Levin if you like I would like to I could I can share the meeting and I will take notes and I will share those notes I understand there's a bayou I will chair the meeting okay yeah I'll run off to the bathroom you go ahead and share it and I'll be back as soon as I can and I will take note can I start with a public comment in person yeah how much minutes will I be I wanted to First find out how many people are in person for public comment one card and 9 hands raised so so that's 10 I am going to go with two minutes in case we we get more hands raised so let's go with two minutes okay so we'll start with Mr mielke and then I'm going to go ahead and call three people we have a Patrick Negan or run Levenstein and then Saudi of the car and so I'm going to 2 minutes on the screen when I get the folks on the zoom I hope this isn't counting against my time David melty I've got a point of order regarding the fact that we have a very unusual thing or weave an information item followed by an action item on the same Board of agenda and I want to ask if that's a violation of the board's policies and or bylaws as far as I know is it's standard that I've seen it a number of times but I'm open to the comments from others if they have more explanation of what a genda item is and it says you know to inform. community board at a later date and takes action and the later date tonight will be in tamura Jen the items and so it may not be a violation of the boards by was it a violation of the independence of the difference between an information item and an action item the item is and then we get to give feedback to the board and so if I'm guessing I think that the superintendent felt like he was actually adding to the public option but I don't know if you want to speak to it so that we can get for them if he found the add contact to it it was actually brought to as an information item in late April or early may I I don't have the exact date but there was a long meeting and we did have roughly about 45 minutes dacian at that point and it's about the same the same contacts away bring it in today so that this was not the first time we are bringing to the board the same concept baby thank you so I've got all sorts of how much would a process here we've got a partial School Board we got an election a minute away and we're going to make a decision we make a decision that saddle the new board with a decision made by an hour going bored I mean that just seems to be misguided to me you more importantly though for me really is that one of the things I would love is a union leader is that we took together labor-management partnership each other time to work together on important decisions that affect all of us here in the school district and Ray long sits on that partnership Debbie Hamm he's pissed on the partnership and the idea is we talk about these things and we come to an agreement before these come to the board and I sent Rene an email I said to this come out of partnership he said Noble and so I just think we'll wait a minute if that's where we're at and to me it's the end of the partnership do we don't have a labor pain Partnerships we've got a board that is -bent on doing this and I'm not sure that's the direction that we need to be going in the district and then of course the question of a no-bid contract for 2 half a million dollars I just think this is the most pressing issue you know I talked to her earlier about kids that need an alternative school are most vulnerable students then we're going on and on and on about this I mean yes at some point we need to address this and sure let's address it and then make a decision at a future date not make a decision in 15 minutes thank you okay so we'll hear from Patrick mcgeehan run Levinson and Claudia his car. Then I will share the minutes your time I'm back by the way if you need me to take over money I can you hear me yes okay thank you so much so like probably just about any parent listening or watching right now I have had multiple of my kids favorite teachers move out of the district because they can't afford to live here and if I have seen any sort of action towards addressing that to this point I sure can't recall it until now and I'm so gratified to see the board here to take this issue seriously mr. milky just said apparently almost begrudgingly yes at some point we need to address this with regards to the housing prices in Culver City Unified School District's inability to hold on to some of its very best teachers who can't afford to live anywhere near this town yes at some point we need to address this years ago my son's kindergarten teacher because she couldn't afford to live in ccusd that was his kindergarten teacher my son's in 7th grade now at some point past a long time ago and if we don't do this then when are we going to do something and what exactly is that going to be that's it for my time thank you so much thank you Ron Livingston all right thank you yes this is Ron Levinson Hyundai District elac Farragut site Council co-chair and the parent representative for our cssp safety plan a last week we met with dr. Larson and discuss the extreme importance of the cssp in facilitating its implementation and the number of the safety features I have not even been implemented for the 2122 year such as our privacy screens are falling apart leaving visibility to work kindergarten playground to anybody that drives bike so I just want to make a plea to the board and superintendent and the cabinet to please understand the importance of spending these very very limited funds that we have for the already identify physical safety motor abilities of our children before spending $485,000 plus reimbursable expenses for consultants for such things as the workforce housing let alone the housing itself so just want to be on record that we do consider those things and and put the funds to work those very important issues thank you sorry this is Steve Levin and back remind people that there is that the contract itself is coming up on the agenda in a little while the the intent of this. Is to ask questions about the presentation or things the board might not have thought about that it took to make sure that we follow up on it obviously we hear your your comments I just don't want to wind up with everybody making comments about the contract twice because we do have a coming up on the agenda or got you thank you okay and I just want to ask for checking so we now have a total at the end it'll be 11:00 speakers and they've been given 2 minutes so far so just I need you to keep me posted if stop being the list at some point public my name is Claudia vizcarra and I am the parent two graduates of color City school I want to start by saying that I appreciate listening the concerns expressed by representatives of our current staff teachers and classified staff and strongly agree that they need to be addressed that said I think it's important to note that why while our current employees are represented by their Union and at this point in time we can listen to the voices of progressive respective and future teachers and classified we cannot listen to the voice voices of perspective of future teachers and class five employees of our school district we may not be able to listen to their voices now but it's important that we think about them while it may be that some would appreciate rental assistance I imagine that others might be very interested in housing made event available to District in in my opinion the best approaches to accept that houses housing prices are going to affect the district's ability to hire and retain staff and to start his options this proposal is one idea it may turn out to be a good idea or a bad idea but we won't know until we start understanding it better we owe it to ourselves in the into the future of our schools I work as a communications director for a school board member and now that you was so I'm no stranger to heat a community conversation either an issues the conversation these conversations are always made harder when accurate information is not made available especially in on topics as complex as real estate development and finance the only way to make these conversations easier is to provide clear information in a manner that is available to all our board members and our students have asked important questions tonight I have heard many of these questions from community members I would hope that given the intensity of the concern. already about this issue at this time that the questions that have been asked could be written as a question and answer and be shared with the public as soon as Zapata my name is Marcy but thank you Kelly I I do want to why we are doing another study of if we did something three years ago summer brought up a good point about that if we've already spent $400,000 on something like that we going to spend another $485,000 on a similar project and because that is as everybody else has said that's a lot of money to be putting into something when we could be using it for just that needs to be done right now I also I was wondering and we it it seems like if you listen to the teachers and you listen to the teachers unions are specifically stating that the teachers have currently have no interest in something like this they would run in subsidizing their rent is supposed to actually living in something that is built by the district and it seems like that we need to get more public comment or have a longer conversation with the our teachers as well as our possible that hiring teachers then actually making a decision about this tonight it seems like we are a junkie addict on even if we already had this discussion discussion in April this is a huge decision to be making it's a lot of money and I would personally like to say that we don't build on that said we move this to when we actually have the incoming board that will be whether I'm part of it or not that that is something that should be the decision should be made by the new board not the current especially when we have we are down one board member thank you thank you Melissa I thank you again I will plan to speak again at the next thing I am also wondering and maybe they can explain this to me how we got to Brookwood advisors when we already had advisors that for a master plan that already knows our campus is my Tsum all of our real estate holding and I'm wondering really how well these people think they know Culver City because they're not from the area and this city has a horrible horrible past history of hiring Consultants that don't know our city and when we're looking at this impatient I'm wondering do they have any idea how it might translate to Culver City schools because our huge part of our district is in one of our land and God knows we cannot add stuff there I'm really wondering at this point how we got to Brookwood how do they know our city and why is not the master plan consulting firm also representing if this is a sudden the urgent need that I feel Anonymous every single council meeting in the past few years I don't remember hearing a presentation on this so I must have missed it but that's my question to whether it's Brookwood or Tron whoever but I don't understand why this is suddenly such an issue separated out of a master plan and not with those consultants and when there is other way more important things to do and I can explain the next part why we do not need the Consultants that I can save his butter maybe $5,000 if you don't approve this so I'll wait for the next one thank you thank you Lauren thank you I'm so I'm going to start with a couple comments and then I have some questions on the first comment is for I would like to first of all thank you for bringing up the question regarding the rates of this consultancy choir to do this but I think when we're dealing with a scope of money seems to fluctuate between $180,000 and $485,000 it would be prudent to get bids so I would yep that's my comment a couple questions none of these are Oracle my first question is this in terms of this is is this is for Brookwood you mentioned you don't necessarily have an interest in coming in as management you shared that you can do so but that's not your interest I'm wondering what your interest is you are a for-profit company I think we all know how this game is playing so I'm just wondering what's your interest in this my second question is more for the board I've heard a lot of discussion about so-called underused properties and I heard a mention of a parking lot on my believe this is the part between Farragut and the middle school I'm not quite sure that we agree on the use of the word under used it is a parking lot for staff teachers so I'm sure those would be addressed if there was a tall build built there but I'm just a little curious about what that term means and last but not least this is again a question for the developers dr11 ask a question regarding making sure that you understand the requirements and stipulations around Edge stational institutions getting into the real estate business you said you are aware of those I'm just curious you did also those so I'm wondering if there was a liability who would I would like those questions and answers don't we didn't talk at the beginning of a public comment about the timing of having people answer these questions we've gone through a few I would suggest if people are riding down the staff and our visitors answer the questions at the end of of this so we can put them all together thank you Jennifer followed by Michael Ansley and Debbie Hemi and Presto LOL good evening based off of tonight's presentation in the Q&A with the board members I am not confident about moving forward with the workforce housing and I hope that were members vote no tonight until they're able to hear updated feedback from current team the staff not from Syria 2019 it it's almost like these where I'm really grateful for school a like sum in a bride who bring research and data and important to trim questions that will directly impact teachers staff and the fiscal responsibilities of the district this affects our students to since retaining and not just recruiting teachers is what builds long-term relationships and School Strongsville communities there's no need to rush for a yes vote tonight and if we do you have communicated health-little teacher and staff and put matters on decision tell directly affect their day-to-day lives I have low confidence in the long-term maintenance of these buildings based off the conditions of our bathroom classrooms and campus facilities if it's taken us a long time to fix an address campus way to maintenance issues I can't imagine the timeline for fixing made his issues in this car Lexus based off of what we see in our schools and I think I'm going to ask one of the comments about Farragut the privacy screens in kindergarten we have the same problem at all right, I need to concern for us to last year's presentation made seem like home ownership isn't it's never going to be available for teachers in Franklin was relics in powering a depressing the here at that basically bad when I attended the 2019 meeting about Workforce housing there was a reason called landed seem like it was a first-time teacher group I don't know but is that anything that we're just thinking about her talking about 2 and I would just agree with what was said about the four hundred thousand K on Dudley plans and taking this proposal and then if you break ground how much money going to be an overall thinking about where we use our funds and how it's directly affecting our students thank you thank you Michael I can hear me region and state Rd Craigslist we have to build more about the e h c and a c e h c actually acting as a de-facto h o a in the complex it's made up of people who they're but they're not the management company I understand that there will be a separate management company who will be responsible for paying that company because you did mention that the ESC just not the screening of the applications at exactly the management you also said there would be a requirement to have on-site managers who would be responsible for paying the onsite manager and when the building is complete who is actually the landlord of that building so I have no it's not going to be you it's going to be the school district I want to know who is responsible for the repairs on the cost of the repairs I would imagine that the management company makes arrangements for that but there's going to have to be tremendous upkeep and that whole process so I'm wondering who's ultimately responsible also you showed some rental cost for your affordable and Workforce housing but I'm wondering what the salary ranges are for staff and teachers in order to qualify to get into the affordable housing so maybe you can answer those questions for us and part-time people will they be able to qualify because most of my members are part-time it doesn't seem as if this is is that where we have things on the agenda as information items we can't count something that happened in April as an information and now suddenly at the end of September we're now into the the phase where we do an action item nobody's going to remember what was discussed in April number one and you cannot have an information item then 15 minutes later because you have to wait and your next meeting. Historically what's taken place thank you Cassie I have really can hear me okay I have sub questions and comments for later I just want to start by saying I do resent a suggestion that we should be rushed to these comments I want to remind you I'm speaking for 100 people tonight so my questions are as follow does one I agree with Debbie and Ray that yes this was an action item in April however as I recall cuz I was at that meeting that was the night the calendar was not approved so and I almost feel like the this again item actually got cut short that night so I don't agree that having this to attempt to Tina's later to vote on is okay so my other question is is it 180,000 or is it 500,000 when why don't we have that answer my brother is a contractor the first rule is you don't sign a contract that says 495,000 if it's 180,000 we need that answered I need that tonight also I want to clarify from Brookwood what was said was you who either have revenue or staff housing that is what they said revenue or staff housing you don't have both so I to know and I know doctor Levin mentioned have you done mixed-use projects and they said oh yes we have have you done a mixed-use project for school district and I'd like to know what the school district's you have used public school districts not private I'd like to know what is the debt to income ratio I'd like that answer when you take on these projects what is the debt to income ratio finally I'd like to ask why we're adding another $400,000 study and that's a million dollars spent with nothing to actually show for it when the toilet I use in the bathroom leaks okay Mr Quince that all the bathrooms at the high school were fixed but that's not true the staff bathrooms have nothing text thank you Linda hi can you please let me be on video it is not me preventing my video okay hi I have several questions and comments when is how how the company got into the mix and have a safety I came up to begin with what I'm observing is that there are some basic questions that are being asked right now by the board that indicates that there's not nearly enough due diligence that's been done and rushing into a decision would seem to be politically debated versus actually based on enough information and knowing that this is a good decision also getting other bids if this is doing this is really a consideration I don't see why we wouldn't get other bids I think priorities need to be looked at as many people have mentioned you know even the facilities that we have now aren't being maintained and I think it's super important to get current community and teacher input I know there are many many teachers who are begging for this not to happen they don't want it and what if the teacher gets fired and they're living there as well that's another question dr. Levin you mentioned about Community input how much will we have spent you know before getting it will why not get that Community input now before signing a $500,000 contract where would this be located being overcrowded classrooms we don't have any real expertise in the school district Daly City spent 75 million dollars on this that's an average of 615 K unit that's before mortgage interest property tax revenue stream you know me and has any other except what is we can't even maintain our existing facilities why would we not be considering teacher housing vouchers salaries other things and it think it's a pipe dream that this would be a revenue model for us thank you thank you and G everyone Grand Lockett High School science teacher plenty of questions do of them rhetorical some of the not the biggest thing that I'm humanely wondering is getting that we're talking about housing options for people with in Culver City my question is why are we bringing this presentation to a school district and not the Culver City Council in the first place I don't think that schools jobs are to be landlord so my question is when did Culver City Unified expressed an interest in becoming landlords in the first place that seems very have enough on their plate my take on this extra tasks along with that Holly properties be managed for starters as people have already said we already do have maintenance issues that are not really being an adult but I'm top of that we've already we've actually filed a grievance with payroll department in order to make sure that new teachers are actually getting paid what they deserve so my question is how we'll be able rent be managed but we're talking about a district-wide series of apartment another question that I have is how long is it going to take for the district to recuperate the hundreds of millions of dollars that we put into this project should be okay it because to me this sounds like a very quick trip the bankruptcy which is problematic for everyone for the people that supported this in the comments that have been made earlier my question is would you if if you were forced to would you live in this apartment that you're so in favor of supporting or is this something that you were favor from the sidelines but not actually participate in yourself and to finally conclude to the last commenters Point what political motivation led to this decision being rapidly rush because it all seems a little shady that's about it okay I think that's all the public questions we had right so the next thing was was about to be give staff and in our visitors a chance to answer some of those but actually that last had a question that I can and think good answer which was how did this come about that the school district is looking at this and that started with me so 56 years ago something like that there were I was on the league done committee with the city and the city was talking about other people were talking about I think not in the meeting but just before or after about how the city really has to try to get market-rate housing and they have problem people don't want it in their own neighborhood and I said hey maybe there's a way people would not object to having their school librarian or custodian or something like that in the neighborhood there's a way for the school district 2 to city and get something out of this so we started the conversation the intent was indeed to benefit the students the idea was the district could get something out of this that would benefit the students whether that was preferential housing for District employees when the city did it or money or whatever that's how this particular issue got started it was many years ago and it's been sore for collating in various different forms since and of course it's more quite a bit since that time if other people want to try to answer some of those questions I think that's appropriate now let me start with superintendent Tran cuz I think they were some of those that work Direct did you do you have a list of any of those questions you want to answer and then we'll go to to our visitors I believe I could share some of the the current information that bleaches gather come out stopping the demographics in terms of where we live if that might be appropriate in terms of Pho in Southern California City and any surrounding districts the issue is not just a cost of housing that is day a major deterrent for long-term employment anywhere really but it's also the amount of time we spend on traffic driving in and out so early we have right now we have heading out about 455 certificated staff administrative and not included here of 455 95 or living within the Forest City area 360 live outside of the police could be a block away from the city boundary or I could be two hours drive away I don't know that I need to find out more contacts it says 79% of our teaching staff certificated not administrators stop living outside of Galway city it is a concern because the contacts work should be less stress been living in an inexpensive place as well as having to drive to three hours each side back and forth for a classified staff we have 90 we have 369 classified staff currently part-time what time non-administrative 99% of all classified staff live within the core City boundary and 270 living outside of toy City that work out to be just thinking Misty today could you repeat those numbers for classified again sorry 99 staff members classified lived within the city and 270 live outside of the city and not 73.73% about classified part-time full-time again the question is can we do something more than just simply accepting the fact that if you work in anywhere you just I did with the traffic we do not have land that is under utilize or perhaps could be used in some way to to leverage a better experience working and living in Culver City Unified School District boundary and the timing may be right or maybe not right but the needs speak for them self I truly believe the needs of making the experience and and and the the condition of being part of Culver City it's important and hear something we could do about it it may be the context of the board decision one way or the other to direct it into begin tonight or whenever the critical needs of our staff and more importantly we have never asked out exiting staff members in terms of judge people left us did you leave because ABCD we pass certain things we never asked him did you eat because of and apparently I don't have that information by but I would imagine the context of future teachers if we were to go out and and search for candidates and tell you we would do our best to generate independent income and we can use that income to care for your children we can use that amount of money extra above and beyond from what the state could give us to add onto a living wage commitment Walmart on doing effort to to subsidize your rent until you saved enough or a place of your own with a bad place of your own is within the city or without the city you would have at least 5 to 7 years of roots and bonding and bonds with it with a community I'm so sorry to keep jumping in but did you mean to say or you said we could make a living wage commitment or subsidized rent but all of the above do generation of income could be used for so many other needs Child Care and housing subsidies. I'm just going to back here just we enter indeed the context of underutilizing I'm properties and holdings is asking for something he mentioned this league long-term thank you soccer chants ask for clarification I need clarification because I'm hearing two different things then forgive me if I'm just not understanding this because on one hand they're saying that housing become self-sufficient the market rate allows us to have the affordable or however it's designed but then on the at the same time we're saying this could generate revenue and it just doesn't make sense to me because I don't think we're all on the same page because there's no clarity about the ultimate goal of this housing is it to be in our staff can live where they work or is it to generate a revenue so that all of the things that we need to fix can be fixed what I don't I don't understand that question because what's being proposed tonight is to figure that out right we're not nobody is proposing tonight go Bill Workforce housing or go market-rate housing or go build something else what's being proposed is to consider all those options but I suddenly lost you sound are you it's being marketed to us as a way to generate Revenue mr. Tran just said we can do it all that is marketing to us that this is something that is feasible and we can do it all misleading if we don't know right now what we can do I would actually rather have someone say I don't know what we can do we can't make any promises we can't promise affordable housing and we can't promise generating a revenue but that's not what that wasn't what was happening and responses to people's questions before tonight and it's not happening now and I think it's misleading and disingenuous okay I guess I haven't heard the same things you've heard what what when I asked repeatedly was we have to the the next 6 months if we go along with this would investigate all those options then that's what we would find out but okay I you and I should we have our guest answer some of these questions and this debate May be cleared by them as you guys come to the podium I think that all I'll offer that what I'm hearing in the way of the visioning that I'm hearing from superintendent ran as well as you both is just based on the precedent that has been stopped by the district's you've worked with this far listen to six months of exploratory to figure out what options be available in the past we work to school districts who have ultimately going on to create subsidized rent housing for their faculty and staff and I was also works with some that house going on to create market rate affordable that's open to the public with the enhancements generating revenue for the school districts that they can then choose how to allocate that revenue and so of all all those options are on the table so you can someone answer the question I asked if if Revenue was generated has Revenue been generated that wasn't answer sorry to jump in Okemos cross over assistant what I was about to say is his could you guys try to answer some of the questions that people have asked including that one Jefferson Union High School District has opened their their building start with subsidized rent for their teachers and staff and so when those teachers and staff pay the rent into the school district a tax revenue but there's no net revenue flowing to the school district in bad news for other sources can I depend on how you define revenue in the other project to Serramonte Delray neighborhood is in the ceiling ndir currently going through the city approval and design process it's a bad has not generated Revenue cuz it has not been built yet another question about what zhc kind of like an HOA that's a great analogy so they're the oversight board who ensure that the funds are allocated on a bases within the workforce housing at Jefferson Union so that you know reserves are maintained maintenance is taking care of the property manager is a central their eyes there was a question about a facilities master plan versus what we're doing words. The suggesting we're going to provide him to fill these plan that we we do that different users but that's not what this is still his master plan as much or getting out or what needs to be expected to be nice to be improved what are they at Grayson's at the board what do you want to accomplish and then what are the revenues that are planning to come in and do you make those you know Taxidermy tools rely on legal counsel as does every school district and sessions they a X Y and Z and you know if if we had a different opinion we would bring it to the to the to the Endeavor manager on behalf of order a monthly basis at the otherwise we would assume that the legal counsel you know is absolutely on top of this and they would provide the ultimate legal advice that's true but we would love to see your butt there was a question about landed I landed is a home loan Japanese so they held public entities such as school districts each other personal finance things so that I am seven years or something like that whatever the time you you choose landed would help you at the individual plan or 5% down payment or or some other program I don't know what program are several different that are helping that from the very beginning Jefferson Union uses 120% Ami and 80% Ami so anywhere down to 50% is the range that I am I from Family Guy that was living room storage up to 120% in terms of who is primarily eligible and they have found that it includes all the time and Old Times employees yes more full-time employees but the park behind the amount of part-time work they do what the part-time gas and Truth are so high school districts guidelines that were as Allen just suggested but you can choose how to how to set those things up and you can reflect our values and now you determine your eligibility I think there were two other questions what is Brooke Woods interest in this and what are the so-called underused properties we have not done the portfolio analysis yet so we can't comment on some of your properties are but we can and are interested in acting my question was Jane does Brooklyn T management product development management process describing we don't do Property Management maintenance and upkeep on hiring a property management company is working through all the designs and the different unit types based on the needs of maximizing the value to the versus the construction cost of the product manager higher-rated managing all the Consultants putting together managing the documentation necessary for the beds in the city to make sure that the permits are pulled in there time frames so that's a good managers roll I think they were asking a more basic question you get paid for the consultant role for developing all and coming up with input and so forth I think I understand Eliza how I heard the question was is that your primary you know how you get as a present for profit business how you get I paid for that work or are you hoping to continue on from that and it's sort of a partly a a attempt to become part of whatever we building and have for the business I think that's the gist of the question about what you get out of it yeah we we would be very happy allowing them to to send email or tell staff about it or whatever and we came up with some method of letting everybody District know these folks if you're interested here's how to reach them I think that's all we did with them and it was up to employees to decide if they wanted to contact landed and up to landed to decide if they wanted to pursue anything further and they did ours and go to work. Revisited this my concerns have already been shared my member members of the public my major concerns are not about housing I am not anti house I support housing this is about process and priorities the process has been flawed from start to finish because we presented this an April brought it back for a discussion and a decision to which many people have already called us out on we didn't do bids for half million dollars on top of a facility Masters plant master plan that we approved $400,000 3 years ago don't know how someone unilaterally decided that that plan is now moved we have not done anything from that plan really but now we want to invest another half million dollars into a whole nother planned to Europe this one is actually not as detailed as the one we paid for because of facilities master plan is more detail we have no information on long-term studies of public schools funded Workforce housing there is no data to show us that this is actually working in Jefferson because they are just starting it we have no data to rely on to ensure that we are making an investment that's going to generate revenue and net revenue that we can actually invest in our schools so I'm still unclear as to what the goal of this proposal is I would also say that I'm baffled by the argument that we should listen to the needs of potential employee employees and teachers instead of the feedback that we're getting from our current teachers and staff because people want to focus on recruitment be honest I don't sound very much like an effort to pit new staff by housing versus veteran staff who are saying that they would prefer Fair wages and benefits it also makes me wonder if people forget that our teachers here in our staff here in Culver City their request reflect us commence of national Educators who are saying that they're leaving the profession because they're burnt out because of poor working conditions and bad pay the other issue that I have is once we develop something into housing we have tied her hands and cannot use that as school facilities anymore I see you're not in your head because then we would be left with the decision of moving people out of their homes and converting that back into school use those facilities for our classrooms so we're cornered ourselves with property that's very limited with this process one of the things that's in the handbook and I know some people were be send formation from the education Workforce housing handbook I you can look that up it gives you a lot of information about this it says how do we know we can trust this process this is actually from the handbook and it says from that handle in a word transparency is the answer keeping community members informed of what when and why decisions are being made builds trust and ensures the community members are meaningfully engage in the design and development process as a public entity it is also the Eleazar education agencies interested be transparent we're not doing that not even in this exploratory phase we're jumping right to the house million-dollar contract and we are prioritizing housing which does not directly impact our students instead of hi or teising upgrades and repairs which would and we are not taking into consideration the and the fact that we literally lost 16 class within four months 16 of our teachers and students have lost their classrooms and four months we have had piles that are falling from the ceiling a kitchen that has a bid for refrigerator to the tune of 100,000 we haven't repaired that but we can find 500,000 for this contract many other areas are lacking air conditioning in areas where I'm please work and we also have no AC in common areas that could be used as shelters like our gym in the event of an emergency visited every single campus in the past year at least twice and I've looked people in their eyes and making promises that we are not making good on and this contract will be a slap the face to all of the people that we said there will be more to come that they would be able to working conditions and have their students learn and conditions that were safe we don't have a bill in the science building at building is 4 years old and we still don't have a bale there. the issue and if we had housing and the condition of our schools will be shut down by the Housing Authority so I don't think that we are in a position to promise people that we can provide high-quality affordable housing if we can't even do our due diligence and one chapter we're required to do is provide safe learning spaces I also think that as we discuss this as a community we need to prioritize not only what our needs are when it comes to our staff and their wages in Venice but we also need to prioritize how we're going to spend any extra dollars that come into the district I know when the developer sees that we have sitting in an account you can only use those developer fees for a limited number of things I asked after the discussion if we cannot Jen dies the master facilities plan and a budget overview and we still have not done that I will not approve anything until we dig into our budget with a fine-tooth comb and we look at the facilities master plan that we just paid for three years ago and if we approve this every one of this every one of the board members voted in favor of this is being irresponsible Missy mazzoli do you want to ask questions or comments I have some but I respect my colleagues point of view I disagree that my pinion and my boat is I just really want to ask my colleagues to please respect each other's points of views however we today it's important for us to continue to be colleagues and to create the most effective conversations and that when we vote that we respect each other's boats and it's I'm going to start with I didn't think that this was a time for remarks but given that my colleague Miss McBride has made her comments I I'm going to just start by saying representative Alexandria ocasio-cortez in August of 2022 said the following after Biden put into effect the student loan forgiveness she said I said it before and I'll say it again not every program has to be for everybody it sound like many of our staff and teachers who we have heard and I can I am very grateful for every single person who has given us feedback this is feedback that is going to shape this proposal we're here cheering from a group of people we're not hearing from all 700 and this proposal will hopefully create in a community survey that can go out to all our staff and teachers and understand does this need to be housing for Workforce however you know there is voice as we did not hear there's we have not heard from students that are on house we have not heard from our future teachers we have not heard from our potential graduates who who are desperate to return back home and to Culver City and and this could be an opportunity for them to enter the workforce so there's many voices we have not heard and I believe that this proposal will reach those voices were not hearing from today I believe housing is a human right and if we are in the business of educating humor and we're not looking to provide housing we are not doing a good business of raising and educating our students if teachers and staff don't want this let's open door to all are on how students it's open to the doors to those students were being served on a permit let's open the doors to the staff for the city we have asked that we need that we need we clearly sorry we we have needs we've heard it from our community what we need is diversification of our natural sources and this is proposal is offering this we have a climate crisis and we need to stop commuting long distances and reducing our carbon footprint percent of our carbon footprint is produced by passenger vehicles More than 70% of our staff live outside of Culver City we have a responsibility to our climate many people who commented today talked about how we are aboard a for how a board member Dr to Sean mckeithen moved out I disagree she did not move out she did not want to leave our district she did not want her term to be eliminated her landlord raise the rent in there to the point she can no longer afford it in the the move occurred so many I'm giving this this is it a 180 is 485 + it's 182 The advisors and everything else Beyond with bacon serve is what the other part of the contract is I encourage all of us to please think about the future because we been in the housing crisis for way too long why do we limit our mindset and thinking that this isn't either or issue the project can provide Revenue so that we can invest advise young teachers who want to come and work here we can build it and admit what we can provide regular maintenance to our building and as Miss McBride say execute that maintenance plan that we have so I'm voting yes on this and I just feel like we don't know what we don't know in this is an opportunity for us to find out how we can utilize our facilities how we diversify our finances how we can serve our community beyond what we have here so you know another thing is someone mention actually mr. he said we don't have over Park anymore and so I wonder is it because of the facilities this proposal if we eat continue to have these conversations can be an opportunity for us to think about how we can house if we as a community want Clover Park. Create a beautiful facility for them in one of these buildings that we create so I appreciate everybody's comment and the way that I see this proposal is this is an opera Unity for us to build something with each of us can answer our our answer those needs that we're bringing up to the board it's not an either-or it's an opportunity for us to find us Lucian and in for that reasonable. Okay my turn first I want to point out that it's I'm a little concerned the two of my colleagues have said they they know how they're voting when we haven't heard from the the community fully we have people waiting to speak I'm going to tell you a little about where I am on this what questions I still have I have some questions for staff and then we're going to try and get to the community comments and questions before we come back to work so some impressions I'm really bothered by how the communication has worked around this thing we clearly have quite a large number of people in the community who are are saying we shouldn't spend money on this because we need to spend it somewhere else when I see this the intent of this as a way at least a large part to raise money to be able to spend the night and that's not the fault of community members that's the fault of us as a district for not having communicated well so that's one thing that I see another is I see a lot emphasis here on both in the contract and in the presentation on housing and on Workforce housing and that concerns me because what this contract is supposed to be about is exploring the and I certainly want that to be one of the options my guess is when all comes through will find that you know in order to do what we want to do we have to build some of the the housing to be below Market anyway we require you're too and therefore we're going to sit for required to have that available let's at least give preference to our own employees but that's not what was supposed to be decided now that's not what we're supposed to be looking at now this is supposed to be about investigating all the options when I talk to her sorry I'm mister mister cats and Mister white the game right answers in terms of yeah we're not closing off any options until 4 but it gives me some pause that we've given the impression to the entire Community or at least have some big fraction in the community that we have closed off options I know that you know I shouldn't have to let you know later that your feet but maybe it's just the way it came out randomly or maybe it's the we didn't look at it properly as as we did it as a district I don't want us to go into something we are we're trying to solicit Community input in a way that wind up having a whole big part of the community feel like they've been disenfranchised before we even start it'll be that much harder to really get Community input if a whole bunch of people think we've already made a decision I don't think we made a decision we definitely haven't taken a boat and made a decision that says Workforce housing and if we approve this contract it doesn't say Workforce housing but it's Target start giving the way it's come down in terms of the amount of the contract I think it's really clear how much sorry I'm Brookwood how much Brookwood advisors gets potentially and how much goes to other people and so whether you call it a $480,000 contract where 150 or 180 depends on whether you're looking at ultimately might wind up paying or what we're committing right now to pay and I'm more concerned with what we are committing but I would like a clear statement from staff that you know the Warriors have looked at this and said that where we've actually if you were voting for this would be committing this amount today right so that if we change your mind later that's the amount that we would have already sunk where is whether or not it should go to a bid process I understand the idea mr. Tran that in general Consulting contracts of this size that is of 150 to 180 typically go to a vehicle cost of something both in time and money to go through the bid process but I'd like to hear a little bit more about that in particular about the time aspect of it you know I would really love to be part of getting this good because I think in the long run if we if we do this right you know it might be a billion dollars a year coming to the district that we can spend on educating students that would otherwise just be sitting there in the ground cuz we have huge amounts of land that have one story in two story buildings on them when they're surrounded by places that are very expensive but I'd like to my personal desire be part of it shouldn't enter into it what should enter into it is What's the timing what's the advantage of Starting Now versus some other time I'm guessing that it has to do with if we need a bond to do this which hasn't decided yet but if we come up with a plan that requires a bond how long that schedule is but I'd like to hear about that I think maybe I'm asking too many questions without waiting for the answer so let me first see see if we can hear from mr. Shriner whoever you want to delegate to talk about it about the what what if we vote for this contract what we're actually commit to paying and what's contingency that we can decide later whether we want to do it and about the schedule before we go on a little further thank you Doctor Levin and if I may be allowed to start first and then. with a bicycle sale in the some details of the contract is committed to pay our advisers hundred eighty thousand dollars but this is a a not-to-exceed amount the advisor will have to submit invoices at the rate that is quoted here in the contract and will be paid last week on the $50,000 contingency is again did it is you know it's it's not a free pay upfront it is only needed a new always be how to be a pro by the superintendent's office and inform to the board on to that the context of the words to trigger multiple research and then studies Environmental Studies cylinder to naira studies and traffic Consultants on sorts of the amount that is listed there is to be transparent about this is the complex project and within the time frame that we have we would like to have the flexibility to have all of the above done independently and engine in concert with each other and the potential cost for each of those study is listed here but should we need not to do that studying and that is not going to be spanned the contacts should we need for any kind of support in and report we will have the Brookwood advisors people contact and ensure that with us first in the board to be kept in the loop at all times but it is did you get lost up to $485,000 and I want that to be to be known but we're committed to compensate our advisor at $280 an hour and $320 an hour as they such as we go along up to $80,000 and not to exceed that amount and with a built-in 50,000 has contingency but everything would be approved by by the administration of District Yoga for Two mr. Catra mr. white chocolate if that is needed doctor love it's no good information thank you okay so then about the schedule can you give us some guidance about why today and what happens if we postpone this to to try to have better participation and communication about what exactly is is in the contract and what we're agreeing to the first save if I made start. Should we get the approval from the board tonight the first two months almost basically two structured conversation with community and other stakeholders throughout the begin formulating the database that we would need in terms of his staff needing the staff needs as well as all of the other options as which property would go where and do what end for the first few months is it just going to be crucial just to take inventory and I'm trying to figure out which way that we can best use the resources we have the timing is important because if we were to wait every month if we were to wait before you sample and in addition of two three months out we will lose that to 3 months and then by the time we're trying to get to the board of our recommendations if we were to lose the first to three months he will be looking at the end of Summer at the meaning of Summer and in many cases we would want to have still time to bring to the board at the beginning of April I would learn out studies in options so that next step could be determined send we still have full-time staff on board with the other Consultants that we can can reach out to and not having to hit the the summer months with this will indeed slow us down now that is that the board gave us the permission to do so so the timing at 7 practice wellness and if so, so I can fill in I would welcome that opportunity after 11 I have a question in response to that this timeline that requires us to be I'm so anxious to get this done before the summer or staff is not here during the summer but why are is the urgency I'm going to have a long answer to that is that either we start that the most I got the most optimal point during the school year if we were to start tomorrow then within six months we will have something to bring back to our board in the month of April and that would give us additional time to plan for the next step without hitting the summer months which is witty difficult words to I'm so April May and June would be the month of The Next Step will be determined by the board and how it going to proceed I suppose we could the next steps in the month of June July and August but the lot of other things will probably dominate our agenda during that time we have a very slow dragging down month of July so I would very much like to propose that we keep the timeline the way it is at this point so that we can carry out the next steps when we still have a bowl on year and then staff on board so do you think that it is in our best interest to initiate this contract and that process before taking a deep dive into our budget and really understanding the elements of the existing please master plan in conjunction with the very first strain the Consultants are with us it is quite a big possibility that the district may have to approach the voter in the vote is directly additional bond trading or partial tax funding I'm not going to speculate which to address the hundreds of millions of dollars that would be needed to add tube to figure the the workers or rebuilding the modernization of outbuildings about schools is a big deal and I'm hoping that with the work of our Brookwood advisors that would allow us also planning how to approach that idea and maximize that operationalize that moving forward so it is the impact of not to Simply focusing on repurposing some of our Holdings at the same time looking at housing for staff but in doing both we also be looking at the best time to study the possibility of coming to the road is directly with the board's approval for a to address the facility needs which is in the hundreds of millions of dollars it's all three all together and do the sooner we start the better we can coordinate also addressing all three big big objective so I had it had a number of things to go over about this music by 2 if you want to continue pursuing questions about the schedule I'm okay with I just don't want us to how do I drop the other things I haven't had in mind I'm fine we can get two public comment whenever you're ready I have another couple of things to say about this one of them is that while the details are definitely unknown I am as I said I'm an astrophysicist I'm not a financial person or a real a person it does seem to me that the basic fact analogous to get a water runs downhill is that if you're sitting on land it's worth tens of millions of dollars there's a way to generate income from that land and still use it for the purposes that were being used by adding other other things on the lamp whether it's additional buildings or our building or some other aspect so I'm very concerned that we wind up failing to get huge resources for our district by rejecting something rejecting the study at this stage on the other hand I don't want to wind up failing to get the job done because we stay did the study under circumstances where a big fraction of our community you know he's an on-board doesn't doesn't see that we're doing what we're doing doesn't see as a study in but rather sees it as a dish and that's already made about what to do on top of that I want to hear from staff that you're confident that this is the right Consulting Group to do the study and that the amount of money we're spending is the right amount just as we would for any contract it was was being put forward bothers me a bit that when you read this the the descriptions all if you just look at the written material that came into the board meeting it looks to me too much like it's all about Workforce housing and now enough like it's about a study to figure out what to do where Workforce housing is one of those things that doesn't preclude me from from voting for it if I can be convinced that you know that wasn't the intent and it's okay it really will investigate all the options and need at that won't Poison the Well with our community because I don't want we we have a recurring problem where our community thinks we've made decisions before they get it almost doesn't matter whether we're really making the decision before they give us in put or we just gave the impression that we were because you know it's hard to get people's input if they think you've already decided what you're going to do I don't know whether that should be who should answer the question but I'd like to see if if anybody knew whether it's Brookwood or staff can answer the question of how do we use short people that this really is a study of the options and that this is the right group with for the right amount of money and that we haven't already you know messed it up so that people won't participating in this study because they'll think we've already made decision so those are three related questions and I'm wondering if you can answer that whoever wants to try to take a stab at it 11 / allowed to speak to the pursuit questions I actually had to have conversation with leaders of the Jefferson Union High School District a board member and the deputy assistant to the deputy superintendent of the of the district the original context of that work she was quite similar to what we looking at in Culver City Jefferson Union High School had a large tract of land I think it was a former High School location that was 22 acres of land and and so they were trying to figure out in the land be used in a way that is more profitable short-term long-term and and should not so triggered what they needed at the time which has support for for housing options with staff and so Brookwood and additional advisors stepped in and I believe it Mexican correct me to years to figure out different options for the 22 acre piece of land to accomplish both and in that context they discover and they connected and and eventually cutting ribbons and allowed staff and teachers and to move into the complex. They move on to build the Ford market-rate income-generating you know District we'd probably going to be looking at doing the same thing and they've had experience working with Jefferson Union High School District and I checked in with my college in Korea Union High School District which is another project they've done as well and some of them in our conversation. Side with our advisors when they came to visit us and that's part of the reason for their presentation to the board tonight and it is my regret that we had to lean heavily on to housing for Workforce but their expertise in also looking at different ways to better use Holdings of the district Property Holdings is an impeachable at this point I am confident of this the right group that we can bring to begin this conversation now the third question I would have to rely on they do have a a staff member that they can bring on to engage the community in in a much more comprehensive that I have in mind but I'm going to invite Allen and Chris to come up and speak on the process of how to bring a information and opportune for staff and onions with staff and community and all the stakeholders within the within the project someone to translate like to suggest a reason a doctor Levin I think you're trying to understand why we focus so much on Workforce housing housing as in type 2 investigating and I think this is just the usual time in the states with the requirements for Regional Housing fireman stage that Arena goals and obligations that the state has asked different cities to take on so what is on everyone's mind these days is do you provide you know housing in the community and how do you a show Almost add more easily as sure Google's of them not only the amount of Revenue that would come to the district but also the risk profiles any undertakings so the rest right is considerably lower than it is in any other time and you know in in in well just about the rapper is the last 20 30 40 years how's things in the state because of the demands that the current Administration than end and this whole process has to put on individual cities so that is one significant component of Beyond housing assure you we will look at the opportunities we possible opportunities you know Jefferson Union it didn't just start out with just one Serramonte Delray neighborhood site it's looking at our entire portfolio and we came up with highest and best uses for each of those properties based are the different constraints of the sites and as an example one of the properties including multiple levels word the age staging was considered the ideal use in that case that had the reasons were the Where where it was really traffic and neighborhood concern so that we do look at the full range of options if you want to sure once and for all just to clarify before any boat is taken you don't know what your findings will produce correct there's no guarantee that if we do reach the not to exceed dollar amount of $485,000 that based on your findings we may not be able to recoup those dollars correct okay thank you I just needed people to here explicitly because we are investing in something that is not going to be guaranteed to generate a revenue and we will have invested $500,000 potentially after 400,000 we have not done anything with to make improvements and I think it's important that people here that we're going to be voting on this also mr. Tran one of the other things that I wanted to bring up was that we did discuss when we decided to have a border for did non urgent matters would not be presented to us do you want to categorize this is something that cannot wait until we are aboard a five because that was a commitment that was made it only routine business that has to be taken care of would be brought for a vote before a board of four I do remember making that commitment to cheap just routine items to a board that is just for members but I am still holding a firm belief that this is the right time and opportunity I I would have to stand by that and I would not bring this contract to the board if it is not important and it was not timely nor will it need the need to lie. I do ask for forgiveness but it is it is at this time it's needed to be considered by the board but it's not my forgiveness or represent the public does about the Public's interest in a Publix dollars and a Publix Trust so I don't remember the conversation quite the same way but I haven't gone back and played the universe visited the recording of the meeting however I I must admit that I'm not sold on the ears I could be but what the parade I think is if we don't start it now it might delay Us by months or perhaps even a year and and I'm I'm not happy about delaying it by ear because I think that while you can't guarantee income it's very very likely that we would wind up good morning come for the district and work pick up if not income than other uses the district would benefit from tribute to the timing conversation without saying but I kept thinking that this would be made explicit and I think maybe it was referred to but it was not made clear to me but it is clear to me that you know we we we don't have money to build a new high school and we need a new high school we don't have any money to build a new law we need a new bayona and to build those things we need to go for a bond in 2024 and if we are not equipped with our needs of both facilities which were provided by the DLR master plan 3 years ago and that's the purpose that it was intended to serve and ask the purpose that is going to serve which is to let us know what we need to go out to the public to ask for now have that member thank you that's what we spent that $400,000 on if we don't go out to the public both. And this that means we cannot we are done fixing it from being able to ask for money for both housing and facilities and we'd have to wait at least another five years cuz I I mean unless we could go out for another Bond right away but you do really unlikely to me but for me it's like the next financial decision we need to make after this cuz we need to get me w b w whatever they're called her there or where who never become talked about going out for a bond and all of these things about and concurrently so when we go to the public you know what we're asking for and we can be compelling campaigners for that work like a conversation with tbwb would be more timely than this station and also Jefferson did go after two bombs 2018 and 2020 and they both passed yeah okay it's almost 11:30 at night we have a bunch of people from the public who want to comment on this so we have to figure out what to do whether we're going to be here for hours or phone this or or what we clearly can vote on so we've heard from public that lot of people want to I don't want to make them come back to another meeting but I am very mindful of how late it is at night let me say before we get the comments because that may help in terms of people's responsiveness I'm where I'm leaving now unless somebody convinces me otherwise is to say we are not ready to pass this tonight I'm open to bringing it back at the next meeting after and End Avenue I have a better conversation about it but my concern is that while yes there's a essentially you know Public Communication reason to this quickly that is we want to get it done while we're still on a good time line to be able to ask people to support it there's also Public Communication reason not to do it right now because even if all the people in this room and on this Zoom call have under stood and agreed and so forth would probably isn't true but agreed that okay this really is about a study it's not a commitment to to go to Workforce housing there's a lot of people out in the community who haven't heard that message and if we're going to need some time do that I don't want us to wind up passing something where a lot of people think we have precluded options that actually I don't think we precluded I think when I look at this the amount of the contract is reasonable purpose of the contract is reasonable but we've done it in such a way that will shoot ourselves in the foot will wind up killing off the ability to do something really great because we haven't made sure everybody understands it first so that's why I'm up. Now we need to have a little more discourse right so it's because what I'm hearing you indicate is that you've now indicated a direction and so I need to have a little more discourse be before we move forward so so may I please contribute to the discourse at this point they're mine we got a lot of people from the public waiting to talk I'm hoping that many of those people will say okay if that's where we're headed out to come back in 2 weeks but I can't force him to do that and I obviously you know they've been waiting a long time to talk about this okay it is my pups perm position that the sooner we have the professionals explaining to the public that we have not precluded ourselves from anything in that we have not married ourselves to do anything yet the better it has been our experience and I think that you'll agree with me to some degree here that for five years we've been trying to have this conversation with an anecdote and without and in the abstract and without any concrete data engage with the community around. Have parents she has been promised it will be delivered and those conversations can no longer exist in a vacuum to be farmed with bats because the absence of bats because clearly played a big role in tonight's misunderstanding to say this does not compete with our other priorities because we are statements are made again and again and again with our priorities when it is not competing with our we continually have to say you know remind folks that the board expressly said last time and the time before that we discussed this and this was even on a previous board primary concern with staff and black and now we have a complete ability to delegate the task of stuff done with an expertise you know over five years we've met with five developers not including the one in the room tonight single one of them was able to guide us in taking first steps to see only organization has been able to say hey here's how you do it and we can help you do it and you don't have to use your stuff to do any of it and these are exactly the kind things that we need to just be able to stay with data the data that they're saying we don't want to talk about 2019 anymore are we going to get data from 2022 we can't do it internally internally doesn't get Tristan. The problem that can come from this side of our in outside of our internal we need to have external sources of data can't be refuted and constantly critiqued for how reliable they are have a suggestion based on what you just said which is is that we see if we can come back with a contract that's not not to exceed of $7,000 but instead is the first month or two for a much smaller amount that we I'd be willing to agree to commit to and that would would be focused on getting that public engagement beginning that was a very early part of the process anyway and then we could kind of bring or the future bored cuz by that time month I won't be on the board the new board would then bring to a vote the idea of pursuing that the further processed it that gets us cost more of the money I say we try to approve 180 tonight with no not to exceed component suggesting that we asked cuz I don't want to do it in real time that we asked if Brooke would and our staff can come back in 2 weeks with something smaller I don't want to define the amount but certainly 180 or smaller I'm wondering if it could be 100 that has Morse code but it's the beginning part of this with the understanding that if all that goes well you know they bring back more of the scope for a vote by the board that way people wouldn't feel like we were committing this huge and we could see if you're right that by having professionals come in and communicate with the community will will avoid some of these you know misunderstandings and strife and miscommunication I'm super open till I really like that bike ride I really like to engage the idea of The Mending it right now I think it's worth just asking if that's even a possibility is there a possibility for us to amend this contract tonight so that being numbered run out of thin air but would you be amenable to us the proving just the 180 for instance tonight it would work with staff to make this happen and whatever you know we'll make it work and it will be will make it bring it back up like I'll be honest I feel like the spaceship nature of the urgency has been presented should make every one question why this is trying why the effort is being made to desperately pushed us through tonight when we have heard if nothing else the people want a process they can trust so I'm not sure that I I'm comfortable with the way you just described it but I think I agree that it would be rush to try to make that adjustment tonight and I'm very open to bring it back two weeks from now and I'll say right now that I'm predisposed to vote for it if we get something that comes back that looks like it's reasonable reasonably aimed at beginning the process of getting that Public Communication and gives us an opportunity to find out after a month or two of that whether it's working in the public really feels like there and the staff you like what is being heard and so forth I don't like the idea of trying to adjust it right now because it ought to be a negotiation and you know the lawyers on both sides to look at it as a contract think anybody's is disingenuous here in what they're trying to do I think we just have some different purposes and focuses and concerns and I'm very aware we have a lot of members of the public waiting to come in let's be really clear what were what were potentially suggesting so potentially we are suggesting the group would come back at the next meeting so it would not be at a later date it would be a comeback at the next meeting and that time we would be asking for reduce scope at the two critical critical components are at the the most critical component being Community engagement and then the second part I mean there is the work right so I'll have to figure out what that looks like there's going to be some sort of feasibility aspect but in smaller scope at the understanding would be that if that's all working as expected and that it says Brookwood expects and everybody is comfortable with it that we're anticipating you do adding the the rest of the scope that's on here we're just saying that first we want to actually see can we you know show Facts and engage the public and get people to be comfortable that this is the right that's what I'm suggesting is that that's what the contract would come back in 2 weeks for us to discuss and vote on and then board members agreed to that then I'm still going to see whether members of the audience want to speak to it before we do so cuz we've had people waiting a long time even though it's on a I'm sorry doctor Levin what was your question are you guys okay the members of the board with asking Brookstone and our staff to come back in 2 weeks with a smaller contract that's focus on getting that public engagement and actual you know facts on the ground part put together enough essentially so that to convince us all that yeah this is this is a good processor we're going to continue I am. I have to figure out the amount and the amount will affect whether or not we vote for it but I don't want to specify the amount right now I want to make sure everybody's clear on the goal and then let people go figure out a good time to go she ate what they think is the right contract to bring back dr. Levin eye technical issues with I would support bringing this contract back with a scope of a broader Community input meaning I don't just want to hear from our teachers I want to hear from our families I want to hear from our city I want to hear from the stakeholders where we live because we govern and Community we you know we have to make decisions important decisions such as livelihood in community and so if if the assessment is the scope of work I would like for the effort to be a comprehensive Community assessment I am not comfortable that we are giving clear Direction and I'm actually not comfortable with just Miss back wouldn't it being a smaller contract I actually would prefer that we go through a bidding process and I also think that it wouldn't be important for us to take a look at Weston the facilities master plan even though it was a rough order I got sued for the housing I don't know if our current board and staff even know what's in that report so it seems that we wouldn't be ignoring the work that way done by that multi-stakeholder group semester Mazzola's Point DLR work with several members of our community staff community members including students to come up with a facilities master plan over a period of six months and they got that employed and even though we didn't do a deep dive into Workforce housing it was an element and I think if we don't start there there may be overlap with this contract at work or that isn't needed so I think that we need to proceed with the comments tonight from the public and then would we need to hear you know final word comments and take the boat doctor Levin I just don't see the board is not in consensus about what we're asking for that at a future date so I think we need to work with the item as it is I try or are you there. teacher instead of a competitive salaries are out currently working with staff on a painting down payments or patch ownership is demeaning the dilapidated state of our campuses is demoralizing some of us are starting families many of us have families and this costly short-term Band-Aid Solution 12 teachers in the sea for the Long Haul the last thing our students and Community need is higher turnover which of these storms would create I would encourage board members that are pushing for this project to have real conversations with the Educators they serve retaining and even attracting teachers and staff member the promises of temporary housing can only last so long it working conditions in our school through May last on the board's list of priorities teachers will surely not stay the fact is that all of our buildings are falling apart the bathroom that leads the floors are flooded. times I had blind fall on me and my students with watch this and witnessed my gas is on my back our technology has outdated I've had some no longer support apps and programs and come back that were used during the pandemic of broken keys and are cracked and I don't even turn on anymore in the partner became aware of this action item over the weekend we created a survey for a middle school teachers and classified to survey them around this item I would like to say that the results of those who participated in the survey were pretty mixed it was not an overwhelming support of this action item it was pretty divided only 38% of 50 individuals who voted stated that they would be interested in a fordable housing and 60% stated that it is not a high priority for our district at the moment most staff members would prefer my compensation and staff needs more information and have a lot of questions about this and the board should not vote without a town hall as a teacher I live and breathe my working conditions daily I have taught in a classroom or termites have invaded our whole class and we had to evacuate or not eat each from the pantry closet with all 36 students I got tired of putting in work orders for my sink I was told time after time it was too costly fix my sink but just sit there was no purpose if the district is not willing to put in the money to fix my sink then remove it and give me storage for all the items that I do use in my spot out of pocket for having Steve gracious me from parent donations because the $200 that we received as teachers does not even cover the beginning of the school year let alone the whole school year so I am a host of this because I would rather see a working conditions for all teachers with an increased salary than to spend so much money on a project that only benefit some thank you can I just remind people the contract is not about deciding to fund Workforce housing the contract is about deciding to fund to do the work this describes which would be a study and also as I say it's almost midnight and you basically got two no votes so bear that in mind hi I am really Disturbed and angry on somebody level it's hard to know where to begin number one if our superintendent thinks this is an urgent matter over Arkham infrastructure and safety of our children I'm very concerned about the choice that was made about superintendent also the fact there is no discussion prior to look at the master plan that we 3 years ago or 4 years ago whenever it was I myself went to over 6 meeting about that plan for the fact that you would not go back to that plan first and to that company first and look at that information first is astoundingly stupid and irresponsible it's so many ways the fact there is multiple people probably on this call and I know for a fact that there's a board member who goes mini calculating the knows that we're in a house elephant Nightmare and that she sorry knows that we're going through something if we want to develop our lights that are cold and put under utilize this should have been part of our housing inventory I will also stay years ago when I took a class Amazon said what can we do and I said build housing that's what I said we do not need just Workforce housing we need to Capitol A-Affordable housing all over the city the district should have no root possibility whatsoever for Workforce housing the city has responsibility for affordable housing for everyone so why don't we look at our cracker resources go back there first and look at what we can do as a city and not just a district the district should not be handling housing in any shape or form it is not warranted it is not needed and we should look to the city to create capital A affordable housing for thank you thank you Mara followed by Lauren and then Ray evening board members you know how to have better teacher and staff retention start with keeping them happy and feeling sick do starts with better communication especially about things that pertain directly to them many of us have heard chatter about Workforce housing in his district for the past few years now when there is a developer study contract on the board agenda Community is still just hearing chatter rather than anything concrete immunity to us about it this despite the fact that when Brookwood made their first presentation in April of this year the minutes show that both board and staff members raised concerns that not enough information about it had been given to you or collected from the sea or other stakeholders in the district at that meeting more than one person emphasized that a survey should be sent out before this project received any further to gauge the interest and staff housing this type of survey should be taken prior to the awarding of any contracts not included in duties of the development contract after the contract is signed developing company after the contract is signed with his contract hundreds of thousands of dollars are poised to be spent move ahead with the next step in a project about which concerns were raised five months ago with no medication to financial advisory committee staff or the community-at-large since it is concerning that is up for a vote and we do not have a full five-member board with an election only 6 weeks away another large concern is that differ community members have gotten different responses about what the plan actually is with this developer based on which board member responded to them is this for Workforce housing or raising revenue by the district becoming a landlord would have Builders don't want to pass another Bond measure right now is The Back-up Plan the community should be better informed before this plan moves forward or any money is spent on it based on all of the concerns and questions raised us far in order to prevent further erosion of trust that our school board is really willing to have to wake me to keishin with its staff and thank you thank you Lauren thank you I'm going to try to keep this brief I will just say first of all thank you dr. Levin for your inclination I absolutely support not proceeding with this as presented I think at the very least it would be good to see if we can reduce the scope and get some stakeholder input before we start talking about spending any more money I would just like to address kind of in conjunction with this a statement that mr. People know different information about this and not upon in considering like the sum of money that talking about and considering the project that you guys have envisioned for the long-term I think there needs to be more clarity and I think it needs to be better communication thank you okay public comment on this is closed board members do you have additional comments before we vote I do I didn't hear from you that was who said they did but okay so I really want to thank everyone for their comments and questions whether or not we agree I am deeply deeply appreciative of all of it and it all matters and I listen to all of it and I read every single word in every single email I do agree that communication is a is a weak area on this issue it is a weak area in this district and I think we can go to engaged our professional Communications expert in advance bring this item to a can perhaps do some messaging around what a feasibility study is and how it's different from for instance of facilities master plan and still poorer than I do still want to what was stated before about who we did and did not hear from you we definitely heard from folks and stable housing and I want to say that again because is Jefferson Union High School District who has done this and done it with Rookwood also experienced The Identical situation where they the folks that protest the idea of even thinking about housing which again this is not a work for Allen contract on the table because you know and it's such a doctors for some of us on the board you know that they heard from Folks at work that I could not see the rationale because they were in stable housing but we didn't I don't know of anyone that we've heard from email or in person that is experiencing instant instability our housing can so we tend not that of the housing dilemma in general at large at the city at the county and the state have the district it is a housing problem that we are necessarily advocating for people who are not here and who cannot be here that is the nature of advocating for the vulnerable in housing debates and so that is definitely something that I see myself as doing I do not I do not recall us agreeing to do the survey before bringing this conversation back to the password and in particular I and I don't recall myself agreeing super-sensitive abstain. sure because we have a problem with internal service they're not crossed it there they're scrutinized in a way that allows them to not get any credibility so you know I can accept if I forgot it's a possibility but I did I genuinely do not recall it and it and it doesn't feel like something that I would have agreed to do because internal surveys are so probably neither parties I do recall the board indicating many many want to speak about that for a moment. that's what the public should be doing the public should be looking at our action items and looking at how much they cost and icing them and coming to us about that and you know I have a little bit of a the tivity around it being on this issue because we have lots of $500,000 items and people do not come and talk to us and I wish they did I want us to be challenged on those items in March we approved a $500,000 contract for a construction manager it was a $41 and I just sent it on that bill because it didn't go to our feet and because I didn't think that that was an appropriate use of fun and no one in the audience and it's okay that's how it happens and I understand that people were organized for tonight and that also is okay and I also believe in that and I'm an advocate activist so I am pleased to hear from everybody and that's the worst but I want I want you to do more of that please I want you to look at other items of this amount and so I do you know right I have feelings about the balance of that in terms of what would be a more just use of $500,000 by the way not to exceed and potential but what would be a more just use some of those funds in my mind would absolutely be looking at different ways that we could support our staff and their Vice of former students by doing all the things regarding salaries and of course building new facilities and then pursuing the idea actually supporting them in housing however they want to be supported whether it's through subsidies or through axle on campus housing there is no effective competition and tell someone helps me understand why there is is you know I'm going to have to continue to insist that because I would not be here if I spelled that it was detracting from fighting for facilities for fighting salaries I I wouldn't do that I would only doing this if I knew that it could be happening some currently not as my understanding so if we'd disagree and you can and you can provide me what I need to know that I'm wrong I will acknowledge being wrong. have to go through but we have to go for a bond to build new buildings we only have 9 million dollars left at this moment and Facilities bucket, which will get us nothing in the way of building new buildings just what we need to do it so we're going to have to go for a bond and I do not feel confident that this community will support into two bonds and succession and I hope I'm wrong if we end up having to do that we are absolutely talking about salaries in a we can't get into anything because it's not the board's not keep the date out for almost 20 years during that time I have rented three different places finally finding a nearby rental house to raise my two children finding a place to live in Clovis proper prove to be an impossible task fortunately as an employee my children can attend Culver City Schools I have personally witnessed several incredible teachers leaves tcusd2 due to Growing family and inability to housing for them it's disappointing to see if specially with the difficulties ccusd has with hiring and retaining good teachers as of late to yes almost half a million dollars is a huge investment and I wish there were more than just this one Consulting Group to choose from was this our only choice however I believe truly disgusting and thoroughly considering options for Teacher staff housing is critical for ccu's there's no affordable housing in West l.a. anymore teachers and other simply played teachers and other similarly paid workers are forced to drive far distances to work in or near Coram some people have expressed it would be wasteful spending when ccusd facilities have significant repair needs unfortunately these facilities have needed repairs for years if not decades I would hate to think that this would now be the argument used against helping our teacher staff remain employees if Brookwood advisors is deemed too expensive I implore you to keep this topic up disc open this year until a more reasonable price organization is down Edition me with all the rental properties currently going up in West LA and Culver City I find it hard to believe that will not already be organization whose done some of this investigation like work and might be able to continue for ccusd at a more minimal cost thank you for your time and attention to this important matter I just wanted to make sure that this Voice Was Heard and I think that in all the hours that we discuss this person really summed everything up and it very concrete way and also telling her I want to be really clear on what I need to see two weeks from now in order to vote Yes I need to see something that clearly Define defines for the public what the contract is about I'm expecting that to be that the contract is about Gathering information not just information from the public but information about what the properties are what they're worth what the options are and so forth I need to be seen as exploratory it needs to be the beginning not a huge commitment that says we've already decided what we're going to do it needs to be at the level of we are investigating this and getting input from the public and Gathering data in order for me to vote on it to vote Yes on it next time and I think it's clear that we need to engage stakeholders I'm sympathetic to the idea that bringing in an outside group is a good way to engage stakeholders but then we that has to be what's on the agenda that has to be how it's communicated so people see that it's about engaging the stakeholders and Gathering facts and it's clear that even after all this discussion there's a whole lot of people who don't see this as about Gathering data and even though my understanding is that the purpose of the contract okay so I'm ready to vote on this okay that you're asking for it to come back your board president you're asking for it to come back in 2 weeks I'm nodding my head on that I'd like to ask for a third nodding head on asking his contract to come back in a revised form in two weeks so that we can be easier than a majority of Boardman okay. Levin I believe the last functioning mou the we had agree with the the Culver City Police Department was over 20 years ago so for the sake of clarity creating partnership for or not I am bringing the mou I supposed to the board tonight for an action we would like to see if the board was supported a decimal call mou to support the district in times of need if we were to have our partners from the ccdd to come in times of emergency as well as providing the regular service is over the years I wanted to have them or you two to be the legal document to guy that work forward and I'll use it for your decisions that will take any question you may have do I have a second a second discussion I have a I have a question about it actually two questions in the mou it's talks about that's a row and just for clarification as to the bout 101 school resource officer we actually don't have cops on campuses in Culver City one school resource officer for all of the city of Culver City for all of our public and private but it mentions time on campus and I just want to thank the chief for free writing this because the old one was incredibly outdated this time on campus do the Astros undergo any kind of training to learn how to appropriately interact with students in addition to the regular training that officers go through the last conversation which had with the chief is that the St the additional training to bed serve the community and ended in a post I'm sorry I didn't realize yes answer your question into to keep picking up where the superintendent was touching on we do quite a bit of the training with our staff outside of the normal training were putting in with all our staff with RS throws in particular as well as a detective that are signed to what we call a special date with your folks that are in the oftentimes interact with juveniles in in Polk City underage we do a significant amount of training with them up to and including some of the crossover and carry over there we do with our youth diversion program didn't see if you know you know the broad Strokes in regards to things like restorative justice how they're going to approach these folks you know in a compassionate you no way understanding the Dynamics  up come with dealing with minors so we are doing a fair continue to grow that as well as utilizing our past SRO staff as they have cycled through is kind of a mentorship program to give them some you know kind of lived experience from their time during the end of this and how it's grown and evolved over the years okay thank you for that and then I just have one request I don't know if this is normal for Emily is with schools but I know officers are supposed to wear body cams and there's a practice that you know it's done when you're interacting with but with students especially minors I think will be really important to make sure that body cams are always on Whenever there is interaction with minors in relation to our school is that something that could be added to this mou sure we can make reference to our pretty robust body cam policy which essentially dig dates any interaction with a police officer and member of the public like an official capacity and outside of you know when Jen I think somebody here Crossing them and passing shall be recorded with them only exceptions to that is in some specific instances when we're talking about things that are sensitive information looks like that might as well be very rare occasions they shall be operating at you well in recording okay are we ready to vote no I have a question yeah I have one question two dr.
