but evening this is you're going to call our regularly scheduled board meeting for October 24th to order and we will take any public comment item on the agenda at this time and there's nobody in the chambers and you said there's nobody in the waiting room information recording app and starting good evening everybody can hear me now thank you so much for coming today we apologize for the delay today welcome to the ccusd Board of Education meeting my name is Paola Isola and I'm the president of the school board I would like to call this regular meeting of the Board of Education to conduct the district business business and public to order at 6:22 and yes I'm wearing king of flowers out because November 2nd and November 1st is the other Lo Muertos and since we're not going to have a meeting on those days I thought I wear today okay so let's get started with roll roll call a five board members present this establishes Purim I'd like to invite our students to do the flag salute thank you so much if you are interested in leading the flag salute please stand up and help us leave the flag salute liberty and justice for all thank you I'm going to take the privilege to to do our land acknowledgement we acknowledge our presence on the traditional ancestral in MC the territory of the quiche and Tonga peoples who are the original caretakers of this land the land acknowledgement by itself is a small gesture it becomes meaningful when couple with Mustang take relationship building in form intentional actions this past weekend we had the privilege of working in collaboration with the stones you park in the Baldwin Hills and urban Watershed Conservancy to host the seasick weather Culver City our Collective efforts were directed towards the preservation of this land and its indigenous heritage in our commitment to honor the land we took concrete actions to reduce our ecological footprint we Embrace sustainable practices such as minimizing waste carpooling utilizing public transportation like the link bus and opting for reusable plates and cups this minimizing the impact of the Sacred land in addition to these environmental efforts we sought to celebrate and respect the cultural heritage of the indigenous communities that have chair for this land for Generations we were privileged to Mumbai local dance. Vina performers to share their traditional dances reminding us of the deep connection between culture and the land they said weather Culver City with a sustainable Culver City can be sustainable and preserving the land for for Generations we understand that is not just a responsibility but a privilege to be Steward of this land and this Spirit we have entered into a memorandum of agreement with the parks with the stone do Nature Park in the conservatory the marks the beginning of a partnership solidifying our commitment to this land and its people and closing let us remember that our words and actions and acknowledging this land are only the first steps in our journey towards a lifelong process of building relationships based on trust consistency and accountability with Native American peoples and tribal Nations thank you so much under 3.4 Public Announcement of actions taken by the board no actions taken by the board 104.1 would like to get a motion so we will not see anyone opening there in them sorry it's not allowing me okay so one is in preparation the public hearing for the Culver City Federation of teachers ccft afge local 1342 initial collective bargaining proposal to the Culver's the Unified School District for the 2324 school year is not open at 6:27 we now invite the collective bargaining proposal from the Culver City Federation of teachers 2324 school year has been presented to the Culver City Unified School District a copy of them is no bargaining proposal from ccmt to ccusd is attached comments during the public hearing should be limited to this CMT 23:24 bargaining proposal and members of the audience who wish to comment on other issues including the bargaining process or passport proposal should wait until public recognition. I want to hear from all of you who wish to be heard we now I'm by our members of the audience to address the board of education on ccft bargaining proposal to CCOC for 2324 school year have any public comment on this any public comment on Zoom do you have any public comment on Zoom about the bargaining since there is no public comment on the public hearing is not closed at 6:29 and now we are going come forward The Rising Star Award is designed to recognize students who demonstrate characteristics and behavior from their schools positive behavior interventions and supports model PBIS each School PBIS Model reinforces A positive School climate through attendance to safety guidelines positive behavior and social and emotional development examples include and you will see those exam as they are included I'm going to share my zoom screen so we may begin announcing these wonderful students who make us proud so let me see here I'm sorry I know I just need a little bit of space so our first Ward next shining star for La bayona Elementary and Sophia Chan Sophia are you in the audience Sofia is likely on camera as well Sofia is an exemplary leader in the classroom who is kind and caring to her classmates and friends she is regularly record dies by others for showing love iona's pause values Sofia shows great enthusiasm and Innovation lab by taking her project very seriously as a dedicated artist congratulations our next awardee is from El Marino Language School Nerium Leon Miriam are you here it is written she is kind and respectful to all teachers adult and students while getting her work done early she has pride in her work and please in advance Dan Merriam sets an example of leadership to all students to her acts of kindness and hard work congratulations Marianne the next student is Vivian Leach and consistently demonstrates that the way to expectations in and out classroom she is kind to her classmates and sets in an excellent example for her peers to her work ethic and perseverance the next awardee is from El Rincon Elementary Ahmad Copeland year Ahmad is a kind collaborative and highly motivated 4th grade student he shows score Expectations by striving to do his best by going above beyond the support his peers and has strong leadership skills congratulations our next recipient from El Rincon Elementary is John Henry Herbst Henry are you here are you here okay likely on camera on Zoom let me tell you all about Henry Henry has grown into an empathetic and thoughtful fifth grader he shows soar s o a r expectation by owning his own actions Whenever there is a problem Henry is ready with Solutions can articulate his thoughts and his feelings in a meaningful way congratulations Henry our next outstanding students from Farragut Elementary School Rachel Wong Rachel are you here Rachel Wong is considerate kind and has a positive attitude she actively participates in classroom activities with accepting an understanding attitude towards the emotions of her classmates she's a good listener who tells the truth she supports the kindergarten and 5th grade buddies program which builds confidence while strengthening School Community congratulations Rachel the next top standing student is an is not Kevin. and I defended more respectful kind and empathetic towards peers with a positive attitude a nice Great Character kindness compassion and understanding empathy she is on time she follows the rules and procedures and shows respect for the ideas opinions and the diversity of other overall she adds to the positive School culture and our classroom are you here what color is an engaging and smart 6th grader she has a maturity and energy that is incredible for her he is in our accelerated math program and she is a straight-A student she is an next rising star is from Culver Park High School Christie Janessa hernia Christy are you here Christie is an integral part of the Culver Park Community member of our student advisory committee and author of our current Culver current article covered part she is a results-oriented individual and knows how to get the job done congratulations Christy our next rising star is Shalon Jackson Salon is an interview creative ideas who can easily find Solutions quickly as a member of our student advisory committee for ability to see the big picture and a consider novel options is appreciated when asked about her experience at Culver Park she says she is the most supportive environment than motivates her to focus on achieving her goals to graduate and Beyond congratulations at this time we want go ahead and call Miss Libya sir followed by Melissa Sanders followed by Tessa Pharrell okay a good evening board members on Carrollton and I gave you a hand out because it's a financial issue the thing I looked up the other day was not of the absences are students who have missed 18 or school days 10% of the school year so we have 510 students out of a 2100 more than 18 a school day know I did some math year so again and I inquire to the state I didn't hear back yet today I sent them in Korea today this number is really high chronic absenteeism is 17.1 I looked at the middle school in the Middle School it's much better but I did know that the chronic absenteeism at the high school was about so 24% so we see that it has almost quadrupled in that time and I also looked at a neighboring school districts so for example El Segundo High School was 12%. 11.6% of America Costa 6%. 88th and you'll see that I'm marked in here on the final side what our actual 88 is estimated to be next year and then because of the Rolling average the funded Ada really falls off the cliff mention this about a year ago and a board meeting I didn't know I'm have something for you to actually look at my so we're going to have a decrease in funded 88 by about 3.6% and actually are funded ADI could be less than actual ATI although it's probably pretty close so what I'm thinking is you know our Ada is really pretty far seems to me we should have all hands on deck Tim proving attendance it like a really figure at the High School 510 students that are missing 18 days or more last year and we actually had to mr. Tran had to stand up and or 30 students we had to give a special labor so that they could graduate but that was because they miss so much school that they barely could even make 130 credits I think it was so I really feel bad for the students but I want to know what are the reasons that they're missing so Barstool I don't know who's in charge of overseeing this but this is something again all hands on deck thank so thank you I'd like to be sorry it's not a medical turns on or not sure why I apologize for that I would like to remind the public that public comment is clothes or items not on the agenda if you would like to provide public comment for items on the agenda you will find you can do so at 7.6 my apologies I forgot that this is my duty will take Melissa Sanders followed by Tessa Pharrell followed by Thomas Dolby who's the final speaker good evening and welcome my guests to our newest interim superintendent and this is actually directed to her and I'm saying it publicly because no one is still done it we need two investigations to be started one of them is the legally required by state and code of the approximate 1,000 students that are claiming residency that are not residents of Culver City that is huge problem and it will affect the district tremendously if it is not dealt with the other thing that still has to be investigated is that the cease-and-desist letters were sent to a number of Culver City community members and District parents by new Earth supposed lawyer that has yet to be investigated how did they get our personal information how was this all come to be better excetera that needs to be investigated that is a huge moral ethical and possibly leave a question but we won't know until the district actually investigate something that is incredibly disturbing so I please please request that you investigate these two very serious issues they are not going to be going away a thousand extra kids is a huge problem and we are going to continue to wonder how new work an outside vendor got personal emails of community members when we have never contacted that company directly ourselves so please do your jobs please do them to the best of your abilities and get us these answers thank you and Tessa Burrell I'm Tessa Farrell co-president of a decayed Music Company at the high school playing trumpet for 8 years beginning of 4th grade at Farragut Elementary in Canyon and CC masses concert band and now I'm in the Jazz Ensemble Jazz good, and Marching Band in concert tonight at the high school I'm really passionate about music and music programs at CCSD have always encouraged me to grow musician a DL just recently you may have heard me perform with the Jazz combo at the CCS events last Wednesday at the vending Museum or the senior center earlier this month has a calendar this year and is so much to come out and support fall music concert is tomorrow Wednesday night at the frost and features lots of amazing music with iconic Halloween movie themes the music starts at 7 p.m. and we're hosting a carnival for younger kids at 6 p.m. we invite kids in elementary and middle school to come in costume and play game lemon prices in theaters fall play at The Laramie Project opens at the Kirk Douglas next week November 2nd to November 5th the 8th grade dance concert is November 16th 17th and 18th or Winter Music concert December 15th and 80 pay jazz festival is January 20th of course everyone can find all her Benson information on our website adph.org I'd like to invite you all to come see our shows concerts and showcases at 18 K as board members administrators and community members we would love for you to come see the hard work and talent of these students including me and appreciate your support and we look forward to showing off her creativity with you thank you so much and I hope to see you there thank you and Thomas Billy Beez thank you I'm responding to something that I was listen to the previous meeting September 26th but it was just actually raised this meeting as well which I believe is being presented as a problem to the board which is that better students from outside the district who are here rolled in Culver City Unified School District I think that there's a couple of doubtful facts that this supposed problem might be based on one of them is this number of 1,000 that I've heard that thrown around and was also on some literature that was a given out that there was some leafleting it fell open house and I think that number is rather questionable and it would be interesting to find out where that comes from but the other sort of dubious basis for the concern seems to be an assumption that people from outside the district are not going to be as good students as people who are currently in the district and I also don't know that that's supported by the matter fact I might be inclined to the people from outside the district might be actually a bit better students of cuz they're more motivated and regardless I certainly want to put in my two cents that we should not in the business of going door-to-door and trying to find people to kick them out of school I don't even know if that would be legal but certainly has an equity and inclusion issue that's not what the Culver City about last night with the school board should be supported I've done a little bit of casual research and I probably need more information but it's my understanding that the district gets money for each student this world and that there's a Statewide IP enrollment penalty and all the school systems are trying to get students to be enrolled not the opposite so actually Culver City would be probably in the enviable position of having students wanting to be here and them rather than being being worried and trying to kick people out we should make a deliberate choice to Santa Paula decide what the optimal student body would be in each of the campuses and simply include as many students as possible to fill those seats and I think that sap y'all maybe some trance currency and some education on exactly how to come to those conclusions I would really help move this this issue forward apologies to that again understand you so much that concludes 7.2 public comment on items not on the agenda moving to 7.3 and I would like to welcome ccusd employee groups and we will begin with Miss Teddy Hemi leaving Presidents Island members of the board and District administrators I don't have much to report on but I would like to thank you mrs. on his Olaf for inviting Ray and I to the seaside Culver City event that was held this last weekend we had a wonderful time I think that it was very important that we have honor Dolores Huerta but one of the most important and influential labor leaders of our I'm with the establishment of a scholarship fund in her honor and I just wanted to reiterate that I would like to see more and more events that we can have in the school district that honor all different ethnic groups I'd like to make one comment also about the information that was presented about our absentee rates I would save it would be better for us to check attendance rates at schools that have similar demographics to our school district I know that Carolyn had cited several school districts that are in very affluent areas they don't have the same demographics that we have in our schools and so it goes I may not have the same reasons that our students tab for missing school so I think it's important for us to compare districts that are like us and not entirely different from us when we're looking for Beast so that's what I'd like to say for this evening and thank you very much you like to invite mr. Ray long I'm leaving so but it's whatever bro quickly comments on the student awards it was very nice to see Culver back in the family again that was really a disgrace that it was kind of kicked out of the family for such a long period of time and was really nice to have them back in the family again I want to conserve a Debbie on Saturday's event was a great event I'm always fantastic to honor someone like Boris work and once again our appreciation and we had a great time I'm at all so thank you to doctor Martinez clean for a working with tf-ti on several issues just in the store might even know if it's been 2 weeks yet but several issues and thank you for your responsiveness and working with those issues we met. opening proposal to the public tonight I do want to say that we do expect the district to meet the expected Cola for this year I need to make that very clear that again we expect the district to make the call this was what we expected last year and people acting surprised that we wanted the full. I still can't understand how people actually we're surprised that a union would want at least with the cola was I'll make it clear to everyone right now we are expecting what the pho Le is going to be for this year and remember Cola is what the increase in funding will be to the district so that will be an increased and our funding we have to do that by budgeting and we expect to budget accordingly to meet the cola not overspend on contracts not the full respect on positions outside of the classroom budget so you can afford to pay your employees the cost of living adjustment because when that comes up this year we're going to expect that from the district for our members and our members are going to expect that as well competition right now and days we all know teaching of this is a kind of a top profession and you're going to have to do whatever you can to make things as attractive as possible to maintain staff and with Rising health benefits especially we're going to need to stay aggressive we've been very aggressive with health benefits of rep to stay aggressive with health benefits but we're going to have to meet that Cola ever and have the budget to make that Cola we also have on the agenda tonight in mou putting parameters around Contracting out Union positions this was badly needed and it should have been presented months ago but the previous leadership continue to drag their feet on this issue and I want to thank dr. Keller again one more time for making this because this was proposed last spring and it finally is making a board agenda in October so thank you again to him and we look forward to working with tcusd on creating disc positions to replace areas where we have contracted out employees which is the main reason for this mou we have to figure out ways to attract special ed teacher setting that's our number one issue and I truly understand why we have to come check out some special ed teachers and special at Dave's so we have to try to work together on figure out ways we can attract special ed teachers to our district I think we've already kind of started some conversations on that but have to continue this conversation and worked again two bees out other outside contracts when it comes to counselors and therapists so we need to end those contracts where we're Contracting out our counseling and therapy and bring in our own in-house people and that's another reason we have this mou here we look forward to a very robust conversation and partnership around the budget to ccusd he needs to get to the 55% and above in the classroom we cannot address sent outside the classroom that are not completely vital to the district's operations so after filling farragut's principal position which I believe is on the board agenda tonight we do have a few other positions out there they had of MOT I'm Business Services where we have an interim adults who I believe this oven and tremendous superintendent where we have a tantrum and I am fully aware that we do need to fill those positions that I'm not arguing we shouldn't fill those positions although all the people in this bed the great but I do know we need to fill them but beyond that we have to wait until we have the budget to do it we really shouldn't be feeling and creating any other position other than those positions till we are at a 55% or better and we know we have a budget that's at 55% or better and is going to beat the color for this year that we can't have anything until we have those guarantees that that's going to happen I also like to say that we had our first meeting just about a week ago and we sent out a joint communication out by the partnership goals which I'm going to go ahead and read now for City Unified School District partnership is a cloud an effort to improve student achievement and to enhance the teaching and working environment for all employees of the district the partnership is committed to the district goals of equity and passivity an anti-racist practices the purpose of the partnership is to give all partners and staff a voice in those decisions that reflect the collaborative efforts and goals of the partnership emphasizing am understanding of the issues sharing of information mutual respect and working together to ensure each other's success improve working conditions are improve student learning initiatives so this year we're going to do it a little differently we're going to have to actual groups would have a smaller for partnership Group which will just be the union press since meeting with the superintendent and assistant superintendent of HR and then we'll have our larger group that we've had in the past it's a little bit more expanded now that includes our assistance tubes and a few more labor partner so that's going to be a little that we're going to do differently that we're going to try this year and see how that works out I'm just the kind of power through hard Jen does a little bit more quickly so we just want to give that up see him on do either okay so we are going to move then conclude 7.3 and moves them went for a superintendent report excellent thank you for this opportunity I'm going to work with Rebecca so that we can move slide forward for our interim superintendent I'm delighted to be here I think it's been 10 days it has been about 10 days and I'm going Saturday to Saturday as well I'd like to start with a little bit about classroom visit because for me it's all about engaging with our students with our staff and so here you have pictures of our kiddos at the preschool and the elementary and again just to share that it's been sick enjoy to visit the different campuses where the real magic happens inside the classroom I have seen top-notch dedicated staff teachers classified Prince Bulls engage students in reaching correct and here again I had a chance to visit our emergence passed Spanish preschool where they greeted me with one of the eskimos best and so it just filled my heart with joy and then if we can look at the next slide to get in chance to see where I've been across the district visiting the different schools I went to Farragut and they had an assembly so I wanted to share some of the families that were gathered to take a picture of their character PBIS assembly again wonderful to see engagement to see celebration and moving forward to the next slide again going to the middle school to see students that are happy that are apart of the daily learning activity with staffs putting them in different modalities and then looking at Culver High School where I spent my morning today I had a chance to see again great lessons wonderful activities and people that are just happy to be there and that's what education is really about to engaged to be joyful to celebrate each other and it was delightful to see that across the district so moving on to the next slide I do want to share a highlight had a lot of work happen across the district and to give you a glimpse of what's happening at our high school she is difficult to read here but we are going to start sending out regular communication when there are major of facility upgrades and maintenance projects happening so we wanted to start with today there was a painting at the middle school and at the high school I'm sorry we didn't give you a heads up in advance that moving forward we will be a little more proactive and share that she you have targeted work and so I'm you see that timeline and it is our goal in our commitment from the executive team that we will share any updates happened so that our families and our students know what's taking place at the high school I want to thank everyone at the high school for accommodating this and being so agreeable to I make sure the painting started today if we look at the next slide I also want to share that I had an opportunity visit and to see Culver City students desk in the community and this was against an opportunity to celebrate our programs I attended the Culver City Art Walk with our avpa students were they you served as a representative to highlight their artwork on display also had an opportunity to attend to ccef donor appreciation event at the at the vendor Titans I say that right event at Museum again with our students and we heard our student Tessa also say that she performed in the jazz on The Ensemble and I had a chance to see the Middle School improv troupe members and so it was wonderful to celebrate and to also join the community and see Subway veggie opportunity to highlight the Hispanic heritage across the organization and definitely to include that we have the de Lourdes for the scholarship so huge thanks to Amazon Studios for the 5,000 money that will go towards that we could look at the next slide I also want to share a little bit of good news good news at shop Masti organization so yesterday we saw an incredible article that highlighted some of the work that's been taking place across the district over time and so we have that our students went ahead and move forward with a resolution and it is her goals to support students with mental health education in class article again illustrates the need for those supports and I'm delighted to be a part of an organization's or my interim superintendent to celebrate and share the article and it's also share. Dumb as we work towards our played I wanted to highlight that The Laramie Project making this making a big splash across the city across the county and we were able to speak is Spectrum used and they actually highlighted the story on the news today and so that should should come out in the news and they were over at Kirk Douglas theater with our students and the Center theater group so it's a that sound we are able to highlight all of this it's amazing what you do here and I had a chance to actually visit districts across the county everywhere from Manhattan Beach up to Lancaster and I just want to tell you there are special things happening and this organization if I can move to the next slide I also want to highlight what makes this community so special and that is the advocacy the idea that when we take care of each other we actually Building A Better Community where we can learn and grow together and still at this time I'm going to yield some of my time to students and they're going to highlight a little bit about the green New Deal that supports the idea of safe routes movement making sure that our students are saved whether they are biking roller skates or walking that we are in support with our partners in the city and I also want to highlight that this is something that we support as an advocacy of our student and she does not have a physical impact on the district I'm so if I could have our student presenters I think there may be confusion because it will come we decided appoint one and so there was clearly a mixed up about when we were expecting our students to speak to it so that that I'm going to just go ahead and do not like if I am the source of this confusion so I apologize I do not know that the students are prepared to present at this time but if we could give it like 30 seconds to see if they appear on Zoom I would appreciate that and thank you so much for your patience colleagues it seems like I sent the wrong information to the students all right well that's all I have for you if you have any questions of me I'm happy to answer any questions otherwise thank you so much for this opportunity to highlight to do the presentation do we have any of the leadership providing report today okay dad takes us to 7.5 student representative ripcords so I'd like to invite start with the middle school and then move on to the high school and finish with Kohl's card thank you and at least introduce your name so that I can continue to remember them thank you hello my name is Emma Burrows the student body president at cdms this month has been exciting month for CCMS settings feet this week ASP is handing out permission slips and selling tickets at lunch for the Monster Mash and all grade dances coming up this Friday for Disabilities Awareness Month counselors presented a presentation about what disability awareness month is famous people with disabilities and helpful video of people teaching us about this many types of disabilities that were shown to all costumes together tonight hey we had to guest speakers from the high school who spoke to our 6th and 7th and 8th graders about their disabilities that what students can do to be more respectful to those who have disabilities and some forms dance what what am I eating and 504 plan is they taught us that just because you have those plans does not mean you can't accept its levels out the playing field we also have activities during lunch like learning sign language and arts processing disorder and students create their own CCMS inclusion mission statements that are going to be displayed around the school and highlighted and celebrated main disability so that stands are aware and able to celebrate at the mall for National bullying awareness month councillors and PTA have told students to wear orange to school to show that they are against bullying during lunch count is also put up a white poster or Jim can write their names or short messages about the I saw that councillors also passed out Panther points those you or orange to encourage student that's office meeting and thank you for your time excuse me did you say that my girls is your name yes thank you hi I'm Sophia Gomez at the high school I want to begin with an issue I feel passionate about I've spoken to several students were becoming frustrated about the new tardy policies I want to make clear that these students are tardy to school I think outside of their control such as the fact that they are commuting to school or there and why are they allowed to get dropped off by their parents he's a reason for the majority of students for arrived Hardy to school recently deceased be students have been helped to wait in a line to the office to get marked tardy and a slip to class makes the students for the more party to class 3 tardies and becomes an unexcused absence and students receive a sort of thinking and letters to their parents I express my concerns to dr. Thomas wanting to see if there was anything we could do to change the policy for the first. Tardies Thomas informed me that these are laws put in place by California I am unsure where to take this concern now we're also having issues with some general maintenance issues with pests such as termites and bees and dr. I think I do just too many national state in our own homes dilemmas that we are experiencing I would have said Ellie X had a great article today about La unified and the many difficulties that they're facing when it comes to absenteeism they talked about the national absenteeism rate in the United States of America being 30% and although our district says 17 is much better than the National Grange we still have work to do and I think that we are the body of the district acknowledged that and are ready to work work do plants make sure that our kids are in class learning how to make salads because we know that it's the right thing to do with no the education transforms lives and just I want to just think the community for coming and making sure that we are held accountable to having productive and plans that work that want to commend our district leadership or qualifying through on those plans and it's so big men's pretty quick to I just wanted to congratulate prison on us all and everyone on the board and everyone on staff and everybody in the community who put together the event I was not able to attend I had to work this weekend but I look forward to Future ones in and making it to those so I like a great addition to the community also. That was really shepherded by our board president missed on Missoula and recognize that we did get an immensely generous contribution from Amazon for 5000 5000 dollar the scholarships for our 12th graders in honor of Dolores Huerta the event was just incredible beautiful inaugural event celebrating our Hispanic and Latino Community here in and around Culver City it was very well attended it was joyful our interim superintendent was able to meet many community and then I'll just thank you with all of my heart to the many stop number is particularly in our district office the executive assistant showed up in force we had so much volunteering help thank you to both of our labor representative Libra presidents for joining thank you too many student volunteers we hadn't student performers and I'm just really looking forward to carrying on that new tradition next year thank you thank you and just to not reiterate everything other people have said I'm just going to say diddle diddle diddle and I'm just going to give a brief description of the other was one of those and why I'm wearing these beautiful flowers you're so I thought seasick weather event it was a celebration of celebrating Latin American countries and let Latin American culture and we focused because we wanted to ensure that it had a very narrow scope I guess and it's not that narrow because it's all of Latin America and so we had to come from different countries fries and we had a Brazilian guitarist and we had a stick dancers and we had just a variety of different performance from different countries and so what d'ya it was a celebration of Latin America and it was also welcoming the other los Muertos because it was outside of the month and so it just made sense to welcome and this is what I want to the other Mortals is both an indigenous Aztec brute and Catholic influences in a celebrates with this mix of pre-hispanic and Christian Traditions the more I mean in a Joyful Way that those who have passed and so it's about remembering and in a joyful moment and in our country that celebrate the other was more individuals actually go to the cemetery in celebrate at the cemetery Cemetery they bring music and they bring flowers and food and it's a celebration at the cemetery and so flowers are really important as that part of the celebration in addition to that individuals come together as a community and form a friend us or Alters that are adorned with photos candles marigold flowers food in any item that is meaningful to the those who have passed he still friend that are meant to welcome the spirits of the departed back to the world of the living the reason marigolds are placed there in this is something people don't know mostly don't know is because their bright color is the light or the spirits to find the friend that find the food and those things that are comfort for them 3 days October 31st is when you celebrate your pets who have passed November 1st is when you celebrate the babies who have passed and and November 2nd is adult and so it's actually a three-day celebration and I'm going on about the friend that because we have created with the help of candy on his DS with been creating these off and that's all over Mexico and the United States we have created in a friend that who is that you can go and see at the Stoneview Park until November 2nd and I encourage individuals to bring a picture of a loved one or a patch and can place it on the front and you can see the beautiful crafted a friend that that is there for you to view until it will be taken down on November 3rd and I'm really grateful for the opportunity for the park to host this a friend that cuz it actually took most of its office space but it's open to the public the Park is open everyday except Monday and it's open from 8 to 7:30 p.m. instead this is a gray way for the community to see the friend that contribute to the offer in the and celebrate together those who have passed so thank you so much for the opportunity to bring this celebration to the district and yes I believe that's the subway to celebrate Latin America and celebrate every culture that is in our district so I'm excited about that thank you at this moment I would like we did not finish our so session and so we would like to go into closed session and so I need a I need a closed session motion while everyone else gets Andre steps together back into closed session for a few minutes we'll try to keep it to 10 maybe 15 minutes and 30 seconds please second and all those in favor say aye I need a motion and also anybody who's going to pull anything please let me know so I can write it out the emotion in motion 911 911 okay so I will move to the consent entirely with the exception of atom 9.11 we have a second. so this is our contract with the university and structures temp-to-hire the first one we approve back in June and I just wanted to check in on how that first one went the whole point of this company in this Association. appreciated I'm just confirming that the students for Section 8 mm 12.1 far present you may proceed please hi my name is Lila burgard and I am a senior at Culver City High School I am part of this Culver City Green New Deal team a group of Culver City High School students advocating for environmental sustainability in Culver City both on a district-wide and city-wide level earlier this year the board the resolution adopting the environmental policies with the nine pillars of the green New Deal education energy waste water green purchasing construction green spaces community and transportation solution included adopting the goal of providing transportation to that 80% of students could safely walk bike or take public transport to school our team is working this year to realize the school several levels including our Green New Deal and our transportation infrastructure plan was formed at the crossroads of environmental sustainability and student safety like many of our fellow over City Heights each member of our team has had dangerous close calls on their commutes to school whether it was barely missing being hit by a car turning right as they crossed Jefferson and Overland by foot or almost falling off their bike car door opened into them biking down Franklin we've come too close to having our lives on the line too many time everyday 4367 students more than 63% of all the students in our district commute to the lender campus yet despite years of advocacy and calls for Action our city has not been willing to improve the safety of the streets around the Linda campus 4367 lives and Futures are still not seen as worth it our plan aims to ensure student safety as they walk or B to CCMS cchs or Farragut from all directions are improvements focus on areas directly surrounding the campus such as crosswalk that they're getting a Linda as well as on major access points to the campus such as bike Lanes on Overland only will be sure to make students more comfortable walking and biking to school activities that have been proven to better student health as well as academic for but they will also provide bike and pedestrian infrastructure for all Culver City residents to use the reduction in automobile usage that are planned encourages will decrease the amount of carbon dioxide emissions in our city moving one step closer to becoming a green City today we are come to you board members to ask for the district's official support of our infrastructure plan we are asking you to see 4367 license worth it even though it cost funny even though a couple of extra stop signs make pasta driver coming down on De 20 extra second we are asking you to see the necessity of expensive bike Lanes crosswalk stop sign turn living signage Crossing and drop-off Zone eyes are outlined in our infrastructure plan for ensuring the safety of our students current and future thank you especially what I would like to move to approve this item second Loretto advocacy advocacy is for them to go back to the city to ask for resources and infrastructure and the reason that the city has asked and we remember the radio and I know about this because the student presented it to the environmental sustainability plan I'm sorry, d as in an update to what's happening with the green New Deal work that they've been working on for a year and what they explained is that the city of Culver City has basically said to them we are on is on supporting you in terms of going to the community to get feedback from The Neighbors about how do you see how they would experience these changes and how they might impact them neighbors of the Atlanta complex and the city has stated that we are not able to engage with those neighbors until we know that you have the support of your institution and so escaped me the plan would need to accompany it because it's real just support for their advocacy and I realized the plan needed to accompany us to my apologies and that I hope that that helps Freeman and the plan did come an email today but also missed her guards. strategically placed a stop sign and then with the support of our safe routes to school coordinator member as a dork I got the plan a little bit late I'm very hesitant to commit the district to taking a position on things like retiming stop lights and crosswalks and putting in crosswalks in and chance appreciate the comment that what this is about is US supporting their advocacy in that case I might make one suggestion for an edit down at the bottom and therefore be it resolved paragraph read now different be resolved at the city the Culver City Unified School District will support the implementation of the goals outlined in the green New Deal elenda Candace Transportation infrastructure plans can we consider with 40 advocacy for the goals outlined as you said board member can't that this is about advocacy I'm not like I said I'm a little hesitant to say that we support the implementation of this without hearing back from the city comment on Jenna what are the cost and what's involved in this but certainly student advocacy for those goals sorry I wish I didn't have to become one of the things that is probably information item for you to consider is that there are already striping and a striping and signing project that is ongoing right now with the city does the Steelers some of these things that like will across the city that that will be taken care of but also because their direction or at least the response from traffic and engineering public works with more so like I just want to make sure that your district and your bored are with you when you are when you are advocating for these things and so I'm not I'm not against rewording but at the same time I also don't want to strip that power of the word of support from from moving forward so I think that there's a balance with this somewhere in there and I don't want to make it as soft as as that but I'm definitely here where I'm trying to go but I think that anything any changes are also just like LED and as they go along with their plan it's also that they they'll have to also see when they work with traffic engineering and public works I think I might stay well in order to do XY and see we may have to like have a warrant like there may be has to be data in order to implement certain changes and what not but the intent is there to make it safer and they'll work together in order to make it make it safer and more now it's more so that they need the the reason why the resolution is coming for us in this way to us is more so that the who does the port of saying that the bleeders in charge are are you know seeing the value in the sand to go to the city to 22 so that their voice will be experience did you want to contribute anything further PS I would love to mention that we are currently seeking to I support because we have been hoping to sit down with the public works engineering department for a while now to compare our plan to the city maps and to what they know is the street they mentioned in feasibility and to turn off idealistic goals into what can actually happen on how would the stop sign Howdy's bike Lanes change traffic understand it through an engineering lens because we recognize that none of us are engineered so I hope you know that our stop is not typing this up into a proposal and trying to stop shove it in through city council we are really hoping for district support because the city has not granted us that meeting with the engineering department to create with them further plan of how to put our goals into action so I know that board members on Guerrero and as adore you hide very worthy fears about some of these implementations I just want you to know that you're so it would allow us to recognize these with engineering department and problem solved for those and it's not just supporting the direct implementation of what the document walking and biking to school and we're having safe routes to and from school to decrease pedestrian basically related injuries not just for students for the entire community and where is it is fitting that Percy recognizes the importance of making walking and biking to school a safe at now their fourth be resolved that the Culver City Unified district will support the implement the advancement and administration and members of the community my name is John Isom advisors and we're financially Kaiser's to school districts in the state of California that I have here to share with you I think we're going to see if we might have a also have it available online for those that are there in June so I'm going to I'm going to play a little bit in my conversation but I'll introduce myself more formally you got some information to see there but I've been with ice and ice and ice cream visors for the connection there we've been financial advisors to school district for the last 15 years I myself have actually worked in this space for 25 years it's the only job the only professional job I've had certainly was and I worked at different places in high school and in college but the last 25 years I've helped school districts like Culver City Unified to find ways to access funding to make facility improvements and and to do so I worked with districts as an independent financial advisor that means were a fiduciary to districts were unique also in this regard we're a full-service financial advisor so what does that mean that means from a time that the district I need 100 million dollars I need 15 million dollars are 5 million dollars or $500,000 we say Hey will show you how to do it will take you from point A to point B V and our job is complete one you help the district secure that funding and put it into the bank so if you interned it to Page Three here on the presentation again as an introduction a little bit about us we work up and down the state but you can see a lot of the neighbors that way we work with that bottom so from Santa monica-malibu to Redondo Beach to Azusa Palos Verdes Peninsula Englewood water district that we work with in the area are our role is is that the health district in a secure this funding one of the things that I also wanted to point out and and take an opportunity as a financial advisor is to share with you some numbers and do do a little bit of an location since it has been a long time since this district has last accessed the electorate to be approved these Bond measures K and I think it's important not just for the district or the board Administration but for the voters community members to understand that if you want to fix up your school's this is the primary tool that school districts use in the state of California this is some money from developers you can get some money from the state if your schools are really older for overcrowded but in in nearly every scenario your best option and sometimes only option is to go to the voters so looks like pulling some of that up so if you turn to page 41 to give you some context about how, these things are the general obligation Bonds in 2022 there were 120 School District bonds that were on the ballot in 2022 and then believe me there are a lot of districts that said you know it maybe I'm not going to go cuz if inflation we were just kind of coming out of covid and yet you still at 120 District's attempt to bond programs I nearly 73% of them were successful we worked with almost 40% of the successful districts in the state of California so this is what we do we do a lot of these things and in helping different districts LA County all eight school bond programs were successful so looks like we have this page for on this just to bring those folk up up on on Zoom to where we are this table of District shows you the mattress that we work with him specifically implementing these programs and I'll ask you to take a look at the County's and the dollar amounts and you can see from the very little look on the right hand side about in the middle muumuu in Ventura County two $800,000 bonds $800,000 bonds little further down you see Sequoia High School District almost six hundred million dollars in bonds where I share this information with you is show you that again extensive number of districts do it districts all over the state and bond programs of all sizes are being approved in the state of California equities part of things when we talked about providing students the same opportunities any School site it can be brick-and-mortar improvements when you're talking about hate we just need to replace old plumbing and lighting and roofs that is a very what reasons why districts pursued us if we turn to the next slide on slide 5 This Is 2020 in the even in the middle of covid 2 can see a lot of districts past the Improvement measures Bolton Market 2020 and November 2020 don't let's get specifically to Culver City Unified and on slide 7 do Bond programs work as follows there's a District's assessed value which is the Pro 40 values for the county assessor places on your property and these are all properties that currently pay taxes to LA County so thank Homes apartments restaurants gas stations Industrial properties commercial properties retail anyone that currently pays attacks gets an assessed value and in Culver City if you look at the bottom of the table and 23:20 Forest has to be I used you hit an all-time high of 16.4 billion dollars so when you have a 16.4 billion dollars as your tax base that's the value as assigned by the assessor doesn't mean its market value by what does it mean to where my home is worth a million dollars or half a million dollars it's wet it's a cesspool be bought it and years ago 20 years ago thirty years ago it's going to be a lot less but when you take in this case is 16.4 billion dollars and you apply a tax rate to it every year you're going to get tax revenues and every year those revenues are the basis to repay the bond so think of a bond is a home mortgage bank give you the money up front at 4:30 to repay your mortgage a bond investors or banks give you the money up front you spend those dollars on projects and over the next 30 years or so you're going to repay the investors but instead of the mortgage is called that service payment and instead of your salary as an individual paying the mortgage payment it's the collection of all the property taxes that are collected by to make those payments stranger to it right you guys are pass-through Bond measures you see how the right inside in 1996 and in 2014 so it's been nearly a decade since the last Improvement measure your community has been very supportive with over 75% voter approval you don't have any money last and the tax rate between those two measures is down to $41.51 per hundred thousand of us asked value and what does that mean $41.51 per 100,000 assessed value that's how he's blonde are assigned by way of calculating the tax so stay stay with your property is worth $100,000 access not market and you'd be paying $41 a year or less than 4 box them on if your home is worth five hundred thousand then you can multiply that by 5 if it's worth a million dollars then you would multiply that by 10 so it's based again on your assessed values quiz important I think to Note 2 is there's a certain baroness if you will on the find programs and that is those that have higher assessed values are going to pay a little bit more than those that have lower asset values so when I think of someone like my mom lives on fixed-income by her house in 19 94% value is very low which is great because she couldn't afford if she was being tax on the market value so there is this ability to pay if you will so someone who just bought a house is going to pay a little bit more than someone who's lived in their home for years and years and years and years and I have this calculation on a hundred thousand of us ask value of additional contacts Steven Keller on Friday if you can pull that up I just shared some of this information before but Bears repeating Culver City Unified has not gone to the well very often you're very low when compared to all the other unified school districts will you look at the tax rate their bottom right-hand corner Culver City Unified these are 22 23 values by the way but you're still going to be near the bottom and you can see where you stand relative to your peer District was relative to the other districts out there so I think that again is important for the community and in for the Disco got to know when to understand that this district has is certainly on the on the lower end of things that early so that tax rate let's talk slide 9 and specific is what I called the budget page so when you think about okay, could we possibly generate in a bond program and this is based on a tax rate of $60 per 100,000 of assessed value of a $60 per 100,000 of assessed value can generate based on these assumptions upwards of 311 million dollars so what voters would approve would be a bond that would authorize the sale of 311 million dollars in this particular example and you would sell Bonds in Tron if you would sell Bonds in 2025 2027 2029 because let's face it would be really difficult for the district to displace a lot of students and span of 311 million dollars all at the same time I arrest requires you to spend it with in a Define. So you can't just sell all the bonds and sit on the money and in earn interest for years and years and years they want you to spend those dollars so we try to match up the construction need the district with the assessed value in the potential for the bond proceeds but these are not locked in so what you see 104 million in 2025 or 98 .99 in those aren't locked in this is just kind of Illustrated but you could get ultimately what would happen if Mike would say hey can I get a hundred and thirty million dollars on our first issue and that's what I really need and then we would crunch the numbers and come back with us yeah you can do that but this is what it would do to Series be yours receipt now I know the district has a much larger project last significant needs so if the district extended this program or we were a little bit more aggressive on our assessed value projections the district could get even more proceeds so you can see there the second bullet point up to 360 million dollars as what the district could probably take Max out in our in our professional opinion share again any combination of extending the program for generating more through higher asset values are a little bit because by Zury stuff and I'm going to enter a little bit of the voters because as you know these require voter approval and specifically 55% of all votes cast on the measure so if you vote on them you're a yes or a no that gets part of this mathematical equation you need 55% of it if someone votes were president but they decide not to vote on your measure at all that doesn't count we need 55% of those votes the cast on the measure and if you look on slide 11 a little bit about your voters 28330 voters majority Democrats a lot of people vote by mail 85% of people I'm male Yak have a bit of a younger voting population as well but you still have almost one out of four boaters or in that 65 and older camp that probably don't have kids in school so we can't just assume well if I just get the parents to vote I'm good yeah she need to have a program that it heals to everybody was also notable if we lived on the next slide is voter turnout. Now look out different the turnout as depending on the type of election that you chew show in March of 20 in November of 20 free sample you see March was 49% of Culver City voters showed up for the primary 80% of the people showed up for the general election difference of 30% of folks that didn't vote for one but didn't show up for the other why is this important because this District right now is entertaining going in March but we want to make sure that the March group of this 50% will just say is sufficiently supportive of a possible Bond program I know that the district recently did a survey of registered voters and the data came back very strongly saying you actually will do better in March on the type of Boulder that's going to show up in that primary then you would in the general election it's not always the case and they disturb a presentation recently in Burbank and and it was the opposite of a much better chance going in November based on the survey data then you do in March and so the recommendation there certainly would be to pursue something and in November so let's talk about timing then just to kind of close this up here end in y March make sense I can tell you right now based on experience again when we were between Thirty and forty percent of all school districts there are going to be dozens and dozens and dozens I would over 150 maybe even 200 school districts on the ballot in 2024 that's a lot of demand for Architects Engineers State approval at the SA contractors electricians you name it so if you can get something passed in Marge my advice as you go in March cuz you're going to beat all of the other guys to the front of the line to go in November and no offense to Burbank but Burbank being one of those potential districts that you'd be competing against so certainly there's advantages of having the pics of Engineers Architects Etc. There's also the timing of War how soon can I actually get these projects built if you go in March and you're successful you're very likely going to be able to start projects in summer of 2025 takes time to take a year or something is there more to get through TSA in the state if you go in November certainly you're not going to be ready to to get those projects and improved by by summer of 2025 but above all else you got to make sure that you can be successful so let me take you I slide 14 a timeline here but kind of what the key next steps are many of what you guys are are doing or in the middle of doing but let me take you through some of the critical steps so obviously it starts with what I need an answer like the district has it as an updated and updating master plan right water or project what are our needs at each School site what do we need to provide our community to give them the best education all the best facilities possible some of these things you've already done he was aboard you need to say should we explore doing a bond because if he's if you don't want to do a bond then then you don't even bother taking this process care but you said Explorer at and what does explore mean there to key steps and think of it as a quantitative and qualitative and quantitative the voter survey right is statistics its numbers it's easy to understand its do I have great 55% support to do a bond so I have support on particular project easy-to-understand so that's done we can kind of check that as a completed box at qualitative is. You can't put a number to write this is the hey what is the day or think it was a chamber think what a business is think what am I my Union's think about this idea this content what about the parents can I get their support and feedback on this process and when you have both home survey and you have strong qualitative feedback if you will from the community then you know you have a winning program and that's what becomes the resolution calling the election you're looking at me steps here top horror are ongoing or complete this initiating the public information program has begun and there's been conversations with District administrators possibly board members on hey guys what are you what about this idea of going forward with this tax rate this bond amount for these projects we've got a couple of community meetings upcoming November 7th November and it's all things look good you have an opportunity to have your first reading of the resolution calling the election at your November board meeting if it still looks good as we again seek feedback from the community then you would have an opportunity at December 5th to adopt a resolution that would clarify the total bond amount the tax rate the specific projects and obviously the date the deadline and all the list December 8th which is 88 days before election day is the statutory gate in LA county and then you can see there's a number of activities that would follow that would be part of that campaign process leading up to a March 5th 2024 election what are the formation with that I will pause I'm happy to take any questions on process financials who is this guy some guy so any questions happy to take him okay so first I need a motion to pass this contract and move to discuss to the move or second load either and as it or Okay so let's start with the right now what we're doing is we're proving the contract and seen the work that they are providing so it's it's because of the timeline we're doing it together so that page 82 every school district in LA county and Culver City at the bottom then just saying if we were to add $60 to that that still puts us in the middle even with the be assumed 4 passenger missed we had a parent call and recently been mentioned some concerns about interest rates right now and it is not a great environment for that person's perspective selling bonds because of the interest rate and I wonder if you could address that and I was looking at you with three different times to that impact the interest rate but you could speak to be interest rate and repression ask by that parents two things I would say something going to be contacts so believe it or not just fight the Doom and Gloom that we hear rather frequently on the Internet or cable news interest rates are at their historic averages last 30 years you say where were interest rates last 30 years at an average however to your point and observation when we sell bonds Each Bond Getzlaf then at the time of the bond sale at self so doesn't really matter when interest rates are today what we would be saying as well where are interest rates going to be in in the next 6 months or nine months or two years or 4 years for seven years believe me all of the bond programs that we passed and in 2016 I think we had 73 School District pass Bonds in 2016 and 57 or 50 some-odd in 2000 18 none of us dreamt that we would have coded lowest interest rates in history so that was a minute examples of a bunch of districts who that holy cow I'm able to borrow a hundreds of millions of dollars at 2% or 3% or some ridiculously low number because those Bond sales are in the future so I would I would not recommend it trip avoid proceeding with anything based on interest rates again even today we sold the 175 million dollars of Santa monica-malibu bonds just two weeks are in 75 million dollars call rates are higher than they were during covid yes we'll never get back the code low rates but compared to a 30-year average we felt that that would be an appropriate sale even in today's environment but again the future is what we we don't know are you getting offers ation and ultimately I want to say this you as a board have the final say so it has to stay for a moment things got really crazy Bond get passed in March is cell in in June and interest rates are a ridiculous number of 10% or 8% something happens and rates are just crazy Our advice would likely hey I know you want the money rates are really crazy high let's pause a couple of weeks for a couple of months or what-have-you so that that that's how I would I would answer to that individual who raised a great question. actually needs more for you and and maybe Mister Reynolds so how are the services did that icing provides should we decide that to establish a relationship with them different than Sea Banks because there's some I mean I feel like it's just certain amount of overlap in the presentations and MX could just be everybody working in the same direction but for myself and then maybe the community house that we talked about different folks in this discussion the support / Civics is more along the lines of how to put together what we need in terms of the actual Bond the language is sung by the bond counsel but that isn't what the Civics actually does forest and John ice and sperm actually runs the numbers primarily and presents them to the public in a way that we can all understand the Civics is. team effectively is more like the political side of it might become our the campaign but the district can't pay for that time that would have to be paid for my outside sources Pacific sod acts as a consultant to The District in the non number of aspects of pursuing a bond can I Mister Reynolds do you mean non-financial I am cuz there were many numbers in the other I just want to be clear for Mr Guerrero and for the public that's what we're talking about here is the financial numbers and the difference between what you do and what some of the partner organizations do yes yeah is is first and foremost fiduciary okay so where the financial advisor we represent your financial interest so that goes into helping create the right program upfront from a numerical Financial standpoint right here is this history your assessed value here interest rate this would be a responsible Bond program that we can all get behind right and then if the election is successful then we managed to hold the whole process Brian said okay do we need an underwriter let's get that underwriter we need a bond counsel week let's get that Bond counsel do you got to go get a credit rating from one of the rating agencies hey we're going to do all that we're going to manage that we're going to train your staff so they deliver the best presentation to get the best rating do we want insurance will do a financial analysis on whether Insurance makes sense all of what we managed after the bond election is all related to the fiduciary duty that we have before is also the fiduciary duty that we have in putting things together but as an added you know bonus if you will we do so many of these Bond programs and we've reviewed you know different surveys and in the daytime I will look into all of that information and so we can assist Civics in their role is is kind of a PR Communications type firm that ultimately could become as Mike mentioned a campaign consultant for local separate citizens group the distinctions between what we doing and what they do okay and so Civic so to be the ones who helped us just fine with the bond would be used for you folks sure are completely around getting us the best raid and managing it and that's pretty scary yeah and the numbers and I like to think that I've been around a few Bond programs in my day that we could provide some even some political assistance as well but that's not our primary role best Civics primary thank you thank you also add that I'm both in around dr. Keller and I have also worked with ice in them and they have been very responsible and timely in their fiscal analysis is their Direction they're providing their support I'm driving. The added bonus going with John Isom nothing else thank you so much it's a pleasure to meet you and get to know you you stated in this questions may seem like you're not directly related to contract approval list since you gave us such a robust informational presentation if I may the resolution would be approved in December but don't bond resolutions have to be on regularly scheduled board meetings they can be specials okay so so that's that's awful things and then would you be an appropriate partner for advising us on the green infrastructure matching eligibility that is of current reality with changes in the current Administration where there are now all IRA funds if I'm not mistaken that are available for green infrastructure matching are you certainly lend some of our expertise to LeBron program should look at all available options as I said the beginning right how do Scout California school districts improve their facilities developer fees if you have development State matching dollars if you're eligible and in there other pots of grants other borrowings that districts can do you know whatever the source of funding is I'm a huge believer in you look under every stone turn over every Rock to find money and then you go to the voters and hey we've exhausted all of our options so I'm not familiar with Ira program and less familiar with the green program but that would be certainly something I'd be happy to look at in this is the district to say hey if I can save some money on the bond program. another pot of money somewhere else by all means that something that we should do well and I'd like to clarify it's the nature of this money which is why people are just beginning to understand so it makes sense that you don't have expertise on it at this point requires an initial outlay it's matching so we would need all of the bond funds and then we would expand our bond dollars they would go further as a result of the matching if we did Green infrastructure so that was home and then I don't have any other questions I did just want to provide a little context that Isom if we were to go with Isom tonight it would be a different provider than we've used in the past for Bonds in the past parks with Keygen and then I would be supportive of going with ice on tonight because not only do I like both of our intrams immediate past and current could I see men are recommending it but also our assistant superintendent of Business Services is recommending it but I just wanted to be transparent that I'm in the past I have approved a contract with a different fiduciary partner in this matter that I would be in favor of supporting the car I do this partner because of the recommendations of our staff I'm also very very interested I recently went to a presentation about sustainability I rub the link cuz I always forget the name but it's called the inflation reduction act and it was passed in Congress August 12th 2022 and so I know it's new but what I learned is that we need to bond money and then if you do bring construction weather solar anything of that you can get back up to 70% of the cost and it's not competitive not going to Grant you submit your receipts we did it and they give you the money guy so I want to say this it's really important for me to to say this to our staff and to our consultant because yes right now we have high interest rates but we also have this tool and also have a big body of support in our district 44 doing the green construct being green and so I think that this just brings a lot of synergy so I wanted to say that this is something that I really am strongly supportive and in want us to look at with regards to remember get a title I have could put it in five about this you know I understand but gets so what are the buckets is how to pass the bond so give us like you need to do a community meeting you need to do a flyer and then it takes us all the way to the campaign so they are at SMS on how to all along until the campaign from the second bucket is illegal which we already passed legal literally talks to us about the resolution how to agenda is things on the agenda it's a very specific around legal right this is what we're hearing today the fourth is the campaign and that will start as soon as we passed it in when we passed it and then the 4th is our struction partner and so these five buckets are the five things that we need to put them placed in order for us to successfully go for a bond get a bond execute a box am I correct am I missing any buckets I said I would say as a very very appropriate summary talking and buckets like I should just bring the community has a lot of questions about how we're going to how bonds can be spent and 1 things that are I love what you said we turn every rock or every leaf and make sure there is no money there that we left well during this process we have been looking at income-generating opportunities which we're going to revisit soon but we have close one of us if you know this one bucket about Workforce we're not considering it considered in that Community was not happy with it we're not considering that bucket so the bucket that were considering today is the bond can you tell us tell the community what are the things that this particular bought is going to spend. And how app for example spend on a building a culinary restaurant where our students can work there and we can lease it and make money from that can you tell us can you tell our community do you know but you cannot spend it there yeah you so bummed because of their nature and how their repaid again think of a home mortgage right you're getting a tangible asset front after you get all these dollars are going to build some you going to renovate something you're going to monitor modernize something and then you have to repay that debt that obligation overtime because of that bonds cannot be used for operating expenses to think about that you can't take Bond dollars and pay your teachers or pay administrators or pay any salaries are pensions or anything of that nature so the best way to think about what can a bond be spent on its tangible if your schools is fixtures furniture it meant K so it's got to be something tangible that's part of the school's this particular Bond as contemplated is really focusing on your existing school campuses so when you're talking about how would we spend these Bond dollars they're going to go to classrooms in the district are going to go to student support facilities in the district they're going to go to the schools in the district and for no other purpose can't do it I ain't been specific rules on how you can spend those Bond dollars for those that may be watching at home and those that want understand how can we or how are we going to spend these money I kind of call it the Brick & mortar improvements were talking about Electrical Plumbing roof repairs Health & Spa the improvements access to technology hbac Right Heating ventilation air conditioning systems new science labs replacing old portable classrooms that about use outlived their usefulness with new permanent classroom right those are the kinds of projects that are being contemplated. Nothing's final hasn't been finalized yet nor will it until you have that resolution to be approved so under pop 39 law which was approved by California voters back in two they said we're going to make it easier to pass bonds used to be 67% right your first one she had to get over 67% at 75% but in 2000 California voters said you know it is too hard to pass by the 67 let's lower at 2:55 okay but then there was some trade-offs which is that we've got to make sure there's some taxpayer safeguards one can't go about $60 tax rate OK Google text the taxpayer so you don't let me out of $100 or $200 tax rate to you have to have a regularly scheduled election date that's why when I showed you that bar graph right it's every other year so even years during regularly scheduled election so we don't want any sneaky elections to strictly or whatever we want everybody know about it everybody to vote on it free you have to have citizens Bond oversight committee so there are a lot of naysayers out there that's how I don't trust the district they can't spend the money I put your name in the Hat part of the citizen Bond over the committee and help oversee the expenditure of those dollars so you can you can report to the community we spent the money as intended no waste no loss of funds I don't remember if I'm on 45 are there any case amount for a detailed project list and I think that's what is one of the more important elements because Dennis is the perfect example because you're in the shadows think of La unified back in the day before prop 39 passed and they wouldn't say hey authorized a billion dollars or however many bills how you spend the money look at that 75 word paragraph 75 word was all that was required and you would get authorization to the billion dollars or $100 or whatever the dollar amount was so popular detailed project list give me information so I know exactly what I'm getting at is that mean you know beige painting paint color of bathroom teen of the school know but it the whole lot more detailed in the 75 word ballot language that historically had been the norm so so that's something that the voters will get a chance I'll be able to look at it nothing about operations nothing about salaries all about specific projects but it's still going to need to be determined in the next you know 30 days as you continue to meet and discuss and to get feedback from the community on what all should go into that resolution with a detailed project list I have one last question do in your presentation you were talking about that we have not gone for a lot of bonds and and I want to say like I have seen income tax like a property tax bills that say 1500 for that tax bill and it says Bond on it like my Culver City 1187 so how often do people like schools that look like in El Segundo go for bonds bike is it every 5 years every 10 years power what is the regular when do we meet like the communities like would you just went for one well that was ten years ago and is that normal to go 10 years or I would say to little bit abnormal to go that low what parts did I think I don't think there's anything crazy dramatic about doing it every 10 years I mean a lot of master plan for 10 your master plans hey is your tenure Master plans so we can get in finding that spans the next 10 years we're kind of watching it up with things I think the reality is this though districts their needs are tremendous the state is not funding enough and so they do go to the voters more often in a one of the the district West Pat has passed for bonds since the last time Culver City had a bond approval for in the last 8 years side but again every time you ask the voters pay is this something you want to do and in this case is to me as I yes sign me up again sign you up again and another I would be a part of our success as we try to help the district understand there's a transparency is a commune stations is a conversation with the boaters where you say what are you guys want with this is your school's it's your tax dollars what do you want and if you don't want if you were saying hey I'm okay with the status quo I think our our facilities are okay find then Ben don't approve it at okay but I think most people would say wow our schools have tremendous needs their in tremendous disrepair they need monetization and renovation etcetera etcetera I want to support to support that great and here you go like right give voters what they want and what they're willing to support if you would ask me what's the average probably six to eight years would be the prequel but there are some that you know that haven't done a bond in 20 years but then there are others like I say that I've done four in the last 8 years but 6 to 8 if if I had the gas I know I said that was my last one but I did see that I had one and that is we continue to hear public comment that stayed I don't trust this board with this money and can you talk about the money like your roll like how do you ensure that the money is spent correctly because I'm not going to get a three hundred thousand three hundred million dollar check made out to my name I get $268 a month that's what comes to my name and then I can spend but the community some public, has said I don't trust this body to go for a bond because you're going to spend the money incorrectly can you talk to the community about how how many comes in who distributes said like that crosses of spending your money I'm going to have a lot of say in her cheating get you your money so if we're selling a hundred million dollars in bonds I'm going to do everything and in my professional experience and power to make sure it's as cheap as possible once that money gets deposited into the construction plan is going to be held in LA County the district will then make requisitions and draws on those dollars to say alright I need but you never $5000000 for this particular project what I would say to those those individuals to say why I don't trust you I would say join the o State committee be part of this right don't don't be a critical here but just be part of it and say I would like to be part of this the oversight committee has a distinct role making sure that you're spending $2 as you said you would in the addition you have an independent third-party auditor was going to give you two whoops who's going to give you two different bottom one is performance meaning you in your detailed project list you didn't say you were going to do swimming pool thank you not allowed to do a swimming pool I'm oversimplifying it but there's a performance element to it and the other is finacial where does every penny go and the oversight committee job also to report to the community to the patina board meeting but they meet regularly and they report back to say the district has kept their word and spent it on things that they were supposed to number one and number two hasn't been any fraud or Waze so that would be my advice will be part of it right on the sidelines be part of it being an active participant and make sure that that you get the most bang for your buck our job will get you the most bang for your buck on borrowing costs local citizens mod oversight committee and the Auditors will be responsible along with the district and staff and making sure you're getting the most bang for your buck on construction a pink completed two of our items 17.1 and this item here should be just our contract and so I'm going to ask whether or not you would like to take this is why we moved Contra Prime movies I move contacts but somehow we we've been discussing I think 17.1 understand what we're going to do is we're going to discuss that at Hawk work that we've done so far and so this was part of their country you know I prove their contract and do the presentation and because usually we have more time we would approve the contract and then he would come back into meetings and do still have 15 people show up which would be a nice to know a nice amount of community members I also wanted to add that in addition to that working with our ad hoc committee we have established the two dates for that sound community meeting November 7th and 14th and so I'm it is our goal to make sure that there's plenty of opportunities for input great would you like to add anything. okay so I think that I learned today that we need to have a very specific list of projects and I want to ask if we ever reached out to our Architects for that Liz do we have an update on that yes I believe we do Mike yeah we have a firm called DLR have Architects working with them and they are working on the overall project a scope and Zoe are going to have a piece of software that allegedly useful for determining an ABS they're going to teach us how to use that in a short. Of time to match whatever the you know to try to figure out what our needs actually total up to be I also want to clarify that this specifically around A needs assessment so it's basically what needs to be repaired and upgraded in our classrooms at our site and on this in no way the impact any other conversation around possible retail lease or in any other way housing for labor that is a separate conversations we had at another time and not to be confused with this needs assessment around on the flooding that happens at our site the elevator issue the ceiling the roofing electrical issues that are just so necessary and keeping our son instaff Steve at the school sites it's again based on needs assessment specifically I had a meeting today with one of the black slave having different meeting with different School sides and it seems to me that every School site when I show them the master plan for their School site they're going to be really have no idea that though the priority areas of the school site and so I just want to make sure that the principles review their master plan and if they don't agree with the master plan or if they have something to add to please submit it as soon as possible especially by November 7th doctors community meeting because it just seems like there's no the masterplan is here but hasn't been a connection to the school sites and Doctor Bolin is that something that our stuff can do we can definitely make this a standing conversation with our Administration and make sure that they are aware of the report that Mike mentioned and that we have a comprehensive list of their needs as well great great thank you so much for me I am just really grateful be working with mr. at the door and on the committee and we're working on bringing this fourth of the the one other piece that was not mention there will be a one-page buyer please submit your input to doctor pulling you haven't done so or hopefully everybody has done is that is going to inform our information flyer that goes out to The Community say hey this is the way we fix our schools and so that is also something that stuff that we're working on and you all saw that that one pager I wish I thought that you have a spider I want to make sure that we have an intentional conversation which each cool side that they're aware that this is something that we're going forth and maybe there needs to be communication staff also because it seems like this hasn't happened yet and that's it for me at any board members welcome to ask questions chime in yes just quick question to meetings on the 7th and 14th with a bad heart committee folks that identified you mention needs assessed on it and try to figure out what the focus of the work should be should we pass the bond would it be appropriate at that time to get you thinking back to assist in the polling it's been down in conversations that I think many of our sense of this one of things you don't I don't think anybody credibly believes that we don't need the improvements the facilities in the maintenance facilities we have heard some some folks Express hesitation about the management of the van or being on the board or things like that which makes me but it is what it is. And we've got to deal with that if we're going to go forward fist will also be appropriate at that time to have some conversations about the kind of you know safeguards folks are what are the type of oversight kinfolks a lot of things like that in order for them to feel confident or is that a separate type of conversations or is that a conversation that we can have with the ad-hoc Committees at that point just to get them you know what do you need to feel, and I do need an extra hour there's something like that or do you need a certain type of selection of the folks who died on the bond oversight committee or what what what do you need to feel confident do we all know we need it so we would have that, patient with them and make sure that we answer questions and concerns to say that we would have the committee come in and provide the direct oversight that separate from this body and they report to you and so for us it's going to be Gordon Tish illustrate that and to make sure that we have those internal protocols and I am not sure if it's internal protocols that we have those checks and balances and there's accountability and we also have clear communication so that as we collect and finalize our needs assessment that when we move forward for the bond and then Implement Bond dollars into construction work that we are connecting to all of the work together to say we gathered and put we saw the need for the bond now we're spending and here's how it all comes back to that initial work and we will be very at mindful to make sure communication of solid around that so thank you for clarifying around the language of the needs assessment and what we do and don't mean but it's strong language we don't mean that there's some formal contract for A needs assessment right we mean that DLR already did our master plan and that we are doing internal work at a site level to be sure that we agree with or will reorder the priorities on the DL our site according to the needs each site staff members and community members believe deserve to be at the top is that what that means that is correct thank you and actually that's my only question thank you I wanted to comment in response so the point for me is that the that yeah principal and staff are our leading that work but that I know they will anyway but I'll just stated publicly I really hope that they'll engage their their Community as much as possible even in this short time like with with recognizing that we're moving with our urgency because it's so important and that we think our success is enhanced by going to the March deadline if we could just emphasize like with apologies that we aren't doing this more slowly we we do have this work from 2019 that we can fall back on a little bit it doesn't mean we completely fall back on it because that's not the same district as we are today but that we use it as a launching pad to do our very best to engage our site based communities with with principles and stuff leading whether we understand we don't have like sufficient time to go back and have many repeated meetings starting this data absolutely we will do that make sure that there are many opportunities for them to engage by the input along the way and provide a specific place on our website so we can keep coming back to that Tab and I'm look for updates a great thank you this is not an option so we do not take it needs to take a board corner I want to suggest a bond it seems like there's still a lot of misinformation out there and so I was talk about the five buckets thank you I want to talk about where we're at where we are not yet this is not a work force Bond we are not there this is also not an income-generating bond this is a facilities Bond and we're going to be very specific about the facilities Bond and and and so can we work together to put on the border corner and I'm hoping that whatever we put on the board corner and is also what we give to our staff right so everybody's receiving the same information videos of the green New Deal resolution can we do that next week NFL a separate email on the bike so I can baby I like that okay yes okay will work on that tomorrow the okay I like that idea we'll do this week we'll do a bond email no work with and we'll put the green New Deal on the work order lookup 17.3 future agenda items I don't want to skip over it but I do want to give this opportunity to dr. They're not all necessarily going to be future agenda item exactly but but it this is the starting place this is where that our staff is going to work for 2 weeks 3 weeks 4 weeks to know that long depending on how expensive that that request is right this is a form of way for our staff to Sadie's were the 10 things that the board asked for its going to go onto the Excel sheet and then they will provide input our staff will provide and then end the guidance and some of those white some of those may become future agenda items some of them might not but some of them may and so this will be the summer might just look up what was the tax rate for 2016 give an answer right there that's done then he doesn't need to come back to the agenda but some of them may need to come back to the gym. So this is the idea for now on how to deal with future agenda items if you want to add another agenda item you're more than welcome but I think it's good for our staff to keep track of what we're asking so that we cognisys I think that's how you say it our request of our staff but I thought we should use this time to calendar The Retreat yes we can also do that thank you so much for reminding me okay so if everybody can please take all your calendar so that we can calendar a board retreat at the board retreat we will do a hand book review with Doctor pulling and then that direction for her where do we want her to focus in the next couple months and we'll see if we need something more but I will say 3 hours 4 hours is that as a handbook usually takes us how do our souls 2 items do items are we looking for a weekend or in evening it's up to us but I do we do need to put it out a week from now before at least a week from now I need to finalize that handbook and send it to you all suggest age did you activate the my teeth are Sunday evening of the 6th Monday the 6th okay cuz I know you have a meeting on the 7th race you're not available okay so yeah we can do 4 ish 4 ish on the 7th on the 6th 47 is everybody okay okay thank you whoever said that I just and that gives me a little bit more days to review you know what we should add on the agenda to we should add them work calendar to take another look at it. your governance calendar yes I've been adding the things that we worked on but you know we can we can take a look on how do we want to do how we going to do this next year now we're going to move for the next 2 months great so I think that's it then I'm am I missing anything on Fruitridge and items so can I get a motion cancel all of those in favor say aye thank you
