or 22nd uh and we will start by doing a roll call do I do the roll call or do we someone else do the roll call or do I just say all members are present great we'll note that all members are pressing Pledge of Allegiance do I listen to the Pledge of Allegiance please raise your right hand over your heart let me begin great public items our public comment on items not agenda I don't know I assume we have no comments in person I don't know if we have any comments virtually but now would be the time we have no comments no great so we will move on uh and receive correspondence consent item consent calendar items I'm actually trying to read this is my first time reading this kind of format and so I'm trying to figure it out we deep consent first great um and do you guys take public comments on every single item of the general a motion for what yeah okay we'll do a motion to file the correspondence second so move my mayor Brian so I can buy vice president lauretta all those in favor say I I great action items we will start with a did we not just do that okay I thought we just loaded did we not just that okay and now we get it okay and now we got a consent second item C1 um approval of the minutes from the November 19th 2024 meeting session so okay all those in favor say I I actually I don't know uh we'll start with item A1 yes hi hi everybody can you hear me yes okay thank you uh good afternoon my name is Sammy Romo I'm um senior civil engineer in uh for Culver City Public Works engineering division um wouldn't give a very brief staff report on the um on on on small cell sites and their proximity to schools and parks and then I'll be more than happy to answer any question that that you might have for me so very quickly um for small cell sites federal law limits the amount of radio frequency emissions the general public may be exposed to for most applications this is about 6 feet from the pole on which the small cell side will be placed as long as the proposed small cell site is in compliance with FCC radio emissions exposure requirements local agencies are required to approved these proposed small cell sites however our city ordinance states that small cell sites should not be placed within 600 ft of schools or parks when when we City staff review a small application from telecommunication companies and the proposed small cell site is within 600 ft of a school or park we typically tell the small cell applicants to find another site at least 600 feet away or show us how it's technically infeasible to do so it should be noted that the telecommunication company strategically locate potential small cell sites to target areas of high demand for the from their user if other potential sites do not satisfy their coverage needs they will state that it's technically infeasible to place their small cell site elsewhere so this concludes my staff report um if anybody had has any questions for me uh I'm I'm here to answer any questions do you have a public commenter online did you say we have a public comment okay okay sure we'll take public comment right now great Brian Sanders do you have a comment on item hi did you do the uh public comments off agenda yeah I think that's right now are you that's right now off agenda oh no we already missed we already passed know I I joined rise of the meeting started look I rearranged my whole day to be here to speak off agenda could you please let me speak off agenda this meeting was not properly noticed that I opportunities uh we have a continued public silence and items not on the agenda at the end so we can take your comment at I won't be able to meet then and this is the only time available and the meeting said starting at 4:00 I joined about I don't know 2 to 3 minutes ago I don't think I was out for a clock we did take public yeah I know I rearranged my entire day to be here for a meeting that was not properly noticed this is not in following the brown act so like an opportunity to speak on off agenda if you don't mind you could this is there's a there's a would that be all right with you it will be it will be short okay great thank you for allowing me to come and I'd like to express my deep concern about the bad faith demonstrated in how meeting was handled the lack of proper thank you we are gonna continue public comments and items not on the agenda at the end of the meeting so would like to so I won't be able to meet now is not the time to be making those comments we are on item A1 so if you have a public comment on small cell sites and proximity to schools and public parks now would be the time to give that comment but if not we're going to have continue with this meeting doesn't sound like that comment was on item A1 so I'm gonna assume we have no comments and item A1 do we take a motion a second before we have discussion from the committee okay we do that okay so is this just the information item in terms of and thank you Mr Rama for attending and providing a uh overview of Federal and and local jurisdiction as it pertains to our small cell sites um is there any recommendation for any amendments or any cause to concern of uh the policies as we've seen them being administered whether we're hearing any friction from um anyone trying to request sites I know that we've had several um not recently uh but we've had some that come up and we've had neighbors who've concerns but I'm just curious if you know what's the current temperature check or are there anything that we should be aware of as we I want to be mindful of our young people uh and of course ensuring that we have access to communicate with 1 another yeah I I um it yeah this is this 1 can be a controversial topic um no welcome to local government hey yeah no kidding um and uh you know we we try to get the telecommunication companies to to play ball with us you know crown castle Verizon AT&T uh those are the the main ones um and uh for the most part they do you know we asked them you know hey guys you can you please consider a new site um and um you know they they tell me well you know we're required to do so because you know for the FCC requirements we're in full compliance with the site that that we're proposing already so um but in the end they they you know they they want to be a good partner um and they do go the the the extra mile so to speak in um presenting other locations um sometimes other locations are just not technically feasible um now up to to to date there have not been any um in small cell installations uh installed within 600 feet of a school uh there have been some proposed and we pushed back on them and uh there those those applications are still in the wait and see phase um but they still have not um been approved or resubmitted and or approved so you know for those sites that are within 600 feet of a school so um that's good news for the schools but um that's where we are right now in that effort okay thank you I appreciate that update and in terms of the number of uh applicants that are in the wait and see do we have a are you able to disclose uh for the public please uh number that are uh the approval process or in the queue well the ones nearest schools um there's 1 uh near Laona there's 1 near school on Overland and sotil um is that very good very good in elementary I think off of Overland so um yeah I'm sorry you're right Khan um those are the only 2 I can think of um the 1 on off of La bayona is on the other side of the street of Washington Boulevard and further down West it's still within that 600 foot radius it's about currently it's about 100 150 ft from the school um that they're proposing and then the other 1 on elring Khan um that 1's further north on Overland Avenue about 200 feet from the school roughly um those are essentially the oh there there was 1 in uh near El Marino as well actually right across the street but um that that 1's a little bit closer than the other 2 but um no they they those are on on hold for now I I I don't know if they're going if they plan I don't think they plan on installing those um but I can get back to you regarding those locations sort of have a report back or just um have have General awareness as to where when and where there are um proposed sale sites near um uh our schools um and um I think it would just be good to just have a flag if we're able to sort of um create that as sort of a procedural um chat just so that we have awareness um but I'm happy to hear that uh our uh corporate Partners I guess are willing to work with us and around our concerns so I hope that that continues as we move forward um so yeah I hope that we can hear back from you maybe I know the speed of these can vary uh seems like no real cause for concern at this time so maybe we can just have um an annual touch base bag to kind of just know where we are on these items if if needed if there are items um coming up as it pertains to the sell sites is that does that sound reasonable on your side that that's fine with me um a lot of these sites get uh protested by the the public yes um when when when they find out about them and so at at that point when and if the applicant is approved we will take it up to city council as per our standards um that's a standard procedure so you know the city council will definitely know about it know about it uh you know that's that's more on a month-to-month basis so to speak as opposed to yearly so but yeah I I I I can do a yearly update and that's not a problem for me and and um not the not all of the cell size but just the ones near um our our school sites correct speaking about for this body but yes I'm very familiar with those hearings and thank you for the work that you do to prepare uh the body for that but thank you again for your uh presentation and as for taking the time to answer my question you're welcome mayor Brian do you question uh thank you Mr Romo uh just regarding for the public the 600 ft radius is that that's a council policy or is that an ordinance and that's I believe it's because of the um FCC law that you mentioned it's pretty much a suggestion on our part right it's not an possible um requests yeah it it uh you know the FCC governs the land so yeah we we we did the city make an ordinance establishing that 600 feet but um yes the telecommunications companies tell us um yeah that's nice uh Sami that that you had that ordinance but you know um we really uh have more than you do is essentially what they're telling me um and uh so that's that's the kind of back and forth I I have with them on the on on some of these applications okay thank you for the clarification thanks mayor um thank you Mr Romo for being here today um we've we've spoken before and uh I do have 2 questions 1 of them is just about like protocols in general and if you could go over that with us a little bit because from what I understand you know um you do push back on the ones that are trying to be placed within 600 feet however last year uh there were notice is that went out to Residents within a certain you know uh location within the proposed site however our uh schools themselves were not given a heads up because they are not residents and so uh how this came to me was that the residents around those proposed sites got a letter and then I um and then started asking about it so um that's how it came to the uh to to our attention and so I'm wondering typically I think that you and I have spoke that and you had repeated earlier that typically you push back on these because they shouldn't be placing with them without within 600 feet but also is there a way that we can be if uh that um that it's not just the residents that are alerted um it's also uh it's also the school schools that are alerted I don't know if that if they automatically got the um the notification because that's what you know is it's only triggering for residents or is that something that you can speak to well I mean I I'm the 1 who reviews the applications so if I find 1 that that's within 600 feet of a school I I I I can take it to the principal of that or or or the school board and let them know hey this we we received this application um just letting you know that we're reviewing it yeah I'd be more than happy to do that that's that's not our problem um you know the the the the mailings uh you know we uh I have to double check to make sure um it it's more it includes more than just the residents um but the the schools and and any other businesses as well so I'll I'll have to check up on that but yeah definitely I can let the school board know and and the principal of the school back on because we have this place um you know what's uh what's really clear to me is that we let this process of saying okay we're going to the the city's going to push back on the 600 ft and not allow our you know our school community and the residents around that um having anxiety because they know that their uh that our corporate partners are not uh aligning with this 600 foot ordinance right so I don't want to unnecessarily cause an alarm within the community um if we don't have to write right is there so the second question that I have is um in is this the only uh so they can have as many sites outside of 600 ft like around the schools right so they could at 601 they could have multiple sites around this the schools right there's no other ordinance is that uh protect uh not protect but um are there any other ordinances that the city has in regards to small cell sites um not that I know of um yeah at 601 feet yeah they're they're free to to install as as many as they want to but uh you know that this is their money and they they want to spend it wisely as well they're they're going to put uh where where they feel that they need them um I don't know if that answers your question but um but yeah I they they like I said they strategically place these uh small cell sites where they feel a need and a demand and their dark areas and they're not getting as good reception um so that this is they're trying to fill in that Gap thank you so much Mr Ramos uh thank you Mr Roma for the presentation I don't have any continued questions at this point thanks colleagues for bringing up um questions but I just wanted to open up for Mr Dr Lucas if you I don't know if you have any questions or any comments and that it seems like you have an answer thank you uh for that presentation we will now move on to A2 discussion of potential Partnerships between corporate Unified School District and the City of Cooper City for the 2020 Olympics thank you and I'll present a brief staff report my name is Jesse Mays I'm assistant city manager and I'm filling in for John nachbar here on the panel he's away um last September the city council asked staff to go out to relevant boards committees and commissions including this committee and um asked them to consider and make recommendations regarding policy and program choices related to the 2028 Olympics so the 2028 Summer Olympics preparation subcommittee which consists of Mayor Dan O'Brien and vice mayor Freddy puza have been tasked with collecting the input and bringing it back to city council since 2023 the city has held 1 public input meeting for general public input and another input meeting for boards commissions and outside organizations including the school district I believe Dr Lucas was in attendance um related to Gathering ideas for what we could do uh to participate in the Olympics 2 broad ideas that were generated by public input relate to the school district and they were number 1 potential programs that highlight and celebrate the diversity in Culver City Schools such as language ambassador program Parade of Nations or avpa performances and the second was uh partnership to program uh Olympic rated related programming in the frost Auditorium these ideas are just the starting point um we will report any recommendations that this committee makes back to the subcommittee for them to take to city council um as a recommendation so that ends my staff report thank you so much for the presentation I think that we take public comments and item A2 so I guess now would be the time to raise your hand if you have public comments specifically for this item so specifically on an item related to a potential partnership between the district and the city the 2020 Olympics now would be the time to raise your hand and give that comment now and if you have a comment in and that would be the time to submit a speaker card we've done great none um so my hands raised oh is it still do you have a public comment on it yes okay yes I think the this item should not be discussed right now uh this meeting is out of compliance hasn't been properly noticed to the public and in proper public notification uh for regular meetings requires a 72-hour agenda posting and for special meetings at 24 hours notice is mandatory posting the agenda just a few hours before this meeting today is unacceptable and it denies residents their right to participate fully the city has emailed today and claims that they post most of the agenda in hard copy on January 17th at the location of the meeting where you are right now but that would indicate that today's meeting is a regular meeting because that was 5 days ago uh however it was just um a few hours years ago posted to the city's website in advance of this meeting and it states that this agenda uh this meeting is a special meeting so the notice of the meeting on the city website is Alden behind a link to the over City Ledger star page even right now if you go to Culver city.org and try to look on the meetings page you cannot see this meeting linked or referenced in any capacity at all and that limits Public Access and participation the incorrect classification of this meeting as a special meeting of a regular meeting appears to be a deliberate workaround to cover for the city and school districts failure to meet proper notification requirements special meetings are intended for Urgent matters not to bypass transparency obligations so this meeting should be adjourned furthermore I do urge this committee to continue the item that pertains particularly to A lender Street and to have a properly scheduled and adequately noticed meeting as you can tell there aren't any the representation here is very poor residents deserve an opportunity to weigh in on decisions that directly back then and I'm and I'm certain many are unaware of this meeting due to your inadequate notification I strongly request that this matter be addressed at a future meeting the Olinda Street item um so you know in that meeting please please make sure that it complies with legal notification requirements to ensure public participation and again I do strongly recommend that you adjourn this meeting given the wide change of evidence that shows that the city and the school district are out of compliance and properly notifying the public and giving them an opportunity to participate I guess that's it for public comments uh colleagues do we have any questions on item A2 Council good morning so is there any action that you need or um I know there was previously a big list I don't know if Council had this of all of the potential overlaps I apologize uh all the there was previously a list of all the potential Partnerships that came out of the subcommittee if I'm not mistaken but that was some time ago so I don't know if all of those um items are still active or is there something in particular that you need um feedback on other than General support yeah this is really meant to be a discussion item and you're right there was a huge Matrix of policy and program ideas most of those were going to other groups you know there's a whole bunch of board commissions like the sister city committee the Historic Society um the bpac um a lot of different areas relate to the Olympics and so we wanted to get sort of the relevant body to weigh in on them these 2 ideas the um celebrating diversity and the partnering on the Robert Frost were the only 2 that pertain to uh the school district but obviously if you have you know other ideas um those would be welcome as well I mean this is a gonna an ongoing discussion I think over the next couple years but we really wanted to just get it started because we're trying to um start to sort of narrow down you know what what we're working on in the city and what we're going to be focused on just because you know we can't do everything and so um any sort of broad direction that you could provide I think would be helpful or just even just a willingness to you know from this body to partner on the frost I think would be be useful thank you for that um Clarity and um I mean I I guess I defer to my colleagues here from the school district in terms of the capacity and um you know the ability to support the request from the city's subcommittee um I will just say uh in terms of at you know the last couple of days have been quite a doozy for those who are not engaging in self-care and are looking at every executive order and every um news bit that is coming out that is very concerning um if you are not a heterosexual white male uh and even for that group there might be some folks who are uh concerned about some of the have Lions although they don't seem to be the target of any that I've seen so far but there's still time there's still time um so it would be really great I say all that to say it would be really great to have uh the district lean in and support uh many groups that feel uh targeted and and might be feeling unsupported in this moment and also as we look forward to 2028 so if there are ways to lean in uh provide resources and support to again communities that are under attack at this time uh directly uh in those who are just um reading for their time in the queue uh I would just really be appreciative of those efforts so uh I'll I'll conclude my comments there different amount colleagues um I just want to I mean regarding to the um Olympics work it was that actual honor to be a part of that committee that was a couple months ago and it's very energizing to kind of come up with those ideas and the different thoughts about how we can showcase our students and our districts uh here here in the city I don't have any particular request of the committee in regards to this right now but besides just a general commitment on the part of the district and I love my board members also chimed in of like being being Partners on this effort you know looking at our facility uses and uh you know again kind of creative and innovative ways that we can um that we can jointly communicate how wonderful Culver City Unified and Culver City as a city is is to um the world out there as we um start um planning on these activities mayor did you thank you um yeah the only a couple of I guess uh requests on my part um I think it would be a good idea to either carry this over to the board I don't know if you have a subcommittee on this within within the Board of Education um and also something a little more urgent I think I'm learning from conversations with some Nations that are trying to decide where to excuse the pun plant their flag uh both during FIFA and during um the Olympics is facilities uh use um they're making these decisions if not this year within the next 6 months um because uh locations are getting gobbled up um you know the nations are uh having Communications with cities um and uh I imagine school districts have uh athletic facilities that could potentially be used for practice for a nation so um I I would just request that a conversation be had on on the school district's part whether or not you would want to share your facilities it could be an opportunity for you know income revenue for this for the school district um and uh yeah I I think it would be fair and a good idea to have kind of an idea session on your own side um for other opportunities to to bring back to the city that's all I have thank you thank you mayor vice president do you have any comments very briefly so um just so you are aware um our business services team has is starting a transition with review doing our um the way that we booked facilities um and so while uh while I'm very interested in partnering with um this uh with Olympics or with like you know any feel-good partnership like this you know 1 of the things that I'm very um protective of is to make sure that we are setting um protocols in place so that our facilities are protected and used in a good faith Manner and um and so that's something that I think our new a newer assistant superintendent of uh business services and and her team and her evolving team are going to take a look at in the future and um and make sure that you know where we can be a partner of course we're going to um we're going to be a partner but um I really us at the district as a board to be good stewards of our facilities and um in the past there has been some Partners who have misused our facilities and we want it to be a place that um people feel like we take care and pride in our facilities and um and when we are inviting other people to use it that they are passing it off well so that's just something that I wanted to make sure that the public knew about and that you know you knew about is that we we are looking you know um especially uh in terms of balancing that you know are we are we giving the right rate to to our partners and are they using it um in the best ways possible so thank you yeah uh thank you so much um and I don't have much more to add other than I will work with the superintendent on bringing some type of conversation or feedback to the rest of the board maybe collaborating with uh business office team to see what we what would a partnership look like and what kind of facilities would look like and maybe we can either report back to this committee or the Olympic subcommittee or somehow someway uh get that information to you because it is really exciting I mean the the idea of partnering on that 1 and making sure that we can showcase our facilities and our students is always my collaboration that I think that we're all really interested in in collaborating on and so I think you for bringing this item and I look forward uh talking with the rest of the body on what that would look like in getting that information back to you all right I think that that's it I'm A2 and now we'll move on to item A3 discussion on Street permitting and parking good afternoon uh board members mayor and council member um my name is Andrew Maximus I'm with that mobility and traffic engineering manager with Culver City Public Works um this item was brought before you as a result of um the requests from our city council at the uh previous meeting on January 13th um at that meeting there was an item on the agenda which uh established some parking permit parking restrictions in the neighborhood just west of the high school area um and uh the residents of that area just west of the high school have gone had gone through through the uh City's policies and and procedures to establish those uh restrictions there were current restrictions um some of them are modified and another Street was was added to the mix in that in that small pocket neighborhood um however you know the the the procedures were followed it went through the process the last piece of that process was going before the city council for for approval which which the council did uh however during the discussion there was a request to bring this this topic and and issue up to this committee um and um in hopes to have a um you know looking to collaborate on any next steps and trying to um explore and in all solutions related to the impacts um that um spill over into residential neighborhoods in the city uh this primarily centered around um you know events and or um you know use of the fields that are leased out by by the school district at certain uh areas around around the schools um so this area was the west side of the the high school there's another neighborhood just south of el Marino that is also exploring the process and looking to implement permitted parking um in the near future so the know this this item is to kind of you know as of now there aren't any requirements by the school district to notify the city of any um events or least um activities that go on um however we have seen those those impacts and that's a result of the the residents requesting these parking restrictions so um the the hope today is just to open up this to a discussion and and again try to collaborate try to see how we can be partners and what we can do um to try to mitigate these these impacts to the residents thank you so much uh we will now hear public comments and item A3 so if you have a public comment on item A3 straight permitting and parking that would be the time you either submit the card or raise your hand no cards I see now hands great uh colleagues do we have any discussion on that Council McMahon thanks yeah I requested for uh or asked a series of questions thank you for I've been here I Mr Maximus and for your willingness to present on this issue but I was a little concerned with um the issuance of the uh permits if we didn't have a plan for um what happens to guests of the district when they come for events uh in terms of you know I don't assume that that's going to stop so uh just wanted to make sure that we were working uh hand in hand uh that you and the team team had awareness of this change and that we are planning um you know just in case another street is impacted um because of this shift you know um I'm just want to make sure that we are making um good plans to ensure that our school Community uh can enjoy the events that happen on campus so um I'm glad this came back uh so quickly and um you know if y'all have ideas and and ways to support uh family and ccusd members coming out to events um we'd love to hear it and and be good partners in that respect so that was the intention here and and we hope to continue to be in Partnership on this issue great thank you for that I do have a couple comments if you or you want to go to the the other Members First okay great um I I just I appreciate the up and the fact that this changed and was communicated to us so we can do proactive planning kind of an R end to kind of help support exactly what you're saying uh this morning in regards to making sure that we have adequate parking in place um um and so there's other other um things that we've been thinking about in regards to this to increase signage sorts of opportunities of you know where where parking is available on split District properties um increasing uh some new and unique walkways um through our campus to the to the um to the field you know basically instead of using the back side of the campus using walkways from the middle school parking lot if you know the area I'm talking about and kind of making that very clear about directions on how to get to the events um and um and then also um I think a big part of this work and again I appreciate the heads up is the frequent communication with our community about some of the changes that will be impacted so we had this event coming up here's where you can park on our other properties we'll have signage to guide you to the right locations I mean those those sorts of things are the strategies that I feel will help a lot of communicate and and let let folks know about some of the changes when they are um experiencing the restricted parking in the neighborhood and then of course keeping uh keeping cars and and and folks and I I know we have some folks in the audience here in regards to walk walk and bike to events too right so kind of encouraging encouraging those efforts as well um but having appropriate and uh frequent communication around some of the changes and some of those strategies that I have not mentioned to a big mayor do you have comments thank you yeah just quickly I I just wanted to say I appreciate that um I do oh actually occasionally see um come up because I live in near the high school in the Middle School uh people driving around campus where is the football field how do I get or the basketball now on Court and um uh being able to communicate that also to a way um schools that are coming to visit uh I do think I think it's a really good idea I've never thought of is you know creating a directional pathway from the middle school parking lot over to the athletic complex um because that's you know you would you would have no idea if you're not from here how to get over there um I think those are good creative ideas and obviously always communication is great so I appreciate it thank you can you buy for me um what the typically the permit parking is like you know you can park here without a permit you can park here for up to 1 or 2 hours and like is is that the same that's going up around that because I I mean I I'm for it like but I'm just I'm just wondering if that's you know is there also a concern also perhaps that it's not enough time for folks to come in and park and or just not enough parking because of the these restrictions yeah so in this particular area in the west side of the high school the uh handful of streets I already had parking restrictions that included a 2-hour um you know you could park anyone from the public in park for 2 hours uh and then anything beyond that would be cited unless you had the permit um that was 1 of the what we call off-the-shelf or pre-approved restrictions for the entire city and if any neighborhood wanted that restriction they would just get their petition submitted to the city and it would be implemented which is what happened there so uh what was what was going on their impacts went beyond um that restriction so they were seeing folks that were either parking there longer than 2 hours or the amount of people parking in their neighborhood for those 2 hours was just so much that it was creating an impact for their neighborhood and that's why they uh submitted the petition to um have uh an to change that restriction to basically not have to our parking and make it permit only uh for I forget the duration from for most of the day so that's what they petitioned for um as a result of what they were experiencing so in the process was that they you know they submitted the petition as well we did our own traffic study so anything beyond what pre-approved we do our own parking study and validate what their uh concerned about so um typically even with these restrictions in place like a heads up from us to the city wouldn't actually help individual Parker like people who decide not to uh you know Park 3 blocks away and and walk or roll in right so I mean it's also it's also maybe not just signage about where the else they can in part but also perhaps the consequences of parking in a in a spot that they should not be parking in right and so that we can also avoid any um any ill feeling about the uh the folks that are not aware of this new signs going up um uh but overall I think that we should not be also exp our public did not come and expect to Park right next to the field um on a high you know uh like on a graduation day or or or on a football game night that shouldn't be the expectation and maybe we need to work together to um maybe this body needs to work together in terms of providing more options for infrastructure that will allow for you know maybe it's talking to city bus and saying like hey we have a football game like maybe we want to add a special football bus route I I I um maybe that's that's more of an answer um in terms of lessening the traffic to our events um because they're going to park somewhere and somebody's going to be um inconvenience no matter what because our parking at the middle school does not hold everybody that's going to come to a graduation or to a football event um some of our other smaller events yes but not uh not those large events so maybe we do need to um contact Miss Turner at um at city bus in order to to try to do some of these more big event things next year um just taking um recalling input we received in comments from the uh the residents that requested the permit parking um I think it's less about the um football games and graduation and I think we could even maybe reverse engineer this in a way where those Events maybe parking is allowed on the streets but it's more the there were a long long time neighbors who expressed there's just more events um than there ever have been that they've been experiencing and they they come home from work and they can't park in front of their house um that's what they were expressing on the calls uh during the comment session um but yeah the average those types of events right the the ones that whatever they are um probably the on-site parking would suffice whereas yeah big football game or definitely graduation I mean people Park on my street 4 blocks away for graduation so um yeah that there's not going to be enough space for folks for those definitely so this is not about the big event that the that we put on it's more about our partners using it go ahead just I've been involved in this issue for many years now going through uh I think Brian's my third superintendent who I've had to introduced to this issue so I think the residents are most bothered from what I've heard by the events at the frost um and that is for a lot of reasons um but that seems to be the biggest impact and and part of his timing I think because when those events happen is when they come home from work and um they can't find a place to park and then just I think a a lot of Neighbors on that street just um you know right or wrong I think feel like um that there shouldn't be private you know private events being held there it should only be school related events because that's historically how it was used before the renovation so I think that has something to do with it but um like like the mayor said I I think it's really the events at the frost so I I'm curious and I'm seeing the mayor disagree with me here but I I'm curious to hear from the superintendent um you know when with those at the frost are people directed to park at the middle school and is there enough parking at the middle school to to um serve all those people for the frost because I think if everyone who went to the frost parked at the middle school problem would be solved um I I would ask uh I'm sorry sir I just heard uh Mr May's asked the superintendent question so I wanted to make sure before we vented it out the different question that the superintendent could answer question about cap capacity if we had that capacity sure yes so there are there are directional signs to um to for the frost events for folks to go to that middle school parking lot um and then they are directed to walk you know down a Linda and we are have actually implemented a change 1 change I know this other requests of the community around the frost but 1 change they requested which we've started is having folks go to the back door of the frost so they're not kind of lining up there on the Linda so they're kind of going to the back of the frost where there's another Lobby that we can go through so helping that uh you know once folks are coming down and they're getting you know in on to onto our property basically instead of onto the onto the sidewalk um and so uh but in general I the the middle school parking lot for the evening events uh I understand uh is generally sufficient so yeah we also heard from the uh residents the applicants for those changes that in addition to the big high-profile events that they're over time the most recent you know several years there have been an influx of activity and parking activity for uh you know the the day afternoon early evening so like your flag football AYSO that type of thing that was occurring in those fields on the west side of the campus uh of course also the the weekend afternoons so that's that's where we did our parking study where those those times of day the afternoon week weekdays and during the day on the weekends um and that was part of you know obviously they mentioned many times football games and we ended up doing our study not on a football game night I still saw those similar type numbers um for those least least events so it's a little bit of mix of both and you know I'm here from the city Side to say I'll be first in line to help coordinate you know especially those big events what we can do and and bring over city bus to the table and and see what our options are collectively on having a solid Transportation plan for those big events I I'm sure the neighbors don't mind people parking for graduation it's a it's a great occasion but still to encourage you know different ways you know if there's capacity in 1 our parking lots off of clover Boulevard and then we can have a small shuttle or whatever the case may be be first in line to to coordinate that discussion um but yeah there's also this other uh concern on kind of more of a day-to-day basis um yeah I think the the frost concern I mean we all there's a resident in that neighborhood and and kids who went to the schools there um frosted more impact east of the school and and on and that way um the permit parking area is to the West that that it's being asked about is to the west of the school uh near the athletic complex so as Mr Maximus mentioned uh those are the types of events that are impacting that neighborhood thank you so much for the presentation and you know I think that there's a lot of different Vantage points of where this made of stem from but I think that the reality is that no matter what event or 1 particular event or 1 particular instance that this stem from this affects all the events and so I just want to make sure that we are proactive on our end on the big events like big football games like graduation that we can have ample time to partner with the city and also message to our families that we are seeing these changes and so I don't know through your office what that time frame looks like but I think it's really important for us to know that now so we can start planning now um I don't know if it's like a 30-day a 60-day what that collaboration would look like if you guys would be interested in waving a parking restriction for the graduation day specifically or or something like that but I think that that's important for us to know just as a as a first as a second I actually don't know that we open up the middle school parking lot when we have private events at the frost I don't know that to be true maybe we do don't know that and so if we could just get some maybe for us internal Clarity on that just so we can figure that out internally but about the timeline of when you would need when we would need to call yeah I I would say the earlier the better especially if we're kind of starting fresh if you will um I would think it'd be ideal to pick 1 of the larger events happening maybe it's maybe it's graduation I don't I'm not aware of the football schedule or any other sporting schedules but maybe we can take 1 big event that's not too far in the the future and use that to help you know collaboratively create a doable Transportation uh plan for that event and um obviously it could be the the blueprint and copy and and minimally change for all the other similar type of events at the same location um so definitely yeah if we want to choose 1 and I don't know what the mechanism would be in terms of um the school district structure or folks to to be a point of contact for that but like I said it'll help help happy to establish that uh coordination effort um yeah and again in terms of the the other side of it the the kind of day-to-day we're we're letting the school district know whenever we do get these like I mentioned the the 1 on the west side and there's 1 on Diller that's potentially coming up I think Diller already got a 2-hour restriction or night time only restriction right now 1 or the other pre-approved restrictions uh that's going in now and looking to uh make it a little bit more uh I don't know expanded thanks and so can we just make sure that we follow up with them on those dates that we already have and is this already in effect right now it is the the newest restrictions yeah so the the we're in the process of ordering the signs they should be up probably in the next 4 to 5 weeks or so and then there's a grace period and that sort of thing but everyone's been notified yeah those rhythms can be notified and um again it's something that they have to pay for these right so it's not like they take it lightly so if it's gotten to the point where it's um they're they're needing some change and they're willing to go through the process which took almost a year for these folks and um having to pay for their permits every year um it you know it means something that is bothering them yeah well and thank you for the presentation uh I guess can we just superintendent make sure that we are coordinating with the high school and the middle school maybe fargate and the frost or that they are aware of these changes and that they can message accordingly when we do have um events at the frost that aren't District sponsored make sure that those those Partners also are aware of the changes that we're seeing um with regards to our streets but thanks so much for the presentation in um colleagues is that it on this item yes okay we'll move to item A4 discussion for homecoming parade for 2025 thank you everybody so uh this this item Falls along the lines of kind of an awareness item also similar to the Olympics and just kind of starting the conversation in regards to um some upcoming plans that we are uh excited about that are um would be a uh homecoming parade for the first time I think in cover City in a long time I I don't say for forever but I'm gonna as I understand for for a long time um and so we uh working with the high school and making some the tentative plans for this event on October 9th of 2025 October 10th is our actual homecoming game this coming fall um and but the parade would be on the 9th the day prior you know a time to celebrate our sports teams our city our uh working together and to um recognize uh recognize our youth in athletics and other opportunities for uh showcasing our youth in the parade uh we a tentative route is uh would be around starting at vets Park and making its way to the backside and we just talked about the west side of school uh but to the back side of the parking I mean of the at the campus and and bring into the campus excuse me and there would be a series of events and uh things on inside the campus so they're going to be a small Festival on our football field or the adjacent field to the to the uh we call that our practice field um and so you know obviously such an idea would require some coordination with the city right um when we're talking about the parade route potential um street closures or what you know those sorts of requests that we would make of the city um but then also interested in again I don't think it's about making a commitment right here unless you all feel differently here on our in our committee but you know we are always interested in you know funding support for this sort of work you know does the are there opportunities that you could maybe advise me to connect with uh different divisions within the city for funding support for the work um and uh looking at the ccpd support the fire department support for health and safety um you advertising support those sorts of things so really just kind of starting the discussion about the idea and ways that we can partner on the activity I don't know if you're a part of the statistician before we go to public you're no I just want to okay so should we do public comments before we go yeah okay so we'll now open it up for public comments on item A4 you have a public comment that I made for that would be the time to give that credit so hands okay great um colleagues I know Mr Ms if you had did you have a response to that just immediately before we get into the colleagues responses yeah I I just to answer Dr luc's question about the process I think the special event permitting process would give a a way to Route it through the city system and get all the street exposures and all that sort of stuff please fire whoever needs to be there to provide you know Public Safety um and then also you know seeking City sponsorship for the parade I think that's our typical method of either waiving the fees associated with the special Enterprise or um you know paying for other parts of it so I I would recommend doing both of those things in the special event permitting process I'm not sure where we're at that but you can come to council and asked and I had have basis or maybe 1 of the council members can do that on your behalf to um agendas uh City sponsorship of this event we would just need to know sort of what monetary you know cost you're you're looking for if I can add just something real quick just so that Dr Lucas is aware that the application and all the requirements for that special event is on the city's website to give you an understanding of what would be required wife thank you so much thank you for bringing this back I know um the timeline was just a little bit too tight uh last cycle to get something like this going with Nation with uh the city so I'm glad you're starting bright and early in 2025 thinking about this process um I'm not sure if you'll be able to I think they do start the special event like formal process just a little early so you might have missed that but um if you or uh colleagues come before us in a council meeting uh outlining the need um I you know I can't speak for my colleagues but uh this seems like uh something that would likely get support uh or consensus uh so I look forward to uh seeing this come to fruition and having this via outward uh expression of continued partnership from the city to our school district and really showing up for our young people during a special time uh to commemorate that so thank you for bringing this back and your diligence and uh looking forward to City support on this item thank you mayor Brian thank you um I on my phone I wasn't able to access the deadline for this year but last year um did you find it uh February 20th so I'm assuming that it's still open um uh uh once I find staff can forward that information to you um so I'm I'm excited about this I kind of brought it up to um everyone or or those at the district um uh the former student body president approached me about it and it's something that I've been kicking around for a while I think it'd be a great Community event um something I experienced when I grew up in high school and it was really fun um so I'm I'm looking forward to it I hope uh you know we get great support from the community and um I'm willing to help however I can thanks no comments um I nope comments really either other than this is really exciting and I hope that we can make sure to get on that partnership with the city so we can apply for um all the stuff that they're going to ask that we apply for so uh thanks for the presentation really excited October 9th uh okay cool item A5 I think this is a standing item where we talk about event 7 there's a staff presentation on this but I guess if there's any public comment on future City events or District events now will be the time to comment on that do you have a you should come to the night and why you do that just want to plug that we shift MLK celebration to February 15th so I hope folks can join us uh good afternoon everybody um nice to be back so I'm not sure if we want to have that discussion about the Linda open streets now or if we want to do a presentation just looking for some guidance before I say anything else I can just tell you what's happening or um I did forward a a a presentation but I don't know if that's this is appropriate to show that at this point okay that's cool that's cool I can walk through it um I'm gonna grab my laptop really quick and then so if you want to do another public comment while I do that and get so just so I can read through it really if that's okay or no yeah okay thanks okay I'll start with uh my name is Jim Shannon I'm the Culver City safe routes to school coordinator and the presentation that I'm describing is um discussion of the possibility of having basically an open streets event along a lenda um originally we had talked about doing this as a part of um walk to school day um but I'm gonna walk through some options on why that may not be the best idea um so just a little bit of background on this really quickly is this has come up in conversation a couple of times the idea was to have a safe space for the kids to get to school at least 1 day a year um so we had float around the idea of sorry was there oh okay that was weird um so at this body um 2 meetings ago it was suggested we put together a rough proposal on what that might look like um so I had mentioned that the last meeting and it was suggested that I go forward and meet with various stakeholders and see if this is even feasible to go forward with um so I um outline some basic goals which are um to create student safety and have 1 day of free school um and you create parent education to demonstrate that parking a few blocks away is not as hard as it might seem and those are the main um the main goals of the the event um and also to provide some education opportunities about safety and Transit and access and things like that so last week we had an initial uh meeting basically determine if this was even feasible so I met with um members of or from the district um Culver City bus Culver City police department and a couple of the principles were there as well as our ASP representative from um middle from the school and I had some follow-up calls with Mr medinger from Farragut and student representatives in a couple of um residents as well um and generally speaking everybody sees yeah this is totally tenable there's no reason we couldn't make this work if we all work together and collaborate um we originally talked about doing on May 7th from 7 to 9 in the morning um and doing it along a lenda with street closures long kums and Heron so basically creating a safe space kind of a bubble around a lenda if you will um also mentioned from this body to make sure that um things like staff and um and members of the school district have the access that they need families with disabilities should be taking into consideration and how do we access that parking lot safely um and you know privacy encouraging student participation and some Club activities if that's a possibility so all that was discussed and um students feel that may is going to be really challenging that's during AP testing week and the high school is basically going to be checked out if they're even going to allow it to happen um the week after is even worse um and the week before is when those AP testing students are actually in finals so we kind of pushed it back to April 22nd and celebrated with Earth Day and give it a whole different kind of meaning um and went back through um the various folks that had opinions about that that seems to work best for everybody so that's what we're kind of like throwing out there is a possibility um and kind of basically make an end to Corridor Earth Day Festival if you will for 2 hours in the morning on April 22 Jim's about 30 seconds left thank you so I had come up with a rough plan that had I had run it past um traffic in as well as um the police department just see if this is even possible um police have confirmed they can support with several of those closures but maybe not of them um and the biggest Communications and challenges that were coming up were how do we communicate this effectively with parents with faculty with students so we discussed a lot of that um my my purpose of today is really just to say is this something that the committee wants access to pursue and do a formal presentation at the next meeting um we can start the permit process because it'll be an event the city event if we go forward with that so it's really more of a fact finding discussion I'm happy to answer any questions that you might thank you I don't know if we can yeah I'm sorry that we can't give okay responses or questions on this but I think colleagues if you have any independent questions if you know how to reach Mr chairman but sorry this was an agenda so unfortunately we can't it's okay have a response but thank you so much you're welcome sure can we request to have an agenda is for me yeah please uh yeah can we make sure this is a giant for the next meeting okay perfect thanks um colleagues do we Oh that's oh are you doing a Precision quickly update uh Dustin Clayman Communications and public information manager for the city of Culver City just wanted to do a quick update on a few communication efforts that we had done in the last couple months since our last meeting that included the ccusd hiring Fair which we pushed out uh to our audiences and uh hopefully we're able to receive a number of applicants for cc usd's efforts in that hiring Fair uh I also want to say thank you for communications on the school closures during the fires we were able to um highlight that as well with our channels uh to let people know of the changes that had occurred within ccusd and keep them uh updated through our email as well as our social media about the efforts to keep uh families informed and kids safe as well as staff um couple of events that are coming up for ccusd that I uh let me know in the future or at least in the coming week or so that we're happy to help assist in highlighting those efforts I do know that um we're wrapping up the month with the Lunar New Year parade if that's still on is that still okay that's still moving forward I also have written here the Black History Month events that will be in February the District spelling bee as well as the Black on business expo at CC middle school but those all still planned okay so um just from the city standpoint we're more than happy to help Elevate those uh feel free to let me know what type of assets you guys have that we can post or send out as well to the appropriate channels um and then 2 from the city as uh council member McMoRan had had let everyone know that the MLK event it has been rescheduled to February 15th uh would appreciate highlighting that on on any of your emails or social media efforts and then also um hopes to with our EPO division to get in touch and work together with perhaps um some the classrooms about the enviral Fest which happens every May and uh last year they were looking to coordinate and try to get some help on um educational efforts uh about envir Fest but to get students involved D through um creating different art for a posture so that would be something that we'd love to connect with staff that maybe would be interested in doing graphic design at any level whether it be Elementary School Middle School uh High School specific classroom or district-wide uh we'd love to connect on that and see ways that we can kind of coordinate for that event and and highlighting it and I don't think that that that's anything if there's any other questions what this is the name of that last time you said viral far is viral fast I fast yeah and that's hosted by the um EPO division of Public Works thank you colleagues I don't know if we have any events uh when I have I have like that covered a lot of them oh we have a list so Dustin basically just reiterated some of the things which is great thank you you know um and so we've extended the list to include activities here in the district throughout um March um I just want to highlight um again these are our uh kind of bigger district-wide sources of events not necessarily schools specific events but the larger activities we have going on um starting with Lunar New Year celebrations across the district starting on the 29th um and that and just didn't mention 1 regardless it's uh the Middle School in particular January 31st though we have our Asian-American native Hawaiian Pacific Islander um Night Market at the high school open to the public and have lots of um great activities and and cultural events and food and businesses um showcasing uh opportunities from that that culture uh we already mentioned Black History Month events going on through the district February 12th is a district music concert uh mentioned a couple times and thanks for the partnership with the city for a re-established or re scheduled I should say and okay event on the 15th of February um this is a new 1 since our last meeting and I do want to highlight it the February 19th is our black family Council has been working with students um and adults in our district to create a dramatic production that will be February 19th called Beyond times and places and you could read the description there but it is a student-led and student acted um activity uh storytelling and uh play and that spans African diaspora and highlighting the contributions of both historical icons and modern-day leaders um I think I'm kind of looking to my colleagues here because I'm still kind of new but not so new I think this is the first time that this has been such an event in a while in the district so I'm highlight that spelling bee coming up and the end of the month we have black on business expo and then starting in early March um is our spring Musical that will be across several weekends um including uh Greece and then that's what we have are currently about the middle of March and we'll kind of updating those activities um at our next meeting as we uh go through the rest of the year and I too want to thank um the coordination we've had with Communications on the city um Dustin mentioned the communication about the fire was great because that I saw it in multiple Avenues um those were some last minute decisions we had to make and I appreciate the community's response and flexibility with it but then having the city kind of support that through alternate messages it was was really really nice so I really appreciate that um and the other Partnerships we had in regards to some of our um contests and things that we've been doing in in connection with the city as much appreciated do we have coming I just want to mention because the city is working with us already on this because it comes up really fast after a spring break is uh earthfest which will be on April 19th um and uh we're uh working through that now but uh we this body only meets once a quarter so it may might be the time to already put it on our radar I have nothing else uh but thank you so much for the collaboration um on because now do we continued public comments yeah okay I guess we are going to continue public comments on items not on the agenda so if you have a public comment on item not on the agenda now would be the time to get back I'm seeing we have none we have we have none okay great um I will take a motion to approve oh sorry oh the next date for our meeting okay um but did you want to look at March after April we had 4 dates 2 in March and 2 in April so we have March 13th and 18th and then we were looking at April 9 and when is the spring break again March 23rd or which of the 2 4 so I'm just going to point out that um the event that Jim was talking about he's he's considering April 22nd and if we need to make any recommendations before then about specifically this event then we need to do it earlier rather than later so I don't know what the best forum is for that um or if staff can take care of that um with out our recommendation staff will reach out to Jim to discuss because we're gonna have to start planning earlier than March for something like that anyway so we'll Reach Out I'm sorry can you flag the dates 1 more time sure March 13th
