are we good okay I want to apologize for our extended closed-session which is getting our Open Session started late but we're going to get started dr. kintz is here remotely and is Doctor Levin okay so dr. spent three very full days of professional learning in areas related to special education and student support services at access every child counts Symposium and just a very quick smattering of the sessions that we attend we looked at using principles of mtss to address the vaping epidemic delivering free and appropriate education to students and dual language programs drafting student accommodations to meet mtss active we also looked at restorative practices as well as inclusive programming and CTE programs supporting not gender-nonconforming students at school as well as student gender expression needless to say we've all taken a lot and we spent those evenings reflecting on how the information we've gathered will next be incorporated into our practices so we're looking forward to that also we're very excited I'm on a this week report on all the postseason playoffs and Athletics from our high school winter sports today we have girls water polo there at Rio Mesa and it was at 5 p.m. I still haven't heard what happened I don't know if you know nothing we'll find out and then tomorrow a girl's bath boys basketball is at Santa Barbara they're traveling quite a ways that girls soccer will be at Downey on Thursday and here at home tomorrow Boise where is hosting Fillmore and on Thursday girls basketball is hosting Walnut so please come out and support our student-athletes and then finally I hope so crowded tomorrow's District music concert at 7 yeah I'm especially if you've gone to see some soccer going then just go straight on over to the frost Auditorium it's always a wonderful opportunity for us to see the coordinated music program from elementary to middle school and then to high school I'm into CR part wonderful teachers conduct our students in the concert so hope to see everybody there thank you thank you letter, thanks Tracy good evening board members in community to share an update on the city food recycling program that we've been talking about recently we had a good meeting with City staff this week to go over the Momo you and Logistics issues so we hope to be moving ahead with that program soon we are aiming to start in all since that's Earth month so we figured that would be a good time to get it started scuse me regarding the March election next month I know some people have already been receiving their mail-in ballots and if starting to return those so I just wanted to offer a remind that the board recently adopted the resolution to support the new Proposition 13 on this ballot that's the measure for a new facility bond for school campus Improvement and construction and it's not related to either the original Prop 13 or the ballot measure that will be coming in November to revise property taxes and then lastly I just wanted to point out that the measure K exemption forms for the next fiscal year starting July 1st are now available you can get them on our websites in our district office and I'll be dropping some off at the senior center this week but I do want to point out for anyone who may be listening that if you applied for this current year and received your exemption not have to reapply again you'll automatically still be Exempted thank you thank you today I get to introduce has a long time coming this introduction because we actually flew our assistant principal position for the middle school and then interviewed and went through that process several months ago and at that time I told Miss via Franco the only thing that can be really difficult about this hire is that we can't move her out of this room until we find a suitable replacement and it was really hard really hard to do so thank you to middle school for their patients I'm very pleased to introduce our new assistant principal for the Middle School Miss Tatiana Takahashi will have her come stand at the podium while I read a little bit of information about her and then of course she will have an opportunity to say a little something to the board or answer your questions Miss Takahashi has been with CCMS since two 9 food in Japanese she was part of the team that implemented the Japanese immersion program at CCMS which was a continuation of L Marino's j i p program having served as chair of this program Takahashi taught seven levels of Japanese language classes shelter in that packet how she project a collaboration with the Japan foundation and the Ministry of Foreign Affairs that connects Japanese and American Educators and students that must be a fun guy said that as a veteran CCMS educator and a leader of many of Richmond in extracurricular activities Miss Takahashi has hit the ground running as our new assistant principal she brings so much talent and passion to our administrative team we are thrilled that she's taking on this elevated leadership role takahashi's many additional roles and accomplishments CCMS include Associated student body co-advisor elective department chair School site Council teacher representative School leadership team member beginning teacher support an assessment support provider and California Junior scholarship Federation co-chair she will continue continue her involve with the associated student body leadership program and supporting the other programs on campus as an assistant principal. She earned her master's degree in education from University of California Los Angeles a master's degree in literacy and language arts education from Loyola Marymount University two bachelor's degrees in English and Asian literature and cultures Japanese from University of California Riverside please welcome assistant principal for letters l through Z but says on her signature Miss Tatiana partner Hachi congratulations thank you so much I just want to take this opportunity to thank you so much and the admin Council for giving me this opportunity being a part of this community and the school and you know the city for this long I think it's been thirteen years I started as a volunteer at El Marino language school well I was attending LMU who is it has been a I'm coming and I'm more than happy to give back to the community and our students we're grateful to have you given back here so thank you is anybody have any comments thank you so much thank you I think I student board members are also happy cuz I saw them recording the whole time to leave it goes reading to Vaio that's it thank you all right moving on to our stew representative misael Moses and Bianca hypertherm boys we've a few Nansemond we would like to share with you we finished kindness grams and it was a major success and we are starting Valentine's Day grams also known as Carnation grams which will have which will be attached with the Carnation and then will be sent out on Friday we also just had a track meeting so we are very excited about track team tomorrow the middle school band and choir with the rest of the district will be performing at the Robert Frost at 6:30 we also had a Black History Month Falls today lastly we wanted to keep you updated on the bathroom situation that we brought up last time the second hole bathroom is looking fine with the first hole bathroom in pairs are Plaza bathroom is a complete disaster most of the Stalls Toca blocks are discussing and clogged by any chance we would if we could get an update on how to make with mangos lagu in situation is going that would be great also we wanted to say that we are so thankful that Miss takahashi's officially the vice Pence because we love you so much thank you hope to see you tomorrow at the concert thank you so much and I appreciate the representing that's the needs in the concerns from the middle school and I see mr. Quinn taking very good enough thank you Miss Italia ceiling hello everyone so at the high school we've been really busy play planning this day book assembly which is next week on the 19th this assemblies creation was to educate students on issues that affect all of our lives and so there we speakers there's a nurse coming to speak about drug abuse and safety and what to do in certain situations to make sure everyone's safe there's stuff about climate change the environment bsu's presenting about police brutality and their students reciting their own original poetry so really excited about that assembly and then on the 27th we have our leadership conference and this year I got to choose the theme and I chose Civic engagement activism there are a lot of passionate students at our school and I wanted to make sure they're all supplied with the knowledge and know their rights as activist and to just further inspire people to take on things in their communities and you're having, Santa Clara is one of our Workshop presenters silver excited about that today we had our monthly House of Representatives meeting which I chair and those meetings are there for students to voice their concerns and their ideas we had a lot of complaints this meeting new about the bathrooms specifically the girls restroom there's only about two working stalls and each restroom and so it makes for lines to be really long and a lot of class to be missed waiting in those lines it was also brought up isn't talked about a lot that in the female restrooms the feminine hygiene apartments are empty and they've been like that for years and so causes students to have to walk to the nurse's office which is very far up in Camp and to miss a lot of class just for the products that they need and that has been a really big concern among the students because they don't want to have to keep missing class time and if those compartments are there I don't know if it's something with the budget bed or there's a problem in the past great to see if that could change thank you so much and Robert still taking notes thank you we do have I to have to comment cards remembers of the audience will start with Miss Kelly Wilcox Fallout by Leo Howard good evening, my name is Kelly full tonight I am here representing the Culver City Education Foundation I am a volunteer board member would like you to save the date for sip for our school that event is coming back by popular demand it's going to be Saturday May 2nd I'm at the vendee we're very excited about that tickets will be $50 it's going to be a fun parents night out with a Beverages and appetizers so more details coming soon on that also we are happy to announce that last night at our board meeting we voted to grant for new grass for Ceramics for the elementary schools so CCF will be providing a grant to fund a Ceramics program at all of the elementary schools funding will cover any needed equipment and supplies to give all of the schools the capability to Ceramics as part of the district elementary arts program and we are excited about this because it's happening at one of the school's it was brought to our attention that it would be nice for all of the elementary schools to be able to participate in this program and last night we were able to vote find the money to fund the program and we're very excited that hopefully this would move into a K-12 program because you're such a great Ceramics program at the high school so we could Elementary School get that middle school going so that was more than Verizon but it want to share those two things this to me that's wonderful thank you so much Leah Howard sure she already spoke superintendent Lockhart gave her time to Miss Howard so we are members of the board and I will start with Doctor Kent okay was easy the Solaris Ben Soto not as successfully as others and traveling but I did have the honor of attending in LMU graduate event Illinois event where I was able to Mentor current student or for them to discuss Pathways in their educational career and I was able to represent like the board member the role models likes to get people into public policy and administration they had sections for all the graduates and they had a few of us and administration including superintendent Blake Silver's / wiseburn and none of the students seem to want to do like public administration policy so we can get back to traveling over to like the other sections and then it got a little more interesting and then I'll be going to the CC agent at Jess leadership conference and hopefully embarrassing myself too much there as well and then on Monday there is a another LMU event there's a electric chair which sounds very interesting about the very few know these these doctoral programs love the short titles for pairing audiological econ to teachers and the struggle for social justice and education so that will be a light-hearted Monday for me a question I should have brought it up earlier and I apologize are any members of the elac ordeal ask on the equity committee it's one that's been invited several times and we talked to her again last week and she said she'll definitely come to the next time we're hoping great there is attended yet for some pressure on that because I think in thinking about our movement for equity and inclusion one group and we just passed our master plan for Ells and we haven't really talked about that by the move to talk about at-risk students to changing that terminology to a promise and I I think about how we're framing English language Learners and hopefully we're talking about that group as at promise with a focus on by literacy the idea of mastering a second language rather than being deficient in English just keeping that in mind one of the things that I'd like to see to put on the radar for for cabinet and I hear from OCD cuz I'm an early childhood educator is that due to their soda program hours it's really have it's really hard for them to engage in professional development because they don't have a lot of time without children and I know there's definitely a need for for that program but we also want to make sure to take care of our our teachers in and hopefully we can figure a way to get more professional development over to our early childhood teachers and this weekend I was in Lake Las Vegas not on the Vegas Strip but I was able to attend School leaders of color conference and the focus was on resilient leadership and I was able to hear a keynote by Constance Jones who's this CEO of noble Network and helica Infante green who's the commissioner of Education in Rhode Island and Alysia Johnson who's the superintendent of Indiana Indiana Public Schools and they were in a powerful speakers and there are three should have big takeaways that I wanted to share you know we don't always get it right and you know naming the issue plainly anime we have a problem is something we probably need to do more of rethinking systems to end endless cycle cycles of diminishing returns is also very important and also to have a collective understanding of we are and where we want to go then we can make the necessary changes to promote growth and all of these dates this all happen to be women but they really talked about their their journey in their leadership and you know making mistakes and running those mistakes but moving forward so I thought that was just a great reminder and I was also able to hear. Dr. Edward balandra who's the dean at Saint Francis Indian School the voice of native peoples and he really talked about redefining education so thinking about how the school systems really didn't support native oh and they're they're really needing to rethink what school looks like and I thought that was incredibly powerful as you know we've created systems but what systems do we need that we needed this man also yeah it was incredibly power Fallen yeah so it's helping to me to redefine the work that I'm doing on this board so thank you thank you really quickly I attended the last event with dr. mckeithen and we heard from PayPal Nigeria who is a distinguished professor at UCLA and he's doing work with some of our teachers at the high school and it was a great event I learned a lot about what other districts are doing to engage in more culturally responsive practices and then this past Saturday I attended an event hosted by the Legislative black caucus in partnership with UCLA Bunche Center and it was about the state of California from as it relates to African Americans in Education Health equities and economics but the highlight of the day was that I got to meet and have a brief conversation with Tony Thurmond who is the superintendent of Public Instruction in Calif and I gave him a personal invitation to come and visit us here in Culver City and he actually said he would do that next time he's in Southern California so I have his business card and I'm going to hold him to it and ask him to actually come and see what we're doing in Culver City and then find out ways he can support at the neck and that's really all I have we are at the point where we would take a ten-minute recess but since we got started so late I'm interested in seeing if my colleagues would be willing to move past the recess and and show some mercy towards our members of the audience who are here okay thank you for that will skip over the recess and go straight to information items 10.2 thank you. 2 and 10.3 are actually the same thing there's a new requirement now to have an auditor prepare an audit for all facilities projects that include State match in front and so these are this is the first major product it's falling into that audit requirement so we just wanted to present it the project was the sports complex at the high school and middle school so that's why it's actually divided up into two different technical project one for the high school and one for the middle school but it's all the the same big thing the two things I would just like to point out about the audits one of the main things they're looking for besides that we spent the right amount of money there's an issue of hard costs versus soft costs and the legal requirement is that you spend at least 60% of your funding on hard  hard cost being construction soft costs being stuff like design and Architects and inspections for this project we're actually at 93% so well well above minimum required there was one finding on both audits at the same one on each one. Can we started these projects the big Financial string it's like the 30 30 digits during that we used to it NFI accounts we set up one for measure CC project basically and that's how everything got group together what they requested or the requirement now is that each project have a different code so there's just one part of the cow we had to go back and change so that we can easily pull reports based on Project it was a simple fix we actually did it quite a while ago but because it wasn't done originally that's why they had the finding and I think that's all I had to say it unless there's any question anyone have any questions alright thank you sir that's 10.2 + 10.3 + 210.4 + 3600 it's related to recently changes to the definition of employee versus independent contractor so csba just recommends that we update this policy would new language and definitions anyone have any questions or comments about it no I think we can rent something like your second reading moving on to action items 12.2 12.1 and 12.3 are all second readings of the uniform complaint procedures and policies as well as and community relations as it relates to District records there was a correction that we made on 13 12.3 we the notice shall provide colon as I'm suggested at the last board meeting any questions or comments actually when we get emotions I move to 12.1 do you want to eat I think because it's one two and three or two can we do it when I don't know if we can do it do it one more time. Separately separately 12.2 I should put my mind to move to prove 12.2 I'll second island flavor 12 by 3 move to prove 12.3 and I'll second favor to put into place are My Brother's Keeper resume I'm with the pertinent data that we have shared a previous workshops anyone have any questions or comments this is our third reading actually making a motion to approve it all in favor thank you thank you thank you for president McBride at this time I am presenting II Reeds and a recommendation for approval for for policy 5125 which is bringing in updated information for equity and student records as well as 13.2 which is the administrative regulation that goes with it there are no changes from our first reading Soma seconded Island favor I definition for 13.2 scale moved all in favor 13.3 sorry excuse me I'm so sorry I'm at this time the recommended approval is recommended for stipulated expulsion case 1920 - 02 Teva motion so moved seconded discussion all in favor 14.1 thank you very 14 one is asking the board to officially reject claim number 1 9 0 6 1 9 0 6 7 1 7 related to an incident that took place on June 19th of 2019 so moved I'll second discussion all in favor thank you 14.2 as requested by Dave milky at our last meeting we're actually presenting this resolution California is play sing the schools and local communities first funding act on the November 2020 ballot this is going to be a big one for us if approved by the voters by reassessing commercial property this measure will provide approximately 5.3 billion annually for k14 close the attached resolution is being submitted for the board's approval and adoption just as an FYI I heard anecdotally today that our portion should be somewhere in the four million dollars a year range so that's obviously the huge increase to our funding unfortunate wouldn't kick in until the 22 23 school year but it's a good start so we're just asking the board to approve this resolution and this is different from the resolution that we passed from the one you passed before the one you passed before was for Prop 13 the facility bond in the March ballot this is it's for what they call the split roll tax initiative coming in November in doubling down on giving us more to the state we need more money Joe absolute Fidelity Bond construction projects this is General fun and so in essence anything that you see on the ballot that says we want to give more money to schools thank you thank you 15.1 thank you the first item we have tonight is our middle so sorry our coaching and special assignments salary schedule and basically the change to this you was already approved at a prior board meeting with the mou but this is adding a handful of stipends for Middle and also adding the raises to those stipends that had not been recent but added in the past their motion thank you so I'll go through and explain each play the visually but the next three items are all what are called Ed code approvals basically we had when we have teachers who might be working a little bit outside of their credential area we do have to have board approval to it so that you say you know and you're aware and okay with it so this first one 15.2 is 4 and 4 of her teachers predominantly are teachers on special assignment aren't in our instructional coaches across all levels and it's the board edging that they they have credentials but that ultimately we are now losing that their credentials authorize them to provide staff development within the district phaser motion so moved can this one be proved all together but there's a canal II on favor thank you for the same names but again this is famous people all have their credential teaching credential but we want them to be able to help coordinate and design instructional programs for the district Island flavor 15.4 and the last one when is for him full of teachers he's our teachers who have a credentialing whatever subject that they normally teach but they do one. As a coach and we're allowed to allow them to do that as long as certain criteria are met some of the second all in favor thank you so much Miss leaving thank you we are pending matters are there any updates that we want to start with I have one board president maybe it's not in this actual and because we just received the information so in the in the pending matters for tobacco use and prevention programs we have been in contact with Marc Hernandez who is the coordinator at Lake oh and why he informed us several weeks ago that there is a is a request for applications coming up 40 R22 funding so we can apply as a Consortium of districts on under Lego and Lego will be submitting an apple mission on our behalf and so we submitted that application and let them know her interest forever intense and applying with them so that will provide us with if if accepted and we will be provided Lego support for anti-tobacco tobacco use and vaping prevention education in are some secondary programs for the coming year can you refresh my memory wasn't there in another application for 2 was there something before that we had applied for we thought we did a plight we receive certification and so in order for us to be eligible to receive any sort of two funding we had to be certified board helped me out big-time in middle of June last year when we figured out what we needed to do in order to be considered for future funding was to be certified and so Lisa and Becky were running around the district making sure that we are up-to-date in our compliance for putting up posters for the anti-tobacco and making sure that a dollar language is updating everything that we took some pictures we got the board to approve everything and so we are certified as a 2 District okay thank you I'd like to add a collaboration with ccpd I know that our last is our meeting we talked about our we learned from CCTV that we're going to have an additional SRO starting in the fall of 2020 this week on Thursday dr. Cooper and miss vilafranca and lieutenant Thompson and Lieutenant Brown and myself and our director Security will we talking about next steps things that we'd like to see our next SRO you know talents and capabilities we like to see after that meeting and once it becomes official similar to the presentation we have from PD before can we have one with it with this in place now sure at some point in the near future but once it all settles absolutely I'll add that onto the pending chart I mean just Also to clarify where it says cannabis discussion which is kind of funny. so have on the same chart as drug awareness that is on our Workshop schedule but our Workshops the does not say cannabis discussion and talks about contributions from business to this might it okay does anyone have any anyting else members of the board okay I'm going to take this opportunity then to entertain a motion to adjourn second it all in favor good night everyone
