snapshot of where the district stands financially and where it is heavy and I was kind of start with that caveat of it's a Frozen in Time snapshot the budget is it's a very Dynamic document it's constantly changing day today we even save some information from some legislative possible approval between the assembly and the Senate sounds like they've come to some agreement and that even have some difficult significant impacts on some of the information that is being presented tonight so I just want to just kind of start with that caveat and can everybody hear me okay and I know my throat is still a little scratch I apologize the governor has until the end of June to sign the state budget and provide any line-item vetoes once the budget is signed into law the district will work closely with the county champ lament the new budget requirements to purchase provisions and this is another kind of caveat to wear school district we have to have our budgets approved before July 1 before the state approves the budget so if it does kind of present. Kind of a crunch and just trying to utilize the best assumptions and information that we have from the state of the current point in time the best information that we have from our Los Angeles County Office of Education cuz they provide guidance and oversight for us don't make other candy eyes after the state adopts the budget the district will have 45 days to formally revise its current your budget if needed based upon information from the states adopted budget the district revises by almost to your projections normally twice during the fiscal year at the interim reporting periods in December and March is so when we get into the presentation of the format will be a comparison of the morning 24 proposed budget to the 22 23 estimated actuals which is the the last budget for the fiscal year and is the one we're kind of taking a closer look at our actuals to budget and kind of trying to chew everything up to the to the best of our ability as we prepare for a year and close which takes place in June July and August we look at this slide we are currently projecting a surplus for the 2223 estimated actuals of about 2.3 million dollars and for the 2324 proposed budget as you can see we are proposing a slight deficit of about 438 million and in the next slide will kind of go into a little more of the details and particulars as to kind of what makes up those differences particularly kind of the big line items on the revenue side as well as the miniature side is that when you look at the revenues we have an increased from 20 to 23 to the proposed budget year of about 4.755 million dollars and what is based on a projection of an 8.22% color from the state that Governor Newsom proposed and just a caveat to that point and I braids up in a remote for your projection but after all the districts went under lcff funding it's it's a much more Dynamic funding formula so you'll see districts depending on what they are play percentage pupil count is they'll get more funding based on ovulation or concentration get grass depending on what that is districts are experiencing declining or enrollment gains and it will occur for that at the district currently we're currently proposing a flat enrollment throughout the multi-year and I know there is some confusion that kind of comes into play when we're looking at our lcff bonding the state itself is experiencing a declining enrollment overall so it's not just a district issue it's a state issue so when you look at our lcff revenue for play 223 and you compare the change in the increase to the end of the next fiscal year it's not going to be exactly that 8.22% because the district is experiencing experiencing some declining enrollment currently the next bullet point the 8.22% Cola in the 2324 proposed year is based on some reductions and some of our one-time funding that we Steve and I are still in line to receive for this current fiscal year and those one-time funds the reduction came out currently to about 3.9 million dollars we're seeing some changes to that hopefully in the legislature it looks like it's going to be much less of a decrease if that ends up going through which will be beneficial to the district and those one-time fun reductions are to the Arts music and instructional materials block grant and learning recovery emergency where is well in 22-23 we did have an increase in our ELO funding of about 872000 we receive certification from the CD on that allocation and I believe it was March and so that was slightly after the second interim so we're just sharing that Revenue up to what we're anticipated to receive this year so that was an increase and then in the proposed 23:20 budget we're not including any new federal or state one-time funding sources there is a pretty significant funding source in prop 28 for RC music which we'll talk about a little bit more but that is a purge ongoing funding source so it's not a one-time Bond and then to the step and column the Clambake in cease being filled for our salaries and benefits in the coming out to roughly about $500,000 increase there are books and supplies we are anticipating a decrease due to some significant that we made in this current fiscal year, some significant iPad purchases some other technology upgrades internet infrastructure things of that nature that we've utilized one-time funding sources for and then this is a big one. I know we've been talking about in the Hellcat and we're really hoping and we're really anticipating a pretty significant decrease in our services and other operating expenditure and that's for some of those temporary Staffing services that we've been talking about we're really trying to take that boat approach and trying to bring those back into the district and not have that Reliance on those Staffing services and those include Staffing services for instructional assistants teacher Subs our custodial staff our security staff and some other operating expenditure some things for like plumbing services that we've had to use contractor services for since when and have a plumber in place so we're really hoping to really bring that amount down by about 1.8 million dollars in the new fiscal year and still there was still kind of some of the big differences and changes from closing out cheer to the proposed fiscal year for 2324 if you could go to the next light please and part of the budget is our certification status so Culver City Unified School District is filing the 2023 2024 proposed budget but adopted budget at the next meeting with A+ certification this budget report specifies that the district will meet the state required reserve for economic uncertainties of 3% in fiscal years 2020 through 24 through 20 25 26 which includes the multi-year project what's the current year plus two and so some of the assumptions that we have built into the multi-year projection or lcff Revenue are cost of living is adjustment is projected at 3.94% for 24 25 and 3.29% for 25 26 and then I can I go to your projection we are in dissipated to receive less than the lcff cola and that's due to declining enrollment and a tarada percentages are also a little bit lower than they have been historically as well and so part of that the state recognized this this was an issue Statewide and so they had implemented a three-year rolling average to determine our lcff apportionment each year and so three-year rolling average is based on the tired of your Ada for the current year the prior year or it's the average of the three prior prior years and so that's how it kind of makes that determination so when you kind of when you see our rlcf that projection and you see them going forward you will see the funded 88 amount is is kind of on a downward Trend but the three-year rolling average kind of helped districts and not fall off a cliff year-to-year it's kind of helping to soften that blow and then of course we are spending down or one-time funds and that's projected through 25:26 when you look at the multi-year projection nu-look. where did and you look at our restricted pots of money you will see that on the restricted side we are spending those funds down and utilizing those much quicker and to the best of our ability or kind of tapping into our unrestricted funds and then the last big piece in the mall to your projection is the 28th funds those are specifically for Arts and Music I know more information is to follow as to the football allowed LDA of of what we can ultimately spend those funds on but we have included those Revenue I'm out in 23 24 and and ongoing and that's based off of their allocation that we got from school Services of Calif and that's coming in at about 941000 I believe voice needs a little break so we'll start with the El Cap to an Ivan and can we hear from our clerk company public comments we had on budget and El Cap sorry give me one second in the order for our board is loaded a little acid or cats we've been to public comments for the budgets believer make a set of clarification you want only for us to First address our one subject at a time when he asked for a break for his I was just giving him a break maybe we can start with l cap and by the time you're done without that maybe he can answer the budget okay I'm just giving Grace to our staff okay so I just mr. Robinson thank you for coming thank you I mean this is I mean I'm just so you don't need to get home right now I want to say thank you for coming and thank you for your service to the community I do I do appreciate you being included in this I understand why you being glued in a mess but also I guess you know we also El Cap pack and so I kind of expected there was going to be a but you're saying that you're you're the representation for that right or mr. Levinson also sit on the El Cap back is apart of du Lac as well or do they just talk to each other through all of those notes and the input in front of actions whether to increase maintain or decrease all of that was shared with du Lac so it was synthesis of all of that input so she was also shared with the AC so that way when it was presented to dulac they had all the all the all the known information so I'm just do you like we're still a bit different than our dinner other groups where is he knows there's a chair there's a chair person in that group just like his chair person on that kind of thing I just also want to give acknowledgement to rrl cap pack he does not operate in that in that same way absolutely yeah and so I'm going to back to I think I've I've I've talked to this this idea in the past where I think you you kind of giving us a little spoiler 100 on the El Cap that I'm really looking forward to the next iteration of the El Cap because we have been talking about making the El Cap really the district's strategic action plan and you know I'm going to reiterate my request that we have some kind graphic where we are seeing how our Equity action plan our black student achievement plan our hours like all of our plans. The Entity El Cap on because that is our North that is our our guide so I'm really looking forward to seeing that and what's going to be the difference is moving from you know something that we're just being elk have compliant with versus something that's guiding our Direction day in and day out and feeling that in our culture I do have a question about you and I I don't remember this from the Hanover presentation but you mentioned about gender disaggregating by gender are we going to be it's not just going to be by gender in the future right like if that was an example or is it going to be a gender on all of the other identities important to me to make sure that sure that I captured the input of the partner groups and etac pacifically wanted gender as one of the pieces that could be desegregated by as well as an eel to doctor Smith who was present as well that race ethnicity other other factors be desegregated boat as well but there they had you know they're it and they're very and they have great questions and they said well. Do we know if it's just one group or another lesson we didn't know the answer to that. if you want to add her well GIF if I met the conversation release centered around as we look at all of the surveys that we that we offer during the year what are those demographic markers at all of I need to have so that we can compare apples and apples with removing the primary source of the conversation and which registration knowing when families are coming in these are the expectations were you opt-in or opt-out what the system so we're not colliding in the end over over serving our community yes thank you so it would be great in the future if you know I I know you called that one out and I am sure now that like that's just one sample but will be acting or looking forward to seeing that this aggregation by you know as many demographics as we as we normally do so that we are making sure that we're having a sample that is that is showing us data that you know if we need to get to a certain demographic that we're finding other ways to do that it has been highly recommended by csba colleagues to look into parsec education.com for data-driven technology help with sipsters with El Cap and they say that it has the people who have changed to this platform say it is life-changing game-changing in terms of how they get move their information into this platform it's also be recommended to use. Exchange.com is well and people are very happy when the idea of a survey burnout that came up and stuff like that the our colleagues cannot recommend thoughtexchange highly enough as well as per second occasion so I think a I don't want to take that much more time on this but do you want me to move on to some of my comments on the budget now or do we want to miss like go around around if we stay in El Cap like thinking mode and then we'll go into the budget if that's okay though I so the last two things that I want to stay is that you know I appreciate that a part of the El Cap you did discuss the moving away from contacts because that is something that I'm very aligned with I think that that also speaks to our budget or actualizing our budget in the future because when we move towards that we will be able to get savings when we actualize and we will feel that our staff is more accountable than our contractors do you also want to say that in the future and this is not how it is right now but we talked in the in our El Cap about on action items or or identified item we do identify restorative-practices restorative justice but if we are we're putting as indicated by a rat today and I'm the things that are that was that we're putting the story of Justice in the Forefront I guess because that is speaking to all of our things at all of our touchpoint here and so I just want to know bring that up and and I feel like it's it in very much in our tips and stuff like that but I feel like those practices need to come forward a little bit more but I don't I don't I think that it's not in there it's just like the the the constant the focus I think so I think you for that and I said off to remember Camaro thank you and thank you very much talk to Baxter I want to express my deep gratitude for you and everyone on your team and everybody involved with the blacks and the deal I can do the PSE and all the other committees that are putting a lot of time into this I've been participating as a parent with the El Cap for a long time and now the different role can I take me to death Lee move forward we're not where I think we need to be yet and I know you and you know everybody else knows that out of your head of an in-state testing parlance I think we're meeting standards but we're not really exceeding them yet and I think but we want to get to on the process I think I'm I'm very heartening to see several of the things that came up in the pac-10 action hearing from deal I can do things that be like specifically suggested incorporated into that so again I think it's a big step forward I know there was frustration on the PA sees part though for not being able to see data sooner and so are we doing a lot of words nothing but not necessarily basing a lot of our recommendations on data we got some data at the second to last meeting but that was kind of late in the process and I think you know the sooner we can get that data for the committee's the better I know there was one of them in Indiana in the in the alpacas and mention the beta being available November or December January the good news is some of that Statewide data looks like it's going to be available in October going forward which gives us more time but I would also like to see a greater emphasis on local data you know we give a lot of benchmark assessments we give a lot of other types of things you know we have the ability to predict attendance outcomes by where we are halfway through the year so I think there's a lot of things that we could start doing with data a little sooner and and just kind of that's one of the things I heard in end of the p a c specific and again I apologize in in Mr Carney also apologize to you and when it's your turn I read the El Cap completely that occupied all of my time for the last 3 or 4 days so I was not able to come to send you some of these and thanks in advance with the budget I got a lot of questions but I wasn't able to and I I will follow up and send you some of this stuff but just a couple of things I noticed and a couple of patterns that I want to bring up there's a discussion early in the El Cap page 3 where talks about how much money we receive in supplemental funding Avant about 6.1 million dollars and then it talks about how much of that money is dedicated to unduplicated student 5.5 million which means there's about a half a million dollars that comes in on supplemental that isn't spent on unduplicated students and that or not specifically on a duplicated students and that stuff and something that worried me for years got to ask committees that we have these groups of students who the state is essentially giving us some additional funding for because they have a lot of needs and we use them for the general benefit of our students with the assumption that these aren't duplicated students will benefit from that General goodness and I think we're doing it less than we used to and again I appreciate that very much but that's something that I'm always going to keep my eye on and then continue to just kind of point out I'm concerned specifically about the progress or in some cases the lack of progress of English learners coming out of the pandemic kids struggled but I looking at the year from last year compared to this year the Gibson English Learners continue when one would have hoped that they would have started going back up so a lot of my comments are flavored by bat and my cancer particular for that group of students because it's in a pretty easy to identify them it's harder I think to develop programs for low-income students but for English Learners at the really Define group who we can be defining programs and thanks for I already mentioned the importance of data I think one of the things that that I didn't see and maybe this happened behind the scene but I think it needs to happen more in front of the scene is that disaggregation of data when you look at for example our our dashboard over all the districts and great but when you drill down to certain student groups and I you see a lot of the inequities and things like that I would like to see. probably not  car in corporation that this is something kind of her going around broken down by grade levels because what's happening at at different grade levels is very different what's happening at elementary versus the middle school is significant. happening at the middle school vs High School is significant the same thing by school we know that our schools don't all have the same experience you know when we looked at these socks last year love Ayana for example got much less funding than other schools and so I would like to see something in this year's El Cap but going on about how are we making sure that just because love Iona for example receive some Title One money and it is a Title 1 School other funds are being withheld from them were diverted somewhere else that those funds are actually supplemental and I don't see that address in this and maybe that's happening again behind the scene but we have certain schools that have more challenges than others and I don't see anybody specifically named in here about this program will benefit this school because they need it you know we meet it still 10 to talk at this everyone kind of a level I mentioned local data I'd like I would try too late this year but going into next definitely see more emphasis on local data and how that can give us early signs of what we're doing does a couple of actions 2.10 + + 2.11 for example one is science and I think the other is arts and write down what they were those are some examples were some of that stuff mental money is being used for the benefit of all and that's always worrisome to me you know yep you're probably benefits to English learners but when our English Learners aren't as successful as they should be we should help them be I struggle with that idea of using money that's generated for them or for low-income students to things like that for the good of all there's a lot of places where we talked about. additional programming I mean this is something that I think we might be able to fix in the next two weeks I'd love to see some more specificity I like specifically what kind of programming are we offering we talked about expanding elop for exam expanding elop in and out South will not benefit unduplicated students but what about those guilty time for pulling what kind of programs will actually Target those students enable those students to be more successful likewise we talk a lot about professional development we have data on that in a week we know what professional development was offered I think adding to the specificity about the types you know what were the exact stations that were offered not just the broad categories but specifically what kind of TV work but this year I think it's an interesting phenomena when with professional development there's a there's a couple of references to satisfaction rates or the rates that folks think professional development is meeting its objectives and and was reported in the El Cap is very high and I don't doubt that but I also know that the last couple of months we've heard a lot of feedback from teachers and instructional aides and folks like that the PD was not meeting their needs and so there's some mismatch there and I don't know if it's the question that's being asked and I've seen situation for the question asked is did this professional development meet its objectives well if you say my objectives for AT&T at the end of the training I can say yeah you did a b and c that doesn't mean it's not useful in my classroom and so there's some type of mismatch between power evaluating and what people are really feeling about professional development and I think we got to get to the the core of that action to 13 I struggle with the idea of an additional Tulsa you know we are creating another out of the classroom position and we're not doing anything I don't think anything in the El Cap without reducing class sizes and everything that was described to Bella that toast would be doing is important but the impact of having a personality costume versus cutting a DL class we seem to be favoring the out of classes if it's again and again with her and out of class administrator or an out of the classroom tosa or things like that and I don't see us still dealing with class and then just the last one is win in each section it goes over what the metrics are it goes over what the goals are and then it kind of combines the goals in the metrics and so the way it's written it'll say what's the metric units using one of the state indicators and then it'll talk about what actions are touched by that metric I would suggest in the future that we flipped at and we talked about the action and we talked about what metrics measure the success of that action because what happens with the way it's currently formatted is the metrics drive it rather than the actions driving it and we find ways to measure it because when we say the metric is graduation rate great we talked about all the bills and support that but if we talked about our goal is for students to an example but we talked about with the action we might think of other ways of measuring it besides the state indicator besides the state test besides the State graduation rate things like that you know we could start identify well if our goal is to every student can read on grade level by 3rd grade we're not just going to use the cash we're going to use your teacher reported reading measures were going to use some of the data or Benchmark data that's coming from the classroom and so I think by Leading with the metrics we narrow our Focus to just those metrics and that something that we've created is probably something that you inherited or lake but by doing that it really focuses exclusively on the state metrics and state metrics are great at the state metrics come out at once and if we can incorporate more local metrics we're going to be able to do mid-time check-ins on how we're doing on these things are going to be able to have you no more course Corrections during the year so I will and I know you're an avid note-taker but I will try to send some of these to another specific there's a couple of typos I ran across the whole thing with repeating what El Cap stands for over and over and over anything and I'll send you some of these like I said I get that it's a Monumental step forward and I appreciate that very much but I know that the El Cap can be as as other people have mentioned really the center of the anchor to all our plans for Student Success in all of our plans for you no adults training and all of that kind of thing so I'm very passionate about it I wanted to be great I wanted to be that exceeding standards type of a thing I know you're committed to that and I appreciate that thank you I'm sorry I are there any of those questions you're able to respond to this time I understand that Miss McGraw was giving you some time but I was wondering if there was any way we could go back and forth but I can do control find and pull out like where we're local data isn't from his reading and in those things in the metrics or I can highlight and pull them out in the Friday memo but there is local data we did share data in janaf as soon as we had it we were the first to me up with the state's Republican report at our or daytime when it was verified and so we did create that place mat that has that 5 year of you so we can look at Trend analysis student group and I can include some more links so everybody has that we want it to be and maybe I can attach it to the next action item when it comes back for all of you because it is very important to us that we are transparent data focused and Reporting out all that we have so I would like the opportunity to be able to delete all of these items in that have been asked and in terms of the need for English Learners and professional development and high-quality professional development listen to superintendent report not mentioning the project glad cohort that have been going on this week with Elementary and secondary and I've had the benefit of attending the secondary as a key trainer it is invigorating to be able to you on behalf of English Learners and make sure we're moving professional development forward so lots of lots of good recommendations and pieces that I can make sure I Luminate for forever thank you so much I'm talk to Baxter and thank you thank you for all you you're working and you and yours is why they can get my echo my colleague and thanking Jack representation for coming out in and sharing his presentation with us and I would have helped him seeing a bunch of other groups I'm here as well I'll catch up with you I have two questions I just want to start off by maybe getting some clarity around what we mean when we talked about in duplicate it there's a lot of mention of real and I think that's great we need to be talking like that I'm under the impression I duplicated should also be representing or and how awesome is Sara boster to me I think Spike students at and she bad so maybe I don't know dr. Baxter dr. Smith of our students who are on house students you are coded by the state as low so we can do status and students who are English Learners and Foster Youth and so because those are protected some of those groups are protected by purpose that's why some of the treatments that Mr Guerrero alluded to are designed for all because you separate out a student group and say well this is the treatment for you so you design a universal one for example. The Arts and Innovation lab which comes out of the El Cap so it builds robust language and access to curriculum and experience is enough any students wouldn't otherwise have but there are some that you can do specifically but we do have to be very very protective of privacy so when we design the treatment has to be customized and Taylor for benefit of certain student group but maybe all access dr. Smith anything you want to add thank you so much and the rest I guess I just maybe we'll just go off the witness around so they don't necessarily responses from today don't even know that specific questions I just think that I would have liked to have seen again since Grosse Pointe about more local data pacifically on page 39 41 42 39 C battery do you want to see TV 42 by literacy skills I have a question about your three outcomes and I understand that they may be blank because of maybe the students and they do but shouldn't we have everything other than our AP back in like just thinking that maybe you should have been included in your other color might or not maybe that's a question you can answer now or if we have the data it sits in the cab if we don't have so because we have like preliminary data from servers and other places and it its embargo it's not opened yet so what in working very closely with laco when it does when it does come out when our next we're in a racing and cycle will report on that year 3 even though we're starting at 3 year cycle so we're a little bit of a tricky place so we're working with them to report out when when things are available and justifiable mr. Tran would you like to add anything to that order we sort of like in between two promises this is a plan that was drafted four years ago for the next 3 years or goals and objectives or will audit it's actually reflecting back probably four years back and so now we could coming to an end of a third year at the same time the board is developing a much stronger focus on using the El Cap is a platform to incorporate all of the boys priorities that simmer 12 years ago when I first came on board I've asked a bunch of goop to begin thinking that every dollar we spend on a matter of measure K or whatever it is should have a link to in top goals and objectives and we still in the process of doing that as well and so slowly the El Cap is at the point we have to honor what we've put together three years ago because it's guiding all of that do you think Edie promises up to three years ago but at the same time be flexible enough to move all of the new looks New Perspective new new demands on reflecting the board priority and budget linking to the priority to board using the El Cap SB only platform. There's two things I once upon a time we were told that perhaps let's use our African-American students we could we were told that we could use the elk app to track of African-American students and then bad we couldn't because prop 209 would forbid that and so now we're in process waiting for the county and the state to come up with an Innovative way to monitor about student supertech we are African-American students with calling them African-American soon on papers because that Miss a straight violation of the prop to do a night in the California Constitution so we waiting to get more of it there is also an expectation of how many years of English manners should be before they baby class fighting our district we began to talk about five years to be reclassified from from zero Frozen seat until they fully met the state expectation but in terms of doing so we also need to backward mapping in terms of how does that work with you 1 year to year 3 so I'm hoping that by putting all of this together we will be able to reflect the new word thinking and expectation from the board as well as galvanized all about funding and I'll discipline stay focus on the El Cap as a single-vehicle of spending of negotiating of local data-gathering including also some of the salsa data such as the conversation The Day That We Gather in social emotional a sessions without with without service providers so I'm hoping that that the next two weeks will wrap up this particular one with as much of a and information coming in that we can but we anticipating almost to reinvent the next two years what they will look like to reflect the district's needs thank you thank you so much maybe I just eat make something you have to keep using the clarity about specifics to the data. We don't have who has our pension 8rx absentee data and at what point do we where we waiting for that to come out for the estimate at the Don are your three outcomes I'll let us mention data the attendance data will be reflected in the the drop that'll float the final that's coming to you but we're calculating all that but the end of the year report is that we have it and it's going to be in there the suspension in attendance whatever date of that were you asking about for my brother tour that was a nice thing about the Benjamins potion that it'll be bolted in just last year want to take that you drill for breaking up the slide about the next out cop in the piece about mordicai purgation in the day. I need two slides reference segregation a gender reveal its great I've also just like to see gender and race and ability as well in that desire gation as well as the sites of mr. Barrow thank you so thank you so much to your whole team doctor Baxter and especially thank you to the board subcommittee I know you all have attended every one of these meetings in and done in your own write a great deal of work so I just want that's a lot of gratitude I do appreciate their this a different format than I've experienced before for allcat presentation I found it very accessible I really appreciate the way that it's accessible for members of our community that may not have as much of the attic jargon thank you so much it's a real pleasure to see us put our money where our mouth is with the with the tosa with respect to my colleagues who have concerns about the autocross from spending which here but it does actually I have very similar concerns to mr. Green Arrow about the about the English learner stuff and and if I may ask you specifically doctor Baxter if you can talk about you can say more about how the additions which was so well laid out and so will explain dinner so necessary seemed to be for English Learners in particular seemed to be primarily around communication and engagement and so that makes a lot of sense I know it's been our weakest weakest area for sure some really I want to be sure to First underlined my appreciation of that can you say more about why that's enough for right now sure I thank you for the opportunity so intern communication it was so pervasive in all of the staff family parent Community groups in terms of input and we heard about it tonight in terms of attendance and this lack of family might not know a kiddo is mr. Or day and so in order for us to be able to do that this will not just impact the student who's absent but it'll impact all students with a parent communication app it provides for language Justice because it translates into that was a a reoccuring scene is translate everything into all possible languages and we did note in terms of actual we spent over in terms of translation we are trying to we are trying to be as available and accessible as possible so one way as was already spoken about tonight to encourage English Learners to participate is to encourage families and so if families have access and communication that that is a way to help assist assist the students as well and in just that engagement piece and that would be to the parent at the community liaison is a is a person who cannot only help with the enrichment and that is where modeling after the law bayona model but someone who can do Outreach for families and give opportunity and space and chance for all not just English learners but all indicated people who might need who might need some the support service nurturing contact this is a a person who would be part-time dedicated to be able to assist in that way to greet families to be a point of contact maybe maybe a family member might not be the threat of communication and access is continuing and So a family might be more comfortable to go to somebody who speaks their primary language at the school site then someone else so that is an additional support and providing that whole system of care the other action item in regards to expanded opportunities for after school enrichment and that mentoring is particularly for English learners but also would serve and benefit any unduplicated stew you confidentially could be identified and sponsored for an after-school enrichment program or programming of the school site this has to be very customized to need to make sure that they have extra more and access these rigorous high-quality opportunities so that those are just some of the ones that that I wanted to draw a direct line she was making sure we're supporting them and partnering with OCD please I believe in the next 3 years cycle of English Learners progress checking we will utilize alpex scores as once-a-year checking on it as well as developing a clear distinctions of designated and integrated are particularly in the K5 level at this point it's hard for us to find out exactly where it where is the designated ELD the one is focusing on the 19th of the 17 stanerson DOD is actually being taught the English manor because it was really unique places that 11% of our students population is English girl that they they scattered so much that has to be a better way to find a schedule where by English Learners who particularly those who are at the beginning Journey fluency will be focusing on learning the ELD standard send and that will be addressed in the next few years and it's not something we've done in the past but I believe my my new Focus to assist a team to begin the dressing designated ELD time as well as integrated into the other subject as well cuz right now I believe that will be the biggest leverage we can push the game that five years fluency Cayman expectation World English version is it is it inappropriate for me to ask Miss Greenstein a question directly I am so sorry to address you directly when that was not the plan and I just I guess what I what love is and maybe this is not possible because we're in this iteration of the plan and we're going to be revamping so much but we know we have an English learner master plan and so I guess what I I want to know is that these engagement pieces are thought to be a real missing link to how we can better articulate our master plan and better serve those students cuz I see why engagement is important and as a no pedagogical expert but with like a little understanding I'm not getting why that's going to have as much impact on student outcomes as I feel that we need to make but but maybe somebody could see you in relation to you know we have a strategic Vision in terms of serving Arielle we really haven't been making a ton of movement and a narrative research datapoint on how communication and engagement increase student outcomes I know that that is that is regularly in the in the research so that connection to involvement engagement access we could add that to the narrative piece so your your role is tosa for English Learners right is that the right title and so like what I was saying was we were adding a toast for a provable as for boxing and she meant by we have it to a supporting Lucerne master plan of treatment plan dual immersion and so we don't need I think you're saying we don't need to add an email to us at this time or divide a class or two and a half or we are able to add an F either could divide a class or two and a half but we do have the ability and we are going to do these engagement pieces and there is lots of data showing parent engagement Community liaison attendance and knowing what access you have two Services really good for student impacts a year I'm sitting I'm telling myself what I want to hear right now that is this incredible very Innovative Californians together recommence this doctor says the server English minor Community starting as early as possible but all the way through and that we were able glad that we do have two district Key trainers myself a doctor Paul Mary and we can then turn finding over at this is kind of like a recertification so we can then go through and expand and entering the training over for others in the district at and just so you know our regular salary or regular daily right so we're very excited about that opportunity to be able to continue to kind of grow this out and and by and by when the teachers talked about professional development and the wishes that they had in terms of it in Partnership and all the other groups they want professional development done and led by them and so looks like a trainer trainer they're the experts in the field and so this is what we're shifting to there is a list of all the professional development in one of the metrics or rather we added it to the narrative cuz that's where we were asked to move it too so that list all of what all of what we've done so far that addresses the El Cap topics that actions I feel Has that privilege to be the single group Cody by law to have them even today I was made aware how long is taking to review this in what time it is and the and the point right when we bring different a different presenters it just makes the meeting longer and I want us to always keep this in mind when were asking can we hear from this can you're from this because there is a code that we must follow and then there is nice things that we can hear from the community and this is why if you read the El Cap you would see all the different committees that provide input even the pack for the El Cap we don't vote we provide input so even a score on the pact we are differentiated by the du Lac and I just want to make sure that people understand because the El Cap is an equity plan and the reason that we have an English it's an equity plan for English Learners and you can find this in the California together document that they present and it's it's so important you know there is no legislation a b 1840 that really talks about how English Learners need El Cap Equity plan so the reason we bring up and we highlight English Learners is because this is their Platte and addition there are other groups that it protects but that that is yes just want to let you know I want I want the board to understand like the emphasis of English Learners is because this is their Equity plan for English Learners and that it protects other unduplicated students under it okay to click really coming on for a purpose come up a lot for petition not prohibit us for providing programs for specific groups of students it certainly put him the way that we deal with it publicly yet we're not going to have a club for on how students but councillors can certainly know that information and do programming and Outreach and work with a I think I prevent sister doing son thanks but it doesn't prevent us from targeting specific groups of students who need the support regarding the Simpsons I I got to respectfully disagree with you Doctor Baxter and when I look at through the Simpson land side by side El Marino received $6,344 per student that's the total expenditures Rincon 7118 Farragut 6581 La Viola 7410 and how 8452 so there are differences between what the schools are getting as far as funding goes now is the highest what is a reason sure but I need to do that but I'm just saying that this is something we need to look into to make sure that the schools at the end of the middle school is 6003 you know what did the lowest in the district and that's one of our Title One schools is tell I'm in maybe we can work with mr. Carney to respond to you and give you that answer because they're going forward we are approaching funding for the sides with a knife or not reducing the funding that certain schools get because they get a little extra funding of federal funding download images of last night and one of the words somebody talk about with impact and I think that's why it's important to be able to measure these impacts and talk about the impacts of specific programs because going into next year or when the the various funding sources drop we're not going to be able to able to do all of the things that we're doing this year and we need to be able to say this program has an effect this program has Cinema fact therefore we're going to choose to continue funding a certain program until we need to be able to trace back to Pacific programs which ones are having impact on students rather than just kind of a general we're doing seven things for English learner they're having an impact or not are we talkin about like more specific funding targeting each of the school sites are you just talking about kind of in general because I know when we look at student teacher patient ratios across the school sites you know what we're making sure that all the class sizes are you know within the certain requirements and whatnot so I think maybe some of the differences between the school sites might be for example in how they have a you know much are special ed population and so the cost to educate the students is a lot higher certain other schools might have you no funding from maybe a PTA Source or something that may be at another School site doesn't but I think when we were looking at our school say allocations and especially the ones for their unit budget their student achievement budgets measure K things like that we're really making sure those are Equitable and we're looking at the beds that are for those Schools Enrollment and then also enrollment by Aunty placated out as well so we are making those allegations based on those numbers and I do just think that should be part of the discussion you know so there is no doubt about this supposed can see that it is if everybody's getting the same amount of the same allocations are proportional based on need that that's part of this discussion and we have a school school site budget allocation spreadsheet that all the school sites have access to be updated on a monthly basis with payroll information actual information from purchase orders and actual expenditures so be that data is readily available it's IMAX by the school sites on regular basis thank you so much I want it I have a question today we heard from Miss Auto saying that we don't have a specific type of fast what was the type of stuff they were asking for that did anybody take an hour believe it's called the Community School coordinator or lease on someone who is that you, as the student her student needs speech and language support in Spanish I took take it back so wrong statement okay so it was a special education 884 El Cap, it was regarding the liaison which has been presented her parent comment was regarding special education services in preschool special education services in preschool yes Speech & Language specifically okay so we don't have a plan for write Speech & Language in in language it wouldn't be in the it would not be in there but but it doesn't mean that it's not something we didn't all take note of and in are going to follow up on okay alright so I would say it's it's important because I don't think that this is the first time that this has come before the board and I think it's Morton for us to take account that we have two dual immersion what we have one doing mergent and one immersion program and we have the middle school that has the immersion I'm also and and that we we don't have special education in that it language in the end that perhaps we need to consider that and that would be an in classroom person we do have Sam in terms of speed language it could be pushed in or pull out the services I wonder if we might talk about this offline didn't want to be really careful about talking about a child publicly so okay yeah no I totally understand I guess for me I just want to know what our services that are missing that none of us gathered right through all the input and so I would love to talk about like what are we missing then I think for me so I read also California together in one of the things that they continue to talk about is to throughout these Rivergate the English Learners and to ensure that we see their progress right the level one level to reclassification long-term and that to see their individual eyes plan right like what is the play for these students these students these students and that's something that I think it's missing from here right that that individual care to ensure that students move that are at least I didn't see it the I think the last thing I want to say in this is actually going to be an  for mr. Levinson for for coming and as we reimagined El Cap for the next year when we have an English learner specific goal California together offer some examples on what that would look a simple one be like within five years students will be reclassified write it if not then they would go into the service it's right and I and I just want to us to really consider that this is language Equity plan right Bell cap stated by a code and yet we don't have a single Focus goal on English Learners so that would be my Casper D like to think about if we can have a goal as as a future as we think about the future just got him out specificity for students with disabilities we could have the same discussion about specificity for on how students or students in the Foster system of things like that I think at least me but what I think I'm hearing from other sources to is just a desire for specificity for some of our are stupid groups particularly those that are historically less served by our system and less successful something different than what I was saying is that this is an equity plan for English Learners and it doesn't have a goal specific so that's very different so that's what I was saying so I'm going to move us now to the budget are we ready okay so we'll start with Miss Laura do I look for all right thank you for staying the screen sign the motion of steering or the D the action of searing is like this constant making adjustments as you're going along and the need to use you know in the El Cap as well data information as you're getting it is like so keep making you you don't make one big motion you you and Doctor Baxter are making 100 million you know small adjustments to keep on course and I want to make sure that our public knows that what this is is a moment in time and it doesn't include a lot of things that you know we're still moving Parts things like grants that we are still yet to receive reimbursement that we are yet to receive all the I would say that there are some things that we know with a very high level of confidence that we could probably know including there including to Transportation plan reimbursement for this past year that from what I I understand from superintendent it's once we have already applied for it it's kind of unheard of that we wouldn't get it back and so these are things that as you are doing your work are going to be actualized I'm at Adam and like I said before they mentioned about the the contract as we are moving that into our own staff we are going to look hopefully better and better as we are going along and I think that we are still really relying on you know my intention is to still be hearing from our Community Partners about advice on you know how to move forward with making budget decisions and this is not an indication of isn't so much an indication of all of our values more of an indication of what we need do to be compliant In This Moment In Time that being said I also want to mention the transportation thought on here the anti Bear by a grant is in on here a future with we supposedly and I don't think this is ever been said in public but we're receiving a dishwasher facilities grants as well yes but we haven't gotten that money deposited in our account Rihanna on the whatever that happens to be in the future so it's going to be nothing but again this when do we know that this doesn't know and conclude that and so I just want to personally do not want to dismiss any concern thank you so much I love you sir I don't want to dismiss any concerns but I I do want to recognize that this is this is trying to become so I am when we are speaking to our Advisory Group like see back like measure K in the future I think that what we what might be helpful is having also the the ways in which that they can feel like if this dude this is close to in my profession it's close to are time when we received this ourselves it's not like you know the word is getting this like so much earlier than you know the public is we're not I wish we we dead so that we can start timing better but this agenda is a heavy lift in terms of reading I think that we need to work with our partners in order to increasing the transparency that they are we may not be able to give them like everything but what we can do is to work more on working budgets that are easier for them to actually give you better advice advice but this I don't think that this is the area where where it is right now and I think that I've said this before I think maybe with the with the second interim report when I had mentioned this is a Compliance Document NADA in a budget advisory document so I just I just wanted to give a give a little acknowledgement to our our partners. This is that these are two you sis and a when I think that in the future when we do do these kinds of documents or even in all the multi-year projections or something like that is that we do caveat that the things where were saying like YMCAs in there the big thing that's not in here is you know just you know we're concluded and things like that and so you know and after all after you update all of that and it becomes more meaningful in July we do need our partners to to chime in on that stuff and it am I getting that timeline right in this document so we do have the tentative agreement with the bargaining units however we still have to prepare our ab-1200 are public disclosure documents which take into account what are our current budget is and how those cost impact it and so those document go to Lako for a formal 10 business day review and so they look at all of your assumptions they look at the cost of your negotiations and they basically you know provide an acceptance what kind of a denial if there was something in that document where it looks like a weed we don't believe that maybe you are going to meet your 3% required Reserve in that out year they're going to ask more information they might ask to the district's you know in concert with the board and cabinets Etc to kind of come up with a budget reduction plan if necessary and kind of formalize that with that document and so that's that's all part of the process well and so that whole Lake overview of that proposed agreement has a pill yet so it's not incorporated into this yet but that is where we're going to be preparing for it, so I guess I have two things based your two questions based on what you just said one of them is generally sit in on TV back no that's I've sat in here and there for information items but that's contact vs Dub C B O Okay so if they had questions directly would is it typical for that to come through CVS well currently superintendent mr. with for next year there's that 3.94 and 3.29 + in the out years but when I look at like form one it looks like we're still using the lower number from the second interim to estimate lcff revenues for which or for or next year or next year yeah it's page 23 online when it talks about the difference from this year to next year 263 so 80 million to 44 you don't happen to know if we stopped in the newer higher color 8 or if it's still the old one Waco it updated that one so I was saying the reason why it might not directly translate to the the 8.22 per cent is because the Ada that were being funded off of it has less and then this year so but later in the MIP page 112 get specifically lays out a 1.36 + a 2.06 so are those not adjusted yet and I do those are ingested we're not getting the eight point or whatever the full cold amount is because we're not be fully funded up over a t a s o r a t a is still but we're being funded off of is still currently finding so if we were getting let's just say for example off of 2223 are funded 88 is 6008 + 1 you go to 2324 physical are funded Ada is 6634 that's a pretty significant drop in the actual amount that were being funded and so that's kind of the difference between an 8.22% does what Arcola okay percentage actually looks like okay so what you got in the nypd's then reflect not just what the estimated Cola is but also changes in a correct Lego has recently in March updated all of their lcff calculator worksheets is what which is what we were are pretty and so they factored in that hire of being funded off the current year prior year for that 3 credit out of your bowling average and so that's taken into account in the multi-year projections gochenour 2.526 okay thank you a question on page ten there's something about doubt it list spared in this big chunk of money that gets transferred out for sped there's a big chunk of gets transferred out for maintenance but I know we also transfer out a little bit for cafeteria a little bit after preschool Adult School are those not listed for a bit to go to reason we don't have any projected contributions in the general fund towards I do hold a dorel CD or any of those type of program okay so no Ted o c d in Food Services when you look at the budget you don't see any actual transfers out going into those funds these are just contributions within the general fund to these programs for special ed for example this is our local contribution because we're not fully funded on special ed with our federal and state dollars so this is just taking into account the local contribution basically from our unrestricted general fund to cover the cost of those programs okay with cteig we have a a local required match for those fun so we account for those and it locally restricted resource code and so that's how we kind of keep track of are we meeting that at cteig local match and how much is the district contributing from the unrestricted side towards that program so that's what tennis displaying be what is an s i a beat that doesn't show transfers in the general fund and look at the top column down to adult education Child Development and cafeteria so the only thing you're seeing is a transfer from 40 to the general fund so we have to see some other transfers out those are for for indirect costs so that's the general fund being able to charge other programs indirect cost for all of the administration that the general fund has for those programs such as a payroll purchasing all of those type of some of those thank you and then do you explain answer Miss Loretta question so if we approve the city ft the certificated tonight 10 days and all that it's still probably not going to be in the late June budget right correct okay when we do the revised budget if all of that information is in place and I'll be happy to update it at that point in time if it's not we will update basically that same budget revision document that we provide to the board cuz that's more of an internal document they don't have like a formal State software for you or Matt for you to make those actual revision revision so it's more of an in all document still work were costly update update in that document anyway so it will be reflective of whatever the formation is that we have at that point either way it will get updated with all of you in a little bit reflected at least by the first okay and I didn't know where it comes from there's also the calculation one of the big issues this year has been the fact that we spend under 55% for class trips classroom uses I noticed that 22 2223 that actually get to revise down a little bit further we are going to toss around 54% or 54 and a half percent but it looks like it's a key down to 53.9% I know we just got the letter from Lego today saying they're going to pull out a little bit of money and put that towards a restricted tours to the teacher salary but already looking at next year we're still at 55% the projections 54.97 far away but it sounded at 55% how do we get that about 6% of them to do for estimated actuals 42223 is in that document there is a column in this is what we did when we close the books for 2122 we looked at programs that can basically act as reductions to kind of reduce that denominator in that calculation and so we're going to do that same exercise again so it's basically it's state and federal program dollars that you've received in that year that you did not spend on teacher salaries so we do have some of those programs where we might spend them on instructional aides or they might be spent on you know both of us. why is our services another operating so we can take that and kind of reduced that number further to whittle it down so that's an exercise that we do when we're close in the book it's something that the Auditors looked at a bear make sure all of our Productions were accurate to that number and we'll be going through that same exercise 99 5397 is the percent however I did find that if you go further back that under explanation that there is already an explanation saying at this number is going to go up because and I'll tell you what page one this is very very important because we hear from our community at all the time I just want the community to know exactly where those pages are so if we go back to page finding the page number is 136 and says that that do to anticipate a significant decrease contractor services for temporary staffing needs so basically right there a saying in 99 we see that is fifty three point 97 however this is going to go up because we're going to decrease the temporary staffing one stat Staffing service. No significant expenditure get pulled out and it's it's bringing our new raider up and so it's it's getting us more in line with who I need to be with the the 55% so we actually raising the numbers 8% increase starting next school year wouldn't that also help with the percentage of classroom instructional I mean classroom spending absolute that's going to have a very significant positive in a positive way because it would it would increase the percentage of compensation that a classroom directly but that's why the calculator is so important and so you're just going to the classroom with writing several data points exactly but fortunately the increase their certificated salary versus classified will be a much more significant number because our certificate of staff is tomorrow I'll let you off the hook up lottery which is Page 111 which I usually ignores his. A whole lot of money I noticed that at the very bottom of a lottery page it says about 600,000 sitting and I can I restricted Lottery fund as we get used for materials is there that's the funding that we will utilize each year for textbook adoptions to ask to be spent on textbook right but that's why isn't it transferred out into the general fund going to pay for that or why isn't that somehow already what is it at not allocated but like I so she ate it with with the best purchase rather than showing up as a as a a balance at the end of the year tribute to this year cuz I know we are you need some money on the textbook adoptions but I know that is until the next year so it's not a portion of it is being charged this year but some of it is really bored and I will be down the purpose is next year's ball and has the keys I was looking at the nypd's and there is 112 in at 1:14 and I could not figure out why this was on 112 which is the unrestricted page it shows a a two million-dollar adjustment and then on 114 which is a restricted shows the other half of that to million-dollar adjustment why is $2000000 moving from so that is the moving of the temporary staffing positions that we've been finding with the one-time funds based on a budget in that significant reduction in those one-time funds from its current fiscal year to fund a cola projecting that in order to continue to find those positions we're going to have to find them from the unrestricted side and sew in the multi your projection that's just taking those salaries and moving them into the unrestricted upside of the budget versus restricted side in that starting in 24 25 okay thank you thank you thank you I really appreciate it and you know who does your head but I'll send you some of this stuff just for some other one is a couple of typos that I we want to get cleaned up before it goes public I think there's some places to be like 8 billion dollars and I think those are like an extra extra couple of digits in that they give away.
