okay if you need to do to speak again when I get back in time okay thank you so so much for the presentation and I also appreciate the whole team participated that that felt appropriate I think I might also have to follow up with an email but I do I want to express in sentiments now I have concerns about the message that we send when we devote this much time to how we respond to incidents compared to how much time we devote to our preventative measures and I know both were here but they were both actually pretty big and I would have really appreciate it if the new Earth contract had been not on consent had been as a more deliberate discourse oriented action item with perhaps more for something I understand there might be circumstances I'm not that didn't allow for that but I just want to let you know that it is my perception that when we spend as much time talking about something that seems to be largely about shootings in terms of the deal and not very much time talking about you know nurturing our community in terms of the detail I get very uncomfortable so I would have at least like to have equivalent time with equivalent level of detail for both of those aspects it was pretty covid that the vast majority of Administrators including board members went to an mtss conference in Long and we learned about knowing my my face my name and my story of every single student and so we've known already that the relationships are the most important part we had a pandemic so we've got to give ourselves some Grace but I do want to emphasize that I wish we were talking a lot more about knowing my fit my face my name in my story of our students especially in terms of our safety oriented Personnel you know whether that's security and or whether it's just security but but yes of course it's everyone on campus really agree with board member McBride's comments about cleanliness and the relationship that that has to the incidence of Destruction that we've had on campus this year I firmly believe that when we tell Sue that they belong in that they're welcome and that we love them by treating their environment with the utmost care that they will not destroy they're they're holding their bathrooms they do not destroy their grandmother so they feel loved by their grandmother and something about what we're doing is letting them feel unloved for it for example so I I do have some questions I want to ask publicly you know that the student body letter which I really encourage books in the audience to read it's attached to the agenda it's really important for us all to listen to what the students are saying they're saying numerous things I would say the primary message is quality versus quantity of security officers are we have our numbers of security officers increase and what is the training plan I did not see anything of detail around training or security officers in terms of building relationships with our students so I would really look forward to. you tell the answers on on those questions are the numbers increasing what are the and I'm not necessarily in favor of the security officer numbers increasing by the way but I do want to know what we're doing in the way of that and I am in favor of a more robust restorative trauma-informed training for those staff members and I'd love to know exactly what that looks like maybe it's north doing the training guide no but I'd really like us to get a presentation to that effect I'm not comfortable with armed and uniformed police officers on campus while students were there and I I don't I don't know if the body agrees with me on that so I just need to state that might be an individual position of mine but I'd really like to know what the details are are the walk-through is happening while students are present our drills happening all students are present present and she would miss him as all as point do we have evidence that this is best practice Parkland had a lockdown drill before the shooting at Parkland had a security officer armed Uvalde heads armed security I need to know more about what best practices are before we move forward with the with these things and I will just stay out out right I'm not comfortable with armed and uniformed police officers walking through campus with students on at those walkthroughs do need to happen I imagine that is that Professor practice I don't know that students need to be there I do not agree with security on Elementary campus unless you tell me why I need to know why is that about a shooting what is that about what is what the evidence that that that that's going to help our community I don't I haven't seen anything to show me that we need to do that I do not agree with closed campuses for our park for elementary schools at parks we have one of the three elementary school so we have Lin Howe El Rincon in El Marino I'll have public parks Lynn how has closed their part to even their own Community this year so they don't even let their parents on campus for morning or afternoon anymore where is the other two schools do that has actually caused harm to our community our community has suffered in terms of their relationship building their Community their report even with their their principal is really lock it and so I would say I I really disagree with the idea of a closing nose and I'd like to talk much more about Community Building I also am not clear on what we've committed to from that presentation I would love the board to be able to vote on these items I'm I'm not going to vote for a fence for instance unless you show me unequivocal data that is best practice so I would like to have say in these decisions and I hope that action items come to us whether it's a package or individual and as I said I'll follow up with an email but I'll just finished with it in terms of the comments around Sandy seagull I really agree with my colleagues on those comments and just want to add that you know what we heard from the students during covid-19 talk to us about access to counseling resources in Mental Health Resources even when they know Sandy's people is there even when they know the purpose of it they don't they don't even know what like what is counseling for like students needs to be educated in terms of what I mean what are we even mean when we face and it said he's he goes there for you you have access to counselors what does that mean leaving I mean Sunday but I don't know that we're doing the work of saying here's what mental health means here's what your well-being means here's ways we could support it if you think you're hurting which by the way what is hurting look like Ikea physical it might be so mad if it might be in your heart you know we might need to break all those things down for them they're telling us that they don't even know what it means to say hey you can go to Sandy seagull if you need they might not know what that means so I'd like to I look forward to us perhaps doing some education around that as well so thank you question doctor can actually have yeah I have a question I hear what you're saying and I think this is an opportune the four action items are brought to us to give Clarity to staff I'm curious as to what you would like and way of keeping our campus is safe and I'm not talking about there may be a internal thread but when threatened internal we have very little control and must be able to respond at a moment's notice when there isn't a threat from the outside and if we're not interested in clothes campuses or certain structural changes and increase the what are you supporting to secure our campuses from external threats I want the best practices provided I don't want to be asked to make that decision as if I'm a professional because I'm not I want professionals best practices that they can speak to as the evidence for why they're recommending the following one of the elements are some of the things that you're objecting to and also the clothes campus and this is not to debate it but it is to give a different perspective the closed campus is partially because we know for a fact that there have been Uninvited Guest on to our campuses for the campuses that are public parks before school starts I've heard from principals who have struggled to find that balance and ultimately it's up to the side at Menace Traders for us to make them feel equipped to protect their campuses and so I understand the best practices and I guess that means there is no answer right now but I do believe that many of these that have been presented here and in other discussions are a matter best practices I just don't know right I don't know what let's finish getting the rest of the board commented I just want to point out though that I don't know what step dad is right so even if it is like maybe it isn't that would be awesome I just read but it but to the point I'm just making overall that I would love for the here's the pet here's what that acronym means and here's what we know has been safer for students when these particular environmental changes have been implemented they have prevented the loss of life they have you know because again there are recommendations from agencies that are have for instance lobbyists that are making recommendations but they actually have not saved a lot so I want to be really clear what organizations are making these recommendations to us dr. mckeithan I can't email you later I just want to say thank you for the presentation I got a lot of information from that I just want to say to Mr roncetti and we have a section where there is the opportunity for employee Shafiq you are the max rep I'd love to hear your voice in that stage okay so now I'm the presentation I went to high school in New York that was designed by prison Ark and literally right across the street from police prod Plaza I felt secure but I never felt safe and I think there are some times these nuances between those two so I think one of the things I have his come up is what's happening with in school so dr. Baxter you mentioned sort of assessment and I love data so we do have the health kids survey and I know that happens you know we get this data late so just asking how do we periodically assess our Effectiveness with our SEO practices what is that look like how do we get that data in real time and how do we start to course-correct and not wait till the end of the year so that's my first question the second day back to the El Cap and one of the quotes was fine Fidelity of implementation right and I highlighted that last time because you talked a lot about how it wasn't there in terms of the Watson throughout the year like it was like in the beginning of the school year and then it's Wayne. Off if we're truly committed to cut the SEL practices we actually have to do it right and so how do we get people how do we get our Educators to do on a regular basis across the board Fidelity of implementation so I guess that's my next question because we can talk about SEL but if no one's doing it it won't be effective so how do we get that done next thing I wanted to talk about it is something that I've just would have noticed is violence as Sport and you know you know we had these Tik-Tok challenges you know kids are so mean and it's it's for it's spectacle how do we tackle that how do we talked about that and I'd love to hear what are the best practices around that is because that is something that is new for me but I'm seeing that play out in so many ways right now run hide and fight I think there's something definitely that should be talked about and talked about immediately we teach kids how to hide we don't keep see somehow to run and we don't teach him how to fight so is this is something that we are going to do we have to figure out how to do that and how to support children and in doing that again Frost across the ages so and I think that's going to take some time so I think we should definitely put it on the agenda to try to figure out something that was brought up with school safety plan 500 page safety plan how many people have actually read it and that's how many people know where it is again how do we get that information in digestible tongues do people on what to do when there is an issue my understanding is that they are very well written and there's a lot in there but if no one knows that it's there and no one knows how to you no respond it's useless so again how do we get that on people's radar I think the other piece and it was mentioned is you know how do we continue to create a parent partnership this is not only the fight director or the district it's it's our community as a community issue this is a community issue so how do we bring the entire Community into this conversation and and and move this work for it I think we we're focused on active Shooters but you know a lot of what the the students talked about is some of their daily life in school right the fight not feeling seen not feeling heard and how did how did how do we address. How do we do something different I would say I would love to be on the audience when you do talk about this practices and I just for my own as a parent just to know what that is across-the-board I think Safety and Security are tied but they're also separate so it's really important to know what we're talkin about okay my turn and then we'll go back to across the chest if we need to most of what I wanted to say has been said but I want to hit a couple of points one of them is that I asked that this presentation includes some comment about I would relay to the Run hide fight strategy that's been around for years and what I believe I've heard is essentially that it has not taken that into account yet but we're now going to look at it and study it and try to understand how to do that properly or how it relates to us and you know the past is past I'm not going to worry about you know what my daughter shoe could have happened some previous time but I am going to ask that when we do as a district to take a look at that that we Avail ourselves of the national resources that exist of the studies that have already been done the manuals that have been written about how to implement run hide fight and what the pros and cons are various rata G's in a dependent and so forth let's not try to reinvent the wheel on our own yes we need to look at how it applies to Culver City but let's start with the knowledge-based it's already out there on a national level social emotional learning Lots been said about it I just want to point out one anecdotal data point I had occasion to talk to a few people at the high school mostly about the fights and so forth that have been going on and one thing that was striking was that in previous years free covid-19 testing the cause or not but that's the time frame many adults on-campus particularly the counselors but others as well get a warning when something was brewing when there were you know the students were there were fights coming or students there was bad blood or there were things going on there would be students who would tell the adults and give them a chance to try to do something about it in advance and prevent that door or work with it but the large fight that we keep talking about there been others on campus at the high school but that particular when they were 20 or 30 students who knew that a fight was that day and nobody told their parents or any of the other adults on campus that speaks to a problem with relationships dad says that whether it's go to probate and math word change in X or policies or whatever there's something going on that made it much harder for those relationships to get bill so that there were adults and students you know who had a working relationship that was good enough so that one of those students who knew this was coming was coming would have said something to somebody we talked about the the way that I don't think I'm saying anything new in terms of the importance of that I just want to point out that there has been a change and Mr Juans comments about the discipline I don't know which came now that's related but I suspect that there is a relationship between the feeling that things are overwhelming and people aren't in the things are being done and the fact that we've got more problems with build does interpersonal relationships then perhaps have been done in the past and then finally I want to bring something here from my day job because fundamentally what we're talking about here is real management do a lot of that for NASA it's not human lives at stake and in my area so there's definitely differences but there's some things here that I think broad principles that are important for us to keep in mind one of them is nothing is ever completely safe you can never completely 100% eliminate risk and so that's not the call the goal is to reduce risk as if actively as possible in accordance with what the consequences are we're talking about the Safety and Security the consequences are very high so we should be willing to spend the resources to reduce the risk but we're never going to get this 20 the concept of your state or you're not safe simply doesn't apply here what applies is how safe are you can we make you a little safer can we make you feel more secure not can you be perfectly safe or you're not safe it's a it's a numerical continue so that's one piece the other thing is risk management is almost multiplicative it's not about I do this thing and it makes this risk go away it's about I do this thing and it reduces the risk I do that thing and it reduces that another factor I do that thing and it reduces another Factor there's lots and lots of pieces and we shouldn't be talking about one piece at the expense of another what we should be looking at is how much reduction can we get over here how much reduction can we get over there I'm at reduction can we get over there and enjoy they're likely mostly to be as it's a multiplicative not added it so that means if I you know reduced by back through to the number of people who are so stressed that they're out of control and I reduced by a factor of 2 the what happens when they when people do get out of control I got a factor of 4 because I X children because two plus two is also for but but the point is that you wanted you to each thing in suggestion work or simultaneously to make it better and then the key I think it's been address but I really want to hit this home is you don't want to start from scratch the only time we should be looking at a reproduction where we're staying what can I do start inventing things is if we're doing something brand-new that nobody else in the world has ever done otherwise the place to start is what other people done how have people studied studied this what has happened in the past and then you can add in the adjustments for your local circumstances so I think we're doing some of those things but I wanted to bring it out as broad principles so that when we talked about this and we have future discussion portion certain we're going to about Safety and Security that people come to us and talk about how those things are addressed so yes what are the best practices and what's the evidence for them and whatever other people done and then how do we adjust that for what we're doing or what we need to do and yeah we have this piece over here where we're working on building a better relationship to where we're looking at better practices too. people feel more connected to the school right and that doesn't mean we shouldn't also be looking at what the pros and cons of fences and glass and walk down forces running in it until 4 address slightly different rest that's probably enough pontificating there were a couple board members who were having a conversation and I kind of cut you two off to you still want to talk about that. does anybody else want more from time to time when I'm high stress and I'm allergic to my so I had him so anyways high-stress time I can't breathe into my Mac okay cuz I get a severe allergy infection in my for everyone so I think I've been listening or trying to listen as I was in the other room and I think the key thing and I concur with dr. Levin and dr. Cat. what was presented today was a great being what is the best practices and I think it's really important for us to be very intentional. Bringing best practices and I really do love the layered approach and the one thing that that I do want to mention is that I feel like we're doing this run fight run hide fight when it might be a different thing that we should be doing now right The Miz The Misfortune that our society is in is that this is such a common thing the campus shooter that it really frustrates that that the little research that we have because we haven't invested in in really identify and what were those things at work and where were the things that did not but there is some stuff out there in that I said ran I think it's a reputable organization that is not being persuaded by vendors to move any type of I am very very very concerned about the students letter and the teachers discussing discipline I would like for us to be thinking more thoroughly how to approach that how what an Indus dispose of this is a question about I'm going to get the acronym ROM right and TSS and PBS and restorative circles because if we implemented this this is our first year and they're being implemented without not as effective as it could be then there's worse things to be done it doesn't mean that we throw it away and say let's think of something else and so I really want us to be intentional about an n i n Team Staffing cabinet to 2 to discuss discipline and maybe invite site leaders to discuss how can we fix discipline where was The Gap what is the growth what are what is a plan and I think this is the perfect time to be thinking about how can we change in the fall what is the growth for the fall and the discipline of something that I think we've had a little discussion and then I hope that we really have a thorough discussion how to improve it and then another thing that was mention and I apologize if others already discussed this I was washing my face thoroughly over and over so I might have missed it but the aspect that the students to talk about the uncomfortable setting the Securities is the uncomfortable they feel and maybe inappropriate behavior and and I feel like it's important again for us to have a discussion about what are security our security officers doing what are they not what are they instructed to do what are they non instructed to do here's the training and I really do think and this is something that I read really briefly in the Rand article which I will forward to all of you is that they talked about the importance of name badges and invisible name badges right because I think the students are like Hey we're in covid wearing masks and bring you stuff new security and you don't tell us about it which brings me to the last part of my I I know I keep on saying communication communication communication but I promise you it is really about communication if we would have sent a newsletter saying these are the five staff Thor showing up on our campuses then we wouldn't be having this discussion if we were to tell parents we are holding this evening and we'd like for you to get guess batches so that we can all be safe that everyone that is showing up to this event has a bad again it's about communication it's about alerting people it's about building Community by the way Badgers are on the Rand list as best practices because they they do think it's important that this is a commune the community it's important for everyone to be a component of it and contributing communication best practices disciplined I love to learn more about that we have further, I think it's interesting that we keep talking about best practices like we're assuming that what we share tonight or not from both practice it's so maybe as we go forward if I need to fight the sources that might be helpful because clearly not everyone believes that what's been presented are some best practices and I would also request that as we move forward with these discussions may be separate the two because there are also clearly differences and understandings about safety there's the internal safety component where we are creating safe and caring campuses that can mitigate some of these threats and then there's what we need to do to create safety on campuses of external threats and those are two very different conversations one we have much more control over than the other and I think for some folks that needs to be clearly Dean it separated so that we understand what we're talking about and how we're open folks accountable and who were able to hold accountable so that's awesome I request that we have separate conversations about creating safe and caring spaces and then addressing any external threat I also think it's important I'm just going back to the open campus one more thing to consider I've heard principles talk about how it is not just random that we have to be worried about I don't live in a world where I think the worst of people but I am pretty realistic what we're dealing with in society and we have members of our community who I would love to walk him into the fold but these are people who have proven that they may be a danger to our students our student body our staff even if they are members this community and I don't know about you all but I locked my doors when I get home I don't have an open house policy or anybody can walk in and I don't think we should expose our students to that and I believe that students will stay for when they know who's on their campus how do we listen to we're listening to our high school students and I think it's valuable that they're giving us the feedback and letting us know I want to know who's on my campus I want to know who this new administrator is who this new teacher is this new security guard is but our elementary students don't deserve the same because when we open elementary schools we're not telling those student who they can trust and who they can't trust because all of these people are on their campus and they're looking to the people that they recognized and now that everyone is you know choosing whether or not to wear a mask it makes it even for the security to be brief because I stood on the yard at El Rincon and I couldn't tell you half the people who were there when everyone was required to wear a mask so I'm going to stand firm on that I don't believe that implementing safety measures will result in students not feeling like they're being cared for I feel like there is a way to do it thoughtfully where we create to talk to Mickey Finn's Point safe and secure environment and I was looking up you know over you know the last 20 years they've been over 130 for school shootings 122 to place the public school there is something to consider about private institutions private schools they do have security they do often work glove with local PD they are discriminant about who they allow on their campuses they do make you go through a rigorous check-in process and if you're going to be volunteering I don't know if that's the evidence-based practices you're looking for but I think it would do us some good Injustice to look at what private schools are able to do of course they're also able to limit the student body and we're not talking about that that's again when we separate the caring spaces for our students from the imminent threat that we have to protect them from an maybe it would Lewiston Justice to visit some private schools to see what they're offering by way of security of those external threats because 120 228 are some pretty good statistics when you're talking about the risk this great I think we're largely in agreement but I want to respond to one part of that which is I want to take it up to a more General level not just on this issue but on essential e everything brought to the board I would like to hear when we're doing something here's the rationale behind it so yes I'm not disputing whether these things are best practices I'm saying I want presentation to say okay we're doing these things and these things came from these studies or this is what you know it most of the other schools in the country are doing and it works or you know what's the National between behind all of the things that were doing sometimes that's going to be you know a few words and sometimes it's going to be a 10-minute Exposition it's going to depend on what it needs and obviously you are what to use judgment but I would appreciate it if whenever possible anything that we're being brought that's being brought to us up here's what the district is doing come with the backup of and here's why I know that the topic is so big I'm not trying to say oh you should have done this or you should have done that because people were tarred and they brought a valuable presentation and we open the conversation I'm just saying as we go further in conversation let's focus on not just what we're doing but why we're doing it yeah I'll just add that try not to share anything that you all don't know about but I'm wondering how how much the board should know about what's recommended by c d e in the ways of our school safety plans and best practices and how how much Community involvement there should be and what sort of liaison should be in place and so forth and I'm and I'm finding something now that I didn't know about before which is that there's curriculum around student in the ball movement and preparedness and terms of like making them ambassadors and so far it's not necessary four Shooters although that may exist as well what I'm coming across as other crises but I'd also be interested in when we have part 2 of this conversation hearing specifically around what CD is saying that they they're telling schools and districts best practices are and if there's an aspect of it that is student involved I'd really like to hear a lot more about that and amplify again that the students cells are requesting that they would like to be part of the decision-making when it comes to security officers you know they like to be part of may be establishing what what training do security officers receive so you know what a day thinks the role of security is like these are conversations that they'd like to have from what I can tell from this letter and from speaking to students and so I'd love to hear about doc on more of that okay we've taken quite a while on this topic are we ready to move on do we want Stefan to say anything in response to any of the board comments just quickly thank you for your input this is exactly what we were hoping for a broad-based beginning of a conversation and we will bring back a narrow focus in terms of how do we balance one side or the other safety security and then maintaining the fabric of our community some more information before at the same time we will have additional information coming in from the state the FBI and other sources and we would do a better job of citing sources and things that we've looked into for research paper as well so we hope to bring this back to the board before we open school in the fall would be there after we open school in the fall there be some sort of fairly early in the school year some sort of this presentation for the public or a for something to talk about safety when everybody's back as well as all the stuff we're doing between now and then yes we will do that as well thank you ready to move on to 12 okay so I was just writing down something real quick so this is this is too to take to the board's recommendation for a b 361 for the continuity and the flexibility of the word to participate in lieu of all of the accelerator the high-rise covid-19 cases as well as the rate of infection so I'm here recommending to the Lord to take it an action to allow the specs flexibility before comments okay I'll move it and there's no reason discussion okay well, I think we talked about this once before I had mine is then as now I think we have brought agreement from the person and we're passing this so that we can allow ourselves to handle things that come up to the emergency with that said I think the numbers for covid have been changed dramatically in my voted yet last time I'm planning to vote just want to come in that's because they're only going to be four of us so we have no choice all right all those in favor say aye that's the last one of the extensions second we make sure we don't have but we do have a comment from the audience on that that Russell in Pueblo said you wanted to come into + 12.2 good evening having been past the system charge of discipline at the middle school and principal then how boy do I have a lot of ideas about security but that's not why I'm here tonight I'm here about resolution number 47 and I'm here to encourage do to please change some of the wording in your resolution to match that of the draft Charter amendments of the city is putting through if you look under the third paragraph the whereas when you talk of lowering the voting age to 16 I encourage you to put in Culver City residents the same way as the city has done and again I am the next to the last paragraph when again you talked about lowering the voting age to 16 please put in Culver City residents of 16 and 17 and additionally it would be a really good thing to know what the actual expenses the school district will be to put this on the ballot in to forge ahead with it I think the public deserves to know that before the vote is taken in D and I November thank you thank you are there any other comments from the public and so it'll be more sea-bound followed by Megan feel followed by Caitlin paletsky and please correct me when you come if I mispronounce your name and then closing it coming after the ones who were car okay so those three will be the final commenters Marcy hi my name is Marcy Bond thank James Bond anyway comments about this is first off I think that if you don't include the Culver City residence I don't even know if that's illegal because if they don't live within our city I don't believe that they can vote in our city elections regardless of whether it is the school the Unified School District or or city elections the second thing is to think about is that because they are 16 this is not something that the that the county will be able to cover and this is something this will be a burden put upon the taxpayers in Culver City and for a small a percentage of people maybe eight 800 and it's looking to be maybe 50 to $100,000 for a boating potentially more we don't really know at this point so at the very least it should be Culver City residents as Rosie said thank you okay I apologize the names of escaped me who 8 Beaconsfield please hi everybody I just wanted to leave a quick comment in support of lowering the voting age and this resolution Culver City has a really opportunity to become a nationwide leader and Civic engagement and this is a great moment for the community to support raising a generation of Habitual boaters because the value of participating in elections would be installed in our youth from an early age if we gave them opportunity to vote and also by lowering the voting age students will have the opportunity to participate in a real world application of what we're learning in our government in history classes and above all I just think that encouraging participation in our democracy is really die cable and I'm hopeful that the board agrees with me in passing this resolution for a multitude of reasons on thanks so much for your time thank you thank you so much for your time I also wanted to leave a comment and support of lowering the voting age to 16 a lot of people in this age group have jobs I have friends who put back hurts a trail to stop stop at CVS you scoop ice cream and I said happy jobs that pay taxes on these jobs and they are paying taxes on these jobs and they are directly affected by measures being voted on and as they're being taxed I think they deserve the ability to really engage with their 30 and vote on matters that are directly affecting them you know 16 and 17 year olds a lot of them go to public schools you know are engaged in park life like they use the resources available local parks and also and so yeah I just wanted to voice my support for this thank you so much for your time but I want to point out something we will take this but in regard to the point that people made about the need to say residents of Culver City it's not actually up to us it's an alleged statement of faith in here right so it says the city council did the if what the city council did said Culver City residents then we need to include it or we're simply saying something that's not true so do we have somebody want to confirm that that's in what was brought forward by the city council this is probably the forthcoming visit the result from four conversations with the city legal counsel team and artistic counter team and these statements were draft by the city council didn't sell the team the legal team of the same place that if you talking about voters and there's within the city Charter only the people who live within the city of Culver City received at the ballot for voting in the election of the city south of this is the language of given to us after two teams from both the district and the City of Culver City of work together and produce this for us so if the word resident is needed double back and then we'll run that by the city because this is a city measure cuz I don't want to have something that says the city took action to approve a draft proposed ballot measure blah blah blah blah doesn't have the word resident in it if what they approved had the word resident in it and vice-versa right this this resolution States this is what the city did I just want to make sure isn't exactly what the city did Trent from the city yes both of these documents are what's going to be on the ballot says residents yet I see I could see the value of the resolution is just stating our position on it and allowing us you know for publicly support the language that's already on the second attachment to be added to the ballot I don't see the harm in it and specifying because of anyone just pull resolution and doesn't see the attachment then it could send the wrong message to our community that the board is supporting all 16 and 17 year olds to be able to vote when we don't have that Authority if if there is something that's passed on the ballot it will only be for 16 in unless the attachments are always going to be together I think there's value in explicitly stating our position is for residents to be able to vote because that's going to be on the ballot for resolution match with the city did because that's all we're doing here is saying it's important to see if we can match what they actually do I would like to before we left the bad message for us to say here are the students that have a Culver City resident and our rest resolution says you are now my privilege to vote here now something very deep that I carry with me this privilege because I'm the first in my family to be born here my voting right is something that I really value you because my parents my grandparents who came to this country were ill-treated by resolution policies laws that other them because they did not have representation now if it's already a legal matter it has already been legally approved a resolution doesn't need to extend for us to other our students further and say only if you are wealthy enough to afford a rages housing in Culver City and I also want to remind everybody that our students that come here from other addresses other than it Culver's zip code bring and come into our district if these students were not here we would have a deficiency in income they are not the pleading our resources there are adding resources to our community and I feel very passionately about this and I don't if the legal already said that this is approved I don't feel comfortable at all bothering our students further with the board further coming down this resolution and saying you without a sip code are not eligible to vote and it and it's because legal already said it was okay why are we going to go further and say go back we do it right the reason is I don't want to lie in a resolution the resolution says the city did this if the city didn't do that I don't want to say it in the resolution two things can be true everything you said is absolute true everything and at the same time if we put out a resolution and that is all our community someone in our community sees they're going to be under the false impression that we have extended our support for all 16 and 17 year old to be able boat and we can't assume that people are going to take the next step and actually read the ballot language we don't want to send the wrong message I support us just adding a statement that says download the city charger something like see if that's the city resolution because I just don't I don't think it's right for us to have that language and I are in Ann Arbor resolution but remember the vision this is just literally put resolution whatever number 47 that the city approved would be perfectly happy to have our regular can simply say attach this is what the city passed we supported I'm good with that I just don't want it to say things in an hour resolution are going to other our students I really agree with Missy Mazzola's comments and I just I also don't think that we are lying because it's not in quotes it's about the it's not the letter of the law kind of deal it's what it's what it means it means lower the voting age first Culver City Municipal elections which implies residents and so as far as I'm concerned I don't want to amend it I don't think it's necessary to say see the attachment or see the city Charter see but I was approve that if that's considered a compromise at what point will we do the work and have the uncomfortable conversation with 16 and 17 year olds in our schools and who are not residents letting them know that one because the last line says that they will be allowed we are lowering the voting age to 16 for Culver City Board of Education elections and if the revolution goes out to our community point it would only be responsible for us to let 16 and 17 year olds in our district know that this applies if you're a resident and if you're not a resident we will find some other way to include your voice and maybe we have a preferential vote done at our high school and our high school campus similar to what we do with our board members to let them know that we still do care about your voice but we don't want to mislead anyone and at some point we will be responsible I will not put on the city to be response to the responsible party and informing our students who are within our care that this applies to Residence at some point we've got to take ownership of that no matter how difficult the conversation yeah I agree I also think their parents don't get to vote in Culver City School District elections either the law says you have to live here I'm happy to have a conversation about how we try to recognize that there are people who you know are if they vote it all vote in a district that their kids don't go to and that if we lower the voting voting age to 16 here there be a students who don't live in City who didn't get their voting age lowered and I understand your your passion on on this is a Missoula but I don't want us to say something in the resolution that implies something implies explicitly states that the city council passed something that's not what they passed so I I like the suggestion of just sitting here so here's what they passed we support it could be a one-sentence resolution and it would solve this problem straightforwardly is that because this is we can't really have no control over no control of it and I understand that and at the same time you know we'd have a responsibility to our students to ensure that they are included and statements such as residents only exclude so many of our community so many that I had to work Community right these are individual students who bring so much and not just monetary they bring the diversity that we propagate all over the award all over our website the third most diverse District these these things that we say we value then we other and a night so I know I'm okay with us moving and saying this is the we approve this the charger number the city has and I do think it's important for us to bring this back and think about how we're going to include the students because now we have 25% of our you're old and 17 year old who are not going to be eligible for this voting practice and what we're doing is we are setting up these student to be disenfranchised from the Democratic process ostracizing we're putting in a corner and saying not today until I do agree with McBride. we need to bring them on board and say what will make this good for you and I don't think I saying hey let's do this I just don't want to put a plan for them if we have and at em how we haven't discussed with them and I'm not saying any of this doesn't have to be this this year and he's to be next year when it becomes a fact if it passes then we have the conversation how we can continue to be in community weather the 16th and 17 year olds get to vote we have quite a number of students in our district whose parents vote if they vote at all in a different district and we have community members people live Culver City and vote with respect to Culver City School District elections who send their kids somewhere else and the the the boundaries for school district elections are determined not by where you're the student goes but by where the family lives that's totally outside of our control but it doesn't mean we shouldn't take note of it and see what we can do about that to try to gallon the facts with with taking input from people who are heavily involved in our schools but don't live here I'm leaving from Inglewood they can go and and start a movement in their municipalities to be able to lower the voting age it doesn't have to stop with Culver City lowering the voting age in disenfranchising people it can start with us encouraging students who are not included in to go to their local city councils and petition for the same but I don't see your point, Bella I don't think we should even wait to see if this passes or not because we probably have already disenfranchised voters who 18 so I mean this has been the the nature of voting and it's and it's Federal we have very little control over this but we can start at the foot at the at the city level set an example set a precedent here and encourage our students to go to your local city council competition for the same and show up to support them when they do okay so we have to decide what to do about this resolution it does say in here and I think it's the fourth where as it talks about the attachment I think it's already there I don't think there needs to be any more kind of tweaking of this document a reference. already so if we are not going to add cover City residents it's already implied so I think it's fine the way it is and then you know at some other time we should talk about what to do about the the children that are not in our district and how to include them I think that's a separate conversation so I agreed that references the draft proposed ballot question but why do we need to have all the other whereas is when all the relevant information is in the thing in the ballot question I think that would solve it I don't know where he is somebody read this and do you know this attachment the other attachment isn't sitting next to it I don't share that worried I'd love to vote on us nothing by that comment about the physical impact I'm just curious sometimes when there's a ballot measure the fiscal impact is included in the language either in the voting guide or on the actual ballad do you have any idea when that will be presented or what our physical impact will be a Century's zero cost to US Special called election this is not a this is something that is already going to happen and the city's already working with the county to put the language on the measure so it's a it's just a statement of support the resolution on the board of education saying we like to join you in this action that's about it to put it on the ballot if it were to pass there's some physical impact for doing those elections potentially but presumably that gets discussed when people decide whether or not to vote for it as opposed to whether not to put that on the ballot I believe the if let's say if we we have move forward in in the in November and it's got past the next round of election it depends on whether we have any any items that is pertaining to the board business for example or you have any election to do with anything going on in the in the municipality of Culver City so there's no snow prediction but in most cases there's costs associated with measure it's a normal cost is so early part of the countywide to get this is general election in November so the city's already covering the cost for that and we do not my mind formation and we do not incur any additional cost to the district to join in this resolution I mean to join this action by voting on this reservation tonight that was my impression as well as the election contest get born by the city to meet the number of Voters but it's not go right it's it's whatever cost normally it's the ideas that are we going to be charged extra and thousands of dollars in my my not anything more than very nominal cuz they'll have to differentiate between voters they'll have to say if you're 16 to 18 you get this valid if you're 16 and 17 you get this out if you're 18 you get that ballad things on a county election that 60 17 year olds are not allowed to vote for that it's likely that that cost will be incurred by the district for the city or whatever so my suggestion is that stop us from this resolution image from my point of view because putting on the ballot is different from voting for it and as a voter I will want to see what those costs are and make sure they're not really prohibitive it's hard to imagine they would be but that's Timmy not a question for me at least about whether put it on the ballot it still seems like a great thing to put on the ballot that we have to start cramping some of the questions that will come for an end if the if the cost is going to be something that we barely notice in our budget then I think that's worth mentioning to the community to get more too because not saying the cost and people ask meaning that it could incur 28 to $50,000 May dissuade some people for voting in favor of it so if the cost is not something that's going to be significant then I think that's messaging that can be put we want to put this best possible position to pass and if people have questions about the cost that it's going to be for the district then I think we should leave that it's not really going to cost the district anything significant well I if it turns out that does Constitution and tell people that too I just don't want it to not mentioning the cost does not make people not think about it can I make an ask cabinet and the superintendent is it possible that one's whoever communicates back voting for this year your name if you if there is a a a a a ask of this question what would be the cost in to the district if there's any once it passes right so because of his passes we want to know what a patient and then will be transparent and will move forward but and you guys eliminating the honors classes I don't know when I should talk about this is my first opportunity to this is my first time at a at a conference board meeting so I don't know if this is option or not or when do I have the socket when do I have option to speak on it two ways you can make it to the board meeting one is for items not on the agenda that was much earlier in the meeting the other is Friday on the agenda so if you're kept commenting on something that's in the ldap so ended plan or something it was from the clan this is a legitimate time to talk about it okay so in the end of El Cap is there funding for the new program that we have coming in for the incoming English 9 English 10 English 11 advanced placement English language classes that you guys just offered I I will have to say I'm unprepared to address this question then give the answer that you deserved I will have to go back and look at the El Cap land in to see if indeed we have set aside something to support the 9 10 and 11 and 12 grade English program I am unable to answer at this point the El Cap at this at this level is not on the table for me to discuss publicly how am I so is this since this is my first time can I speak on what's going on because I've been on I've been here since since 6 waiting for the opportunity to speak and I must have missed it because it was m the the the recognizing the students and then when I when I went back to it when I after I recognize that since then you guys were talking about the safety issues okay could I get the rest of the board agrees is essentially make an exception to our process we we did ask for public comment time in the agenda there wasn't anybody there you must have just been off to him at just the wrong time ordinarily I'd say in this isn't just taking off the English honors classes we have students to learn English language Learners doing so consistently received he's doing listen to get a scientist in central planning on putting all of these students in the in the same classroom plus the discrepancies caused by the pandemic has caused Great discrepancies amongst the students and so we have a whole bunch of different levels of students in the same classroom one of the effects of creating a plan like this on such a short turnaround is that teachers are not going to be prepared for the great diversity that's being planned you know what are the best practices of implementing a program that has no honor classes how are the teachers training into teaching a program like this because you're going to have students to lack who who don't speak that much English cuz you're having this language Learners in the class and then you're going to ask you to read classical novels and on their own time and so where is that balance going to be during the first year I know that teachers will speak what will tend to go towards reaching the students who are at the lowest level so that they maintain so that they can keep up with the class where then who are the higher at Keepers they're going to be the ones that are going to be struggling or the students how we want to call it taken away and honors classes and enrichment classes quite detrimental to our to our schools program you know I don't understand why we just didn't open up the honors class for all students and say hey look if you want to be in honors classes here it is you're welcome to join there's no if you want in your end if you want out you don't have to check it but it's an enrichment class and those things to me that you are in the program are offered opportunities for choices you know we're not giving the students choices of which class they want to take class was enrichment or Aetna class which has basic needs that every student needs to be successful in high school and so these this off just lack of opportunity for students who who are disenfranchised we're not giving them the opportunity and and we're not given to the support system to the teachers or the students by doing this on such short notice and I feel like the parent partnership their fragmented because I just got an email the other day from January 24th from Kelly but I can't see her Harbin apologize financier last name right and they're just offering summer school classes now and it doesn't make sense while you're offering out when everybody is on break I mean my daughter is already taking the algebra 2 and geometry extension class in there just offering these classes now it's not beneficial thank you for your time thank you remind board members the brown actress right we're not allowed to answer things like that cuz want to wait till such time as it is or allow superintendent of the teachers to respond okay so that's the last then we remember we have comments or questions discussion I just want to say I had a couple of request in the last time we had the information meeting those requests still stand even though I'm rolling off so I just wanted to just take note has nothing if not material to the plan but in terms of actions that need to take take place in terms of the implementation we ready to vote I do have them, so I am going to share a few budget documents that I got from another District that I see my support us as we move into a phase of budgeting that is as transparent as possible and enhancing the role of the sea back in advising us on our budget decisions and what I appreciate about it that is responsive to some of our conversations last meeting is it there are searchable items that are of note to the public at any one time for instance example that came up last time with Sakura there's a line item in there it's not pages and pages of line items but it is one page of enough of the like highlights of line items that I do believe that our public would really be interested in seeing and I think that service them I do for us so I will share that and I will also share that they have a calendar and I know you all have a calendar so please this is for the board but that there's a budget timeline calendar for the board's involvement I'd love for us we've talked about a board for a long time so I actually would love for us to work on that in Earnest but I would really like our budget to be on a cycle and with a calendar where there are multiple budget Workshop are always present annually and we don't have to have a brief conversation revisit conversations about whether or not we're going have a boardwalk Workshop every few months and so I'll share that as well so I'm really looking for an of course when we're talking about it talking about El Cap and budget because now we're in this phase of doing them together and so I will share that and hopefully the board can have a conversation about those things in Dr. mckeithen leaving is going to be like two sentences but now that we're at the end now that we're at the end of the meeting to shot I do have my mic I maybe I'm not sitting close enough to it now that we're at the end of the meeting haha I want to thank you for your service on the board for what you've done for the students and I want to say I've learned a lot from you I think our community has and I think you've your your presence here has demonstrated that bringing a variety of viewpoints and skills and backgrounds is a big asset to this in any other body and I think you've shown us a little bit about how to run things a little bit about how to look for expertise and how to keep the focus on where it needs to be and I just want to say thanks yeah I would love to say it's so important to have someone who has education as their career their path on the board and and your experience and your contribution has been so so dramatic during hey up that 2021 was and and I I just want to say as an individual as a human with the heart that you show up every time with the knowledge that you show up every time I'm grateful to have been sitting on the seat with you and to have seen what a leader in dire conditions can do for a community because you were so steady with your leadership and to be to reopen the schools and then lose the superintendent hire superintendent continue in the crisis of covid and your steady leadership with heart and expert never waver on behalf of the board the we would like to present with you would you like to do a small token of appreciation we hope that you can can take with you and it's in the shape of a flame may your flame as an educator never never waver another box that's beautiful thank you it's really sweet one more time it is thank you it says thank you for your years of service at ccusd EDD 2022 thank you I'm going to try to get through I won't I won't get through it without crying so I'm not even going to say that I am going to try so I just wrote a couple of things there is there is nothing more fulfilling than to serve a community that you love it has been an absolute honor to be able to represent the children and families of tcusd my time on the board much of which has been during the pandemic has not easy but nonetheless is been a once-in-a-lifetime opportunity my time here has been filled with great joy around the work even in the hard time I'm proud of the work we have done over the past 4 years and as I depart I do have a few asked so we still have a long way to go related to our special populations in particular our work around students with special needs and historically marginalized groups there are stopped in our district that don't believe that all children can learn and fundamentally rejected inclusion efforts there are some staff who acted in ways that are discriminatory to other races genders excetera this is a problem that needs to be addressed I asked you mister long I know you're here is listening Tammy take a stand is employee leaders and steadfast and support of inclusion and say no thank you to those who treat our students less than yes I know we still need staff professional development and to create different systems of support that is not an excuse for conduct Unbecoming let's do the right thing for our children and let those staff members know that ccusd will not stand for those who do not support all of our children I hope I can count on you to do this to my partnership brothers and sisters I asked that you truly focus on the data at him there's a fundamental dysfunction in the district and its results from a community of people who distrust the stress of leadership and the stress of fellow co-workers let's not continue to point figure fingers but truly truly begin on a roll road to forgiveness and collaboration there is no us and it's just us if we are we working toward the same goal and we should be working together who each other up not down if the district is not functioning the way we want it to it is all I've ever sponsibilities to do better and to be better I can count on you to do this mr. Tran you're an incredible leader and man I asked that you create a system that put children first and a district that provide the necessary structures for employees to be a success spend time getting to know the employees the schools and the community go slow to go fast your vision for a better future is inspiring but if you do not have to buy any of those around you it will fail it does not mean that you appease folks what it means is that you should take time to make sure that people understand that you will always do what is in the best interest of children all the time hold your leaders accountable and infirm and what is right for our children I hope I can count on you to do this try site leaders I ask that you leave fearlessly without shame or blame our students always come first no excuses I hope I counting you to do this heaters focus on creating incredibly curious minds and supporting our children to discover their potential they are our future and our most precious commodity they are in your hair treat them like a precious Jewel they are as Educators bi-curious stay curious don't settle into complacency go out and get what you need to be better don't wait for someone to hand it to you teaching is the most rewarding for send it one of the most demanding jobs there are find balance and make sure you take care of yourself I hope I can count on you to do this to my fellow board members I have learnt a lot from all of you about who I am and what I stand for for that I thank you I ask that you put your personal issues aside your personal agendas aside and stay focused on the work we have we were elected to do for this District let's not have our air vents were friends or Echo chamber we represent all of ccusd not just some only pay attention to the voices on the screen and then person but always ask yourself who is not in the room whose voices don't I hear the loudest voices are sometimes just that the loudest voices they may not represent the collective you should always vote your conscience and ask the hard questions listen to each other and respected Frances of opinion is not personal or at least it shouldn't be give each other Grace and demand Excellence I hope I can count on all of you to do this I love you all I have great hope for this District I hope I can count on all of you to move it work for it and make this District what I know it could be thank you thank you thank you thank you the move to adjourn I know it's traditional with the word present not make the Motions but I want to move to adjourn in honor of doctor to Sean mckeithen and those in favor that was really really incredible can we get your statement the board saving and I know you meant every word that I know some of it was a little much to say and you did it
