protocols in place to make sure that we're able to do that as well as making sure that we have enough PPE equipment for all of our students and staff course it would be preferable for people to have their own don't forget adults forget we have to make sure that we're prepared for those so those are the basis of my recommendation I know everyone has a lot of question I also want to mention the fact that office of Child Development has done in credible job with with opening their preschool but I want to make sure that we understand that office of child development is opening with a hundred students spread over 5 campus that's not the same as 7000 students spread over five campuses so I just want to make sure that we understand that and they are adhering to extreme extreme protocol and precaution guidelines they have developed Heather and guidelines first of all that are in alignment with for the Department of Public Health is so yes they have done an excellent job and we're keeping an eye on what they're doing because when we decide to and I think this is that's what we're going to start with small paws at a time you don't just open up without you know I would like to roll into it and in a methodical intentional way with small groups of this would be an opportunity for us to provide intense intervention this would be an opportunity for us to provide you know some supports for smaller groups so this is kind of what that slow rollout would look like but once again that's my recommendation and I just want to make sure that I clarify some of the questions that have come up kindergartener has been wearing face masks on all during summer in preparation for the fall we made it a priority that our kids learn to go through daily life with their face mask touching a b student proper safety measures such a regular sanitize a smaller class sizes allow for 6 that minimum Justin singing true civilization. spaces and all the measures set forth by the CDC and lacdph I strongly that children from low-income families are affected is proportionally what they are going through during these challenging times I myself teach at Otis College of Art and Design and we will get back to school teaching in the hybrid model which is better than hundred percent online learning loss of income answers phrase related to Allah having said that knowing that there are forces above and beyond to control of the school district available to the school board consider it against all confusing data out there having all our relatives in Switzerland 25 years ago for the sake of brevity here and going to school since about two months and that there has been virtually no, the case is not notice up to the high school age group keep in mind that Switzerland and most of Europe are much teachers are the true heroes who should be paid more for those who cannot devote full time to teaching reassigned to other impactful assignments then take those who are who are available during school hours and have their classes taught online live it's different difficult and can be exhausting to have online classes but there is no excuse not to try to do better you must do better think outside the box I understand professors do not always have back-to-back classes and their pay is much likely is likely much greater but if they can we can as well that should be our goal and all our efforts and focus must go into that effort I do not we are teachers or they ministration but almost try for this goal we can either rise to a once-in-a-lifetime event or make excuses I believe in Culver City fections this of course I'm sorry this is of great concern to me and my colleagues with children as we try to navigate this new world I am full support of optimizing distance learning to keep our grader and a 12th grader all of these children's drug through the virtual process last spring and I think it's important to please consider deida from Culver City and I agree with superintendent Lockhart that we need to have small roll out intense intervention and I spent I really wanted the school board please have these now especially for children who are struggling and those students might be struggling such as students who have ADHD or children who may need first graders who may need more attention many of you may know that the chair for the parks recreation and Community Service Commission here in the city of Culver City I spoke to Corey lockn the director and he said that he is ready to collaborate with the city with the school district and to ensure that they can have a seamless system where the city and the school district can collaborate and and meet the needs of our students so if people who go virtually need childcare perhaps they can have camps where they take some of those resume classes in those camped at this is what Glendale is doing and I encouraged the school district the two minutes thank you Wendy okay I will read I am an emergency medicine physician and a mother to ccusd students I'm simply writing to express my support for safely returning to school with a hybrid model if you believe we have the resources I think to do this safely I believe it is possible for us to can teachers to have meaningful interactions in the Safeway I am happy to be of assistance is needed for anything medical thank you for your endless efforts in trying name is Lisa in Briston and I have seven year old twins we just finished one bayona in the Spanish Immersion program I have two questions for you want number one are you able to give us some specifics that will help us immersion families with distance learning especially first families who don't speak language arts children are learning and I'm not just referring to having them read Raz-Kids every night cuz that just won't do it for us number two we originally had 6 coaches for the school district to only speak English and one is Japanese why is it that you don't have a Spanish-speaking top coat or especially when there are over thirty to Spanish teachers if not even more and there's only 12 Japanese classes the balance is incorrect for supporting the immersion Community here in Culver City specifically Spanish thank you Aaron Miller I will be at please consider even just a small amount of in-person learning for kindergarten many of the preschoolers having success with the in-person OCD program would benefit from in person learning with her classmates and teachers I hope you make special consideration for the most vulnerable cohort Steven okay I will be I will have I have a few questions we have been wondering about one is there anything within ab77 that allows for emergency situation is covid-19 considered an emergency is it similar / different from schools being unable to provide in-person instruction due to fire earthquake hurricane blizzard is the law if the law is dictating in-person instruction can the law simply have an addendum during a pandemic 2 how will schools respond to Accidental transmission of covid-19 example forget to put mask back on after lunch three howellschools respond to intentional transmission of covid-19 example Coughlin appear to antagonize is it considered a salt is recipient of intentional cough become become infected is it considered battery if a student dies is it considered homicide murder for in any documented transmission of covid-19 is due to an in-person due to in person instruction including hybrid model will schools be liable individual families be liable will school be schools be immune from lawsuits 5 how do other districts who go all online get impacted with budget what are all sorry what are other all online districts doing ccusd is unable or unwilling to do 6 if proof of immunization is required for many diseases before the start of the school season how can students return to school if they are not immunized for covid-19 and that Steven parent of rising 5th grader and 9th grade I'm concerned about the continued propagation of the coronavirus and safety of my son I am very much in support of your recommendation for distance learning start of the Year and hope that ccusd board will vote in favor of your proposal thank you for helping our children and school state staff stay safe Stacy sorry I was waiting to be an offer specifics regarding with the distance learning schedule but please provide some broad Strokes as to how it will be different or the same as the spring not knowing and not being able to plan or schedule Arts Alternatives is causing a great deal of stress and they're asking finally I want to call earlier today that the district is looking into purchasing a curriculum is that true and if so can you give us the name of it we can do some independent research the difference between distance learning and the eye learning or something online program that was mentioned in the previous board meeting I just wanted to mention for everybody with the comment I totally understand what a horrible option distance learning is compared to in school learning and how it's not absolutely the same and is detrimental to our kids credibly difficult and my son struggle to learn during the Spring but it's like to remind everybody that we closed the schools when we were having roughly 500 new cases a day in Cal we're reaching about 7,000 new cases a day at the moment there's absolutely our teachers and kids it's a queer and unacceptable we should stop complaining about having to go to online curriculum and work harder at making it better a better option and I really appreciate the boards president McBride I have no other public comments okay thank you Lord I can't see everyone on my screen actually I was wondering I know we we're really short on time on Tuesday but we've gotten some repeat questions and I think that's because we were not able to have staff answer some of those questions on Tuesday should we do that first or would you like the board to deliberate first I think it's important that any questions that you have are asked before we delivery if it's going to have any impact on your decision because again it's my understanding that right now this meeting is only about making that decision so staff can know what direction to take from this point going forward but I want to do that with the the thought in mind that staff may not have answers to all of our questions about logistics for distance learning but yeah of course you can ask those questions that they should answer some of the questions from the public are you saying yeah yeah yeah they can if they're if there are comments that staff have in response to some of those questions who sings we're already given consideration I have a few responses to some of the questions one person think it was Karen Herman Dimensions about is there a possibility of offering a school in the box which I think it's a great idea and yes I think there's definitely a possibility of that and also I know that Culver City Education Foundation is also looking into that as well so I guess my short answer would be yes great idea I think it's an equitable solution there was someone who mentioned increased communication and better distance learning percent agree so we we need to work better that so thank you and we do know that our distance learning plans will definitely be better I'm sure that assistance Amelia can talk to that as well but you know we learned a lot I hope that the experience going forward probably cannot be compared to the experience that we went through simply because that that was kind of a crisis response team learned a lot and I also think the earlier or earlier we can make a decision and people can plan appropriately and we can make sure that our staff has what they need at the last for we had news from assistant superintendent Quinn that we're able to not have those first three days that are typically professional development days I bet they don't have to be fertile days so that also give more time as well as someone mentioned I think it was about the city working with Culver City Unified School District I know that there has already been an initial reach out to funny about that I think it's a great idea there's many school districts including Glendale that you mentioned that also Santa Monica that are working with their city council's as well as with the Chamber of their Chambers of Commerce to be able to provide time call I don't want call I care but it is kind of  date-time supervision to be able to partner with families partner with them is it need to be to work or not have a flex schedule so that's definitely in the works as well a few things another has a lot of questions on what email about you know ab77 and and what determines an emergency solution and there is in 80-77 language that speaks about able to provide distance learning in alignment with not feeling that we're able to offer our meet all the Proto or if there is any kind of information from the health department that opening schools would not being best interest so there is best provided in that 80-77 also question was reliable actually there was on something that was recently passed from the statements and they take the schools will not be liable however if someone you know Tinsley does something to bully another student or intimidate then we would look at that as intimidation bullying and address it that way and then of course you know and then we go from there that this is all kind of knew so we have to figure out how are typical restorative practices are progressive discipline and how that folds into kind of covid-19 and I think that's what I can answer right now different kind of Lockhart did you want me to step in very quickly on thank you for hosting a fry for setting up any questions that we aren't going to be providing in detail will be coming forward as we figure out the logistics superintendent Lockhart has stated in the past and earlier tonight the concept of providing a robust online distance learning environment has always been part of our planning so we are maintaining that and our goal is as a school district and as dictated by 80-77 and as it as reflected by our parents is to is to move forward with the goal of eventually bringing her students back in person to the best extent possible that that is not a realistic scenario at this time and so that is why the recommendation is to force a certain distance learning and so as with with this decision our staff is continuing to work on all of the necessary to increase and address many of the issues that we simply were not able to address earlier and and we've already been working on that so we will continue to work in that regard 2 that point specifically when we're talking about how to address the specific needs for students who are in a dual immersion programs us live with parents who do not speak the target language as one scenario for a direct response and what would we do it what what kind of service is increased Services can we provide to students who would need additional language development opportunities for them to to to develop their their target language Spanish or Japanese not dissing horse actually very similar to English language development it's also a language development scenario for our students were learning English and who do not live in homes who have a robust I'm home language that might not in English and so we look at that very similarly and so to the question of whether we could provide engaging and I think it was you power Yahoo I had talked about small intensive interventions on site it wouldn't even have to be necessarily be interventions that may be small targeted activities that once we get to that point where we have those protocols and were able to do it that is absolutely a part of the strategy SS superintendent Lockhart said our goal it is right now is just to be as safe as possible but we want our students back and we want our students to be able to learn from each other and learn from adults and a Spaceman are so one of those ways if it's not a full everybody if we can't have 700 students on campus but what what can we have on campus and in the meantime in order to engage our students so it might not just be an academic setting for English language development for targeted services for our 5 students who might be receiving services from to meet I'm goals in their IEPs if there's a student with special needs it might also be for student engagement activities for social emotional connection I'm a mighty for activities so those you can you can expect that there will be like that would be the next place for us to be able to to bring students and have these opportunities for students to come with with parental and family support of that of that activity for those who do not want to have that or who do not feel comfortable with that can always engage in choose to stay in a full distance dinner until the time when they are feeling that it's it's okay for their their families to come back on because they be 77 does provide the option of families to choose the instruction option that best fits their needs that point when when we send out the the survey the next week for family's or families will have the opportunity to review what each of these each of these options looks like for them to be able to it'll be article we've spoken about it but at least you'll now see it in a visual format we can a lot of horrible conversations and and talking about incidentally in bulleted forms and things like that but we'll have that option A which would be you know it's a it's a hybrid once we return you're saying that your family and your students would want to come back to school when and if your when it was deemed to be safe you could also choose that that's not going to be the case for you so that might be the option which is not a hybrid model it's a full distance model and you would still receive a full ccusd curriculum Top by ccusd teacher it would be very similar to those students who would eventually have in person learn experiences to choose to stay out for whatever reasons for that family understands the third is an alternative educational option in which there would be a separate curriculum is not it is not a ccusd curriculum it is a purchased curriculum that would be able to provide full flexibility for a family who needed 100% asynchronous. Times for them to access curriculum and that with that opportunity comes through I Academy and that's an alternative alternative educational route for some of our families for whom that works best for them but then dammit in the middle are those who would probably want a little bit at the house have some synchronous and asynchronous ability and but still want to engage with their peers and engage with the CCU s&c curriculum then they would stay in in a distance model of options and then if if we have our plan are our default option two those students to be starting out in distance but in the future when we are able to go into a hybrid model they would they would then eventually be part of a cohort that could conceivably I'm back into the classroom so those are some of the three options that I think that's a some parents were asking about we had conversations and I listen to learns today sharing that information and so many fan and sharing it now will know that next Monday will be sending out a new survey so please be on the lookout for that I'm going to stop now and if there's something else please please feel free to re-engage me because I have a say in what else I'm missing I'm going to jump in while you double check I just wanted to answer one question I don't know that it's necessarily written in or informative to the board I'm sorry for making your decision but because it's been asked a number of times I think maybe it's worth addressing it so I did Lisa from I miss you and so I just want to answer one of your questions we said about the coaching and let you know want to start by saying I think that as we all know this is really a very difficult and challenging time and challenging conversations and so are having to make any sorts of position changes and and cuts and we try not to call them cause to try to look at them as savings opportunities that any of those kinds of things are always really complicated would want to share with you that going from six instructional coaches down to three was a conversation that we've been having actually across the entire day of the school year in collaboration with our unions and really listening to our Union groups are our staff in terms of what are the biggest priorities first spell at the end of a lot of those conversations I think it became apparent that that was something we're an area where we needed to make some adjustments and some changes and could realize some say things that we needed to realize going into this next school year NBA where we know there'll be some significant budgetary implications in terms of having someone who's Lisa because you know me I'm going to just say I oversaw a dual immersion Glendale and I'm monolingual monolingual so I think that sometimes can't even speak English well but I would just say that what's really critical and imperative is that we have someone in the world who really understands dual immersion programs in what that takes we have two languages in our district there more than two in Glendale multiple languages in Glendale and what was what was the key was having someone who understands those programs the nature of the program's purpose of the programs and how the programs function so well I understand that it's disappointing to maybe have a Spanish-speaking TLP we do have a TLP who understands the importance of a dual immersion program and how it functions and you know prior to the scale peas we did have a role in Culver City someone who oversaw immersion programs through the flat Grant and again that was missing a shiratori who's now our principal at El Marino and although I think she does have some Spanish secret maybe but she's a Japanese speaker and so I think that you know it was very successful in supporting our staff in that in that role despite and maybe not having the best flirting Spanish so I just kind of wanted to reassure you we know you know you've got myself both of whom were principals at Doolin schools you've got me to share Tori now and Doctor God be coming in who are big supporters of the immersion program and understands the importance of the differences and the importance of addressing those differences so I do want to reassure you that we haven't taken her out that ball and Lisa you know is up as a an English-speaking parent of a dual immersion kid and one to come myself I also understand the concerns that you have about how do I do this when I don't speak the language in my own home it's I'm sure concerned that English learner families parents has experienced for a very long time and hopefully engages us and having one more empathy and understanding of that of that experience as well so we know where we're making changes to staff never it's never easy it's never a popular decision to make but again we really did work with our Union representatives to it to hear what how we needed to prioritize those decisions and unfortunately this is just what happens as a positive result my mom is getting to amazing teachers because we have to TLC's were Spanish speakers who have landed at La Vie on it and structurally so you'll benefit instructionally at the site from their expertise thank you inform you that we do have two more common stock and Dana sales okay I will be Denny's, I completely support the  out of our ccusd superintendent to put it simply if if currently if we are currently unable to attend this meeting our local offices are not allowing return to work yet how come you allow children to return to school I understand the difficulty across the board and then as well that we as parents are all struggling in our ways and each struggle is real in difficult I should note that the precautions mentioned smaller class sizes social distancing Mass gain proper hygiene assumes that there is not ramping spread in the community and can work if we thorough and compete complete contact racing as an essential worker at UCLA health we experiencing the highest number of covet patients at this time with only the anticipation of it getting worse is autumn in the flu season approaches let me share sample that I have experienced first-hand I work in an environment where 90% of Staff have master's degrees and above yet we had a situation where someone who tested positive for covid-19 came to work without a mask and put all the all the all people this person came in contact with at-risk people who need to go home night need to go home to highly income you no compromise family this was an adult as a healthcare professional I'm full support of full distance learning we should focus our efforts on optimizing the learning experience during this crazy time and I believe we can as a community rise to this once-in-a-lifetime occasion and then Dana okay I will be back this actually Danna Odana sorry Danna okay I will read I'm writing with conflicting feelings about the up school year I am the parent of two children one entering the Middle School in sixth grade and one in the fourth both El Marino students graduates while we are all in support of fostering the environment possible our children suffered greatly last year from the lack of dual language education during the Spring but do language learning not conducive to distance learning my kids are losing their Spanish education which is why they are at El Marino in the first place as a working parent I am deeply offended to learn that in other school districts and Charter School voice Charter Santa Monica Etc children had continuous teacher programming in zooms between 5 to 6 hours a day and that our kids were relegated to a 30-minute check in with their teacher once a day with the balance of their days left to self teaching it's not school that's for fitech time our kids were not taught in the spring and they were last on their own there left to learn on their own and most suffered if distance learning is going to be in place and it should be full days of just like they are going to school that was hands-down the biggest downfall of the spring that is not acceptable going forward these kids needs need to be occupied as much as possible just as if they were in school after both of my kids end up needing to talk Austin school counselor by the end because they were having so many emotional issues staying at home for the more distance learning without a more comprehensive curriculum and direct teaching is not feasible or practical for working parents this is No Child Care none of us are qualified to homeschool teachers and many students at sorry many parents need to work in order to continue to provide for their families I was so excited about the possibility of a hybrid program will kids could go to school a few days a week or half days or something it's pay for their well-being and is necessary for financial feasibility of most families anything that the district can do to provide more direct learning also what plans does the district have to start 800 you 6th graders in the Middle School remotely it's scary for incoming 6th graders but to be left on their own to have to teach themselves is not acceptable they don't understand okay I will send that to the bourse have a comment from a little learner are those the only, what time is left OK before I go to the board to staff one either this promise so now we will go to Fort Summit doctor tent okay thank you I'm so appreciative of you answering all those questions I have like made a couple notes about what I wanted to follow up on regarding the public comment and you guys in also thank you very much and I do want to start off by just really appreciating the staffs responsiveness to the questions in the urgency that are coming from the community I mean we're all feeling it individual and personal myself but to be bearing the weight of running an institution like this your responsiveness and and urgency around it is really appreciate it and then particular I do appreciate the leadership that are soup tenant is exhibiting and recommending this move despite knowing that it would be received with mixed feelings by the community and in particular I appreciate that superintendent Lockhart in addition to responding to County Health concern I also responding to our staff concerns and communicating time to stop Yes unequivocally we love you and we value your life first and foremost and so I also thought along those lines. I hope that we can be super communicative going forward with staff with our entire Community regularly about the safety measures were putting in place and I sort of wanted to suppose that and maybe inquire about that before I asked questions about tonight's could we have some weakling messaging and images like as shipments are arriving and we hear from our health director as well Diana Castro about the means to ensure and Educators in our district trust that we are putting their safety as well as our students safety for Central atom and then I'll show about like our as we explore the outdoor opportunities and Partnerships with the city on each campus or throughout the municipal level was that question first could we have some sort of weekly updates like the face of reentry or the face of distance learning superintendent card and nurse Castro or something less with your friendship and so she and I are planning on having a can of a listen and learn you know kind of like assistant superintendent are first one will be scheduled for Wednesday next week and then we'll put that information out Cobra Pride okay I can certainly start contributing you know stats and photos of all the materials we've already ordered what would be ordering all the cleaning equipment in the sky I think that would go a long way is to really like showing that we're putting our resources where our mouth is you know we're putting our money where your mouth is and that we're doing a leg workout no we are doing but now it's time to really show it off and yes again also about the collaboration with the city and the use of outdoor space today to visit the classroom at lullaby that is currently in session there are at least three classrooms in session at La by owner right now and they just have this incredible system in place that I think is important to talk about today do have some outdoor time and the kids of course are wearing masks they've a very strict protocol for drop off they stagger drop off so that classes are not arriving at the same time they stagger pickup they have all the temperature checking and the questionnaires about symptoms and then when the students arrived they have indoor time and outdoor time outdoor time they're separate they use pool noodles as their separation they just have the like rigid is the word and typically I would not like the word rigid and educational environment but under these circumstances extremely important in four-year-old so very very impressed and I wash them sometimes and then indoors it's super well ventilated all the doors are open even they did have to use the AC on two days and then still leave all the doors open which again these are not things under typical circumstances might be excited about I was just really you know they have a system where the kids wash all their on toys at the end of the day faculty the staff are wearing all their PPE which is masks and gloves and they have that apron to protect them because they let you know it hasn't been happening cuz the kids have been taught so much in advance but in case a kid comes and hugs them and so forth they hid the key I asked if the kids get upset that they can help each other in each other's spontaneously are they trying to hold each others hands spontaneously and she says they are not and they've been in session at 4 weeks and part of that was The Upfront messaging that the teachers were doing sending out Preparatory videos little age appropriate instructional videos about that and the reason I think it's it's to bring up is because I do hear something extremely critical being discussed which is this targeted intervention what was the word intensive small intensive intervention and so ice I've been just about that night and day that that the adoption of distance learning is the right thing to do and that and that I would also I'd love to know what Diana stinks what's going on at OCD I'm sure that you were involved with Miss Castro in the in the set up there and do you feel that it is a model that could potentially support us in this targeted small intensive interventions as well for K-12 yes so Vanessa San Martin the director of OCD had you know her a subcommittee group that was working very very hard I got the same protocols and creating that messaging and she and I have talked almost daily maybe not as much as she and Robert are communicating but yeah we're talking about what's working what might need to be tweet about messaging just it's a it's an ongoing process because as you can expect we couldn't be perfectly prepared for everything we took the guidelines went through that she's been great with her staff her staff have had a lot of questions and answer more questions to what we're hearing from public comment and she's been really great about making sure that she has heard those concerns and I think we are all hearing those concerns and I think if we were to start time to implement those same things and we don't have the guidance for a K-12 on which is a little bit different than the guidance for the early childhood education but different licensing requirements I think we could absolute Implement those same strategies and particles in small groups to initially start and then figure out again with working what's not working how would that work if we ended up going to a bigger scale and sort of slowly start to take those steps towards to hybrid once were once were there with the county numbers representing that that transition do you think we could get a quarter although requirements by the County Department of Public Health and Etc but something that corresponds to what OCD has in place currently do you think we could get that in place for these very Target very small intensive intervention bite by the starting August 20th or that would be a later start date for implementing one of the big advantages going for us right now is that actually thought it was two classes to classrooms at those sites are able to fully Focus their cleaning disinfecting efforts because there's only two and so of course the more you know keep it minimal and then do that I think all the other factors are are just now we were able to overcome okay okay so so yeah and and again this is this is Express that I I am very I'm very happy to back the superintendent's recommendation tonight my my ideal is that we are ideals the wrong word what I will support tonight and what I hope to see is distance learning on August 20th and that we are doing everything in our power to get that small intensive intervention happening on site August 20th and hopefully getting really rich updates along the way both copy text and an images to really assure everyone that we have all the safety measures in place and that and it also I'm intrigued by the concurrent care that you discussed as a possibility to be explored superintendent heart is facilitated by the Partnerships with the city and the Chamber and others which of which of course we'll all get us with to the goal of hybrid at some at some later date. Those are my thank you thank you Doctor Kent after 11 Okay so first I want to say that I really appreciate superintendent Wild Card you've had the world on your here for a long time and this in particular is a decision that guaranteed that not everybody will like and I appreciate The Bravery of make a recommendation I personally think it's the right recommendation but I also think that it's important for us to recognize that there's a large of people who've been working on this led by superintendent Lockhart for a long time they have therefore more time thinking about this that anyone of us and more expertise on all of the various complications it's important for us all to give our input but it's also important results of value that work in that experience and that expertise so even if I didn't agree that this was the right decision I'd be very wary trying to overrule somebody who nearly got the same interests I do and his work really hard on getting this right and he said that they said I think I like the idea of a sort of slow roll out where once we get settled the distance learning we keep an eye on the numbers superintendent and 14 try to evaluate steadily when it's possible to start having small groups all of that I think is work down the road stuff that we really shouldn't be talking about tonight because it seems to be really clear that the way to start in the fall is the superintendent's recommendation with everybody in distance and then work our way forward as we're able to thank you Doctor 11 micellaire i-210 my support for superintendent Lockhart's decision and recommendation that was my my own hope as well I'm given all the changing data and the risk involved I would just like to also point out that you know the bottom line is that learning doesn't happen in environments for students and teachers do not feel safe that's part of the reality and the brain education research tells us that safety is a precondition to the brain's ability to learn so we need to make sure safety is Paramount that's it thank you thank you muscle are doctor mckeithen and before you start I just want to thank you for managing our comments and eating so much on our behalf I really appreciate it I think it's important and maybe Tracy you can answer this for I think they were have been oldest lot of questions around how the remote learning will look different from the spring and I think ab77 gives us some of those parameters so it I think it might be helpful for people save just hear some of some of those parameters get a better sense of how it could be different if if you feel comfortable I didn't mean to put you on the spot around that yes or no I don't know if that's a yes or no high points Hi-Point Hi-Point so I get is a Long Long Trailer Bill and thanks director doctor Lance she pulled out pertinent items that that impact our our planning and so I have it here on front and back and very quickly when some of the things are the ability for the school districts across the state to have minimum School minutes for instructional minutes we still have to have a hundred and eighty days so the length of the school year has not been has not been changed the the auction for school districts to move to a four hour school day provided to us we normally have a 6 hour school day and So within our committees we are talking about if we were going to provide a shortened school day that would allow us the ability to bring students back can a hybrid schedule a little bit more easily as well as provide a synchronous and flexible activities that would be extensions of those minimum for our worst however that's still part of the cow station would that work or would that not to wear were determining the feasibility of our instructional minutes and we'll be providing that recommendation to the board in the future if we were to move toward a change in her instructional minutes so that bored can expected that I'm coming up and the overarching statement I would say of ab77 is that to the extent possible School District shall and whenever we use the worst shell that means it's the requirements a mandate offer in person instruction so that is our default and a school district may offer distance learning so so that is where our default turns into in-person instruction and then as a option b our plan B would be distance learning and then as you go on into the into the language of the bill and section 43505 it provides for how we how a school district can provide distance learning as a superintendent Walker has already indicated it would be under the orders of a local health or the state guidance family needed to stay out for for there for medical reasons are the reasons that they would have then it goes into plants on the actual what distance learning she'll include it has to include sorry daily life interaction Sedalia live interaction indicates that every teacher has to interact with their students through instruction monitoring for school connectedness and so in our distance learning plan we would have to devise a schedule that stores that students are receiving daily life interaction and a plan that has instructional content that is commiserate or equivalent to what a student would be receiving were they in in person on instruction so those are the things that we have to do so over the past week we went through the bill and we highlighted those those pertinent items and we've been speaking with the teachers and Union Partnerships to to devise and craft a plan that meets the elements of the bill and ensures that when we have to provide our report for accounting we are able to provide those Services it has it's a very full so I could kind of further but I will say that this whole concept additional services for students free sample for English Learners are students with special needs that is written in the Bill Daily participation we have to take attendance every day it's not a weekly attendance anymore at the daily attendance quite a bit of the cut ability there are measures where we have to measure students learning loss when they come into school and then we have to indicate how we are mitigating that learning loss and we are measuring their learning throughout the year so I do imagine that that's Mister Quinn and I are speaking just about the different types of platforms and different types of resources that we will need in order to accommodate and ensure that were able to meet the needs of our students make sure that that the learning is taking place that were measuring the learning and that they are maintaining those connections in the morning to the greatest extent possible his professional development that's also part of this of this bill again I appreciate that Tracy because I think that is it is very different than what we saw in the spring and I think people need to understand some of those High Point chance of attendance in terms of mitigating learning loss daily lives of interactions that wasn't necessarily what happened in the spring so I think it's just important for people to know that and you know people to take look at that bill for the other high points but it will look a little different I think that's really important for people to understand so that that's the only point I wanted to make because I think there are a lot of people in terms of the questions that we received in public comment personally as board members around how will it look different and I think that was in the purview of of tonight so to vote making sure that people understand it is a it's a different model going into the fall thank you thank you Jack mckeithan I just want to say that I do have a lot of questions about the logistics and what this will look like but I just want to speak to this particular action item that's on this agenda whether or not we will do distance learning and I just have to say that I am a parent with several children in this district elementary middle school and high school and to be honest I've always been uncomfortable with sending my boys back I don't need just reassurance from the numbers flattening also need to feel confident that the district has all the resources it needs to protect our staff and our students and simply put we don't have those resources there is not enough State funding or support from the federal government or the state government to meet there Apartments without putting a significant strain on our already stretched budget which means the burden would inevitably fall on our staff and teachers and right now I only support distance learning for at least the first trimester because I it's not what's in the best interest of our children to bring them into an unsafe environment I know it's not in the best interest of our children from a social emotional learning perspective but honestly what is social emotional or physical is compromised I cannot sacrifice one for the other in either direction so we have to make an effort to protect boat and we can say is in with distance learning and as the indicators tell us it's safe we move to hybrid and then hopefully in the near future at 2 point in person learning I want for all kids what I want for my own the state of California is releasing a thousand inmates why would we send kids back to school at a time when drastic measures are being taken to rightfully protect adults we can't keep students and staff safe which means we're also putting your families at risk according to the Department of Public Health there were forty cases confirmed when we closed schools in March on March 13th some Advocate to open at a time when there are now literally thousands of cases we all want businesses to be open I've been asked to sit on the Culver City economic reopening Task Force and and take that lightly but it's not the responsibility of teachers and staff to put themselves In Harm's Way and it's not their fault we can't reopen and I want people to understand that it is not our teachers and staffs job 2 put themselves In Harm's Way so that the economy can get back to being what it was and people can get back to work as much as we want people to get back to work our teachers and staff for educators they're here to educate our students and that's what we want them to be able to do in the states and impossible are state and federal government officials have to be true partners and helping us help our kids and the adults and keep them safe and regardless of what you believe about the virus itself we all need to agree that we need to be able to have faith in the competence of RC national leaders to ensure protection for our students and staff and if you are upset they were not allowing students to return at this time take your frustrations to the people who have the ability to provide the funding necessary to create protections purchase adequate personnel personal protective equipment testing resources funding for Tech equipment so students are not sharing and all the supplies that we need to ensure an equitable hybrid model schools have not been made a priority in and I realize that the learning experiences were varied and an equitable when we did a hard pivots and distance learning on March 13th our staff had no time to prepare and no one knew how bad things we get locally or Statewide I support the distance learning with a Friday's models that will engage all students specifically students of color for Ashley already disproportionately under support in the traditional learning environment I want to ensure that we are protecting the mental health of our staff and students to ensure that not just the students are engaged but the adults who care for them as well quarantine fatigue is real and so is the grease I made it to the disappointment of not being able to play sports or hug friends or share a meal with a Collie and working in silos is never healthy so we have to be intentional about our engagement with each other and the support provided to our staff and families we also have to re-evaluate our souls getting back to the basics of C student or staff members look like I believe we can do all this and more but we need to make the decision today right now and start the important work of mapping out realistic plans taking all of the necessary steps to provide a high-quality and Equitable learning environment for our students by supporting our teachers and staff and our parents as partners and I can't stress that pardon us terrorists have to be viewed as partners we have to commune like never before we have to use this as an opportunity to build into our curriculum this idea that we are not better when we act as individuals and Times of Crisis and that we won't allow any of us to fail our kids need us to make decisions adults to step up and make them feel secure regardless of what's happening in the world around them and the superintendent and I appreciate her for it like her I said the other night her decisive leadership and making this recommendation but I want you all to know it takes the board to approve this insofar anyone who's after this point if it's proved anyone who was unhappy with his decision I encourage you to make your concerns and your concerns known to the board and I personally invite you to reach out to me if we make this decision you still have concerns you're unhappy with a decision I really would like to speak to you thank you so I think we've heard all of the public comments we've heard from staff we've heard from all the board members and I would like to pick up all in favor of approving 4.1 for distance running in the fall and I will entertain a motion to
