okay for unaudited an actual out of an axle she's me or the estimated axles were looking at a net increase in our fund balance of 2.2 million I'll look in that in 22 23 and net increase in fun balance form and 577 to change being 2.2 84337 one-time funds increased due to the state budget adoption by 1.94 million transfers and increased 500,000 to the receipt of additional i d a Redevelopment agency funds all of the current expense formula minimum classroom compensation for 22-23 minimum required percentage as you are very aware as 55% our current percentage is 52.2% that's a deficiency 2.8 million dollars I will file an application for exemption under the serious hardship to the school district category of allow him of all exemptions and this will occur next year after the tube 2020 2-23 District audit is complete and laco has reviewed the document station we also have additional impact to the 2324 budget 8% salary schedule increase and increases for the Health and Welfare welfare cap effective July 1st 23 continuation of additional temporary staff with one-time funds I know anticipated receipt of additional one-time funds and significant impact of contracted services including temporary staffing services for hire to fill vacancies but anybody have questions thank you so much I will start with our rotation for Bend Oregon thank you I appreciate you email mr. Reynolds my questions some of which work was sort of more requests for the future but one of them is just to confirm that this document and sometimes it's paid out of the following years. You just want to make sure it like that this document now include all the 8% and all their retroactive pay that we were planning on it or is that something that is Bridging the two years that's something that will be in the first interim report will make those 8% and the Health and Welfare cap priests that will blend him and reflect on that report it is not in this report and it will that is that always the case where it's going to reflect and when the year that you paid it depends on when at one point the the salary schedule increase is agreed upon which so goes to the you know that also helps with the it could help with some of the 55% in classroom spending which is why I asked because that does changed however I feel like we're a little more off then do you know that would be the case and one of our public comments tonight was about or not won multiple public comments tonight where what about the likelihood of acceptance of a hardship and could you speak a little bit to that we will receive the hardship exemption but we need to explore all options that are that we have available and some of the questions about that was also what is the impact of or consequence if it's not accepted and is that something that you know about something I'm familiar with it should be my first exposure to that but I will answer for you and just likewise for me we were talking during the break Mike and I and certainly a new information and will do whatever we can to rectify this thank you and I just want to speak to also some more comments on also from our tomorrow earlier comment and how you work a presentation did touch on a Class A Class of folks that we did not hear about earlier which is sometimes we use contractors for temporary positions because sometimes you don't want to hire folks for positions that you cannot continue with especially with one-time funds so I just want to highlight. But really what would what my my goal is to is to reduce the number of folks that we called hard to hire position so that these won't be labeled contractor they will be actually when they are our employees they become in classroom folks or you know or or or our own folks and so I I want to be sure because that wasn't spoken to in public comments earlier and it wasn't specifically spoken to in your presentation but that should help by a great amount to and we just have to keep on chipping away and reviewing every so often if we are not attracting the kinds of candidate that we need to do that that's all for now thank you alright I'm next so I want to underline something that bed board member Laredo and had answered but pedigree for the public who may not be as familiar with the budgeting process at this point of the year we have kind of two overlapping budgets that we're dealing with we're kind of closing out last year's budget and then we're work what the new budget for the next year in June we had a version of last year's budget up to about that point up to June issue and those are called animated actuals because it's the end of the 2223 school year and based on that the board of the business office prepares in the board passes the budget for 2324 what the unaudited actual are are an update to last year's budget it's not in its majority changes to the coming budget there are maybe some minor changes where changes in last year's accounting mean you rollover up a little bit more money or a little bit less money into next year but it's not changing kind of the value assignation for the 23 24 budget our first few at that will come up at the first interim report you said okay so one of the things and then again this is to miss that has questioned the maybe 12:00 and then negotiate terms with our bargaining units and things like that would affect the budget but that's not what looking at tonight tonight we're just looking at kind of the final accounting of last year's budget as you may have guessed because I sent you a long list of questions appreciate you being here it's great you're here and I don't want to overwhelm you with a ton of questions I would love answers to those some point when you had a chance to Devin I want ask a couple of them tonight and see if I can just kind of give us the tense of it just want one, actually I'm going to go down my list page 8 There's a summary of of Revenue and the Cannabis summary that we put together right up front and I noticed there's no summary of expenditures where is all the other reports have a summary of Revenue and a summary of expenditures actually look back at last year's man. It actually has and it's apparently been a practice for a while not to do that but I think given that we do that on all the other ones it's it's part of the budget picture that we should be presenting the folks without getting into too many tedious specifics one of the things that I shared with you prior to the meeting is there seemed to be an awful lot of major changes dollar amount since June and I think it's to be expected that you've got some adjustments have a couple of bills to clear State funding is always a little bit you know gray until the very last minute and things like that but we've got some shifts of millions of dollars we've got one section of the general fund kind of the end of the general fund the section on assets deferred outflows of resources liabilities to employ and all that kind of messy stuff at the end doesn't go into the calculation of the budget all that stuff is blank in the budget and now it's been 2 months later assigned values some of which are quite hot do you have any fence again tonight I fully aware that you just got here but why that information would not have been available at the time that we were presented with the budget I will find out appreciate it a man in some of these again I got I know State funding I know sometimes things come available but they usually don't come out of nowhere after the end of the year the other one and these aren't huge amounts but it just kind of typifies some of the things that I was noticing on a lot of our accounts interest is listed as zero and then we've got a value in it now and I get that we might know not know what the exact value of the interest on an account was but I certainly knew what it was last year but it'll be about 2 and then you would just that but there are an awful lot of zero values in that budget that now have values things that seemed predictable or at least estimated Bowl to me and so I find it kind of concerning the that stuff wasn't included at least as an estimate in the budget another one actually you know it's is both a question for the business office for something for ourselves as the board of my colleagues because the ones who generally approve these form one service and other operating expenses expenditures there's a line about traveling conferences first of all I think of the total is something like five hundred thousand that's something that grew from 300,000 in our calculations from June so $200,000 of travel expenses since we budgeted the same thing with the professional Consulting and services from June when we saw the budget to now about two million dollars is added to that and that's not money that was spent between now and June it was in the accounting of last year that it was a change and so those those types of swings are concerning to me and I'm at some point you know I'd like an explanation I'm sure the board would like a time to the public would like that maybe if we get to the first interim we can talk about that and how some of these these numbers are arrived at I think it did the big one is is my concerns about the 55% what you all addressed and things like that I will say without committing publicly to a position before we have a chance to actually consider it I am skeptical of a waiver request because it makes the argument of an economic hardship and looking with currently in the budget for next year we have have 12 and a half million for Consulting and Professional Services I think when we have numbers like that it makes it hard to argue that the two and a half million we would have to pay as a penalty is a hardship I would so I and I looked at the ad code on this the penalty is actually not a penalty what you have to do is take that money that you should have spent in the classroom and be distributed among their classroom Folk but not sure that's the worst thing in the world but but I do look forward to seeing that first interim when that 8% is included and I really hope that that swings to 55% back on the right side of that 55% if not well above and if it doesn't I would hope that the business office would take some steps and adjust other parts of the budget so that one way or another we meet that 55 send at the first interim it's not one of those things that I can do I'm not saying I'm better than anyone or anything like that or meaning to it to hold this over anybody I didn't vote for the budget to approve it because that 55% I feel like we've been dealt with I really want to see that 55% dealt with before the first dinner time comes just try to I think we all do and does my questions thank you but I look forward to having these conversations in and getting some of these I work down and getting explanations for some of the stuff in the future thank you and thank you for all those questions I have just one question and one, and I really was trying to be very attentive but I feel like we I heard us asking questions about the future which is really important I mostly care about the future but sometimes the past is also important today I am wondering if we can hear if we understand how 54 point something became 52 point something do we know how once it's on the audited actual that ended up decreasing more we had approved when it was the previous version or is that a question that can be answered in a report or at Adventure Monday but I think that would be at make a good report because that advanced understanding of what we need to do so that doesn't recur for sure I mean I know Loretto spoke to it to some degree so you know and we have been getting explanations all along it's not that we have no information and and I I think we've been trying to communicate what we learn out to the public although we can always do that there but it's just that it's almost like a three-point drop I don't I'm just a little confused about how the actual became that much lower if we can if we can have a post-hoc on that I would greatly appreciate it I'm sure and then I will just add that yeah I mean our 8% is going to get us above 55 because 85 a budget is it's not but again the minimum is not what we're shooting for so we're at we're looking for like a loftier analysis of you know how we're serving our students and you know and if if we are carrying out best practices in terms of Staffing so those are the larger conversations in terms of budgets as reflections of values that we should be that we should be hoping to have in the future that's all thanks could you I won't be repetitive stuff at no questions for me thank you thank you I also don't want to be repetitive but I'm very interested in everything that was he stated but I do have additional question and that is when the past superintendent we had asked to please put forward and he actually took us about a straw vote it was a Geordie of the board said we need a plan to work on the 55% for the future and so I'm looking forward to hopefully getting a plan on how this would be 5% will be addressed also along with that discussion I want to make sure I clarify to everybody because I understand that my statements were misinterpreted last time what I stated is there is multiple ways to get to fixing this 55% and we need a plan because for some board members may say one board member might say hiring administrators that is how you fix the 55% and what I'm saying is I need to hear about a plan because maybe the answer is hiring more teacher aides hiring more teachers so that we increase the individuals that we have in the closet so the way I plan that can come to us is what we're asking so that we can address and we can discuss it and we can celebrate because it is one board member should not have the total stay at like stop hiring administrators and me say that's my special single board member more tea trade right this is my board Direction this is one individual board member staying this is the answer to the following 55% This Is The Answer 2055 I want us to please have a plan together have a discussion on how we're going to solve this in I apologize mr. Reynolds for landing on your lap but this is where we're at for Hope and I'm looking forward to a gen that is in that as soon as possible thank you very much I think it's a little bit of a history of the second question and of course you don't have to answer this right now but I do belong to a genomic I do training through there and one of the things that they continue to say the influx of Sr plans are actually impacting many school districts throughout the nation with the regards of how the money is spent because when you have millions of dollars for example we got a million dollars through Esther and we allocated in different ways but just proving our AC systems and some of our schools and our filters but we also Hire TV is ntsf Merced each Elementary and principal assistant principals at each Elementary spending all this money can change the percentage that we saw an influx and as you saw in your they did nothing with regards to actually it didn't say how percentage can be impacted by a fun than MD's covet by Jessica mensah like to learn more about how it impacted our district because I see from a genomics how it impacted Nationwide other districts tonight so I'd like to see how that sir impacted our and then the third thing is I just want to make sure that the community and I personally understand this so if we let's say we just spent a million dollars were going to cut a check for a million dollars today but it was for last year for for whatever we did last year. billion dollars would be reflected on these unaudited or it would be reflected in the interim the if we cut a check for 1000000. at this point it would be reflected in in this year. The unaudited actuals represents the closing of the books for last year so the only thing that would necessarily change the numbers that's why it's called it unaudited is it the Auditors to an adjustment did that answer your question so it just check was for expenditures for Less Square 22 23 the expenditures would have been booked in this year even though that the purpose of the expenditure was to address a situation last year the transfer the cutting a check for a million dollars would be incorporated into the current Year's budget sounds like I should go back to original mix and take summer classes for the continuous and budget continues to be something that I'm really interested in I apologize too much longer on this if there's no other discussion thank you so much introduce you to who has just been amazing and if you haven't seen her in action at Culver Park you need to stop by and visit her evening my name is Allison Curry and I'm the administrator call the park and I'm very happy to be here and the cervix students what is the most amazing things as you go onto campus is when you meet Miss Curry you see how quickly she has developed a close relationship with students so anyway cover park opened on Wednesday August 23rd 2023 the first day of school and who are we my name is again Allison Curry we have our math teacher Michael Koji and our English teacher Tanya aldecoa we have currently I'm we have just recently hired our history teacher Mystic, who will start on Monday and we are still recruiting for a science teacher are student demographics we currently 26 students enrolled 19 Latin x 5 black African-American and two other 14 boys 11 girls and one non-binary our visit has been realized and it is growing we began these conversations with the alternative education Committee in April of 2022 or instruction is teacher-led and core subject areas coupled with learning Labs worth his work on credit recovery with teacher support which builds those robust Rich wonderful relationships we have strict student eligibility students are a minimum of 60 credits behind we have wrap-around Services which we are developing and looking at how we can bring our own staff but right now new Earth has been a key partner in providing students with those wraparound services and supporting and nurturing them as they realize their Limitless potential attendance has increased and it is improving students academic prospects and chances for graduating as you can see where the hundred percent attendance the average student is 81.5 credits deficient and they're in an accelerated model where they can move through the program and instruction and these are some really happy kiddos here in the program yes so what are we doing we are doing individual learning plans where students course Lowe's or Taylor today needs to support them with getting back on track and graduating as soon as reasonably possible we are collaborating with Culver High School to create we have collaborated to create an admission protocol to identify support Student Success between our two schools a culture of care the faculty and staff a couple parts they close attention to the individual needs of our students and we are proactive and connecting with students to appear to be struggling celebrate Clover Park celebrate the accomplishments of our students from a tendency to course completion we acknowledge the small step students are making to wear the grant to wear their graduation and future goals I have your way all right so at our core we Lead With Love by Leading with love we embrace our own vulnerability openly acknowledge our imperfections and share how these allow us to learn and grow together we are relationship-focused authentic relationships allow us to express our genuine cell we support one another support provides the encouragement needed to meet challenges determination and a positive attitude we Foster creativity which house is it about resilience resourcefulness and confidence and most importantly we Foster Joy Foster enjoy positively in proves physical and mental health as well as overall well-being didn't want to seem testimony and the following us some actual student testimonies from students at Culver Park and you can read them but one of the one that I think stands out the most to me is from one of my students where it is individualized and works with each person not the same thing for everybody that is exactly what we are trying to do for Cobra Park our students are all talented and give and it's nice to see their creativity being realized thank you we now are open for any questions that you might have and thank you for letting us share about this excite opportunity for students we can commence with our usual rotation please board now I did send doctor Baxter questions ahead of time and so I understand that some of these will be followed up in a separate time but you know for the public I would like to let them know what my questions are and the first one is a tent this is something that this is my question from the beginning back into it with the when we were planning for Clover Park High with acting how rcph students going to be flagged for intervention for credit recovery at a tease and eventually Odyssey keeping a CD out to Culver Park High maybe maybe you can share a flowchart in the future of how that works out and what happens even when they decide not to go to great because somehow they still need to get some sort of intervention and if you could also be shared just aggravated that up for Cici to support these actions in birth chart the the other thing that I did see I know that you didn't ask Nick and Rachel background breakdown in your in your presentation but also I think that as some of you know it if we can get down also to our unduplicated like a are there other categories as well I think we'd appreciate that and my last question is more so about the projected Financial impact of reopening Culver park and if you could in the future include funding source in percentages or any large percent expenditures that we should be aware of in the August board meeting regular board meeting or might not have been regular and one of the August board meeting there there was something that came to us appalled and I know that we were going to do some patches or something in order for our asphalt to be better for our students so you know and maybe Mister Reynolds would be turning in on that as well and I know that this does not stuff that you are ready with now but I'll let you know I thank you so much for this and that it makes me think of more things in order to support you but you act like I really appreciate you missing that and you bring to mind how appreciative we are of the Culver City Educational Foundation and they're wonderful donations that they've made for some beautification so excited to spend money so we thank you very much we will get back to you with us at their items thank you very much yes yeah that that identification process you know how students are identified with the important you mentioned that the minimum Target for a student in identifying students is being 60 credits behind do we have a sense of how many would you have a sense of at the moment how many students at the high school are 60 credits or more behind when we initially the list invited invited families to individual meetings with their students there were 37 students on the list after we extracted students from special populations which could graduate for Ed code on a door so that was 37 at the time not everybody is taken us up on the offer which is this always has been the intention that students often however as we progress the word is getting out about how wonderful and Fabulous more students I mean that the reason why this was so real time is because students another student enrolled today so the data keeps changing which we wanted to bring you verifiable data and so can you repeat that 37 was that including the special populations that have the Ed code right to a different kind of set of requirements or is that 37th after that population has been 37 students plus a handful that's the 60 credits or more behind population of the high school verifiable data always right what an Indian on it is absolutely National program some of those students may have said no thanks that doesn't fit you know what I want to do or their families may have said nothing said as we look at growing the program I know we had talked about in a target of 60 for a while do you or 30 in the first year I mean we've talked about different numbers and various proposals that we've seen overtime do you see us changing that standard find we have capacity focused on meeting student need then the number of enrollment we have the benefit of we were talking about extra funds that learning loss recovery money which is benefiting Culver Culver in our students so we're very focused on need right now probably keeping it at 60 and below for the foreseeable future and just making sure that we're servicing the students that meet that first set of criteria bacon thank you it's so good to meet you all be coming to visit shortly and it is to hear about Culver Park it's been it's it's been difficult in the interim without it there are three things that are of interest and concern to me when is Partnerships and I'm getting the sense that that some of these will be reported back on later so one of them is Partnerships we had a great deal of Partnerships with the previous iteration of Culver Park many of them were partners and so I'd love to hear and if you know anything about that now that be interesting and then I also continue to be really concerned continue being really concerned about the facility's it was not my hopes up that we would reopen at that location so I'd love to hear if there are any long-term plans for something different on which I would support and then finally I wonder what you all think about the name we also had discussed a name change for the Soul and Spirit of you know starting fresh so it and whatever can be spoken to now and later but I'm open to both thank you so we are looking at the Partnerships we have done I guess purse all the assessments on all of our students and of the 26th and we have creativity is one of their strengths and so art work so late is actually starting on Thursday as a matter of fact our teachers are operating art into the classrooms as well because we're recognizing that we have several artists and so we want them to have that outlet and we all know actually maybe we don't all know but when we stimulate the creativity of the brain that does help the intellectual component as well and so this is also giving many of our students who have not been acknowledged positively something that we can acknowledge their greatness for with reference to the name changed I'm fluent in flexible and now I'm just here to service and start my kiddos so you know what's really what's in a name I don't know the history but I know we are definitely in line to do a beautiful two or beautiful picture and whether the name because park or something what's going to be inside is what's most important to me I'm location I am in complete agreement with you but we are making lemonade out of our lemons you know we are beautiful and a campus on the students are taking part in doing that we're putting a library in one of our rooms and you know everybody is just enjoying being there so yeah we welcome a new facility most definitely but you know we're going to make do with what we have thank you so much thank you so much I have no question that it was a pleasure to meet you on the first day of school poster exciting thank you I would like to just say I'm sorry I'm missing at but I will also come and visit in person and I have just one question and that is we as you noticed have a student board members and I'd like to formally invite you to invite your students to participate our board policy 9150 is really exciting or Clover Park students because it says student board members met at the board's Direction Steve elective course credit for service board members based on the number of equivalent daily instructional minutes for student board member services provided and I hope that maybe you can put this into a fact the students from Carver Park and even the high school can utilize the board for them to receive elective course credit by participating and process so please please do the next time you talk to him please make this available to them as this is something that I think may be exciting for them to participate and be here with the second thing is something really for dr. Keller we have been notified that I'll take the window had a very strong alternative school and I would like to hear where where you see some similarities and comparison of where you see us girl ween how we can I know your your time and Dez has short so I'd like to hear where you can see envisioning Arc over park with El Segundo very experienced and macvicar I'm 5 or just I would say it I'd love El Segundo I know the superintendent while to break community in a lot about it but I will say Redondo Beach Unified School District has that superb continuation program an alternative Ed program as well and so let me just first saying this all you really need to hear the best thing he could do is start off with a great walk in first touch culture and I felt that immediately and not just with you but with the entire team smaller class sizes for for our students in this type of environment is ideal I know it's expensive I think we're off in the right direction I will tell you facilities I know a lot about that is an expansion of quite expensive request man you're talking potentially in the millions and considering the totality of the of the needs in this community it's pretty significant and so I would just say there are many needs in this district and I'm just happy to see how you a terrific culture and climate on a very limited facility budget if I applaud everybody involved in that and I mean that sincerely well thank you thank you everybody thank you looking forward to seeing you in person okay for first reading of weird policy 6142.7 instruction of physical education activity will start with staff thank you board president members of the board so the key information item this might seem very familiar to you all because we just passed this item last June however as we're going through fpm and we're in Anza we need to change just a small minor change on a couple of pages for our match Ed code for our upcoming fpm visit in December and we have to have everything uploaded by November so you'll notice that the language changes to say school says local superintendent or county superintendent in different places or designee so it's just technically language changes and we will bring it back at the next board meeting for Action because it's not a substantial change thank you I can't see much about this because this is this is kind of mandated to be updated I will support but I will also mention my ask from last time which is to make sure that we are compliant with providing PE credits or p.m. opportunities to the to the athletic teams that did not should be having that opportunity in 6. And at the time that was Cheerleading golf ball football and soccer I may be missing some but I the end but that has to do with how we hold our systems accountable to the policy that we have so thank you very much and I can update the Friday memory with that information identical no comments no, Isabel no comments for me either thank you so much for bringing it back and looking forward for the Friday memo to learning more about PE opportunities at 10.5 minutes trade on 5113 absence and excuses all right so 51 5155 113 after he been excuses first of all these changes are part of or the initial foundational piece of our chronic absenteeism plan that will be coming however what we did here is we the plan based on our latest gamete until the board has a chance to look at the resolution and how we integrate changes there and to support the policy of excused absences so for religious and cultural observations just of note the last policy for this one was written in 2003 so it's a very very updated policy some significant changes related to absences for religious reasons and events that you see kind of in the middle of page one that matches more current laws and the language that stricken at the bottom of page one has been revised a little bit to reflect that currently language but then it was moved to the AR so just those are kind of the two big things in and that first one there were questions about practices versus policy and what we realize they're against after we clean up the policies we'll be using these in terms of of training of site Administration and officers to be able to implement with fidelity close that gap of understanding if we did note what Mister Ray long talked about in terms of of holidays and excused absences and and how to tighten that up and we've taken that into consideration but this first read is from an updated gamete which is our foundation are there any questions about BP 5113 what would that be the end of your presentation well actually I should ask you is it better for you to do the AR altogether do the presentation altogether and if you are happy with it I'm happy to to facilitate that I am going to ask if we take them one by one so that there will not be confusion so that's that so we are now taking 10.5 are you done with your staff presentation that was 10.6% they are late for the AR the latest update was over 22 years ago on June 5th 2001 the guy did we use of 2018 African changes there more comprehensive definitions of excused absences it includes current laws related to allowable absences for religious holidays or cultural observances spending time with active duty family members attending a naturalization ceremony is working entertainment interest to industry or to perform in terms of nonprofit so we did take a look at mr. Levinson's comments about completion of written permission from parents and we'll have to dig into that a little bit cuz 48025 and 46014 seem to be consistent with what we have in the AR so are there any questions about AR 5113 hi I sold my first two questions I prepared you and I I sent you an email but I won't have to go through all of those things but I do need to go through some of them for the public so that they know that I'm asking some of these questions so and I'm sure that you will get you know that this is the draft so I don't expect it to be you know that you do the answer for all of this right now so my first question is thank you so much for letting us know that you use a 2018 base because and so my question is what are we doing I'm not so sure that we are prepping ourselves to use the most recent one because the mandated to be updated policy sample is from March of 2023 so I'm just afraid that you may have to up I don't want you to do extra work and updating this again when the I know that the Mandate the date issued was this past four so you might just want to take a look because I'm Ed code 46014 was updated in in June 2023 guess where we're okay so you might unlock the new sample I did not look at them side-by-side or anyting that's that's for for you to decide but I just know that it was mandated to be updated in in March 2023 and I've said this before and this will apply to the rest and I will only say it once but when we are cross-referencing the weather policies in a ours inside these board policies we better make sure that we actually have them on in our manual I did not go through each one and see but like I said because you are you're referencing them for up our community and they're going to go look for it we don't want them to do that and so it's my family's experience that like ours and this goes from practice to policy and policy to practice. It's my family's experience that even though we're staying that a parental notification is good enough in terms of an excused absence it when we're doing something like a medical excuse dental health care whatever it happens to be that that should that should be enough excuse absence but it is my experience that our various sites are still won't stop at that even if it's the first absence or or that you're pulling them out for something they doing the extra work of going to asking for doctor's note verifying when really maybe we only need to verify if there's a chronic abstinence or chronic truant it's for time and just to make sure that there's like a wellness check really and not to really tell our students and families that they're not trusted and so they I don't want to make more work for ourselves because we other things to do and there's something about the culture that like that why do we have to put this them through this and shouldn't they be valuing their wellness and if it is a confidential Healthcare appointment are we met taking them this interested in taking care of themselves are we putting up extra barriers to affirming whatever they need to do for their their own wellness and even in the case of this past spring you may remember that I was away for a funeral out of State and I took one of my students with me and I was I told them that it was for a funeral and that they would they would not be in in class for more number of days and then I was very sweetly but awkwardly that I'm sorry for this intrusion but please tell me more about the relationship of the deceased to my student and I felt bad that they that they had to ask him it seems really weird so like I just want to make sure that we're putting in place a policy and practice that matches that is in the spirit of what we're trying to do in terms of this week chronic and truant and absenteeism and not that we are continuing to question our parents so that's it so just I didn't put into the new information was 2018 that informs my email it you know what's going on with that. Thank you very much for this that's all for this one good evening thank you for this and I really appreciate the updated I'm look ear at the moment right the updated list of justifiable reasons for excused absences I don't know if it's a straight from gamete or you customized it a little bit looking at Edco to 48205 there's also a list it's almost the same but there are a couple of differences and I don't know if we've chosen not to list a few of the things in 48205 I'm one of the ones in 48 205 is basically participation in Civic events middle school or high school student news apps and pursuant we've chosen not to include that and I'm not sure if that was intentional or an oversight I would just like to hear at some point not tonight that's really a little bit if we if we left some of those off why we chose to leave those off in Ed code number 12 is the one that refers to 46014 as it is used here I think it is used correctly but as it is used in BP I think that's where the conflation is happening in my experience 46014 is about religious education not religious celebration it's about if you got like a an app School Church class right after School's kindergarten class or something like that that you are allowed to be excused for that up to four times a month but you got to go to school for 50% of the day to be able to do that so correct I eat whereas if using e a r it's it's a reason for an excused absence but I think we're it like I said I think we're it they start to kind of blend a little bit and would better double-check it is how they're using the BP allows its for resolution by the board to it band The the spirit or they say permissiveness of this particular law to include absences excuse absences for cultural observances religious exercise instructions equipment we will take that and dig deeper cuz one of the requirements of 4614 is it the people attend at least the minimum school day on those days so it's not a complete excused absence for the whole day it's kind of a half excused absence with our community because some needs to be complete so maybe that's one of the BP and just to double-check a little bit please thank you thank you so really really old policy the significant changes was about that religious the reasons that was in the middle of the so student absence for religious instruction or participation and religious exercises away from school property and just for reference we are used dammit as the standard basis for everything so we are not at this point we're not modifying anything unless it says unless put a note refers to what is your what is your current policy right but anywhere that gamma saying this is required then we're using their language so just to give you that cuz you I think you asked that you know we're not modifying the language and gamete at this point really just trying to use that as a base I think you are you start with board discussion other than the the question about a cross the recommendations that you made was the idea of a flowchart to kind of follow the AR with this and it's something that we are looking at incorporating into that chronic absenteeism plan so that we can take that idea of a flowchart that that's a are we are we are PP we are a Arden BP no thank you okay we are University don't have any question and a system to send letters out to parents when there was chronic absenteeism and so my question is is this going to take or to ask the Laredo just asked for which is the quarterly would it could be asking to do a report quarterly yes we can actually Force are the system to mail in in the reader you know the renewed language in our letters which we can also added is much softer it is encouraging students to come to school not threatening language if perhaps they are they are they are absent but yes it is aligned with the the flowchart in the timeline thank you okay now let me move on to ten point seven percent 10 / 10.8 first reading of revised administrative regulation 51 13.1 innocent they are k this the flowchart is chronic absenteeism plant that is the first we just coming before the board on 9/26 there was some questions that were were asked about identified resources we wanted to address that by talking about the 10 need sweet we have an understanding of handling needs of our students and why they perhaps would not be coming to school we're doing it with the interviews and we're talkin with our student we need to drill down and get to little more probable cause I'm so that we can understand what we're hearing more of is a gap in terms of a sense of belonging and connectedness like students to be able to be missed when they're not there as a culture and so it's about how to we shift in that that culture it was another question about striking a section in terms of informing who will pick up students we can't strike that because it's it's actually law designating who can pick up the students is there anything else is working from 2020 we will look forward member Laredo at other versions or more recent version it at it this is where it says add more comprehensive definitions of chronic absenteeism in truancy and then the specific steps and strategies to addressing the truancy which is where I guess you guys were able to see that's a good place to create a flowchart so that we can use that as a training tool with staff and and mitigate the gap between what our policy says and what the practice is I'm sure that kind of compassion and by the way I'm page for there is a typo on that says approved but it should say improve so on page 4D the last part said and develop a joint plan to approve the students at isn't it means to improve is it my turn okay so you see my my suggestions 10 2020 it should be fine because it's mandated not just conditionally mandated to be updated in the last sample was 10:20 and you know that I requested a flowchart for because I requested a flowchart to demonstrate the actual practice of this initial of all of these steps so that we are capturing our students every at every step and encouraging them to come back to school and sometimes it's not that they don't want to go to school it's because there is a barrier in place it's keeping them from coming to school and how do we solve for this barrier don't thank you for hearing my request for a flow chart of some of these they seem very don't want it say that like some of these seem very harsh because I send something as a such as a attendance review board like these these things are all a part of encoder government code and these are things that we have to have in our policy however if we can also help with the earlier intervention so that it doesn't get to there in practice and make sure that our intervention change from the words may to the word will then I I feel like we are not going to leave anyone behind now one of my questions was if we could do some and we why we asked for quarterly in terms of reports before if we can catch them earlier day for infants at the I'm making it up 9 whatever it is 9 time. Or whatever that quarter first quarter is if they're already missing five we don't have to wait until for them to miss 9 days of school in order for us to say there's something going on here at 8 so if we could add some language there and I think I heard you say that that we can't break something and get maybe to me but I only requested that a certain paragraph to be struck because it was repeated later on not because it needed to be removed but because there was a repetition so you can look into that and you don't have to answer me now but it looked like it was repetitive because you were maybe melding at it melding some things I'm not so sure you can push back on that the things that I want to go back to which I spoke about a little bit now was when we are staying attendance review or such a thing is is this County or is this state or is this either is is this end and these carceral type things have have we done this in the recent past is this at sing like if you could expand on their actual practice so we would refer students to our district starve we actually have we have a sarb with a partnership with Beverly Hills also because there was a small district and we would meet here we actually haven't sent anybody to starve probably since right before covid and we haven't done did anybody in all of that time to peace officer starve or juvenile court so we are really part of this whole chronic absentee plan will include Ken revamping what looks like to be a more supportive step in that process right and so we haven't sent anybody to any of those things in the last since right before the pandemic is that not only a culture shift but also a representation of how we are funded now too because previously we were funded on a daily basis and then we kind of had to go after some folks I don't know I wasn't I'm just asking if that was maybe a part of the the the formula and if anybody can can speak to that group I'm probably here the longest before me okay here as your director where I'm supposed to chair the starboard and I sat on it for the years that I was there and it happened at the police station and so those are some of the things when Cove it happened it was an opportunity to kind of revisit that to create a to create more support for families in getting the school and not beat making it so kunatip I'm so glad to hear that that that is not currently our practice although we need to include it in our in our policy I also I'm assuming that since you know you you answered that but also its weekend makeup classes at an actual thing or is it an actual available practice or like is that just something that we need to put in because it's Ed code but not we don't actually do that just as we haven't recently done start it is an option and it's something we left it in there because it's something we want to look at for that chronic absenteeism plan without having to come back and add it in just we just want to be able to look more closely at it as an option I mean I think that you know that my intention and I think it's this is the whole entire board's intention is to make sure that it's not punitive and that we are making two space a comfortable place to be and that we are not getting punishments if we need to encourage folks to be at school and we need to find ways to get a place where they want to be and need to be and continue doing that so thank you thank you for for this much these much-needed updates just really quick I'm as we talked about sarvan truancy and and some of the punitive stuff I do want to make sure the public is aware there's kind of some levels of this you know you're a kid is absent that absence can be excused your unexcused if it's excused and full list of Reason in the previous policy and and administrative Rags why it would be excused it's fine if you get too many of those you might become chronically absent even with excused absences that 18 quite a lot but a number of students hit that truancies on the other hand are the unexcused ones or you know skipping classes if you read the definition there and that's a that's a more aggressive timeline because you got kids who are not you know with permission and I'm not excuse to things like that and then you get the chronic truant and and and the stars and things like that I do remember a time though where we got to starve letter because we are on a family holiday for an too many days and the parents you no excuse so the parent justification was deemed not enough and so I just want to make sure that this adjustment to the policies helped us spend our time and energy on the families that are really struggling and offer them support but also consequences of students are making choices that they need not be making and not doing things like sending starve letters to a family who's got a death in the family child has been sick and missed a bunch of school for that and I think this will help clarify it and sort it when it goes back to the flowchart but we certainly have a chronic absenteeism issue I'm as do many many people at this point and so the kid who's absent today here or day there probably isn't a big deal and probably doesn't need the weight of the world and and and all that coming out there soon to have significant struggles and needs significant support. I'm hopefully this helps sort that out thanks they know anyone named you for having all of these answers I have no comment to thank you I really want to say thank you so much for having this very intentional discussion moving up to 13.1% service has a start we need 10 can I skip something apologize 10.9 first Reading A diversity equity and inclusion and cultural calendar we had a lot of public comment on that I think it's so much of it is really late where I'm at right now so okay alright summer vacation try to make this this distant we got a lot of input in data if the board remembers last spring we administered at cultural calendar survey to the community we got 1200 responses it had dozens and dozens of commemorations celebrations national International days religious observations cultural through we threw it all out there to get feedback and input as to who was in our community so this first draft of a religious holiday cultural observance calendar highlighted as pets elected those responses in terms of Cruz in the community with any sort of percentage so we you have Islamic Jewish Buddhist Hindu Ethiopian Hispanic Latino Pagan Wiccan Chinese Persian Christianity behind we have those members in our community as evidenced by the survey so the first draft seeks to highlight those commemorations commemorations and celebrations and observances for those members of our community we did for our largest percentage in our community which are our Jewish partners are our armed Islamic families we did explicit send drafts and reach out to get explicit input to make sure we were on at least the right path so I I want to thank mr. lockman and Mister rosenzweig and Miss Celine Raheem how to give a feedback I also want to add a thank you to be cash all over and over and Khan who actually added some pieces so the goal is to make sure at the site we know who our families are we have an opportunity to engage and learn more about each other and to be inclusive to something that Mr Guerrero and it was a wording phraseology training on these particular holidays in alignment with those who are of the of the faith of the sect of the Creed of the belief to do massive training so we understand but at 8 site because each side has got his own culture climate to be able to have an understanding of who and to be able to celebrate inclusive way I I know that I keep but it is an inclusive way so weak we have a lot of feedback from tonight and took copious copious notes and so I'd like to ask for anything back to continue the draft now I'll wait till they get to the resolution any comments or feedback or input on the cultural calendar I sent you mine earlier and so for the public I'll just say that I do believe that I know this is one step in affirming our students and families identities and this alone or the calendar or the resolution or the policies are the ARs don't alone make our environment. opening a identity affirming environment that we need to do we still need to do work on whatever is going to be weather is going to be in mou whether it's somehow shift our culture so that we are avoided we are holding Carlos our students and making sure that we are lightening the load for the high holy days and making sure that we are not putting in any big events big things that cannot be replicated and in a makeup day kind of way so I want to be clear that that that is something that we've asked for for a long we've been on the road since since the sociation and and that I'm looking forward to getting on that as soon as possible because I think the first is there I do also want to say that I'm sorry that this is a side quest but in due in looking up this I think our community had a hard time looking for all of our resolutions to match what we are on our way as well and because our regular do not appear in our enemy in our manual in the way that they appear at boarddocs right now so like if there was like a final Amendment or something like on a on our resolution we might have done it in you know voted on it and then it doesn't appear the resolutions currently don't have a manual and it would be great if the email that I sent you about this link the resolution and they don't match the cultural calendar so for instance there's three things I know this is so like you know there are three things that I know get me I didn't look it with a fine-tooth comb that that I New Britain since October we need to update that too from and on this on the calendar it says disability employment awareness month but on our resolution and on the city's resolution its disability awareness month for October according to board resolution 17 from last year Filipino American History Month also was added as resolution 16 from last year and these are not easily easily accessed for our public and for us so because when I asked about when you refer to a manual now I'm up the DVI web page is a list as it's a link of all of the resolution that we had several the 22 23 school year so alignment with a calendar absolutely but when you talk about Emanuel I do know what are board policy manual so a people have to look at so you're telling me that people have to go to departments and then diversity equity and inclusion and then I'm telling you I don't know and I asked people in my sphere at the district office about a board policy manual and so I just need to get I just need to get clarity working with District District staff to figure that out so I will follow up with them in a certain page which is which we've been calling our digital manual this is new language for us dr. Smith we are working on creating what will be a manual so yeah. They're letting the government manual though these are well I think you've seen them before there are you know buckets 1000 2000 to digital I understand the confusion it doesn't appear as a manual we are working on improving that we you were with us when we approved the contract to get a comprehensive support from professionals to do that to create a searchable manual so it's to come and in the meantime there has been language of talking about what we currently have is a manual but but you're right it doesn't technically fit the bill thank you for the clarification and so for the just two before it before I continue on that side quest with the with the manual I'm the last thing was that Chinese New Year where is a thing in there but it should be Lunar New Year and reflective the span of important dates for those of the Friday of ethnicities and religions that celebrate in different manners into the the revolutions that we that we are I'm passing the post to some of the most of them are dominant and accepted calendars yeah and so you know it. Kent is is is right about we need more recently I guess in the spring we approved a proposal for gamut policy plus however it was not I asked for a contract and that wasn't a contract it was a held to go into contract and I don't want to to it's okay if we don't do it immediately but I don't want us to lose out on that if there's a price change so if someone from staff could just please to be a fee on Wednesday the 28th they had this past year lot of conversation about that so it is it is born from ideas thought initiative from the AC yes just a couple of you know one that I flag you know with my own my own thoughts on that I think it's it's important do that again that the community who celebrate the various days are the ones who give me and put I can flag some of them but I don't necessarily practice these so I don't know what time they're a bunch of guys that didn't look right but I'm not sure the other one that's on their Day of the Dead is is on there is celebrated over two days I looked it up and found that out a lot of site I don't know anyone that actually celebrate it over two days so if there are folks out there I know November 1st is All Saints and November 2nd as they the Dead with your separate holiday related but not the same holiday you don't sweat love to hear feedback for the comedian that I did send him you know it's hard because there are  within many of these religious and faith things like that one of them was the listing of reformation day is a Christian holiday are Christian but the other Christians not so much do we go down that level of of you know who who within the various face celebrate that I think that's a 48C to try to figure out the same thing with with wording and wordsmithing I think that's going to take a while to get right but again the more folks we can salt on that for eggs take lent for example it's not on here but which is fairly major holiday for some if we were to say for Lent during Lent Christian please don't eat meat during the week I think we need to be very careful of absolute statements like that because while we are trying to honor folks and acknowledge how folks celebrated we're also not trying to become practices police and with something like lent and not eating meat during the week some Christians do that other people may be Christian but they don't do that and so you know conditional phrasing like mini Christian without trying to suggest a litmus test will if you don't do this and why I completely and that you know we're not monolithic communities one person of this fate doesn't speak for all people of this face so I recognize that so a living document just getting out to those different communities as much as possible and then including the AC the equity I'm just not sure that that's what I believe we are looking toward in terms of changing impacts for students because it doesn't always necessarily Translate. a policy that is the day today for a teacher is going to translate into you know the slow warm or even radical change for power students experiences what we've done up here at the day so I'm much more interested in the model that you're already entertaining extending to staff so I just wanted to put that on the table I'm looking forward to hearing about how either mr. long and and he is supportive of or some other sub cohort of Staff including classified team members as well as can come forward to feed into this process so that it's from the round up or or has that buy in and then of course I would I would expect policy changes to I know it's a it's a and there seems to be there has been a lot of input into this and that clearly that there needs there's a need for more input for example I think that there is the Mexican Independence Day are Rhino Los Angeles has the third most populated follow the Raynaud's and you know second to El Salvador I'm bringing that up because there's many I haven't seen the survey I would love to see the survey to see how if we capture the like what are the ethnic background our students right we're not just letting you know where Latino Mexican American some other a note from Costa Rica from Puerto Rico I don't know what it looks like in Culver City if we capture that I would love to see that survey and see what the results of the survey that we did so please if you can make that available that would be great also we also do send acknowledgement as a board and we don't acknowledge our native community in our calendar so I'd like for us to make sure that we are intentional even if we very small percentage it's part of our culture that we've now have implemented and and I really think it's important for us to capture some of that they are because they are the original land inhabitant where where we're standing here and and I just think we need to acknowledge that and I like to end by simply state the premise of this discussion started by us recognizing that there was harm being done to our students we keep that at the Forefront right how can we prevent alleviate reduce eliminate farm that is being done to our students Dairy put the system in place right so that the farm is bolted so it's like lemonade the harm and put the system in place and I believe what I was hearing from our Pub today is that the harm is going to continue this year this is a long process and we need to think about how can we stop the harm this year and for the system in place for that the harm does not can continue to pray navigate forward so that we can protect our babies are student thank you so much staff for the presentation now I'm going to move us to 13.1 puppies for going there I do want to respectfully asked my colleagues to please follow the order that we are doing the week agreed upon at the beginning of the meeting and please please please wait for your turn to have your discussion I acknowledged that board member of the corrected by dr.
