good evening everyone can you all hear me good evening it's so good to see if house again it's been such a long time we are not a formally starting at this time we need just a few more minutes for first one is the initial collective bargaining proposal from the association of classified employees for the 2324 school year so I'm going to read out the content for this public hearing at this time in preparation for the 2023 2024 negotiation process the following information regarding an issue did bargaining proposal for the above-mentioned is going to be presented at the January 23rd 24 board meeting the public hearing for the association of classified employees initial collective bargaining proposal to the Culver City Unified School District for the twenty twenty free 2024 school year is now open at 6:20 p.m. the initial collective bargaining proposal from the association of classified employees for the 2023 to 2024 school year has been presented to the Culver City Unified School District a copy of the initial collective bargaining proposal from Ace to see COC is available on our district website comments during a public hearing should be limited to the ace 23 24 initial bargaining proposal members of the audio to wish to comment on other issues including the bargaining process or past bargaining proposals should wait until public recognition it is our goal to hear from all of you who wish to be heard we now invite members of the audience to address the Board of Education of the ace initial bar proposal Stussy coc for the 2020 through 2024 school year and the board of education has has heard your comments and concerns and we thank you very much for your input I'm assuming there no hands on zoomaster Carrera to be president can't the attachment reflect I believe 20 2024 25 school year so I'd like to make a correction that it reflects the 2023-24 school year so this public hearing is for the 2425 a school year to be clear it's for the 2324 school year I'm sorry which part is incorrect just on the ace Sunshine The Proposal from Ace to the district it says 2425 school year. reflective 23-24 school year this school year do you mean on the attachment correct o Guerrero I am not seeing any Hands-On Zoo so the public hearing is now closed at 6:22 p.m. and just so the public knows we just have two more of these that we're going to run through its part of a formal process that we need to do annually once we do that we'll adopt our agenda and moving to the regular portion of our business okay so I'm going to move to item 4.2 which is the public hearing for the CCS the initial collective bargaining proposal for the ccft The Cove the Federation of teachers for the 2020 through 2024 school year and the attachment is properly or improperly labeled it's correct in this case needs to be corrected the initial Collective proposal from the Culver City Unified School District 2023 to 2024 school year has been presented to the Culver City Federation of teachers a copy of the initial proposal from ccsd2 ccft is attached comments during his public hearing should be limited to ccusd 2023 2024 bargaining proposal members of the audience who wish to comment on other issues including the bargaining process or pass bargaining proposals should wait until public recognition it is our goal to hear from all of you who wish to be heard we school year the public hearing for the Culver City Unified School District initial collective bargaining proposal to the association of classified employees for the 2023 24 school year is now open at 6:24 p.m. the initial collective bargaining proposal from CCISD for the 2023 24 school year has been presented to the association of fight employees a copy of the initial proposal from ccsd2 AIDS is consideration tonight for future consideration of folks that are here that would be part of the superintendent's repeat and they involve some of our students and our amazing counselors I would like to ask if we can move those conditions of the students and counselors up to the awards section basic 6.2 after 6:21 okay I will make them and I'll make the motion to move but I'd like to pull 9 a.m. move 99262 because the students are not agendas are performance and we'll hear from them during our during our give me for the title of the section is called presentation so that is more straightforward adoption skin and I would like to also bring up that if we are moving agenda item of witches are counselors recognition which is 9 point 99.9 9.9 that we take a bow what's and hear public comment at the time because it is an action item and if we're going to move it before we hear public comment we need to do those actions so I move with that okay I appreciate that so we will move 99 62 assuming Lucas at this time we would like to bring forward our Rising Star Award students so when you hear your name students in the audience please come forward or if you're on Zoom you can come on camera so if you are ready we will go how to begin I'm going to set up my screen so I can share on the zoom with everyone our first Rising Star Award and these awards are students who in body are positive Behavior interventions and supports and are leading their schools to be to be wonderful places for all students so our first recipient is from La Diana Ella Century so we would like for Samuel Santiago if you're in the audience please come forward all right Daniel is the leader with a selfless and Generous Heart he is a true classroom leader who is a Dependable friend and classmate Samuel is proud to bring his best self to the classroom everyday sharing his ideas is culture his tryst and making connections with his peers in the Spanish dual-language program Samuel makes a tremendous positive contribution to the LA bayona Community congratulations Samuel our next rising star from La bayona is Ruben Vela. Ruben is a kind carrying a dedicated person he is a hard worker and demonstrates empathy and kindness to those around him he has dedicated himself to his schoolwork and has made tremendous academic growth this year something that stands out about Ruben is his ability to relate to other people he regularly makes new friends by being open and willing to accept others and their differences he searches for ways to make connections and is always willing to invite new people to play if conflict arises between his peers he helps find a resolution he has positive attitude and is a role model for his peers Ruben is well deserving of this recognition congratulations Reuben our next fighting star is from El Marino Elementary if Layla Malak Malak is in in the house come on down Layla is an excellent citizen in her class she is kind and caring towards others and as a strong sense of justice El Marino is lucky to have a rising star like Layla congratulations Layla also from El Marino we have looks like Cooper sin Cooper is a confident positive and great role model for his classmates Cooper is a conscientious hard-working student keep on Shining and we are proud of all your efforts congratulations Cooper our next student from El Rincon Elementary is Joaquin monreal Joaquin is ready to learn every day this year he is made academic progress and really improved his reading skills Joaquin strives to do his best and is becoming an independent scholar keep on Rising walking we proud of you congratulations our next rising star from El Rincon is Emmanuel cream a Queensboro Emmanuel are you here adulation Manuel always brings his game face to the classroom he is ready to learn ask respectfully and shows patience as he works through difficult math equations while decoding difficult words in his reading he soars at El Rincon and sets a high standard for his classmates to follow Emmanuel is looked up to by his peers congratulations Emmanuel our next rising star is from Farragut Elementary Camilla Jones Camilla Camilla is a friendly and happy student who makes good choices and is always willing to help her classmates and teachers she loves art sharing Books and Music and movement Camilla always tries to approach challenges with a positive attitude and perseverance if a friend needs help Camille is always up for the task and willing to help however she can like remind to give friend to get their water bottle are helping with the challenging puzzle she always the smile on her face which brightens our day and classroom daily congratulations Camila also from Farragut we have Leo call siriani Lionel if you're here they all shows exceptional character in and out of the car her kind nature Fosters a positive and inclusive environment she has a self-driven and proactive approach to learning her example she takes the initiative to explore beyond the creek and I'm constantly seeks opportunities to expand your knowledge by teaching her classmates about disabilities and by organizing a speaker to come talk about love Ayana Wetlands because she thinks beyond the creek of them she was focused on solving real-world problems in order to restore a local Wellens real approach challenges with a can-do mindset and believes in her ability to overcome any obstacle when faced with setbacks you remains resilient and uses them as learning opportunities always striving for personal growth she's responsible accountable self-driven and a team player who embodies a positive and proactive approach to learning congratulations for you next from Linwood e as our school council rep and he is earnest about his responsibilities Raphael is always a good sport on the yard and always plays by the rules he has a role model at PE for positive behavior and good sportsmanship congratulations Rafael our next rising star is from Culver City Middle School Lamar Ismael Lamar mom is one of our 6th grade book club leaders she is diplomatic advocates for her fellow book club members and carefully think through decision-making as the club's leader Lamar is extremely intentional and is always encouraging of her peers Lamar is a joy to work with congratulations Lamar also from the Middle School we have Emma Elkins am I are you here Emma is one of our 6th grade book club leaders Emma is kind and it's always thinking about the needs of her peers she supports others during the decision-making process thinks quickly on her feet and collaborates with our other team to ensure all the PIN I heard it has been a pleasure working with them of this year congratulations Emma next from Culver City High School we have Alan Medina when are you here come on down Alan Medina was elected by his peers as lead editor of the yearbook he is responsible and respectful and brings a great vibe to cchs Alan is respected by his peers and brings people together with his amiable and open to me he is a great asset to our campus and we are so lucky to have him at cchs congratulations Allen our next Centaur recipe is Mackenzie McCullough and Mackenzie Mackenzie is a very bright and creative senior she's she serves on the dishes as a design editor for the yearbooks McKenzie consistently creates beautiful designs inspires those around her and is a great team player her positive energy is contagious and we are so lucky to have her at Culver City High School congratulations our next rising star is from Culver Park High School Arian Anderson area Arian has a passion for playing sports and a strong competitive spirit that stands up for his right and those of others he is a treatment oriented and driven to do well at whatever he tries he is a heart at Culver Park congratulations also from Culver Park we have Navin Hughes whether it's making his point or taking charge of a game Maven is front-and-center driving hard he's willing to put himself out there ask others to follow his lead once he puts his mind to accomplishing something he waste no Right before this item where we Proclaim in recognition of National School counseling week then we will read it out then we will have a. Guerrero City Unified School District proclamation in recognition of National School counseling week February 529 2024 whereas school counselors employed in public and private schools to help students reach their full potential and where are school counselors are actively committed to helping students explore their abilities strength interests and talents as he's traits relate to Career awareness and develop men and we're at school counselors help parents focus on ways to further the educational personal and social growth of their children and whereas school counselors work with teachers and other Educators to help students explore their pretend and set realistic goals for themselves and go ahead my computer tensas School counseling programs and help students become productive members of society and at where at where at where at where at comprehensive developmental School counseling programs are considered an integral part of the educational process that enables all students to achieve success in school over City Unified School District hereby recognizes honors the contributions of school counselors and proclaims February 5th to 9th 2024 as national school counselor week this 23rd day of January 2024 yeah now how would you dr. That is my understanding cuz I'm going to get us to public recognition right now and I am going to read out some reminders for a public recognition tonight because it's my first time leading public recognition in a long time and so hopefully everyone will bear with me so the CCOC Board of Education I was tremendously input from the public both during and outside of board meetings so right now is the time when we hear from our community regarding announcements and our concerns and questions that are not pertaining to items on tonight's I got cuz the first one we're going to get to is 7.2 which is members of the audience for items not on the agenda and when we get to 7.6 we will hear from members of the audience for items on the agenda as a reminder we as the board will not be able to engage in any deliberation on the matters raised at this point on the agenda as they have not necessarily been or a sorry they have necessarily not been noticed to the entire community and therefore would disadvantaged any interested folks who might have wanted to hear and or engage in two related discussion we are however able to request that the superintendent bring an item back to the future agenda that was raised by comments send to the board at this time for their boards are also tasked with keeping order at the meetings and showing an orderly discussion and exchange of information and so with that principle guiding me I just want to share again some I would our audience a few Snippets from our board policies regarding our meeting conduct from board policy 9323 the board president May rule on the appropriateness of a topic raised by a speaker if the topic would be suitably address leader time in particular the board has been made aware that concerns have been raised about at least one member of staff and we thank the community for emailing those concerns directly to us with the superintendency that is the proper procedure for handling complaints about Personnel but I'll go a little bit further as related to that matter and cite a snippet from board policy 13 12.1 that the governing board recognizes its accountability to the public for the quality of the district's educational program and the performance of District employees and so the district shall provide a process by which a complaint submitted by any person regarding an employee can be resolved impartially expeditiously and with minimal disruption to District Operations and the location of program any complaints subject to this policy that's 13 12.1 and the accompanying administrative regulation shall be investigated by the principal the employees immediate supervisor the superintendent or designee Council agent of the board and or other appropriate person this is the important part is not the subject of the complaint or subordinate to the employee charged in the complaint so the person supervisor on so I'm just weeding out these Snippets from board Paula there are clearly directing complaints about CCISD Personnel to the appropriate supervisor there for any complaints about District staff were not considered appropriate in the setting of The meeting and are best handled via email and conversation with the superintendent dr. Lucas once again the CCSU Board of Ed values tremendously input from the public both during and outside of board meeting and in fact we forward to hearing from you now so at this time I will open public recognition for items 7.2 which is members of the audience items not on the agenda and we'll wait a few moments of people collect themselves you can hand in pink cards to Miss Williams who down below you can raise your hand on zoom and within just a few more 30 seconds we'll figure out about how many folks we have waiting and determine the amount of time what's it looking like mr. Good evening members I have this sub letter on my on this poster and it's a letter from Denver board member Paula amisola it's dated December 19th 2023 it's on the official letter that's nice letterhead and it is written on behalf of newerth and I would read dear LA County Department of Youth Development support of new Earth arts and Leadership Center as a partner in development and version for young people in LA county in the past years City Unified School District has benefit from our partnership with new Earth and supporting students etcetera etcetera and it goes on sale things about new Earth and the reason I want to bring this to everyone's attention is that it's one thing to have an opinion it's Everybody's Free Speech but it's quite another say that it's on school let I mean District letter had as the school board president because this was never an agendized item this was never anything that the school board has a sanctioned and so I just think that many members of the public have seen this by now how many members of the public on Facebook and wherever has said that they don't really think that this is appropriate and that any sort of recommendations like this new Earth or any other organization it should be in a gen dice item I should be voted upon by all members of the school board so that's all I have to say thank you thank you Miss Libya sir and in a matter of such importance as what you've raised I'll just be sure that you please follow up with our superintendent dr. Lucas it's not my understanding that's that that's official letterhead but we should be really clear about it so please follow up with the superintendent thank you so much Sleepy's store please follow up with Doctor Lucas thank you I'm getting a message that says share your screen to show the timer that's normal it says that the whole time okay okay ready just half a complaint and concerned about the operation is going on with Culver City High School won the lack of communication and organizing that going on between the staff and the principal for one I have less interaction with the principal even though we come out there we have complaints and concerned about what's going on between the teachers and students be under mine or sweep it under the rug or his half of the time it's not communicated and then we try to voice our complaint not concerned with some of the Sabor the teachers the time we don't get communication we don't get no respond back and it's very frustrating because we have a child who we going through some things with the students up there and then we try to address that to the teachers and the staff at a time we don't get no response back and if we do get a response back is b o well will relay the message off and then we don't hear nothing back from me so my concern that my complaint is that we need more better organizing and communication between the staff the parents in the teacher because there's a lot of problems and stuff that's going on undermining and it's not being addressed it and it being sometimes swept under the rug another sorry I'm not a concern is the undermining I mean though over watching of the students there was two times my daughter got lost from being let out of school and this was when she was like in Elementary to Middle School the teachers never said anything they never communicated with us we had to find out from the child directly and then we brought the attention up to the staff and the teachers they would like we going to look into it and never heard nothing back from her that's another complaint that we don't like right there like we feel like you're not taking our our voice and our complaints seriously and that's another thing that need to be work around more communication with the and the principal as well specially when we giving out complaints and concerned about what's going on between staff and students well I wanted to say I appreciate that yes thank you David milky I'm a teacher Culver City High School a resident homeowner my kids went to Culver High first thing I want to say is the counselors have been great. kids benefited extremely I don't how to say it but they really benefited from the counselors that we had at Culver City as both of my kids went through our schools are also very proud of my former student James I had him as a 9th grader and it's nice to see him as a counselor you know I've been here since 1979 I've worked on every bond issue every parcel tax knock down doors we need your support we need your support and I feel awful that I'm not on board with the bond just yet because I've spent my whole career here I live here my kids have gone to school here I'm invested in these schools I want them to thrive and as I talk to community members I hear the same thing over and over yes we need facilities but we don't trust the board with our money and one of the things that really has been a problem is there's not been in accounting for New Earth cold months ago it's going to be on the agenda in October October came and went it never came on the agenda so is a very simple request I have put it on the agenda it's not too late to explain to the community before you come to us asking for our money to account for the money that was spent with new Earth we know they bill at $250 per hour we know the counselors they provide or non-credentialed we know the counselors they provide to our students are non-union and one of the most frustrating things for me as I've been trying to figure out who evaluates them I'm evaluate it on a regular basis what's Dave mielke doing in room 129 but we don't have an accounting of who's evaluating new Earth this was very simple put it on the agenda how much have we spent so far I think it's over $1000000 and then after you've come cleaned will feel better about voting for the for the bond thank you Melissa Sanders and Cathy Russell you are after Melissa it's fun to be in person two nights in a row so I have a question for you guys why are you not following your own bylaws that's my big question according to bylaws and I was super fun to watch that little handbook meeting a few weeks ago Brian should be president he had the most votes person would still be pressed I like vice-president by the votes Kelly has no business being in that seat . Smith Miss Rochelle and I the help teachers to Pilot a new mental health program for our students we had a meeting with Sonoma County Office of Education the two teachers are mental health clinicians in dr. Smith and we ask for plan in time or mental health clinicians I think it's important to know said this was essential that we meet with them and have time to plan this curriculum out we all agreed on that yesterday we asked for one day of planning time for this curriculum and dr. Smith night us that one day of planning time she denied us because she said we're getting a stipend I want to be very clear we are not we have not gotten a stipend we have no awareness of a stipend that we didn't ask for a stipend we ask for planning time so What's Understood there is one other teacher who is also piloting this that teacher has three free periods and upperclassmen she did not ask for extra planting time it's common knowledge GI department sent many of you want to conference out of state they have paid to have lunch with new Earth who is not far not Union employees yet we are being denied one day of planning so I want address the bond a little bit because I want to ask the board and the new superintendents and I'm not blaming either of you if this is how business is going to continue because this is where the frustration is and why the teachers have not put their support on the bond students and teachers are continually put last in this District so he's going to continue that's why you haven't had our support for the bond thank you for your time tonight I hope you'll consider this and give us the time we need to plan the we have five speakers on line Angela that without the deposit I am out of Google for mental health services to be available and accessible to write youngest Learners if we have 30 intervention for our students please they will they will be successful APK or kindergarten and moving forward is being very challenging these times not having Mental Health Services provided for our youngest Learners I thought this a couple of years ago and I'm I know we had a graph with a family center and we used to have success ability in tapping into those Resources with therapy and stop playing now we don't referring a family out and be helpful however having the services available for the students to have during school hours is even back everything is the ladies for office of Child Development mycampus on Monster campus allow bayona and our youngest Learners are becoming younger and younger each year so therefore I am I'm asking that we that when the bomb passes if it does pass that we must have Plumbing for a dishwasher if anything that this disease called that has happened is nothing that we need to disinfect materials in the dishwasher on the daily basis the children are very young and they still put things in their mouth and is in a Culver City alumni this year I have to go there there appears to be a culture of teachers choosing a best teaching practices and there isn't a school or District standard teachers are providing work that's not scored by rubrics or any grades for that matter and lack teacher writing speed curricular areas such as math reading and writing for parents to see with the request of an SST meaning that contain a pair with no beta the best Frank the teacher provided was that my daughter has made friends there was nothing about academics and so my questions are no the school sure that all Susan inspection are black and brown students are ready for Middle School how will the school make sure that they are performing and meeting or exceeding the standards and able to I'm compete with their peers in the 21st century how will students and parents be heard or their concerns be validated on the School site level how will parents if the students are progressing and what they are doing well and are not doing well and if nothing is graded and there is no feedback from teachers work samples are assessment thank you thank you Matt Smith next we have Joanna are you can you hear me can you guys hear me go ahead some general comments about District priorities and welcome again superintendent Lucas from a community who you can see Karen's very much for student welfare regarding the bond if we're going to ask homeowners to spend $600 per year per million off their assess property value for the next 30 Years sure that we are getting good value for that money especially given the lack of trust with current leadership and we need to be sure that the expense benefit students and teachers I think it is very troubling that the bond does not have lied said teacher and teachers union support why might that be many reasons one possibility is that the phase one of these two clans do not have any new classroom Construction in the high school middle school or elementary school districts around us build new buildings and New Pools but we do have is a new one story high school admin building for 11.9 million so why does it focus on administration building it seems important to point out that the initial blueprints did clearly show the plan was to repurpose the current District administration building in Downtown Culver City and it's hard to imagine that after hundreds of dollars an hours of closed-door meetings with Brookwood last year at this time pic is not still being hoped and planned for by this Ford especially given the current leadership although there's no direct funding for Workforce housing or other revenue-generating real estate they have not taken this off the table it would be very sad if we premature ran out of funds due to mismanagement at and with measure CC leaving the main impact of the bond to open the door for unscrupulous developers who would profit from this detention who sang the property where the current district offices now sit until we need to cut wasteful spending and crew I need to stop hanging over a million dollars a year on Newark which is come up tonight unlicensed student support service we could be using those funds for the Urgent repairs needed for a school for educational materials and fire new counselors thank you Luis Morales hello good afternoon teacher I speak on behalf of in support of my colleagues and in disagreement of do send an Eminem and also to speak out against the bond it's becoming more is becoming very frustrating being an educator here and not and that's not because of my students the parents of oil Traders are at my school it's because of a long-term view of this District it feels like it's deteriorating every year like the people in leadership Cindy's mistake and we keep playing the Educators and the children which part of the equation in the past as you get it out to Rally to get more counselors to fight against teacher housing that we never wanted and that you spent numerous amount of obscene amount of money and we were in disagreement when do when the state gave us and 8% I just meant you made us fight do you have another 2% to be an it is about putting that in one school year we've had a four different superintendent that is beyond crazy no other job and other industry would it be permissible yeah we continue to make these bad decisions and the house because of this is decision you made it a lot of my colleagues might not have a job people that are interventions are there with students working on reading and math so sad that are working with teachers to be so they can get trained back so I can become better trained and better systems that are school life ask you to please make those cuts with admins not what features and last we have Melissa's iPhone thank you for letting me speak can you hear me thank you for the previous speakers and staff that has spoken up positive energy and light moving forward your most recent update naturally meeting with students that's very encouraging and send to hear that issue still remain regarding even simple bathroom but has been an ongoing issue for many years and it's not been fully addressed makes me sad for my own students other students and staff next time when you bring up something because it's keeps appearing in public places including the letters Carolyn showed us tonight actually the first elected Latino Latino I'm so bored at ccusd in fact I would like I would think that the family of waiting is too even though Sarah would be actually insulted 1985 to 1993 perform better research to the Historical Society Culver City finally other parent cares deeply about the students and staff will continue to recommend a no vote on this brush major key Blount fine the school board in the previous school board has proved time and time again it cannot even provide basic needs for our staff and students thank you thank you and that concludes public comment on knowledge and I said thank you so much everyone we really value hearing from you we will move onto items 7.3 will hear from our employee groups and we traditionally start with our association classified employees the president of home is Miss Debbie hammy or are you there speakers had brought up the letter I provided to New Earth as a way of recommending them to other entities that I can see it on Culver City free-for-all right now and if this is not official letterhead I can see it's not because I'm an employee but other people might not realize that we have the colder Pride logo right above Mizell Missoula his name and right under the school board president at the very bottom we have the district offices address and this is a Latoya has indicated that she is the first Latina elected to see if you knew anybody that is looking at this letter whether they realize it's an actual letterhead or not is going to think that's its recommendation is coming from the entire school for and I think that is inappropriate talk about for just a bit is the bond issue I know that we've been talking about trust a lot in the last several weeks another word that we should talk about his respect Ray and I have both. news about the bonds to you we've had private conversations and partnership we've had private conversations with the administrators office I'm not sure that anybody hearing what are concerned so far I don't think that we've gotten any kind of answer that expresses what the plan is to express concerns are of the community and I'm hoping that we will see more plans in the next couple of weeks I also will say that I find it this heartening that we have reach out to support support of the blonde when for months and mine we have not been shown respect as unions for the issues that we represent for our numbers say that respect is reciprocal and it's demoralizing to me when I'm working so hard for my members to bring issues to District administration Heritage Nord 4 days weeks months and in one case over a year that kind of interaction with us as Union president is unconscionable and if you want our support for the bond you have to show that you support the union and what they stand for and what they represent in the way of their members concerns the last thing that I would like to say is that it has been a pleasure working with my rental again Mike Reynolds is one of those people that shows everyone that he comes in contact with enormous respect it's been a pleasure working with him again and I but we will keep in touch as you're working with. I know this is both of your last board meeting so I wanted to tell doctor well and I will welcome dr. Lucas to ccusd I think that there are a lot of things that will be discussing in the future at a lot of things that will be able to sell together but thank you that's all thank you Miss hammy for a second I forgot who I was Mister long will next hear from you or president of our Culver City Federation of teachers thank you Doctor cat and I just want to thank you for a quick second for recognizing that our counselors on our ccft members it would have been nice if District staff would have invited the union president like we traditionally have when teachers get a recognition or when on Ocean's get a recognition but instead he said it doesn't surprise me that the union did not get any type of recognition when the councillors were recognized today so par for the course tonight I'd like to discuss issues around our budget Bond trust first like to briefly comment on a few items on the agenda brought to our attention by our members I'm glad to hear that the mou will be pulled with the social justice learning Institute before we enter into any type of mou or new contract with the Outside Agency we want to avoid any potential issues that we have run into in the past with other agencies by appreciate that you pull that off to give that a little bit more time to take a look at it I would also a that all language be double-checked in that mou and make sure that no cost is incurred to the district and it does not go against the recent mou that the district's I would CC ft around outside contract to do remind you that we do have a legally binding mou with the district on outside contracts in addition to spending their all so close to 1.4 million dollars in special education contract that are currently vacancies I'd like to hear a report on where we are those contracts including a $524,000 PO to a temp to hire agency this is addition to 200,000 for Crosscut Staffing and $693,000 to bisla so where are we because that's about 1.4 million that we spent on outside agencies to contract specialist services that I asked for increase in the stipend last year for a special ed teachers and was told that we could not afford that and now we're looking at 1.4 million that's being spent on special ed contracts to fill vacancies currently in the district I like to see some data feedback on where we are especially with the agency temp to hire how many people in that have we actually hired as District employees I'd like to ask that on the POS that the u.s. bank credit card charges be itemized at least two members of the board have asked for that numerous community members and both unions have asked for that transfer see in those types of items it's was going to be one of the things to build trust if there's no transparency and what we're spending on a credit card that is going to continue with the lack of trust so for over a year-and-a-half TCF tienes have been talking about the pending budget issues we've constantly stated that the one-time monies would be running out and how we would spend money on this addition outside of the classroom is why we have our issue with 55% we have brought that up and probably every board meeting over the last year-and-a-half and all these outside agencies is why we have or outside the classroom I should say is why we have the 55 per issue and we've constantly said that this money was going to run out I'm really happy to state that our outgoing interim superintendent and our current superintendent are taking these issues seriously we've had good conversations around this issue in the labor-management partnership but I also know this issue will be brought to see back I do want to say publicly though and one of our members had just said this earlier the budget cannot be balanced on the back of ptosis classified staff and our members we cannot balance the budget on their backs cutbacks in the budget are difficult and painful I made it very clear to District administration that that pain must be shared equally management and cabinet must also be part of any production plants we must also scale back any conferences outside contracts and new out of the classroom spending we should also continue to look at new Revenue including ways to improve attendance and creating a better joint use agreement with the city which I probably been saying for maybe five years now I know councilman O'Brien is extremely interested and talking to the district how about a better joint-use agreement with the city and Mary Morin has also stated to me in the past that she would like to see a better joint use agreement with the city we also have to take a look at current chancey's in the district and areas at the budget that do not meet actual expenses many times things are budgeted out and then when the actual come in it's not even close we need to do a much better job at work play spending when we take a look at the budget although the Outlook from the state is not good we need to make sure that we make the proper types of adjustments to our budget they're running more efficient District the news from the state is not good but it also isn't devastating the governor Newsom is actually not cutting education so we have to make sure that we are focused on keeping staff salaries and benefits competitive even in these tougher leaner times you still have to keep that in mind and I remember conversations I had with this is Lockhart years ago about this when we had leaned it was important that we keep our salaries and our benefits competitive or we're going to have an exodus of employees finally about to discuss the upcoming episode is Bond I'd like to thank doctor Maria Martinez Poulin and mr. Mike Reynolds for all the hard work they put into the spot the fact that both of them are on an interim status shows their thoughtfulness and dedication to the staff families and students of ccusd both of you on the time that you spent here at ccusd Maria it was a real pleasure to have work with you and I'm so thankful that you continue to keep us back on the right course and of course Mike it was great to work with you again and we really appreciate the work that you did keeping us also on a good course I just want to extend my thanks to both you for being there for our district and doing what's best and for especially listening but back to the bond I think it's very very important to clarify our position has there been a lot of false narratives put out to members of the community by people that are in power just recently a former city council member decided to pick a fight with ccft on social media making the it's for the kids welfare arguments not at all wanting to address any of the issues around morale and Trust because it did not fit into the narrative I'm sure that person was fed teachers and staff members we wouldn't be in this job if we didn't want students to have good welfare because we sure aren't in it for the money teachers and School staff at times are the under appreciate unsung heroes only to get trampled upon by those with personal agendas ccft has asked the district to implement three things to improve the trust issue to date one has been compass and that is the staff and Community choosing an oversight committee but the other two items around site visits and plans to rebuild trust with the board are still in progress now they're in progress so it was disturbing to me to hear from a person that community that approached one of my colleagues to say that they had heard from a reliable source that everything the unions had asked for was duck and that it was really the union that specifically the union presidents that were opposed to the bond and that's why this was happening please note that CC of tea has not made a statement of being opposed to the bond set the presidents of both unions do not make those decisions on their own our members and our elected executive board decide on what we endorse unfortunately these types of dirty political tricks are why so many members have morale and trust issues in the Labor Management partnership we discussed trust and idea that came out of our last partnership meeting the form a bond advisory committee unlike the oversight committee this group would make recommendations on what project should be completed and when they should be completed it would be made up of employees community members and perhaps even secondary students to help make decisions on what needs to be done with the bond money that is where we are going to get supports this will tell where we are spending our money because like people of said we went through a previous Bond we were promised to fix rooves and facilities and then that Bond ran out of money and the same things that this phone is saying going to fix well guess what those same groups are still leaking the same areas are still flooded the same buildings are still falling apart and that was despite measure CC so we need some kind of a committee be on an oversight committee that's going to make these decisions on what is actually done with the bond money I would ask the Board of Education to support that idea of forming a bond advisory committee thank you thank you mister long and we do often hear from our Mac switch me figuring out what that acronym is under the heat right now it's going to be a stretch so Mister run Teddy are you with us management confidential thank you thank you do we have Mr ronchetti in the audience or on Zoom okay okay so we'll look forward to hearing from him next time and with that we can move two items 7.4 we had the pleasure of hearing for the first formal time from our new superintendent dr. Brian Lucas welcome could I just asked if you so need to at that during during your reports to address any being from the public comments and we usually ask right after public comments and we miss that if you need to or should address any of them or Beatty cell within your report thank you so much good evening board members good evening take one here the audience thank you for coming today and also those of you online I had no to about a month ago now I'm at the December board meeting and I'm very excited to say that I am not a week into the job I started officially on Tuesday and it has been an amazing week and even though for president can't set this is my report this is actually bringing to start off a start to pull in because she has been working obviously in the district since the last board meeting for a substantial amount of time so she has some report about her time over the last several and then I'll I'll join you thank you for that doctor Lucas I I'd like to start by first thinking the school board of education for allowing me this opportunity to serve as your interim it has been delightful a great joy to get to know the community and to work through some of the issues that our most pressing so again thank you board for that opportunity I'd like to start some if we can move on to our next slide and highlight a little bit about what I call a signature practice for the superintendent's office and that is to continue to visit sites meeting with students and teachers classifieds sitting in on classes the quality of instruction to support the love the attention it's just phenomenal I love the way are classified or certificated are dedicated to a meeting the needs of our students working with families and again to highlight to see how they shine through he was in sample of my visit at El Rincon El Marino I had a chance to also of course it is at the middle school and the high school it again it's just delightful to see the students playing to see our administrator help tie a shoe that's me with Siri an insignificant so it's a highlight if we could go on to the next slide and I'm we see dr. Hodge at her school again lovely to see the students to see some of that flexible seating it's always citing to hear what they're discussing on the next flight as well to join the student sitting at the carpet and get to hear them get to hear them participate and also talk to each other and develop those importance top skills of clay duration being creative being supportive of each other taking turns when speaking to each other being a part of that group and then moving on to our next slide to also see something similar at the secondary level to see how but if they were about a science project and I'm to have an opportunity again for that flexible seating those opportunities to collaborate to talk to each other and to get excited and then going on to the next slide again visiting class it has been an important parts of what I do in the district and it gives me an opportunity when I hear concerns about facilities to go back and double-check and so when I hear the HVAC system perhaps is not working in the classroom to go back and hey we sent out some support how's that going isn't working better until I know that most recently we had a concern over at Farragut and room 22 we sent people out and I might have the teacher was about an email to say thank you so much for getting taken for that was taken care of looking at our next slide I want to highlight a little bit about what happened right before winter break and so actually if you can move on to the next flight I'd appreciate it I had a chance to visit the facilities go to the Middle School we have a student who is a member of doctors Lucas's superintendent student Advisory Group president on Kent was there and we went for a specific reason we went to see the flooding we went to see some of the water damage that was happening during that storm on that we experienced right before winter break and if we go on to the next slide it's again exciting to see the great programs great Educators classified everyone being a part of the family and Iron Man that we see across the district great academic outcomes students are developing great skills that help them to make a decision of whether they will go into college After High School career military or what have you and all that happens in an extraordinary rate and with great outcomes here in the district I love to see how our students apply themselves and take advantage of everything that's our school has to offer if he could look at the next flight do you want to point out something that is of great concern to me I remember when I joined you in early October I shared that as Deputy Superintendent at County Office of Education I had a chance to visit school districts all the way from Manhattan Beach up to Lancaster and that I was most concerned about the conditions here and your buildings and so here we see what has developed into a lake at in how we see that the paint is bulging Adam one of the schools we see that in the preschool classroom there is damage to the student artwork there puddles on the tile and I guess what I'm saying to all of you is our facilities here in Culver City need help so these photos are a reflection of that we asked our principles are classified staff to help with documenting so that we could develop a a list of priorities that we can take care of it the next couple of weeks but I want to point out that it would be hatching it would be repairing it to a small degree because the amount of work that our buildings need did not just happened in the last 6 months. Just happened in the last 2 years but really it's an issue that has developed over the last 10 years or so and the cost of collated and cannot be fully addressed with what we have but rather there is a very very big need for a bond to address the needs in a comprehensive Manner and if you look at the next slide I want to share a little bit about what I shared actually since I arrived in October and I most recently gave you an update in December at the 12th meeting around 2 on the essentials for excellence landing page at the c c u r a c website and as I listen to staff parents listen to the community I have had the opportunity to begin to collaborate with our incoming are permanent superintendent dr. Lucas and make revisions to the education Master facilities plan and so when you look at on the website you will see that we have made some edit since I want to highlight that for you because it's an opportunity for for me to demonstrate how we're being timely we're being responsive I also want to share that the time we mailed a survey this year it's our families we do have hard copies at the school site and the office so if you need a hard copy please pick one up and so the link to the Future Ready website again has been updated and I think you for your patient do you adopted your education Master facilities plan in 2019 we have discussed how emerging Trend since covid had changed your priorities your practices and now we need to adapt we also need to adapt to the fact that you're now talking about how you can find a comprehensive approach to Capital Improvement so that you're not just patching repairing small things but rather approaching big project and preparing for Innovative teaching and and so in December at the December 12th board meeting I shared how we would begin to engage staff and families and I said I'm going to go out in December and I just want to thank you for calling me I think I was on the way home and he said and I'm picky free of her being so eager but elementary teachers have parent-teacher conferences we have finals at the secondary we need some time and so we did not continue those engagement meetings in December so again I apologize that I had scheduled to them at that time and completely forgot what was going on so thank you for reminding me to always plan with my teacher hat on I appreciate that we have since picked up our engagement opportunities in January and it was a great offer candy to ask dr. Lucas Rockstar superintendent to join those engagement opportunities we have gone out to El Rincon actually was on Zoom so we assumed into El Rincon join their PTA meeting we had a couple of Staff members drop in and he also had a board president dr. Kent and board member Guerrero join us at that because I liked what I heard from what I hear any time we can talk about improving our programs and collaborating with Ford Union president Ray and Debbie has given me an opportunity to say we need to increase our engagement around the bond developing our priority list we also need to increase our opportunity with two board members joining and also engage in the conversation and I'm bringing them into the process of identifying the Slate for the oversight committee was important to until again I think their leadership Union leadership for helping us to improve and Bridging the issue around trusting relationships and Bridging the issue around making sure that voices of students and staff are heard and evident and what we do in our district and so again I think all of you for that and we also had an opportunity to engage and participate in the Culver City Council PTA meeting and we are working with District so we can continue those meetings on Wednesdays I believe tomorrow we have a meeting with the staff over at o c d and so again it's exciting to hear the concerns that get in put around priorities and if you look at that next flight mrs. William's if you help me with that again I want to point out that this is where we have our education Master facilities plan and as we make adjustments we are going to post them here and so if we can go ahead and look at that next slide I I want to share something that Doctor Lucas and I have been collaborating on that is how do we communicate the amount of need and I'm correlate that with the funding source and so if you see this is a screenshot once you go to that school already website you click on Don tentative. projects and you can scroll down and you can look at the narrative that supports this but I want to point out that what's in blue that's what slated for what we have identified in this van are Bond projected IS350 but because we have Rockstar staff in this District we have also identified 42 million dollars in state matching funds and we will continue to do that as we progress and fine-tune our priorities but again it's you know that when you see that 377 million that's because we've taken into account already identified projects that qualify for our 42 million and matching State funds that will help pay for these improvements if we don't have a bar and then I'll we do not qualify for the state matching funds and the state matching funds would go to neighboring District I won't name them bet on there being only some of the big districts like a USB that have over 400,000 but again the measure would upgrade repair and renovate outdated classrooms and school facilities as well as qualified the district to receive / 42 million in state matching funds I want to also highlights that were talking about a bond slated for 358 by the state matching funds but we know that there are different needs at each site and so most of our schools will receive an upgrade to the tune of about 40 million dollars and what were calling and identifying phase one and if you go to the next slide on this is William's I want to highlight that there are some schools that have enough he's identified already that we will actually address I'm in multiple phases and example of that would be love Iona Elementary School and soul of Iona has identified two faces but they still amount up to it again an equal amount or trying to equal doesn't mean the same means what everyone needs right and so we're meeting those needs and I'm making sure that if we identify any that we support them that we move forward we we upgrade the building the facilities another site would be Lynn how that also Identify two phases and Farragut and the office of Child Development and so again I want to highlight that as we make changes and updates to the website you will find them here and as we hear from Mark lady from our staff and we're eager to hear so that we can fine-tune and make sure that this Bond represents the needs that are so needed across the district and I want to thank this transition time we had with dr. Lucas I'm getting to know her I'm and I'm hearing him say h******* it is to him to have top-notch technology professional development that supports flexible seating critical thinking opportunity to see Innovative teaching and learning across the site and I'm for him to also be a part of that process I think it's a key and moving forward and so I want to go ahead and now turn it over to dr. Lucas thank you Doctor pulling I do have I do have a brief update and as I mentioned at my intro I've been on the job about a week I'm telling some folks that it's a little bit like sipping water from a fire hose with a cow a lot coming at me and as you all know starting a job and Miss Academic Year is also challenging right you all kind of running already trains on the tracks and I'm jumping on board but everyone has been incredibly gracious and welcoming me and patiently explaining things that are kind of in process getting me background on things taking a lot of time of kind of conferencing and a meeting meeting folks within the district and I want to thank them for that time some highlights to my week that I do want to bring up to your attention I was at a doctors put it on dimensions activate my student Advisory Group what a great way to start on the works at the group of high-schoolers in middle schoolers that I'm give me some thoughts on what's happening in schools and ask some very basic questions I ask what's going great what do you love about Culver City Schools you might like to see change and we had a really good conversation about about that and some of those highlights I put in my color Pride I'm learning the lingo the newsletter I also again. But I raised in the room and I know Debbie's in the I participated many meetings last week and we keep saying this word partnership I'm not sure if everyone knows what partnership is so I just explained that briefly but it is and actually facilitated organization that the district at the unions have agreed to do laundry I came on board stick no credit for it but I found it to be a very very well facilitated and open and honest and professional conversation where I took it to the store Long Point we were able to talk about things and then share only about things are going out to the district that I think it was time very well spent they were I believe three meetings last week around that work so it took it took some time but it's incredibly important initiative I am continually looking forward to that going into our future a couple School sites I visited just to tell you briefly I've been been a TCI Bassin and love Iona for substantial time take a look at some classrooms also taking Lyft I scheduled this visit yesterday right when it was rainy day so I did get to see some of the effects that we have of our facilities like the doctor appointment and at the pond at the middle school that develops out there and some other pretty dramatic effects on classrooms on which obviously affects our students and affects our teachers and our staff and doing their work also just want to point out I know you saw it in call The Pride but I have issued my hundred day plan which is letting you all know that the community know my plans for getting to know the Culver City Community my new community in-depth so I would appreciate you're taking a look at that giving me feedback on the plan always open to new ideas and fresh ideas and as you know one of those items in my Hundred a plan if you don't know it specifically looking at our fiscal situation we've talked about it any public speakers have talked about it you've talked about it we are in we are in an interesting if that's a way to say it situation that we have to deal with the with the issues that are in front of us and that was a specific call out in my hundred day plan I'm focusing on that I'm in getting a best understanding of the budget as quickly as I can and steps around that we that we can take to write write this situation and get that get that boat back on the pathway the Train on the right path and one item I just want to mention just briefly is Princeton taking a look at some of our processes we I would Echo the call for transparency around credit card what sorts of things and when you have a credit card expense for a large amount of money to take the department I think to be challenged right but if we were able to explain what that information is I welcome at transparency and will work to get that taken care of there's one for instance that we noticed in the current the current budget reporter that PO report credit card report of a large large charges from the DEA department and that was actually due to this transition we have been through we closed a lot about that week I wasn't here but a lot of the credit cards were closed to kind of minimize the use of different credit card and said that department had an open card and pay for some high school field trips and which adds up all I'm saying is that sort of thing in the transparency around that would be a welcome addition to the information for for the public and everyone in hand to get that information and that's why this is why the key part of my number for I believe it was number for I'm a hundred day plan of really taking a look at our what situation I also just last you when it's close it's been a week as I keep saying Mike you've been amazing is bringing me on board as with some very on difficult situations that the district is facing and I need to acknowledge doctor pulling as well everyone has said it several times but we've been partners and in this transition huge supporter of what she has done for the district so far and the support that she's giving me an arm boarding to make the transition at 6 it was possible but thank you all very much thank you so much doctors pulling and Lucas are we hearing from other members of the team right now or moving on thank you so much so we're going to hear from our students at this time and I see that we have to present and to remote so we will start with the middle school and that will be with a course I just misplaced but Emma please tell me your last name Burroughs thank you so much Emma Burrows will you take it away on behalf of CCMS good evening my name is Oliver has and I am the representative for Culver City Middle School this week we have time this week as TPMS why was hosting lunchtime activities all weekend or as being kind to all web is also hosting our annual talent show many seasons chance I looking forward to this event. over for a assembly and that money adds up you know that's a lot of paper a lot of a lot of supplies for the teachers I also noticed that there the thousands of dollars being purchase orders from the office of Child Development and its that's very expensive office consistently on the purchase orders and I'm not really understanding what that is I think it's like 12 brand new computers 10:12 brand new printers and I know my printer is a teacher my printer used to last at least a decade so I'm not the same for my butter I was given by Ellie was D lasted a long time so I don't know why so many brand new items and then I'd like to talk about 14 it's the inter-district transfer open enrollment policy and a stone not sure why it's there but I want to say that one of the reasons we're having trouble with students being able to enroll at the school where they are located on their home school is that the district is just incredibly overcrowded the schools are overcrowded I know it was a teacher at La bayona posted online about how they didn't have enough room and and things like that at their campus that once there's two reasons that's happening one we have over a thousand students some permit which is a choice the district has made but as I spoken before we have over 1,000 students who are claiming to be residence you're not residence and they're not on permit and we know that that they claiming to be residence as I've gone over and over again we know that from the Census Data so and yes thank you so we have 5,000 students between the ages of 5 and 17 living in Culver City and we have roughly 5,000 students who are 5,000 children at 5,000 students that doesn't add up that's impossible I thank you an extra missindress hey I have a bunch and I have to and a few things I love and you said you really want to hear from us but you give us 2 minutes or 3 minutes for the entire gendo okay and I have to laugh at her first Jennifer Smith she's nodding about transparency your credit cards and I've asked for them like actually does much but $20,000 I thought that's a lot of field trips that was of course 9.3 then again you have about your accountability report cards and I've never actually heard did you take accountability for everything so that should be interesting to see what happens that that was 9.11 9.12 how does a robotics coach give you guys a 14 advance notice that he's going to retire and you don't actually have a replacement that's really impressive I mean I know I always  in this place but 14 wasn't very impressive let's see what else at Sea again to recommend things parently as well very cool so hitting the misinformation out there and then yeah I don't understand why the whole permit thing is under d i I mean I know she needs stuff to do apparently but the fact that there's will dock in an audit of the Thousand kids that is statistically impossible to be residents in this district is impressive I mean you would have to have over a hundred percent a residential kids which if you can figure that out feel free and just you know the whole Bond thing it would be great since you are talking about the bond again later with the oversight committee actually have you guys listen to a committee take their suggestions that would be phenomenal so I hope that that does happen I hope you guys actually figure out I still want you to receiving with respect to the bylaws I sat and went through and looked at the association for all the other Bond oversight committees in State and one of the issues that they mention is that generally the oversight committees don't have him put on the projects and that's for a good reason and the reason why I think we probably need the advisory committee because the oversight committee also cannot include employees are our labor Partners Etc and I think it's important that the message get through about how this bond is being put together and what those projects are cuz I think it's important to be able to explain friend since that have to have a facilities plan the facilities plan can't be changed once the bond isn't put in place because there are rumors going out there about what is going to be there and what isn't and that feeling rather accurate why is that the input is not being heard cuz they're not seeing the changes on the grounds the plan what I'm hearing out there is this focus on classrooms and students not parking Administration and I think the more that that is heard and listen to and shown by reflecting by creating this advisory committee and reflecting changes the plan King's Legacy and a commitment to work around poverty alleviation and racial discrimination and all the things that I think that we know is very important for communities and it was really great to be there in on January 20th Saturday I got to go how to make all these are in District staff as well to Culver City MLK Day of Service on and events I want to shout it to the office of GI doctor Smith and dr. Montes for tabling and making sure that we had a presence and resource our community there about the work that we're doing with regards to the ER and how the intersects with Doctor King's Legacy and the work that we know that is a community we need to do to prepare and I might want to also think Amanda morning customer blucifer for really shifting what this event entails and how it can bring our community in an along with this work until they did a bunch of I think they were making care packages for her to come keep a residence for the first hour I'm with those who don't know if I should come to you as our permanent Supportive Housing unit in the city and so they're making care packages to give to our neighbors who live in permanent Supportive Housing in. It was just a really great event how many others felt like coming thank you thank you for remembering Missoula Happy New Year to everybody thank you so much I'm so grateful to be here I am taking lead from dr.ken asking us to talk about student 60% of our time and I'm going to start with that I recently came across the 2024 California children's report card which I have sent to all of our leaders here and I'm going to state two of the statistics that were shocking to me the first one is asthma is one of the many health conditions that impact children's overall well-being and success in school latino children in the study showed 19% compared to white children at 9% in California who have missed three school days due to their condition racial please and Asthma are caused by systemic buyers and access to Safe housing clean air and adequate Healthcare the second shocking statistic was that California ranked 51st out of 50 NBC4 parents reporting it was not possible to obtain mental health care for their children in 2021 alone more than 20,000 children, California attempted suicide this is part of the California Department of Public Health in 2020 to nearly 50% of all youth independent medical review cases were for hair didn't I buy health plans for a mental health disorder diagnosis this is according to the California Department of managed health care now I read those statistics because these are the things that we need to consider I am to also express my my sincere gratitude to our community for their heartfelt public comment their emails with texts and calls with regards to how and what we are doing with our students and your voice is Mater and they are the driving force behind the positive changes that we need to make here to like I mentioned this has this report has been shared with our leaders I'd is my hope that the strict and braces and looks at this report card and these insights to gain a deeper understanding of our students are families in our community I know this is Statewide we are not okay here in Culver City we look at our local day that we see similar similar things the purpose is just clear to tailor our approach ensuring that each child receives precisely what they need our Collective mission is to create an environment where every student can step into their genius thriving and succeeding here at ccusd thank you so much for your commitment to the betterment of our educational community community together we pave the way for a bride and more inclusive Learning Community thank you thank you sir I do good evening I am trying to be quick about this because I do have a guest from one of our committees that will be speaking part of my time but I wasn't going to speak about this but I know that we're talking about bonds the name has been going around for a little bit about a bond advisory but I think previously been talking about a facility's advisement YouTube on this particular Bond because facilities and the masterplan are ongoing and they all and meet all come together as one and we wanted to talk to folks not just about improvements that are going to be taken care of and in this particular Bond so I just want to put it out there because I think that that's kind of got invoked head heads and we want to make it more of us that we want to continue talking about possibly creating a facilities advisory that being said earlier this week board member Guerrero in I put out a little 101 on the fsp with we'll be talking about later but we are planning on doing some more information about fiscal accountability moving forward so that folks can just digest a little bit about the kinds of things that we are thinking about and get to know a little bit about what our process is in reviewing re-evaluating and being good stewards of the district and Community the only other thing that I want to talk about because y'all don't want to hear about where I've been since the last board meeting is the Asian American native Hawaiian Pacific Islander owned business Night Market happen at Culver City High School on February 9th Friday February 9th 5 to 8 p.m. we're still taking applications for vendors and looking for performers and if you would like to participate in with planning the event or being a part of the event or find out a little bit more you can go to d.c. Night Market. My. Can. Site and we would love to see y'all there on Friday February 9th now I'm going to need some of my time to Dorian Davies who works on the environmental sustainability committee and she will be talk wonderful collaboration that we've had for the plants grant that it was just a foot through this past week so thank you Doreen mom care of the El Marino garden and a newt program and also the El Marino liaison to our ever resilient ccusd environmental sustainability committee food equity and sustainability or two issues that I spend most of my volunteer hours working on so today I get to share with you a great Victory from the ESC that demonstrates the power of what can happen when our community our district and our city United in a common and Bishop yesterday afternoon and L Marine moms and ESC member and a nutrition professor at Chapman University Claudia Fajardo submitted an application for us for the USDA and Chef and Foundations plants Grant that would allow our district to Source its produce locally from this Culver City Farmers Market the grant would also help us increase the amount of scratch cooked meals served in our school cafeterias and these Monumental achievements would reduce the amount of plastic that we throw out daily from prepackaged muffins baked goods breakfast items snacks Etc it would reduce the amount of preservative salt and sugar that kids consume increase the nutritional value of our cafeteria meals the grant will also reduce the carbon emissions used to transport produce to our Main Kitchen some of which currently come from as far as Chile application was a true labor of love completed from beginning to end in 30 days over a school holiday it was painstakingly made possible by so many people that should very much be recognized but for time sake I will skip naming them cuz I only have a few minutes so I'm going to go through that part but you know who you are just know that we didn't think that this was going to happen but employees from the city from the district from the farmers market and our parent volunteers all returned list signatures and statistical information and proof read on the weekends and after 5 and we actually did it I truly have never witnessed such a hopeful bureaucratic collaboration and I will to recognize this achievement publicly because food equity and nutrition are so important to our kiddos if we are awarded this grant it will be amazing and systemically beneficial to our food program but even if we are not we have now created these incredible Pathways across Department lines that can produce positive environmentally sustainable change and I hope with your support the ESC will continue guiding this collaboration long into the future thank you thank you so much for your work Diana and for the whole entire team teams work we really need to make more intentional moves to Chase Revenue like these types of grants that can really serve our students and our community and put our resources together to do better not just to chase Revenue but because the impact could be so beneficial to everyone so thank you thank you so much for that presentation Miss Davies it's a pleasure to hear the latest on it and I look forward to hearing that we are in fact awarded that Grant so holding out hope for it I will start by just commenting about the visit visits that I've made two sites during the rains recently and they were important informant and also more of some of what we've been quite familiar with especially in the past few years and I will simply add emphasis around an idea that I'm not sure is apparent enough in the community which is my biggest concern for where rundown facilities are hurting us physically because we know they're hurting our staff and we know that they are interfering with student learning but it's just that every single I need that we spend on maintenance right now is coming from our general fund and so it's just that it's a consistent and exaggerated ever exaggerating further impact on our ability to avoid dipping into our reserves and of course the Rock the impacts the very fun with which we pay for programs and people so I just want to add some real emphasis around the current status of repair which is that every dollar towards repair which is absolutely necessary and overdue increase those needs are increasing all the time is really drawing from the fund through which we directly pay for student learning by supporting our staff and our programs and then I will just begin to say a fond farewell to mr. Brian Lucas it's already clear to me that you are already the leader that we need so I will we'll leave it there and I will finish by just saying thank you to doctor pool in its I don't know how to actually thank you enough because it's kind of hard to describe how difficult this transition has been people speak to a tent at the public comments but I don't know unless you're on the Inside Edge I don't I don't know if you really know it's it's been extremely difficult and you've been so critical for this transitional time I mean the Community Trust You the staff shoot the board trust you that's just a huge when considering the times that were in right now so that's all on you it has nothing to do with any of us it's in spite of us and and we thank you so much. Crowley and also a plan which is coming up a little later today is taking a look at all of these things within our budget right right then applying we talked about it a couple times three contracts that were not fulfilling the whole time reckon we need to close the mob really scrubbing the budget and give the mister Reynolds will talk about a little bit more and this is on all of our Radars for evaluating the efficiency of the program and and determining whether is its something we need to continue and I just I just put that out there because that's the approach we're taking across many contracts not just at this particular wine I appreciate that it's a large dollar amount but that is that is our approach in regards to reviewing the status are we are we getting what we need out of it is it efficient as effective as I can student learning if not then we had the conversation about what are our next steps to work on it okay you understand that these are the rights and needs of the students and we're not go believe those unmat in a week May find a different more efficient efficient workouts effective way of providing it but until we do we are obligated to provide those services for students and then that's a priority to self thank you very much that was my only question the purchase orders any further discussion on 93 all those in favor say aye or I could move 911 please I move to approve 9/11 and you may proceed thank you I actually would like to ask our our leadership team if you could please talk about what this report is it's very important and also timely given that we are talking about our facilities and then this report includes the cities thank you so much dr. Baxter thank you for the opportunity born in Bremen solace these are the Starks which is a compulsory annual report card on schools so that they can be measured against one another it came into Statute in 1988 and has been continued to today and they're due to the state February 1st upon board approval we have been translated and what's really important to note and in each schools report card there is what's called a fit report and it has sunk in a way in which is readable or actually accessible for families so if you look at page if you look at the first one is El Marino and if you look at page six it highlights the needs of the facility the state of the facility and information about the facility so they're a way of factoring in transparency as of as a report card so thank you for the opportunity to explain it thank you so much and then just one last thing is there any priority or urgency that you like to highlight out of all our school sites in terms of the facilities and in terms of anything cuz I know this covers it academic and facilities and yes I thank you for the opportunity to talk about student performance we will talk about that in our dashboard presentation cuz this is a a summative document in terms of data we know that there are groups that we need to focus on and and we will continue to do that each student group is different at each school and the needs are outlined the curriculum is the same or similar and listed because we have our adopted material but the data for each School site because this is a report card it is different thank you yes please just I noticed that their notes several places like example of page 5 the teacher data for 2223 Stark will not be available until February 1 so why are we approving these now the data is not complete yet that's an automatic thing that's a great question and it is it is it is just to be completely transparent that is a direct sink from CD so they take through see beds and cow pads all that different information and directly sync it and then we re translate that part of it and they get uploaded onto a uniform Link at CDE so that parents can access families rather than a says all the all the report cards up and down the state so that's a really good question last year it was delayed by about three months until they were final and uploaded but they're they're thinking that they're going to have them up sooner will we be getting updated version and presentation of them once that data is updated if you all requests that we could do that but their lives we put them on our district website and we link them on CD either very transparent and easy to fall find and so in the in the blurb for the Starks it under consent it's shows it gives you the link so they are uploaded it is automatic sync with our the platform that this when is document tracker and so it it just directly stinks to there because we have a contract and we've signed it CD downloads it any question any other comments question it's okay all those in favor say aye information items and I will let you all leave beginning with r dashboard presentation item 10.2 begin with the staff presentation good evening board president can't members of team members of the board dr. Lucas colleagues we are here tonight to present the Culver City Unified School District dashboard overview I'm Angela Elizondo Baxter assistant superintendent of services and I'm Doctor Dionne Garner I am the director of teaching and learning Educational Services so tonight's presentation is going to set the stage as we're doing the Starks and approving these report cards it's also said the stage for the mid-year supplement to the El Cap report which we will present at the end of February and so tonight we're going to review differentiated assistance student group comparison state county and ccusd City education at Culver City Unified School District data so if we go to that tonight we have our steps or Jeffery and we have a celebration our first celebration tonight is it we have exited differentiated assistance we learned last December 9th 2023 December 2020 to December that we were in differentiated assistance because we had two student groups who did not make the games that they needed to make and did not perform at the level they were expected to end so we entered differentiated assistance and so what we want to do is highlight the two student groups that we needed to focus on this past year and then we'll share how we were able to exit differentiated assistance so our students experiencing homelessness were identified for differentiated assistance in three different areas people achievement School climate and pupil engagement and this year so I'm going to in 2022 I'm going to tell you how we where we were doing in 2022 as opposed to how we're doing now and this is summative data based on the dashboard so our cast Ela scores which is our state test we had our students who were experiencing homelessness increase 19.5 points from 2022 in math our students increased 8.5 from 2022 and our school climate our suspension rate did increase we highlighted that because it's the direction we don't want to go in but we will talk about our plan and the measures put in place to mitigate this people engagement in terms of chronic absenteeism weird thing is 7.5 decrease from 2022 so that is the way we want that data to go and our second student group students with disabilities we are happy to report that we had an 8.9 in point increase from 2022 and in mass weight of 5.5 in 2022 and chronic absenteeism had a 1% decrease so if we look at how we were able to do this it was a team effort starting with the teachers in the classroom the stew working hard and all of our support and our infrastructure to support the continuous Improvement model so through the use of improvement science and attending Improvement science professional development and refining our practices we had already begun last January creating problems of practice and theories of action and we were we were able to refine them in collaboration with zei and Ed Services working together we improved in every student group area test right across as well as I mentioned all student groups a few weeks where we didn't make the threshold we got closer so we did still continue to make those gains cuz we need to be at 95% of all students testing in terms of a tendons in reducing chronic absenteeism the DEA department has implemented a to a and that system and built out over both robust and aggressive attendance plan to make sure students are in school every day we have as mentioned ident eye problems at practice conducted root cause analysis and developed department and site theories of action or Tia ways to make sure that we are focusing this is this is where we focus on student groups base on local data or the data of the site or the date in which were looking at depending on the duration and we have regular data analysis using rmt S&S Cycles to refine our Tia ways which are theories of action is what are mtss ptosis do with with their our Educators and communication with key Partners groups and using data displays contextual and local and state data and we have looked at the opportunity Gap to make sure that we are showing at practices so if we look at the next and the next area of performance this is overall California LA County C to USD and academic performance in only math and English learner progress so in ela we grew few points which is right we went from Orange to green and in math we maintained so we have stayed we were at Orange and we went to sorry we were just tell her I apologize we went to yellow and so weird cuz last year was status into this year as a color and then are English learner proficiency say that we are paying close attention to this because we regressed a bit and we didn't we classify as many student students didn't gain an English language proficiency level the way that we would like so we're very focused on as Services is working on that at every turn as our Educators and if we look at the next slide academic performance in ela this is breaking out by student group so you'll see the yellow the yellow bird are the groups that we were identified for differentiated assistance so we're very mindful of making sure we're still attending to the needs of our student groups and the pink or the magenta are areas in which we are focusing as well because it is very important that we make sure all groups are making the games that they need to make so our African American students and our English Learners we're paying close attention to that because we want to make sure everybody is closer to the distance from standard width Benchmark and where we're supposed to be in terms of Standards map and then if you look at our math performance this is the area this year that we maintained in and so our areas that are in magenta or Africa American students English Learners Hispanic and socio-economically disadvantaged and again the yellow or the groups that were in differentiated assistance so again paying special attention and putting different supports and place like changing from box to i-Ready and curriculum and supplements that are more aligned to standards now I would like to bring forward my call the doctor Garner all right good evening so I'm going to look at the academic engagement indicators as we look at the academic engagement indicators I would like to start with chronic absenteeism a decrease in chronic absenteeism is a positive change in the status so for 2023 our status is a function of our percentages in relationship to how we have changed or improved from last year star status on the dashboard is a measure of improvement so as you can see if we compare Calif LA county and Culver City Unified School District and chronic absenteeism which is measured only K-8 California was 24% LA County was 27% and Culver City was 14.2% 14.2% is lower than LA county in California however 14.2% chronic absenteeism is considered high on the dashboard we did decrease chronic absenteeism rates by 1.8% which is yellow or medium or maintained the next academic indicator is our graduation rates as we can see California's 86% LA County 84% and Culver City is 95.3% which one California l.a. county in Culver City did decreased slightly in this case of decreasing graduation could be seen as negative on the dashboard however a graduation rate of 95% is considered the highest status and although we declined 1.3% we are still in very high the very highest status for this indicator for 2023 and then just looking at a little bit of demographic data the demographic breakdown for chronic absenteeism indicator the first column notes how many students are represented in the demographic student group on this is important because one student can make a big difference in percentages in lower populated student group the student groups highlighted in yellow homeless and students with disability chronic absenteeism rates were considered very high in 2020 to both groups decrease and chronic absenteeism however status orange just for point of reference 2.5% would be very low or blue status for chronic absenteeism our next academic engagement indicator is graduation and looking at graduation rates according to demographics and considering the size of the student groups we've highlighted in room the groups that decreased by 5% or more it's also important to look at this graduation rates because we want to make sure that all of our student groups have hit very high status of 95% so we all still want to keep track of that sort as an example to explain the impact of change if we look at our African American student group a 93.3 graduation rate is considered high on the dashboard but the net negative 1.4% change in graduation rate PlayStore African-American students group in the yellow status indicator the next dashboard indicator went to look at its conditions and climate and that's the suspension rate for our conditions and climate in Decatur this slide reflects our suspension rates so California 5% LA county is 2.1% and Culver City is 1.7% each one of those had a slight uptick for suspension rates we are looking for a decrease in Chains From 2022 A1 Plus 1.7% suspension rate is considered low so we do have a low suspension night however the increase an increase of between 0.6% and 2% would be considered an increase that changes our status to Yellow so because of our increase of .6% our status is yellow for suspension and just a quick look at demographics lastly we have highlighted our student groups that have increased significantly by percentage of suspensions which according to the dashboard is increasing by 2.1% from the prior year so we can see that African-Americans increased by 2.9 percent and our students experiencing homelessness increased by 3.8% in suspensions as me no suspensions is considered a last resort and we are definitely working on other means of correct that may include additional academic support to ensure for example that instruction is academically appropriate culturally relevant and engaging for students at different academic levels and with diverse backgrounds and we're working very close with the DEA Department with dr. Dennis Smith to make sure that we can support her our students and that concludes our report you have any questions we are happy to answer them thank you both so much this is a very comprehensive court and I'm certain that we do have some questions and so I only start with Mr Guerrero please thank you very much I just wanted to repeat an uplift and celebrate the the exiting from differentiated assistance primary Play Because attendance efforts have been paying off and attendance has improved across student groups a b c a tentative a huge issue Statewide and for us and want kids here every day if possible and we are not we want to be but again we have texted a differentiated assistance we are no longer on the county kind of watch list on this and no longer eligible for that extra assistance we all treasure so much but I just want to really appreciate everybody from you know the district office to the school sites to the classrooms to support staff for working on this and again it's it's a work-in-progress but but it's a huge achievement to have and exited from differentiated assistance because our attendance has improved with that I know there was something in the current proposed budget and it's only a proposed budget about expanding the options for a recovery at which made me think about current ability to do attendance recovery do we currently do any of that and for folks not in the education Biz that tends to be Saturday school and it's for a student news dance school has the opportunity to go to kind of a Saturday school they make up some learning which is good because the primary goal is is for students to be so they can learn it is also a way to recapture funding because funding is also index to attendance and we less money when students aren't here but we still have to pay for the lights and and staff and things like that so do we currently do attendance recovery and have you had any thoughts about what the if we get expanded flexibility with that something we might do I am a huge fan of that doctor Smith or we should you weigh in here as as if you have a robust attendance plan a preview of a preview you want to acknowledge and engage our high school principal dr. Thomas who is still here who has been very aggressive about reclaiming recapturing but moreover engaging so not just your typical Saturday school there's a model of of using cycling in sitting you're you're you're walking away with something so I think that shift rate of understanding so we're actively working on that to recapture and then we'll articulated with middle school as well as sick as well even though for the efforts are kind of gearing up I would love to see some number at some point about how many kids are participating are the kids who've missed you know have 99% attendance and they want to just make up that day so they can have perfect attendance again or are these kids with chronic absenteeism or actually kind of digging into that 10% admit that louder preciate you see some some numbers on that at some point Thank you and this is kind of a ringer because I am on the El Cap so I kind of know where this is going but it but it's good to repeat for the public when you look at any of those student group breakdowns and it's got into the number of students and the distance from the standard and the change something like that there are obviously certain student groups areas that need some particular love when we create the El Cap this year will we be targeting responses to and I'm just going to pull one up at random performance in ela it looks like you know you've got highlighted there African-American students and an English Learners will there be specific goals in the El Cap out not just how we're going to help all students do better and in English language arts but how are we going to support the specific students thank you for asking that question I could have done better if I'd handed you that question I appreciate it so the so we met was like oh last week and one of the one of the fundamental changes in terms of the El Cap template that any student group that is in red we need to create whether it's by sight overall or or if it's by you know by those two things is right and there's a there's a third area we have to identify an action in which we would tie to that student group to help with performance so that is definitely something we're going to be mindful of we're also looking at the oranges and we're looking to see where we are and how we need to pay pension and we're very excited to move that work forward with the elk a pack as you all have reflected on the current actions and we can also triangulate a little bit with with that data appreciate you mentioning School sites because you may have a poppy sled is having attendance challenges at one site but not an another site and sell we don't need them put on something district-wide we just need to focus those resources at that particular site where that particular population is struggling okay fantastic thank you very much for this thank you so much I'm outside can I come at 3 I will take him to see where I was appreciation and gratitude for all of your work in service to the citric but also to celebrate the fact that we are out of the freezer thank you highest well I will continue to say thank you for storing it storting us out of differentiated assistance and a special thank you to all the teachers and all the kids that show up and learn and to our staff who welcomes them and clean the bathrooms for them and I just want to say I'm really grateful for that my only asking this is an  for the future it's not an ask for today is if we could please please please hear what are the plans for English Learners I've only been here on the board for three years and those three years this has never change we continue to you know not improve and actually decrease our efforts with our efforts that our academic performance for our English Learners continues to not be in the right direction and so I would really ask for a study a plan and I am on the lll cap pack and so I know that it's something that you mention there and I said I would to know the specifics so that we know with confidence that we are moving this in the right path because what I hear from parents is parents don't know their kid English Learners parents don't know that the test gets a lot harder in third grade parents don't know why they are or are not like taking the test or not taking the test passing the test not passing and there is this component of parents not being informed that I really hope you all can help us and Gage the parents of English Learners so that they are part of this journey and they our partners to getting our kiddos to be English proficient so that they can have all the benefits of going to the Middle School in the high school and all the elective that we have there instead of being pulled tool English at the at that stay at that stage so thank you so much thank you I did want to mention cuz you bring up a topic that is very important to us as well if we have a number of 15 or more Elsa in our district which now L tells is to find a seven years we've created goal so there will be more information coming forward thank you thank you congratulations for leading out of a differentiated assistance you already know what my comment is previously because I sent you a little email just saying like I continue to very concerned that in terms of suspensions our African-American our own houses use continue to be over-represented and in the red indicator status and I'm hoping that when we get the pleasure of receiving the the black student achievement plan and that we continue to work on on school climate Amarillo and are El Cap and an equity action plan which I'm hoping will be forthcoming that we will gain more progress and improvements and this is a continuous thing that we will need to keep our eyes on and make adjustments so that we are making sure that we are putting our arms around all of her students thank you thank you for bringing that to our thank you so much it's been a pleasure to hear from you both and congratulations is so it's a big one to get out of differentiated assistance so one metric that I'm always really interested in is College and Career readiness I'm so can we is there anything to say there I was looking at the numbers and we have room for growth as always but I can't tell if we've improved in the past one or two years cuz I can't tell because of the whole yeah so could you say because because it was just status and it wasn't an area of growth but if if we pull and look deeper we are increasing it's the date of the date in the way in which its reporting because there's so many ways to show that you're prepared students are demonstrating preparedness in a variety of ways so we could pull that definitely when we bring when we bring forward the major El Cap the supplement to the oil cap we will bring that data enumerated forward for all of you to look at cuz it's a good question did you want anything I just wanted to add you won't see that a status change because it wasn't reported that way last year this is the first year that the indicators have come out since we switched over from covid and I'll just say so that folks can go check it out themselves it on the CD dashboard you see that we do have some of the similar I'm just proportionality is around race and ethnicity in terms of our College and Career Readiness so it's definitely something I continue to hope we can we can plug a way out I do also care about graduation rate and the the decline is that is disheartening I see that it's happening in the state in the county so I'm trying to be measured about my heart but its relationship to College and Career Readiness to know we like we have a good reputation with accolades as far as or so to speak on the dashboard but when you dig deeper in terms of where are the kids going when they graduate so I would love to hear more about College and Career Readiness as as you've already told us you will but then even maybe if we can have conversations about if we're keeping track of what they're doing through through the other data sets about their four-year two-year career tracks after they thank you so much thank you all very much okay thank you so we're going to move on to item 10.3 I'm not mistaken is also seems like it said services and you want to stay there and just run through them cuz there's a bunch of overlap here yeah please take your time and it seems like one two three four all five of the next ones are yours that Services is that correct thank you so our fur horse to prevent to you tonight is our child development course in this is an information item and this course is the good work of the CTE I'm in dr. rice wrote a grant and we have $304,000 to support as seed money this new course and this New Path and so we're very excited it is in high demand from the high school is been requested we're doing this in partnership with office of Child Development and we're very excited about the areas of service and Child Development and the potential for careers for the for this course so this is just for you for tonight for info and then in terms of required for graduation electives are required for graduation however this particular course is not required for graduation so we will change that when we bring it back for action thank you Kelly Sue of questions or comments on this item okay I see one I just wanted to say I'm really grateful for for for this pathway because in the report that I stated today the forgetting the name right now it's called the 2024 California children's report it states that four caliphs to fully Implement EK we're going to need tens of thousands of additional teachers and assistant teachers and so I think that this is a great opportunity for us to be creating a Workforce that is going to be needing needed in order for our kiddos and teekay to have it well-educated teachers and support staff so thank you for that I don't know if it's going to help us move some of the stuff on I think that it's been good that we've been using you've been helping us front load with chainsaw why I said thank you for that and maybe that will help us move along through through these and I'm hoping I'm just being cognizant of the time with our with our staff and trying to understand that y'all need to be functional tomorrow and we need your safe on the roads so if there's a so I'm going to like if we have any other questions like I want to just be mindful of that you know we make sure that we we have enough time to contact you before this before this comes back to us in in February so I end up going to be my comments on all of them so I'm not going to say anything anymore thank you thank you thank you without any further discussion from colleagues come back and see it for a second read 10.4 okay thank you ten point for is an architectural design course 3 this one would be a complete your course a Capstone course already there is a course introductory course one and Architectural design to so this course is being asked for from students and approximately there are 13 students so their projects would a little bit different obviously for the course outline and differentiated they would be likely scheduled together with the architectural to students however the the courses at the core because of the assignments would be different and again this is an elective credit it could be a Visual and Performing Arts as well when we submit it to the doorway we'll see we'll see what we were able to approved and then is it required for graduation know but electives are so we will change that as well thank you wearing that my child who's a senior in architecture bombed it bad. They will not be able to be part of architecture 3 so I know this one definitely Rises out of student demand so excited to see this item kind of 3 course Gwen says which is good so thank you when else I don't see any comments thank you we'll bring it back for a second reading move to 10 5 thank you ten 5 is a new course again this is added out of me out of need request of students along with the teacher teachers having agencies who this is the environmental science for social justice course at this time we have this is just a draft because it hasn't been sick which of the doorway yet cuz the doorway opens February 1st so we also are going to submit this for science as well this course science is required for graduation so we will that part in terms of required for graduation other other districts do you offer this course is similar course and it's called farming for social justice an example of a Los Angeles Leadership Academy offers as a very similar course so thank you thank you for the quick mental science for social justice it sounds like a very exciting class there are other environmental science classes offered at the high school for a student to whom this is this is not appealing in this particular flavor right for the other one is for social justice there are other statistics classes for someone who's not interested in that particular batch yet it's a great Quest yes there are and courses are all dependent whether or not the course makes for the minimum enrollment when students meet with their counselors and sign up for courses that's a great question so we bring these forward but sometimes the courses don't feel sometimes they do tell him we have to offer more sections we just see how it goes good question and it looks like we're moving to second meat on that item into 10.6 thank you so this one is the statistics for social justice we spoke about a little bit the same terms of their cry for graduation we do need to ship that this one can qualify for mathematics we can also see if we can open that up to be a college preparatory elective as well depending on what the student might need this is taught in a cohort model do students get both courses at the same time other districts which have similar courses are Livermore Valley Coachella and Santa Rosa city so we are excited to be able to offer this to our students as well okay I'm see no comments second read 2 + 7 + 7 is 10/7 is at dr. form this is the first reading the most significant change was the shift in language from the term homeless student-to-student experiencing homelessness throughout all of the documents the nomenclature is those involved in black or directly from the changes in gamut and the ones in red are those that we believe we're just an oversight when gamete updated the doc they are referred to the rights of parents to receive a thorough explanation from the district regarding eligibility School selection or enrollment of student or enrollment of a student experiencing homelessness as well as the rights of a parent just keep the decision until exhibit one and two are gamete updated forms for those two rights at night is submitted for first reading you think you for all of that explanation as well that's really helpful and point as to certain aspects of the changes that we should tend to also appreciate you letting us know what you what came from gamma and it might be worth once a year this is on the minds of Californians and that it's good that were mandated that excuse me that we're updating this language so that we are treating our students and our family is with the utmost care I want to go over the details I was just play in regards to this item but this is similar to what I was just describing so updating the board's bylaws regarding to agenda meeting materials you'll note that most of the content of this bylaw is set by government code and those are there's are communicated here in this bylaw what game it does do sometimes you'll see this is particularly in this particular provision is they should be restructured things for for readability for I'm making sure that current language matches again I'm your current expectations with the government code this is first read and we are would be open to a course for the reviews and revisions for for the second read there is one rather important typo I believe in the document that that's going to call out to everybody and so that's on the record this kind of little bit hard to read what's on page D of this of this policy and it's talkin about board members view agenda items individual members May confer directly with the superintendent or does he need to ask questions and a request additional information on the agenda items however a majority of board members shall and the word not has been on it's encouraging sponsors sponsorships so that items brought from board members come with to at least well I guess two at all time unless it's brought it brought up publicly so it doesn't seem like it's something that we should require necessarily because then I could see an occasion where you wouldn't do it but I wanted to explore it if I think what do I think what play I'm going to try to take back to you when I take you just be saying what were you saying that like friends since I asked for us to have a box and keep it planned and then it would then be Spa turd by me that we would encourage all the unintended consequences and different scenarios and I and I think that I would like for us to think about maybe identifying a wrestle aboard by law already that has language so that we're not I just I don't want to go too far down that route if there's a majority of our board members were not really into it what would you be intrigued if you saw some good examples a good example of a board bylaw that stated project initiated or you know whatever were talking about resolution initiated by ex and Cole initiated a co-sponsor i y I would beats up it's part of that I think it's really important when board members collaborate and work together on initiatives and if we can find the language that would be nice I think that will be doable I agree that it's nice to see the collaboration and to douceur De through you know whoever initiated it but the reason why I kind of feel like it belongs in the handbook also is because the reason why this bylaw is here is to clarify legal like Al oversight committee it's important to note that typically these types oversight committees are initiated 60 days after a bond passes however there was interest by the board to establish this Committee in advance of the election and to be to identify the slaves to be able to increase accountability measures in order to support the steps that you are taking to to to work with a community and to demonstrate greater in accountability I'm so the resolution indicates that we will increase the number to 15 members that again it's subject to the passing of the bond and I'm that you're doing this cuz right now we have the the assignment or the suggestion or whatever you want to call it a site representation and when these folks age out of that site or leave that site but they're still in our district they like do they continue representing from that site or do we need to appoint look for a representative from that site and I could see that like okay you know they're going to serve out their terms but at least they're still in the district they still live in the district wait that's one of the that's one of the requirements that they're still live in the district but they're men to serve out their term or you know now that's leaving that's light without representation and what are we doing about that so if you have anything to say about that I would love to hear how we can move forward this were mended or not mended up depending on what your suggestion is remember to Loretto I apologize that I didn't add the information to the spreadsheet I did work on it and we added that information that you so eloquently summarized 25-point score of the bylaws and so that level of specificity that you are requesting I did work with legal counsel to include and 5.4 of the bylaws so we Yes Boy by President we are bringing the can reading of introduce tag transfer process 511 6.1 on for your action this evening I have a brief presentation with this particular process it was important to be a collaborative effort between the EAC task force to go look at services are dual language program of course are ffss where are permit in the enrollment process expertise live you have a hard copy in front of you and there were an intake and Mr Guerrero for for those two errors out this is about an open enrollment intra-district open enrollment is not considered a permit and there were two areas where you still have permit and that was on page 3 and 4 and it's in yellow score correction so the decision so this these policies were last updated in February of 2018 and we needed to take them the next time please miss Rebecca to align enrollment practice and this policy to enrollment timelines for the decision was made to wait until fall of 23 applications for the 2324 year were or published inactive we reviewed damage policy it is the same protocol with bold and black and strikethrough and the red what language is I'll talk about is alignment with our dual-language application process so no current in terms of change of of language in Gammon however so in order to ensure that priorities next one miss Rebecca for enrollment in the district schools are implemented in accordance with law and board policy applications for intra-district open enrollment she'll be submitted according to the one more mr. back one more thank you so these are the dates when we do have our or permit and inter-district process resident expert trintellix cattle in the in the audience so we made changes with our goal is ultimately what we've identified some Equity gaps in our dual language Gramps and so in a in a tiered approach we're taking a look at the data the enrollment data who's sitting in our courses who's in Spanish Immersion who's in Japanese not a pending cuz we've got you know program that have been in our district 52 and 32 years of respectfully respectively but looking at enrollments of non in Buffalo native speakers to buff up African-American students of what might be due to look at in a line practice with policy so we are we changed the timeline did here in terms of enrollment date we looked at the language of the list of expiring the waitlist expiring 10 days after the first day of the school year you know teachers have reported that there were any later than that in a dual language setting is highly highly disruptive and so we added language for that we added language about really helping parents understand families understand that which learning is a very complex kill we we had time with our dual language specialist I could Palmieri who is been amazing and educating us she has made it presentation to the AC task force and last night she made a presentation to the black family Council we're just continuing our learning about dual language and how to get more students involved so we adjusted some of the percentages so space available 50% for speakers of what is called the Target or partner language do the Japanese beginner Spanish-speaking applicants have determined the home language survey still up to 50% spaces will be reserved for non-target or partner language applications also determined by the Home language survey so initially was 30 to 50 and then the second one was 52 70 so we we we made some adjustments in terms of of a 50/50 I'm we talked about the the next next Rebecca and again and again one more thank you so this the spaces available piece in this is it's it's 11. I'm hope I'm not losing the ability to articulate it effectively the we have low enrollment of a target language native speakers in Arabic immersion program how do we build that up how do we expand more opportunities for other students of color to access our do our which dual-language program we looking at data at both La by yonas sipi as well as in El Marino we are taking a look at one more Rebecca please we are this this kind of funky looking map is one that it was in the effort that's his office and we cannot find another one in the district so just to just took for you know initial site that orange to the right is the El Rincon boundary the yellow Islamabad Rihanna the pink is Lynn how the green is Farragut and El Marino doesn't have a boundary so this is the existing boundary map a board member Carol asked about this I only go when is the last time it's been updated and we think so I just bored and wants to the superintendent would like to discuss this or not we just wanted to make sure there was an understanding of these large areas cuz this might help one more Rebecca this might help explain some of these numbers so we said El Marino is does not have a boundary per se so what we have here is the percentages of students from other elementary schools transferring in and out of our school so you'll see El Marino has a total enrollment of 780-6589 or residents and outside of that others are in District transfers you've had this last year 96 students came from Lynn how 311 student came from El Rincon which has the largest area of all the students in the Yukon area apply went to El Rincon we could not accommodate them. We had 101 students transfer in love Iona 79 and then other number happy hundreds of what you have there is the breakdown of intradistrict transfer switch is something we want to interrogate and take a look at it and make sure we're looking at things from Echo when we want to maximize our parent choice as well as as build up our dual-language program as to be accessible to also this it's very slight tweaks but this is an area that we are exploring and I am open for any questions anyone might have thank you so much that presentation this is very important information so to have the staff presentation is really critical I'm glad we didn't just you know go through second reading and approval I think I agree thank you very much for the work on this a very much appreciate just looking at the text the little intro paragraph at the top and the the part about SST and determining if it's a good fit Christian in the dual-language program not my addiction but I think it's a good one and I appreciate just moving away from the permit language here as we saw there was a member of our public who is confused tonight and didn't understand the difference between an introvert and an interdistrict permits I'm going to these intra-district permits are all Culver City residents may be going to a different School than their homeschool but the members of the public sometimes the public gets confused about that type of thing, so that the more that we can differentiate the language I think it's just avoid those unnecessary confusion on the part of the public so thank you how's your questions that no problem but do you want to go ahead and move and I will also move okay great so now we can engage in some further discussion I do appreciate the language here on the 5c in the AR language about the principal sorry the asst team in agreement with a parent May determine that the language program is not the appropriate program for the child I think that's that's real importance sentence because we need to have parental agreement about and I wanted to ask if there was any other language that we needed to be considering for students does this language what would this land cover so for example of a child with disabilities with this cover a child with disabilities with this cover saying I hate this might not be the appropriate in the parent in agreement will say okay we'll go to a different School yes it it would improve the IEP processes was a student with with an IEP but parental and put a safety coordinator mtss those who provide intervention and we had our cell phone directory assistance to Deanna sinfield in one of our meeting to help she had she gave the clearest explanation I've ever heard about language students with language needs in a dual language setting and how does her to parse through bad so we're because you know students with disabilities are also under enrolled at RNR wall-to-wall El Marino program so when we when we have cuz you know there's a few parents who because language-learning is complex get to a point students are struggling they're not accessing the you know we don't want kids me some struggle productive struggle is is is good but when it becomes apparent we need to sit down and look at data have conversations about what's the best separatist kiddo collaboratively and then based on where we have space in our Department of Family Services maintains that dated in a student can be true everybody has a clearly defined process which we think was was slightly lacking needed to bolster that up thank you okay thank you I appreciate the changes could I hear a little bit more about the conversation you are having about permits versus open in Rome and the technicality around that but it is a permit right well it's a permission for someone who is already in the district to go to a different School within the district is there like a I don't what does a legal definition but we tend to talk about permits casually as being someone from who his residency is outside the district boundaries coming into the district and again with the confusion you saw what the the number to the public tonight just not using the language of permit to describe a copper City resident going to a different School helps clarify clarify yeah which which which type of change were talking about the updated language from gamet identifies this is an intra District open enrollment until if they okay there enough we've been talkin about permits in you know in a negative way and I think that that's what's really keeping people off in terms of like like this is these are not our students and all of them are students and so we just want to deescalate that language and make sure that we're telling folks that these are our this is how we conduct a and not not releasing right students from other districts and that's that's a permit to one new release students from districts to go to another District that's a permit and this is an interdistrict the information about a corresponding to the update from the state is important for me the you know permits are kind of my jam I'm sure. your eyes like no no no no Kelly at the great everything's fine I don't want to hear any more about you and your permits but I know I have desires and thoughts and concerns and you really like eluded isn't even the word you got at it with the presentation I really appreciate that I really think it's the work of this board to think about what you showed us tonight I understand that. changes are really important for this moment that
