this time at 6:06 p.m. and will begin with her role call and as you see we have all five trustees present so we'll move directly to our flag salute please thank you volunteer today okay I can volunteer today I want to preface my land acknowledgement with some gratitude to board member I Missoula for helping you understand that he deeply insulting that we are being Charlie puth performative and our Landing knowledge might without any work to back it up in the form of a for the Earth and our partnership with our indigenous community members so I'm in an effort to honor that and great and do better I will just also announced that I did attend along with another board member our sustainability committee meeting last week agreed on this is a parent meeting but to our car to superintendent's attended our superintendent dr. Lucas in our interim superintendent dr. Poulin attended to introduce themselves they let the committee know about our new mot maintenance operations and transportation director mr. Baxter thank you we appreciate all of our students that we are going to recognize tonight and tonight at the superintendent's I myself will take turns reading the names so if board members would like to come forward with the awards we would love to see and take photos of our wonderful parties with all of you so the M25 student Choice Awards spotlight members of the ccusd community that have demonstrated outstanding commitment to amplifying and uplifting student voices around issues of social justice and inclusion dishonor shines a light on the youth have leadership scholarship and Service as a change agent to create a tangible impact in the Culver City Unified School District Community promoting Equity Justice and inclusion nominations led by board members district and site administrators teachers and staff students and community members of ccusd volunteer at the beginning middle and end of each respective year our first area of commitment and acknowledgement on the next slide are the Jedi cultural education nominees the wars are categorized into Jedi Justice Equity diversity vision and cultural education so when we go to the next flight to be more specific about what the Justice Equity diversity and inclusion Jedi award is is that it is an honor that distinguishes the students were more efforts to establish an equitable and Tobias and inclusive community at ccusd now dr. Lucas is going to read our first recipients I am honored to it'd be a Jedi award recipient to Logan Ortega from Lynnwood he how Elementary School Logan is the student who represents the solution goals of them how the only Elementary School with a special day classroom program for students with moderate-to-severe support needs Logan is truly a friend to all Pile in how he goes out of his way to greet and check students from all classes including students in inclusion and special day classroom programs he seeks out connections with students of all different backgrounds and he pursues his connections even when there may be berries and communication are the developmental levels Miss mainstreaming opportunities Logan is one of the first to alert the AIDS and teachers answer and to remind them to bring students to the next activity every day at lunch Logan searches out his friends from other programs and classes and doing the variety of students for lunch he is a fabulous role model for students who need support communicating with and with social interactions demonstrating patience and acceptance for all thank you Logan for being such an amazing friend appear to everyone at Lynn house our next award for next Jedi award recipient is Jack hohenberger from Woody how Jack has shown amazing leadership as a b greater at Lynn Lynn how entering Lin Howe at the fourth grade Jack has grown to become a student who notices the needs of others and advocates for other seats sometimes above his own one instead a student in his class has a sensitivity to sound and Loud Noises Jack wanted this student to be able to be a part of the audience of a loud performance can you this student would enjoy independently Jack sought the assistance of inter some teacher mrs. Hall to help him get noise canceling headphones where this students participate Jack was able to help the student to enjoy this classroom event Jack has the ability to see what others could missed and advocating for those need others around him make Jack a selfless kind individual support on their reading Journey these students are always so excited to see him brings a sweet and warm energy to the room graduations I think Jack is on Zoom Chandler Heights so thank you you all right an honor to Singlish by the students in terms of a cultural education award on the next slide the contributions of cultural evolvement and education of the ccusd community Through the creation of events and engagement opportunities and we have some more students to recognize thank you dr. Luke the cultural education award goes to Culver High School seniors Ryan William a Miller Huntley sign of the following students have the movement of peace rally Culver City High held a moment demonstration in the Peace Garden on December 18th which educated students on the hardships many different countries are facing so they can become more informed student Global citizen congratulation it's any of our award recipients are here please. are any of the blind students here are any of the Jedi lindhaus Stevens here my next words are the rising star awards for February so when we call your name please come forward so we can recognize you were very excited to celebrate you and everyone hear me okay thank you so much from love Iona Elementary we would like to recognize Dax worth backs come forward please facts of teacher described him as an exemplary student with a strong commitment to personal responsibility and diligence Sports his academics Dax is a shining example. his peers meaning with positivity each morning and he creates an uplifting atmosphere for learning backs as a standout student inviting the lobby on a mindsets each stay our next winner is Island send Ivana is a great friend to everyone especially those who might need a little extra cheer she lends a smile and encouraging words when needed I Lonnie has a fantastic Communicator excelling in Spanish and English she uses her voice to build a canal take on leadership roles in her classroom it's about love Iona the positive contributions to our school Community have not gone unnoticed congratulations and now we move on to El Marino Elementary School our first recipient is Linus keong Linus consistently shows Linus are you here come on over Linus Linus consistently shows respect for both peers and teachers Linus is a very kind and considerate student his commitment to academics is shown by how he has progressed by learning the target language Spanish at the school it is an honor to have Linus as a student congratulations Linus thank you I have the honor of recognizing you see and if he are you here you see time forward DC sets an example of excellence in all areas in the classroom was very responsible and is consistently a role model for his classmates takes on challenges with enthusiasm and never gives up when facing a task that could be difficult modulations you see our next special award winner tonight is from El Rincon Elementary and I would like to congratulate Rachel Berry Rachel are you here come on down Rachel's tries to do her very best everyday and she's the kind been to all recently should notice that one of her classmates was trying really hard to make good choices in class they took it upon herself to give him one of her rocket 85 she saw the making a positive choice or desire to support a positive Community is truly inspiring congratulations Rachel next Liam Liam are you in the house Zoom I'd like to highlight Liam Viera is truly a rising star and this year he is shining bright Liam's confidence in himself has Blossom pacifically he takes initiative and his learning and has shown to me what a day what a great learning she is one example is when he set a personal record to improve his reading unprompted he strives to do his best and we are so proud congratulations Liam the next rising stars from Farragut Elementary Greenup way are you are you here tonight then I greenaway represents everything wonderful about being a Farragut Fox she is a positive caring and extremely motivated student who always puts her best foot forward and handle challenging situations with determination as a member of the student council so night is a l on campus and a great example of our Paws expectations at school graduation by next winter recipient of our Ward is Willa Willa will a consistently demonstrates exemplary behavior serving as a role model for both our peers and instructors she exhibits traits of respect responsibility and kindness and all that directions Willis inclusive nature ensures that no one feels left out during activities and her gentle and composed demeanor Thoughts with a positive environment she readily extend a helping hand to her classmates whether it's a do them in locating misplaced items are from support when they stumble or aiding them with unfamiliar words I definitely will a showcase his remarkable accountability. He wants to transfer procedures maintaining Focus during independent test and act engaging in both small and large group discussions with your dedication and Condit are truly commendable and we take great pride in your accomplishment congratulations Willa our next recipient is Sydney Sydney are you here all right Sydney boss he has developed a love for reading he is determined and invested in being an avid reader we are so proud of him and his passion for reading it's a joyful moment when a student is excited to share with you details in the book they are reading you deserve this recognition because he is kind and emphasizes with everyone around him additionally he is focused and determined when it comes to finishing projects he believes in teamwork and making a difference when everyone works together he has great respect for his peers and teachers he is a great athlete and knows how to persevere in difficult situations congratulations Ade next from Linwood e how we would like to recognize as mattress on last night come on down that's what your son is truly an amazing student she exemplifies all the traits that fried stands for she never backs down from a challenge and takes all challenges as a means to better herself and to expand her mind she is respectful not only to our teachers but also to our peers as well she makes everyone feel accepted and easily works as a team player in any capacity she strives for excellence and achieves it without asking for the Limelight she is truly a sweet hard-working motivated student congratulations as me next up we have older City Middle School and congratulations to Amelia sabatini Amelia come on down Amelia is a scholar athlete that is dedicated to using her talent and knowledge to better her school Community not only is she smart as she is caring and a real example of Panther congratulations on Elliot our next recipient is Oliver Ali are you here Oliver we O'Connor the scholar-athlete that is consistently showing Panther Pride he is conscientious and passionate about supporting his fellow teammates I'm Scott's Meats by always leading by example congratulations also next from Culver City High School we would like to recognize Aaliyah Cameron Aaliyah is gone oriented resilient kind and simply put amazing B challenges she faced she meets every day with a smile and the determination to be successful we are so proud of you and Leah and honored to have you as a part of our Culver High School Community congratulations Aaliyah our next Rising Star also from the high school is Giada San Jose John is a stellar student who is heavily Bob and Dave BPA and academically driven the great communicator with a can-do attitude and sets a great example for her peers we are so proud of you Gianna and honor to have you a part of our high school community and regulation and now from Culver Park High School we recognize the Zoe are you here do we want a badge and adaptable nature makes her easy to get along with open-minded and resilient attitude is a valuable asset that is a benefit to the Culver Park Community graduation Zone next turn color Park High School is Alex Hernandez Alex is a creative thinker with an Innovative mindset he's skilled at generating alternative Solutions and considering the bigger picture his unique ability to seek Solutions others I overlooked allows him to make a meaningful contribution to our community and the world graduations Alex we want to congratulate all of art February 2024 rising stars please stand on together on our imaginary stage scoot in because this is the paparazzi moment where families will take photos one more time the best part of a free meeting such a joy thank you all to the families for coming we know that it isn't quite as the most convenient time of day or the most convenient place for most of you we really appreciate you coming to support or Culver City students your students and children. Thank you I will take a moment to point of privilege to acknowledge that our Culver City High School students have arrived including one of the recipients of the awards earlier Mr amarachi IGA and we can just want to say congratulations to you and we really appreciate all the service you're doing for your community thank you we file out as the folks dial out okay I think it's out we are going to move to the no I'm sorry just 6.3 the Culver City Education Foundation presentation thank you dr. Ken's I would like to invite up to the podium as executive director Wendy Hamill of the Culver City Education Foundation for special recognition of the sum of their work today I'm just while you come up to the podium director Hamill and others aren't hearing me okay in the audience not really okay I can just bring my body and I don't recall having to do that in the past I will try I'll try to be more I'll try to be more cognizant of that okay alright please take it away my name is Sandy Schwartz and I am here as a member of the board of directors of the friends of a Sandy seagull youth Health Center your friends group is a fundraising arm of the Sandy Segal youth Health Center and has been since 1986 we are excited to announce that as of tonight the friends group is being taken Under the Umbrella of the Culver City Education Foundation to continue the fundraising and local donation management for the health center this merger has been in discussion for several years and is now a reality the ccg of Works to bring a Central Health Resources into the school and Health Center offers many of those services so it was an easy decision to merge the two groups this partnership will ensure that the health center will continue to thrive and provide the needed to care for children and now Diana Hoffman a founding member of the friends and the hardest-working board member for 38 years will tell you about the group and the health center the center is located on the campus of the Culver City Middle School and the high school in the same building as school nurse it is operated by the Venice Family clinic clinic it is operated by the Venice Family Clinic biting low-cost and free Quality Medical and mental child services for the middle and high school students it is a safe place where students can walk in and speak with with a professional about whatever is on their minds Marina Maria jardim director and chief operation of Officer from Venice Family Clinic supervise his interns providing individual and group therapy sessions most remote self-esteem and life skills not Bina Khan new song Chief W development and Communications officer from Venice Family Clinic oversees the operations center has been a Lifeline for so many of our youth and as we know the teen years can be very challenging for them we are fortunate to have these services available for children and now I'd like to tell you a little bit about the friends and the and the health center and the everything just got started the health center began as an action of Sandy seagull discovered City school nurse she saw so many students are at health issues that needed immediate attention or medications yet they did not have the insurance North I need to pay for these she reached out to UCLA for help and through her efforts and UCLA's desire to reach a diverse student body the health center was in the works in 99 grant money and and start up money from UCLA the Health Center opened its doors 5 days a week Sandy seagull donate donated to small exam rooms and converted an existing shower into a lab you CLA provided a doctor and a public health nurse when Sandy needed money for incidentals like medical supplies blood tests and x-rays she has Andy Alexander the form a nonprofit fundraising group d and e r a l troops and the friends of the of the Culver City Culver City youth Health Center was formed in 1991 Mental Health counseling begin the friends promoted this and were able to raise money to supplement the cost also around this time dr. Sarah Carpenter a pediatrician from Kaiser began volunteering at the Sinner and continued for over 20 years grants were written and the center was able to provide a health educator and grant writer in 2002 a significant County Grant made it supposed to renew and enlarge the center I mean I'm sorry to to renovate and enlarge the center of California endowment Grant pave the way for the Culver City youth Health Center with the Venice Family Clinic with Railey expanded services with Labs Pharmacy office and office Clerk and more on April of 2000 for the Culver City the center was renamed the Sandy seagull you with health center with a large donation from the Resnick family in honor of Sandy's outstanding contributions as a school nurse band of 35 years the friends have been steadfast and supporting the children supporting children in need got our monthly meetings we plan Gala fundraiser supporter drives No TT parties and were able to meet our yearly fundraising goals thank you to our wonderful board members were here tonight some of them who invented been involved most all of the year thank you to our spouses and partners silent auction items many on Wealthy unwieldy to various venues for many many fundraisers thank you to my corn the extraordinaire exchange Bob and all of our supporters and thank you for the Education Foundation we're taking the Sandy seagull youth house under a center under your umbrella it makes sense the mission of these organizations are the same to support the well-being of each child honored and so grateful to know that our Legacy is in good hands and will be carried forward please continue to keep to keep Danny Segal youth Health Center in your list of annual donations you can donate to the Ed foundation and add any amounts specified of the health center and I would like to introduce Joanna Brody good evening my name is Johanna Brody and I am a more recent board member of the friends of Sandy Segal youth Health Center and Diane Diana helping as you can tell Will Advocate and fundraise till the very very end and the reason that I got involved is because Diana is my neighbor and I've been hearing her talk about this organization for so long and they were looking for some new blood to come in and help take over the organization and keep it going and so some of me and some of my peers came in and started working with these amazing group of women and we have kids Brown that we're still raising fears of our own and we just could not meet their standards so we started looking for another organization that we knew would Steward the Sandy seagull U-haul center into its future and a c c f with an absolutely Natural Choice at the 30-year Mark we did make a really fun tribute video to these women which unfortunately Technologic technical difficulties we can't show it but when he have sends out their announcement please take a look it's a really fun and it was made by several of our students a few years ago and it was just before covid so it didn't get the air time it really deserves nor did these women so I want to thank the CCF so for of course being an amazing stored and since day one since we started talking about doing this partnership Wendy and her group and the board have been absolutely phenomenal so I want to thank them but not before we give a final thank you to the Lord Diana hauptman. Levinson Sue Mitchell Darlene Lorenzen Jessica beagle Bruce and Suzanne was here and I'll tell you no one's more grateful than their husbands that is true now Wendy because I also have some Partners from the Venice Family Clinic so can you guys come up maybe a good time while director Hamels coming to the mic and the folks from dentist and they claim Clinic are joining us I'm going to read some remarks from one of the board members Jessica Beetle Bruce who's just unable to do that at this time so I'll be doing that on her behalf it's just part of the presentation from the board of the Sandy seagull Friends of the Sandy seagull you tell Center so from the Spiegel it's wonderful that the friends of the Sandy seagull you tell Center and ccef are joining together has been great about assisting the nonprofit groups that have been working to assist students in a variety of areas I'm very pleased about this merger having supported both groups for decades include and serving as an officer thank you must be glorious we want to thank you you inspire all of us connected to do the front line work Maria is the front line with the students delivering Behavioral Health we appreciate all of the philanthropic support or that you Garner and roll looking forward to continuing so I just wanted to say that the Culver City Education Foundation is so honored to receive the the donation Who coming from the friends of the Sandy you tell Center and will continue to Steward these donations represents volunteer hours working to support the vital services to Health Center providers in Culver City students in need these women truly exemplifies the spirit of Culver City at its best I'm doing here today with ccef board president Jimena Molina and I'll be half of the entire ccef board and staff team we look forward to continuing the outstanding Legacy of service that the members of the friends of the Sandy seagull youth Health Center have given ccef is committed to taking on the challenge of raising the National $45,000 each year that is needed to help fund the physical and mental health services provided at the health center we look to the Past owners of the friends organization to continue their annual gifts that ccef will designate for the program and to all of you who is thank you again for your years of service now we have a photo out the final the final thank you again so much for the friend the Sandy seagull Foundation to Venice Family Clinic we could go on and on about the gratitude that we have for you you've done a wonderful job of explaining Your Role tonight please know that you affect us all personally and and professionally as well as an end and we appreciate you in measurably thank you we will be moving on at this time to the public recognition portion of our meeting so ever time I should read out our little blurb this is the time and in fact let me off the top of my head state that I think I need to give folks a little more a little bit more advance notice so right now you have a plan to speak on items that are not on our agenda tonight and you're in the room please grab an orange card there at the back of the room please come up and deliver that orange card to Miss Williams was a white coffee cup in her hand right now and I will kind of belabor this point is slow it because I think I didn't slow down enough last time to give folks enough notice to collect themselves and bring themselves up to the front of the room and then regarding the content that is on our agenda every meeting public recognition is the time when members of the audience May address the board on matters at this time not listed on the agenda those persons wishing to speak should complete a speakers card and submit it to the superintendent's executive assistant Williams and we tend to limit comments to 3 minutes per person and based on how many people raise their hand today we will decide at the time because we will also be taking public comment from members of the public on zoom and it is in our board policy that we should attempt try and darkness to not exceed 20 minutes of public comments so that we can get the business of the board done in an efficient manner is at this time please raise your hand Zoom if you'd like to speak on items not on the agenda and please sure send a card with notice Williams and I'll wait a few seconds and then check in with our clerk about I knew it was that I was hesitating for a reason what about where we stand and how many speakers we have at this time has a moment we have two in person share please and it looks like we're just changing a okay it's awfully low are we moving forward thank you I'm here to address the topic tonight of free speech and hypocrisy and on November 8th 2022 it was election night for measure a b y I also known as boat 16 there were members of the board whose concluding you Doctor chat who spoke from the podium while polls were still open in favor of measure be why she was of course the culmination of months board member speaking from the podium in favor of measure V while it was early voting has started in talking to the city of Troy she informed me that the ordinances about electioneering or what have you from the podium here in this building in this building City Car Driving to the school Park she was very specific about that time so I trapped in there appears to be no horde policy about whether or not and also she said I could wear sticker by the way your policy about weather speaking about in favor or not in favor of a bond and also I wonder if I do seems like nobody has really spoken up the facilities Bond on so I'm thinking how is this find to everybody else and then also what about the signature-gathering effort is currently going on for the new proposition and I know that people have been allowed to come forth and speak to your the new signature Gathering and that is political activity I did check with that there's a proposition it's on file with the city clerk and so I want to be sure that whatever policy you will apply fairly to all and I to suggest that there needs to be a real board policy that is bordered on by all the members of the Ford and not just said by one person that's really important at the board decide what is is fine pictures of the students who are in favor of the signature-gathering be just as I'm in favor of myself and other people being able to come up and speak about it as well I'm really I think it's free speech for our students are young people and free speech for the rest of us should be something that we promote in this school district so that's all I have to say thank you thank you a thank you David mielke a teacher Culver City High School proud member of Culver City Federation of teachers Friday night Braden Calvert vaux what a highlight Remain the student presentations were great it was fun for me to interact with them in a different environment and then I got to speak it but I was the one teacher selected I think we're going to try it out but that's okay one of my favorite topics of psychology and the topic was homework and mental health and if we're concerned about mental health we need to have homework be part of the discussion eventually the whole evening will on YouTube and I hope we'll all take advantage of that because even though I was giving 7 minutes I talked for 13 but I think it was a lot of information that will be helpful as we think about dinner kids Mental Health stabilization plan if we're going to lay off of certificated employees it's got to be done by March 15th they need to be noticed and I don't know where you are in the process I brought my copy of the lease Google services of California Staffing on it which by the way is on the Union website for City teachers.org here's my annotated Poppy and if we put together a list without first having stud what the school Services of California about our staffing then that would really be management they would be missing out of 63 pages and they point out which deep we are overstaffed in and incidentally since that time we've out added seven or eight more administrators and so if we're going to cut it ministrator we are they need to be notice by March 15th and if you try to do a stabilized stabilization plan just on the backs of the teachers that's going to be a problem don't want to encourage people to vote one way or the other the concern I have is a taxpayer is if we come to lead to taxpayers eventually they say no and if we can come asking for normal maintenance items now then the next time around ask for the swimming pool that we need or the Math building that we need the taxpayers may may say no and then finally I was a 30 seconds I have left I really want some closure on New Earth I don't know where we are and I know we're two years into the program do we have a surgery or do we not have a third years do we have any accountability for the ending to them of email addresses do citizens could get cease-and-desist letters I just think we need to come clean on what has happened there and then put it the rest thank that's 2 minutes go ahead hello everybody and thank you I'm Ron Levinson the president of the Farragut site council president of the Farragut security and Safety Committee and president of the Farragut elac committee for so light when I can relate the individuals involved in the Sandy seagull Health Centre I was a very close personal friend with Sandy and you could not have asked for a more wonderful wonderful individual so congratulations on that front I actually I'm speaking on behalf of the English Learners and I want to start by saying we have no greater advocates in my opinion then dr. Baxter who was wonderful and all of our do you like meetings as is Pamela Greenstein who is the District representative for the Eli Cadillac programs my concern is surrounding a recent board Corner publication and I have no idea who Eva Southeast board corners but a couple weeks ago we have a dashboard which was presented to us and it identified some real real serious problems with what's going on with the English learners it did the program at dr. Baxter has been great about identifying this and hopefully we're working toward remedying it but the board Corner states that overall increase in academic performance across all populations they don't even talk about the English learner's test scores have increased absenteeism decrease for two of the most vulnerable where the fact of the matter is unfortunately out of the 10% more population that is English Learners we've gone down dramatically it's 62 points below standard for academics math drop 61.9 it's 109 points below the standard blow California standard Ela down 84.3 and I don't bring this up for any other reason then let's turn it around and I know again dr. Thank you sorry that I missed last meeting I just wanted to speak this evening about the board not the board I'm sorry the bond I wanted to address some of the concerns that have been raised in the community about the Union's position on the bond that one member of the community decided that the best action to get more support for the bond was to attack the Union's on Instagram and question what percentage of our members participated in the survey we recently sent out to remember I am wondering about that strategy because we have 20 7443 registered voters in Culver City yet only a fraction of them both in School Board elections does that mean that the results of our School Board elections aren't legitimate because percent of the registered voters didn't vote no we accept the results we move forward to swear in our elected officials the same applies to our survey the survey called for either a support or remain neuter boat there wasn't a no vote option though there were several members who would have used that option had it been their remaining neutral is what the majority of our members wanted that's what we've shared with you that's all there is to say there's no need for criticism or further discussion and attacks and what you mean I would like to remind the board and members of the community that the union president to not individually indoors bonds or anything else however we have made our members concerns abundantly clear at board meetings for years in case there is any doubt of course we support safer schools because safer schools benefit all of us they are after all our workplaces so it's not just the benefits of the students it's a benefit to staff as well but I'd like to ask this question where was the board of 10 years ago when we passed the first one. and see back recommended that we prioritize the spending of that money on health and safety issues but we used that money the way it was recommended for re-roofing our school was replacing the plumbing fixing open ceiling tiles replacing the windows updating the kitchens in our cafeteria is updating the classrooms among other things we'd be better off today unfortunately the money wasn't use for those things use what staff is having a problem with and that is only part of the reason that we don't have the trust that this time around the proper priorities will prevail we have focused on too many pet projects and not the actual needs of this. there are still too many decisions made behind closed doors to any contracts that have been signed behind those doors administrators who quite honestly ignore the content of the contracts they signed with the unions there is absolutely still no transparency and input from the staff and the community is largely an afterthought. It doesn't appear that when we speak at board meetings or in any other made but our concerns are actually listens to you yet you come to us for our full support on a bond and then wonder why I remain neutral another issue that I repeatedly raised is how our seniors will be able to afford these increases in their property taxes if the bond passes I've actually spoken to people and red letters to the editor who think that there is nothing to be concerned about where seniors Arkansas because of how the additional tax will be calculated we have no way of knowing how this will affect people who are just in solely on Social Security and it is arrogant to the extreme that we assume that we do and the people that can afford the additional taxes are criticizing seniors when seniors are living social security check to Social Security check we can't turn a blind eye to the results of our decisions and the impact thank you that's all for this evening thank you Miss Tammy here ccmc president mr. long good evening and enjoy some things to do tonight in Sandy see who was something that just really helped so many of our students especially the high school and middle school level I'm so kudos to that organization all they've done for raising money for that just wanted first talked a little bit about the budget and continuing to work on our budget meeting with me every meeting about the budget reductions have to be made equitably and furthest from the classroom we have to look at that we have and we have to do this in a collaborative way starting with an outside contract scale just looking through the POS this month 1/600 dollars spent by the way by the district is he a 1% increase for staff Racine just like in legal expenses opening in Precinct used to that amount 1% is $600,000 20% increase of benefits which we all know when and Susan Kaiser this year $700,000 you could give all of our members about a 20% increase in the amount the district can't even contribute to their better that's right the cola it's just and the shirts of really don't think so we have to think of new ways to make the financial decisions made to keep our salaries competitive to keep our benefits competitive we have to do what the Shrek's agreed to keep us in the top 10 in the county and we are there at this time but if we fall behind like we did back in 2018 2019 with the excuses of there's not enough of a cola we don't have the money guess what's going to happen we're going to continue to fall so I think we need to take a hard look at what else I contract we don't need I talked about I think was 1.4 million in contracts a special ed orange Staffing Services Cedar like people that were bringing in a staff and we could be hiring her own staff 1.4 million there that's a 2% increase for stats so this is what we need to do and I have to be a collaborative process Lucas and dr. Baxter with me on the best j l i s l i m o u and it just shows what you can do flowers later that you can sit down and listen to one another's concerns and come up with something that kind of works for us works for the district and then works for the Chin's at coldbrook Park we're going to benefit from this so sitting down together we got something done and it was like a good thing to get something done we did it in a short amount of time so one other thing and it just said I'm going to get into the discussion from similar to what daddy said about the bond Redevelopment funds that we have that we were the city of Culver City on can be used to make repairs parents do not have to come out of the general fund any kind of repairs that are going to dim the life of a building be paid for out of that fund there's no reason we shouldn't be using that fun that we also need to find out how much is actually available in that fund if you want to put a new roof on a building you can pay for a new roof on a building with money from that Redevelopment fund as a capital project write their money so I can know what we're going to do with us how much we having that fun and what repairs were going to need to make immediately because if we have money in that fund maybe we should be putting on some new roofs or putting in some new tiles or these other repairs that need to be made some kind of going on what daddy said c c f p & Ace want to stay to the public unions will remain troll on the endorsement of the measure e facilities Bots that means our position either support or oppose has measure e that appears in the March 5th ballot we'd also like to send a message to the any claims of ccusd teachers staff school counselors nurses or classified employees that speak any position other than neutral is inaccurate V Union selectively legally and exclusively represent all the non management and non-confidential employees in this District we are the boys from we reserve the right to use those terms ccfp in the case were also participants in the very first facility Bond meeting that was held in November on November 7th at that meeting both unions and community members have expressed concern that a rush process of putting the measure on the March ballot may not give enough time to build support for the bond amongst our staff concern was also Express many of the initial plans that were presented or from a plan that really never had much staff input they're also discussions around trust including past and current practices about money was spent c c a p and a snap that meeting began engaging our membership around the bond issue by visiting sites on Wednesdays and at agendize discussions at our Union meetings at these meetings members continually told that there were issues with trust funds are passivity plant man's lack of Staff engagement and would seem to be a rushed process the meetings were married we then asked board and District over these concerns with a series of Wednesday meetings the district also committed to expanding the bond oversight committee at allowing the Community committees and city council to have a say in this formation and we're also excited that the district is committing to forming a bond advisory committee and we decide to help make decisions on priorities if the bond were to pass I really want to thank superintendent dr. Lucas and interim superintendent David full in for an aging staff in such a limited amount of time they were tough conversations that we had at those sites must have been others but I think their eyes open and it reflects everything I've been saying for probably I don't know the last three years I've been president so for all the doubters are like you heard it loud and clear from the rank-and-file of our membership and how they feel about what's happening in ccusd I also want especially thank you Carolyn Stephanie Laredo gauging meetings as well and engaging at work and meetings and then the same thing tough conversations but much appreciated that you were able to engage with our rank-and-file these meetings with all this happening CC of tienes pulled our members and this is actually for the second time about endorsement of the bond in the majority of our members chose to remain neutral our members make these decisions not the president's not the union leadership not the executive board members made these decisions a lot of misinformation spread around Community about the union endorsement and the role of the presidents in those endorsements so we want to set the record straight on this entire process and how it was done we were specifically asked engagement now I am the presidency cfp and I can only speak for them but I can tell you that a higher percentage of ccft members voted in the last poll spend in the last  full as for Culver City but you go to the school board a significantly higher number voted in the last election we also asked when our whole remember to give comments lack of trust that the money will be spent on projects and benefit all staff and students was recurring theme that the process was too rushed and we should have waited till November to build more support and finalize our plans was a common seen many of the current plans for confusing their old plans and then things were changed the last minute where staff bought it was confusing and thought that they needed serious pop. with much more staff employed him a recurring theme of lack of trust in some members of the Board of Education the district historically has wasted money and continues to waste money and that the trick should really redo these plans the right way and put it on another ballot ultimately the voters in Culver City do approve the bond OCC of tienes will continue to continue to work the district to create an environment where all voices are included in heard we do want to see a plan to improve facilities for both staff and students there is no doubt that we need that if this one does not past will continue to work with the district on a plan that meets the needs of staff and students and continue to work on this issue of trust so we can rebuild that trust and weed worry about things like this because generally these things should be no-brainers on endorsements like that and unfortunately it's not and that has to do with this lack of trust that's really been building over the last 4 years thank you thank you mister long do we have reserved a room candy with us today thank you thank you for the opportunity to speak you don't have any max business to discuss tonight thank you good to hear your voice the will move on to our superintendent 7.4 getting everybody could even some members of the public bid on both in person and online thank you for engaging with us this evening my name is by I'm looking for superintendent I want to provide into points of certification to some of the public, as my Canada every single public, but there are two that I think I could share this evening one is another side mentioned in the last board meeting we are discontinuing our relationship with me worse and so we are questioning those Services over to District I have another providers in this city that will support our youngsters and in the other, around the 14 that we did receive studies and information in regards to the Aging status of our schools and that the state does track field bility for matching State funds so it is our understanding that the dude is a lot of years to our schools are eligible for those forty million dollars worth of matching state line and so with that I'll dive into my presentation first here is bad. It's never a dull day in Culver City Amanda the timing of the president's visit couldn't have been right in the middle of the day when everyone was in school session but of course they chose a Wednesday which was early dismissal when everyone needed to get out early that's why I just really want to thank the community for the flexibility on this day and also trust tools I would have most affected with for the adult school which actually had to close down for that morning do the Safety and Security issues of the president's security they quickly adapted to find out there instructional methods which backs up to the property where the president was was also affected is substantially a bit again to stop in the students in administration at the school really did a great job of being flexible words to that higher Security Department was well-prepared and there was excellent communication between the district and the law enforcement security agencies that we dealt with on this particular issue cuz that picture right there. We're at the time of the claims processing time we have since barista the claims and received a full reimbursement for that amount so I stole your thunder. Maria Martinez cooling has been drenched from superintendent starting in October and she has done a tremendous job it's been a lot of things going on the district besides I almost certainly experienced in my first month or 5 weeks here and she has been leading the district through that transition and I also just want to say this transition time to forwarded me a great opportunity to get the on boarding with in the district and to feel supported and Anna is the whole purpose of transitioning sending off and making sure that things are going well. theme which is extremes of feast and famine in our schools related to the budget and Echo some of the comments made by other community members it is shocking that we've not yet hired a permanent superintendent of business services and yet right now we're paying for 3 superintendents 5 assistant superintendents a director of assessment and accountability director of teaching and learning and many of these administrators have coaches and administrative assistants and yet our offensive go to return emails we've paid Millions for the non-accredited counseling service new Earth I'm delighted to hear that contract will be terminated and now we may be paying Gary Hardy $10,000 for coaching board members mr. long pointed out earlier at every meeting we hear about new outside contracts while These funds could be used for Teacher support when we hear anything about tightening our belts budget-wise it seems that it's at the expense of teachers and certificate employees with no thought to trim the top heavy Administration and ccusd so if we are just leaving funds for school repair and safety why not rain in these excesses and redirect funds towards infrastructure needs times of financial access the facility is bond has received over 100,000 in donations from firms including to laku the construction firm Barnhart Reese construction which is also donated to Trump campaign as well as over $7,000 for a consultant and yet the only truly new construction is to move the district office to the high school campus opening up the current district office site for new development so this is not feel like a homegrown initiative despite the community members involved in the new cboc this feels to me like Outsiders that are coming into profit on our tax dollars to support what is ultimately going to be over 800 $10 in expense if you include interest so $100,000 why have we not pursued funding from big businesses like these to directly support classroom repair and how can we feel confident that we do go forward that the most qualified groups will be chosen instead we have a pay for a pay-for-play situation where it seems that the biggest donors will be selected this is one of the many reasons why community members and teachers do now trust the current leadership I do remain optimistic however that with our new superintendent and perhaps new board members the situation will change for the better in 2024 thank you thank you and that okay thank you so much we will be moving to hear from members of the board if I remember correctly I started on my right last time so I will start I left the store with mr. They're doing with regards to I was in our own the house that students and Families how that work and be continued and sustained I'm done with the dishes we talked about the strike partnership or director of family support services has been working diligently with them director Veronica Montes and we just talked about how we can need to make sure that 1 people are slipping through the cracks by to that while we see this transition at the district level with our direct with director Montez retiring how we can make sure that that we can work on. I should go as we also had a presentation from you forward we heard from you to like their Jim Kennedy on the possibility of the city looking at a cannabis rub box of the other funding sources mechanism for youth prevention's the director in the sun profit does this work up and down the state on my think most notably and I can be correct if I'm wrong but I think in Sacramento but I've been doing a lot Oregon cities on context businesses in those business funding to be used to fund school and youth Support Services which we know is it's very very important we also heard that conversation and a present Houston from a walk and rollers on take us to school we talked about all things I know I'm going to Laredo and I including dr. Lucas make sure to advocate for 3 funding for crossing guard Mockingbirds presentation and I think it was very clear from our vantage point on our stance that that should be a study funded initiative in the city should be taking on that Financial cost he also got a presentation on Caesar street fairs in Culver needs from dr. Lucas and we look forward to meeting with the when you get I look forward to sharing that with you all on the work that we're doing with regards to the city and straighten how we can collaborate to collectively support and uplift student achievement thank you thank you I think you everybody first one to say thank you to my colleagues for being active in our community has been a pleasure to see you at different events I would like to start or continue I'm actually with English language Learners I want to thank dr. Lucas dr. Baxter for sending the email draft plan to the board I have carefully reviewed and it looks like we have a great opportunity to update our plan which according to our website I looked it up it was last updated September 2021 however the board has not received a board presentation or planned since February 2020 according to born. also look at some of our neighboring districts and found that for example Pasadena reviews their board by law and they are implanted in their ear land at least every three to four years and I think it's really important for us to start getting in the habit of reviewing the plan and updating it just a couple of other things board policy 6140 sorry 6174 which is English language Learners with last update of January 2020 so I'm really grateful for that but it states that the superintendent English development literacy training program is responsible for parents and Guardians to be trained so I ordered the district to please look for opportunities to train our parents I'm really grateful for each day that is one of those training opportunities and it will be important to ensure that the Eli Cadillac if there is any overlap between what's happening with Pica and alack and the lack of opportunities that would be great to look at a our 6174 resolution it it's Hawks about us reviewing our our our our progress on a yearly basis and so I Leanna has eight points so again it's another opportunity for us to really on a yearly basis put it on our agenda so that we are reviewing those eight points that are part of our AR important assembly Bill 370 that was passed last fall this bill and tends to allow English Learners flexibility and demonstrating their multilingual competency when applying to receive the seal and so I'm proposing that we got an example of what a by literacy resolution would look like and also updating it with a b370 again another opportunity that we are missing I know that that was a lot that I just gave out and I will send an email so you have all the links and all the numbers and again I just really want to say thank you so much for being so responsive and working on this I know that our kids are going to be in a good hands if we start putting some of these things in place now I'd like to end my comments by giving thanks to dr. tenure she has been an unwavering forced to stabilize and to tend to crucial initiatives with the medication and forth so many of you have witnessed action whether it's been during the bond discussions the facility listening sessions with both staff and parent or collaborating with our partnership Partners without her tireless efforts we may not be at the I'm missing juncture that we find ourselves today with the imminent opportunity to address our facility needs in the significant manner one area that particular stands out is Doctor police exceptional bill the collaborator Grant across all interest groups collaboration is vital and it's evident that we have more work to do in this regard as Robert cease element a police stated trusting is something we end hey Julie do it is something we make we create we build we maintain we sustain with our promises or commitments our emotions and our sense of Integrity trust is not Adam automatic it requires active effort and commitment to nurturing relationships doctor Pauline has worked tirelessly to create new systems to respond to facility request generate summary Boards of completed work and ensure that Educators and students have a learning environment in which they can Excel commitment is what she has built trust her actions stadium has made commitments and taken action to improve our educational infrastructure has been instrumental in fostering an environment conducive to academic success. as exemplified by this ethos to her actions fostering trust in Building Bridges across diverse communities as we continue our Collective Journey let us draw inspiration from her example and strive to deepen our collaborative efforts knowing that trust is a choice we make everyday and I trust that you will be in good hands and students somewhere would be taking care with you you're depressed thank you mister I do good evening I don't want I want to do so many of my colleagues points because I swear at the team meeting between the liaison committee meeting so thank you but better remember is it or I will be publishing a little summary about that meeting in the future so that folks who don't attend this meeting have a place to go and check out about that book meeting I was also a co-worker talks for the second year in a row this year to watch amazing students give voice to so many unrepresented and ideas that I needed it to be shed a light on and I'm just continually impressed with the the amount of bravery and courage that these students display at and I'm all supported by our teachers and staff who I make them such great students in terms of recording I meant to shine their light I do in for the third year in a row I will also be attending black business at black owned business expo this year it's Friday hope you all join me colleague Emma Burroughs announced it earlier today that it was it's Friday 5 to 8 at the middle school and this is really such a community building event along with other events such as much a different mirror which I had which has been two years in a row this past year so I hope to see you our whole Community there and I wanted to express so much gratitude to our community and staff members for continuing to engage about facilities and needs as well as seeing y'all out in the wild events some of our discussions are challenging or emotional or passionate even though sometimes they can be difficult they're sorely needed and it's a part of our relationship building one more set of tomorrow or actually a couple sets of three more actually tomorrow engagement and one parent engagement tomorrow so I hope that it was a few who have not yet had the pleasure of coming out and hearing from our superintendent and participating in providing feedback about priorities around our facilities will be able to come out at that time but even if you can't come out that does not mean that this engagement is over that you should still continue if facilities and in general I just want to say that every encounter that I have with each and every one of you help me to grow and and contributes to the process in which we continue our discussions lastly I do want to acknowledge how much we've grown since doctor Poulin has been with us and how in your stewardship the district has a been able to really and these are so much so many things that are behind the scenes or that our unsung that we have been able to do some goals in terms of Finance in terms of facilities and not only were you here just to be able body but you were here sharing your heart and be a real person and you're human has also helped us get on track in terms of progress and relationship-building and that's no easy feat and so I just want to give you my thanks and public and and you are you cannot get rid of me thank you thank you everyone for your thoughtful remark I want to come and thank you so much better as a door for the report from the liaison committee meeting that was really informative I agree that we should be in that habit as much as possible regarding our committees I did want to make a comment on the piece about the Cannabis tax and where it can be spent it was a really intentional effort on the part of our former mayor Megan Sally Wells to sure that the writing around that attacks and where it could be spent included and maybe even emphasize it being used towards CCOC students and in in the direction of prevention I don't know that that was constrained necessarily drug use prevention and so yeah I would love to just add my! On that I really hope that we can explore it further in terms of actually appropriating some fun not in our Direction in the students directions I want to also add to superintendents remarks around our sister city who do I find who has a delegation that's just left us or I'm not sure if they're still here but we were just able celebrate 60 years of twinning with them thank you so much to both superintendent and board member Loretto in particular for thinking of putting together really small CCISD swag bag cuz it was really thoughtful I really don't did you all doing that on our behalf to share with the delegation in honor of the important anniversary I had the honour of traveling to do I find as board president in April of 2019 and celebrate with their largest the largest craft artist artisanal Festival in all of Michoacan it happened I knew Ali it was an immense pleasure that I could spend much more time talking about but importantly for us we do have a couple student-centered program currently with a bunch of students in in exchange we look forward to Growing that work and then also extending it out to actual travel exchange between students at some time in the future of their comments to dr. Lucas is that okay okay so we're going to get started with our information items so we're going to start with item 9.2 which is a revised 2020 to 2023 Financial audit report thank you hello board members superintendent's Lucas it is wonderful to be up here and to thank you for an opportunity that has just been very important in my professional career and so I think all of you for the opportunity to have served in Culver City as if you're interested for an tenant I wish you the very best moving forward and again just to let you know a meeting families student-staff everyone focused on bolstering and biting create environments that that can happen right now I'd like to share a little bit about our revised audit reports and highlight a little bit about what we heard at our last board meeting in regards to the audit report first of all I don't exist to help districts comply with a Department of Education regulations in particular by catching an early it's important to note that the audit video of the district remains in good standing with no risk to financial stability at the February 13th board meeting the Board address the school year ending June 3rd 2023 audit findings and we heard that the independently conducted by the report is designated as a unmodified which is to say clean audit qualified as a low-risk got it and that is the best reading a district can receive the auditor was present by Zoom cuz you'll recall he had a witch but he still participated and clarified that two of the findings and essos do bees have been modified in the district's favor since the report was initially filed these Financial penalties have been updated and a finalized report was shared with the district and is available for our community to review as well and so in summary the district exceeded the maximum average transitional kindergarten classes enrollment into classrooms and experienced a technical Highland Glen Ellyn to Adelaide Neal reimbursement if I want to be clear that the district initially was fined at 360 1347 for these classes that were exceeding the enrollment and 460 1886 with the adults of people ratio mandate however our independent auditor is exceeded the penalty amount has been reduced and the lower penalty amount 125520 129c z125 129 and so we saw a drop and our adult student ratio with six 1800 86th and so on we heard that at the board meeting and now I want to share that it has been revised and sent to us in a revised audit report located on page 96 of the PDF. and also you can review it and I'm Doctor Lucas's letter that he shared with a community I also want to share that given that in 2020 to 23 was the first year that California districts are required to offer Tek State identified overages in numerous districts and so for the 2324 school year and moving forward ccusd will supposedly monitor to take classes and ensure that the maximum average class sizes and adults of people ratios are not exceeded I also want to clarify that the auditor of valent claims that cafeteria meal reimbursements were under recorded by 240363 + 0 so noted by the Auditors several districts including ccusd experience clean problems due to a Statewide systems issue with Emil tracking system we also have confirmation that those under-reported to clean have been resubmitted and an adjusted reimbursement for 240 1363 was approved on December 16th 2023 to 82 enhance our internal systems accountability and we will continue to closely monitor our budget I reiterate that Culver City Unified School District district remains in Good Financial standing and we will continue to keep you informed any questions about the update thank you so much. You're pulling up to my colleagues have any further questions questions and I think misunderstandings on the part of the public cafeteria finding caused by a glitch in the state of software already receive the money that was under ask for yes okay the school accountability report cards and the facilities issues that was also clarified and our staff and and services are working diligently to make sure that our information is accurate moving forward what is Kraken just began limit one entirely understand what the limit is and I always have to look that up but again reporting are those processes have been fixed absolutely that has been corrected or I'm staff in fiscal services will Monitor and double-check before we submit our Gana population numbers and so yes corrected on that one that one men's lady that was last school year is current school year are we at the proper ratio for teachers for our students and staff or Aids rates as well yes last one is missing the 55% classroom spending we are aware of that one weed is there a is it correct to be fiscal stabilization and is looking at reducing contracts and outside contractors to provide services absolutely that is a targeted area and unfortunately the possibility of some of the outside coaching and and outside the classroom positions coming back into the classroom you should bring us well back above the 55% correct absolutely right my findings have been corrected one is on way to being corrected as part of the fiscal stabilization sign and then are we at risk of losing eligibility for any type of State funding because of this audit report no not at all and so the audit tells us that need to firm up our internal control system which we have and we have made all the corrections and still at this time we are not in jeopardy of losing our good standing with the county with the state and I'm we also are in good standing movie for free there is not an issue or a problem for future bonds as far as the amount of money that is associated with  that I apologize when it was my turn to make Thomas before I was going to come after I didn't realize is going first and I did not take a moment to thank you for everything you've done for the district and just your you're bringing your expertise and knowledge and sunshine to the district for the last 5 months at this point thank you very much for every any other comments, I just have one in that it again is to be redundant and to ensure that everyone understands and you repeat what is the standing of our current on it and because I think it's really important we've heard over the past two meetings that this is a different standing there than where we were so I just want to make sure that we know who your lease date what's our standing is absolutely so our independent the independently conducted oughta report is designated as unmodified which is to say it's a clean audit Twilight as a low-risk audit that is the best audit rating a districts can reserve and so you're in good standing moving forward thank you that is all for me. Guerrero is amendment to his board report that I have been corrected I made another really important need to put this into the public records so I'm going to a point of privilege II been corrected I stopped at I made another three significant error in speaking about rccsd family members that have passed so mr. Brown whose daughter has the most importantly it was also the principal and Culver High School for really lunch and so it really needs to be stated because he's played such an influential role but also has as many of the people that are still with us and that we adore and that RX because of him so he needs to be corrected forgive me for making two hours there okay I think that we're complete with 9.2 and weak to mention that board member on Missoula did mention it but one public comment about this or 92 or 93 9 to move to 9.3 which is our mid-year supplement to our El Cap and Visa dot update we'll begin with our staff report good evening Madam president the same members of the board and superintendent Lucas tonight we bring you to the mid-year El Cap update I may as well at least on the Baxters distant superintendent of educational services and I'm beyond Garner directive in the morning tonight we would like to share with you why we're doing the midyear L cat presentation Senate Bill 114 in 2023 at a requirement for least present a report on the annual update to the local control and accountability plan otherwise known as the El Cap and the Box which is the budget overview for parents we love acronyms on or before February 28th each year and that's a regularly scheduled meeting of the governing board or body of the l.a. local education agencies must include all available mid-year outcome data related to the metrics identified in the current El Cap and just a friendly reminder to all including the public but we didn't present on the dashboard on January 23rd 2024 and all available mid-year expenditure and implementation data on all actions identified in the current El Cap in terms of the impact reviews for parents otherwise known as the Bach when you have went over City Unified School District adopted the El Cap and the budget respectively on June 27th 2023 the state it was not simply here you will see listed additional funds and which total entirely and 104000513 $693 that the district has in terms of Pi Revenue alright that's my side so we are going to report out on because we are legally obligated to report out on and how you were doing in the El Cap for the mid-tier and low for the metrics is outcome is unknown which means we don't have the metrics yet outcome is in progress meeting were expecting it soon and I'll come is completed received those metrics those types of the way we reported it is based on each goal and how many outcomes there were and so purple number one there were nine metrics we completed three there are outcomes in progress and one outcome unknown and just to give you a little bit of a summary anything that was sardius completed because we completed the starts in December so those poles at related to Stark ammar completed the outcomes that are in progress YouTube surveys that we haven't met or anything that spending or anything that is on the cast in 2023 and 2024 would be in progress and that outcome unknown is something that we don't use anymore it one of our professional development platforms we don't use it so that outcome is unknown because it's basically obsolete so for gold to most of those outcomes because they were all related to cast 2022 2023 results 2014 metrics completed we have two in the progress and those two are related to ask him. You specifically there was in the elk Gap is a d e a b o c and e l enrichment was funded through a wall so it wasn't money was not expended in that way but but there are offerings in respect to the action and then also both Maria some areas that have not yet been implemented were confidential incident reporting system and proving family engagement in the way in which it was listed in the action however we did hear about the game tonight and there are other options happening and other offerings and then we also have employee Wellness there are some implementation text that need to happen now when we look at the expenditures by gold in the middle column is what we budgeted so We're Goin we budgeted more than eighty two million and V you we budgeted a little more than seven million Spent A Little More in both 3 and 2 million and as of December we have reported our progress in terms of expenditures we are looking forward to working with the budget office and making sure that we re code items so we have a a more clear delineation of where our expenditures are coming from insurance info alright I'm just going to briefly go over where we're at in the black student student achievement plan as we know the resolution was February 14th 2023 February 28th since you on establish a black family Council in Culver City of court of record and then may 2023 the black student achievement Plan was introduced so we have the black student achievement plan as being 10 ways or 10 actions and I just want to I just a little bit of as to where we are at now so the first action was by quality Early Learning at a Healthy Start you do F-16 Cinebarre OCD students who are African-American in additional a weed I've added by 20000 and a summer program with culturally-relevant text 9000 our second play is increase academic relevance rigor and support for African-American students we do have a couple of data points are fastbridge screeners we do in the fall in the winter we see grades 1 through 5 they are increasing in math but they do decrease in reading and then it's opposite for grades six through eight am and yes and the increase in reading so we'll keep an eye on that and then we did look at her AP and honors Roman for African-American students that fall 2023 on we did have a history increase of 6% we did add a p African American studies there that we did have some decrease in math English and science we can presume it's because students prefer African American studies course but the numbers are pretty the decrease seems like it needs a little bit more investigation and then engage families of Learners we have had a black family picnic and goodnight and mixers you have Galveston County Council are dual language program representative artosa dr. palmeri presented to the black families Council to increase dual enrollment for African Americans that are dual language courses or dual language program we have established some black family Council online engagement events that we have been gone on through February a student Arts path and stuff that make them self esteem seminar and then he asked me a c and school b d e Thai committees so play Forever at the little access to effective Educators firing we have added to the eei questions to questions regarding bei2 are reviews for certificated in classified Ecuador Equitable access to effective Educators play like 5 but training our new teachers were trained and inequity topping Equity Equity vision statement relationship defining beir secondary teachers and our elementary teachers participated in equity literacy training and our admin Council are having book studies and one of them is called Dixon Justice and not kids got his heavily related to Equity issues in school Extended Learning timer very proud of our elementary summer summer literature can't 70% of students Advanced 1 FM. Level participated 88% of students who started at work grade level move OnePlus reading levels and then 10% of students to started off below grade level moved once less reading levels on fmpm those were truly relevant literature as well next play 7 are a broad range of Health wellness and social emotional support so we have expanded the Mental Health Counselors at the secondary in elementary levels and added mental chancellors lmft-s in LCSW specifically fraction age we are walking them side-by-side so we can incorporate these different ways into the elf the next iteration as we gear up with dark chocolate so we support and ensure access to College and Career Readiness and terms of the dashboard in the College and Career Readiness indicators and the percentages we're treating this like Baseline 1% of black African American students that's 19 out of 90 students has completed scte with a grade of C or better horse than 9% of our black African Americans have earned the syllabi literacy and 33% of our students that are black African or African-American and have earned a 3 or higher on 280 exams which a level in terms of a dashboard and then play number 9 which is to improve School climate we are very closely monitoring and providing supports and intervention or suspensions so suspensions of at least one day the bass find data in 22 23 was 52 black or African-American students were suspended for at least one day and this year as February black or African Americans to we have had 20 students suspended one day on item number 10 amplifying student voice asba has black or African American students 15% which is 5 out of 30 for two or more races I believe as indicated in Aries and on the dashboard we are 12% of students and find it is total of 26 per cent of our students to we're looking at and monitoring that level of Engagement and how we can do more Outreach cchs student government and Leadership black or African American 20% of students are participating two or more races we have 7% of students to mortgages payday and combined is the total with 27% alright we're still highlighting our celebrations we exit we admitted lost this year improve testing rates for most of our student groups noting the English language Learners we do need to work on him before at the Port Improvement in English language arts and overall decrease in absenteeism we are moving through these challenges monitoring and this is not just applicable to the beast at this is also in terms of the mid here to the these are some notable Aries and which we are working through the monitoring and improving reclassification rates which in the oil cap is cold to there is an action on we are metric rather on reclassification and also a rate on on the English learner proficiency progress rather index that is showing all students assessed on the cast and other assessments presented by the state and rates of 95% or more of which week continue to increase but we're not all the way everywhere at 95% on which was action 3.15 suspensions for black African-American students which is goal 3 in the cap and it is additionally tends to be stopped and then we just want to say thank of abandon the gold level and you would get the actions to get those numbers will we ever see something or we you ever generate something that shows which actions to get more and I know this is a servicing looking forward I know historically the El Cap has been focused on end of year and end of three-year cycle goals that's kind of the language that been goals and actions have been written in now that we know that there is annually going to be a mid-year report you see us in addition to kind of some of the by the end of the year goals including some maybe year absenteeism by 5% over the Year by February we hope to be in about 3% of something kind of like a built-in checking points in the future and a two-step goals and actions my colleagues response will be similar to mine and that we are looking forward to simplifying and Scaffolding or Chunky was actions and the metrics to make it make sense for educators just additional assessment I think we already have plenty of assessment but was something like reading goals if our end-of-the-year reading goal is something that depends on the cast maybe we can think of something that we already do nadir just so we could get I can't do what that's going to look like rather than waiting until the end of the year than anything. He do that but maybe incorporating some of that in the future Outkast on the Beast app and I didn't chat they were either specific goals at the beginning but you were talking a little bit about Roman African-American students in AP and honors classes by subject area and I wonder if breaking it down by specific classes you probably have but might help us kind of pinpoint why and some areas we've seen a decrease you know is it a question of you know AP this science AP that science AP a different science because once you do that and also by Gray level 50 if we're seeing as you suggested and I may need to decrease of senior students and Junior we're seeing an inguinal something like that a little bit finer data on that I think would be helpful as we continue to look to him and in the last one on number 8 which was the College and Career Readiness you had a number of indicators there that were very helpful I didn't see a through G completion on there did I miss it somewhere and just didn't look up at that moment it's also in the El Cap so some of these things are multiple places so we just didn't list it but we can we absolutely can share that it is not hidden data which makes them we wanted to put a lot of stuff on every slide so we weren't we were trying to streamline but that's a great point and and as you're talking I I do think that it's very important for us to know and all of the people who worked on this the Beast Sapp and who have worked on surfacing this important need and and making sure this this work is getting done and you know Vanessa George actor Smith doctors macieira and and doctors Melvin Clark we want to thank everybody for all their work on that other plans that were working with about different student groups animal dung tail Under the Umbrella of the El Cap because that knife and it helps ensure that we're all moving in the same direction with all the plans and then things are working in unison so thank you for that thank you I know in case are probably doesn't know a mid-year update is required for a laptop I want to ask. bit more about the Beast portion because of the beasts have never came to the board in terms of like a final like this has these are our goals this is what we're going to be recommending at is how we're going to review them and it will be in tandem with an l cap and so I guess my question is is that part supposed to come in to us in the future sure or is are you maybe this is too premature but I think that when we're looking at goals like some of these goals are actually El Cap goals maybe and they happen to replicate themselves and stop as well and maybe that's what we're actually talking about in terms of goals and not specific to the be set because and please correct me if I'm wrong is that supposed to come to action at at some point in the future great question so as we are really in as we are engaging in this work as we're moving this forward we thought this would be extra and I seemed to see all of the important work elevated with the prioritization of this important work so that's where we are in this moment and we did have an important black family Council information session last night we have meetings scheduled in the future so we do look forward to that engagement and looking to see how the group wants to move in and where we want to go next so we can do bring that forward leaving these two together that's just show the importance of all of the work there are metrics and actions for English Learners we want to make sure we were elevating all groups especially where there's a need yeah I realized that I do realize or recognize excuse me I do recognize that you know there are a number of actions I guess that were delayed and also but that doesn't mean that you are in pain to roll them up into the air like weather is you know the sack or a future iteration of equity action plan or whatever that is that it that it doesn't inform the ltac so I do appreciate that and you know I just like to say that you know I'd like to sit with us a lot of this more I'm not as close to this as some of our colleagues on the El Cap with you and so I'd appreciate being able to sit with this a little bit like take a look at the numbers and hear more about not in this is not it is not here but she care more about are you might pinpoint where we can close some Gap easily or where are we needs to make bigger adjustments and in the future so thank you okay so I want to Echo remember that I also have on the account but I also have not sat the Blaster machine my plan and I would love to like at some point like really read it through and I want to encourage us to think about the Berkeley plan that has been and implementation for a long time and I I just think it's a great motto for us we don't need to create a new Wheels we can take that plan and you know use as a template and put all our beautiful thoughtful actions so I also wanted to ask you that I am really grateful one of the things that I saw right here in the mid report is how the budget has been weaved into this report because that's one of the things that I felt that we missing from the past because if we don't put resources into action to our actions then our actions are not going to be funded and so they're going to be unfunded action unfunded mandates and therefore most like you will never get done that's why I really appreciate the budget and I look forward to seeing more of our po single one gold too because that's one of the things that I that I tried I tried to sure and right now I hear what you're saying that you're going to meet with the business office to get to get more labels onto our POS one thing that I wanted to mention is our one of our public comments talked about the statement Improvement all student groups and that's another thing I saw on the presentation and I was wondering I know that out look at data is really sometimes we summarized and but there's a reason for the summary and so I just wanted to see if you can explain what you were talking about so that way we can assess so that we can determine it all student groups improved so we increased by 3% in English so if it were all students we would have specified that that's why then and then there's the right way we do have areas in which we still need to grow in Arizona to work on do you want to say anything and I mention just to let people know that it was most student groups because English language English language Learners been decreased and we do need to look at that and bring for that report I'm sorry so can you just stay cuz I didn't capture what was meant in the on the second side where it says Paul YouTube public comment when I mentioned it I did say most I did say most because we do want to look at the English language Learners it is a priority for us and we want to bring for that report okay so this statement is most I said most so it's for the record invitation was very clear how we rent why name the boxes Japan in the El Cap and and I know that we looked at this just in an update of an update and I had a presentation on on where we are thus far and I know that we also find ourselves until kept writing year and I'm wondering if we can just talk more about all devices you might in the El Cap will be integrated in supporting each other for me specifically written in the Alcott is the reason why was the only know about last year it is because I didn't see it mentioned and and board member and Missoula is really important to me and I think my car I thought our plans are explicitly written in our El Cap as we have dubbed it as to be expensive you could just talk to me more about how they are working together how will the weather be written but also in all this and we can make sure that this sustained for the next 3 years or so in terms of student achievement goal there will there will be many listed in terms of an English Learners while we will have any so we will list out actions that would be specific for black African-American students and where there's intersectionality with Anna and duplicated group and a black African American Citigroup we can tie and duplicated supplemental Monies to those to those different actions and the metrics will also be there used to measure and it's I do want to say you said something that I thought was very important and I want to make sure that although we're we're elevating it and trying to make this clear the importance the elk have is not going to be anybody that takes over that black Senior Chief it more as a way to get through the important tennis of the plays and and ways in which we Elevate the prioritization of the war and then I'll be on to the sound of Olaf I did work on Broad bowls and focused poles and those broad goes we can leave in the black student achievement plan into those bowls and make sure that our students are supported show me the slide that have the broad goals I don't know if it's not but I am wondering if what is happening is that we are there is a challenge with specifically appropriating funds to a group that is not unduplicated and so we are walking carefully doing our values living them Bible coupons to people who may not fall in Flint on duplicate a category but we decided as a board that we value that and we're going to do it and so that I think what I'm hearing is that this is the type for a tightrope of having a plan for a popular and that supposedly we are not supposed to be prioritizing appropriation for it because they're not unduplicated but we're doing it anyway and so we're going to also do it through that account by doing what elk cabin and the guidance that CD provides in terms of explaining why monies or actions should be targeted for students are for all the necessary for some so that's one piece that we take into account that reaction in the elk is contributing which means it comes from supplemental so if there's intersectionality I'm kind of going deep here so until simplified if I do then is look to see if there's any her sexuality we can't I add money to the action where we do not have intersectionality we would still prioritize it and list it as an action but not necessarily put supplemental money on it they're all so different kinds of fun yoga school that's on three separate I guess student groups that we have we would put an African American strategic plan goals under that focused. Work and could put money behind that because there is intersectionality for the broad goals we wouldn't think of strategies are actions that would benefit African-American students and write it under the broad broad goals knowing that we are finding that for the broad goals so they would still become having benefit miss being at a thin line that we find ourselves walking and I know that we don't have to look far for examples that we have the district are encompassed by I'm districts who have been so bold enough to say that in our Alcott like soon achieve man is a goal not a sub not something that is intertwined but not explicitly said that it is a specific goal in the outback because out of the values of a b just Church of this board communities I'm thinking about unified I'm thinking of Weisberg I'm thinking of content and thinking of Englewood I'm in still while I understand that we are trying to be careful I also implore us to be bold in like it examples around us and hopefully replicate and in our own I would love to see why should she even has a specific goal in the outback and I don't know if I'm not on the hour so I don't know that is a plan I'm not sure but that's something that I would like to see it Ephrata if there are any example sorry I just want to see if there's any examples for us to see how some of these districts that were mentioned have achieved that goal right because unduplicated is the metric to funding the elk house correct and so it would be good to see how some of these districts I'm done it because to the point I remember as a door just mentioned I have not considered how Berkeley does it if it's a specific goal in the black student movement or if they have weaved the black student achievement plan in every Bowl of the El Cap I have to know that's that's the plan I've been studying because I just think that it has a lot of experience but I like to see other examples if you can we can put together a folder with the vice president as a door has recommended so that everyone on the table can see and there's public so everyone can see what they look like it's thank you okay thank you so I want to ask my questions separately in terms of the El Cap update and the and the Beast V I just have one real technical question you said something about Rico could you repeat that Amelia Library each time we we expend funds if what we do is week's code we put the ER or the the PO we can put what it is and what action is tied to and so we're going to just work closely with our business friends and make sure that all of those are coded the way in which there listed in the car until Gap so then the next iteration the Next Generation when we were poured out to all of you in June everything is covered in correctly set the goals so for example if you might parentsquare that's in both read and it's I think it's 33 33.33 that all of that is coded the way that it was planned and programmed to our community and family engagement and then that was board approved so we're just going to work closely with our friends over and just call to make sure all of that is the song okay I I think I might have missed it could you put this update in your dream of a three-year plan as we're into a phase of writing for your plan could you put the update and contact some of the three-year plan is coming so we have been given careful guidance that the plan for next year is is the plan for 2425 I've even though we know that generally the cyclist about 3 years but by-and-by it's an annual plan we know we do know that it is a a three-year cycle more or less but what's important to note is this is like a your slice of this year's which is the 2324 school year plan okay so the mid-year report next you look really different wanted to see this document in advance so I am hoping that we can have a little bit more time in the future I really appreciate it the way that the Beast that was presented because the data was tied directly to goals and I all do you want to lift up that we're also naming it we don't actually have an adopted be stopped so it is complicated and none the less that was the richest. A presentation we've got in a wreck on the Beast episode I really appreciate that and I want to request an even with something very technical like a mid-year update for the all-caps what we saw today was like action progress and appropriation I'm not sure how meaningful. That is to the to our community I have to say so I would love to request that it come to us as if we are. Audience to so that the car folks can make meeting up at in terms of under Landing Lake House and packing their their students and their and their families so I'd love to ask that going forward for the Visa I am really looking forward to adopting a plan I hope I will be a to say that that's done before I leave the you'll know it will continue to be College and Career Readiness is a is a favorite trick of mine and we saw some numbers that were very interesting to me and I think they overlay and so therefore they cannot be summed and so I would love a summative number for black African-American students about College and Career Readiness which I think I can see on the dashboard and I sweet part of an update like this and just to be very very clear we are hiring a community liaison I don't think so that's why it's not started so the challenge means we are not doing that but there has been a wonderful suggestion and we have begun partnering with PK as was mentioned in the superintendent's report and so we are finding other ways in this moment okay thank you and I apologize if that comment before it derailed us and did not help I made him really misunderstood the nature of your question are there any other comments yes please a little bit on the funding when we talked about the supplementals funds funding is still the vast majority of the lcff El Cap money we bring in how is the plus 20% for about 40% of our students still about 8% on top of the base button so it's not a huge amount in comparison to the base funding so there's still plenty we could always more but there is still a full base funding to do whatever programs we want to do to support the black students achievement plan or or other feds the other one is supplemental funds while they are supposed be improving the conditions the band duplicated students who generate that money it's not strictly speaking categorical or restricted funds it is still unrestricted for when you got a narrative explain how that's supporting the the conditions I mean I know we found ways to dip into that supplemental money to support science instruction for example in the past you know so we have touched supper no funds for other not strictly certainly benefit from it but we found ways to support programs for other students using supplemental money in the past so it is not walled off completely we do have to show Improvement of services I just I have to give you the textbook answer cuz okay thanks everyone done okay okay thank you so much this was incredibly informative and I'm rich and we look forward to hearing from you again information items which moves us to action items which tends to be Speedy let's see let's see how we can do an action items will start with 11.1 which is a meaning for Special Services Board protocol development...
