God's plan will be subsumed into the next iteration of the El Cap which will have you no goal analysis A mid-year check in so they'll be a real public mechanism for how we taken do that aside from all the other wonderful things that are Arts coordinator we can provide that would be there in the mechanism for checking in on the progress of this and how it's going because our plan is to bring to the El Cap so that way it's very clear that we roll living in the same direction I just want to say thank you for that statement that you just said that all plans will be weaved into the El Cap and brings so much joy to my heart because that makes that ensures you know the El Cap is a document that we review every year and that we're monitoring monthly and so this ensures that all are plans are being monitored and that we're working towards you know executing them so I just want to say just bring me so much joy and this is why I do what I do I sit here for hours and hours because this brings me joy okay sorry I'm convinced just kidding just kidding a little bit I'm up I reset a k so I recently went on the School site visits with Los Angeles County School Board Association on my free time and we went to a north of Vista school and today it's an elementary and what they had done was incredible they had a classroom full of tiny little instruments and then they were dancing and I just got like all this is incredible and it was incredible because it was all culturally appropriate for that right West Covina is almost 90% of dinos and so PE they were dancing for protocol and in the classroom they had time little instruments and they were learning mariachi my question is I asked him like how did you get money for this Elementary School to do these things right you have a dance teacher you have no teaching PE and you have instrument teacher and they said prop 28 so my question is how much of this have you been with prop 28 is prop 28 paying for this or how are we spending prop 38 is this something because I would love to see tiny little instruments and a tall are Elementary School I mean it's up to you to definitely help helping and I'll say one thing when we did the previous plan there was a lot that was in that was identified as if money was there right and now we know that there is much and so like the music teachers that you see we've already posted hopefully are hiring line and what we posted for 3 so to make this make this happen cuz there's money so yes 28 is definitely helping and prop 28 if I could just go a little further has 80 80% has to be dedicated to staff wears 20% can go to materials and their site based plans but because we have this strong teacher carts plan it is aligned 80% has to be new hires but it cannot be you know supplanting it's part of my Outreach for the bond I found out that there's a parent who's very motivated in improving our music department at the middle in the high school and I'm just curious how is the plan going to work with for example the the combining the work that is happening there is it a gas it works with everything it's all five art departments and marching band is definitely part is at the other thing that that is in the plan is working with many members and that is actually one of the reasons why we did the survey is that we want to hear from the community members what they feel is going to have the most impact and also there's a question on there about how the community like how can they help like what what do they I think they can offer or do they know of resources that we could tap into so all of that becomes part of the district Community Arts team and I'll just say the district Community Arts team is open to anyone anyone can come by sometimes we've had up to 80 people in them before it's like anybody who is interested in arts helping making you know helping to make it better in our district has invited and I think this is this is my last question and that in that is so this is how we're spending prop 28 and all all all the music and everything that's already happening it's weaved into this plan so it's not like this thing is working separately the plan is weaved into the services the programs that we already do and and you said only 20% goes to material so that is that why we are renting a lot of instruments or is there a different reason for that well I want to say the rent and you're talking about at the elementary school level right that is something that we we are trying this year we're actually now that we're going to have the opportunity to have more teachers what we're actually working on doing some more PLC work with them planning on what is the music program going to look like at the elementary school next year because we're going to have more energy L to do something you know maybe a little different so. That was this year and I think it'll look different next year I know that we don't have class rules to meet the fifth 5% so they'll go either pushing in or they will you know using auxiliary space we're working on very creative configurations and with where they can teach music to provide this important instruction cuz we don't have classrooms for music but it we will be creative flexible and find the appropriate way that supports our Educators and students I just want to say thank you so much I'm really really grateful I continued to hear great things and talking to people but other things they want to talk about art and I'm going to take this moment and say I went the play The Laramie Project with my son who graduated from the from from ccusd in 2017 and he and I had extra the conversation this is the best part of it we're like hate on a monthly basis we should have son and mom like art like visit so I just wanted to say this is this is what does for families and for our children it it it creates a community and I just am really grateful to have all of you creating is beautiful spaces for our students and for all the grown-ups because they get to enjoy the playsets set alarm me project thank you so much have a good night we have a location for um 17 point for the draft resolution ordering election for facilities Bond and we also have a 17.3 Bond disability update so I'd like to take that so that way our guests can depart if they need to be together because it just doesn't make sense to take him separately and I was under the impression that we had to do 7 that it made no sense to do 17 and Order Oh you mean take 17.1 17.2 17.3 17.4 all at the same time I think it's it's fine we can take these four Topix because they're all interconnected and the reason they're here is because of their interconnected and what we heard from our labor partners for that I think as we move forward with our study our fees charity evaluation for a potential Bond we need direction on some initiatives that have been in discussion and it would be a great opportunity for us to clarify to our Community where you stand on those initiatives so that we can move forward with with the feasibility study so it looking at 17.1 the staff housing I'd like to know where it what your direction is for that will start with little and then get it'll in process here do you you're looking from each of us like what how our vote would be or like am I supposed to start a discussion here because I happened to be first like it for that clarification points are vacation so the agenda items stop that. Housing Initiative so I'd like to know if you're in favor of that and if you are not we need to know that as well and I think it's going to be critical to our community to find out what the direction is for for us as a staff moving forward around staff housing so I not only am I am I four stopping Workforce housing discussion currently but I also think that it needs to be said to our public that this Bond cannot be used towards work first Force housing that it would be not legal to even do so and so if you haven't heard it and in so many words that that my direction or is that I have been told that there we can. use Bond money towards our Workforce housing and so that it's just not going to be a thing and do free for those of us who or those of us in the community. have thought that we knew that somebody somewhere would sneak this in it's just not going to be a thing and so that on top of me adding to a voice to say just needs to be earned and we need to say it at to correct the record and just to be out there to say cuz we haven't had this discussion before in public that that this this pain will not be used towards work for sale so thank you for thank you for that yeah I'm kind of the same thing I mean I have educator and and Union colleagues sticking around the the the bay in the San Francisco Bay area that are very interested in this idea and actually in some cases proposing at and reaching out to their districts to talk about that I don't think there's anything wrong with having explored it because I think it's a really interesting idea that has a lot of potential to to bring together a lot of of things that are important I think in this current iteration of exploration is not the time or the place to move forward with the Healy when our employee groups have not been on board with it and end as board member Laredo said more than anything else I think this discussion at this time is kind of clouding some of the discussions about the facilities Bond at the schools, and so I am also in favor of stopping this discussion and making clear to the public that him no way shape or form is the bond that were talking about going to be used to to do any kind of employee housing it is absolutely strictly school facilities proving those facilities so thank you thank you can I understand a little bit more about what this says I don't i j I don't know what those sentence means discussion regarding the need to end exploration of Staff housing on discharge on property okay that for the purpose of financing other school and District disabilities by means of a 2024 School District bus picture Ford provide some insight good evening members of the board we've never met for it to you before I actually my name is Reed liar my firm stradling serving as by counsel to the district that language yes long hard to relate one part to the other but the intent behind that was simply to be able to connect the dots from the need to potentially the discussion for Workforce housing and focus instead on the discussion of passing a bond for the construction of educational facilities that that's all kinds so we're just saying to the community which we would we have said before but it's never been agenda item we are here to talk about the bond for school facilities. We're talking about a bond for school facilities. There's no other use of those bond funds this is the intent of the item okay yeah I mean my colleague spoke to it I I agree I actually think you know it's really a fabulous opportunity for this Ford to come together and express cohesion cuz what I'll add to the previous comments about trust and earning it and rebuilding it in and all that is that it you know there's a couple aspects that haven't been raised along those lines you know one is that there's the there is a piece about you know what the board says in public what the board does in public and then there is you know sometime an issue around the community or certain members of the community asserting contradict contradicting positions like it came up actually a public comment earlier like that the that the tonight there was a presentation from public comments questions concerns and their presentation from the soup and that they directly contradicted each other so I I do want to take the opportunity to let you know invite us to think about that it is on us we own it and these things are mutual reciprocal like if we're building trust were working to build trust together you know like so so it's really it's a board it is the board's business in it and it's incumbent on the community and best to hear responses to their concerns when we provide them which is what this item is all about tonight like there's another example that comes up regarding the students on permit it keeps coming up it keeps coming up and we keep delivering the answer and we are it's it's the answer is delivered to what feels satisfactory to the board and and stuff and many community members and yet there is an insistence that it's not satisfactory so I just want to invite a little reflection all night and then that there's also this really important opportunity for the board to be unified so this hopefully will be 17 to I mean 17 to maybe 1 hopefully 17 3 and 4 like because trust I would say actually maybe more than any of the other things aforementioned is about the five of us I would argue is like the cohesion the unity convincing the community to support us on a bond is going to be at 50 in this business it's going to be we are all in this we are in it together when the when the community sees us having dissonance you know it's one thing to do that in our day-to-day work we need to it's important to deliberate and have differences and are then but when it's like everybody's obviously fighting for the same thing that's one thing that susilo teased it's important for us to be really unified on that and not leave that space for folks to either leverage. Dissonance amongst us or two just not trust because we're not all saying the same message so yeah is there anything else I want to add I will I won't make more points for that same effect 17 to as well thank you thank you I am working is it in myself sit on the the boy I just got my committee for 4 for the bond I'm in having been through just one very constructive to me your confession it is very important I think that we together as a body in have this conversation when we hear in our public comments time and time again about trust and transparency and communication excetera excetera on my thing is important for us to make sure that we are tackling confusion and our community with regards to what we are actively doing right now when it comes to a bond and what that would go to it is been made in my humble opinion very clear to at least our Focus Group. money will not and cannot legally go for SUP housing and yet we still hear it and so I think that for nothing else is competitions for us to just publicly assembly 2.2 to tell our community this is not about stop housing we are solely focused right now in this moment on repairing our aged facilities and making sure their students I can learn in the thriving environment that allows them to grasp onto the very important knowledge that are hot teacher has delivered to them each and every day and so I would like to say I will join my colleagues in in in in unity and I guess asking for this conversation Housing Authority for nothing else just so we can point to the community to say hey on November 14th at 9:39 p.m. the body if you pulled a minute out of berry enlightening conversation without ending on this conversation just so that we can steal the key away from this alternate fact that this is somehow going to be for stop housing I will join my colleagues in unity and also uplift wet I think some of them started to say and to double down like let's figure out how this is going to be communicated right so talk to our Consultants MC okay so the board had this discussion 50 said stop Workforce housing unequivocal this pain is not going to go towards Workforce housing and let's communicated broadly and I I want to say please communicate broadly because we need to fill the voids where information is vacant and the information is vacant around that's right because we have not talked about Workforce housing since I don't think this body actually talked about work or something I think it was the previous iteration of Workforce housing so because there's been maps of conversation around Workforce housing that maybe we just need to just be really deliberate about it the police communicate on it wonderful thank you so I'm hearing unanimous we're going to stop Precision it's unanimous and it's clear to me that you understand your fiduciary responsibility that you cannot use any funds that are attained through a facilities bond for staff housing and it is not the two. whether we are stopping this and I will communicate that broadly and engage my team here and on the team at the district office and communication with our staff our community I do appreciate this Clarity this alignment of message and priority work moving on to 17.2 it is to pause the discussion around retail initiative so if we could I'm against start that conversation and you could let me know if you are in favor of that I am confused as to why this wasn't a one agenda item which was stop Workforce housing discuss and stop income-generating discussion in relation to our 2024 W I don't want to put I want to say unequivocally that the majority of our funds for the bond and then some whatever matching or going to go towards classroom instruction and the support of classroom instruction here to I don't want there to be any miscommunication to that and so I guess my question is if I want to say stop instead of pause do I say no to this so very interesting thank you for that challenge I'm going to look to it to my friend read but I do want to clarify that we broke them apart because he's these are two items that keep coming up in our community discussions and for clarity for accountability and I'm in order to build trust we wanted to demonstrate to the community that we heard these two concerns and we wanted to clarify the board's position on these two initiatives so that's why we broke them apart to say staff house and then the retail initiative as well and I want to be clear with our public that the little we started out and I wasn't here I'm back in 2019 but we started out with a 1 point nine billion master plan and we're going out with an Ask of a fraction of that and the fraction of that is not even going to cover all of the needs that we have in terms of May in our facilities what they need to be for student achievement and so for me there's no room in there to say parts for 2024 it needs to be stopped for 2024 because how else are we going to be spend art I'm going into this Bond measure that has to be very very quickly earning trust and doing all the things that we need to do so please let me know if I need to does down or amended or what if I want to not say pause I want to say that as a point of clarification and use the word discussion there to kind of give you some flexibility you can discuss pausing it you can discuss stop you can discuss proceeding with it it's not a straight resolution where you would say I vote no because I I'd rather stopped and pause sort of thing I think you're allowed to say how you feel about this if that is stopping stop if it's positive Paws emotion to say stuff like what how do you do can I add something to this like the thought when we were putting this agenda together so what what's happening or what needs to happen is we all we have heard from our community that we have this relationship this this consultant Brookwood and that we've been meeting with them and they have projects and they have no idea how we spell the money so there is that piece of information money that we spent and that that study has not come before the board for the board to discuss it now. I picked I did pick pus is because we have to be accountable to our community in the future right I'm not saying today I'm not saying tomorrow and it is 100% unequivocal that we cannot spend any bond money on Brookwood on Workforce Workforce housing and any Market retail housing that is all like true true true true right like we cannot spend money here we cannot spend money here we cannot spend money here however we need to be accountable to our community who's asking you spend money where is the money but this agenda item is specifically for the 2024 School District bond measure because we can't spend money on it we can spend money on it and it's just telling the community we will revisit at a future time for Bond measure and so do you see how this can be confusing to folks because you're saying pause but it's specifically for the 2024 Bond measure now if you want to say that for a different measure or four different developer we're going to you know do that in the future then fine but it's not going to be for the 2024 Bond measure and words matter if I might add something Perhaps it is the best to treat this as an opportunity to establish your individual position on it and then go down the row I am in favor of stopping all income-generating discussion for the purposes of financing other school and District facilities by means of a 2024 School District bond measure . thank you yeah I actually agree with board member Loretta I am absolutely in favor of completely stopping any discussions of the income generation I will say that I think this idea is more intriguing to me to return to at some future date 5 years for years down the road or something and look into this only because one of the things have happened in the last few years in the world of facilities is those Priscilla maintenance money 10 to get swept into other functions to say everything goes great pass the bond we build a bunch of beautiful new buildings we have to maintain those buildings so they stay in that condition some point far into the future if we can figure out some revenue streams that would help me I think that's a great discussion we can have some time in the future now is not the time this bond is not that I'm totally in favor of just stopping any discussion about income generation for the 4th see a future the other one is 24 president appoint one of the tasks of of our one of our labor Partners was end our relationship with Brookwood totally fine with that however we've already paid them and they always a report so at some point we are going to have to collect that report from them and we're going to have to share that report publicly just as we've already paid for it doesn't mean work painting those ideas but we do have something to collect from them that we have paid for and so that that's got to be collected but again that doesn't mean we're entertaining those ideas now it doesn't mean that there is any connection to the bond oh I'm absolutely fine doing that and we should discuss it something like how do we collect that maybe we don't collect until after the bond just so there's that clear delineation between the two they always something but yeah we need to stop this discussion in my opinion just so everybody and of the public and the community understands that the bond will facilities not about housing not about generating revenue and we could along with Mike Reynolds talk to you a little bit about how we're going to wrap up that I'm work and collect what has been produced and then set a a conversation for down the road if you want that the public conversation that I think we can wrap that up and let you know how we can do that in a future I'm conversation that I do appreciate that you're bringing that up thank you yeah and I'll add that I don't feel comfortable the word stop because I do not want Brookwood interpreting this conversation as some breach of contract and I don't know anything one way or the other I have not even been on the ad hoc committee for Brookwood so I truly do not know whether this would be sing to them or not if they would perceive it as such but because we do have a contract with them that we passed and that we you know are paying them for have paid them for that word so I did understand are they were separated and why they were different words that did make sense to me for the sake of protecting around liability and I do really appreciate being responsive to concerns and again is further clarification that we will not and cannot then bonfire news on retail development of mercury 8 housing it's important job well done and I will add that you know all previous boards have been very clear that facilities work is the priority and would never ever conflict with any long-term Revenue generation project both continue to worry about that they continue to worry that the bond will be compromised by any long-term Revenue generation work and that's an unfortunate heard all we still need to overcome it we need to we need to own it and I've always been comfortable with the getting between the two I remain comfortable with that okay thank you for that thank you so much I too am comfortable with the wording of of stopping for the sake of our 2024 entry form I think our bond legal counsel at helped draft these on the names and an honesty pink the descriptions to of a vision items don't know if you looked at our contact with broken but I would I would hope that you wouldn't for anything that would make us preach at you can tell me if you if you have the chance of me up at this is a contract breach trusted never stopping for the sake of 24 Bond I have not looked at those documents this would be I don't think this would constitute a breach or not really taking an official action you're taking a kind of a position I don't think that constitutes a breach I have not had a District's general counsel or construction Council so no is the answer to the question that's the offense and so it's just my humble opinion. do you know 17117 to or for the sole purpose of us pointing to our community that we had the discussion on that they are saying you have not had a formal discussion ending it until 4 that's that's like you support add door stop and press to formally stop our conversations about generating revenue streams okay so we have a 3 one on stop now I think I think that this is what we're sorry so we have three then I get a little more clarity on what that means this is not an action item it's not it's not it's Direction its direction about how to communicate to our community what we're doing and I think the most important thing is unequivocal Aspen Von money on Brookwood or retail or Workforce housing I think that that's the communication and that I I look forward to receiving the study from Brookwood and ensuring that the money that we spent that we the disinformation didn't go to voice right but the money that we spent is going to that we own it and that this is something for us to revisit when we want to and it's in the important eject that we did thinking about the future we have millions of dollars that are going to be exiting or budget at the end of this year because of covid ending covid-19 ending and we're going to need to figure things out and I think I'm not saying tomorrow but for me pause is the right word I don't think that's relevant when it comes to communication the communication needs to be very Bad Bunny cannabis pain Workforce housing on Brookwood on retail. That's the communication that needs to go out so thank you for that time just to clarify what I'm hearing then is status to stop because I am going to use the word stop we're going to stop moving forward with any exploration of income-generating discussions or studies we're going to select what is do as far as the company the firm and I'm have that for a l conversation for working to stop our work moving forward and the five of you understand again your fiduciary responsibility that any money collected from the bonds cannot be used for any income generating discussion plant projects or planning but the former get may still makes me nervous so we accomplish this by saying the latter half of what you just said which is also what worked for president said and I do want to make sure we're all on the same page if we're set up 3 whatever I'm not cool with us stopping the conversation I want us all to be on the same page really important I think are though I think we're on the same page the point is around the 2024 Bond it's all by the way illegal question anyway so it kind of doesn't matter what our opinions are but we're stating this to make clear to the community as we are doing an earnest work of responding to concerns around trust and that's what we're here to do but I want I do not want us getting into muddy water with a contract that we have already passed and paid for so this is specifically around 2024 School District bond measure and also not being you know but we can't at the same time be responsible with former decisions so if we could if it's if we if it would be okay for us to have one more final like Place one or two sentences respective to the 2024 Bond measure that we agree and I feel most comfortable with that maybe the solution is 2 simplified in a way that president Missoula indicated which was to take a position that there will be no bond proceeds spent on any retail. Because that's not an educational facility but doesn't hurt. verify that that is the board's position and for now leave it at that I don't know if that's it solution I think all of us agreed that that's illegal let looked at it it's like duh this is we need to follow the law. We need to follow the law the law says that the bond can only be spend for educational facilities and therefore we're going to spend it for facilities but our labor partners are asking for us to be overly explicit that we're not going to spend money on income generating and we're not going to spend money on Brookwood and we're not going to spend money on Workforce housing and I think that that is where we have cohesion the five of us agree on that and we're going to come we are going to be diligent to ensure that we received the study that was done by Brookwood and that we will revisit that and that's why the word pause was there because I don't want in the future for our labor Partners to say wait a minute you said you were going to stop this discussion well we already paid for it and we're going to need money in the future for president I hear you the I think that the reason why we're having this conversation and the reason why it's written the way that it is at the agenda item is because it's directly about the twin 24 Bond and I think our public just really needs to hear hear it seeing that we are stopping at any discussion around the new generation in regards to the 2024 bond does not negate the fact that we want to get our money's worth from from a contract that we was with with past prior to this those are two different things and we really need to be focused on the words that are in front of us about the 2024 Bond so that our public doesn't get the wrong idea that somehow it will be snuck in we have to be unequivocal about this and use our words precisely that we are say stop in regards to the 2024 Bond. End of story and if we need to deliver on other things from other contract that does not have to do with it 24 Bond I know that your intent is the same thing but I think that you are still very adamant about pause I don't think we should use I mean you want your okay now it stopped may I may I may I try this and this is what legal counsel is suggesting would you feel if we demand the statement to say agree that any 2024 Bond measure proceeds could not be spent on Revenue generating projects. it is very clear that our community is looking for us to be unequivocal about what this is and when we look at this agenda and we see stop and then we see pause that raises questions from members his body so I can only imagine the questions that raises for members of our community and so I think what our community is looking for in my humble opinion for us to come together and say we are going to stop this for the 2024 Bond any other iteration of that wording to me is a cop-out and I will have a hard time in our our focus group sessions telling and convincing those core members who we need on board and on our team if we're going to get this and deliver this for our kids I have a hard time pointing to us muddying the word and the end of our Voyage of this in so I know that it's been said that maybe some of my colleagues think that the word stop is Muddy in the water I actually think using any other word then stop is muddying the water and so if our committee is looking for us to take a stance then the only word that we can use especially because seven people. Is at 70.2 subsequently news it's one communication right so let's just all this is not finish this until we all agreed was keep going continue to deliver 8 I think I would be open to if I if I'm hearing like people are really concerned the word stop being in there then the way I want to get comfortable with that is that then we do unfortunately have to acknowledge that we are going to have to hear back on the Brookwood contract which to me is less ideal but I am willing to do but let's wait let's negotiate so if we need to say stop because the community is insisting I respect that and we still have something to here at some point I don't know if it's us or a different but at some point somebody's going to hear from Brookwood so that if we say stop I do feel then we got a couch at which to me is less ideal but we were talking about specifically about the 2024 Bond measure so these two things be in existence at the same time stopping any retail or income generation in regards to the bond measure and getting what we're doing that contract can be both delivered on I don't know in what time frame because I am very focused on this phone so would you agree with that what what is I am I want to follow conversations I want to follow your desire so what if we said bring back 17.2 at our next board meeting and we will also have information for you in regards to the stop pause language and impact it has on Brookwood honestly I appreciate the effort but I think tonight is the time to make the direction on this you know and M2 deckhands point I mean I guess I'm a little bit more comfortable with the closet under it we stopped it again this is just me speaking but we stopped at discussion related to Bob the two are not in the same place if it turns out we have a contractual obligation that we have to fulfill that doesn't have anything to do with the bond at some point we can have to get the report for them for the work that they've already done that doesn't have anything to do with the bond I'm okay with those kind of Clauses to be able to say we stop any discussion the exploration of connecting the bond with that type of work okay but thank you I appreciate that I would be comfortable with that except at the lap you lost me on the last sentence because we have it we've never connected them in the past so I just want to be careful that we do not allude to having previously connected them cuz it's always been a misunderstanding so that's the only difference I would make with that last sentence to be fair to our community all along this discussion has always always I oh I know we heard today that somebody said you spent 18 hours talking about Workforce housing and in the same 18 hours we talked about their facilities and how important it was to talk about penile prioritizing these things so these things have always been you know convoluted or Enos act together in the discussions because guess what its construction work and so it's always been like coupled our community but there's buckets there's the facilities Bond bakit and then there's a Workforce bucket and then there is the income generating bucket and this is why we wanted to separate them now also in agreement to say stop income generating discussion for the bond. I don't think that anything owls with regards to the Brookwood I know that our Labour party wanted us to end the relationship that relationship is Ended as soon as we receive our money's worth study you know in and I think that that the second piece now why don't we go to our labor Partners Maria at your next partnership and said look I know you wanted to end farm and Brookwood but we already invested in this conversation needs to happen or we need to get we need to end it by receiving the product we can't just say we spent you know X dollars and we're just going to leave it there on the floor so my Midas my suggestion is Maria go back to labor doctor pulling sorry go back to labor our leadership staff over here please go back to labor and say okay when we can't just stop we have gather that the study that we would pay for it so I'm okay with stop the discussion on income-generating thank you for that direction I'm hearing. income-generating to further discussions but collect yes work that was produced by Brookwood and make sure we inform our labor partners that we are stopping the income generating discussion and that collecting what time we have funded this far is that what I'm hearing happily BFF on one or two cents to the effect of 17 1 and 2 which the language is there and the only change is an extra stop instead of pause but the end of the sentence is with respect to 2024 so I think we're there okay I'm looking at sentences are written maybe they could be written a little more smoothly I don't know but at the end of the sentences with something to be affected with the respect to 2024 School District bond measure yeah I'm sorry I'm can you what's the distance a for the purpose of financing other school and District facilities by means of a 2024 School District bond measure Amendment would be no it wasn't a mess except that the body is now moving towards stop for both together Consolidated I'm good with that and that I think the most recent thing and I don't know about other colleagues is that the conversation around Brookwood except conversation is one that has to be had with community and labor partners and that it doesn't need to go in the communication if if this okay stop and talk to her labor Partners about we're going to receive the study and thank you for preparat but the communication I hear multiple people saying it doesn't the Brookwood is a conversation it's not a communication what is a conversation is not a communication course of the sentences are strictly about the 2024 School District moving in that five stops yes okay thank you for that thank you but the most important thing is that we now have on the books that we're going to receive the product from Brookwood and there's going to be a strong communication clearly outlining that by law we cannot spend the city's Bonds on any of these two items proceed with 17.3 thank you for that I will ask Mike to support me with 17.3 around the board meeting notice and agenda of send around the bonfire feasibility updates it looks like we have a PowerPoint that we're going to also utilize so if we could go ahead and do that John Isom was not able to be with us gay but I have to keep about individuals here Jared and read along with Mike who will support in answering any questions as they come up dr. Pauline excellent thank you for that that's why you're always joyful I see it on the computer but I don't see it on the screen. Got it okay thank you for that are public does see it on the screen from Doctor Baxter's if you want to begin I can go ahead and begin yes I don't know if I put the glasses on or take them off at okay all right so I'm going to go ahead and get started with and Avant update and Mike you can go ahead and jump in starting Essentials for excellence in Culver City school we have it going with love technology when it works well moving on to our next slide I just want to share a little bit about our are composite what makes up our district and so I'm 20% of our were in the top 20 percentile when it comes to Public Schools across the state of California and our graduation rate has grown 95% over the last decade above the state average the fourth most diverse District in the state and I I can't tell you that I'm having come from Lego as their Deputy superintendent I see that graduation free as actually a typical for the County of Los Angeles that would be representing the 79 districts and the nearly two million students that are represented from Palmdale through Manhattan Beach going on to the replied I see that some of our facility needs really indicate that our buildings date back to the 1950s and have no significant Renovations in decades or school buildings have leaky roof ceiling ceiling tile broken entrance doors I also want to add that we have an issue with our elevator over at bayona and because our buildings have not been renovated and they go back to the 1950s call that school education at that I'm still sitting neat little rows you raised her hand and there is no interaction and now we want our students to be collaborative and want them to create to share and time to work on devices and so needing to update and modernize our costumes in essential for the new expectations for our students as they become world leaders and help us solve our very important issues the train systems need to be improved deaf schools currently fled when it rains her testimonial from our student board member and students need access to up-to-date and instructional technology libraries and science labs to be competitive in college and careers and when you think about our students competing with Beverly Hills Santa Monica with Redondo Beach we want them to have access to similar buildings to similar devices connectivity and supports in their classroom so that they too can be creative and grapple with the expectations that we have for them moving on to our next slide a little bit about our staff survey results we tested these questions heard from our poll that's about the highest priority for funding really is around sees clean schools that are in good repair that's about 90% of our participants indicated that was our highest priority then we saw concerned about Facilities Management current facilities are in 4 C of repair I do want to point out that the needs are so great that you would not have had funding to repair them to the degree that you need 10 years ago 5 years ago 6 months ago your needs are so great that you would have had to gone have gone to your community for Avon to make the repairs needed and the need to maintain ccusd reputation as a good place to work with modern facilities and good repair at a two campuses Safety and Security are very important going on to our next slide we see a little bit about bonds financing cenarios there was some of the projected annual assessed value growth of 4% the district and generate up to upwards of three hundred and 58 million dollars and so depending on tax rate selected and assessed value assumptions the district can generate significant proceeds and so a breakdown for this I've heard John Isom share would be about $60 for every 100,000 of assessed property value so if your home is assessed at 300,000 that 120 right when he needs space my math I should have graduated from Culver City Unified School District that are are Mathis consistent and again it's that 60 for every 100,000 moving on to our next slide and a little bit about to text comparison we want to point out that of the 47 unified school districts in the county Culver City is right towards the bottom your second your third from the bottom if you can see that that means that you have been very very conservative with requesting support from your community and updating your your buildings the flip side of that is that your buildings need immense repair so when you're at the very bottom that very bottom percentile what we're seeing is that you have not invested in a bond similar to Santa Monica and Beverly Hills because they've already gone for three Bonds in the last 15 years you know we know Redondo Beach with our interim superintendent Keller he said in his tenure at call beers at that District she's gone for about three bonds and so it's important to note that when you're that conservative the impact it has directly on your building is that now they are in immense need of her so it's not something that happened in the last 6 months it's not something that happens in Last 5 Years it's been happening over many many years because you were so conservative in your request of the community moving on to our next. a little bit about fiscal accountability we would we are required to have a Citizens oversight committee to make sure money is spent appropriately these would be locally controlled finds only to be used for our school and not to be taken by the state there would be a transparent process for public records of all spending and of course this does not include financing of any staff housing which we have shared with our community but it's worth repeating and echoing and it's worth indicating that now the five of you a line in that sentiment so moving forward for next slide I think that okay so that was an amazing present if you have any question and if I cannot answer them then I have Mike Reynolds who can answer read and Jay you are also available to respond to 711 thing that was worth finding out the assessed valuation is not well known among all the community people tend to link it to market value and then that that gives a false understanding of how much money the tax would be and that's a problem I think of Education that we need to address first and foremost people need to know the real impact on their family budgets from from a proposed Bond your tax information as opposed to Zillow that's exactly right if I say one more thing we're on the topic so the bond oversight committee we're already soliciting members so the application is on the website and if and we're ready to process applications would be my role to review the applications and recommend the oversight committee members up to the board but that process is already going so if people have issues about who would be on the oversight committee they can go ahead and pick up an application and submit it awesome thank you for that and that that's for your consideration as well and our legal counsel will talk to you a little bit more about that so if you have any questions he will be able to answer so any questions any feedback around this up the draft resolution is a separate item thank you for this update I think that and mr. rental addition about about that about the oversight committee as well as trying to clarify for our public that it's going it's based on assessments and not about market value and I think that what may be and I'm sorry for not bringing this up before I think that we kind of talked about round about it but like maybe another point of Education may be getting that that 22-23 chart up there and say well this is what we predict like the change to be after the bond passes don't know where everybody else is at what we can say okay it was at $41 and change and then it will only go to whatever it whatever it is for assessed value and even then it will put us in you know I think we did this before yeah if I recall it would bring us almost to the middle of the 47 districts if we could go back to that slide mrs. William's I I would have felt we talked a little bit about it but it's not something that has come out to the public before and so if we can make that and Mister Reynolds suggestion about the assessment portion I think would help our public a lot and you know the impact of this tax rate in comparison to everybody else is the result of filleti's so I just want to be clear about that and and that if we could also educate about how I know earlier or earlier items we talked about what this is not going to do but also you know we use a lot of words to say that we are putting it towards instruction or classroom in Spanish however that classroom looks outdoor indoor Wright construction but I mean I think that we need to be very concise with it too and and say something like you know this is to support in classroom Buccilli's or like unlike the last Bond and show that we're learning from what has happened in the in the past two so that we can earn that trust and I think was also missing here is that the facilities assessment is still with concurrent to the update with thank you for your update earlier in the day report that you gave earlier but I think what was missing going into this was that that was updating concurrently and we are still and that a public is asked for a specific project list and even that we we do have and we're working on it right now but that was not that did not come out in tonight documents that came out although we do another draft that are public has not seen yet in terms of the upcoming agenda 17.5 so these are all points that I think that were at may have been missed in turn letting them know what the phases are and what the phases of the feasibility of the body's ability is and what things are going to be concurrent as we were discussing it do I think that all of the pieces are here it's just that like there was confused I think that was pushed back against it because we weren't telling them that this assessment was going on currently absolutely thank you for that thank you thank you again for the the slides on this I just want to underline a couple of the points did that you do to put in an endless Reynolds have already said but again the dead horse is worth eating haha you know honestly the assessed value is is what's on your tax form if not the market value I mean unless you bought your house in the last couple of months there probably fairly different you know what important another folks would be would be assessed on that assessed value for this the other one is is also just something that you mentioned. You're pulling about some members of the community have expressed some concerns about District budgeting and priorities and things like that and you know I'll say that you don't do some things I would like to see done differently about the do the way we budget our regular budget but the scale of money that were talking about the scale of cost for facilities but there is absolutely no way to do more than repaint the school and fixing a few things with the regular budget facilities are out of a magnitude that requires this type of of investment by the community and I think that's again important to bring that up again and again there was a question from one of the speakers in the audience while I go for a Bond vs. several smaller Bond my understanding is it there is always the concern about fatigue that if you're going out for a small Bond and a couple years later you go out for another small Bond and a couple years later you go out for another small Bond are there concerns about the fatigue of the voters is that relatives that accurate like I can say that it's important to have bonds that go and get how old when you start to actually sell the bonds that you want to split them over maybe eight ten years so that there is a natural progression between the passage of time and then the bond funding's Jared tonight thanks for having me I would just say I think you're in a situation now where you have theirs because there has not been enough facilities McDonough District in the last 25 years but take it you just have to have the resources the state doesn't give you the money and you've only passed one relatively modest size bond in 25 years that's why the tax rate chart that we just saw is so low and I think we saw that that Bond wasn't it I do enough work so I'll be very concerned that if you under you going to end up over-promising and under-delivering if you go for a small body of so many expectations and so many needs it will be basically impossible to meet them and then if you trying to come back out again info six or eight years and you've only been a fraction of the work you'll be in a similar situation we are today where people say well I gave you a bond and you didn't write anything done so I I think you're definitely when you do this you know whether you do it Marshall a whenever you do it I think you need to go and I'll try and get you know as big an authorization you know as you can and go deliver projects people need to see that you guys can really deliver projects thank you you know but the halfway on this or the midpoint on this is is for folks to know that when you do a bond if we were to get a bond for a 360 million we're not getting 360 million in the very first installment the sale of that be what happens in waves it has to be authorized by the board that the time it doesn't happen automatically ultimately the the member of the public Express you know what happens if you know we don't like the people who get elected ultimately that's what elections are for you like what I'm doing vote me out next time you know or if you really don't like what I'm doing but me out halfway through that's that's the mechanism for for accountability on this is election but kind of the safety net is not in the p that example series a 2025 through 2027 series c2030 it's being sold in ways and so the board that sells there is a may not be the same board that is okay I'll try using the sails Series be maybe a different board that is authorizing the sale of series seat so I mean I hope that goes some way into 20 laying that person's concern I kind of know it's all over Reynolds I appreciate I really like that that list of projects I think it's very helpful in talking to some people about it you can do it with the calculator but it might be helpful if the cost were listed next to each phase the other question came up in the timeline to get some faces look like they might be a 14-month face but another thing might only be a three-month phase or something like that because as we have discussions going forward about that some folks may suggest kind of flipping some things are or moving something organizing some of the faces and if there was a a dollar amount estimated and a Time estimated on some of those that might be information folks could use about oh well that's no small we can just do that one versus that's a huge one where you live commit to it or push it to the end type of thing remember Guerrero if I could add that our our website will do just that it will list five phases at the school site do you get a chance to see it drop down menu the costs associated with Phase 1 Phase 2 for each School across the district and so we were very careful and we had all eyes on that. Did you want to add to that that should be available at 1 that's right we did take it down cuz we wanted that level of specificity but it is live and it does provide that kind of information and I think that'll be useful when we start having additional focus groups about hammering out what the finals are on that can someone speak to because we can be heard from some members of the public desire to have relatively complete plant typical going into a bond that they repeat that the other community gets very specifics about we're going to build this building and that building another building or is it at that more General level at the time of the bond Passage I mean I would say you do have on your future already website and read is about to go to the next agenda item your draft resolution which is specific by School site is to project I think you actually are on the more specific end of what we generally see for school. there has been a lot of work done there's been a lot of extensive site assessment done there has been a lot of visioning done it's true as back in 2019 as the interim superintendent said you know covid kind of interrupted the work but it's not like the facilities are in better condition to and they were in 2019 right they've just aged a few more years for the problems that were identified then are still there and as you can see from the website there's you know both sort of urgent need modernization kinds of plans and then sort of more aspirational you know if it were a bond past this one what kinds of things could you do to get some of the more aspirational type buildings that you see in places like Santa Monica riots in high school so you know that stuff is there I think you actually do have quite a bit of specificity and you know I would certainly be optimistic that even future boards will see the work that's been done see the project list and you know the path is clear for how this money is going to get spent and specificity if there is public input and you know I'm not saying right don't do classrooms or anything like that but if they say no no not here move it over here or we want this functionality there still opportunity for public input and I imagine it will be throughout the project right and that's also very typical I mean it most districts would not and I don't think we'd would recommend that you say we are going to build you know 32-story classrooms are going to be in a place at the northwest corner of the classroom of the campus and they're going to be painted the shade of green and the parking lot I moved over here like that's too much specificity and once you get into the site improvements and you have a set of principles and and and and kind of guiding logic in your project then you get input from the site input from the parents in in you kind of do that the right thing within the bow that project thank you I had one more slide to slide 7 and I know we've talked about this before but I do want to Echo remember Loretta's point that I think this is one of the most powerful pieces of information that we haven't and it's really important to get this out they're both in this kind of list of dollar values but that bar graph where you actually see the relatives of what we're doing you know currently again as as has been said we are third from the bottom down with the Acton Agua Dulce on on what we invest in our schools just going off at $60 number that would put us at 10 184 which is just between Walnut Valley and Azusa still behind San Gabriel El Segundo Roland Santa monica-malibu Beverly Hills Los Angeles Long Beach Covina to Montebello Englewood Norwalk La Mirada Bassett South Pasadena El Rancho Pomona Linwood pyramid wiseburn Baldwin Park in Duarte and school taxes in folks a new Santa Monica has really nice schools or a really cool school in in South Pasadena or something I do think it's important that our community understand that's because they're paying a significant significantly more that then we are investment in that and that's something that benefits the students it benefits the community as a whole benefits property tax property values it benefits businesses because they're turning out students that are more job-ready and career-ready and things like that so even being at the middle of the pack is a Improvement but all of our kind of reference districts are still well above that the student board member shared you know that she wasn't totally informed on this and it occurs to me do we have students on our the bond not I did reach out to the two that were here and asked if we could connect and then that might be something also with our student board members you know as we get kind of raining there or extra information on this making sure to include them and include them in opportunities to do kind of developing an understanding of these things I know it's hard because we stay up much later than they do working on this stuff but the last one I want to bring up is just this idea of cross it came up again and again and again looking through your slide I don't think there's anybody who spoke who spoke for against the who's going to disagree with most of that stuff but the issue of of the Community Trust and I think that's unfortunate but it's where we're at and I was I would be curious to hear I looked at the ad code on on community Bond oversight committees it's pretty clear but are there extra steps that we could take within that structure to increase our level of a an ability to the community or we're not even our level of community but it to increase the bond oversight level of accountability to the community while the powers and duties of the bond oversight as you noted our Express is set for the loss you can't really expand Beyond that was but one idea that that was floated that I think we're going to talk about it tomorrow's meeting is to approve the oversight committee eat advance of the election and appoint the members so that the community can know who those members are ahead and hopefully then with the understanding that the people they trust are in the place in a position to review like the bond oversight committees jobs is they can have trust in kind of the election at that point and how the bond proceeds will be can we use their AAA maximum size of that committee I mean I'm sure it's somebody gets out of will be but you know if if there was an interesting increasing the number of of spots on that Committee in order to increase representation is is that a so they could be considered yes the minimum is $7 is no maximum at some point as you point out and gets unwieldy but I have a client that has 12 on there for example so yes you can go north and 70 and in the other thought is I I know it is specifically says they must be appointed by the board so we can't delegate that authority to other group in and let folks independently do it but could we create some type of a structure where rather than us going through the the applications or something that you know a certain groups nominated folks for it if you and I'm not suggesting that as a final I just trying to think of things that we could do to increase that confidence of the various interest groups in this process because something he has said to me as well the board still appointing them and if we don't have trust the board we might not an affiliate rise in an in your idea of appointing folks before the vote I think it's a step in that direction but I'm just trying to think of other things we could do to really reassure community that this is an independent body doing independent oversight work versus cronies that fit we appoint in in some some scenario so press on this point it states that the Ultimate Team body must be the board know who brings the the applicants to the board I think in this case is going to be Mike I and then through this application process and then at the end of the day though that the part of the body that appoints the members has to be the board thank you I think that's it for now can I ask a follow-up question to to that it would help because I know that we don't I mean we're getting these update says as we go along but it would help if we had a comprehensive timeline like this is when the applications are due for this this is when we're going to have our next meeting this is like is that something that we can we can create so that our public hat has a better idea and not are just are not just responding to do this is on the board I don't like to that they have this sense of all of these things are happening within a timely manner we are updating creating a tab on our website so that we can provide timely updates around the potential Bond create a timeline that chronology thank you awesome okay so thank you so much for the presentation I I appreciate my colleagues requesting additions to the thing about to what we're doing in the way of educating our community and I too want to contribute Edition but also provide some clarity cuz still a little misunderstanding even amongst us so I think I can help a lot with some of the questions that remain certainly about how the previous pain was spent but also about how important language is for the next one and then I'll have more to say about the Solution on that I did receive some feedback from members of the committee that already met last week that the language is not inspiring enough yet and that you know like some of the stuff that is repair oriented is of course the obvious and necessary and and top of mind but going to the community it's less inspiring to start there and that if we could basically amplify the Visionary Parts I appreciate that I'll ask Jared to speak a little bit okay it's certainly true that aspirationally we want to make sure people understand that we're not we're doing building cuz we were urgent safety and modernization needs but we're also doing them for student achievement right and College and Career Readiness and crusty Guerrero mentioned him a few moments ago about College and Career Readiness of War improve student outcomes that you know a huge piece of this and that's really why I encourage you to focus kind of the aspirational side of things I would caution you from getting aspirational about the buildings themselves and how they're going to look you know a snow earlier you know Santa Monica for example there about 2 there 5th bond in the time you guys have done one basically right so you just can't do all that on one Bond measure and you guys have so many urge you no kind of modernization safety repair needs that you know again I don't want to see you get a position where you sent over promise and under-deliver so you know but aspirationally it is good to talk about kids and what we're trying to do for kids in the earlier part of this board meeting is a good day mission that you guys are doing great things for kids your teachers are doing great things for kids your kids are cheating everyday amazingly I saw middle I have a 12 year old home I don't know if I could get up and speak like that to other to smoke you know hear I mean you and your kids are doing some amazing things go in this district and that's what this bond is mostly supposed to be about I think sometimes when we have a lot of conversations as adults people forget this is really about the kids so that's why I would really focus the aspiration and I think that will be a good theme for this Bond thank you okay so we're guarding over-promising and under-delivering I do want to give some history and this is on public record already but we put it on public record tonight and then I'm going to off a suggestion which can be taken or left that we include some of this in the educational content I don't know where it would be long or if it is actually considered appropriate by the professionals so it's just my suggestion you know regarding the history of the master plan I was looking I spent a lot of time trying to get as far back as I could and the the the need for them your plan at least appeared as early as October of 2017 if not earlier but that was as far as I was able to go in and preparing my remarks and that we were the the board at that time was advised that the master plan was necessary as a state mandate in order to a number of things one be prepared for future Bond at the ready as in trigger ready and then to to be eligible for State matching funds so that that was our impression at that time there was an RFP request for proposals prepped in September of 2018 dlrr eventual contractor first came in November of 2018 and actually was paid out of measure CC funds the the comments about the I'm trying to decide the order in that's so sorry for my house at a station to see I'm going to go to the projects that measure CC did right now the last cboc annual report was in September of 2021 so that was our last citizens Bond oversight committee for measure CC so folks can refer to September 2021 the video and the document for that we're almost all the funds were spent at that time we've of course had annual audits every year and they've always been a hundred percent clean I think that's important to State again the projects that were completed the last time the board got an update on measure CC spending clued the brand new cchs ecms science building the cchs bleachers for lacrosse and the baseball field the cchs career center ceramic Studio field storage Food Services Improvement improvements nursing fence nurses fencing project repurposing the old Ceramics classroom restroom Improvement Robert Frost Auditorium which I'll say more about Sports Therapy improvements tennis court resurfacing bleachers for basketball gym ccmf Library improvements ecms Media Center in multi-purpose room which also looks brand-new compared to when I entered the demoing the natatorium which is now parking lot sadly and my opinion district-wide Energy savings through 39 HVAC upgrades at Lynn how laviana and OCD district-wide Elementary playground and field every single Elementary School playground Place top to bottom district-wide energy-savings property 9 LED lighting of upgrades district-wide HVAC improvements at cchs in CCMS in phase one because there were later phases El Rincon in Farragut also got HVAC Improvement white hydration stated stations district-wide Marquis those were paid with my CC El Reno air mitigation a new filtration system which was a tremendously big deal because of el Marino is unique exposure to police next to the 405 El Marino beam repair project El Marino HVAC El Marino Makerspace classroom El Marino painting power project Roofing drainage project El Rincon Makerspace El Rincon HVAC El Rincon portable classrooms Farragut Makerspace La bayona Makerspace Lynn he'll make her space every single Elementary School got a brand new Makerspace building bayona new HVAC Lynn how new HVAC there were further playground and improvements on two elementary schools 800 CD got a brand new playground and got him playground improvements partly supported through Amazon CCMS fireluke which by the way that's an important thing to make a distinction around because the fire Loop was also an adjuvant to us knowing that we needed the master plan because when we went in to put in the fire loop on the main on the Atlanta campus all these obstacles like in buildings and infield and we realized it was actually a hazard totally illegal needed to remedy that and the reason we didn't know because we had no master plan all the previous improvements have been done if I may a little more on the haphazard side and it required the master plan to have enough foresight to avoid something like that ever coming up again so hopefully we will so more fees to HVAC improvements PA upgrade district-wide specialist room in El Marino I don't know what that means but it sounds great the energy master plan the facilities master plan which I just stated the cchs student parking repaving more HVAC improvements phase 3 Farragut painting and the Lynn how portable classroom so a tremendous amount of both Direct in and out of the classroom Improvement and specifically add to the comments or concerns expressed about the Robert Frost Auditorium I'd really like to reframe the conversation for a couple reasons one construction is there is not a person in this room or elsewhere that will deny that it is a beast and that it is constantly exceeding estimate many times over not just two times over three times over four times over and play Etc unpredictable you know changes that is what happened in this case it will happen again so the reason it's important for us to be really clear about this is because you all will experience this and the community is going to say you pray it would only cost seven million dollars and it's going to cost you twenty-five million dollars and then they're going to be upset and it was partly because of asbestos which was obviously very important deal with and took way more dollars than we expected but it is a community gem it is an asset it is actually precisely the example that we should tell as What bond money can do truly it is construction cost end of surpassing estimates yes that's best as was the most significant unbudgeted item but of course it's the right thing to do and I'll add that most of those decisions were made by superintendent Dave Larose who left in 2016 the decisions regarding the beautification in the front of the frost which is also something we're quite proud of was made by our superintendent in 2017 who was Joshua Arnold of course all those things were approved by the board the president was not the face of that campaign I think is also important to State and then regarding another comment on trust I think I would also like to remind folks that during measure K there was similar backlash to what's happening right now it feels comfortable to me it feels a little more escalated but I attribute that to National and Statewide climate change this that have been really a lot and cold and so forth but it's what there was there was backlash there was a backlash pain and there were people who were just a tax and so forth I can get you get the Spectrum but what we did is as again I'm going to come back to the cohesion thing what we did as colleagues is that a weed let me try other we loved each other less than this body loved each other we didn't love each other but we did everything to show up as Champions and to dispel that we were Champion for this work one because it was the truth that we were trustworthy it was the truth despite you know assertions and any you know varying in relationships amongst the body one because truce truthful that we were trustworthy but too because it would enhance the chances of the measure passing and so I really just want to hit that home again that the only numbers we have are both and pulling and as uncomfortable as these meetings they're not the numbers they are our experience that matter we need to respond we need to engage and I remain very optimistic especially if we can do this as a 50 body the one that's wonderful I I want to thank you for that extensive list that history is important in it so I can share yeah so let me I don't know how y'all want to do that but I'll share it all and then you decide share with me and with Mike Reynolds so that we can share that as well with the community that was very open thank you thank you and thank you for touching on the importance of board alignment and the desire to to do by the community I really appreciate that thank you I don't have any questions on this specific position I think this may have been in a relation of the one that we showed out our community meeting in I've been home in and out and I don't have any questions on this particular but I do have questions and and maybe if it's 44 Jared in Civics but numbers are great and they bring Kleenex I'm interested in especially because I think it's the last time we're going to as a body have a conversation before we are brought the resolution to increase you know from your experience and and and your perspective having been in all of those meetings and more I'll put the board president and myself specifically what is the state of the feasibility former bond in your own perspective from what you've heard you gathered from I think the community has been sore that you have have heard that you could just come up right now that it's incomplete I don't think we could make an assessment tonight I know you having a big meeting tomorrow feasibility committee comes back to get and I think it'll be important to hear from folks we've now had a week to sort of that just their conversation from a week ago and you know evaluate and you don't go get a chance to get the website walk through the shows that they plan and shows all the kind of phasing in the in the work at each site that's available and you know they can react to stay kind of what they think I do think it's you're really hard to pass bonds take me to doesn't come together to do it it can't happen if it does happen it's not unprecedented but it's much harder certainly better when the community walks forward together and so I think there is certainly a sense a broad sense of the Bond as needed I have heard that you know I haven't heard anybody stand up and say you don't need it so I think that's encouraging, but I think it will be a thing to hear you know from the committee tomorrow and your I can meeting you know if kind of as people say yeah where we're going to walk this walk with you that's the only question I have I just I would like a third perspective to share I think what you've seen from our intimate engagements with our community I'm on the state of the feasibility I don't know how we can share update on how our communities go I know have them in the bedroom I don't know that it's as expensive as I think the roof will conversations we have in this meeting so I don't know that we know about that but I really think our this body needs to be and hear and feel the perspective of our community coming together when we come to the party tonight I don't know that they're there until I I look forward to us having another conversation tomorrow hopefully get them there and bring them along and that's the goal because we know that we all agree that we need this Bond and sell about how we tackle this issue of trust I here and hearing us getting together what does a body as a strong showing for our community but I wonder if there's anything else I don't know I would if I didn't but I don't know that's just a guess this is just me kind of trying to compile my thoughts and words because we do not have this is necessary for that do you have based on what board member is it or said do you have a suggestion or or feelings about talking about how this process maybe it'll retif or like you know that we're as we are like we had already made our decision then this wouldn't be a feasibility study right and so our public if I didn't think that we see this passion from our public because they think it's a done deal right and so if you could speak a little bit to that and to and to a board member is a Doris like I wouldn't call them concerns but like that they're just like you're saying we're not there yet and just like you do talk a little bit more about that I'd love to hear that so what we know is that you had your master facilities plan 2019 the work started into 17 it was interrupted because of covid and moving forward what would have been the next step in your conversation would have been to address funding how could you find those projects how would you get to the 1.2 million right and so having that conversation now allows for what is next on that cycle and that is to go back and to make sure that your assessment is still true that's your needs are still there and because we haven't when given a new funding by the state to put into our facilities your needs are still the same in fact they're probably a little bit greater right because now we need them a little bit faster and still I think it's important for us to know that we have had input we will continue to provide input as we update our list and revised I want to see as we were fine that list and being able to gather input from our teachers from our class divide and from parents that we can hear from them I also heard a strong desire to gather student input and we will do that through survey or going to send out tangible mailers we're going to publish a link we're going I'm have conversations at the sites we're going to engage our community but we also in parallel to that want to prepare so that the board can make a decision do you want to move forward with a bell on in March or do you want to take that next step and say in November so we're doing all of this moving together in parallel engaging refine me moving forward as we want to find that so that we can also be ready should the boards say we want to go ahead and file for March or on file for a later date but I think it's important to know that that would have been your natural progression had you not been interrupted by covid-19 in other districts and I I know that and having a conversation with Mike that was a Next Step what would have happened here in this District as well I also think it's important for us to share what we here at the facility at the start at the feasibility now getting tongue-tied here at the bond fees abilities committee meetings I'm sorry I just made that up there I think it's important for us to share what is happening in those meeting and to be able to convey that information that I will share that I heard that night many people say no we're not ready we don't trust we have these other issues and the next day when I spoke with an individual he said we need to go for it yeah I didn't expect that from you I thought you were going to say don't go for a bond at all not even wait for March and November I thought you were going to say don't go for the bond at all and he said it is so needed and this was an individual who has lived the prior Bond he said I know what it's like to wait for DS a approval I know what it's like to have that and have to do without he also lived with Flooding at the school site he's at and had to relocate about eight classrooms for several weeks and so the need is great I'm wondering read if we can do any being around having our board member so we have two that are part of the ad hoc committee but I wonder if we could have three participate in a different way the answer is yes so long as they are not active participants in may be merely viewing what's going on I presume I wonder how how you would feel about that and this is really to address your concerned board member is a door that we need to have All Eyez the body needs to go see and hear but if we could have the three that are not a part of the ad hoc committee jumping through Zoom so you're not going to participate you're watching your ear listening you're you're helping us with that sound process I wonder how comfortable you would be with that by the way Ford this is a question I already post to Redan and I really love this suggestion because I do think it's important for the board to be there and so I am worried that if the board would like to join on we can create like a webinar type of Zoom so that there is no like chat or anything between the board and you know just putting extra precautions is that something our leadership staff can do like create a zoom link without the chat and you know to turn off those features so that's just very simple Zoom where are you join and you listen absolutely so we will go ahead and set that up board member Isadora to that also kind of address your request yes and Mockingbird Stephanie tonight thank you so much are you done I have just a couple of things and that is again I want to reiterate to the community that I am not sending communication to the bonds disability committee that what I was doing is literally communicating with the individuals that I had invited that I had personal conversations with around the bond and that every single opportunity that I have where I'm out in the community I'm talking about the bond and I'm following up with communication because I'll give you an example my husband became a teacher in when he was 23 we're not we're way older than 23 and when I started talking to him about the bond he was like no idea he's been in education all his career and bond information is not like readily available and you have to really like learning and so as I talk to individuals it's important for individuals to know this is this is what a bond is this is why we needed this is the way we we pay for facilities and we need 1.2 billion but only going to go for a 360 because you know this is what this is what the maximum we can do and so I do want to say to our community I will continue to Outreach to our community because there are thousands of people that do not log into our meeting do not are not tuned to everything that's happening and that if we don't do that Outreach if we don't communicate then the bond is dead before even you know comes forward and so please give us the grace to continue communicating and give the grace to our star they're the ones that are going to lead the official communication from ccusd until the resolution is passed after December 5th if the resolution is packed then the communication come from a different than it will come from a different committee it will come from the committee that is leading the campaign so it's important for our community to understand Communications going to come in different forms and from different people from now until December 5th is coming from ccusd staff or interim superintendent Maria pulling and maybe mr. Mike Reynolds and it's important because people were thinking that you know when I'm doing Outreach that it's official communication when it's not the second piece that I wanted to say is I heard that people are concerned the truck right specifically. they don't trust some of our vendors you know we have safe security Benders that they didn't trust they a variety of vendors and so they were saying will what if a construction vendor building a bad building and we tell you and you don't do anything about it I wanted to ask our Experts of a bond what would happen in that scenario right like because I'm not going to be oversight of the construction of a building but I would like to know how can our community be here about the safeguards right around somebody's something the construction is poorly done they're screaming at us here on the diet that this is bad construction what can we do some safeguards that would be a place you would have performance artist of course and then they would be districts you know construction employees who would be kind of working on the construction team to make sure that it's built correctly so these are the a car that would be in place but you're asking me if something was still wrong beyond that will this Lucien day I guess would be suing the thick of the contractor who built its 4 for all the damages so this would I mean is it just feels like there is there seems to be like a there seems to be an a I thought of the community that we have all what is power that really we we we don't have the power to 2 and also the authority to be at the site reviewing the construction and also supervising the construction and be Architects that the construction is being constructed correctly and the construction it just seems like there is a disconnect between what does a board and when it comes to construction what do we do when we re we received what what do we receive to supervise construction he would pick a project you you or District turn off would interview various contractors based on the results you would select one to build it I show up I'm assuming that one of the many criteria you would consider would be you know their reputation of Industry industry reputation past history with building similar-sized similar Scopes facilities and then basically rely on the fact that there an authorized license contractor to do their job correctly there's nothing much more than a board could do beyond that it's to ensure they do what they're supposed to do Madam president that's also the role of Tellico though isn't it who is our construction management firm they're the ones who were doing the day-to-day supervision and signing off on on phases of the project As Dead As it goes and what I've seen in the past is construction projects like this you know there's certain payments that go on during but the big payment is at the end once the project is signed off by inspector is the construction management you know that's why you often see this final payment out to the other folks and that's when you've actually had inspectors both County and state as well as the district's construction management firm going around and you know something on the walls the measuring thing to making sure doors shut and making water flows through pipes and all of that no absolutely it's it's kind of home remodel ready for occupancy something that that I heard very briefly you said projects will go forbid do you know what that mouth total like what threshold said like you're going to go out for a bed is there an amount I don't trigger the industry-standard that's that might be more about my question projects building projects you really can't pay more than $60,000 without going to bed trust very very restrictive thank you that's really important and I do if we need to put something up around this because it is it is like this is a measure right that every project over 60,000 will go out for bid and the bed will determine the lowest and the most qualified construction company or government code says that a public project contracted involved in Centra 15000 and more including a contract for construction reconstruction Direction alter a nation renovation Improvement painting repainting demolition or and more need to go 15 15 15 yes we can get clarification before we can get clarification on what we share with the community that we would go do Fair bidding that we would make sure that we're only utilizing companies that are reputable and have past history with successful projects in other districts absolutely and then the last piece is I don't know who can answer this question but it seems to me that this bond is going to be it's going to be like we're going to get 30 million or 20 to 30 million every year and so every year there's going to be construction town hall or how how does a project like every year get determine right so because four hundred million dollars were not making the decision to on December 5th for four hundred million dollars were making a decision of like we need facilities Improvement greatly can someone talk about like on a yearly basis what we're going to be doing I mean to be quite honest I'd say I'd recommend you bring your construction manager in to a meeting to describe the process to is that something the board wants to do okay so we Pauline if we could please bring thank you to lock who to give a presentation of what happens every year that would be great okay thanks the community really wants to know how I feel like what I heard is what I'm hearing when I'm talking one-on-one with individuals is like they want all four hundred million dollars drafted dollar sign / building Innovation and it just feels like there are steps to that plan they're all written in pencil none of its you know any blood or anchor whatever but you do it it does kind of layout will first we do this kind of construction second we do that having having again seen this before part of that is the shuffling of students because these are all active camp you can't Wipe Out the whole campus at the same time because there's nowhere to put the student so you know you have a couple of portable switch nobody likes permanently but you rotate 5 classes in and tear down 5 classroom do you work on five classrooms and when those are done you wrote to get back in and rotate another it so you part of that that phasing in the timeline is just the cycle of that you don't work this building needs to be cleared because you're going to put a different building their kind of thing so I think you meant that out but that's subject to change and if I can suggest that the board move to the next agenda item where read will actually describe what the structure of the resolution the project looks looks like I think that will help because that is what the legal boundaries of it are and that might might help perfect so I'll just move on to the next item which I think was 17.4 that's the discussion of the resolution calling the election I had a whole presentation set and we've covered at least two-thirds of that already so I'll just kind of Hit the highlights and focus on what I think is really important so is important to note that the the draft resolution you have in front of you is just that it's an initial draft of this resolution I think the intent was generally to provide it to the board so you can get an understanding of what it look like in form and then we can work on finalizing it for a future meeting at which point it could get adopted fright and then that would start the election process so the resolution and I know you've received two copies one of which hasn't a generic and then one of which has kind of a school site-specific list is divided into what I caught three parts the first is the four-part the whereas recitals in the findings the second is exhibited and the third and most important part is exhibit B so the the front part not much we can do with it as a boilerplate for the most part it's the requirements under Proposition 39 Article 13 a of the California Constitution the Education Code as well as the procedural hurdles and findings that the Board needs to make in order to get this on the ballot in either March or November so that's that's kind of big picture the front part let me walk through at the strip the whole thing and then maybe answer questions at that point then you turn to exhibit a this is what we call the short form valid it's limited to 75 words it is largely legally required language so not a whole lot of flexibility how to change the verbage here so I really want to focus on exhibit B and we've talked about this several times so far this is a good point that kind of sums it all up exhibit B is is is project list I mean there's the 75 words again repeated the top but for the most part it's the project list this once the resolution gets finalized and adopted is what gets included in the voter pamphlets that goes out to eat voter and this will be what they vote on every potential project that you want to include you need to include in this project list if it is not here it is not been deemed voted on by an in the authorized by the voters you can't spend Bond proceeds on it so when when crap Craigslist my advice to clients is try to be General so you can pick up all of improvements that all the construction projects you want to do over the lifetime of the bond is we saw from one of the grass earlier I think it goes out till 2032 2034 that's why you have to be thinking both current needs and needs going out by possibly as far as 10 years so with that in mind my recommendation is that you take a look at the draft of the the resolution you don't send any of your comment that you have and I'm sure you'll all have some to tell Maria in Mike and then we'll find a way to maybe aggregate the mall and and get back a a revised version of it that will hopefully account for all of your comments so with that are there questions thank you for this I do want to clarify for our public that the room right now we are looking at a I want to call it a second drop but an updated draft of versus what was first published on the agenda on on Saturday when it was first published so this this draft that we are currently looking at versus the one that is on the agenda right now has specific price checklist related to individual sites on District property and I want to let folks know that I think that may have been some fear that they weren't seeing a project list yet because the project list and the master facilities plan what's happening concurrently two iterations of this draft resolution and that hasn't that was not clearly conveyed to our public and so they were probably looking at at the the project list that was on the resolution from Saturday and coming to our board meeting today and also not all of them are here because we've received public we've received comment both personally and via email and and whatnot about worries about what is included and what is not included in in here so this will continue to be a process that it happens concurrently no for me one of the first things that I said to our superintendent when I read the draft resolution that was related to us on Saturday was I I don't see a new adopted facilities master plan are we really going off of this 2019 one cuz I'm not on the ad hoc committee not realizing by today there would be a new plan on ccusd Future Ready. Org and that we would have a new draft resolution that includes the project list so I am thankful that we do have this but before we put things on the agenda is or put things out subsequently on agenda I think that we should be more mindful our agenda topic description that there will like about which is why I asked about time timeline before so that if people are expect multiple draft of a resolution or whatever happens to be that they're seeing like oh this draft has a placeholder for project list or whatever or the edits are really going to be the heavy-lift is at the in the project so I appreciate that we're looking at it now unfortunately our public doesn't see this and so if we could share if we I don't know if it's this that we share or it's we put on the time like that we're going to be sharing the next draft at it's time that I think that they'll people be feeling a little bit better about it and it will mess with our master physics are updated Master facilities plan and that communication goes a long way with with our public so because I was picking apart I said to her interim superintendent sure that I'm not supposed to pick a part that's front part because it's illegal and I do thank you for a supporting I thought that that's not where we're really supposed to be a mending or giving amendments and it really needs to be the project list which I I feel like I need to sit with a little bit more especially with the the the plan now that it's the master plan that's now on ccusd Future Ready. Org and see how this matches with with that before I can give really good feedback about but it shouldn't should not include but I do want to say that now that we've had 17.1 is 17.2 and I've I've said this earlier but where can we put in here that or maybe it's first year and maybe it's for comms more so than here that this is not what this cannot legally include which is Workforce housing income generation and you tell me if it's safe or not safe to say that we can say that this is really going to be like have a overarching statement about it going to instruction or can I plaster of facilities that are more related to student achievement which this says in so many words so I guess you tell me that this is not the place for that and that's for then like I will understand that and so that's what I'm asking if if this is not the place for that or if it is because this is this is really ballot language right enough in the other Tire lie about it like exhibit B if it's not an exhibit be fun if the housing is not anything to be it by money can't be spent on that sorry but I was just at the very end of the document there is kind of a little declaration no Administrator salary shall be paid for this no teacher salaries to be so there's already kind of a precedent for including something that is not necessarily to included because if it's not listed above you can't spend it on that but they've gone out of their way to say no administrator salaries no teachers salaries on this that would be my suggestion again I know that if it's not listed in DNC are permissible then it's not permissible but given our history with this and give him the stuff that we took tonight I personally think it would be also worth it to find a way to include and it will not be used for housing and it will not be used for income generation type of things just so it's written are so there's there's there's nothing wrong with that I will say the car bus that you're talking about are in there because the reaffirm Proposition 39 requirements right and that's why I are specifically called out we can do that I guess my preference would be maybe to include in the front part of the resolution a determination of this board that no bond proceeds will be spent on it rather than putting it into the ballot language itself that's why something you can you you've made that finding rights but it doesn't need to be included in the ballot language because again the carve-out specifically are to follow Proposition 13 items findings and requirements a little hesitant to add more in there than is needed. My only and I will defer to your judgment on this but but my only thought is that the person who was flipping through their ballot book you know and doesn't have access to our resolution I would feel more comfortable than having that information there too if that doesn't work if that's not the way to do it legally it works if you want to do it so we can put it in there I'm just telling you I think I prefer to be in the front part of the resolution but but we can do it what you want why don't you just put in both parts bike listen listen to be overly stating bumper stickers and I'm just saying like if you can do it in both do it in Boulder it's Kino okay they jumped in Berlin one thing I did want to say for board member Laredo is I believe that the project the site-specific resolution we shared with the bond committee tomorrow night but they'll have a copy of it great I know that's really that's really it like my two my two biggest suggestions are or ask and where can we say what this is not based on our based on our meeting tonight and because what I don't want to happen is sometimes I know you said something the ghost of that thought follows you and unless it stated on the ballot sometimes people won't don't know where else to find that information because they won't have it you know at the ready they would have to look it up and it's hard to look stuff up on our on our board. So I would I would realize I really am or if we can legally add it then I'm bored I mean unless you say to me Stephanie we have to have remember Loretta we have to have a minimum maximum number of characters in The Ballot language and we have to lose something then I will rethink my priority other than the conversation we had the only one is I would love to find a way to get this current draft up on the agenda or something like that so folks can see this I mean it's great that the bond committee's is going to look at it very soon but I think the larger public also benefit from seeing this if if we can get it up on on our server and someplace where people would think to look for it I'm at that's my only other comment what's missing for me I think is that this district has in the past pursued you're learning spaces in in a variety of iteration so it exists in our masters facilities plan it existed for us big time during covid and fortunately it didn't get super well-implemented but we dream big and people. hyper involved around it so I would love a commitment regarding Outdoor Learning spaces because we're in Southern California if that I don't know how I do that how can is that it is in here for some of the sites so it says a door and has Outdoor Learning spaces in most if not all of the sites yeah I see that I okay I mean maybe it made that maybe that's why I don't want to put you on the spot tonight about finalizing this project was which is why I was saying why don't you take some days to review especially in light of the new websites and then send any comments to Mike for additions or changes to the project list there's no is there is the word Innovative anywhere and I know that you're telling me to take the time to do this later I want to honor that that's what you're saying and I only have this one piece of feedback is my only one I swear I thought just want to like Express the value here tonight in public I hope that makes sense so Innovative nature it's the fact that we're not in New Jersey so I just want to express that value and aspire to put it somewhere more prominently so I'll give that more thought I'll send more feedback but I want to make that point I hope that it can be a prominent aspect of this because the I I genuinely wonder if I could count on one hand the number of people who will read through all of that stuff document thank you so much thank you okay see you tomorrow can I get a milkshake tell me now I play to move 92 through 98 and discuss 99 do I need a second on the list to see if we're pulling on second thought thanks I'll move 9.9 thank you I'm sorry if I didn't care chapter summary some of your answers but I was asking about some of the data and I also just want to say that play I don't know if we're going to read this but like I was has to move past something that feels performative and engage with our community in a more and I've heard other people on the body also also see this because an I don't know and maybe it's a part of our our retreat but like how we can move past our current Landon college men as it is on our agenda template now I know we've been doing things on a as needed basis but I think a I think that we need to be more intentional about us as a body and as a district to make that land acknowledgement something substantial because I Hear What I Hear From board president all the time was this is the very smallest step in a series of what should be more. and I feel like it's been hanging over us for a long time and I don't know if I'm the I have a feeling I'm not the only one that feels that way and I'd like to hear if other other folks on this body feel similarly thank you just had quit coming on on that same resolution on dr. Smith and I went down a little bit of rabbit hole on this one a 8 at one point it references 134 students who identify as Native American and a Community member pointed out that when you look up on the dashboard or or some of the publicly of data sources mentioned nine students who identify as Native American we're trying to figure out where that Miss match happens and the explanation for the benefit of the board and and the rest of the public is that our local data systems when is student indicates multiple ethnic identities our local data systems are able to handle that and remember each of those identities whereas when all of that feeds into Cowpens which is the state that has it just grabs anybody to checks more than one box and calls the multi-ethnic and so in this case apparently we have nine students to identify only as Native American and therefore they show up on the dashboard things like that identifying as Native American but we've got 130 25 other student who identify as Native American and something else so in cow pads they just show up as mixed which we've had that conversation before about giving very large percentage of students who identify as multi-ethnic and we've had conversations about disaggregating that and trying to figure out you know which different communities they they bring within apparently the local data has that but the state data just collapses it all in you're next actually for those hundred and thirty-two students American Indian was raced one that's the first thing they checked the top one yes there are some alphabetical order though High School in grave but the ethnicities are in alphabetical order we just queried on which wood is it 700 whatever it is in Aries so we have a list of names in the fur so it isn't that the date is there I'll wait to hear from the board before I respond but like the Census Bureau of ethnicity is difficult and complex to represent in data so I just wanted to share that with the public in the board and thank dr. Smith again for going on that Journey with me thank you for that to respond to my colleagues question I have answers for you and another comment we got from a Community member was around the word original and you know there's an entire war in the Middle East right now around who claims originality so I think that what we're doing here is the best that we can and we on this board you know with maybe some partial exception in that partial there may be some part you know members of us who have some indigenous roots and park we are now I'm here to speak on half on behalf of native people or or indigenous people we're doing our best to honor and respect be respectful of our indigenous in a native Community member and so the language that we use is an attempt at that and and will continue to iterate and it is my understanding and I will I will correct this if if someone can provide me directions that the folks named here identify as original inhabitants and so I'm going to continue to one at van or not and then to respond to remember Loretta I really appreciate your kindness and I appreciate both for resident and board member Loretta's comments around what do we mean when we acknowledge land and what is performance and what is at least attempting and iterating towards belonging inclusion repair at and all the rest of the things that that we still have to work for it so I will just add a little contacts that board member McBride was the primary Steward of the land acknowledgement presents on the agenda and I don't exactly know where what's in print on the agenda came from I will state that the board at that time moved it to be a permanent addition to the agenda with the concession that we would not include a blurb so that we could continue to iterate and increase increasingly honor and respect and include and then we ended up semi regretting not because as Miss Williams at pointed out at the time if we didn't have anything printed people would come unprepared and not know what to say and that kept happening and so Miss Williams said I told and then put put this on and again I think it's came from board member McBride on but just want to acknowledge that these conversations have been ongoing and I'm very very very grateful to be with colleagues who want to continue to improve because it is totally inadequate so so that's that's all on that I agree with everything that you're saying we remember Loretto and I don't propose to have any specific suggestions cuz this is something I still need to do a lot more work on but I'm really eager to have these conversations so yes I'm not are my kids mother ditto on Loretto and can't we do need to do better by building relationships and I'll give you an example of a relationship that we can foster the Conservancy that are the steak Conservancy at the stove you park when their mission is also to Foster relationships with our native neighbors and so build we will be putting an mou Peruvian and Emily actually with them and this is this could be part of building that relationship and partnership and one of the things that they're interested in building curriculum around this and they have like other for other topics but not that we need to build the curriculum but that building these Partnerships is what's important so that we can have these Partnerships and know that they are there they and then the Moa would be in place and so but I hope that when we said direction that this is something that we can consider because it's almost it's a great like offering that have for us to take their elders and descendants past present and emerging as they continue their stewardship of these lands and Waters with knowledge. Board of Education last week so let me do that we go so revised from the local control and accountability plan template it was adopted on November 8th which was last week by the California State Board of Education it's consistent with California Education Code 52064 and to the right is an image of the State Board of Education agenda item just for he's out of abuse and access it's important to note in terms of El Cap engagement that that it involves lots of folks so the it says specifically there's a quote for engaging educational Partners on the California Department of Education website that is Elias plan for educational partner engagement it's important to keep in mind that Eliezer not limited limited to engaging those educational partner groups acquired by Statute which by Statute required art a candle act which we talked about before just to review the plan however we do meaningful input in Culver City Unified School District and rather Eleazar are encouraged to consider engaging additional educational partner groups that may not be in Statute in order to address the needs of students in the Elias communities of goal for local communities to work collaboratively to develop plans that by the condition supports necessary for improve student outcomes so it's important that we focus on needs just like we're in all the conversations we've had tonight the needs in the Arts the needs of the facilities before we move forward to him outcomes because improved outcomes are results of influence on the El Cap and it's also and it's also important to note here that although we mentioned it tonight or earlier with the Strategic Arts plan that all other important groups Affinity groups Equity advisory Council black family Council students we could go on and on to name all of the wonderful groups that give up their time in Culver City their their ideas will be integrated in the plan as well in terms of engaging all educational Partners at the bottom right you'll see you'll see example of what the template will look like for engaging all partners and that it will not be a narrative anymore it will actually be a template with a grid which we have an internal document that were using to track as a art of ed services to make sure we are interacting with all of these different groups in and launching this meaningful input so if you look at the parent advisory committee that's what it's called by the state we know we call it family advisory can the pack if you look at all of those dates 1st October through January we're reviewing and doing goal analysis which is required in order to inform the next iteration of the elk at the 24 25 goals we have to do a reflection and Analysis within the template that still stands we will we also have because that's a new item required and we will have our Elkhart public hearing as we did last year which will schedule for June and then the El Cap action which will be June 25th and again we partner particular that will impact us our revised prompts with engaging educational Partners I talked about the table rather than the narrative how the adopted elcap was influenced by the feedback provided that was an item with Jen dies and covered it our first pack how the previous year's feedback impacted and then the process used to engage Acacia Partners so how we've launched in October beginning to listen to these and I do script the comments that come in at from the public if in case there's something to note there as well in addition to assessing the effectiveness of since we're already in the Rebecca do some highlights of the plan that is in minutes elongated form some highlights just want to share with you we make sure that we have clarified the definitions because that is been a a source of question in terms of chronic truancy chronic absenteeism there was a question about the truancy 30 of instruction without excuse three times during the year triggers a letter that would say you know this is a chronic absence first letter so that was some clarification in terms of it doesn't necessary turn into whatever the code is an Aries but it does trigger in our system we have goals that once we've evaluated the data next one please Rebecca where are attendance rate from 8:23 to 10:24 was a decent 94.6 are we do want to increase that by 5% this year are chronic absenteeism rate is 16.6% and we talked about reducing it by 5 just being conservative we putting some things in place we talked about culturally respectful culturally responsive and then getting the root causes and that has been interesting some of the root causes in this came about since I did this slide I and I was speaking to some colleagues and things came out in the National School boards Association everything this month it seems to be focusing the leadership from access nsba and Nate they talked about six drivers and so I'm going to insert that in a way one of them is worsening mental health the second is during the pandemic we had we had death of caregivers grandparent Aunt number three teacher absences when we have are unable to stop or we have gaps and we have some of the data showing that students disconnect we know the teachers in the most influential in the system so when they're not there with a relationship it matters remote assign students have figured out that if if it's possible you can do things remotely adults are doing things remotely they figure they can to a higher minimum wage they can make 16 or 17 I was an hour that is a the opportunity to make money to support their family is a a draw and finally when we look at historically remember President Obama's signed IB student succeeds in 2015 we started really counting with a systemic way at that time we 2019 was our best up to 2,000 our best dataset so we're leveraging from there because 20 and of 20 and if 21 were skewed anyway I thought that was something that had some things I had not considered terms of but I talking to a few students and empathy interviews and I love the students in Culver City they are the brightest most real and I just I enjoy spending the time anyway District strategies is the next one please Rebecca so these are things and I I had input from this I did have one of my BAC members in Thai first members assist with this as well as director Montes coordinator in delicado I this is a you know a combined effort anyway District strategies engaging students and parents how weird starting to really more recognize improved attendance incentives acknowledgement monitoring attendance data plan and I'll show you actually have a flowchart Miss Laredo you've been asking for a flowchart providing personalized Outreach early and so in developing programmatic response to barriers as we uncover them because they they do vary so in terms of actions and focus so we have operationally we're building a weariness we're tracking daily attendance for monitoring chronic absent absence we're expanding the metrics for antennas an engagement end and really a whole student Focus resetting relationships with Team family students Educators we are adjusting the the language in the letters that go out to be not just sensitive but recognizing that every situation is different and we just really want you back in school it's not a hoe a punitive deepening Community Partnerships we've hired 2 at least one LCSW that's over at El Rincon and also providing some other support So this an LCSW is able to go in places access resources in the community that mfts lmft is not necessarily can do so this is a great addition to our our Arsenal and then prioritizing racial Equity relevance and rigor curriculum instruction we're still hearing students better saying we might be a little bored so the next slide Rebecca has it has a link at the graphic with if you wouldn't mind clicking on the graphic able to open the app so basically this is when it become open. open open please please please is something okay so you can see it on Zoom there you go. All right so acknowledging that attendance matters but we're starting with week in September in a attendance Awareness Month positive attendance messaging part of our Sai contract that the board approved providing positive attendance incentives. Leon's on Mondays insist this is what the sites have been trained to do on Mondays School site administrator meet with their attendance clerk to look at the attend some students they do it together because each bring the different perspective in one might know something that the other does not about what is going on with this student and then is this made whether we send one of our letters and you can suppress it if you have you know the situation so they won't get a letter that's going to be annoying if you were just sick or you had a death in the family there's a wait I understand we're talking personalized that's how we get to we're not sitting just random note weird we're trying to understand what is happening with our children also on Monday they will they're looking at the same data those that hit a certain point and if not improved will get a letter a second letter okay we can tweak the letters or not just barely there is a Sims play the station but the language is the goal is to get student back in school with goal is not to aggravate them and make them feel like they don't want to come back to school if we big brother in to where we not seeing a change then we have the student attendance review team with the counselor teacher parent student those are being scheduled the beauty of the software we who sang Prince out we take a look at it on Monday ffss and I take a look on Monday of the of the conference's they need to be scheduled based on the student that are hitting that Mark do it it is a level of automaticity that allows us to reach kids more readily faster to know if and soap. The start process that hole I would say getting into tier 2 if we're looking at an empty SS model really trying to understand what is going on with those students if we didn't figure it out already and then we're talking about reducing those barriers depending on what the issues are addressing them and address of systematically if that doesn't occur we have reactivated our starboard but that is the last thing we want to do two families when we trying to re-engage so that's you know the last thing we want to do so we have templates that go out so I tended to monitoring just to sum up so every Monday ssss and I meet to review attendance discipline data Etc I'm the site admins meat letters are generated they go out on Wednesday if they're not surprised there's letters 12 for excessive absences chronic absences there are six different letters so these letters go out on Wednesday if it not been suppressed one time of month the ffss coordinator each with the team with an administrator and the attendance clerks to review data and review planned is a monthly meeting to keep on track to the expectations are clear my team also meets with attendance clerks monthly to make sure they're using the software correctly and it is we're looking at students that are falling through the cracks what we doing so a couple of students we've done there were a couple home visits done it was something that we needed to tweak and take a look at it and and we were concerned there were many things with the student but that is not outside of an intervention that were willing to do to grab and get students back into the fold will be presenting poorly attendance I'm sorry it's 12:20 and I'm losing quarterly attendance data so we'll do a report to the board board early on this on the attendance chronic absenteeism rate as we move forward now and December this plan will be put nicely organized and in package it is so that that will be ready to go but these are highlights and wanted to really show the process reusing I'm with or empathy in it to understand what kids are going through and try and get them back into the fold we are encountering some interesting push back about what I can do and learn at home I'm so that's something we have to sit in kind of talk about a bit so that is kind of where we are right now it's at 1221 are there any questions I would just I see a difference between what's attached the agenda and there's one so I would just love it if you could share this so that I could sit with the I don't want to not peruse your flow chart that you made like mine when we asked for this before I want to give you props for us so I'd love to see it and you know and if we have any questions moving forward when we go into action will sure I will share that so thank you for this same thing just appreciation and and I look forward to the quarterly reports so we can see the progress I think you and I want to plus one classes for this documents and you said something anyway what port number Loretto said it was important add is that you used language tonight that I hadn't heard in public before but have wondered where I perceived the Sark based on your presentation as punitive that's why you kept referring to it as a last resort and so on and so forth and that it's not usually the best way to get families to feel welcome and and like they we want them back so if I could understand the next time we hear about this more about exactly what a sarc is and how it functions I would appreciate that this art or is it starve the sorry the student attendance for you I was saying it with a c at the end is it with a T at the end of tea in the yeah sorry okay that okay alright and we even have a sort of sort of talking points and and stems to drive the conversation because we want it to be inclusive and welcoming address the issue why the kiddos not coming to school not to like I said aggravate parents were probably already going through some stuff so and starve is the last resort and I'll flush that out you don't want to be as in boy yep B is a 3 is a Tsar b as in boy start is that Tortura trying to really asked him what's going on with the kiddo put a system in place to give them back in school. It was higher than 43% and in the district no no not what I looked at I'll look at it again no problem so it gives we could play right here all the students that are the number of students with the yellow bar are those that we don't have a permit on and they are not residents because it's so weird wearing vests getting but it's 133 student to be fully transparent there is some coding errors we're finding students may have come in under the mckinney-vento vento homeless designation and it moved you permanent housing and a permanent housing may or may not be in Culver proper so we'll look at our board policy and they are and those that if they don't have a permit and want to apply for a permit that will follow what we did in board policy in AR to be able to drill that down so I'd like to come back with that number decreasing regularly so you know we have 133 now we're investing actually 133 is what we had is a twin 1024 but to have an update just an update in December as to how many of these we've addressed so that students are if their resident a resident they are on a mint there on a permit and if not where they fall and then how do we attract that questions about that remember what I do just wanted to repeat the permit rate or are non-resident rate for the district is 21.75% yes. 4021.75 some 76.29% of our kids are our kids in Culver City local get there all our kids and they are all ours I really all of them so guess that is that is what I have for their questions the only ad I wanted to make his that I want us to be extremely sensitive about this number 133 because I am terrified that people will now turn around and insist that we need to kick out a hundred and thirty-three students so what we're going to do is we're going to figure out where our system is erroneous and then we're going to fix that on our end and they'll be none the wiser because we love them and they're our family and they will remain here until they finish okay I was concerned about that.
