okay I think we already have people been let in on zoom in are we recording okay ready to begin so the board took no actions in closed session and all five board members are present I want to remind people there aren't very many of them in the room but remind people this is this facility belongs to the city of Culver City and they require that we wear masks in the council chambers so let's it started first on the agenda is actions taken by the board thank you mister I pledge allegiance to the flag of the United States of America and to the Republic for which it stands indivisible with liberty and justice for all thank you next would be the Lynn and knowledge mint we have anybody want to volunteer to or Ducks login here as disappear that I'm bringing it back music by usually does but there's no requirement that she be the one who doesn't have somebody else it's not here in board docs so we're going to do it from memory or and Tonkawa people who are The Ridge caretakers of this land thank you now I should have been up that we didn't take any action in full session so we didn't and that takes us to the public hearing El Cap and proposed budget 4.1 the public hearing for the 2022 to 2023 local control and accountability plan is now open 6:08 p.m. in accordance with Education Code 42127 a 42103 and 52062 we now invite members of the audience to address the board of education on the El Cap is there anybody here in person who wants to make comments anybody on Zoom who wants to come in town the El Cap No Hands raised okay then we heard your comments such as they were and thank people for their input people have given input in lots of other ways before we got to this point the public hearing for the 2022 to 2010 three local control and accountability plan is now closed at 6:09 p.m. then we have a hearing for the budget the public hearing for the 2022 the 2023 budget is now open at 6:09 p.m. accordance with the education codes we just mentioned we now invite members of the audience to address the board of education on the 2022 to 2023 budget is there anybody who wants to come and done the budget anybody unzoom no hands raised okay then thank people for their input and the public hearing for the 2022 to 2023 budget is now closed at 6:09 p.m. if we have looking at this time this time I see it's just repeated you have your sweet I need to read it again okay alright I will move to adopt the agenda I'll s any discussion all those in favor say aye take us to the consent agenda does anybody want to pull anything off of the consent agenda volume six point two to six point one one I would like to pull 6:11 okay so then least with the echo Verizon school please do somebody want to move item 6.2 to 6.10 I believe it 6/8 do the contract with Dennis will pull over and Kelly okay so then we need emotion the other items that's 62 to 67 and 696 10 okay I'm going to go pick 92 though I will move to approve 62 through 67 and 610 we have all those in favor say aye so I so I pulled it because we got an email with concerns about that law firm and I did have a conversation with mr. Tran and I just wanted to ask for a response before we're out to move forward with an approval help us with our business side issues contracts releases things like that we've been using them for many years the issue that was raised in that mail it in that article was from over 10 years ago and what I believe was a previous iteration of the firm dwk has a spotless reputation from them many other districts use them I speak to other districts all the about the various firms we used and they have a great reputation with everybody that use them we've never had a single instance of anything looking untoward or anything like that they've been completely aboveboard didn't really great service for us if I could be adding to the the context to what nuts are going to share is that we do have flexibility build within the contract itself should anything with the come across counterproductive malfeasance of any kind we can sit down with the with the fur South and then we could terminate the two services so we not obligated to carry on a two-year rain or shine we have the flexibility to disengage at any given point I realize I probably should have moved it and moved approved 6.8 second I appreciate the explanation but there's no discussion. in favor say aye titika scussion I just wanted to hear a little bit about this this and in public I know that the superintendent and some of the board were able to visit this facility I was fortunate enough to attend in it I was a wonderful experience and I know that the decision would then be made by add services department and the special education department so I was hoping we could here for the benefit of our public and community members about why we're engaging with this particular organization Vista Del Mar if anyone could speak to that so allow me to share the video visit to the facility and disadvantages of many Thursday or is obviously locally nearby the Sabbath had I believe to the recent disengagement had a long history serving our district as well and it seems like the facility is underutilized this point another word there's a great deal of flexibility 202 to receive our students as we anticipate next year's placement of all students must we don't exit that 10% that that is carefully monitored by the state we will have to have additional flexibility and and high-quality service for our produce and so that this is coming forward as officially an option for the district to play students with special need that the rest of the market for life for us okay thank you anything further then all those in favor say aye I can move 6:11 as well and similarly I just wanted to State for the community what were approving here if we could hear briefly from staff the nature of this lease properly one of the properties we owns that Echo Verizon has leased for I think we're in year 30 at this point and at that point in the lease the least requires her a re-evaluation of their rent amount and the Levi come to that as yet current property value appraisal and then the new rent is either 6% of that will it 6% of that but the maximum allowable increase is 25% over their current Red 6% of the appraised value was well over a 25% increase so we defaulted back to a 25% increase and that will be in place going up year by year with CPA as it always does for the next 10 years can you say anything obviously 25% is a pretty big increasing the rent can you send me about what the increase has been over the last 30 years is that big because of the rent has been held low for 30 years yes that's exactly why sleepy-eyed is I'd hate to even say it it's a few percentage points a year and it hasn't increased that much honestly that rent they pay is probably under actual value of what we could get if it was a brand new property but unfortunately that's the maximum increase it for the lease okay yeah thank you for that and I will have no further comment anybody have anything else then those in favor please behalf of ace alright let's move on to ccft and keep in mind that if somebody from Ace comes within the next 20 or something I'm going to try to go back to them okay be very long employee Morale on that we seen the district and you know we going to come up with a plan to improve that I know working with the company c e they're going to help us develop a plan we're going to meet over the summer with various administrators members of labor organization have something in the Falls so we come back for a PD days in the fall that we dedicate some time to addressing these issues with each of our School site I think it's really important that you know we get more input from our teachers that come back in August break ourselves up into smaller groups of teachers and classified staff management and take a good look at these surveys take a good look at what are some of the things that have been played in employee morale and then going from there with a plan and we'll have a short everyone and an assurance from Administration from the board everyone we never hear from again this is something that's an ongoing plan is going to be like a three-year plan to take a real serious look at how to improve our morale throughout the picture and I think that's going to be one of the big focuses up for next year so I think everyone that's all I have to report for tonight okay I don't have zoom in front of me so if anybody sees that we have someone from Ace remind me and we'll ask again if Debbie's here or send somebody but she's on it she just arrived Miss hammy we got past already where we see her go I appreciated working with her at the board I'm done for the last few years I'm sorry to see you go but I know that you'll go on whatever you do you miss Hammy thank you okay then I guess we're ready to move on to superintendent's report a point for thank you. 11:00 if I made start tonight to Sister brief recognition and thank you and then you my minutes to my colleagues on on cabinet and then I'll capture the last few minutes have I made that you want to say thank you and I know our student board members are not here tonight are the students who representing the district board meeting at the board meeting while with us on zoom in addition they also participated in a group called the student advisory Council to the superintendent and I've come to recognize their voices and perspective as absolutely amazingly in Walnut for me and help me with making the decision that can reflect their needs as well so moving forward in terms of the future next year I would like to recall to the supervisor Council to include students from the the green new deal as part of the permanent structure there the the human right group that is actively engaged to a student at the high school and middle school in other words all of the group that students are they would have a platform where they can share their thoughts and and and and concern with me and then I would invite him to come and share with the board as a an ongoing conversation for them so all of our key important groups for students voices we'll have a place so that they can share their directly with the board as well and without I'm going to use the next to thank you mr. Tran just a couple of items not to mention our first of all we've been busy in Human Resources preparing for a summer school so summer school starts on June 20th Tuesday I know doctor Baxter has been working tirelessly Bristol Court in a coordinating I'm all of those classes and preparing also we've been looking forward to the beginning of the year just a reminder that teachers come back on August 15th and students come back on Thursday August 18th I'm so the first three days some of those are professional development so will be we have been and will continue to a prepare for those on professional development days and thirdly a feeling our positions in human resources certificated management and classified positions were posting them as soon as we learn about them and doing our best to fill every one of those positions Linda also I'm I'd like to introduce our new principal I'll for the adult school I believe she is here I miss Farnsworth I'd like to introduce on Linda Farnsworth she'll be a beginning she'll be starting tomorrow at the adult school I believe dr. Baxter and this month has will be taking her to to be introduced and for a tour of the adults I guess thank you I my name is Linda Farnsworth and I'm very excited to join the team at Culver City Unified I thank you all for the opportunity and the confidence is allowing me to be the principal of the adult school I have just ended a five-year tenure as a assistant principal with lausd's division of adult encourage occasion so I'm eager to use the knowledge and experience that I have gained as an assistant principal bring forward as the principal for Culver City adult thank you thank you and welcome to the district thank you mr. Tran good evening board Community it's day 10 and  it's been a wonderful wonderful experience I'm actively seeking input from principles are leadership teams departments to assess what the goals objective success has concerns regarding diversity equity and inclusion that we can look at alignment and a comprehensive support plan for those school because every school is a different and we respect that I need to know where the gaps are so that we can be proactive about how we go about our new year so that it for now thank you so if I may take this the last few minutes of the time I just want to say that the I took a sunburn on my forehead of sitting in the sun and all of The Graduate we attended 7667 it's a great feeling to be able to see some degree of normalcy returned to our school district and better yet there was a great deal more a good send-off for for a challenging year for many of us and I'm grateful for board members were taking the time to attend all of the ceremony to share the the joyful moment with our parents and students I wanted to also mention that the at this end of the school year we have a better sense of how we should open school in the fall and survived engage conversation with our help staff and together we will someone wants to look at all the patterns that the metrics and make informed decisions in a way that is collaboratively reflecting where we are what we needed to do looking at all the protocols that we open schools in the fall so that will be forthcoming so we won't be trapped until the last minute to days before opening School in addition next boy meeting I'm hoping to bring a proposal for some kind of a permanent if not send me permanent extension of our sustainability efforts in the district on both programmatic funding and more importantly personnel as well I may not be able to get a definitive everything in place by the next board meeting but it is time that we addressed that moving forward so that we won't lose that we won't be disconnecting the great work that we've been doing in addition to that I am almost sure that we could bring some conversation to the board about Robert Frost Auditorium in the way that we can expand and make it a more accessible to the entire District moving forward I've had the chance to speak with Moses so we've been Gathering data to share with a borehole next time we get together in addition on the docket tonight we were supposed to present the safety plan the School Safety and Security plan particularly reflecting May 24th Rob elementary school shooting in Texas we unable to put together a comprehensive plan and presentation of this point but by next time we meet we were four main areas one would be the facility concern all of the fencing the automatic Gates additional people to man places the parking lot and so on and so forth the camera is all that we will wrap that up and bring that to the board for an existing state of where we are with facility protection and where we needed to go the second part having to do with personality self do we have enough people and we don't know where we go with that and the people we have are we deploying them correctly and if effectively also so we will be addressing that as we move forward all about third part is all about support for social emotional learning the restorative justice and and practices will be also review and brought to the board for I'm for a State of the State of security and concerned PBIS will also be brought to the attention but more importantly a district-wide effort. I'm hoping to bring a brand new systemic structure whereby we will be mom trendy well-being the a sense of belonging for our students at the beginning of the fall and I have to engage with recommendation and how from several board members the new Earth group and we met twice already and I believe we will meet one more time and we will have a contract taking to board next time to begin the whole process of monitoring working and connecting out students moving forward into the fall last but not least if I may be so blunt the scariest moment at this point for me these Public School Educators is the active shooter on campus but let me just teased that out the shooter part is the firearm for Shannon of it is so we will be working closely with the police department with a home security department and with the city to begin address locally as well as perhaps Statewide and County wise measure that we can work together to confront this issue head-on I almost guarantee that all of the tools of the things we've done in the past we need to do more of it we need to do more purposely more we're falling behind at the risk is high and we need to address that systematically and comprehensive across-the-board so that more of that we for coming to the board and keeping the Border place a bath and then I'm going to close at for tonight I noticed while you were talking used one acronym which is pretty good only one that maybe not everybody knows you wanted to find Phoebe is for members of the public the positive behavior intervention and quickly feel better when they do something good with the recognized and receive the reward for it different paths and then and it varies from the point of when the younger when you older TV is it something that we wanted to push out to level to level three and perhaps District why would fidelity okay so next would be sued Representatives reports but they are all done for the school year and we don't have student Representatives here right and nobody wants you either which takes us to members of the board I know who wants to go first and I don't remember who went first last time but you can see who looks like they're ready to go first sure okay thank you good evening I will can I please speak to the joyful attendance I've had recently added all of the celebrations and notably I attended Java Gala which is the fundraiser for our audio-visual Performing Arts Academy that occurs every year except for covid years and it's always the most fun fundraiser the year because it features the performances of the students for an hour and a half or two hours or whatever and it's just such a joy to see our students at the Pinnacle of all the work that they've been putting in over the years I just want to Express gratitude to the abpa foundation and to the adpa teachers and to the Arts coordinator and the district in and our leadership for continuing to support the Arts in this District that it cares so deeply about how the Arts Impact academics and overall student well-being and the graduations were of course a great pleasure I think I'll I'll leave other board members to speak more about that who perhaps had some personal relationships to go outside of a 5th grader promoting in my family I was mostly able to witness other people's children walk the stages and it was it always is is really meaningful but this year perhaps more so because of the previous two years of you no abnormality to put it mildly and so but of course I would like to stay in your presence Welcome to our new Adult School principal and and that I won't be the only one to say this or the first person or the last person but you know that Adult School graduations are extremely moving and extremely powerful and again this year it was by far the most moving and Powerful in our assistant superintendent mr. Alarcon spoke to his own relationship with adults World in terms of his family and it was just it's always an inspiration or weird president after 11 got to speak to how we are all continuously inspired by stories of perseverance and also acknowledge acknowledgement of inequities that often put those students in those places and both things were present and all in celebration so it was a joy and I look forward to meeting with you soon and thank you for being here and then finally I just want to acknowledge and Express gratitude for the activism of our community that took place this past weekend where there was a really cool March and rally I wasn't able to attend but that I'm really proud of that was led by one of our parents making out Sam Goodwin where I think the numbers for at least part of the Gathering were in the order 250 people because in the wake of the Uvalde school shooting our community has come out to demand a gun-free school zones and it's and it's been very inspiring to watch these movements occur I'm right here in Culver's and also I should acknowledge because someone's in the room here Mister Tristan as it are also participated in organizing part of that work this past Saturday at at Veteran's Park and it's it was but it's already been very powerful because I think the Culver City Council agreed to start looking at their current ordinances that would affect where people can buy guns in proximity to our schools and then also compare what we have here in Culver City to what exists in other comprable in the state and at least in the states about that much I know I'm so I feel a great deal of gratitude and and pride that our immunity was able to accomplish all of that it's very echoey but maybe it's because the gravity of the messages so profound so that's all thank you thank you dr. Ken why do you want to go next sure I don't have a lot and I did attend quite a few graduation that's always a fun but exhausting time to attend so many in a short amount of time all of the Emoji I had a senior graduate so that was fun but also a lot to have your first your first born graduate high school so I just want to thank the staff called a site administrator has and here to made all of the graduations really special for student and I had a conversation so brief with dr. Smith pool at her first graduation immediately notice that we need to do a better job coordinating the celebration so that more staff and board members can attend all of the graduations because we want all of our students throughout the district to feel special and look on the stage and see board members and cabinet celebrating them so I look forward to us improving how we put those celebrations on the calendar and I just want to say thank you for immediately recognizing that we also had our first ever attempt a graduation and for those of you don't know what can't a celebration is ceremony that's usually held and universities and high schools to celebrate anyone who wants to participate but particularly African American black students who want to acknowledge their Heritage the cultural heritage and connect to their ancestors and Legacy as they leave high school or college and this was our very first one I have to give a special thank you to the high school for working with us Anthony Nicholson at Fallon Purdue who were the administrators High School helped us make it happen the black parent affinity group the black students union special thank you to LA County Supervisor Holly Mitchell who donated all of the stole that we gave to the students that Culver City Council ptas and so many volunteers that made it possible also Heather Moses and j.d. who allowed us to use Frost and such a thing was easy way and I know that this was something that was really special for her African-American students but I also think that this is something that we can make a tradition for all of our Affinity groups I think would be great if we could have a Pride Celebration or La Jolla can have I think Latinos unidos has done something similar in the past but if we has a district can be intentional about supporting all of our students so that's all of our Affinity groups who are come together because of their shared experiences can also have the special rite of passage with their peers that I think that would reinforce our commitment to celebrating our diversity and honoring the traditions of our of our students Carlos other cultural background but in celebration of their cultural background so I'm hopeful that I can play a part in that and start working on that with some of our high school Affinity groups for next year I want to say a special Welcome to our new Adult School I have the honor of serving on the adult school Partnerships I look forward to working with you and supporting you in the members of the partnership and weeks to come. Thank you dr. mckeithen I'll be brief I have a lot of comments on other items that are already addenda is but I want to say welcome again to miss Farnsworth I wish I had a little bit more time on the board so I can work with you but you're in great hand and welcome I also want to say happy pride month I'm sorry I was able not able to join the festivities but happy pride month and I just wanted to say I'm feeling just a lot of gratitude and I probably will lose it in the next board meeting but I just want to say congratulations to everyone for finishing this year it's been as we all know a rough two years and I want to just take time to see thank you to all of our employees and I'm for all the work that you've done this year and every year to make our students and families feel so welcome thank you so much this time in the summer and I'm sure all of you are enjoying this break just the rest and to reflect even though I will not be on the board I am always a friend so if at any point you need me I will is there cuz Culver City is such a part of my heart to all of our children please take this time to play hard and laugh a lot and we will see you back in September and add to the parents I just want to say thank you for your grace and generosity and patience during this very rough year and giving giving you giving us you to your trust to help navigate these Waters he's very bumpy Waters this year and I also want to say thank you to all of the suit and board members your voice was so important this year and helping us to do our work and I just want to thank you for your service and congratulations to all of those high school graduates I was able to attend close to graduation and the speeches this year were remarkable and I just want to wish you all well thank you the Q hey good afternoon first one just want to start with thing thanking the site leadership cabinet Parents food and everything individual who put together this graduation seasoned unfortunately I was not able to attend because of my health most of them and it was not until Friday that I was able to attend my own daughter's graduation at the high school and with that comes my farewell to the school district as a pet and now my role is solely as a board member and a night with that also I want to say thank you to the district for seeing my to vape educating them creating these helping me be part of my Village of raising these two children who are now young adults and are going to I know will go in and be wonderful members of this Society because I already see all of their seeds and how they're cultivating their energy in there and interest and I want to say thank you thank you to the district for helping me raise my two babies when I welcome the new Adult School principal love to chat in the summer when she get well acquainted and and get to know you a little bit better and I think the last thing I want to say is I'm not sure if this was the first time that at the high school we had a student speaker speak in Spanish and I really felt it was so important for us to have that students speak to the massive number of parents who are a lot of them on a lingual like my men and my mother literally was in tears when she was hearing in her language are valedictorians a part of her speech in Spanish and I I hope that this I'm not sure if it's the first time and if it is I really hope that this is a great beginning for us to continue fostering the language of our community in our most precious Milestones such as graduation and hopefully we get like one speaker at least two to speak in in in the lab other languages other than English thank you so much and I am looking forward to joining the future graduation and if there is a graduation that is being planned for those students who tested positive for covid Iowa will definitely try to doing that one because I do think that that's a really important Milestone this rite of passage for our students to be able to walk the stage and celebrate their accomplishments I look forward to hearing more if that is happening in the summer and joining that one thank you so much thank you so his board president supposed to try and keep the meeting moving along so I will try to lead by example and not repeat any of the things that my colleagues have said I'll just say to do to their comments of welcome and gratitude and enjoyment of graduations and point out two things about this particular Year's graduation personal things one is that it's no secret I'm not running for re-election for this is my last set of gradual seems as a board member but the next one will be my first graduation as a parent in the district or is only a young child will be graduating next year so I have one more to go and the other thing I'll say is I got to give a speech this time and in case anybody noticed it's the exact same speech I gave in 2016 that's because it's still true and with that we are scheduled to recess I suggest we try to make it a five-minute recess that okay with everybody instead of 10 great so let's try to get back here by 6:55 board members could we convene please okay but I think we have all board members present or at least attempt it should be right back to getting some water in the other four of us are here let's get started again and next up on our agenda is the El Cap and proposed budget so somebody want to walk us through thank you dr. Levin if this is a two-part presentation as has been for the recent years we proposed budget is really in line with the El Capitan the incorporate each other and then numbers taken out of the budget or what feed the El Cap so we now do those as a common item I'm going to start with just some really quick slides to hit the highlights of the proposed budget that we normally do mostly because we know the meat of this presentation is going and the El Cap at self so we want to leave the time for that I do have my screen share to just to go through this really quickly the first thing we always want a references the net change in our fund balance and again that's whether we're deficit spending or or we have a surplus as we end 2122 our dinner up you but we need to get it up on the screen in the room as well yeah sweet Mary and I shared it with you sorry I thought you had it yourselves on we have an audience and we're not all on soon. Their handouts up on the table if you want to grab a handout it's only three slides so I think I've said this before but of course there's been a lot going on we need I think anything that's presented should we eat presented both on zoom and in for this and all for me so do what we can to make that happen please the Budget Inn. Are there are there printouts of the budget slides not the El captain I don't know what you want to do now I can get it here people in the audience who need to see it I know I mean I have it for dogs but weird we need to have the material present for people who came in and printouts for just for that reason I don't know what happened to him yeah go for it it's so maybe in the audience. president Levin may we switch the order let me start with the El Cap presentation because I believe we actually could do that on the screen and Ice also available as well and then at the same time music when will use the time to prep for the the budget okay just heard about is that everybody and zoom audience and audience in person as accent access to all the same material so even if it's on or docks you can't expect people to bring your ducks with them to the room you need we need to have it display okay so we'll just get it fixed when we can current or just going to switch I didn't go to the first plant open the screen great so yes we are we presenting part 2 first so part to Lake City going over at the El Cap and the outcast plan that is attached to the board. tonight has been revised and and sent ahead of time I think about six weeks ago and so hopefully we might be able to narrow down to some of the key points with me tonight will be dr. Terry Larson who dedications and assistant Forte a much-improved much friendlier and a lot more broad-based El Cap for the board and for the community dr. Angela Baxter will be brought forth to facilitate the q-and-a at the end and so I'll have to prove it to you the first babies five or six or seven frames back in 2013 rather than having a boatload of different funding different sources and then having to negotiate with the state over and over again with different offices the LOL change to allow a bunch of those funding sources to come into one pocket basically the lcf Have Fun Zone in 2013 in order to put a kind of a accountability over the combination of all the funding sources the district required to build an accountability and Improvement plan in 2013 based on three things it has to be based on students needs it must have act active and vigorous Community input and we view a template that is approved by the by the state as well as the county but let me say that again I had to be built on students needs a vigorous process of Engagement Community input and let's use the template that is approved by by by the state do the planets all is focusing on how we spend most likely a portion of the money out of the lcff based lcff funds the lcf have the local control funding formula when to form the supplemental for our district and the base portion of it the supplemental is focusing on the needs of English Learners low-income in Foster youth the matter we receive for this coming year is 5 million roughly $100,000 there is the second bigger portion this lcf base which is about 71 million to 72 million dollars total so the combination of this plan is more addressing the supplemental portion of it we make mention of the base funding when it is appropriate but the planets out of it to make sure that the supplemental portion will provide a service is needed for the students for the next 3 years for take the kids who are English Learners low-income and Foster youth but tonight will holding the Elkhart Public public hearing is already declared and closed okay in addition and the plan is not just simply addressing the El Cap the lcff funds we have to also make mention that the state-federal at the state sources of funding which is come to our district 16 Millions on top of what we got enough and then the federal funds are we got from Taiwan Tyler to tie two three and some portion of special that is well and then locally our districts over the years that I guess the blessing of receiving a lot of support from the local measures and. to about six million dollars so the total of all of it of all the lcff Basin and and supplemental and all about other sources of funding the district is roughly 100 million dollars a year but District so we are obligated to spend money to need to meet the needs of all students on a hundred million dollars a year every year the content of the plan is is basically broke down to a big chunk of it very first thing that you will see in the plant is the the budget overview for a parent to understand and that template and the way that is presented is required by law that's exactly the way it must be and we have to have an update of the a few of the three-year cycle as part of the butt of the plan and then including with the next portion is at the summary of how did we do the successes and the places where we needed to do a little bit more than what we have done the general formation is a summary the successes as we try to address as well as the CD identify needs are we moving forward we have three goals that is grafted under the board guidance so I guess several years ago probably Cycles ago and it is teaching and learning based on student outcomes and exemplary connection while soon soon to be a much more round well-connected and well-rounded a well-rounded does soon as I say that's the exit out our program so the state basically had a tear is a priority that was a terrorism priority the plan that I'll District put together must have must be under the I love the 8 area and so we built are three goals of addressing the 8th priority areas of the state within all three goals we proposed for the next 3 years 33 actions 11 action I believe for the first goal 11 action for the second goal you know what my map is messed up. 12 action so it's actually 34 actions all together it is not 33 don't forgive my typos so moving forward biggest concern this year is that over the course of the pandemic we had somewhat less engaging our community input and so with that in mind you will see a lot more emphasis tonight's presentation and how we engage our educational Partners identified the the measure the metrics that we use to monitor the progress of us about action and then in addition to just the action we number each action moving forward so we can track the money associated with each and individual 34 actions and and then I voted outside to mention before and that increase or improve service with everything that we spend the state would like make a determination does it help those particular targeted population or not and then if I could bring it to the next frame I think at this point I'm going to invite dr. Larson to come up here and take over from from here thank you Doctor 11 members of the board thank you for the opportunity I want to address the El Cap and development process which if we go back no go back to the prior slide there's the ongoing principals since I came on board in March of this year was two really continue to Foster principle of trust in order to get an authentic El Cap you really have to have the trust of fundamental principles I'm with the people and you have to have complete transparency will need to get complete answers there can be no secrets it has to be a full 360 Degrees where things do not go into black holes I tried to do that with the committee's and the educational partners that I've worked with so I've worked with the people on the screen they're the teachers all the administrators District parents students the Elkhart Community parent advisory committee very committed passionate dedicated group that had a lot of really good ideas and I listened very carefully to them even wanted homework and I gave them homework and they followed up on it and it resulted in some very good outcomes District English language advisory committee was consulted their focuses on English Learners they also were a tremendous group to work with other educational Partners like the cellphone were used were consulted okay table of the educational Partners at the top we've got the parents and community and if you read down the left column you'll see site and District committees the cell site in District PGA surveys from parents and communities various forms that the parent and Community input would take certificate did staff was their feedback was acquired through various means including departmental meetings principles meetings focus group meetings at the site other School Personnel bargaining units the board of course and students so who met and what did the educational Partners recommend all seven schools in this was new this year held site focus group meetings some of the schools had combined meetings between sight and Community parents and Bruce had separate meeting but these were very valuable in getting information from the school site point of view El Cap path net X beginning in December of 21 through May I was involved in the last three meetings the deal app received periodic updates and I reviewed the El Cap with them on June 2nd no when I say that all of this was a constant feedback cycle and modifications to the plan and then as you well know we held a town hall meeting April 20th to reach out to the Greater Community we had two good participation and we got some good feedback from them so they were hundreds and hundreds of responses from our Edge National Partners I reviewed all of the responses and organize them into 26 categories based on frequency 1 Stone categories were became more visible with the number of people interested in them I rank ordered them and what emerged were six common top priority categories and they are professional development six of the seven schools including those staff and the pack wanted more to do with best instructional practices with an emphasis on special populations meaning special lad e l Foster Youth and low-income depart for new teachers and in classroom coaching technology came out second in the rank order of these common areas and that the issues are worse table classroom Wi-Fi updating devices places for storage and to better manage the technology and the devices that we have thirdly were facilities four of the seven group meetings put this as a very high priority along with parents to pack and students they wanted proved up to clean your bathrooms upgrades to buildings structures was very very important that they really felt they needed more shade structures and more meeting rooms for instruction to occur the 4th what are the six is curriculum and here we're really talking about pacing guides and formative assessments rebooting professional learning communities so teachers can gather together look at and come up with decisions that will be in the best interest of all kids reduction of class size particularly 4th and 5th grade offer more foreign languages b e equipment playground equipment is in need and more teachers which is a big ticket item in music science ELD and interventions interventions was particularly important to the deal app the fifth area would be School counseling and Mental Health Services which we started before it's an ongoing need you to depend emic and just life in general and some more thought and recommendations for counselors and it was pointed a pointed out that assistant principals and counselors really help to address the implementation social emotional learning curriculum and helping students in crisis in the six area was parent workshops addressing parent needs Mutual understanding of the important role played by parents in the educational setting developing problem-solving and Trust as a means of increasing parent dissipation in schools and consider offering parent empowerment workshops places that offer you CLA has a pretty impressive options how do we know the top six priority areas manifest in the El Cap each metric in each action across the goals is so labelled or example one metric and gold one chose from a survey about a new teachers being trained on me Rising by us and using culturally relevant pedagogy through an induction survey they indicated that was really helpful and we went up from Baseline to your one outcome and you can see at the bottom left that was one of the top 6 professional development priority categories each action is also labeled as to whether it was relevant to the top six critical to connect alignment between with the educational Partners salad and what we're doing so given what they said there are potential new options that need to be considered in the future when is a cultural identity and this would be through professional development consider providing a clarification about what that is and do that through our culturally responsive teaching practices and use research-based practices so that that can we can do a better job with cultural identity and understanding its nature designated an integrated ELD is very important for the success of English Learners Edge well known this was both a professional development and a curriculum top priority and so short of are rebooting a refocusing of that diagnostic prescriptive to help them acquire their English integrated is helping the English learner access content like science both are critically important in order for El Student Success School site Council School leadership teams School partnership teams and signature strategies professional development educational Partners asked us to consider training to build capacity do all of these groups can contribute the collaborative conversations call Fidelity to implementation regarding what we're doing I know it's a mouthful evidence would include developing a timeline so that we can see where we are throughout the year on the employee location of signature strategies instead of what instead of leaving it to chance to developing a rubric for these teams to use so that when they go up deserve they can see where we are compared to the rubric and implementing these important items and lastly consult with local experts to make sure we have all the information we need to do this directly go to addresses of continuing the implementation of the multi-tiered system of school support MTS it comes under School counseling mental health and professional development and again this goes back to the implementation monitoring the mtss focused on English learner's low income and Foster youth to make sure that those unduplicated pupils are benefiting from tier-1 tier-2 and tier-3 respectively create evaluation tools for assessing Fidelity to implementation the second area under goal to to consider in terms of potential options are the steam pre pathways and asking you to consider providing and implementing an elementary arts class with assist on Visual Arts at each Elementary School with a focus on meeting the needs of English Learners Foster Youth and low-income students many people felt like it was important to help kids with their identity their self-expression feeling safe and visualizing their well-being dual enrollment two and four-year colleges came up is very important consider more opportunities for kids to succeed through the dual enrollment two and four-year college process and this would also be part of our ccusd college-going culture facilitation and of course focus on the unduplicated students who generate the supplemental money phonics instruction we all want our kids to be really good readers so they can access content and function in society then how is would like to do a pilot of phonics material based on Research focusing on English Learners Foster used in low-income students the Next Generation science standards implementation has done one of the top six like all the others and this is a big ticket item noticed the word consider creating a science lab and a dedicated science teacher at Elementary School goal 3 parent input and participation consider revitalizing School site Council with a wide-reaching campaign to fill vacancies conduct additional retraining in 2223 of all School site Council Bluffs address empowerment in this training and their role to implement their decision-making Authority you can see that this was important to the deal app to the pass two staff parents everyone really felt this was a need what I call the heart and soul of the El Cap what is the heart and soul of the call Cal it's really the three goals aligned to the actions that make a difference and the money attached to implement them chauffeur gole1 we're focused around teaching and learning you know obviously an up-to-date curriculum assessments technology that works and professional development to support the teachers efficacy in the classroom so they can be all they can to all the kids the actions around those goals are listed there where they can be found in the El Cap 39 to 42 specifically call to our student outcomes so we all want our kids to be very successful have the skills they need to be well-adjusted citizens the multi-system of support comes into play here the counseling and Mental Health Services comes into play here and of course materials to address diversity social justice cultural identity through proven instructional text me techniques honed in professional development so teachers can Implement them with great efficiency call three connectedness connection this includes presenting a pleasing aided facility that reflects the importance you place on education the medium is the message port for families through the parent Center and through workshops on areas of Interest parents so that they can be more involved in meaningful ways a child's education in Culver City and in their advisory committee PTA rolls angel I'd like to acknowledge bpac the Community Partners advisory committee they were tremendous again I've already told you that how much they contributed District English learner advisory committee another very powerful group with very specific recommendations and concerns interstaff parents and Community participants in the focus group school meetings a lot of information came out of those meetings Town Hall participants administrator including principles and selpa and then students and others involved in the elk app development they did a tremendous job and we owe them a debt of gratitude caps what happens next if people want to provide additional feedback on the El Cap they can email me at the email address at ccusd screen we also have a public hearing form in the room for people in the room tonight they can complete that the second photo tells you that we will consider these modified we will consider the feedback and make modifications is appropriate to the El Cap it will then be submitted to the board of ed for consideration and approval on the 28th of June in 5 days it will be submitted to LA County Office of Education within two months of that time the board president will receive a letter about the approval status that's what happens next questions mr. Tran do you want to go back into the budget presentation before we do presents on both ready to take over the screen so I just want to let the public know that we're going through another aspect of this presentation before we're taking common question so we're able to get it displayed on zoom and okay all right so we can just wait a couple minutes I'm going to steal a minute just to recognize some of the important behind the scene folks we met dr. Larson. Go back to myself once a week once a week with with Sean and and with the secretary of staff to to keep update with us a lot of work to going into this and I'm going to give them in it back okay now we have the presentation budget Park okay thank you again it's just going to be three quick slides just to hit the highlights of the proposed budget 22-23 the first thing we do is look at our bottom line how our budget is affected deficit or Surplus and as you can see as we're estimating the end of 21 22 we still have that 1.3 million dollar deficit back to those time funds that are being suspended this year that were Revenue the previous year and then you can look at 2223 next year as we're proposing the budget for next year we're showing a small a small surplus of $432,000 and when I get on to the next slide will kind of look at what goes into that the big changes from the beginning of 2122 to how were estimating the end of 2122 lcff Revenue obviously increased a lot compared to what we were previously expecting based on the cola both both the original 5.3% and then the revised 6.5% whatever it was percent the news did decrease to do some of the one-time funds going away and on the expenditure side we were able to give that 5% salary increase and a 17% increase on medical benefits that'll go into effect next year and that had a cost of 4 $5000000 I do want to say that that's one of the things I'm proudest that we accomplished and not only accomplished but managed to do it and still look at a surplus for next year without having to go into deficit spending AR books and supplies decreased what we're going to spend this year based on what we projected because we had already purchased so much technology and books with the one-time funds that we didn't have to do as much as we thought rocd and Food Services programs or both getting back on track and not requiring as much of a contribution from the general fund as we expected and then again just other service is an operating expenses due to a reduction in the one-time funds A lot of that was like the security contract we used security tractors the custodial contractors those one-time things nursing staff where we really had to add staff this year and then we're not going to be doing that as much going for and then how that all feeds into the multi-year projection starting for next year I'm even looking at the two out years to call is still being projected a really healthy plus 5% and a little over 4% for the two years going out that's really considerably above even what we've been looking at in any previous years on top of the good one week 2223 r a d a will drop going forward not as much as it would based on actual Ada because of that three-year rolling average we've included the three-year rolling average in our projections because Lego put that into their dashboard you're not yet including that attendance rate kind of fell over they're going to give us because that hasn't been agreed to by the governor and the legislature yet but that all helped our attendance also going for it and then again reducing some of the On Time Staffing temporary staff that we used with one-time funds projected out in the third year in a second here excuse me there was a lot of good news on them a revision which I shared before but that is not included in our proposed budget yet because it's not 32 again at the state level one of the big ones is that discretionary block rat that we're hoping expecting to be in the nine to $10 range right now the discussion at the state level is the governor wants it unrestricted the legislature wants it restricted Canal cost so they're going to have to come to some kind of agreement on that as they do we can start looking at hey what do we want to do with this money going forward and have a plan in place before it actually gets here so that's not yet included in the budget or the nyp but will definitely keep and that was all I had on that and I mentioned before and especially as mr. Tran spoke about how sean Kearny was meeting with them the El Cap process every week the budget really is tying into our El Cap at this point much better than we've done in years past it's feeding what's going on in the El Cap in the El Cap is reflective of what's going on in the budget there's been a really tight dinner in a gray shirt in between those two areas thank you thank you do we have hands raised on Zoom I don't see any card will be taking comments from the public now questions from the public and then do the board I just see one of this moment okay so mr. Levinson you are which is better and I'm basically but my concern is is that as the second highest bring priority more on this Durango remote learning when every Elementary School student was provided with a dedicated Chromebook for home use but as I mentioned in my email now that we have returned in person learning the elementary school are no longer allowed to take them home this is not the case in a number of other districts around such as Redondo Beach USA which does provide phone book for all the students in grades 3 through 12 but I just think it's a big mistake for us to assume that all students had the resources to access their personal computers at home and in today's high-tech learning environment not having the ability to do so is very limiting from my perspective for the Annie L community so I have communicated it as I said the doctor Larson and to the superintendent's office I hope that some action will be and I just wanted to say thank you thank you we do not have any more Hands-On Zoom thank you mr. Levinson the the board will hopefully be able to engage with staff to respond to you soon but we do have one because we're here in the audience indecision one of the microphone please hello my name is Mark Van van sorry it's okay everybody does it all I had was a few questions there have been a number of the schools the high school the middle school a lot of the schools are having issue with their facilities not being up kept and so my question is how we addressing that in the bus at budget because there are ceiling tiles falling out of the unit from the ceiling of the classroom we're still having issues even though we spent like $100,000 Arizona couple of bathroom so Scott destroyed immediately how we going to address that so that students can actually go to school until like they're not only proud but aren't distracted by all of this the physical issues or because our schools just haven't been up kept so to me I feel like this is very very important peeling paint poor conditions not clean it it's very funny environment for these kids to be in so I wasn't able to see the budget I was just curious how much we are going to be putting toward that so that they aren't in a third-world school that's just my question thank you what fruits do we have anybody any other staff a chance to answer either of those two people if they wish to and then we can go to the board for further coming question if I am thank you you too Miss 11 since we'll bring it up and then pour technology is actually a big focus in the district at this point moving forward the elk a plan itself is not necessary the only place it will be addressing technology probably more of a PD for teachers in terms of using Najee better we actually have a great opportunity to use the one-time funding coming in to upgrade all of our one-on-one devices and Miss Aquin could take an additional detail look into this and we will be considering sending ho the devices without students and then begin to build out a a kind of a universal environment where digital devices are available in addition we are addressing the possibility of building out a intro what kind of the intranet settings so that Wi-Fi signals will be consistent across the board and I've approached several groups within the community to look into that and into that possibility as well go take Knology is address in larger format away from the l cap funding because I could almost guarantee that the $5000000 for supplemental funding from lcff will be nowhere near the the long-term eat about this but I appreciate that we we will address that in the Mobile Detail at the end of the school year as we review the first year and the next school year as we review the progress and we will build that technology Focus even if it is not within the scope and sequence of some of the supplemental lcff and I'm inviting doctor Mystic went to address the the one-on-one devices and then the effort that went into that sure just really quick we did start a one-to-one program this past school year for high school and middle school students that was kind of the fur here we have done it more permanent than the than kind of we did for covid and it was specifically with just wanted to start with the middle school and high school just as an opportunity to roll out make sure our staffing could support and make sure the devices could support it now going forward we will start looking elementary schools to see if there's grade levels there that we want to add the device is too and I believe that's what the actual request was so we are addressing that and I was actually talking to dr. Larson about it today you want to come in facilities maintenance in delkap and elsewhere in the budget the facility issues we have like that with fixing the facilities aren't really constrained by budget they're constrained by Staffing and time during the school year it's about getting making sure we have enough custodians on hand to keep the keep the place is clean that's always a tough position to keep filled throughout the year so we've been really focusing on that especially we did get a lot of those pictures that parents were nice enough to share and we got our custodial supervisor immediately on that to go out and catch the trouble spots are all of our schools do get deep cleanings at the summer so those are starting right now gives us at least a clean starting point they do get not quite as deeply clue the cleaned at Thanksgiving winter and spring breaks to so it's about keeping on that summertime is also when we get to our lower-end maintenance projects such as the peeling paint and things like that I know we're doing a lot of that at the high school this looking at some of those damaged paint areas again it's not it's not about the money we will give them OT whatever facility money they need to do those it's about finding the staff and finding the time to do it the summer break is not really as long as you think it is it's real less than two months and some of those projects can take quite a while especially if we have our own internal staff working on other projects that are already planned for whatever it is rehab facility so it's just about finding the staff and getting as much done in those two mom says we can but we definitely put a big focus on it in the summer and I assume next meeting when we hear about the overall safety stuff one of the perhaps Lester topics but still one of the topics will be about a third of vandalism that you know things have been somebody destroys the bathroom right and I believe the parent mention that we would love input on on ways to solve that cuz it is quite frustrating when we remodeled bathrooms in a week interesting gets ripped off the wall or something so that's kind of an ongoing thing we're dealing with okay should we move to, to question from the board okay so done with public comments on this and we're now up to board members I have anybody wants to go first this time is it so just want to ask so is this the time that we can ask some questions about this or know where when are we going to talk your welcome to answer questions asked questions about that sometimes it can be tough to answer cuz there's so many questions so I might have to say will get back to you I do have mr. Kearney on the line with also it's so if it's something he can address would be happy to voting on this this time right so we can talk or meet whatever I think we should me and things that I do want to ask about now is I saw that you know you go through the book and you talked about the general fund in the special education education however I didn't see where the elk have fun is incorporated into this is it not in here is our plan for how we spend all the money in the general fund they send supplemental so that what you're looking at the general fund money is what is used to fund activities in the El Cap so you're not going to see really a reference to the El Cap in the budget itself okay so just want to make sure I understand them the El Cap is a designated portion of our general fund targeted towards those specific groups that are dentists such as English language Learners and children who are in foster homes supplemental portion of the El Cap which is the main focus of the of the El Cap yes is that subsection that five million dollars that's on Google Play. duplicated people camp but the El Cap at self does actually cover the entire base Grant which is all of our lcff funding I think it was mentioned at the beginning of the elk a presentation how they identify those yes I'm really truly sorry cuz I'm trying to understand this and made my brain is just not working already which can be very true so if I'm looking at the general fund which is nicely labeled here where where would I find the designation for the El Cap funding like the supplemental that you're talkin I'm sorry I'll have to look through the pages and find it it's going to on page three of the El Cap there's an ltss budget overview when you see it on the El Cap side not clearly identified in the budget because that isn't how it works it is so I just said I guess that's where I'm trying to figure out like please explain and maybe it's somebody from the El Cap explain how is it that the budget in the El Cap coexist right how do they live together because that's what a good point it's that budget overview that's right in the beginning of that which is where you see the dollars reference from the budget into the El Cap mentioned somewhere of lcff base plus supper and I am sorry off the top of my head I can't tell you what page it's on but I'll find it and share it with you, no funds the parent funds that puts stop to that like hundred and something million but the 89 million or 86 million of the El Cap is pretty much our budget and majority of that goes to Personnel Miss Arizona if I can I think I know where you're going with it yeah I was going to try to rephrase in a little bit why don't we go ahead and take the way you want and then I'll follow up the document are you looking at for the budget is a legally required template that is we can adjust it at all it would have to be in the number two doesn't own calculation and an end then there is we take it to the board for a public hearing and hopefully at the next time we meet will be for public action to vote on the budget we could have just that because we couldn't. The similar to the El Cap template it is structured in such a way that it doesn't overlap a whole lot between the budget of the budget report that is brought to the board today and they all caps so in the future Sean and in our team are planning to begin tracking the expenditure El Cap goals and actions separately in a third document that will be providing what you looking for how much money do we spend on diversity-related a concern how much money are we spending on equity concerns that is the missing piece that you looking for and which we kind of limited because of the legality in terms of the templates were allowed to use so it is even I must I would have a hard time looking through the hundred Page Plus a bunch of documents and find a match with 122-page of the ELCA plan on trying to merge together so but but this time next year we will have a Third District internal tracking devices to measure and enter provide I need to I want a witness a old continue but first I wanted s what I think you're driving at Missoula and say in another slightly different way which we want to see here's how we see the expenditures that add up to the supplemental from the El Cap and that it went to the right places to the things it was supposed to go to here's how we want to see the expenditures that go in the bulk of the El Cap and then it went to things that the El Cap says it's going towards and then separately the part that doesn't quarter of the budget that's not from the El Cap where is that going and how does it gets back I understand that the template for the get from the state doesn't break it down that way but I think we're both asking for what you're talkin about providing eventually something that really explicitly says okay we had this much money on for unduplicated and here's how it went and here's how we had this much money in the bulk of the lcff funding and here's the places it went and how it matched up with the plan and here's money that wasn't part of the lcff and here's where it went and how it match up things that weren't in that plan right are we all agreed that that's what we're we're aiming for I definitely want to see for example let's talk about this he's right we continue to have disruptions in this year specifically in our education because of facilities right we had La Ballona and then we had the high school the same weak and this is just like I was going through this I'm like how can I see the effort that we're making right to improve our facilities in Maine him them and for me saying we have the money but we don't have the staff in the time is not sufficient right because if we have students who are in temporary classrooms for number of days because we did not find the time or the people to conduct the the maintenance that is problem and our budget should guide us right saying like look we have these fun let's get a contractor to make sure that the work is done needs to preventive work is is happening and I think it's really really important like a pipe breaks in a classroom it directly impact children a bathroom is not working it directly impacts the health and sanitation of our children and I really want us to be fair intentional with our money and our energy and Howard how we are ensuring that the plan the El Cap plan is spin the money where we're saying we're spending it right in these at least three goals that were outline today which included facilities and and we had public comment about facilities also and that's really what I needed to say that so let me let me double back and and provided more detail answer how we can address it at the next board meeting I do need to do a bit of homework and to have the more detail on how we can use our funding to address immediate needs or song turned into a facility and discipline and I will bring back the answer to the board at the next board meeting but I have a few things but are there other board members who want to make sure I can go ahead we've ever had and I feel comfortable with what being presented to us for the first time since I've been on the board because I feel like all of the work that went into developing these goals really reflects a lot of the qualitative feedback that I've gotten. insights and talking to principles and eating and even the moral survey that was put out to the district aligns with a lot of the concerns that were presented here and the the main goals that are being focused on in this presentation I feel like if we target those if we if we really do the work to focus on those six areas we're going to be well on our way to making the improvements that are long past due and I did notice on page 90 of the actual El Cap plan it does break the dollar amounts for each of those areas and safe and clean facilities is about 116,000 that's allocated right now based on the El Cap I did have a request on similar to miss, as well as request about maybe bringing it you know I know this would have to go through our unions I don't want to overlook that but if we could bring in a service that was one specific request that I heard from a couple side administrators they would love for their staff to come back to a completely clean campus and if that require temporary staff over the summer and custodial staff or a service they would love that and also one question about the Wi-Fi is it true that there are cameras at the middle school or is that just what kids are saying because their phones don't work because I know that there are areas on the middle school campus where it you cannot get a call through and even though I know that maybe to discourage Middle School from using their phones at the wrong time is really as a safety issue nothing like that but the middle school is difficult I've always had challenges because there's so many brick buildings down there but there's no damage nothing like that as a Safety and Security measure students should be able to have access to their cell phones no matter where they are on campus if they need to make an emergency phone call I don't see no support Administration and staff and making sure that there using this this out the kids are not using the cell phones other one time I do have a question about the future of the one-time funds were mentioned and the staff that were hired with one-time funds and that's come up a lot with like the mtss where's the assistant principals increase counseling hours this isn't Lee related to that what is the plan going forward with the future of those Physicians that's a great question at this time we have engaged with the schools and Leadership teams to assess needs to see and measure the effectiveness in the efficacy of those rolls and as the data is rolling in we're seeing positive impact on student achievement and so we have more information we can continue to build and those supports that are working for students into the upcoming budget so it's a conversation and ongoing needs assessment that we're rolling out okay thank you and I have a couple more questions one is about I'm the embedded Aid and I've heard from different people that they think that there's going to be a move away from some of the embedded aid but more than anything I think we've heard consistently from schools especially Elementary School is that they need more Aid and I know the funding is based on like the site leaders the site's administrators allocating funding what's the future of our aides especially at the elementary level because each and N I say that in that support Personnel could be funded from a different source and so do the School site synthesis that are coming forward tonight which we'll talk about there were a lot of opportunities for school sites to continue with that it's on their knees continue with AIDS to look at funds to support that the continued engagement if it is supporting students so it is and identified need at many of the sites but because different states have different funding sources in different purposes it's kind of a unique conversation / the individual so we're trying to engage as best we can in an individual way work closely with human resources to make sure that we're not overlooking our missing any needs I think you and I do have other questions I really appreciate the focus on engaging educational Partners specifically parents I'm a big believer their parents have to be partners and sometimes parents need to know how to be a partner they don't really know how to advocate greatly for their students or to work in tandem with the teachers and staff so if we could be really more intentional more intentional about the dollars that we have allocated from the states to physically prepare an engagement I appreciate the recommendation working with like welcoming schools I know that there are other programs but if we can do something like that I I would fully support it because I know parents want to Advocate sometimes we do more getting in the way then I can only speak for myself I know there have been times great intentions but I got more in the way than I was a help and advocating for students and it is a learning process and then finally I'm just going to reiterate my request for a budget Workshop Series where we can further down these elements and I think now that we have this l cap with the six main areas of focus that might be a good place to start thank you for all of your hard work other board members with Cummins yeah the couple of things I just want to Echo what Miss McBride said this is probably be back on top that has come across my desk in a long time so and what I appreciate it about this is the collaboration between ADD services and the stop it they kind of were separate and though we're bridging we're bridging that Gap and that's super reflected in this document and then miss presentation the thank you I just have there's still a couple typos so hopefully you know it's a long document so if we can just clean it up but I just want to give some appreciation for the research that is in here it really helps to cannot do that best practice and I don't think I've read an El Cap with a level of research that is in here and I will say I appreciate that because what it says is that we are always looking up at practices so thank you everything that was apparent in this is the focus on data collection and I know we have talked about this as a board and really really wanting that collection and it's here and I see it in a again very much appreciate. I do love the Fidelity of implementation on signature strategies and the assessment of that I think that's really really a critical I did have a couple of questions related to and I I mean is a big document so apologies I have to go through it a c t e especially because it comes up quite a bit in the beginning in terms of I don't think we have a current structure to assess how well it's going and how we develop programming and I know. I think I remember are there is an element of additional Pathways how we determining what those additional pathways are and how do we evaluate our current Pathways and whether they're successful or not and what that rubric what that rubric and so I think that was slightly missing and in this in terms of the structure and how how we're going to be doing that but if you have any ideas around not that be I have ideas you have I have ideas okay great and I like ideas I think you it if it so if it's all right if I might interject I think that it's it's really helpful to know that we need Clarity in that area and that we can provide you no more context and more information we're having those conversations in other spaces but perhaps it needs to be carry forward and we can detail it out very simply with a few sentences in the elk at because we have engaged in robust conversations with our partners and how to use survey data from based on students needs students request based on different aspects that we can move forward like creating a graduate profile for c c u s that articulates t k through 12 there there a lot there are some things that we can do to add that could flush that out a little bit and give us some more measurable metrics there that we could help when we bring back on the 28th that would be wonderful find me we did make some in addition to a doctor back to his shared about CTE and all the CD offerings did have a set of data recently submitted to us and through the partnership conversation that they seem to be more opportunity to create new ZTE Pathways may be the better way to say that it to restore some of the missing CD that was part of our District offering quite a few years ago we have an opportunity to link up to the West LA College offering so perhaps some of that need could be merely met by a signing of students to the to the courses at West LA College that happened in the conversation to TT moving forward we will have to match what we currently offering to that of student survey saying what they would like to have and with the new CTE position I think Alex and if I'm not mistaken is on the agenda tonight move but we're looking to bring another coordinator to begin gluing all of that conversation to get in focusing on broadening the offering of CTE options that would match what the students of telling us that they would like to have and addition funding will have to be relocated somehow someway or another but I believe some of the Extended Learning opportunity flexibility within the off the outside of the one-time fund that is coming in in the May revise we might be able to have somebody temporary fix the bridge over the what the students need versus what we have to offer so more information report coming I may not be able to share that in detail at the next time we meet but TD he will take on a much deeper review and rebranding over the summer and will bring back a a a more comprehensive approach to the CTE need to know District if I speak like an assistant superintendent of at services at this point because I did not roll that's it over there I will behave properly like an attention to that truck is telling us is going to be coming because just because I don't know what is happening I'm going to get this wrong I may not understand what the future holds so there might be something out there in terms of the research that I see in this outcrop. There might be something of interest that people just don't know about every just now going back to the Fidelity of implementation there was something about this STL learning and 100% of the teachers delivered SEL lessons and then 50% surveyed delivered those lessons I had a question about sure so at the beginning of the year the teachers reported through a survey that 100% delivered those lessons and then implementation that the measurable outcome Diplo that's very valuable data for us to use in articulating in aligning with our counselors and making sure that we are continuing to inform instruction in those ways that continue with that social emotional learning less that would help and benefit students and also there's an opportunity there for more professional development and ongoing learning 100% did it in the first seven days and then 54 throughout the year and I think as we have talked about social emotional learning so important and state in pictures feeling save if we don't teach those lessons throughout the year I think we're in trouble so Fidelity information at Fidelity of implementation that was a big star for me making sure that we are going forth supporting our children so so emotionally throughout the year not just in the beginning of the year so that was a huge highlight for me I know who needs a conversation about it today so I'm glad that you're you're bringing it up and then finally the the California healthy kids survey which I just kind of always I need it by that the data that comes across there and you know Fifth Fifth Grade so in this document being a benchmark and then those numbers go to falling off as a growth go throughout just kind of curious if you know the why or how do we get to the why of why those numbers kind of Trail off in terms of kids feeling happy feeling safe feeling like there's a an adult for them just kind of curious as to deeper questions as to giving kind of more information into the Y that is a good question and that is one for us to explore so I I'm taking notes okay thank you I would love to figure out the why and then obviously there might be something we need to do an addition that we're not doing now and I wonder you know play some of our student Representatives or B student board members can help us get to understand the wives of those answers but thank you so much sorry I just want to highlight the massive massive massive Staffing shortage that we are feeling in every element of every position and so I do hear you know time in people we can't control time and right now we really can't control people at this point because they are not out there or they're not showing themselves yet so I just want to give a little bit of Grace cuz I know they're working super hard to get it done but it may not be as easy as just trying to service it just may not be feasible so I just want to just make sure that we we have that in in the back of her mind as well great thank you so first I have to start with reiterating their gratitude because I really agree but the former commenters about the about this process being feeling real radically different and improved and giving me a sense of comfort that I appreciate it and I really want to I love that I'm following day from Keith and because questions were so wise an informed and I really want to latch on to two things that she was stating repeatedly around best practices and data collection and of course you know the board talks about that a lot but I don't now that we've been able to really Implement that as Faithfully as we want doing it and I'm I'm optimistic that this document is going to help us facilitate more of that going forward I'm really excited about it so that does lead me to some of these questions that I have here because if it's all take a step back in and start first with a more general question the doctor Larson thank you so much for the presentation and all the engaged that you did I participated in a small portion of that but I know that that was very expensive and greatly appreciated and I'm sure we'll continue to build on that going forward and you delivered many possible futures fractions and I do see those reflected in the draft but what I'm not clear on is are you looking for direction from the board to say we would like one of those two point one for instance put into the document that comes on the 28th or we would not like to point such and such to be in the document that comes on the 28th or what what direction are you asking for us from maybe you know what I mean what direction do you need from us regarding those proposed future directions great quote using words like consider yeah and we had a district El Cap team that I also wanted to acknowledge with the leadership of mr. Tran Angela Baxter Sean Kearney and B services and and Vanessa Aguilar was a great support and I couldn't have done it without them but to answer your question I was thinking more collect leadership within the district through mr. Tran and his cabinet and Educational Services I know you're looking for a new educational Rich's assistant superintendent me normally they take the lead in developing a nail cap so I think I would defer to mr. Tryon and the leadership within the district to make some recommendations okay because you have to look at priorities as you well know I mean what what are the budget sources and by the way I thought the conversation about facilities and how much money is the El Cap contributing to facilities for clean you know I believe it's on page 43 of the El Cap goal 1.6 or 1.9 action I mean it talks about in this board member mentioned it a hundred and $16,000 for clean facilities and then there's a column that says contributing and under contributing its know what you means that the supplemental El cap funds were four and a half million and now we're going up to 5 million are not are not you so they but I think it begs the question what is used and how do we meet the needs of the educational Partners feedback in order to come full circle and have some closure yeah so I think we just need to really work together I obviously you have a big role in decision-making you are the decision makers and I think Mister trans intent was to study this look at them as it comes in prioritize based on these areas what makes sense what can we do realistically and what is really staring Us in the face that we must address to meet one last thing I will say is that I think the School site Council training and that team training the empowerment of parents that just needs to happen right away that's critically important I don't think it's a big budget item and it's something that elcap could certainly fund title one wants that as well yes we only have two Title One schools but there's title one parent involvement money so I think it's those kinds of things putting it together to do what we can with the resources we've got based on what people are wanting does that help it doesn't speak more after mr. Tran continues thank you that's very soon so the process would be that we wanted to honor all of the contribution of feedback from our Community Partners meeting so we capture those and then there are consideration for future implementation about in the by the month of March of this next school year we will begin looking at all about 34 actions some of those may be stalling out because we can find the people some of my be not as crucial as when we thought they were and now they're not in doing so we will start looking at all of the the recommended things to be considered and start teasing out the things most important we can switch out almost immediately the law allows us and annual review of the al-Qaeda itself in that process we will be able to kind of the list and then put some in there and take some out or one way or the other but with full again with full intent and knowledge and transparency to our partnership members contribution the training for their are there goes in their Collective efficacy is also needed so all of that will be moving forward and and the the consideration for new implementation will have to be matching with what had happened over there the first year as we rolling out to the month of March so we will bring it back to the board as well as best practices and data so that's the thing that's where I'm like okay so I saw those recommendations some of them I thought oh my gosh weird doing that currently either I misunderstand or we're not perceived as doing it you know what's what's the missing piece there or oh my gosh I know a little bit about errand on the science of reading says we have to need the Five Pillars I don't know how I feel about just throwing about a bunch of LPS lcff into just fine experts say right so those are the kind of conversation I'd be interested in getting of course the professional expertise on and I just want to make sure that we are doing both things both collecting from our community and just making sure best practices and data are informing the Vision which of course would be the services guidance so that's what I just wanted to check back on and it sounds like these are going to be conversations from now through next spring Massage with the community with your leadership and our new assistant superintendents leadership doctor Baxter and dr. Larson will you be on with us next year are we sorry if that's awkward a little bit how did the role of sfc counselor training and then Toronto for I had originally intended for dr. Larson to provide services for us next for the next school year but we could have this conversation in the future okay great great great great so that sounds good then the only final thing I I will add is when changes to the El Cap come to us I am wondering if we can have the the district expert present at a time to inform that conversation because I very rarely will an expert be on this day as around that particular suggestion so for instance there there was a suggestion in there around science and I saw gosh I really want our tosa or you know young young to be present so I can ask questions about what the status is of our Integrated Science K-12 you know is her recommendation Etc and so I'm just wondering if we could even even expands the way that I'd Services is continuing to advise the board in these very important critical conversations so that if there are six suggestions that are being made for for consideration there are six experts who can answer questions from the board accordingly I would love that I will make sure that that will be okay great thank you and then finally I I do understand the nature of the confusion around the budget document I have always that we could find Lehman's translated documents I look forward to seeing this third document that you're referring to mr. Tran I just want to make a case for pie charts I think that even justify million dollars could appear in pi and that and that the column that is not the $5000000 it if it's possible for that up here in pie and then I heard what you all were discussing around the pie around our priorities the board's priority is security you know it it's on our agenda we already approved and item for almost 100. dollars for security Personnel earlier tonight and there isn't a way for our public to search that word in anywhere in any of our budget documents they have to go to consent they have to go to a PS2 what are they called the Personnel reports right and so because it's so top of mind is so important right now everyone is thinking about it if we could figure out a way to you in addition to those visual pieces search ability with some of these documents and I know that our line items don't function the same way that other you know Municipal entities line items do in terms of like a person is on a line right in a job on a line and a request for an increase for a department is on a line and so forth we don't we don't do it the same way I'm I don't expect that we should but if we could make our documents searchable by some of these priorities that the board talks about the most because we represent the community I would I would appreciate that and I imagine there are ways to look to other districts to find that yeah and that at that was question maybe for business services it was more about the budget document so doctor Baxter I don't know if you were planning to say something but other than that I'll reach out for some more one-on-one time I I would look forward to that anyway so thank you so much for the opportunity to be to show grow attitude because I am very very impressed with the document I should say documents presented to us I have been part of the elk cab Community Partners advisory committee I attended the town hall and to see where we have come from and we're we're here I did I did want to I'm very very grateful for for the El Cap process that El Cap outcome and the El Cap future thinking on how to integrate the budget with the El Cap and I thank you and finally my comments about facilities was just an example I think the example. Facilities is something that when we through this document there's many places where you see facilities right summer for 500 some for you know 800 whatever different amounts through the different General different fun and and I think it goes back to with Doctor Kent is talking about how there needs to be this this rethinking about how we present our numbers just like we're rethinking that how we presented the El Cap today and we're showcasing the El Cap wait we need to do and so that the numbers can be searchable the numbers can reflect our priorities and that we can easily point to those numbers regardless of what we're doing and so I just wanted to say you know to the cabinet Robert mr. Quinn thank you so much for the budget I know you and I will sit down and talk get to understand it a little bit better and to the El Cap committee I wanted to say I'm eternally grateful for all the progress and I am excited about where we go next with the outcasts thank you and the nice advantage of going last almost all the important stuff has been dead so I'll be brief I had a couple of things I want mostly stuff that came up during the conversation I think of all the things you can get from looking at the plan you know I've been her all the things that I cannot have been discussed but I would say a couple of things to the extent that whether its facilities or anything else we look at it and say it's not a question of money it's a question of the people we are bee venom saying okay we have a conversation that needs to be had between HR and business services and ultimately the board and the superintendent about is there a way that if we're not able to get the right people what highest priorities for the people that were not able to hire or not able to keep and is part of that what we need to raise some salaries so there is always an interchange between money and people and time one of the basics I mean I come let you know from a technical background one of the basics of system engineering is your key resources always involve traits you always want to look when you say I don't have enough of this okay how much of that is it worth giving up to get what I need to do to get enough of of this so I would ask then that would make sure that those conversations are happening so it might well be that you know I just said we have such an environment where it's so hard to get anybody that there's not a lot we can do about it but we should at least be looking and saying what are the most important jobs that were not able to fill and what can we do about it by shifting resources so that was one thing and I'm not asking for immediate response just think about that another was really a minor point I mean the biggest thing that jumps out about the El Cap presentation tonight is we had a better process and it resulted in a better plan so that's really a good thing and I I don't want to miss the but I did want to ask one question that came to mind because I we have a lot of active involved parents in the special ed Community give people who want to make sure that the kids who need the the extra help in one way or the other are getting what they need and I may have simply missed it but I didn't see that described their involvement described in the plan the same way as I thought I saw some of the other stuff so I just wanted to ask you about that maybe I simply missed it I know you talked about the Deltas involvement but there are some standing committees and so forth needs students and parents are definitely included in the El Cap I believe it's in gold one from the community I did meet with the Selva director today and I also had a conversation with our director of special education today and got their input into the El Cap showed them specifically what's in there and they were comfortable with it they didn't have anything further they felt like we had represented their interest in the document and I said well if you think of others things I know it was self again with the Beverly Hills and Santa Monica please bring those recommendations forward and at this point in time they didn't have any who were their inputs from parents special ed groups specifically in the I did not consult with a special ed parent group that did not happen it can certainly happen in the future
