Coronavirus it's Williams are we ready Freddy be ready for us yeah but she's Miss Williams are we ready can you hear us in the room thank you so much can the board members and pretty pretty please Masala Missoula are you ready to begin yes a good evening everyone today is April 25th apologies for not being in person we are attending a conference by our partner csca California School Board Association that is in Washington DC and for that reason I'm going to turn the gavel over to buy spreads dr. Burke ENT to chair the meeting today okay thank you for the president's good evening everyone in vice president dr. Kelli Kent and I will be facilitating the meeting today so first we will roll call her trustees and they're all present here as you can see we have two members on Zoom board members Guerrero and for president Amezola and if I may invite one of our community members to lead us black salute come on over if there's a microphone here okay alright, come on over you can come see it in the front all right Lego videos for which it stands one thank you so much and we'll move forward with item 3.3 which is Our Land acknowledgement board president on Missoula would you please thank you so much as we begin our board meeting I am calling from Washington DC as I mentioned at which sits on the sister lands of that Anna costumes also documented as snot couch and the neighboring because the wall and two people my colleagues are. meaning from the traditional territory and homelands of the keys and Gabrielino Thompson people who live on and cultivate the land for thousands of years the word convey mean people of the Earth J & R board agenda we will review resolution number 39 at 10.7 the gendarme regarding the adoption of the environmental policies aligning with the nine pillars of the Culver City Unified School District Green New Deal and commitment of the Culver City Unified School District to sustainability policies which state at the very end be at for the resolve the district and then stood here tubes and integrating the green New Deal and every decision that involves environmental health safety and sustainability so in order to do our community justice as the world suffers from an ever-increasing Global Climate crisis ccusd must have. These procedures procedures that is taking a small steps in the right direction to honor and protect the lamb we were in place and finally I want to take the opportunity to do this land of lost acknowledgment and encourage our district to take critical steps towards working with Native communities to secure a meaningful partnership an inclusion in the stewardship section of their cultural traditions and homelands with take a moment to honor these ancestral grounds that we are collectively gather and support the resilience and strength all Native people have shown worldwide thank you so much for the opportunity thank you for the president on Missoula so I appoint for his Public Announcement of actions taken by the board and closed session there were none and soda point I need to take a facilitators point of privilege to get some organization going with the body here so if folks will bear with us while we have a brief conversation we have four areas on the agenda tonight for public comment they include items 4.1 4.2 both of which are initial collective bargaining proposals and they are between our classified Union Ace and Ardis ccusd we also have items 7.24 members of the audience items not on the agenda we also have items 7.64 members of the audience items on the agenda so in conversation with the body I have some thoughts on how we can handle these four areas and we do have many speakers that we want to hear from tonight and so I want us to be thoughtful about how we can include all of the voices that have arrived today and so I wonder a couple of things so we have two public hearings and they are both regarding our classified staff I thought we could take comments for those public hearing for the suggested 20 minutes each but I wonder if that's either of those will need to change or both of those will need a change because of comments that are here on but it is not clear to me whether the bulk of the comments are regarding classified staff matters or certificated stuff batters so I'm wondering if members have thoughts on that if they could contribute to my thinking on how to handle that I was thinking in 20 minutes for 4.1 and 4.2 each dr. Kent currently I don't have any speakers lined up for 4.1 or 4.2 the majority of our speakers are 4472 items not on the agenda has any bud needed to change their mind or submit a card for 4.1 or 4.2 now would be the time to do so if you could please okay okay without so far for 4.1 4.22 20 minutes maximum each and if there are many speakers will do two minutes per person and if there are few will do 3 okay board members online okay thank you apologies one question is are we going to after 20 minutes are we going to deal with the people who raise their hand or purse in their car well for Pub hearing we are hopeful that we will not have to cut off speakers because we are anticipating most of them for 7.2 + 7.6 I'm and I'm not seeing gestures to the contrary okay moving to 7.2 so these are items not on the agenda at this point it seems that the bulk of our comments are on items not on the agenda and so I would suggest that will take comments for 2 minutes each and I wonder how the body wants to receiving comments in terms of a time constraint and actually I meant to open this conversation by saying I have immense gratitude to our colleagues and the and the superintendent for advocating for increased funding from our federal government for all of the prices of funds that they provide to us in Washington DC so thank you so much for that it's really important that we do that work because the budget is absolutely the bottom line and then with that we need to acknowledge that we're proud we going to have to end tonight's meeting before we've completed all the items were probably we anticipate a journaling and reconvening at a future time and that you know it's something to consider as we consider our public comment because want me to take up the rest of the items at a future date so with that how would the body like to handle the members of the audience items not on the agenda shall we take 2 minutes peace until the comments are exhausted or do we put a time limit on this 7.2 I am working through them right now so what time is the cards are submitted with multiple numbers on them so I am locking them in right now I believe there's one two three 455 hands brace yes please but I do think we should listen to all the contents what's a right now we have almost 10 hands race on Zoom and many hard and socially consider 1 minute I'm hearing one member in favor of two minutes with no time limit and Missoula are you able to contribute your comments or mr. ezidore or Miss Loretta yeah I can is the board president done giving workers are you done giving comment and I can go ahead and and give my opinion I think that we should have two minutes each we need to carry Silicon Valley okay I already I also support that so I'm going to go ahead and just move on to the next point now since we have three members in favor of the same thing and then so Friday 7.6 with members of the audience items on the agenda do you have a sense of if there are many comments yet which is on the agenda so far 7.605 got 3 I want to see for there are fewer of those there's going to be a handful vice president dr. Kent may I request and ask that we in terms of the agenda and the order we ignore it's the awards for Thomas with that face will absolutely be doing the awards first yes we do need to get the public comment sorted before we move because the first items are public hearings and we need to get them out of the way because we haven't even adopted the agenda yet so I'm going to ask one more time for public comment on items 4.1 and 4.2 to please come forward or raise your hand and if your hand is currently raised. We are going to assume that that is for 4.1 or 4.2 Zephyr Mr Guerrero whose hand is currently 6 I am comfortable suggesting two minutes per speaker 30 minutes for those items can I have body and put colleague and put on it it's only taking about it there's only about 5 and we are closing, and I would prefer that we go three and give them the full three okay other comments on that items on the internet you only have cards of who would like to come in and I don't know who would like to come to unzoom time to send open pricing numbers putting a time I'm at others for president and mr. Guerrero please the second president yeah I am I understand the concept there but let's see how many boats we have at that point a person without a time limit if that's okay for now first first first riding a suggestion so now what we need to do then we will adopt the agenda it may be amended at that time and then we will prioritize students so we're moving to item 4.1 thank you all for that small negotiation process the following information regarding the initial collective bargaining proposal for the above-mentioned must be presented at the April 25th 2023 board meeting an open preferably in your open opening comments maybe I didn't mean to read that part the correct the public hearing for the association of classified employees and collective bargaining proposal to the Culver City Unified School for the 2020 to 2023 school year is now open at 6:34 p.m. the initial collective bargaining proposal from the association of classified ways for the 2020 to 2023 school year has been presented to the CCSD a copy of the initial collective bargaining proposal from Ace to ccusd is available on our district website comments during a public hearing should be limited to a store 223 initial initial bargaining proposal members of the audience who wish to comment on other issues including the bargaining process or past bargaining proposals should wait until public recognition it is our goal to hear from all of you who wish to be heard we now play members of the audience to address the Board of Education of the A seneschal on the a cynicial bargaining proposal to Ace for the 20 22 23 school year and we're taking a moment to be sure there are not comments on cards about 4.1 I still don't see any so I think that we're okay with the 4.1 and I went there they don't pan I went through all the cars all right the board of education has heard your comments and concerns and we thank you. how much for your input the public hearing is now closed at 6:35 I will now move to item did before again okay thank you in preparation for the 2021 2022 negotiations I sent the following information regarding the initial collective bargaining proposal for the above-mentioned must be presented at the April 25th 2023 board meeting an open session preferably in your opening comments the public hearing for the ccusd Mitchell collective bargaining proposal to the ace Association of classified employees for the 2020 to 2023 school year is now open at 6:37 p.m. the initial collective bargaining proposal from ccusd 2020 to 2023 school year has been presented to Ace a copy of the initial proposal from ccsd2 AIDS is attached comments during this public hearing should be limited to the ccic 2020 to 2023 bargaining members of the audience who wish to comment on other issues including the bargaining process or pass bargaining proposals should wait until public recognition it is our goal to hear from all of you who wish to be heard we now invite members of the audience to address Board of Education regarding the ccusd bargaining proposal to the association of classified employees for the 2020 to 2023 school year I do not have cards for this, for this and I do not see any hands the board of education has heard your comments and concerns and we thank you very much for your input the public hearing is now closed at 6:38 okay now we will move the item 5.1 I will entertain a motion move to prove that's not where I suggest my amendments right we can do it in discussion to approve I need the question yes I would like to move up Awards recognitions and presentations of and well not move up but move up specifically the the citizenship words before everything else so that we can let go of the our youngest dollars here other discussion consent item you are reminding me that we do need to put item 10.4 I'm so so the Amendments include moving 63 up to be in front of 61 and removing 10-4 are there other amendments to the agenda yesterday I be permitted Rincon Elementary School we would like to bring Avery Clark forward Avery Avery Clark is a scholar that works incredibly hard every day every especially loves math and solving CGI math problems the best part of Avery is her heart you won't ever see her angry another student and she is friends with everyone including adults Avery is always there to help other students who may be having a very hard time in or outside of the classroom Avery is a good citizen who there's about those around her and a model student at El Rincon she continues to soar and every way congratulations Avery also from El Rincon please join me in congratulating Bruce got the coat on Bruce Lee Keller scholar and a friend to all strong leadership skills is thoughtful and works above and beyond to excel at any task he is given additionally Bruce's a member of our math Olympiad team Ruth is a skill is skilled in martial arts and proud of his Filipino Heritage he was thrilled to share his talent and culture during the El Ricon Multicultural celebration Bruce exemplifies what it means to be an El Ricon rocket gratulations Groove next from Farragut Elementary School please welcome Nia Naya Naya Brown is a ray of sunshine she is friendly to all her peers and plays with everyone true to herself and honest one can always count on her she is understanding and full of creativity her teacher loves to see her play with her friends and laughing contagious smile and laughter that brightens your day she is an excellent example of someone who shows respect responsibility and works well with others we are all so proud of Nia congratulations next we would like to welcome Jacob Kim Jacob is a bright and enthusiastic student who brings positive energy to our classroom he is always eager to help his classmates and uses uplifting length to encourage them to take risks and try new things whether it's climbing the monkey bars during recess or sharing their ideas in class discussions his positive attitude and Leadership have made him an important part of our classroom communities we are lucky to have him in t k congratulations Jacob our next recipient is from La Ballona Elementary congratulations Leonardo Gonzales Leonardo is a student who embodies what it means to be great citizen he conscientiously participates in our classroom and school activities he also encourages others to be great citizens by has earned the Citizenship Award for his continued hard work this school year he is a role model in our class because he is a self-directed learner and respectful student to his fellow peers adults discussions and presenting environmental advocacy to the class as well the green ambassadors at our school during our weekly stem challenges we have seen his love for Learning and emerging leadership Stuckey vice president I'm sorry can I take a moment in addition to the to the memo that we're going to get for this award at may I also suggest adding diversity we have many students from diverse backgrounds and our site literate and I would love to add that in the description bye-bye literacy is that what you're asking for board president by literacy okay thank you for president thank you my apologies I didn't go to the body for comment first I now welcome you to the phone Mr stacky it is my B is my pleasure to congratulate and thank mr. Royce tacky and his team of dr. Kelly Tarvin and Ms Delilah Gonzalez who helped to fit with the WASP accreditation it was the true epitome of teamwork and it was led by Mr stacky so we wanted to take this moment we congratulate him and the team and give them a huge round of applause and it's Mr stacky we have Butte cool certificates headed your way but would you like to take a moment it and say anything as as we applaud and commend your work sure thank you and thank you all for this this time in and an honor and it's been great to I have this this experience and I definitely want to thank all of our City High School staff and admin and a doctor tired of it and yes that Lila and our team it was play Heavy work but everyone stayed behind me and that's what I really appreciate it everyone said whatever you need we're here for you whatever we need a right where we need to happen so I thank you all once again for this honor and forgiveness through and we look forward to the commish sending us our official a pleasure to learn about what a success it was my second round while being on the board but also I've participated and I know you have two on both the accrediting side as well as the being the review aside and it's it's no small task on either and obviously a lot more intimidating when you're the review e and it was an incredible process to participate as a board member for a second time around for our public this is our accreditation it's a very critical part of maintaining the work that we do with credibility and then our graduates can go on to be successful so this is no small task it's a huge deal and what the team undertook is tremendously enormous and we're immensely grateful so thank you so much okay getting back into the swing of this I think we are moving on to public recognition and with public recognition we are moving to item at 7.2 this is items not on the agenda and I will be calling names am I ready to do that yes there are 26 in the room and now we are seeing hands go up in the zoom room and again this is for items not on the agenda if you have I am assuming that everyone in the room has given in their card so I think that you might want to close mention the we can Hands-On Zoom because we're going to close the public comment line just making sure goodness as things move around I'm still seeing 17 so I I'm going to call it at the 17 better online and we will take our first speaker thank you mr. milky psychology and sociology I live here in Culver City my kids went to Culver City Schools been working for Christian School since 1979 have given my entire working career to the students of this community and I will say I am more concerned about the future of the district today then I have been at any time since 1979 the concern and thank you we got an 8% cost-of-living adjustment from the state which by the way there's only been one that's been higher than that since 1979 but the offer to our team at the table was 2% and at the same time the superintendent was give a 5% raise these numbers these numbers concern me we're all concerned I'm also concerned having worked at Culver Park High School for 19 years or so that we allowed that school to close leaving students who needed it without it but yet we added another assistant superintendent and more district managers you and the old days we didn't have assistant superintendents department heads at Irving Place directors we have not and now we have four that's a concern I'm concerned that we're farming out the curriculum what we teach to our students to canned online Pro sounds like Apex Mr ezidore at the last board meeting I think your comment was something along the lines of students hate it something like that I'm a fee misquoting but I'm concerned what we're teaching do we really want to farm that out to canned programs I'm concerned about farming out Counseling Services I'm sorry that's the one minute it just says the hosts would like you to unmute okay we're going to take a moment just to rectify that cuz we want to make sure folks know what their timing is I've only got 45 minutes more of, thank you to a group that charges $225 per hour up to $4,000 we need more counselors we hire more counselors then we can oversee them evaluate them supervise them which we don't do currently with this group and then yes I reached your time and I hope that we can move to the next weekend thank you very much thank you and I just want to let folks know that we really appreciate the apposite important because we do want the enthusiasm when you deposit during the comments it's hard for Zoom speakers to hear Zoom attendees to hear the comment or so if you wouldn't mind waiting until their comments are complete it would help us the zoom audience here I just want to also education in my 17 years of teaching I have never felt more devalued with all the current criticism from outside of the public or the education Community it is from my own District leadership where it had feel this devaluation 2% to the Greater ccusd Community listening please know that teachers want nothing more to be challenged and developed professionally but the first step is creating effective professional development within the construct of the current calendar it's an insult to add calendar days at a fraction thanks you must Diamond our next speakers are Barbara Jung Heidi Everly and Kathy cross so and I prefer to be corrected if you're comfortable when I'm estate your name you made it to school board my name is Barbara Jung and I am the English reading intervention teacher at El Marino I like to address the subpar prefer no developments that we have received in ccusd I found the TD's to be ineffective and lacking in substance a waste of my time I'm not opposed to professional development and stocked this past be worried I woke up early to Saturdays and two Sundays for 7 hour PD's I sought out the PD and found the material that I died learn to improve my reading Intervention Program so my students will benefit from it I am opposed to wasting my valuable time to sit through ineffectual PD and on top of that now you want to add additional days of inadequate PD and pay me at Sub sub rate notes thank you you can do better thank you we're looking please Heidi I'm really a dead yes we're looking for Heidi Everly and then Kathy Grasso and then John coonan my name is Heidi Everly I'm a teacher at Culver City High School and I'm also a parent to a first grader at love Iona what you see here is a community that cares about our students and wants to do what's best for them the question is do you trust and respect teachers as experts do that the state is providing an eight-point to cost of living adjustment but the district says they can only give us 2% of that where is the other 6.2% going and why isn't it going to our Frontline educators vcusd Pace new Earth $225 per hour 10 to 20 hours per day that's $6,000 a day I am a math teacher next year it'll be 1.2 million I believe the school day is only 7 hours long how is Earth new Earth tallying these hours why isn't this money being used to hire more teachers and counselors district-wide and why is the district Contracting out State of the Union to people who are not underneath our evaluation process the district wants to add PD days to the calendar when would these days be inserted what
