hopefully that um they can see that they're um there is a a different way and it's just encouraging them to have this 1 day where they are um free from traffic on just olindo right yeah exactly and um the pedestrian bridge and The Roots back there are unaffected by this um if anything they might take a little more volume as people use that as an alternative drop site which is fine um we asked if parents do do that if they don't typically uh drop off at the bridge they park over by Lindberg Park not right at the bridge again a couple blocks away from that impacted area and then you can easily exit the area but yes that area is not affected by this route at all can you tell us a little bit more about when there is traffic that is coming towards Allah are at each point you're saying that there's going to be some kind of obstruction and a signage to say this is how you make a U-turn out um so would there be say I'm a uh someone who is adamant about getting as close as possible like I imagine because I I get a little miffed about about seeing this uh sometimes folks like will stop wherever they are and no matter how dangerous it is will drop off their children in the middle of the street and so what is what is there to prevent that in that case right right then and there Andrew can I defer to you on that 1 yeah no problem I'm Andrew Maximus the mobility and traffic engineering manager for the city so I mean to answer your question there's nothing that we can physically do to prevent that somebody wants to stop in the middle of the street and unload their children in that manner we're not going to have this event is not to the level of you know the airport where it's like they're going to ticket them or keep them moving out of the street the reason why we have the alley as uh an access this point and part of the plan is to avoid and restrict u-turns in those narrow streets so if somebody were determined to get all the way as close as they can to a Linda the goal is to have them turn left or right into 1 of the alleys that's right behind them Linda to look back to the next street and to exit the area instead of 3-point turning and causing more confusion and and um congestion on those streets so that's the primary reason why the Ali is kind of the last safety if you will so if you saw on the map the yellow arrows were indicating no use the streets that are a block off of Olinda but if someone were to get in all the way to the to the end to utilize the alleys to make that U-turn instead of in the street and thankfully the exit of the CCMS parking lot which we will be using as an entrance for that 1 time is going to be um station there's going to be somebody stationed there to say this is a different um uh traffic pattern and that only ccusd uh parking permits would be allowed to make a left onto their correct that is the goal yes okay um yeah we we haven't gotten a distinct plan from PD but that is the plan that's 1 of the spots that will be manned um and again a there's a few houses between there and alenda and the the alley is still there so it's kind of closed at the alley so if somebody does happen to get through they'll head up that alley right there and then go back to c*** um we back kums and haran to take a brunt of the additional traffic um but we also hope that all that traffic that comes down Braddock and backs up on a Linda and makes the mess that we're trying to resolve gets dispersed between Barman and lindblade and Wagner and incident people all congestion on 1 Street they'll pick other streets to go for it um you know I I expect that Huron will be kind of like what a lenda is now in the  will be kind of like what a lend is um but those are exits routes right so it's not it's not all in 1 route it's even even if those we have a little more impacted they're taking each half of what a lend is so it's kind of dispersing in a bit so I guess the question is more so like um for those that need to actually do a special drop off and not to park like how would you identify those folks um that need to come into the CCMS parking lot or to because they have a need to drop off um and how to direct them out because you've got 1 way that is the exit and entrance now so um that that's a great question I don't think we have a detailed plan for that we've talked about it kind of in a in a vague way but that's a great thing for us to work out absolute details on you've got time yeah my my guess is it'll be somebody Manning that parking lot allowing people in and if somebody needs to get out to hold up traffic and allow somebody out so it'll be manned in that way um we're hoping school security is there helping with um things like that so we've Loosely discussed and don't have a formal plan yet but it's along those lines yeah that's something we're going to discuss with our partners and police and there will be somebody at that location to facilitate that thank you so much I'm looking forward to it thank you uh thank you so much uh you both for the work that you've put into this I don't have any questions related to I think the design I trust that um your department and you have thought about traffic patterns and what makes the so I'm not um getting a fancy myself a Tropic engineer specialist but um I do have questions um probably rhetorical because I don't I I know that there are a lot of plans for communication so I don't expect a response now but just coming from family who was probably pretty sparing on what like district emails were opened and what weren't I would have been the family that found out that morning that we were closing down the street and that they were drop offs and so I'm just hoping that we can have an all hands on deck approach when it comes to communicating to students specifically about this like a communication that goes beyond Cobra Pride Beyond calls um how are we meeting kids where they are are we asking teachers to mention it in class A Week leading up like I just I'm hoping that we can think innovatively of how we're going to communicate this to students because I and this may just be my own bias but I would have been that kid that found out that day and so I'm hoping that we can do the emails do the Cobra Pride do the social media I know ASB is involved maybe they can do some fun Social Media stuff but just how can we make sure that we are Innovative and widely widely widely accessible when it comes to making sure that people know this is happening but also maybe we provide the map or a map in a way that more user-friendly that says hey this is where you drop your kids off you should go down this street or XYZ I mean I I know that the city has Communications people I know we we do so maybe we can collaborate on what that looks like but I'm just hoping that we can be pretty extensive with our Communications um to that point we do have an alternative map that will be public facing um it's almost finalized so I'm happy to share that out after the meeting and feedback on how to make it better would be great um but you're absolutely right um people will get missed there will be signage ahead of time no parking along Melinda like if you're doing tree trimming or Street repaint so there'll be no parking signs out days ahead of time and we're hoping to have A-frames or something in the outside area saying special event on a Linda it's closed so even if you're not seeing the communications hopefully you're seeing something um I will say I'm encouraged by Kim Delano's comment that when it came to the closures during the recent fires and I know it was on top of everybody's Minds so they're looking for the information but only 8 parents or 9 families actually showed up on those days that we were closed so word can get out effectively um but they're not looking for this and so we have to work a little bit harder as you say and we're we're planning to do that okay thank you thank you calling do we have any more questions over here none um is there action that when you take old steps sorry I didn't ask you you have any comments anything you'd like to say Dr Lucas know I think the opportunity but just think for the work with the city and making this a possible event for us to try out and and as Mr McMahon said you know trying some new activities and thank you Jim and we will make sure to communicate with staff uh and students multiple multiple times and multiple ways to make sure we can make this successful thank you um and to that to the point also I just want to add um we to find out that open house at middle school is on is the week prior so every family at the middle school is going to get the postcard um about this event and that's the bulk of that traffic there so hopefully those who miss all the emails are going to see something for their hands that night so hopefully that helps too thank you thank you um is there any action that we need to take on this no great A2 discussion of ebike training for students um no I I I don't this is um I thank you for putting this on the agenda um I greatly appreciate it um the purpose of this was to have an open discussion of what if anything we would like to do um collectively uh to address the ebike increase that we're seeing with students um here um I bring this up because we have certain amount of classes in our budget that we offer throughout the community and throughout the school year and we're planning some new ones and I'm wondering if this shouldn't be 1 of them that's and which is a fairly obvious answer to that um but more to the point on the different level which I really wanted to have discussed is we are currently working in Costa Mesa with their with the Newport Mesa School District and all their secondary students in order to ride their ebikes to campus have to get their bikes registered with PD which we do here from which is mostly to prevent theft but it shows that they've gone to PD and they've had a conversation but they also have to show a certificate they completed an online ebike safety course um they use pedal heads almost exclusively which has a fee applied to it um CHP has 1 for free and there's other ones that are online as well we absolutely feel that doing it in person and Hands-On bike um is much more effective so my question is do we want to take this to the level where we're requiring this of students that are riding ebikes the school so we know that they've gotten some kind of education on safety and if so what does that look like is it a 2-Step process is it a 1 step process is it an online class is it um an in-person class and how can we as a safe routes to school team uh best facilitate that so it addresses our needs and concerns and processes all checks all the boxes so it was really on the agenda so we could have this as an open discussion and kind of figure this out and get ahead of the game if if you will uh public um I don't have any cards in person and I'm not seeing any Zoom hands but if there are public comments that would be the time to raise your hand great seeing none uh colleagues discussion do we have any questions swimmer thank you Mr chairman uh for this conversation and lifting up uh what the procedure is and and Costa Mesa um it's helpful um 1 of the questions I have uh as a part means to ebike safety is that if do we have any data about uh young folks in our community um being harmed or complaints or where uh I I'm curious about the need in our specific the community as it arises around this issue um and how that would inform any additional of course I think it would be a good idea to have a class but I'm I would be uh concerned about creating uh additional no I I really want to encourage um alternate forms of transportation to school so I'm a little concerned about creating additional barriers to folks who um you know might be super you know of course we want students be safe right uh but I think there there might be a balance that we want to um uh walk on this 1 and um and it you know if we're finding that there are a lot of incidents happening and of course you know we don't want for that to be the okay so of course leading with education and and offering uh these resources would be a good idea but I think kind of balancing it with you know what are we seeing uh locally um I'm not sure if what Costa Mesa is doing is the best practice um um so lifting up if we were learning about any other best practices of other SoCal cities whether they're on the west side or just um you know uh doing um anything around at ebikes but I guess of of course safety of our young folks in community is Paramount um but there many ways to go about doing that so I don't want to be too prescriptive around that um but I'm I'm you know I definitely support uh lifting up uh trainings I've been to some of the the training that I will never forget uh the demonstration with the watermelon when that had the helmet and when did not it's seared in my brain it was very uh so I'm sure for the kiddos it was also incredibly impressionable and no 1 is going to bike or cycle without their helmets or scoot or whatever um so I definitely support I'm it was something to see you know very concerning where those helmets um at any rate definitely want to support uh your education uh courses but when I just kind of take a little temperature test of of what the best practices are what is the data and that we're seeing locally and make sure that that informs our um our our next steps sure sure thank you um you want me to respond to that or yeah yeah please so in Co Mesa and some of the Orange County cities are unique in the volume of kids writing to ebikes some schools with I kid you not 400 kids on ebikes writing to school every single day it is something to see um and so their their urgency is much heightened much more heightened than than ours is um our goal we probably have between 100 and high school kids and about 80 kids that are biking to school at the middle school but the majority are not on ebikes yet but we know it's coming um it's just it's what's happening in the culture right now um and so the action here would be to get ahead of it so maybe doing something a little lower on the scale to start would be a good place to be um there are no great best practices I'm collaborating with colleagues across the country on ebike safety curriculum because there is none we're all kind of making this up together as we go um and we're all sharing best practices and what's working and what's not so it's kind of in flux and in development as we speak thank you so much for for lifting that up I mean everybody's building the plane as we're flying it it feels in many ways um as we as our society is Shifting um and new tools are coming into play and myself as m a ebike uh writer but I'm very I don't like going fast don't don't don't he's judging me but the I wanted to lift up um what if we uh looked at a more incentive based approach um I don't know if there are things that we might be able to offer prizes or Raffles um that might incentivize our our Young ebike Writers into taking a course or some before going punitive or before going requirements seeing what an incentive based approach might look like as we um you know gauge interest and then also making sure that we have like a feedback I know surveys are um hard but when we have QR codes and keep uh you know feedbacks to maybe like 1 to 5 1 2 3 question so that it's short uh how did you feel 1 to 5 so that we have like data around how its Landing if it was helpful I think it also be helpful as we continue to move forward before we move to like uh requirement level Maybe by starting entry with incentive based could be a good approach thank you mayor um thank you I definitely think that some education uh is necessary I I'm open to incentive based but I I think also the you know I don't own 1 but I'm assuming any bike costs 1,000 dollars and up not always anywhere from 500 to 10,000 depending on where you buy and what okay so yeah meaning they're expensive so so it's important to register them so that if someone feels that you can hopefully track it down and in that process get that education in um I I would recommend especially since we don't really have any best practices to compare to um to really push forward the registration process and through that there's some level of Education um I you're you're the best equipped to do it I believe um and and I agree hands I'm I'm personally Hands-On learner so I think that that's great um like uh my colleague said you know the the watermelon example is you know is I remember Blood on the pavement you know and driver school you know these are you know you know they they kind of sick with you and I think uh you know uh young people at that age kind of have a Fearless attitude towards things and they don't think they're going to be harmed and I've seen uh down my street I mean I God they be going 20 miles an hour on that bike um and it it's pretty scary I mean even a pothole you know you get you fly and if you're not wearing a helmet or even if you are wearing a helmet you know you're not wearing leather you're you're going to get messed up so um I think it's really critical the education component um for sure and especially at the speeds that are going at so I I trust you know you'll know the best way to incentivize that um certainly happy to explore it and I know PD does the registrations and they would be thrilled to do a registration day and an education day side by side for that they would happily throw in on that so that's definitely something to explore yeah and partner yeah that partnership with you and the people great so all right thank you thank you can you remind us because with commercial ebikes and E Scooters it's 18 and up the law or the but that doesn't always happen because you know uh folks have their apps and they're going to open it anyway but can you remind us what the law is right now around the ebikes or if there is any or if it's still emerging uh so ebikes come in 3 classes class 1 Class 2 class 3 class 1 maxes out at 20 miles an hour pedal assist only there's no throttle on it um no age limit on those at all Class 2 maxes out also at 20 miles an hour there is a throttle on it so you don't even have to Pedal you just hold down the button off you go no age limit on that either class 3s go to 28 miles an hour they're bigger and they're heavier they're faster um you have to be 16 or older to ride a class 3 they don't have a throttle though so it's all pedal assist um and you everybody regardless of the age has to wear a helmet on a class 3 ebike so we're seeing mostly is and when parents buy a bike the difference in cost between a Class 1 and a Class 2 is not great so they just get the class 2 because that's what the kids want give me a throttle let me just push a button and go and that's where the danger is um currently there is no age limit on it there's been various legislation pushing for putting an age limit on Class 2 for exactly this reason and it's a really complicated conversation this is part of the ebike Consortium that part of because no 1 know what that age limit should be um so nothing has been decided yet so really only the big expensive heavy ones have a age limit on them and has Costa Mesa or anywhere else that you've heard about well more so Costa Mesa because you you've been working there like um have they found like a large is it just the sheer number or sheer volume of students that they're concerned about or have they're also just been a lot of incidences where the it perceived or real that safety has been an issue a really good really important question too um so it's a little bit of both so before the pandemic the same amount of kids were biking to school but they're all analog traditional bikes pandemic hit disposable Cash go to Mesa boom they came out of that and everybody was on ebike they saw more incidences is mostly kids just going down on their bikes not so much car on on bikes and that's when they said we need to put something in place at least they have some level of safety education before we let them ride to school um and most of the kids do it um it's part of the requirement they want a ride um I would have thought that would have like killed the movement but it didn't it didn't even put a Nick in it um so it's worked really well and in the last year um the the incidences have gone down the calls to the City especially have gone down they were getting calls almost daily about kids wheelies speeding weaving through traffic that's really quieted down in the past year or so the city wants to put the credit on the education program we've been doing which is awesome I'm not sure that's entirely what um so it's it's there seems to be some Traction in in success on this but it's still really early to say what's actually working best yeah I mean my concern is that you know if it is seen as a requirement that the what's going to uh change what's when people hear requirement it's often considered punitive right and if there isn't any thing warranted because a a lot of what we're hearing right now and and you you tell me a lot of what I know in terms of around town it's been more so an issue with um either pedestrians or rollers with um automobiles and not so much with ebikes specifically at least that's what I'm that's a perception or what I've been hearing around town would you agree right now it's a bit anecdotal it depends on who I talked to write the answer that I get um even with pde depends on which officer I speak to um we we've all seen the kids doing unsafe activities out there has it led to incidences that I'm not really clear on or not I will say that the enforcement in Orange county is they don't stop the kids on the Street and asked for you know where's your sticker they randomly go through the bike bike racks and see which bikes have a sticker on them and if they don't they put a notice on there saying you need to get your sticker and if they put a second notice on the bike they just hold the bike in the off and have a conversation with the parents so so it's not like a law enforcement stopping people on the streets kind of thing it's really just done at the at the district level just to make sure the kids have gone through some level of Education yeah I mean I I would like to see us push out this kind of education that is not necessarily a requirement so far because we haven't seen um this uh to be such a big need yet but that doesn't mean that we can't be proactive in in offering it I just worry that uh the perception is going to be that you know why is there such a push for the something that seems punitive or how would you enforce this kind of requirement when it's not something that we're really looking for right now or that like we have you know um the means to to to Really press upon um but it's always good to provide these uh options for education in um especially for with folks that are I I think that there are a lot of folks in our community who would be interested not because it's a requirement but because it's it's being offered right um and any thing that we can do to uh increase the education and safety for our students whether it's regular bikes or ebikes ebikes more so because it's such an emerging technology for us um I would would be uh in so much support of so thank you so much thank you uh thank you um colleagues for your comments um but I wanted to add on to what my pleasure was saying because I I agree with a lot of um her points around um how people perceive mandates and when we use words like requirement um what that means uh I agree that education is very necessary I too own an ebike um and so I think that as when we can be educating the community about how to use it safely I'm a super important but for me I'm I'm always a how are we doing it um because I feel like when we have have and so I'll just talk about the district I feel like when we at the district are talking about education and we talk about communication it's often a newsletter and so I find that to not be super I don't know that that's received and so I feel like we kind of missed the whole point if we're saying that we're going to educate people but we do it in a way that they aren't fully submersed in or fully understand and they just choose to disregard then we kind of defeat the whole purpose and so um I'm really interested in innovative ways that we can be educating students about bike safety and ebike safety I know um and it might have been that your walk more bike more Festival maybe on Main Street um I think there was ebike demonstrating and through the ebike demonstrations they were talking about how to safely use a knee bike and so if there are ways that we can do cool things like that where you know people are checking out ebikes and through that they're being taught how to use 1 safety I feel like that might be received uh better but also broader and if the goal is to truly educate as many people as possible I feel like um if we can get creative with collaborations in that way that could go over well so I don't really know what that looks like but I'm hoping that we can um think creatively on how to do that great thank you it's a good idea yeah absolutely I don't know if we have any more questions I don't know if we have any anything else to add again I just want to thank the partners ship uh that we have here between the city and rock and rollers and the district and uh the appreciation of keeping our students safe I mean that's the number 1 thing that's on my mind of course and uh I I think that this falls into a little bit of um something I use often which is like think big start small but start right so it's and that you know taking some some steps along the way of education and um continuing our work with that um I think is is important and and and it um you know is uh we have the good foundation already with my safety so this is kind of the next level of that work that I think will be important and so thank you all of your feedback on on uh some concerns and some of the things you're looking forward to okay thank you for the feedback that's what I was looking for so um as I said we're planning some classes for the next few months um I'll take all this and come up with something that makes sense and talk to colleagues at both schools and see what they might be excited about and talk to our partners about incentives and possible collaborations going forward I think those all really great suggestions to move forward on this right Thank you before you go I know you were just getting ready to walk away I'm here for you I was thinking about how our economic development team has been having sort of engage all around a different neighborhoods and cover City little games and opportunities there are a lot of families that come out to these engagements they sort of um shut down parts of the street I think that could be an opportunity also to kind of have a gentle um you know families are already engaged already coming out I don't know how frequently we'll be having those coming up but I know it was something that was tried you know was activations in every neighborhood in Culver City so it might be a since if it's already happening might be easy to sort of tack on parts of the street are already shut down so don't have to worry about that it would just be an opportunity to hey we're doing a education over here so just something to elevate something that um our uh president lifted up um the festival and so just opportunities where folks are already at you can just you know don't have to plan or reinvent the wheel so just wanted to lift that up for your awareness as well sounds great thank you this is Justin thanks thank you thanks um A3 safety study is that are you yeah please yeah so I begin with the presentation now or do you have public comment first or presentation first okay so um since this this item was not put forth on the agenda from City staff so I'll just give a quick overview um of the project uh where we're at next steps and then go ahead and take questions and respond to any other comments um so the safe routes the school program and the um the infrastructure enhancement part of that program kind of was uh part of the what was called the loona safe routes to school project and the intent of that the original project was to connect the school the elementary school Lobby owner with the tri School area with um pedestrian and bicycle enhanced facilities the project ended up going all the way to Culver boulevard and it didn't extend beyond Culver boulevard into the try School area since then there have been um you know ideas and thoughts and other types of um strategies thought about either by The Neighbourhood or by City staff um but they've kind of they they have an amounted to any type of changes as of today and at the request of the residents um to provide in in conduct a full comprehensive study that's what city city staff is about to embark on so we secured monies uh through our budget process us to start a comprehensive traffic study and safety study of the entire area so not 1 particular Improvement is put forward or thought about it's going to be part of a a a this comprehensive study um the intent of the study is going to be a lot of Outreach at the outset during and throughout the entire process to hear from stakeholders such as yourselves and the school district the residents and uh parents and students um as to their thoughts of what what is happening now kind of their travel patterns their commute patterns what are the thoughts about safety um also be collecting traffic data um and throughout the process you know getting feedback initially providing the data getting more feedback uh providing Alternatives and getting more feedback with the um end goal of getting consensus of next steps so there are no plans right now to do anything on olindo um this is the uh mechanism to to go through that process to find out what what can we do leave no stone unturned uh leave no voice left behind and um try to figure out after all of this what what set of Parts would work together for all the stakeholders um that being said um the process um to get on this roadmap is starting right now so we're anticipating that an RFP for consultant um assistance for this project will be issued in April of of this year uh and bringing that contract to council and mayor June um with the initial out starting in the summertime with internal stakeholders obviously we know that there's uh summer break um that will continue into the fall as well as the data collection happening side by side and again the schedule will be lots of Outreach survey websites um you know and and and listening feedback as much as possible on various different ways along with many Outreach meetings workshops that sort of thing uh throughout the process um so that concludes my presentation uh thank you for that now would be the time for us to take public comment so I see 1 on Zoom I'm assuming none in person um so we can take the 1 Zoom comment Brian Sanders um 3 minutes please hi there thanks for giving me the opportunity to speak so yeah to reiterate um I've lived in Olinda for 25 years and it's a quiet street um yeah there it is it is really unfortunate that there have been 2 accidents recently um and you know there's um there's a there's a desire um whether residents to be very involved as Mr Maximus stated you know the the idea for the study itself actually originated from a group of coming together and requesting the city to to engage in that formal process the neighborhood traffic Management program um and do a self-study so so that's great you know there is there is also this this sense that I want to and I've said this before and it Bears repeating because it it it keeps coming up for for the people who live here there's there appears to be um a continued process in search of a problem and that's the experience of being a resident on a industry it's we we experience um advocacy group groups and uh pockets of people working in the city um as and also on city council over the many changes the city council over the years you know that that it it feels like there's this discussion of hey what can we do to a industry um at least finally now there's an acknowledgement that yes we should do a study before doing anything like so that's that's an improvement but it still is is you know in the context of literally these are not made up things we have we have been Fielding you know crazy ideas to actually remove the trees that were planted in 194 44 and the houses are built I mean that's crazy to to actually consider removing the trees is to deal with traffic it's like what are you talking about um so you know there there's a lot of nutty stuff stuff like that and the residents are obviously we we love the trees and you know to live in a park-like setting is um actually uh it's a quote from from former council member Megan Sally Wells I know many of you are are know who she is so that Culver City has the unique charm and character of of of living in a park and that's true we love it and we wanted to stay that way and so you know a pro process in search of a problem is really the wrong way to go about talking about safety or any any kinds of um that we're dealing with here in the city so keep that in mind thank you thank you colleagues do we have any discussion council member yes thank you uh for the community comment okay is that are you accepting it okay there's public comment to be accepted the written comments so so thank you for that thanks for the comment uh virtually thank you to um Mr Maximus for the over review of where we are in the process I mean um the goal here is Direction feedback what I mean what because I could chat but the safety set is in process um I think we're all United and and trying to support safety not just for you know our kiddos which is of course Paramount but anyone who's uh you know traversing um our community and whatever manner you choose to do so so I think we're all uh pretty United on that uh I think the goal you know I recall a big push around um the city supporting uh some crossing guards and us wanting to make I believe a conversation here or uh perhaps on the council conversation about ensuring that further uh Investments our data driven so again I think there was General consensus for that so just uplifting that um but I I don't know if staff needs specific feedback on anything that was shared but I I'm grateful that there appears to be a process that uh we're going to ensure that we're going to hear from uh as many uh stakeholders and folks are interested in the process as possible I guess the only question I would have uh why I know we're we're still in the very beginning stages is what uh what we're guests the meeting of timeline would look like if we're able to speak at all to that yeah I mentioned a little earlier that we're still engaging with trying to get a consultant on board and we anticipate that happening at the May or June council meeting to get the request for the contract authorization with actual work starting sometime in late summer early fall um I think it'll be helpful to try to understand um you know how much this body uh wants to be involved at the committee level at you know in terms of presentations we obviously are going to be engaging this project and this Outreach and process with the bpac committee the mobility traffic parking committee updates the council um but you know obviously the the success comes from all of us uh engaging together uh you know we've heard lots of comments and lots of suggestions as to what could work or what should be done and so we just want to be able to know that we've explored those options with the school district with the city with the residents um but and it'll be um if there's any suggestions as to what this body might want to hear about or what part um you know what kind of updates you might want to hear about or see at this this committee um you know obviously I think we see the superintendent audience said the commitment is there from all fronts so um that's a great part yeah I mean I don't I don't want to speak out of term but I am sure we want to be as involved as possible as this work progresses I don't know if this could just be a standing item as you know as things go up and um I don't know if this is within or outside of the budget process based on the May noon day that it'll come before us but uh hopefully it Garner support um from colleagues to move forward um but but yes absolutely would love to um this seems like an appropriate body anyway I appreciate you lifting up uh the pack uh see the uh Mobility committee and even in some ways I'm curious if the disability I don't know how often the disability advisory committee meets but they might be a good partner in this work as well uh uh by just ensuring that their voices are included as well um so so yeah I'm really excited thank you for your leadership um and steering this process forward and ensuring um you know safety and and data collection and transparency is Paramount as we move forward so just really grateful for that and and look forward to continued conversation as this process progresses thank you so much there yeah just uh I appreciate that we're you know moving forward with the process of the council voted to appropriate funds for this so it's great um and you know as a resident and that neighborhood I I will definitely participate in the you know the the resident opportunities for Community input um and uh yeah I think it's valuable data driven reasons for making changes uh for the safety of our students and residents so I'm in favor of it thank you hi so this project has been pushed back several times I guess um am I because I've I thought that it was supposed to happen last last fall and then it got pushed back I'm little work like I am in full support of it happening I'm a little um if you can uh provide some clarity as to like what pushed it back and if we should be worried about like whether or not it's going to continue to like as because previously I've been worried that okay the data collection needs to happen while we're in school um so and and that's what I was um you know pushing for so that you can get the best status as possible I mean I think that some of our um some of our constituents are worried that there wasn't any data to to provide uh a basic this to you know put in certain uh safety measures right in the past and this kind of study will lead you more to better um better implementation or better suggestions I guess first um for that kind of thing so 1 of the things that I'm worried about is like if it does get like what is the reason that it's been pushed off or the RFP has been pushed off and you know considering all of our challenges with budgets like should we continue to worry about that sort of thing so the the funds are the funds are there they were appropriated like you said last year um 1 of the challenges for me is not just the time constraints that we have with all the other projects that are happening but this particular 1 is um very very unique um I see that this scope of work for this is very much less traffic engineering and more of the Outreach each and not just data collection of number of cars and speeds and that sort of thing but really data collection of everybody's opinion and everybody's thoughts and producing the workshops this is going to be I think 60% of the scope of work is the effort to do all the Outreach so it's uh a little bit unique for what we do in in our traffic engineering world and I I honestly think that the um the prime consultant might not even be a traffic engineer Pi public Outreach comp uh company or engagement type of firm with a traffic engineer that is going to do all sort of the easy stuff which is you know bringing in all that traffic data and then figuring out what type of scenarios to present that's honestly that easy part of this project so trying to formulate the RFP has been a challenge um as well as our um uh kind of backlog of projects and the current state of what we're working on so it's kind of delayed in that sense up to now where the RFP is getting ready to be put out so potentially the data collection Outreach all of that would be late summer early fall when we're back in school yeah I know we we're obviously we're very much aware that the traffic data collection must happen during school uh but we're not letting the start of school next fall be the start of the project we're going to start it in you know beforehand with all of the you know we can easily meet with folks from from the school district you know internally looking at all the other possibilities that have been discussed in the past so we're planning on doing a lot of things in Tandem and doing a lot of The Upfront work uh in the summertime so that we're ready for a lot of the bulk of the Outreach and the data collection in the fall okay thank you for clarifying that yeah thank you for the for the presentation I don't have much to add just other than to your question about how involved the body wants to be I I I'm gathering from all the colleagues comments that we all that we think that the appropriate for the body to be involved and so if we can just continue to hear updates that would be great yeah I think it's a great idea by council member to have kind of a standing item I think once we get the contract um executed and a time frame set up we can maybe have a standing item to provide you uh with updates and get your feedback as we go through the process cool thanks uh nothing else oh yeah Mr druce and same same to all your comments thanks for thanks for the work I'm very interested in the results of this study I know this has been a long-standing issue long before I became superintendent so I'm interested to have some more information around this and see what we can do best for everybody so I just let's say just for the record that we're not the city is not planning to remove any trees at all I know that been floated around the community so many times I think it was a result of a little bit of a miscommunication between a question and an answer but the city is not planning to remove any trees it was just I think kind of taken out of context or misunderstood so just for the record and Mr Maximus just just to share in the event that any trees are removed and cover City what is our policy around that from what I understand just like we require um homeowners to uh replace 2 to 1 that we would be under the same um policy to replace 2 for 1 I don't want to just add that uh Public Works uh just planted I believe 13 trees along cover on the um on the south side of cover between Overland and Jackson I think yeah so pretty cool thank you for that mayor um all right A4 a a poor thank you very much Mr azador I have a small presentation to get us started here uh so let me get that up it was on and bothering me I'm like right like and committee members you have a cop be in front of you if uh uh so we wanted to spend a few minutes um telling you a little bit about the state of the district's budget if you've been following um our situation recently just give you a quick quick update on where we are in regards to our budget situation here and before I dive in I don't know if all of you know of on the city Side Ms Santo Rajiv she's our assistant superintendent of Business Services who has joined us today and um and this is uh a lot of of the work she's been doing in regards to our budget so I very briefly and I think this is being experienced both actually within your budget as well within the city you know certainly in school districts budgets across the state we've experienced decreased enrollment expiration of Co that we had substantial influx of dollars um during Co and Rising operational costs have basically led to a need for us to reduce about 4.4 million dollars uh in our budget for next school year and as again maybe you have heard the board of education has taken some action recently um next slide um in regards to some of those reductions we did um do a reduction in force of some School District um and uh School ight employees to the tune of about 3.5 million and we also are taking a look at reductions in regards to you can see about their contracts overtime extra hours hiring freezes and other expenses to the tune of about 900,000 getting us to our 4.4 million that needs to be reduced um by Next by summertime in essence and uh next slide is just telling us very briefly I'm not going to go over the site of detail but just the number of positions that we've reduced across the district this current school year which um is about 39 positions and last school year we actually reduced about 23 positions so we've been working to um reduce our staffing to align with our decrease enrollment our budget requirements um and so I also want to share with the city just a throw away again the board has probably heard this presentation 3 or 4 times already but uh Rebecca if you could go 2 more slides Ides 1 more um just also showing you this the district has been trying substantially to reduce our costs overall so I've just been talking about Personnel costs but this slide is showing some of the contracted expenses that we've had the district that we've been working very hard to reduce those costs as well so we're we're you know tackling this on all fronts Personnel fronts contract fronts reduces of expenditures and um to make sure that we have a balanced budget and then if we go 1 more slide please and so 1 bit of um School District Finance if you don't know this folks from the city is the state mandates that the district has a 3% Reserve in our accounts um and that's what's called basically positive budget if you're able to show to the state and the county that you've got 3% um in the bank you know uh for um for emergency situations and the like and unfortunately where we are right now is we haven't made that 3% so you'll see right now we're at a next this school year we're at a 2.2% increasing a little bit each from future projection years to 2.5% and 2.62% so what that meant is on last Friday the board um was presented what's called a qualified budget and so um the board did accept that qualified budget that's letting the state and the county know that um we haven't met our 3% and we um may be in Jeopardy of meeting our final expenses so um I'm sharing this information and of course the um the May budget will come out from this from the governor and so they'll could be some potential changes to our budget situation but that's the information we don't have right now just the way that our budgeting Cycle Works um so this is this is our our state of where we are right now and we are working very very hard through those other cost reductions that have already mentioned to get above the 3% minimum so all of this is oh I just want highlight this is kind of the feels kind of Doom and Gloom and it is it is a um it's a dire situation but I also want the city to know and we are communicating despite the situation there's great things going on in our schools that we have lots of things still happen and uh 1 more slide if you could Rebecca and that is uh just to highlight some of the things that are continuing in our elementary schools even though we have reduced positions and are cutting some expenditures full-time nurse support and instructional site that's interventionist full-time counseling support and mental health support which is unique to our elementary schools um arts and Innovation classes assistant principal support and daily PE for all students those are some of the the pluses that I've seen in Culver City compared to other schools because I've been in and 1 more slide um and then the secondary setting you know quite similar that we are fully staffed Health office of RNs and LVS LVN excuse me reducing class size and algebra and English 9 and 10 really maintaining core counseling at the high school we have uh next year uh about 12 councillors for our students across the high school and again maintaining mental health support and 1 of the things I I talked about again and and in Culver City that I just I I love is our broad range of class offerings so we haven't cut any course offerings or class offerings um at our secondary school so I think it's important to highlight those and so with that um just wanted to give you all just a brief overview of kind of the status of where we are right now I'm working very diligently to keep increasing that Reserve so we're above 3% and more because we need to a little bit more of a cushion for all sorts of things to support our employees and to support our uh stability um and so with that comes the other side of the equation where we're trying to reduce expenses um across the district and of course always looking to increase a new opportunities for the district and some of the things that we are doing specifically are regarding our attendance because we get funded based on attendance so working very hard to increase attendance working hard to increase enrollment and to not lose enrollment over the course of the years um and uh taking a look at you uh We've renegotiated some lease uh properties that we have in the district that got us about uh over a million dollars a year of an increase in revenues um and then of course partial okay uh no not partial K uh measure K measure oh parcel tax there we go measure oh parcel tax so thanks for the community and all of the tremendous support for that that doesn't kick in until 2526 right it was because it was going to be discontinued if you remember and then we actually were able to get that continued so there's some some things we're working very very hard on in regards to a revenue enhancements as well um and so with that um was wanted to open up the conversation again in the spirit of this this committee's um commitment to Partnerships around different opportunities having discussion on rather and revenue enhancement opportunities that may be uh able with the city at our side it's just like okay uh thank you for the presentation we have 1 card in person Mr long item I don't see anyone on Zoom um so we'll just take the 1 comment uh 3 minutes please okay thanks thank you um so first of all I just want to thank members of city council who have supported um partial taxes and things that we have done in the past um it's been a great partnership to us um we're looking at ways for um and by the way I'm speaking on behalf of our Union Culver City Federation of teachers here and ways that we can look at um increasing our partnership with the city through joint use agreements um the city of Santa Monica currently has a great joint use agreement that brings about 5 to 7 million dollars annually from Santa Monica City to Santa Monica Malibu unified um and that's all through money that they get you know through different revenue and then of course um they allow the schools um the schools open up to the city uh for various things and um I would like for us to try to explore some kind of model like that um the other thing is that you know there has been some discussion around a sales tax um proposal from the city and when you guys did that last time I think it was maybe about 5 or 6 years ago when you guys increased sales tax I think it's 2.25 now uh there were some people in the district that asked if we could kind of get a percentage of that to help the schools out and exchange for some of these agreements but that didn't happen at the time if you are considering a sales tax uh potential increase I would once again asked can you please take a look at the school district um we should be partners I think good Public Schools help the city it helps with City revenues it helps with um making this a destination and places that people want to go the other thing is campaigning for a sales tax can be very difficult and having the school district as a partner and campaigning for a sales tax including having our Union which also also includes the AFL CIO and includes the American Federation of teachers is also a bonus for the city as well too working with those organizations um as well so we're looking at any ways um that the city can work with the district and look at ways just help us generate Revenue as well especially for joint use agreements it's not like just saying hey you know give us money we're taking a look at you know ways that we can you know open up our schools and open up our facilities to help the city as well too I know a lots of expansions of wreck programs and stuff like that that was a big selling point in Santa Monica is they needed lots of space for wreck and they were able to open up those wreck opportunities at the elementary schools so I'd say whatever we can do let's take a look at a way that we can partner especially if it's on a potential sales tax that might be coming up that we could kind of go in with this together and really help the city and have the city helped the school district as well thank you uh thank you yeah thank you discussion colleagues council member yeah um thank you so much superintendent thank you to Mr long for your comments I think um administering my uh fifth year on the council there have been a number of um I may see you later Mr law um there have been a number of conversations about uh opportunities and touch for the city to be uh more supportive to this school district um that's always been something I think I'm served on this body since the beginning we didn't meet as much during the pandemic but I digress um open to explore morning and I and I know that Santa Monica has uh routinely been uplifted as a best practice in terms of a city supporting a school district um so I don't know how we might be able to open uh and look at that has a best practice Andor other uh similar uh Southern California cities or just California cities in general that have um approaches to support uh the district so I'm definitely open to starting that conversation um I know that uh we're having our own uh I think everyone's having a budget challenges right now and um you know I've I've had um challenges or or see opportunities in the way the city uh functions and and does our budget process and continue to push for more transparency and accountability in our budget processes and on that note our community budget Workshop the last 1 for this session will be tomorrow at 7 oclock at City Hall so uh for all interested community members parents stakeholders and the school district that's a good place to go and learn just where the city is at uh in our current iteration of uh our budget so definitely inviting all who are here and or who are watching the recording or listening from home to participate in that final Workshop tomorrow and uh you don't just have to be in person it will also be available online uh so fun fact for that um but so there you know there are many ways to um approach uh these uh challenges that we're all facing but I continually believe that we are stronger together we are stronger when we invest in our community when we invest in people when we invest in families and when we invest in infrastructure that supports um all all of the above right so um so I I frequently see things from a place of abundance and possibility and um how do we approach and and and look at uh our issues in new lights uh and look at other City best practices so I'm definitely open to continue to have this conversation um probably will be a a longer 1 um I I I know that uh in our meeting last night uh there was a conversation about a potential male only sales tax B um ballot in August but there's going to be some polling around that I have some reservations around that uh and this the overall success of that but uh we were uh there was consensus to seek some some polling and then see where where that pans out uh the goal is to secure this quarter Cent um sales tax before a potentially a county or Metro um uh puts something out uh to secure that so either way it will be leveraged it's just a matter of who will uh leverage the amount so um so then the the question is timing and I think polling will be instructive on that so looking forward to the results of that and as expected as staff will come back uh before the body to update us on on what's happening with the polling and I don't think that that forecloses the discussion of how we can be supported because again I think uh you know we are a better uh community in our school district drives we are very well known as a diverse school district and while they're you know always opportunities for growth and uh continued investment we want to be good partners uh for our our children and families that uh attend uh this District so um so so I'll stop there but I I I do hope that we continue this conversation in Earnest uh and with the opportunity to uh seek New Opportunities and learn from other uh communities who are making this commitment to their children and families so thank you for the opportunity to speak mayor thank you um so everyone Lisa superintendent and uh school board members know uh my close uh connection to the school district uh not just past involvement but my wife is a employee of the district and I know all knew all about uh everything that was presented and it directly affects her um I'll be you know her position classification is changing because of all this so I'm very very aware of it um what what's the dollar amount that uh equates to the delta in the The Gap for the uh the um Reserve so you're at 2.2% you need to be at 3% what that dollar it's about 800,000 yeah yeah 800 900,000 or 900,000 okay um so as uh my colleague council member McMurray mentioned we we approved a um uh ah uh I guess gave direction to you know uh Explorer I believe it was August 26th um validate um and you know as everyone knows the city situation in great either uh the a quarter Cent sales tax would equate to about 5.6 million a year for the city and our Delta is higher than that right all right structural deficit our our structure deficit you know we um we rely on a 10 year forecast and by that we we forecast out over 10 years all of our revenues and expenditures and try to ex examine the impact on our Reserves we we have a structural deficit over that 10 year period of 7 to 8 million a year every year for the next 10 years here so a quarter Cent won't solve our deficit problem alone the quarter set alone and and right now we are dipping seriously into Reserves this fiscal year alone we're we're projecting um a 30 plus million dollar deficit it's it's that large because about 18 million was projected in the previous fiscal year and a lot of projects that money was encumbered for um that money was carried over into this year so when you put the 2 together it's 30 plus that that really the way to look at that is over a 2-year period is 30 plus that we're reducing our reserves but we have um we have very serious problems and we're not going to solve it with a quarter Cent sales tax alone and there is there's nothing left after there's not much left after the quarter Cent the if if the um in terms of sales tax all that is left in sales tax is the quarter set so if the city is successful in securing that quarter Cent there won't be anything left that that's a cap that's established by the state the Culver City our taxes boy we much left that we that we're we as a City have some of the um have have 1 of the highest tax regimens in this region um we've we've touched almost everything the only thing I could think of that might be a possibility uh maybe some increase at some point in transient occupancy tax that's a possibility I mean there are other things um I could go on I won't keep going but we the city is going to need to continue to try and find more Revenue we're what's different about us to our dynamic you know it sounds like you're having declining enrollment we have increasing service demands we we our calls for service are going up we have 5,000 new housing units in the pipeline um Culver City's population has been essentially Frozen for years there's been 40,000 for I don't know 30 40 years probably since when you moved here it was probably 40,000 so it's but that's all about to change dramatically uh you know this city is going to in we're going to add uh over the coming years here um 7 8000 people um and significant growth on top of 40,000 our demands for service are going to go up um so the the city is facing sir serious challenges as well I I mean I there's nothing more important in schools I I agree with that totally and we it's in the city's best interest for this these schools to thrive but also need to be aware of the challenges that we face thank you um and you know with that I I do want to be creative and I I think if we if we do put our heads together um I you know it's a council vote so you know if if someone's going to request something um you know we'll see how that discussion goes but um I don't know if there's uh impact fee opportunities or um I know that we're um looking at um opportunities for um you know these digital kiosks um that will bring in it'll help that remaining like 2 3 million uh close that for us um uh and to which is transient occupancy tax we're working on uh short-term rental um ordinance uh right now we're not capturing any money from VRBO so you know there there's there's ways that we can look at creative um places um in in the in the big scheme of things you know looking at our our structural deficit to me 800 000 is not his monstrous um so I I'm really open to having conversations um um but that yeah that quarter Cent is just it doesn't get us where we want to be by itself so I I have a question I think I'm still on yeah um a superintendent Brian you you said that um this is something that's being experienced across the state so if that's the case and if you know school districts across the state are struggling surely the the state of California what are they they uh what are I mean I I I know what's happened in the past I I remember when Redevelopment went away yeah yeah uh so I I would I wouldn't I would just guess I would think the state would be looking around for different places to find additional Revenue to supplement school districts they've done it in the past uh are you aware of anything along those lines not not really I mean the besides this this year uh the state revenues are are higher than I understand than they had anticipated so that could actually flow through to us right given prop 98 funding which is a guaranteed funding for school districts yeah um but that is there's a lot of unknowns to the associated with that I mean that was kind of the January idea and then of course the fires happened right so what is the impact on the state's the state's budget around there um so um yeah there's there's the only other kind of Revenue generation thing that the state is looking at is and it's not going to happen soon and I I can't predict when is changing the way that they fund uh space on uh attentive so right now if a child doesn't come to school even if it's an excused app we don't get an allocation for that day and so we're trying to change that a lot of districts sort of across the state are trying to change that to it's actually based on enrollment that you know we want uh our funding based on that we can't always control when a child is or not right you know so that's 1 Revenue change that we're taking a look at but I don't think the state's going to get there anytime soon on that because that'll be a substantial um change for them but okay um I I think uh a conversation needs to be had on a higher level um with you know experts or staff members just just to kind of ball and see what's out there um uh and then you know I know that the district doesn't want to depend upon uh donations because that's an unstable source of Revenue right um um but I'm always a big fan of endowments because that's a little more stable but it takes a lot of money to build up um so uh yeah we we need some creative thinking and you know I everyone not everyone knows but I've I've always campaigned for every ballot measure uh that supports the district uh there's probably been a half dozen of them since I've been apparent in Cobra City so uh and I I I consider our schools a jewel and and if our schools fail it'll it'll it'll wreck our community it will so um I I fully embrace the the situation um but it's just trying to deal with what our challenges as well um 1 other question is is is another parcel tax out of the realm of possibility that's it can only be used it could I mean not not at the current time I mean because we just past 3 past time most recent 1 I think that there could be exploration of opportunities around that but it would be future future um elections I'm just thinking of questions I'm going to be asked people are going to be asking me you know I'm for my own edification so there's there's really no other Avenue at this point yeah and partial taxes are that's that's strictly for Capital right no no that's actually basically it goes general fund so the the bond was the bond measure which was the and I'm very thankful for the support of that that's capital only yeah so so I'm I'm I'm confusing why would another partial tax not be viable I think it it depends on polling and taking a look at our situation and uh seeing working with the Board of Education in regards to kind of their next design so it's a political question I think so okay yeah okay I don't have anymore thank you so 1 of the revenue um ideas that we are working on as well is um just also taking a look at facilities use fees as well I know that that wasn't mentioned but we will have a demographic study um that uh we had commissioned last fall that we are going to look at I know that you were talking about um you know uh change in demographics here as in residents um and so we will be looking at that in next month's meeting or or uh very shortly we haven't seen anything from that yet but our declining enrollment is not as high as LA county or as um as California state and so I want to dispel you of that notion that it's like you know it we are holding on to our students at a higher rate as other neighboring um towns and other folks in in the county so it's it's more so that this is just um an ongoing issue for for everyone and we're experiencing it as a smaller rate we do have to keep our level of service very high and um but despite our um the way that we are funded is by Ada it's not necessarily about just about enrollment so Ada is about attendance and it's based on a 3-year average um projected and so that's why we're experiencing these um changes and when we're talking about your um uh your scope of uh budget for the year we've only got you know our general fund is only like 80 million dollars ish a year um write some 78 projected for next year right um lcfa 100 good portion yes yeah and so it it's a it's a matter of like you know 900,000 dollars doesn't sound like a lot because it's a lot us because of our our scope and so I I just want to you know set the stage for for you because you're talking about you know 30 million or whatever but you know it's it's it's about percentages right and it's about like you know it's about the number of people that we you need to either let go or or not right and so and that's and that's what we're looking at now when you know a superintendent is talking about you know us letting go of notifying not necessarily letting go yet people yet you know of uh you know about 40 40 positions you know that and and we're just setting up the stage so that you are under the under the right impression of what the stakes are here for our students and for our families what we don't want you know because we can explore in the future uh part another parcel tax which is which can fund you know other other things I wanted our parcel tax this past year to have a small increase so that we don't have to keep on going back out to folks that you know a mod a tiny little increase so that it's in perpetuity but you know when we looked at the polling the polling said like you know it's more important for us to get this passed than it is to try to tell people like oh there will be a change and you will be taxed more because the polling looked like it may not it it had less of a chance to pass and it was so important for us to get that 2.5 million dollars on the books because that 2.5 million is something that they're using towards looking at our reserves um moving forward and so um so it's something that we can look about look into but what I don't want to do is to 1 of the considerations in placing a new measure or a past measure in the past was was there going to be a Parks bond is there going to be an increase in X Y and Z and we want to make sure that we're working together so that it doesn't seem like oh if you want a Parks Bond then we can't have our partial tax like it's about what the what our constituent feel is um you know they can take rather than whether or not they you know it really uh we can really put 2 measures on a ballot at the same time or whether or not we can put 2 measures on in year you know so it's it's more so about creating that discussion and that discourse in terms of you know being hand in hand and not being seen as being competitive with each other and to F and again to think uh creatively about this rather than to say that we're competitive with each other so it's not just about you know why can't you put another you know partial tax we we could consider it and we we will consider it um um and it's it's a matter of timing and it's a matter of working together about on it um and uh the and the question is also like is there you know as our the cost of doing business you know the cost of doing business is continuing to move uh to to increase even if we have fewer you know uh you know we've only lost you know say maybe like 50 students I I'm making it up 50 students over the course of you know a year whereas other District tricks are losing thousands of students you know that doesn't mean that we still even if it's only 50 we still have to employ most like 93% of our budget it goes to salaries or something like that right like and salaries and benefits and so just because we lose 50 students doesn't mean that we need to let go of 50 you know 50 folks like the the service still needs to be there and so um we need to just continue having these discussions where we haven't had them before at least not in this area and so you know somehow we need to um what whatever that uh uh whatever that Forum needs to be I think you were saying like we need to get this certain people in the room we need to set that the you know set those suggest question set the direction so that we have the right people in the room and so that it's not just like me and mayor like talking about like who do we get in the room like this is the right form to have that discussion um 1 1 quick question what's the current Ada person is it like 12 Grand I remember back when it was like 7,000 but yeah we are at 6,600 students I'm sorry 6,000 team is the dollar amount you mean the dollar per student dollars 4,000 high school was different yeah average I have 1 other question I'm sorry to prolong this um but I'm I'm learning and I'm going to start doing some research I you know I um you know I hear so much about and read so much about um you know everyone's very worried about declining population growth declining bursts Etc are we are we starting to see that already in is that is that what happening um we'll know more next month yeah with the demographic study rule of demographic but generally that I mean that is the phenomena right that's happening across the state I I I can't I guess carries over to Culver City right there's just your school age kids right and it was becoming more expensive to live in LA area in general right so there's that challenge that folks are experiencing yeah and I'm just I'm just thinking out loud most I think most of most all of the new units that are coming into Culver City are going to be a part of yeah which I think will be won't be many families I don't think I I think it's going to skew towards more towards childless um folks so I don't know it's all it's what it's all gonna be fascinating okay that's that's helpful thanks okay uh yeah so thanks for that I I also want to be mindful of the time I know we had like supposed hard to stop but maybe I'll try to keep it quick um I think when we first join or maybe us 3 when we when we first joined uh this body um the idea of the conversation about that what it would look like to replicate something that Santa Monica does came up and I don't know that we ever heard a presentation or even knew who the right people from the city to talk to about um this idea was and so I think that this was agenda is to be just a preliminary conversation I don't know that it was specifically about the partial tax I just think that it was I think that the need or the demand to have the conversation the urgency came up as a city was having conversation about a partial tax I don't know if this is particularly about the tax um I think this is more about how um we can best support each other and so I know um city manager you were talking about the uh the sales tax and not being not being that much I know you were talking about having to figure out innovative ways that the city is going to have to do to make up I think the deficit that you all experienced every year the conversations that I want to have is how can we work together to help um the city generate more revenue and then we get a portion of it and so I the question I think is is not about the sales tax it's not about the Mobile kiosk I'm wondering what the cities um to bring in the necessary Revenue to get you out of the deficit that you're in and is there a way that the district can collaborate with you all to get a portion out of that 70% of our revenues are associated with Commercial Business activity we we uh our property tax the amount of property tax we receive is very low um we receive 10% of the property tax I think property tax is off the top of my head it might be the um 5 or 6 largest revenue of course we have many other we sales tax um business license tax utility users there there are other taxes that that are associated with the economy sales tax is is the single biggest driver and I don't know how you could help if you could help us you know what generates a lot of sales tax are big box stores um Costco Target those those types of things um the other an area where some of our neighboring cities like Santa Monica in Beverly Hills where a lot of their tax revenue has come from historically our hotels I don't you know off the top of my head I I think I looked up once I think Santa Monica has 40,000 hotel rooms we don't you know some of some of our surrounding cities uh they have completely different economic their their engines are completely different now Santa Monica has taken a real hit since Co they they they were riding high for decades and then Co is really it did a number on tourism and they were so heavily relying on tourism that but it really had a huge impact on them but at any rate um finding new Revenue sources is is a real Challenge and there there aren't many taxes left because Culver City has used about every tax vehicle that's out there there's just there isn't much left um I I was at I was asking the city manager about um education impact fees and he thinks that there's 1 but that that you collect I'm just wondering if there's we collect I isn't there a school impact fee that we collect for you I'm not sure if you're using the same language but I mean we we do have like developers fees yeah developers oh yeah yeah development impact fee right we we collected 4 of those who set that right did you or did we know they the school board does yeah the district does I think there's a conversation there yeah but that's also that that I don't I don't I'm not certain I don't think that can be used for on M I don't think oh is that yeah there's a m there's a thing there's a Max the RPA yeah regardless I you know I'd be happy to sit down with my staff and your staff and sit down and try and explore the universe I'm all open yeah thanks and so I think that's that's maybe what we were hopefully getting at is just formalizing at least a conversation on what that would look like um that's not my that's why I don't know I'm there yeah I I agree with having that conversation yeah well and I and I and I hope hopefully isn't the end of this conversation that that conversation can happen whenever it happens and then they can come back um and we can actually have a formal conversation um here with the presentation about what that could potentially look like what's out there what are option the cler ETC okay great uh colleagues anything else to uh no uh great I don't know items from staff is that yeah we don't take that and then well I think we're done with public comments um oh yeah I think we set the night to I do I had some dates oh before we do days I just want to highlight for the city uh you have a handout of upcoming events it now I can't believe that it's almost the end of the school year which is shocking to me but all the amazing end of the school year events are coming up open houses are happening now we invite you to come take a look at the amazing Culver City Schools but if we also got some variety of Art events um happening our our graduations are also listed here as well so you can see all of our activities and then May 8th is our annual state of the district address so if you remember we kicked that off last year and and continue yes this is indeed so looking at May 8th for that um as well so and I'll be sure to send this over to um Dustin to who's been very helpful with communicating via your your um communication Avenue is about our events thank you for president may I ask a question or or make a recommendation um looking at calendar uh board into uh 2028 the the Paralympics will eat into the Traditional School time uh by a couple weeks so just to consider whether that year there's an adjustment you should just work at that I would just consider looking at that uh I know that I shared with the superintendent that the Australian paralympic team was looking at your athletic facilities so just to kind examine it I think she was saying you suggested dates for okay um okay so June 16th 1716 I came up with 4 so the 16th 17th 19th and 26th so I missed it I was 16 I'm definitely not 19th I think June 10th we have yeah so definitely not the 19th I think the city do you guys do you think about on June 18th I don't know what the date is okay but 16 I am not available on the 25th so far yeah I can I can do the 16th at 4 oclock yeah the district still hosting yeah so I know Dustin isn't here but I want to share a couple more updates from the city 5 that's okay um I already shared about the budget information session um there's also not good planning here but there's also probably at the same time a complete streets design standards uh Community open house that is on the same day tomorrow uh how that El Marino Park so overlap uh on safety there um there's also a new uh this is an econom economic development initiative Vibes after 5 partnership with um the public radio station I forget the acronym right now uh but it's that the cover City steps on the 20th to welcome in Spring um which I thought was cute and fun um what else is happening I know that the transportation department is trying to collect feedback it's called covert City your way I don't see that as like a as a calendar thing here but it's really important that we're hearing from folks about uh Transportation feedback and we recently acknowledged the corporate City Symphony Orchestra and their 60th Year celebration and that'll be at your space at the Robert Frost on uh April 6th so just lifting that up for folks and we're excited to celebrate and recognize contributions to our community so there's a bunch of other stuff but um definitely uh would advise for folks to utilize the Culver city.org Community calendar um but just wanted to uplift those in the space and thank you for your partnership so um there there's some uh uh lifeguard training happening um at the plunge over the next couple of um months I wanted to just make sure that but I have those States up in front of me so I will I will
