long addenda item today and so most likely we will have a continuation of today's me tomorrow afternoon so we wanted to make that public notice to everyone it will be a continuation meeting so he has a special criteria so please note that the our plan if we do not finish today and so let's go into 3.13 point to flag salute if we can have some student volunteers to help us with our flag salute that enthusiasm for Learning and collaboration buy frequently engaging with her peers the classroom and in discussions and activities eloisa has demonstrated balance between teamwork and Leadership skills as a wave pod member this year her respectable demeanor is appreciated by both students and it's also like eloisa exemplifies citizenship skills that make her an admirable member of our classroom around her be on her academic achievements Lena's natural leadership abilities have made a lasting impact within our school currently serving as an active member of the student council she continuously exhibit exemplary leadership qualities guiding her peers toward success and fostering a collaborative environment congratulations Lena please welcome from El Rincon Dillon Tatum Dillon are you here I still hope so if not come on down Dylan is Dylan Tatum is a good citizen for many reasons but one that stands out the most is how much he is grown The Scholar over the years at El Rincon Dylan has persevered and learn to be successful in the classroom and around school he uses his kind and caring manner to serve as role model to others play Dylan and a few fifth-graders gave up recess to help kindergarten students during PE Dylan is a leader in this role and someone who truly cares about those around him we are proud of Dylan and wish him very best in his future endeavors Endeavors congratulations next we have McKayla Rogan are you here Kayla for Michaela Rogan is a good citizen a thoughtful student and a friend to all she is always smiling and is quick to show concern when someone is upset her empathy and kindness puts everyone at ease and is appreciated this year McKayla has learned the price of ear in the classroom even when task she is ready for middle school and we know she will continue to be a friend to all McKayla exemplifies what it means to be an El Rincon rocket and we are so very proud of her congratulations. are Nexus that yet from Farragut classroom Rose participate Scouts piano acting and she take Spanish lessons roses a young citizen who is changing the world because she is an advocate against pollution and deforestation roses positive at 2 depreciation of civic responsibility does not go unnoticed congratulations Rose also from Farragut please invite wins Chastain Winston are you here Winston is an exceptional student who exemplifies maturity and a positive attitude he has been a shining example of Farragut pause expectations all year Winston knows that there's a time and place for everything he always does his best to listen when it's time to pay attention he is focus when it's time for independent work and listens and thoughtfully shares his opinion when it's time to collaborate with his peers went to his interested in learning and immediately apply what do you have learned to his work whenever can Winston also takes pride in keeping the classroom in school clean he put things back where they belong and we'll put things away for others who have forgotten including trashy find on the ground he does this quietly without complaining and without any need for recognition or praise Winston chastang is well deserving of this award congratulations when next from La by Anna elementary school it is my pleasure to recognize Ivy Delarosa are you here driving Ivy Delarosa is is constantly and consistently a positive role model for her peers in the classroom she is a hard worker who demonstrates motivation to do but also to help her peers succeed she enjoys all aspects of school and her communities she is the first of all interior to help out a friend the teacher or anyone in the IV is a quiet leader who always good choices and acknowledges mistakes she approaches any learning with a growth mindset Ivy is always willing to do the work to make improvements for herself and others Ivy will regularly self assess and wants to the best student in person she can be IV can often be found helping younger students and others around campus she is a go-to person for her peers and always has a can do attitude she often thinks of things on a mortgage full scale and makes and enjoys making a positive impact on the world around her she participates in classroom discussions and poses thought-provoking questions that expand classroom learning into real-world situations ivy never stopped caring about the world around you congratulations ivy our next recipient is are on Joshua radin I want to hear mine up are Hondas an exemplary student who Travis tries to do his best inside and outside of the classroom each and every day our hun Works diligently to complete assignments and is always the first to volunteer to help out whether that means raising his hand to answer a assisting peers with her work or helping with classroom task he is happy to help our hand loves his culture and enjoy sharing information with his peers the day before eat a freighter the celebration of the end of Madan Mohan stood up in front of the class and explain how and why he had his family celebrate Ramadan and the significance of either fear is a joy to have in progress and we are proud to recognize him with this actually get to know lower Peters it is with great pleasure that we give this recognition to Molly Rider congratulations our next does Culver City Middle School and we'd like to recognize Franklin Franklin Westbrook Franklin are you here Franklin West is an exceptional Culver City Middle School Panther not only does he maintain High grades and all of his classes his teachers described him as inquisitive hard-working detail-oriented with phenomenal scales for furthermore as a California Junior scholarship Federation member he demonstrate service to school and Community by helping his teachers volunteering at Farragut science night various performances Frost and at his church Franklin deserves this recognition because he makes a positive impact on Culver City Middle School each and every day by being respectful and polite congratulations Franklin our next award also from our Middle School is Tavon Lewis Tavon are you here Tavon Louis is what he called a global citizen teban provides his teachers and site administrators estate of the school report every few weeks in his he completes an incident report and let staff know where things are going okay how students are feeling at school and where things can improve we appreciate even being aware thinking of others always doing his part to make Culver City Middle School a better place congratulations next from Culver City High School to recognize Fernanda Vives Contreras Fernandez our student representative to the Board of Education students and teachers described her as a true leader a dedicated member of the community and an overall joy to be around Fernanda has worked really hard at making sure the voices of her peers are we have been so lucky to have for none that at cchs and we will miss her congratulations for the men. our next recipient also from Culver City High School is Alyssa Daggett side is rasp vice president and a student board member she is a great communicator listener and overall team player her peers and teachers say she is a natural leader a good friend and a true gem have been so lucky to have Alyssa at Culver City High School we will miss her congratulations Alyssa Tire Hinds Michelle Zoo Ariana Mas hypem Wong and Emmy Sakamoto these student leaders several months ago you may remember came and discussed their own personal Journeys mental health and then they brought a solution a proposal for mental health literacy curriculum they worked along with Dei and student and Family Support Services and high school counselors to craft a resolution for the board tonight to establish meant to the mental health standards that they're proposing become a graduation requirement we need to prioritize the mental health of all of our students give these leaders around reply there are pictures of I'll catch up I'll catch you you know what let me take a pause and thank Miss Peregrine for yearbook photos when we didn't have anything in his battery nature mother nature we have our kids up okay all right now so several months ago I went to this thing called a comer talk like it ok Google called invited me and I thought it okay if students are taught and I Washington challenging judgment and differences and then we have the support team behind us seamless FEMA's we've got Gianna we've got who went missing together I think you gotta tell me it was railly recognition go to these students who share their voice in the public Arena using their platform representing their fellow students to ensure that student perspective is part of the decision-making were able to disaggregate buy all of our student groups including our 9 bit binary are lgbtq it gave us a wealth of day we've invited some students to come in and help us unpack that data and we're How do I get it let's have another round of applause for all of our student winners fantastic so next it's only fitting that we move on to the adults who make the mission possible who create those wonderful opportunities for our students so every year we have the opportunity to acknowledge three outstanding employees employee teacher of the year classified of the year and Max which our administrators and certificated support staff of the year so first I would like to begin by congratulating and acknowledging Fallon Purdue Fowler come on up felon from Culver City High School is a dynamic and Innovative and Dedrick that educate dedicated educator sorry dedicated educator highly regarded by colleagues and community members as a champion for students not only you do an amazing job collaborating with her code teachers and apartment but she also manages the special education department with IEPs 50 fours and other things to make sure students are being served she is she is the advisor for the BS you the black student union and works closely with BS you and the black parent affinity group so that's safe spaces are created for celebration of culture and sharing of resources students and staff loved her because she genuinely cares for her students and their success and make sure they have the tools and resources they need to reach their success she also makes it a point to really get to know students as a whole person and in turn they love and respect her she. Not only does the hard work but she does not shy away from The Challenge and takes initiative to bring diversity and culture to the school through her hard work congratulations on being selected as this year's teacher of the year Fallon do I live by would like to congratulate Carlos Plasencia Carlos employee of the year Carlos is one of our most dedicated maintenance workers and he has been with ccusd 2005 he is well-known throughout the district as someone who was willing to drop everything and help out he takes pride in his work is hardworking and dedicated Carlos would go out of his way to meet the needs of the district and consistently goes above and beyond to get any job done he always shows up with a smile on his face and a positive attitude he tries tries to make the district a better place for students and staff and it shows an everything he does he goes out of his way to make a difference congratulations on being selected as this year's classified employee of the year Carlos next also from Culver City High School I would like to congratulate and acknowledge Salter Max certificated support stop Tom Salter is the athletic director at Culver High School his support for the student-athletes and coaches goes above and beyond what is expected he spends days nights and weekends making sure every gay men event run smoothly and that the athletes get to and from event safely. Make sure the sports teams have what they need to be successful and takes time to attend a majority of those sporting events his Magnuson dedication is what stands out along with his hard work and dedication to help the athletes have a great experience he has given much of his life for his job because of his passion for helping students play congratulations on being selected as this year's Max certificated support staff employee of the year times and again congratulations to all of you job well done congratulations our next recognition is for our retirees are retirees who have given their life's career to making a difference for our students are so pleased that they are retiring but we're sad for us so we want to acknowledge each and every one of them I know we have a few here but I and has a teacher at La bayona since September of 1996 she has many fond memories working with her amazing students and their families for the last 27 years her last 18 years spent teaching first grade where she worked with a very supportive team to raise our future leaders that have also participated in the fellowship with Coast Cuts in and made many lifelong friends during the two your experience her own children attended lab Iona and she was so grateful to be able to be a part of their education education performing Sports and Friends groups now that she is retiring she focus on going to miss these meetings now I do have a couple of comments on the agenda and general I have a couple comments on 14.1 the sexual harassment concert the song a bit of the wording so they have a they have on their they have that sexual harassment is unwelcome contact on the basis of determined by a reasonable person to be severe persuasive definitely offensives that it effectively denies I shouldn't equal access to the district education program or activities personally I believe this wording is extremely exaggerated it feels like something has to be extremely severe in order for a perpetrator to be of course there are levels of severity severity when it comes to sexual assault but sexual assault is sexual assault. remain committed to working together for our students and the communities that rely on us in this challenging hiring time I asked at the board consider some important facts provide a competitive wage competitive benefits and create a culture an environment that all employees feel positive so that they can grow and that they can actually thrive we in labor had thought about almost are a chant Amato and what it is is labor power ccusd and at the heart of CC usd's culture should be the belief that your employees are the foundation ftce USD success again labor power ccusd thank you hi David David melchionne a teacher at Culver City High School I want to Echo what my sister Mary and shared labor does power ccusd I wanted to congratulate the student board members and student Representatives Fernandez my student I'm very proud of her particularly and the others as well who I don't know as well. Thank you for settling with the teachers I'm frustrated that you haven't settled with are classified brothers and sisters I don't really understand what the holdup is when I became an activist years ago there was a phrase and I know you know this one thank globe act locally and for example if we're concerned about people in America not having a living wage okay we're concerned about that is there something you can do locally to help that the answer of course is yes you can settle with your classified Union you know what I was talking to Debbie ham and she said one of the holdup is they agreed to a reclassification proposal for half of the employees gave a verbal promise do the second half of employees and that's not happening in a labor-management partnership you can't do that you can't give a agree to a benefit for one group of employees and not give it to another group in fact mr. Guerrero you know this this is a this is a union-busting tactic to have some employees have a benefit that other employees don't and so that really I know. I'm good okay good good show me the simple answer here is cuz settle with your classified Union that's easy and you know what interesting enough I think with the district same to the classified as it's a cost issue and we said many times a district our size doesn't need assistant superintendents when I started here they were all directors and then I need to make a correction I had pointed out that we had gone 0 assistant superintendents 24 and that's actually incorrect I checked and there are in fact five assistant superintendent a small District like ours please let's not spend the money up here let's spend the money on our employees particularly those who are lowest paid employees thank you good evening I do am part of the classified team here across the Unified School District and I also want to let go mr. milk he's bringing the thing which I really take the heart of thinking globally and acting locally I represent a class of I'm a member of the classified team here at Cooper City high school parked in instructional assistant in special education and my my issues also is that why why is it taking so long to give us decent a decent pay raise decent benefits and include everybody in this reclassification doing 50% and just that I mean how is that thinking globally how is that going to how's that going to help our morale to help our to give our best so that students can give their best in the future especially especially the most vulnerable students we're not asking for that when asking for extra benefits if we can go attend lavish conferences or just create another position ourselves we just want the same pay and I also asked Mr milky said why do we need so many assistant superintendents like give the money for extra extra help for special education students. Students really need it right we've been short for a couple years now we've been our workload has doubled and tripled and that's not fair to the students because it feels like we're constantly rushing from one student to another and that's not fair because we can't devote one hundred percent of our at 10 to them agencies have been contracted to where the district is paying triple the amount to these people and some of the I'm not against people earning a living what am I guess is these employees showing up and being completely empty by the service special education students that's completely unfair especially for that cost I mean triple triple triple for what we do I don't think so please please give us our benefits and adequate pay rates thank you or maybe Laura Loredo my name is Johanna Shane and myself Pedro Lisa asked to speak back to back and I'm going to be we turn in our cards together it wasn't my it wasn't anything but you are back to back so I'm going to speak first but the three of us are going to speak in sequence can you do it as two units of 2 I think you're alright I'm speaking of acting locally on February 14th Culver City families for excellence and accountability presented a resolution to the school board I'm asking to address the under-representation of black and Latino students in honors and AP classes at our diverse High School however we have I got no response from this request which was signed by over 40 parents and students are high school continues with a one-size-fits-all English class for all 9th and 10th graders and contrast looking at the Abc Unified District which is where are future High School principal Adrian Thomas Works Cerritos Tracy Whitney High School fees are similarly diverse high schools that offer the option of both college prep and honors English 9 and 10 this allows students to access the live instruction that they need to pursue their academic interests and achieve their Highest Potential I'm happy that in Culver are acting principal and superintendent has stated publicly that there are no plans to remove additional honors class but I remain concerned that this could happen in the future and I support our hardworking teachers and District employees and I hope and School Employees and I hope that support for their salaries and benefits will continue because the district has not provided the plan to evaluate the impact of this change our parent group sought to fill the Gap by creating an administrative bilingual survey that's what you see in front of you we received 83 responses from parents and students and on slide to buy you can see in terms of the 59 responses the demographics of responses were similar to our overall School body 86% of parents said that they preferred a choice and the majority of parents felt that the class was not rigorous and that their students would not be prepared for AP English in 11th and 12th grade there for this objective data contradict counted contradicts an offer. Statement at eliminating this option for honors English has Pana high level of rigor hi Pedro Figueroa at the last High School PTA meeting you said that you want to hear from students can College Prep English I like to focus on what some of those of those Tunes have had to say out of a group of 20 students with recent and relevant experience haven't taken English honours in the previous year now enrolled in college prep English over half of these students that the College Prep English classes are not rigorous many of these students are not experiencing differentiated differentiated instruction and Anna many are saying that the pace is too slow the elimination of English honors classes has been and continues to be described by many as benefiting all students always emphasizing the all it's been well understood for some time that students benefit when they're challenged you now have direct evidence from 9th and 10th grade students the College Prep English is not challenging to all students please read their comments recognize our voices meld each of you the the the presentation as well as take the complete survey results for our 8th and 9th graders that time is of the essence you are some of the questions that you should have been asking to Valley College Prep English that you can and should be able to answer now how has the elimination of English impacted AP AP and Roman can embedded honors groups with true in Pastor appreciation be implemented what new data would would make cchs and ccusd reevaluate their decision to eliminate honors these are questions you I'm John McKiernan I've been teaching at the high school since 90 I do not know I'm here tonight to speak in support of the classified employees I'm understanding clearly that I'm promises were made to reclassify half of it half of the group this year and promises are promises and you know there's a lot of things that can be done to break trust and breaking trust is demoralizing and and once trust is broken employees don't put their best the best foot forward once once the trust is broken staff development isn't as effective because employees are all in my wife told me tonight that she thought that for many years that was I thought I was wildly but I believed in the school district and that I that I always with the Fantastic the fan that and expressing that she just doesn't doesn't hear that in me anymore I'll tell you as well starting out with a 2% offer for teachers that breaks trust to you can't just wait to let time go by and see what we can offer you 8% and and and and and you'll be happy cuz honestly the 2% produce such a kick that it just breaks trust and and then a lot a lot a lot of there's a lot that's out the door my name is Heidi Everly it to Culver City High School LA County HUD low income level for a family of three is $90,850 I have a master's degree 18 years experience and a national board-certified teacher one of the few in this district and I only just recently started making that amount I cannot afford to live in the community where I work and send my child to school if I got pregnant and had a baby my family would fall below HUD low income level at 10 years of service all but the highest salary class of teachers makes less than that and an entry-level teachers in the very low income level it's worse at the classified level we're almost every position is below the low-income the in the vast majority or somewhere between extremely low and federal poverty levels how can you say there's not enough money to pay your staff a living wage or the reclassify your workers and yet throw away 1.2 million dollars on New Earth I'll speak more on that later but for now I'll leave you with a list of the vital Frontline workers that could be funded instead and still be below that 1.2 million-dollar price tag 15 teachers with master's degree in 10 years experience 1 first-year teachers 11 highest paid teachers 15 * stores or board certified behavior analyst or school-based Mental Health Counselors 23 College and Career Specialists who can connect our students to what's next 24 custodians who can keep our campus is clean and safe 28 instructional specialist who can work with struggling students 21 maintenance workers who can repair our crumbling facilities 32 noon dirty supervisors who can stop muscles before they become fights 26 school safety officers who can respond immediately to threat to safety 39 target language support providers who can help our students become confidently bilingual 23 office of Child Development teacher you can help our youngest students start off on the right foot any of these positions would support more than the nine students newer fleas on a weekly basis it's time to rebalance your priorities it's time to get classified workers and teachers of living B today members of the board on Independence the volume and even though the administrator sitting here tonight don't know me several of you on the dynasty room I'm tired sweetie a staff person and I represented days for 14 years and worked with this District those years I never thought I'd be in another c c c u s d board meeting but I have several ties still left in this District I spent the last two afternoons going through this ccusd budget first and second entrance just like I did for 14 years and I'm just going to give you two or three highlights I found a given my specifics to the ice bargaining team the second interim showed me that the it says that the new color was applied to the budget but I couldn't find it anywhere it's still had the old numbers it declared that the revenues had decreased and in fact every category had increased from the budget so the numbers were different at the bargaining table the union tells me they've been at for specific budget numbers relative to their bargaining unit like for instance what's the cost of 1% for our bargaining in it the number they were given was exorbitant and could only have been for the entire district and in fact it's about $99,000 for their units and 114 if you include restricted IAS instructional assistants for special ad another thing that I found from audit findings was that you're spending about 2.9 Million dollars for 25 subcontracted companies that should be work done by unit employees for District employees that's a huge amount of money that should be for your employees what you tell me you can't hire I can tell you from experience that that hiring practices should have been changed all Aces asking for your Europe difference of 1.5% that's about $150,000 and I think you can find that mop the floor call the next speakers I will remind folks on Zoom that we closed a public comment for non agendize items quite a while ago and so we are not taking any new names connect speakers in the room are summer McBride Allison hurts Lauren Jack now thank you so a few weeks ago in response to the community calling on the board to support the Union's request for fair compensation dr.ken tweeted and I quote the board is not privy to what goes on at the table it is an entirely confidential process it's important for the community I'm saying it's important for the community to know that that is an entire lie the board is pretty to what goes on at the table and if you look at every closed session agenda item 2.1 is always quote conference and labor negotiator conference with labor negotiator which list the agency designated negotiators and all the unions by title it is for this reason that we come to the board meetings to make public comments petitioning the board for fair compensation because dr. Kent knows as well as I that the board not only received updates about negotiations but also more importantly provides guidance to the district doesn't knees on how to proceed instead of attempting to Sean responsibility I'm asking all board members to honor your commitment to ensuring all employees are paid a living wage classified employees are being denied a reclassification of half of our unit which would raise the salary range of some of CC Westies lowest-paid employees half of our members reclassified last year but you're now telling us you can't afford to care for the rest of our members and that we would need to accept less compensation than what is being offered to ccft if this would be done if we want to understand why it is so hard to fill positions are retained we need only look as far as our compensation and the bias treatment of classified employees often treated more like servants than respected colleagues if your statement of values is found and see see why these budget please know that staff and teachers are watching value outside contractors and vendors more than employees please give directions to the superintendent and cabinet to scrutinize the budget eliminate wasteful spending and give Ace what we're asking our members deserve it and so much more tonight I am speaking because I want to ask the board to consider what supports are needed in our schools Wednesday next year's budget and continuing negotiations with Ace our district took a big step in 2020 with accepting the inclusion model for all our schools but a comprehensive implementation plan took a back seat with the arrival of covid-19 I also do as we move forward to making plans for next year you consider a few things I feel are necessary to ensure a successful school year for all stakeholders we need to make sure that all of our Educators have the tools and support that is needed in the classrooms the district has to stage 4 trade-in available when needed to provide an extra Tire Service during the school day they have to be ready at the beginning of the school year since Disney can't always be anticipated before the first day of school as IEPs and 504 plans or issue throughout the calendar school year also with the growing numbers of teekay students there needs to be a solid focus on hiring a professional support our mtss framework and specialist since younger children entering TK often have not had the chance to be evaluated. their needs met also has our class sizes continue to increase from 3rd to 4th grade at Minnehaha Elementary sites we need to provide extra support to our teachers going from a classroom is 24 with two or three students with IEPs to a class B A 32 with five or four students with IEPs is daunting for any teacher also are sped teachers need a balanced ratio of caseloads especially as we start to reach Upper Elementary grades they need to have enough time with each student to prep them for the transition amid also we need more counselors the ratio students to counselors is way too high especially at the high school please take this into consideration thank you good evening everyone my name is Lauren jagnow and proudly here representing a son before I begin I just want to congratulate all the staff and students have been honored tonight and I have to give a special shout-out to Andrew Jacobs team cuz I've known you since kindergarten and you're amazing okay so we all know the difference between proactive action and reactive action and it is unfortunately painfully clear to all staff that this is a reactive District as you've heard some classified staff were able get closer to a living wage because many of their positions were understaffed and we saw this is a critical need to fill those positions and now we are fighting to bring the rest of our members closer to a living wage but because not currently critically understaffed we're being told you can't afford to pay these people are living wage we're being told that that money would be better spent millions of dollars in fact on outside contracts rather than District employees who are to our students so I suggested you become proactive give classified staff the pay we deserve for the hard work we all do and do it before you force even more employees out of our district because underpaid for that hard work on the night when are classified employee of the year is being honored I'd like to remind you of your stated commitment to a living wage for all of the district's employees now is the time be proactive and literally put your money condition for all of our employees including find ways to generate additional income looking for Grants looking for a way to collaborate with other unit please and programs so that we can buy and resources to bring up the salary of the most vulnerable population of the workers in our community in our district in our schools there is a place to move forward with that I'm willing to done without union leader not necessary part of the leader of the team but I'm willing to sit down with our leader to see there is a place where Hap's a negotiation item for the next opening of the end of the contract we will look the way to honor the board commitment to provide a a living wage for all the stuff I'd like us to begin to celebrate the fact is we have an 8% waiting to be accepted by race leadership the same we had offered to re ccft colleagues so maybe that's where we could go and then all the other issues is necessary that we can bring it to the negotiation table in the new context that again commitment is to protect and preserve and increase the number of counseling services including crisis counseling services so that someday that particular crucial service can be in-house can be broadly now I'm under the I'm already heading to address that and then not just invade to recuperate some of the services from Outsourcing to in-house we also will be looking at security instructional support from for special that program that is also being outsourced to a certain degree some of custodial staff is also being outsourced out custodial Services being elsewhere stop all of that would be part of an ongoing effort to bring in-house the services to all students I've had mentioned this with my colleague Delong of about ccft leadership and he and I looking at after the negotiation is coming to an end we would like to sit down and and drop an mou to detail out the recuperation the repatriation of this is so that in the long run we will not be trapped into forming out and I'll source is no services are students it is always a better and hopefully in that context we will recoup at the dump in house expertise as well as manage our resources better at this point we Mental health counselors we've got all the counselors in our family centers on our elementary school sites we've got behave so are you going to tell me that the next half is not as important as the first half that would be a ridiculous statement for anybody to make and we are not going to wait another year to get what we should have gotten same time we got the first half done last year now there have been plenty of people who have spoken to this and I spoke with two weeks ago at the board meeting and I asked for your commitment that when this came up to you that you would approve it and instead we get an insulting offer Monday at the table where were told that if we want the second half of our reclassifications we're going to have to pay for it so we're going to have to have the cost of the reclassification deducted from the 8% that the teachers would be given so that we can pay for our own class of reclassifications and Take 5 maybe for maybe on on salary you've got to be kidding me that you actually thought that this was something that we would accept and that we would agree to I took one look at it at the table and said there's no way we're agreeing to this you have to make the right decision and people are starting to notice even your administrators in the district are starting to notice I'm going to read a copy of an email that I was cc'd on today by one of your directors I understand that you have hit a speed bump with Ace negotiation I would like to address the subject of reclassification as you know I have for employees I won't miss your voice might be able to figure out who's the director actually is that this impacts they were under upset when the rest of my department was reclassified earlier this year and they were not they felt forgotten overlooked and unappreciated the fairness of this had a negative impact on their morale they have asked me not if but when they will be reclassified as well I don't have anything to say to them other than to contact Debbie hammy who is copied here and talk to her about the negotiation process I'm contacting you to encourage you move forward with the reclassification of the remaining classified employees being discussed in negotiations we talked about the Morales staff all of the staff not just a handful or a department or a location as a girl after I see my staff being disjointed and non enthusiastic I truly believe that if these last people in my department were reclassified because they have key positions in my department they will be lifted up and showing the district sees them and their contribution to the department and the district their attitudes to spread to the rest of the staff and I believe this can only have a positive impact on my staff overall in the coming school year reclassification along with the proposed raised will they wonders for all staff it will also be very helpful for hiring our hourly rate is low when compared to neighbouring districts as you know it has been extremely difficult to find new employees and my department currently has nine vacancies seven of which have been open for two years or more thank you for your time I hope I didn't overstep here but I thought I'd just had to say something and support of my staff and classified employees as a whole and I appreciate female now I'd like the board to take some positive movement and tell mr. Tran that he has to find money to give this reclassification to the last 50% of my unit and I because they deserve it and I'm going to tell you another thing I'm sure that the District administration would not sit for being told half of you are going to get a raise and the other half won't you're not going to sit still for that and you know it so why are you asking the lowest-paid employees in this school district to accept something like that and be happy with it because all of you will be getting a full 8% raise and you'll all accept it and an 8% raise for looks a lot different than a 80% raise for me if the second half of my employees were reclassified as they should be you're looking at something like $2 an hour a dollar 97 an hour you guys know much more than that it's hard for you to sit there with a straight face I would assume and look at me and tell me that my members who make less than anybody in this District should have to pay for their own reclassification you have wasted money on priorities that have nothing to do with staff have nothing to do with students and that's got to stop the other thing I want to talk about and not regard the reclassification let's talk about the season just noticed it was sent out by Council for New Earth I don't know how that happened and you noticed several members of the community have received that letter I consider it extremely inappropriate for someone that we are contracted with the send out first of the community of course the members are wondering how did New Earth get their personal emails because all of these people in the community received these letters these emails rather says to their personal emails and all of them think that the board who has heard from them repeatedly different issues has gone as far as to share their personal email addresses with newer that I hope that that is not the case but it's still big an answer how did New Earth get a hold of personal emails of members of our community and her missing friend to stand here and say that the district has nothing to do with that that may be true but you should be certain that you have a company that you have contracted with for over two million dollars and that they do something like this and that you don't have the Integrity or the interest in finding out how that happens you have to mount an investigation and figure out how that came to be because that is entirely inappropriate in the next usable thank you a severe evening to everyone so for someone just take a moment to congratulate all our student Award winners tonight or certificated employee of the year who by the way I noticed has to work too time jobs here I didn't notice him saying that he works two part-time jobs as well so that should be a sign to everyone and are two ccft members who won awards misspelling Purdue and mr. nights for free that you tell me who here would work 10 nights at their job for no pay so we're back to the insults again 2% wasn't enough of an insole now you're going to tell her counselors and holding up the entire counselor article on the contract because everything has been agreed to except for that one issue because you want them to work 10 nights for free that's so insulting I can't certainly what which spending more money more wisely pay for the reclassification it certainly would a wire that we doing this hasn't this District suffered enough bad press even called out in the alley daily news on MSN City Crossroads Culver City News called out specifically by cfp President Jeff Freitas called up by Senator Lola Smallwood Cuevas all directly calling you out you were called out by the American Federation of teachers so what are things going to change that's my question to you do we have this issue with their and what we see that right now is a lot of unions across California are rising up because they're getting tired of this they're getting tired of the way management is treating them we saw striking La unified by both SEIU and utla we saw striking Oakland will be a strike right now with the Writers Guild of America there's going to be a massive rally in Downtown LA this Friday call union strike back which we encourage everyone to attend if they can 12th and Figueroa downtown LA so when is management going to get it unions are tired of this so speaking of Union work I've mentioned several times how ccusd Contracting out Union positions your Contracting out counseling positions you're also counseling out classify counselors and therapists positions as well too so why do we continue to do that to train it mentioned and we are right now issued a demand a bargain to sign an mou that is going to put a limit on this is going to be strictly put limits on this making sure unions were informed ending this practice we understand it X it's necessary and the height of the pandemic it was necessary there were times it's necessary but especially with counseling services we feel that time is no law necessary and if the district refuses to sign that mou we will take every means at our disposal to come back and ccusd from the Public Employee Relations Board to a PR campaign that's nothing like you've seen we are tired of our jobs being contracted out we do not want this to happen anymore we have counselors in several spoke tonight that are on temporary contracts they don't know their future they know that they got a pink slip on March 15th saying that their services will end on June 9th yet we have no guarantee he said that they're going to return I believe a total of 5 and that's just in my unit I'm not even sure about Debbie's five councillors which everyone said here we need we continually hear about students mental health me but we haven't even guaranteed counselors coming back yes we have a 1.5 million dollar contract with a company that is providing counseling services even if that was reduced canceled that would usually pay for our counselors to come back and hire new counselors as well we feel very strongly but the district and the Board needs to do something about this and I myself were very confused by a statement that was just made earlier and that's about what the board knows in contract negotiations 4 years I've been on the Barbie in the present after 3 years and probably been on the bargaining team for about 7 and 4 years and years we were told by the district whatever we had an offer yeah we can't offer that until the board has authorized it for years we were told that so was I faked negotiating tactic we were told on partnership by board members that things had to be brought to the board first for authorization when we talkin years ago about furlough days and positions. and things like that what had to go to the board first and this is from a former board member saying the same thing tonight so I'm not sure what to believe at this point because there are mixed messages that are putting the pudding being put out about that let's talk a second about the new Earth contract $600,000 this year 1.5 million next year and then open year following that so you work as a presentation tonight I had the chance to look at it that's a lot of statistics on there so I am questions for the board that I hope will be asked there is student data on there who surveyed our students how many of our students were surveyed when do these surveys occur what were the questions about our current staff on a survey around I found a defensive by the way to see a stat said only 38% of our staff are then our students felt trusted and speaking to our staff but I think it was 68% felt new Earth was Trust where does that come from cuz I've never seen any other stats that said that before mr. Tran I know specifically in Partnership we had said why don't we have asked you to instead of evaluate them on the news can you set to me well we don't do that we're not going to ask you into this time to evaluate various programs right you said that to me directly and partnership Neuwirth went and surveyed students when they're I'm going to be making a presentation to the board tonight so I like to know why that happened why were being told as a union that it's not appropriate to survey students on the effectiveness of programs so this contract that we currently have again would pay for Easley or counselors that are on temporary contracts and new councillors would be Union member so I asked right that we begin looking at creating positions for Union Counseling Services members of our unit to give our students support at risk counselors at risk attendance counselors behaviorist Mental Health Specialists that are all credentialed by the state of California working with our students or license through the state of California as well and all would be Union so if you also what unions like everyone up there and said that you support unions show me show me how you support unions because you have that opportunity right now to say we are not going to contract out Services because we're pretty I wouldn't but if you start putting up as itions that we're going to start getting counselors because we already have counselors that desperately want to stay we heard one tonight say if she's got two other offers but she wants to stay in Culver City Unified so why are we doing that why aren't we contracted why are we continuing the contract e-services Mr Milk you talked about you know earlier anti-union tactics and things to dividing unions and that's another one Contracting out services that when we brought in New Earth when we originally approved that contract we understood he need may not even had former board member say he know I did vote for it at the time there was a neat we were coming out of the pandemic there a lot of uncertainty the question is do we need to spend another 1.5 million dollars on a program our students need services but we think our services should be provided by our own in-house. which are evaluated by us with your background check by us with your credential through the state of California or license through the state of California because all of our members have to do that so we're saying each and every one of you that's the direction the district needs to go with counseling staff how we start need we need to start looking at other contracts as well too finally I want to talk about the doing wrong program West LA College and why this raises a red flag for me as a union leader although I do support the idea that there are certain courses for example that we cannot offer at the high school for example culinary immensely popular program at the high school that we just don't have the facility to house anymore or auto program I understand like doing rollman programs with some of those I know we haven't lgbtq our program is well for dual enrollment something that we just don't have the capacity at the high school but it is problematic to say that we are going to create dual enrollment pass where students are going to taking courses in math and English and arts and science and history that are currently being taught by our teachers I want to know more information about this because right now I'm not very trusting in this because you all have broken our trust the members of the board the members of the cabinet have broken our trust so maybe this is a good program I don't know it has red flags for me for sure because we don't want all of a sudden our jobs being done at West LA College in I even heard that they would be on our campus and I'm not even sure where they would fit on our campus campus is so impacted right now it's time for the board and the district to get their priorities straight we are hemorrhaging teachers and classified staff Debbie had talked about how one department is so understaffed as it is just this year we have lost a principal at the high school at the middle school for a second time at Farragut at El Marino and we currently don't have an assistant superintendent a business services that's a problem why is this happening to our district that's what we have to ask yourself I've been here for 18 years and was a pretty stable district for the most part we have people that you know stayed here for years and years and years I've been hooked up Robert Quinn 24 25 years we don't have that anymore and why is that and I always say it begin with the board you set the guidance you set the direction that the district is going to take but sometimes your own priorities get in the way of the staff priorities your contracts like new Earth over here these plans to build employee housing that employees haven't asked for my question where are the district priorities thank you thank you so much I would like to invite our representative from labor for max Mr ronchetti good evening and thank you for the opportunity to speak I'll make mine brief I just wanted to recognize all the employee order recipients tonight especially Tom Salter who was d'max certificated Award winner also all of the all of the student award recipients and then it's special shout out to Robert Quinn who retired recently and then finally the student board members and representatives and express my appreciation for them giving up so many hours young lives to come here and
