a lot of math and it was a really tough time and with the smaller classrooms it's easier to go help with those like gaps in math knowledge and last year even though we weren't currently online I had a really tough time in math because of the size it was like the students and the teacher didn't have enough time to get around to all of us and it's a lot of the students had to help each other but not even a lot of the students work with each other really knew what they were learning and it makes me really worried to think about how next year we're going to like 31 students I think your classroom I know that personally if the class sizes were big then I probably wouldn't have any chances of passing and with the the smaller learning environment I think it helps a lot of Inspire and it helps the teacher also get around to where students and help them like personally went online and yeah I I hope that at least algebra one can stay at size and its current size and yeah just please keep it that that size has all thank you thank you ivy next week BL hello my name is a student at River City High School today about the number of students for Algebra 1 class at horsey high right now I'm in Algebra 1 and size is about Asian students and we all want to continue having small class sizes for Ultra one and the class size for geometry next year is going to be 30 students and that that's kind of scary sound in Sands right now it was really scary sounding right now it's like a it's fundamental it's like a PS4 higher my subjects and in my experience one-on-one like a I think that having one and also benefit students as they can get more destruction is crucial in that specially algebra to understand the concepts properly last year I was in math 8 at Culver Middle in the house about 30 students in it I didn't get a really good grade in that class it was because I was hit in the back of the class and it's really noisy in that class and the teacher had a really hard time you can control everyone and yeah so I came here I was surprised so small and it helps me really Excel and subjects and I'm hoping that I can in Geometry will have small classes and I'm hopefully hopefully next year either one students can have the same ability that I have to sell enough thank you hi my name is Jasmine Vega I believe me and my peers would appreciate more smaller algebra classes and next year going on for geometry algebra small classes can be helpful because they allow more personalized attention and support there's a geometry class has 32 or more kids per class they can make it down for teachers to give individual attention and communicate medication teach student it's important for students to have a chance to ask questions and get the help that they need smaller classes can create a Better Learning environment environment they're all pictures Mathis for my eighth grade last year because I got helped way faster and easier and they just improved my attention span throughout the class because there wasn't a lot of distractions what I like what about the smaller class sizes is the opportunity for more meaningful interactions with classmates and teachers in a small class you get to know your peers better and collaborate closely and build stronger relationships I thought the class the size being less than eighteen students created a but their focus and a my peers around me detention better and I will be given and if the second and third speakers with Stella and then I know and if you all could please get ready to come that will help us tomorrow thank you My name is Donna Flynn says I'd like to bring a the topic of smaller math class sizes My Singing in my opinion I think that others and others classmates and me also agree that is a lot more helpful many people work well with others but I also do think it is important to get that one-on-one time with a I think this one-on-one time can help with more efficient like education and getting the point across not every student may understand the subject the same as another and I think that one on one time with a teacher can help another student understand the material I personally just don't think math is Daisy easiest subject for me and having the smaller class size up to 15 to 18 students per class did help me a lot get my grade up and understand the material also do think that teachers have such a limited time to get to every student for example in my 8th grade year in middle school I was in a class about 26 pushing 30 students per class do the very chaotic and Loud class where I couldn't not everyone has the same focusing skills not the same understanding skills and I think that a lot of students traveled looking at the board from far away or even hearing the teacher and now that my class is a lot of smaller I do hope that for my next year thinking about my future is that like to have my geometry class to be the same Wonder stand the same amount of Concepts to understand that not everyone learns the same and that best one-on-one time is very important throughout my years of education I do realize that sometimes learning cannot be the easiest and I've always struggled in math but this one class at specifically this year I walked and I was like really small but I realized I came to the realization of the lot better for me call my Pierce thank you. Is it for tonight maybe the next couple up HD yeah you want to line up Barry Meadows Ever After High have an amazing ultimate teacher doctor toenail class size is helpful for me to get one more one more one-on-one time help every student has a better chance to succeed and getting a greedy dessert gives everyone a chance to ask questions and Warren time for the teacher to answer a straight size was much bigger and there wasn't a lot of one-on-one time with Caesar with too many bands with different individual needs I love that in my tell me about 6:16 is that on time questions answered and not be so afraid to be judged by so many people I'm scared that geometry is going to be one of them you students how will I be able to get more one-on-one help other students be able to get help for individual needs I'm sure that the teacher will be amazing and how much can one teacher takes people say bigger is better but in this case smaller would be the more effective decisions not just for the students for the teachers thank you good evening board members District leadership and community members are the programs are small class sizes that we started this year and also math Chiron program you've heard about our small size 12 students and our Core math kyron's are the upperclassmen who have succeeded in math and now they are working as tutors in the algebra class with the teachers for the first time in my pitching career of almost 2019 years I am able to reach all of my students on a daily basis for the first time I'm able to Monitor and assess students levels of understanding detail for the first time I don't have to got my lunch to nutrition time to give us extra help although I still will and for the first time I've had the lowest DPS ratio that I've ever had in my classes I wanted to thank a doctor Baxter for guiding this change, it was her idea and along with Erica young and dr. Garner we had very many meetings to implement this and I wanted to extend my thing to you the board members for your support these changes in our district so often in these board meetings there are people who are here upset they're just like yelling about the state of things but I wanted to bring our team here to share couldn't do's and give Pops to the people who are bringing positive changes thank you dr. Baxter Erica young doctor Garner and our school administrators doctor Target and he missed my mod for their roles as well I feel like I'm giving a Grammy speech so I'm here to formally ask that as UNR District leadership evaluate the intervention programs that this will be one that is Bush to continue I would like to also Advocate that in the future these same kind of changes extend to other math classes like geometry and algebra two both of these courses are required for College admission and support Miracast scores good evening everyone my name is Henry w i m a math teacher at Culver City High School this is my first year at the high school and even though I wasn't here last year I would like to thank the board and I'd like to thank dr. Baxter making this change for having the smaller Algebra 1 class sizes the smaller class sizes they definitely made it easier for me as a teacher to monitor my students look at their progress during class it's been a lot easier since it's a smaller size I can kind of figured out where students are struggling and it's easier in her being it's important when they need that help I've been able with a smaller class sizes to build a strong rapport with students and having a stronger for his help me get to know them better also encourage them Academic Alliance students might be a bit more shy initially I can really encourage them to attempt to retake on a test or get more help with their subjects or they can get it a passing grade in addition to having your students has given me more time for grading exams and planning what I bought some lessons this year with a lot more small group interaction learning some math vocabulary little scavenger hunts we do around the classroom games to play online we made posters last week about an algebra one word problems things I think about very well this year and I think that's part of the thing because the small class sizes and the school I was at last year the class has a much bigger and so when you have classes of 30 35 students it's not as easy to do but because there is a student is so foundational and they were right I mean this is such a punishment classic students need to excelling in order to master master the rest of the Facebook we're so again I'd like to thank the board and dr. Baxter performing these changes and I will the same thing is at the condo which is on I would like the class I just from a small child or one for the upcoming school year and I'd also like to consider if they can shrink of class sizes for other math courses at the high school thank you Liliana Garcia hello my name is Arianna mercy and I thank you for having me here one of my strongest reasons on why these small classes are helpful to me is because of the attention I see from my teacher I make more of a difference my important to the increase meaning I get extra help and more time for my instructor this is impactful because compared to my other classes I feel I can easily reach out to my peers and my teacher for guidance and help raising my overall grade my second reason is simply that I made different compared to Classic Authority and up my participation of my presents are significant in the class and more like a team rather than a classroom class average in a class of thirty and if I fail class but everyone else it's a better score my percentage doesn't matter as much barely affecting the average and the teacher can move on to the next lesson over in a smaller class at least you can see how I'm doing and I could be help me to raise my sport which is very impactful to My overall and how I do in school personally I have trouble with paying attention and anxiety so the smaller classrooms really help with that I get a better education and it helps me be more active in my world and I think this is why the fastest should be much smaller thank you Julian Rojas alright I'm good evening board members my name is Cole and broke as I am in my element here in education they fear teaching or sirach Culver City High School the National Council of teachers of mathematics stated that algebra is also referred to as a gatekeeper to fire learning math in mathematics and in other fields shows that students who completed mathematics course beyond the level of how to put two or more than twice as likely to pursue and completed post-secondary degree students who don't compromise their career options especially in stem fields had to have taught in two different schools where most of my bra sizes have been around 20 I have seen the impact that this is a dumb Student Success and the confidence and of course subject that is often challenging to students to provide students an opportunity to get caught up over material that they have often missed and can often be seen as an intervention to support students that some students often use this time to get caught up on Clash of Clans sent and material that they have been absent for smaller class sizes have provided the means to provide intervention to all students and support everyone I have also had more time to create more group work activities create lesson plans that are tailored and targeted to address any learning gaps and provide enrichment opportunities I also hope that you all are able to consider keeping Elder one classes at the current size at the ER right now and thank you to talk to Baxter who started this and hopefully look into I'm considering this option for other math classes and Dominic Parish hi my name is Dominic. This is my first year teaching at Culver City High School for the last three years I've part of the small-cap other school where class sizes were very small because I had heard that it was a great day as well and while I have found that's true I found that I really been missing and I respect that I love the most for my previous song beyond all the academic benefits of small class sizes. All the previous speakers have mentioned all the previous students have mentioned I want to emphasize just a human. Small class sizes allowed teachers to build play some chips a community with their students which are at the soul of teaching and which many does how many students are desperately in need of I find the my relationships my students are far deeper and more meaningful in my algebra classes are much smaller well I know that I have far less impact on my geometry class which have 35 students both academically and personally I do not have relationship with the students in the same way that I do when I can talk with each student individually and my other classes and larger classes Dunes are off and just a number if we can only do so much to help them they can only do so much to reach them both their work and as humans were smaller classes are able to give students the opportunity to present a deserve as people thank you thank you very much we have four other literature followed by Gina Tanaka's house by Lindsay Carlson followed by Melissa Sanders so. We're meeting so I just we welcome all your comments and we're very interested in them I just want to remind everyone to be very careful about anything that could be perceived as campaigning a a good evening with the Carlson of a mom of a kindergartener and one of your constituents with others in the community may have had some similar experiences on this topic I'm speaking for myself and only a year ago the board had a closed session meeting with Brookwood advisors has violated the brown act I made a complaint to the LA County district attorney who spent aboard a letter of reprimand about a month later out of the blue I received a cease-and-desist letter that is a letter threatening to sue movie from Newark District Finder with which I had no prior contact contact what I said things I didn't say that even had I said them I would have been protected under the first amendment I suspected that this was an act of retaliation by one or more board members with the clothes a ship with the vendor because no one on this world would come clean and admit it I had no choice but to send public records request and eventually hire counsel is my own 8 months later I finally received responsive documents that showed the district personnel conspired with her to send that cease and desist letter to me as well as letters to a number of other residents that attempted to hold the board accountable but here's a really crossed the line last spring in connection with these retaliatory actions to assistant superintendent dr. Smith and dr. point but it never became important nine months later after the digging deep and involvement of a lawyer the truth is finally revealed that in fact our district was involved in illegal giving out a personal information the ccusd employee giving you our system formation was in fact after Smith's he would never had my personal information I'd love to know which one of you actually gave my information out you continue to lie and cheat to this District how do you think that is portrayed to our community number students and staff you should step down as you have Dishonored this District in so many ways now you come to the community and ask for more money Community member staff and students I speak to you do not trust this board do not vote for madri they will steal your money and do absolutely nothing I want done with it and yes Kelly if it's political then what was vote 16 this was brought into the boardroom many times I don't care to present all the pretty presentations that their $80,000 worth of corporate dollar money has brought to them do not care about your children they do not care about the teachers or staff and they continue to do that that's the case not one of you is innocent none of you change course of action time and time again you failed to community staff and students who come here addressing these issues month your after year thanks to the students last year allowing people to speak on number to the agenda because it certainly didn't short meetings I'd also say that we need to go back to a system where the agenda is actually by the superintendent and that's it doesn't set the agenda the superintendent sets the agenda and that's how it was done for years in this district with much much shorter or meetings in which anyone could of the bond and many of those things have been done including coming out to them things like I said so many people that are reaching out for our members from board members to people in these campaigns some logistical things that we probably need to talk about with that we wanted to make it an easy process for people to join and me but I think that goes a long way in building that trust as well so other budget classroom teacher expenses the audit will be presented tonight shows the district is at 52% which is 2.8 million less than what should be spinners yesterday that number was run 100,000 and was fine for being out of ratio t.j. which ccft had warned open public and private we warn them that we need to stop this before we get fine call Lucas. don't you have no responsibility for what happened last year but board members went out of their way to our previous leadership on the great job they were doing last August huge amount of Praise from to sitting board members previous My sister good evening I am Alexander one of your constituents and the farmer Food City Treasurer of Culver City as a former auditor when I read the recent Auditor's report on the ccusd I went from astonished too concerned two braids see this empty bags this is the financial state of the district that will be your legacy leave her kids and empty bag the Auditors found in finding number to that the facilities conditions were significantly less serious than the district reported and free of the school sites examined District school accountability report card which is the report to the community it stated that the disrepair was a lot worse than it really was which is very seriously considering the purposeful this represent has been done right before the measure he facilities Bond campaign this was noted as a significant discrepancy in the audit World means very very Darius this was not a clean audit report by any means you can think of a clean audit request find of a good credit rating for the school district right now sadly we don't have that Fleet when the ccusd did not clean up its act from the last. It's such as not ensuring that 55% has been spent in the classroom their implications from these findings the CC Westgate May well be on the hook for paying penalties perhaps of the 3.4 million dollars according to this audit also there is a very real possibility that an unclaimed audit report will make the secrecy USB ineligible for applying and receiving certain what kind of funding possibly the new school construction Bond on the November 24th ballot should it pass let's not forget it at ccusd is still dealing from the overhang from the superintendent when the district was assessed a $1000000 penalty you've now hired some Consultants to deal with that but I don't know if I was the powers-that-be that was reviewing it I want to see your audit report and then I'd say are not waiving any penalty they haven't got their act together so tragically at the end of the day this kind of mismanagement that has had more than short-term implications the kids end up holding the bag you have what is job to educate the students and make sure to provide them what's needed right now you're getting and managing the funds and transparency and providing our children at ccusd okay I'm going to go quickly go backwards and I apologize or back if it says anything to do with you but why on Earth are we just going over minutes from October of last year and there's a little Miss type retired teachers get paid $200 a day school that is charging but the district at least $400 for teacher at least I don't know for sure cuz I haven't seen the invoices but that's a general rule of thumb in nursing and all kinds of other professions I'll see that the office of Child Development where is their budget amount of money that they charge computers what's wrong with their computers all these people are over there really using so many computers upgrade Rangers I mean and only unified I have the same computer and printer for like eight years okay so and that's why I supposed to keep Lucas and somebody a doctor Lucas somebody needs to go over and see where is all the stuff that you ordered all the stuff is a really here so the one thing I saw in the budget that really everything but the $240,000 that was left on the table because it didn't build the state correctly for reimbursement for the lunches sing else but that's just one of the other items so thank you very much hello everyone just wanted to speak out with respect to 9.2 which is the audit and 9.7 I think looking at all of us we're all there concerned is an understatement we see lost opportunities understanding this was under some previous administration these are lost opportunity to send in a tight budget environment every cent that's loss is important and needs to be accounted for I was just reading the other day about Santa Barbara School District which is apparently having problem getting over the 52 the staying over the 55% limit is having some issues also with what they perceived to be oversized Administration and and issues with trust with the board but it's nice to know we're not alone in this in these issues but it but we have an opportunity to reset here we have new leadership, and before playing can make sure that we have get back to the regular order to make sure the other processes in place to make sure that these things don't happen and that when they do we have appropriate consequences and placed to make sure they were all held account hope for what we do and that's an opportunity I think we have and we should definitely take advantage of to make sure that this can't happen again there will be problems with all that there always will be but granted the records what would you been dealing with in the last year everyone just seems like another additional G paper cut that we need to worry about and we need to address and we're very excited and happy to see that we're going to be doing an additional review with on how and where we spend our money in maybe some of these situations will allow us to correct that as well with respect to the 9.7 I know it's an early-stage discussion on the paraprofessionals but it goes back to the same issue in terms of transparency and I want to know how are classified employees feel about some of those changes some of them required by regulations and I get it but also have our parents will feel with respect to some of the changes and then just proposed changes to disclosures to them because the transparency is important all of us and making sure that we know video who is in our classroom and the opportunity to be able to connect with them whether they are paraprofessionals or are are are teachers who are all doing the best they can and it in difficult and VY I meant we appreciate them being there thank you all right shifting two or three folks online first we have Melissa's iPhone go ahead and then Angela gray and Jason to Allah regarding 9.2 Financial audit report many community members have addressed assist you time and time again nothing has been done to change the course of action financial situation the district is in is a as explained multiple times throughout the entire year still want the 1 million plus fine for canceling three days classroom spending still is not 55% there's no excuse for this another exposure of lying and cheating with a financial budget crisis I'm curious how ccusd could actually budget for continued smaller classroom sizes in algebra 11.1 agreement for special services leadership mentoring and support our part of the new superintendent's contract apparently a little blown away by this especially with the corruption of the previous superintendent don't get me wrong I'm hopeful for new leadership Improvement the seems to be off already occurring but dr. Okay so we're going to hear from members of the board today so we'll start on my right with board members Amazon lived in Loretto then Guerrero then does Agora good evening everybody and for those who celebrate Valentine's Day happy early Valentine's Day and I'm going to take a point of privilege and say happy anniversary to my spouse my life song Love so today's our anniversary and I want to know the wrecked my focus for our students my remarks for today on a critical matter the urgent need to address our English Learners this is a group of students who we are currently under serving as a district it is imperative that we prioritize their me and taking media action to ensure they receive support and resources necessary to thrive academically and linguistically the English language learner progress indicator for the state is 48.7 and 4 our district is 47.2 we're even lower than the state if we look our English language arts are currently tell students 84.3% below standard this is a decline of 6.1 points we look at our this compared to our English only students this is 39 two points above standard where we find our English only students are math Arielle students are at 109.4 points below standard and English only there at point two points below standard so I heard dr. Lucas in the leadership team to take a proactive measure and prevent another year of this line and learning outcomes for English Learners as a member of this board for the past three years it has concerned me deeply that we have not received an updated plan for supporting English Learners it is imperative that we address the issues show me to ensure the success and Equitable education of all our students in our district hear my suggestions with a sense of urgency it is imperative imperative that we review research update in the ER which is currently more than three years old that we prioritize professional development for teachers book Christian structure collaboration and co-teaching between general education and content Area Teachers as well as English learner specialties we need to cultivate strong relationships with the families of English Learners and sharing their approaches are culturally responsive it is essential to respect and incorporate students native language with a goal of fostering bilingual rather than replacing English with their language furthermore technology should be leveraged to support student learning in the statistics in implementing differentiation strategies effectively it is crucial that we Embrace these practices to provide the best possible educational experiences for all our students in our district thank you so much for listening to this very urgent to help our students who are being under sea thank you thank you hello good evening I do want to thank mr. Shannon for his comment earlier I did attend to Safeway School monthly update this past week and as most of you will notice around town on a new crosswalks and signed into have been going in the crosswalk visibility is on going there were a little bit delayed because of the rain and so I'm hoping that the city will be able to get those in in before the next rain storm and we will be able to enjoy those on our walks and back to school and are pedestrians are going to be more visible soon including the new bulb out especially at at the bridge on the side of a Lindbergh Park and really looking forward to that because so many students at get dropped off over there instead in the front of the complex so I really appreciate that I do want to say that most of us were most of my colleagues were occupied in the park since it's the last board meeting and also at Rainbow day and we also celebrate needed a Asian American native Hawaiian Pacific Islander own business night market last Friday where there were a hundred plus have been partners and volunteers and for I'm just so grateful to all of our partners at the middle school of the high school in the security team and the custodial team and also our student volunteer as well as our parent volunteers who who really helped us make it up really Student Center at End Community Center event it was an opportunity to uplift folks in the community and as well as focus on their celebration that, cited with Lunar New Year but not all Asian Americans do celebrate Lunar New Year and this event was inclusive of all aan HPI community members interested in participating send a shout out to I read you who designed the new dragon Betty because the old of the lions that started in 2019 only served a few folks in their class and Betty was over 100 ft long beautiful and is a form of participatory art all the scales were contributed by elementary students and it was also an upcycling effort by using discarded comic board from one of our vendors at the time I bug here in Culver City and to see such a participatory Art In Action was just such so heartwarming and be able to share cultural event like this firming and space where representation does matter which brings needs to Pride in the park rainbow day night market and black history black history is American history lgbtq history is American his three Asian American history my history it is all of our history and we are here trying to treat affirming and safe spaces so that our students feel recognized and and feel safe and feel represented in the education that they are learning and the climate that they are in so that they can be their best selves so I want to thank all the folks that are supporting that kind of culture so that our students I also want to let you all know that I will be at the next two engagement meetings this week February 14th and February 5th at the high school there's a staff meeting at the high school on the 14th and a family meeting on the 15th at 5 and we continue to meet on the fiscal advisor I am planning on going to a budget meeting and legislative update with assemblymember Versace and set it up later on this month and I'm also planning on taking taking some time to do some legislative action was he is PA on February 19th is on committee with the city it will be cream this coming Monday and I will see y'all at the open house at cchs on February 21st as well so I wanted to say thank you thank you to everybody that participated with the Night Market on on Friday night and I such a warming Community event that is that were able to I'm just so proud of everyone thank you so much thank you very much just a couple of things I want to do one of two things dr. Lucas and everyone in the names this operations in Transportation Department for their work during the storm in and not that they can do anything about leaking roof at the moment but that just there they're being up late and getting go to school early to do what they could to keep welcome mr. illusion your work in that area also thanked the site administrators teachers and other certificated staff and the classified staff were keeping things running during the storm to minimize the you know that the inconvenience to students any kind of disruption of learning due to the storm we were able to keep things going and I know that took a lot of work on a lot of people's part so thank you headed presentations during the day from the tkmk story of time all the way through some of the discussions in fourth and fifth grade they were fantastic they were inclusive and joyful and affirming to to the students are the professional development in the afternoon was also very strong man and very valuable so thank you for that the night market was incredible I didn't realize the dragon had a name but the dragon was amazing what those scales created by students from across the District in my understanding is this week the dragon is visiting the elementary school so that students can see their work and how it kind of contributed to the the whole so fantastic you know several people have brought up the audit will it will he a little bit more about that tonight and is people who said you know audits the purpose of a non it is to find small errors to make adjustments to the DVD closing books are done correctly so on one hand I appreciate that since I found it can be corrected. I'm looking at the one for cafeteria the finding there while the recommendations is bi-district should file an amended claim to recoup that money so and knock on wood. That's not gone forever but the two $40,000 / side is is unacceptable in a in a bit of irony looking back at the unaudited actual for this year one of the budget deficit is for the Food Services Pond for this year too I didn't 39239000 the exact same amount as that the oversight so that's not okay to thousands just think they're fine since I misspoke on the millions in relatively small given some of the butt numbers we work with it's still not an acceptable waste of of funds that we are due this is an audit for last year the folks who who were in charge of this no longer here so I can't range of them but that's that's not an okay thing and then do we need these systems to be cleaned up and to be much more efficient looking at at our other programs not going to labor the 55% I didn't vote for the budget this year because of that 55% this isn't a new discovery this is something that we have known all along but it's it's been problematic since the beginning mention several years ago when this first appeared it was relatively small but it wrapped up over the years and we chose not to do anything about that so we are in this situation the biggest one is is the biggest one. want to speak on is the one about the transitional kindergarten and I appreciate the work of of doctor pulling in dr. Lucas for speaking with the Auditors and getting a correction on that though it is not quite the amount that it was but this is my day I work with this kind of thing every day I was elected myself and Loretta were ceded about a year ago December January of last year enrollment report and saw that we were over to the superintendent spoke to the business office let them know that there was a looming issue that we had time to fix it and ultimately the choice was made not to neither of those folks are here to yell at tonight but I continue to let fly by dr. Luke I know that is not something I have confidence that that is not something that you would have allowed to happen so I look forward to that I know we are working diligently with our our various Partners to find an excellent business the superintendent who will take care of this type of thing better Bob will not let things like this cafeteria oversized happen although it is not necessarily the choices of a single individual in that feeds and then I think we need get all of our practices were this type of thing is slipping through the last when I want to speak on tonight which is that system stabilization plan we're all involved in that particular a four-member Laredo and I are working with Dad because we have to do the partner thing on these two of us that time and just committing to to the public into staff that we are attempting to use data to make choices about what are the most effective programs and and how to continue those and which programs might be nice but not necessarily as effective or or delivering as much and trying to to that way as well as trying to keep the cat's away from the classroom it was interesting tonight and I really appreciate the students and the staff speaking about the algebra classes my understanding is that something that's been very effective and that's something that's in a classroom I haven't heard any proposals to change that we'll see if we get any but I would certainly want to know what type of changes are happening at the Des office before we start talking about changes to an effective algebra program at the high school and so it is going to be challenging to reduce some of the spending that we've gotten used to over the last couple years some of it was effective two years back into the classroom 2 years back in person the federal government is no longer spending some of that the state is no longer funding somebody extra covid programs we have to make choices but again the commitment is to focus on what the data and and what folks say is effective a Tiki Tan away from the classrooms as much as possible thank you very much thank you and good evening everyone history by people and those who love us as we observe Black History Month in this District I just want to take the time in my opening comments to recognize the commitment working vacation recognizing black history I'm usually inherited as a part of American History to kick off this month I was take it off this month I was proud to call host a screening in the panel discussion of a new movie got my Ava Duvernay called origin I'm alongside supervisor Holly Mitchell Lucinda dryzek by an armed AR gives me macmorran at a bunch of the organization's the movie based off of a book that we can really popular in Japan funny called as to the origins of our discontent Powerful movie I know my colleague board member has no that was there as well as some District stopping to dance music hey babe are powerful movie I'm going to see a part that I wanted to talk about here I think is most important and relevant education in the time that we're seeing right now is there was a scene in the movie medicine Memorial stands and it was an empty bookshelf to talk about interacting nized the fact that get rid of part of history and people's knowledge people were burning bucks I'm and in the context of this widespread national movement that we're seeing of banning bugs Banning American history from our schools on this very popular talk about I immediately went out in and out and bought the buck in there was a quote in the beginning of and I believe in the Billy before the event starts where they're talking about systems of farming the author says she could see what his countrymen chose not and his idea. Sam's Club, depression are first of all time a matter of seeing but also that seeing is a choice and I sit here on this side and it weighs heavy on my mind and heart, the idea that seeing the currents wasn't burned as reflective of the data that we look at each and every day we can see him to this work but also the guy that we're looking at only a state around the world when it comes to a black woman's maternal mortality rate I'm also thinking of the fact that in our district but Nationwide black students are over-represented in expensive and suspension expulsion down to underwear send it in a piano electric lemon so I sell this to say because although I understand people waiting. My election and then and my being on this body dies on on History not only being the first I like Manchester up here but the only incident like member deeply humbled to have received recognition and that being a conversation point but I really hope that we can maybe Vivid that conversation it's really talk about the work that we're doing I'm in our district when it comes to the betterment of the everyday lives of the students in the Park District to look like me I wanted to take the moment to talk to the Civic Glee about as a supplement of our blacks you don't even plan our summer literature Lake Camp designed for our growing readers from raids to 25 that we had this summer 36 students were enrolled in the program and those lower reading levels for entering the reading camp at Camp reading at least my grade level by majority of them reading higher than the grades of one so I'm just sitting here during this month reflecting on the the work that we are doing each and every day for the betterment of the students and the people that we were presenting this community and I just believe it serves as a reminder, the work that we'd stay I need to do in this District in the state and in this country and so I'll be back at you and I look forward to celebrating and doing much more when it comes to recognizing black Student Success by Sunnah treatment but knowing that we each have a very important and an integral opportunity to used the voice to men end of our in the boat and the words that we have to better the lives of the students in our district thank you thank you so thank you so much to all of my colleagues for their remarks and their work tonight it's really a pleasure hear from all of you and I just wanted to say thank you again for all of your thought leadership and all of your partnership is it shining a lot of seasoning in particular and so I don't have very much to add because so much text songs has been spoken to already get I will just add that it was a pleasure to attend engagement meetings around our facilities with staff and parents at Target in El Rincon last week and I definitely want to express at 2 to the folks who aren't in the room anymore but that were here the students and the teachers who were speaking about the algebra class size that is an issue near and dear to my heart I do appreciate that it was extended to dr. Baxter in particular because it's deserved and indeed it was a decision that was made last year to support this critical and foundational instruction and I do want to add my voice to publicly request and my whole or name my hope that we will continue to support the lower class sizes eat it even as he's fiscal costs low and I wanted to also appreciate very specific student-centered comments around our English learner and our black students in the Summer live at camp and I really do hope that we will continue and build around both of those types of programming by I would love to see that like Camp come back again in the summer I don't know it looks like I'm seeing some. really wonderful to hear her and then just said congratulations to the very well deserved recognition of our counselor miss terrano a lot by owner she's really she's so many things I don't know Angel doesn't even really describe it she's really doing incredible service to our students and to welcome Mister is good to see you on the job I look forward to Lino working with you more and yeah the sense of humor is going to serve you so we're going to take a recess we're going to be back at 8:18 thank you all okay it's 18 I'd like to call our members back okay so why don't we go ahead and begin on our information items oh actually maybe we're not ready I sure will not right babe one more moment so we can begin on their information items beginning with item 9.2 the audit of court extremely stop reporting on this is an annual report and we do have a couple of findings that we'd like to clarify we have our auditor Jeff with us he is on Zoom as he has covid I'm so we wish him well and are grateful that she has agreed to be a part of the zoom meeting I do want to go over the fact that our audit report for the fiscal year June 30th 2023 was a adds to our agenda and our board members received a executive summary and so starting with page 75 that's a summary of the auditor's report and I'm well we know that there are no material this is where identify the audit qualified as a low-risk audit our Auditors Jeff will go through and if she needs to sitting Peaches I can go ahead and share those with you as well to Jeff I invite you to unmute your cell and we share a little bit about our audit and if you could provide specific clarification around the state reimbursement for the severe need breakfast program and specific information around the district exceeded maximum average CK and there are two different numbers and I was like for our board members in our community to hear from you about the calculation hello first of all, everyone yes again rage first of all thank you for allowing me to do the silver Zone instruments best my voice that sounded all day it worked out good with the timing gear and as mentioned this is a 2022 23 fiscal year audit it was completed in December and filed with the state controller by the December 15th deadline as required we are first of all I'd like to really just address with the audit is because I think a lot of times people have misconceptions about what an audit is and their different types of audits for sure this is an annual Financial audit that required by the education code in the primary objective of the. It is very Audrey give an independent opinion financial statements and railing to determine whether the financial statements are prepared in accordance with generally accepted accounting principles now in order to do that there's a lot of things that have to happen a lot of planning goes into a we start you out early on in fact you know we're already doing the 2324 physically Rod we're already playing that we come out to the district to visit some of the school sites to look at the attendance accounting as well as ASP accounting at your secondary schools we come out to the district office before the books or even close to look at procedures start looking at some of the compliance areas and they are numerous. areas that we are required to audit just keep growing every year thanks to the state on a guide and then we come back after you adopt your Amana Naturals in September we come back in the fall and do the final audit where we look at the finance numbers and start belching out the numbers verifying that they are stated in accordance with generally accepted accounting principles me outcome of all that is to be harder to give what's called an opinion in our audit we're giving it in the unlock I think that's what you want to get basically that the financial statements are prepared in accordance with generally accepted accounting principles now there's a lot of other information I'm not going to take a how much time going through the report itself but I'll just describe some of the major areas of the required as I mentioned the Auditors opinion is the first part followed by a discussion Management's discussion and Analysis section which is the section of the audit that I refer people to if you're not in numbers person you really don't want to read the whole lot of you just want to get it no review of what the audits about you can read through that section that talks about some of the financial highlights for the year adult thurston's imperative information and it talks about the different types of financial statements that are present in the audit now the actual numbers themselves and the notes to the financial take up the large section of the report because they're quite lengthy I'm lots of different Financial views of the district have to be presented and the notes have a lot of descriptive information in their press accounting nerds or other people that are interested in understanding how did transactions are accounted for in the district lots of description about pension plans and and retiree benefit plans and things like that there's other information. It is well information that's required by the Gatsby which is your governmental Accounting Standards Board National agency that gets to make up accounting rules for governments cities and states and school districts and such as well as schedules that are required by the state can office 2% very special information about the district that's extracted from the financial statements and then there's some letters to the back of the report that describe the standards we have to follow in conducting the audit such as Government auditing standards which requires us to look at compliance with state laws and regulations the state audit guide which in order to do an audit of the school district you're bound follow the procedures in the audit guide which outline over 30 different areas of compliance that we have to look into inverify complaints with and then we also have to follow the the federal guidelines I love your federal programs make sure that those programs are following Federal compliance guidelines and now that takes you to the back of the report which is ironic because it's always the section that people refer to first the findings in question cost the finding section I'd like to walk you through that briefly There's a summary page but then the findings themselves begin on what page 76 of the report I'm not sure what PDF pages but it's essentially the findings are broken out by section there's a section that refers to at findings that were neither federal or state compliance issues financial reporting and so there is a finding on the cafeteria meal reimbursement claims and this is a somewhat I don't want to say it, fining in school district however anytime a district under reports the number of meals on its claim forms to the state the state will not process those revised claims for increased meal recording unless it's reported as a finding in the outer part now if the district had over reported it would simply have to revise and refile those claims with their with the lure numbers but the state won't allow the finding one allow the additional funding for underreported meals without it being reported as a signing yacht so that's in here and as you can see their finding went through April 2023 that was discussed fairly early on and ordered and basically Grossmont took care of that already there were no fight Federal findings so in our federal we looked at the ID United federal federal education program as well as the Acer money the federal covid relief money so we looked at a sampling of those programs and found no findings we're Federal programs and then finally the last action or the next-to-last section is the finding Silver State programs I'm not going to go through each one individually but I was asked to discuss specifically the tky and in particular because that's a new complaint area a 2020 223 what year was the first year of implementation of the program was the first year was subject to audit and guidelines were to verify that the district to not exceed the 12:36 student-teacher ratio in any school of the district the ad code language the guidance from the city requires us that when there is an a class in Access the district is penalize based on the district-wide GK 88 not just at that school now I do want to clarify that the audit report is incorrect as it stated now in the number and the penalty amount after issuing the report we discovered in subsequent Joshua tdv because this issue came up in a lot of school districts that the penalty is based on the lower add-on running right not the full Tek find the great and so that does reduce the amount of the penalty from where it stated down to about 125,000 rather than 369000 but the penalty is still there nonetheless so and that was again the first year of this refining because its first year of the program and so that's going to be an ongoing compliance area that we will be looking at again in this upcoming year and then finally the back of the report starting on page 82 is the schedule prior audit findings and I always like to point this out because sometimes people look at these men think these are current your findings they are not wheel able to schedule our audit findings in the running a different format just so it's a little more clear but we have to report every year the status of the audit findings that reward in your previous spot we have to look at the 2021 2022 fiscal year audit and report back the status of those bindings and so we're reporting back for the independent study and attendance reporting findings if those are implemented the instructional time instructional materials by and then you just see the classroom calories one repeat this year and then finally the very back of the report is AR management letter which are issues that did not rise to the level of what we would consider finding but they were matters of discussion that we had with management that were brought Management's attention and we felt that they should be addressed to the board as well and so they're in the back of the airport but they're not fine anyway that's about as quickly as I can go through it without skipping over anything but I'm happy to take any questions I think you might. thank you so much for that presentation that was very helpful and you all can feel free to comment on your own by do we need to there were five comments about this thank you for saying that you my understanding about this 55% with teachers is that many districts are having the same hardship and you explain why this is happening right after the light during a seizure and you know what federal and state who had money coming in and how that was spent and all that change the percentage of the budget but I would greatly appreciate for the audio to know this is something that is happening and we're not unique all right that's that's accurate with all of the federal covid money that school districts. In California how many districts went from meeting that Reserve or that spending requirement to being out of compliance with it this is only our second year as your Auditors so I'm not sure what your history was prior to that. But what it did was a lot of District started spending that Federal release money on other things I can turtles and supplies things at not count towards that percentage spending requirement there is an allowance in this was something that I have discussed subsequent to the issuance of the audit something I did discuss with management was that there are some exclusions that will allow you to meet that requirement even though Federal covid-19 you still being spent and it has to do how the dollars are being coded and whether some of the classroom Leonard weather some of the dogs simplified if you use all of that Federal East money on things outside of the classroom and you can exclude it from population because it does Fortescue the percentage that's being spent in the classroom I hope that made sense thank you that's all for me thank you you been to the report allows us to refile that so we should be able to recuperate that 204 thousand that's my understanding that's based on what other districts in them in my past experience has been able to do it yes okay so an up-to-date on wind that gets refiled and women have gets approved because I'd like to just keep track of that one also you mentioned that if this report was filed in December with the state will it get refile with that change in the teak a penalty or is that something that we are going to be responsible for alerting the state to no well yes to the first power question yes it will be refiled it was unfortunately the guidelines from the CD when the penalty was first put out when were very clear until when we asked me to penalty amount we were basing it on the T K allowance right and Rob and then we found out subsequently that it's actually only on the add-on amount so we were able to do so will be refiling the report with the County with the CD in with the state controller when an audit gets posted it'll be that corrected version not the original version and then I do appreciate thank you also for pointing out some of the federal places where there's not finding you know we all jump to the findings but there's no list of not finding so it's good to hear that there are no findings around ID yay or around the extra spending so that's that's very positive, and I also appreciate the section at the back where it shows all of the things previous years that were findings that have been corrected so thank you for that and then just question for your staff again Tyrion and a couple other places any thoughts on what we will be doing to change back just so that we don't run into that type of an air again but first and foremost I will be and that's the view of this would stop buzzing fiscal Services Department in the suicides in regards to the finding so that everyone is aware of what were meant to find his word and what are recommendations input it without being verified so I'm assuring is assuming adding a second layer of review that bad idea to do any place we're submitting it and that wasn't the practice with cafeteria I hate to find out that's not the practice somewhere else on the future audit so maybe we bring that up with other other departments and other services as well I have my faith that we are going to fix this moving forward and reason why we have our audit is so that we can find stuff like this and minimize our exposure you hear or I risk of being out of compliance and I will say this to you because you haven't heard it from you before but science has the floor and we can we will do better and we can do better and we will I want to say I think you for a d audit and hopefully we'll be able to really take a look at this data and just grow from there and improved and I'm sure that we are going to do that with the work we have laid out in front of us and in Waldo on the fiscal advisory committee were looking at stuff moving forward into the future I think that was all these mornings now there is stuff that we can do for 2324 to make sure that we are perpetuating these kinds of things this in this current year so thank you that that you're on now that dr. Lucas is on board and thank you before we continue that we did verify rtk numbers for this sure and we are not over enrolled in any of our classes we do have a doctor indelicato and I'm director Tony Valdez if who are verifying our numbers and are confident their system and so this opportunity to review our findings in the audit gives us an opportunity to the nests are our internal mechanism for verifying that what we're doing is Dragon consistent with it but the state requires and also that we are consistent in our internal controls moving forward and so it is an opportunity to grow and get better thank you for that. The pool and that's a perfect segue to and I have so how what is the response when a family with a tkr needs to enroll like today tomorrow about how do we cuz it's feels like we're full or let's say we purple at particular site that sale in how get the family in their District they need to enroll a tkr and all the other two items are full to how do we proceed so I think doctor Baxter it may be able to add to this but what I heard from Veronica Montes was that sffs within bring up the enrollment numbers and they review the numbers by asking the schools to call them before they enroll and they report that and to add services are reported to HR resources and two business so that everyone has a sense of the numbers are maxed out and I'm there's a question about enrollment at a specific site the superintendent in cabinet convened make that informed decision because what we know this year is that I'm too concerned last year with 12:36 this year it's drop-down 12:40 and with adults in the classroom it's 12:50 and so we want to make terrorized evaluating our numbers everywhere and you. That is very accurate we immediately enroll students if they need sir criteria and requirements and if we need to open another classroom we will do that so we stay within that 2 to 20 ratio and we make sure we don't go over so quite literally means if we get a student that goes beyond that to 2:20 we would open a new classroom and yet we don't have new classroom space so what would the logistics be of. And where do what about f t e from we wouldn't create if we have to find a a space with a lot of support from labor and administration and we would get an f t e Mr alarcon's office and we would find the most qualified person to serve the students so at this time though we have a bit of a cushion for this exact reason so we don't spill over again how do you build in a crochet what's up principles and look at every available space there is some of the sites are fairly far under the app but it is. And is that something we share rated or we are lucky this year this is what I'm wondering so what I know is that we always leave room for even if they wait for the year and so I'm got the cushion that we I'm familiar with already but TK's new so what does it mean to build a cushion what are the logistics of that we were able to add a teacher classroom this year which is really helped a district-wide so we are continuing to look for space as we possibly might might be able to grow in different ways but we will be strategic about that great... snowcaster and helps me understand and we play students we also place them strategically I said that there are more spaces across the district also thank you both for helping me understand that my my only comment again thank you so much for walking us through this audit it was very very helpful and I'm sure for the public as well to hear that professional I'm kind of hand-holding helping us navigate to document and I would love and I don't know if this is already in its planned but I would love if this could come back to us like at the board meeting once it's read filed is that a child for already is that necessarily what would happen and if not could we do that bossy that's not wholly appropriate I mean it would be another document with that particular change and make sure that's in the public record that the chance I think of a place gas and then okay and then I do think it's going to be really important for us to communicate with our community about the amended numbers and on the steps were taken to try to read read rescue know what's the word the Food Services dollars I think it would be really important for us to communicate with the public about that so hopefully we'll be talking about the messaging and some professional Communications go out okay are there any other comments and we did hear from the public 5 times on this matter anything else we need to question our staff around okay thank you so much again Jeff and we hope you feel better please take care of yourself thank you thank you for this opportunity to highlight our enrollment the documents that you have in front of you are 10 9 through 11 34 that first page and looking at that table will be highlighted in Gray tells you our current number so for elementary wear 3047 the number the find Underneath It Is 2020 to 2023 last year we were at 3069 give end of the same month and if you follow that chart down you can see the secondary numbers again at secondary 3591 and you see where we were in 2020 to 23692 you can see the iacademy number we're currently at Sea and in 2020 to 23 34 and 2 I'm going all the way down you see our numbers for preschool in addition our number for The Adult School enrollment numbers for these last two we don't have a glimpse of last year at the same time but he sense looking at the second page it's eleven 6 through 12 one again following the same for match and on page 3 of this document it's 12 or is for our secondary students for our high school students and in some cases it's really like the most appropriate place where they need to be depending on their needs are in terms of their environment but I would also ask that late you know we may be there being that we're doing in terms of not being able to support them in an independent study situation rather than I care to me and also just continue to support them in a way that we are making sure that all the best options are being given to them so this is something that I'm definitely going to continue looking at because in the past we've enrollment I mean in the past he said oh declining enrollment is not is not an issue for us but we're definitely seeing a small Trend and also it's it's not just that we're seeing a small Trend it's also that we need to be aware of how we now that we have both by Academy and Clover Park you know in addition to a comprehensive High School is that you know what are we doing in order to scaffold and support and provide the best environment for those those students and I just I just want us to be aware and intentional. always been my perception that people continue to want to other students here from outside of Culver City and so I'm still very unclear on are we siding that we have less space than we have had in the past which was always around 7,000 and as much as 70 100 is that an internal decision that has been made and not communicated to the board and therefore we are using that you declined some of the students were applying for inter-district permit it is that is not the case is it that we getting to your application or the more students are leaving thank you for that question and thank you for a recommended practice that the governing board of education regularly review board policies and administrative regulations that are significant to the op pictures of Culver City Unified School District this is the first read for the board policy and the ar6200 for the Adult School the last update was in 1998 and to comply with recent set program monitoring ccusd was asked to update more policies and administrative Bragg's specifically this version is the most updated version from September 2022 in gamut there are any changes that we have made and just a few additions and that we would like to maintain the last section titled diplomas and certificates as they fit with the adult school previous administrative regulation related to the high school diploma and to add language that clarifies the current and future Pathways for adult education students to earn a high school diploma and high school equivalency certificate both the 180 credits that it details have always been in play this is not a change the 60 credits plus the high school equivalent equivalency exam are Pathways their currents requirements for the adults earning a high school diploma at ccas and the pathways are common practice amongst adult schools throughout the county and the region as significant as it is adding the national external diploma program as an option for students earning a high school diploma from Culver City Adult School Additionally the high school equivalency test this is not new the tests are the GED and the hiset for students 8 10 years and older and 17 years in some Guerrero or your green Publix this proposal is not a blanket reduction in graduation requirements for students with disabilities it would allow it if CIA team which includes teachers admin designee parents and pretend to do students selves decide this is the best for that individual student and their unique needs there were no public comments about this particular item thank you for bringing this to our attention I really appreciate this coming on what is a state initiated change but none the less you know it's a standard standard space to diploma and really there should be no child receiving non-standard based instruction and but apparently and sees you as the children in our district are receiving non-standard space construction so I'm very grateful for the legislation because it's it's forcing our hand honest to to continue to move away turn on standards-based instruction I do hope that we will not wait for further State mandates to continue to move away from non-standard base instruction for all students and that we initiate eliminating that all on our own and you know for example or a conclusion facilitators are a tremendous help because they support our teachers and providing standards-based instruction to every single student with disability and modifying Everest and as needed to get to a diploma including through this c a a and so I just looked I just wanted to use this as an opportunity to highlight. take place and location and end dates and times and in all of those things we can share it at a different time it is highly sensitive especially because we have to protect the information but thank
