hey we're here is this okay so three board members are present and we're calling the July 11th board meeting to order and there are no folks in the zoom waiting in their notebooks in the audience to speak on items on crossout okay good evening apologies to our attendance it is July 7:04 p.m. we had a really long closed session and we apologize for the delay in starting the meeting that we had guessed that we needed to make sure that we finish the discussion with the our guess I'm going to take 1.1 called to order theirs the comment 3.1 row called we have four board members present and he's on and then and then can I get a volunteer to do the flag salute under 3.2 thank you so much hand over your heart and again Weimaraner may be seated the land acknowledgement 3.3 I'd like to by Kent did you we acknowledge our presents on the traditional ancestral and unceded territory of the quiche and tongue the people who are the original caretakers of this land and under 3.4 there were no action taken and close reportable action and let's move us 25.1 adoption of the agenda I will move to adopt agenda discussion always in favor say aye under 7.1 public recognition I want no we did review our board by long 9323 sea and there was a request to seed time and at this time we do not I have that in our board by law to seed time and so we will not be accommodating seating time I will do move us to 7.2 which is members of the audience this is on items not on the agenda I want to remind our audience that matters not listed on the agenda under board bylaw 93 I need three a Samoyed the board May refer such matters to the superintendent or does it need to take under advisement that should not take action at the time except as so and the board will not provide comment on items not on the agenda can I ask our parliamentarian to please let me know how many items agenda how many people are here to speak on items 7.2 items not on the agenda and if individuals are on Zoom if you can please raise your hand there's one speaker in the room and new in the zoom room thank you at this time I'd like to compose 3 minutes we going to start let's start with M person and will move into Zoom are we going to close public comment at this time I see as nodding head so yes okay so our first speaker in the room is Carolyn the future actually my name is Carolyn live is sir I know the answer to either but that's fine that's okay anyway or something how do I know that I do it's on Zoom I will I will let you know when there's one minute left okay so but you have any minutes okay well I don't want to talk about spending in the budget and specifically I was looking at Redondo Beach because there are closest to hear they have similar demographics and similar tax situation so I looked at Redondo Beach yesterday and I saw that they going to be spending in their budget about $13,400 per student per year in the next coming year Culver City on the other hand it's going to be spending about $15,000 per student this coming year so that's $1,600 more than Culver City is going to be spending and if you look at the deficit which is right now A little over a million dollars you can make up that that money right there and I know that and thank you mr. Grover foot all the pointing out many things on the purchase orders because when I look at some of those items on the purchase orders that I've been saying things about it for you know almost 2 years there's a lot of excessive spending in the purchase orders and when I was in LA I was on the School site Council we would talk about need to have a nice to have a cold City they have a lot of nice to have in the budget and when you're facing a constraint of and deficit spending of over $1000000 it's time to become much more fiscally responsible and I would like to see the the district kind of tighten up and it's a spending and also I'd like to say as I refer to last time I really think it's time to right-size the district as I said we have about a thousand students who clearly don't live the district and they say they live in the district and that's costing us money that's causing overcrowding that's causing a wear and tear on the facilities all those things that sat costing people on the field trip what's everything you can think about those are individuals that our tax money is not covering so and then of course there's the measure k money but I'll come back to that later so that's all I have to say tonight thank you our next speaker is Miss Stuckey good evening I must say thank you to board Frank Herrera for taking the time to address each of the agenda item with questions and knowledge that are required to help run a school district thank you for stopping to listen to our concerns as parents and it's disappointing to not see every boy remember doing the same listen to the staff listen to the parents and please listen to the citizens it's disappointing to see the president of the board actually not only attacking another board member but persistently parents you actually speak up it's obvious there doesn't want to be a need to come to the table and addressed issues Miss Kent you have basically put down your community and staff who voted for you to push the agenda of newerth I must remind you you are a school board member for ccusd We Are people you are supposed to be working for not for us identity we are paying for continued burning your Bridges and I will make sure I will personally be on the front lines for finding new board members who actually give a  about their Community mr. Tran start of the new school year I hope things will change what are you going to do about all the times you have answered I'll have to get back to you and look more into that I love for you to review all the old meeting members meeting minutes are videos and go back to each and every time you said that please come back to us parents and board members with responses to all the questions we have asked you over the last two years you're getting paid a large amount of money to not know answers regarding this District on a regular basis please address it please start attention please care for all your constituents here in the district appreciate it thank you we start with the resume I'm sorry I just realized I'm not screen sharing right now but miss Stuckey was under the three minutes anyway so that's okay I'll miss Sanders this next I'm I will say ditto to book Carolyn and the other Melissa I am continually disturbed by the fact that we have a superintendent who is made some incredibly Mass Financial like situation said I mean well over a million dollars and he has yet to be me know even addressed as that's his problem that there's been no no semblance that you know he's not done a good job financially he doesn't do a good job I can't actually think of anything he's done well to be perfectly honest I'm really concerned that we have a superintendent you're sick employee who repeatedly comes unprepared doesn't know the information for virtually 100% of the questions that are asked he has created over $1000000 in fine most of which could been easily you know not incurred if you just pick up a phone and I know this is a word you're all not family worth it's called communication you would just communicated with laco like you should have we wouldn't be in this mess I'm concerned that there's also a lot of things going on in the district that you say there's no actions taken in closed sessions but people are being hired there are new people in the district that we know about only because we find out other ways because you're certainly not communicating to the community to parents that there are new principals and assistant principals and things like that that's a concern you don't dare it's just an ongoing almost daily new information that we find out that you guys are not taking care of their still no investigation as to how the new Earth people A New Earth lawyer got curse private information of community members that we're never shared to them directly by us there is yet to be an investigation into you know how there's a thousand extra students claiming to be presidents that are not you guys are dropping the ball left and right and it's horrifying I mean you can't even come out and the fact that you guys did an anti-semitic Proclamation with a woman sitting on the dash it was an anti-semite and refuses to apologize I mean there is literally nothing you guys haven't done have accomplished have shown any positive movement towards for this community for our kids for our staff and to watch that DJ every week is exhausting Neuwirth needs to be removed they are violating contracts they don't have certified people for the love of God do what's right and cancel them immediately thank you thank you moving to seven point seven point three moving to CC you the employee groups and we will start with Miss Hammy I'm here good evening President Obama's online members word that are present members of the administration that are present I'm going to ask you to indulge me for a while we had some concerns about several items on the agenda but I'm going to allow a member of partnership and our negotiation team to address the concerns that we had about some contractual issues so I'm going to turn this over to mrs. McBride this evening and she'll be speak money since we have thank you thanks Tammy I'm concerned about the contract for the firm straddling law.com straddling law their website of struggling law. Company buddy that wants to look it up it's the superintendent's action item 12.2 what concerns us about this that over the years we've worked with agencies that have experienced guiding school districts through the process of serving the community determining feasibility and developing strategies for successfully passing a parcel or bond in the past we've had great success with Princeton's tvwbb props in measures. Calm I'm sure not I'm not sure why we're not continuing to work with them or even hearing from both firms in an effort to that their different strengths and weaknesses the difference in these agencies in they offer seems pretty clear on the surface at minimum one the the one that's on the agenda tonight specializes in corporate transactions while the other is recommended by the FDA and specifically focuses on public education propositions and measures additionally when you search through straddling website that  traveling straddling lost law firm's website under Cape through 14 education one of the first items on the drop-down menu and work with housing I think it's important for the I want to know that that the law firm that's on the agenda tonight to be approved to night is special it specializes in Workforce housing the board in the district leadership work overtime trying to convince the public that brick what is not about work with housing however the that continues to be harder to believe and it very much bills like this Law Firm is being hired to further intimidate the public as the district starts to strategize around a bond measure based on staff and Community feedback over the this year we can be fairly certain that a bond No matter how desperately needed will not pass if there is any reference to or allowance for housing I requested in a separate email to mr. Tran in the Labor Management partnership the best contract be pulled from today's agenda for the Paw Bishop to hear the rationale around this election and any concerns with the partners can be addressed before this is presented to the board for a vote I did learn that this is the agency that we worked with for the bond measure but that was ten years ago the bond was in 2014 we are planning on putting this new Bond on the 2024 ballot a lot of changed in 10 years there's a lot of dissension in this community and as you know as you may know over the last several months the labor-management partnership has collectively expressed a desire scrutinize existing contracts to ensure that we are being both thoughtful about how we serve our students and transparent about the district spending I don't have to remind any of you that the vast majority of ccusd staff at Express that they don't support Workforce housing the continued threat of any new capital funds going towards housing instead of school facility the school school facilities for their roads around and Trust we need a bond to pass in order to repair our two small decades-old crumbling infrastructure we cannot sack price for safety security and health of our students and staff any effort to seemingly overtly or covertly push through Workforce housing will do just that we're asking you to use this as an opportunity to collaborate with not only the labor-management partnership also the community budget advisory committee to ensure that this process is efficient and transparent from the outset I weep we've had discussions in the past about the bidding process and I will argue that you're on board policy 3311 which state stop the district shall purchase equipment supplies and services on a competitive bidding basis when it required by law and in accordance with statutory requirements for bidding and bidding procedures in addition formal bids may be required whenever it appears to be in the best interest of the disc to ensure that good value is receive for funds expended specification so it shall be carefully designed and shall describe in detail the quality delivery and service required in pursuing a bond at this time these are my words now pursuing a pond at this when there are record levels of mistrust and dissension in our school Community would absolutely be in the best interest of the district especially considering we got one shot at this and we have to get it right for the sake of our students and our school facilities according to the administrators regular 3311 in this is all on the district's website regarding advertise B the district show seat competitive bid to advertisement for contracts involving an expenditure of $15,000 more for a public project in addition competitive bid Shelby star advertisements for contracts exceeding 50,000 for certain construction or insurance services and if you look at the agenda this contract it looks like it's about $60,000 or sixty thousand plus I also want to take a quick go to help the board better understand your individual privileges when it comes to the agenda and don't worry dr. Kent by sharing this information I am in no way by lady in the brown act your desire to site FTP C laws of a form of intimidation is unnecessary everything I share and have shared is based on Public Information and board policies and bylaws that too often seem to not die the actions of a few of you on this board I want to thank board member Guerrero for requesting nodding heads a few meetings I go to agendize in the sky about new Earth new Earth is moving into the second year and they have failed to provide even a fraction of their contractual agreement this isn't about public opinion anymore the board is not having a discussion about if we are violating students rights a code or even the California Board of hey girl Sciences regulations for counselors and therapists I have not seen or heard of any documentation when they students are meeting one-on-one or in group setting these have all been called out and stuff. The quickly dismissed students had to sit in on the last day of school and wonder if the explosions they were hearing outside were fireworks m-80s or actual unfortunate shot these kids are being traumatized and it feels like this board as a body and a superintendent and the assistant it's really important you all know how to do your job representing the public board member Guerrero didn't actually get to nodding heads but he doesn't need them and this is important for the newer board members to understand word by along 93 22 States anymore. submit an item for Portage and at any time before the agenda exposed to such items Shelby referred to the board president who will contact the superintendent and determine the appropriate board meeting for the agenda it's not a matter of if it will be a Jen dies but when like wise any member of the public May request that a matter directly related to school district business like Newark be placed on the agenda for a regularly scheduled meeting of the board subject to the following conditions and  to the public you must put it in writing and submit it to the Super Nintendo the Gathering any supporting documentation and at least five days prior to the legally required public posting of the agenda the superintendent not the board president this is in the in the policy shall be the sole judge of whether advice is not a matter of directly related to of course nothing that is illegally proper subject for consideration closed session will be accepted under this provision I'm again asking board a board member any board member to revisit the decision to agendize a discussion about new Earth and the ways in which you have been place I noticed that these USD might very well be violating students rights as it relates to individual or group counseling and therapy I also want to encourage nor board members to empower Yourself by knowing board by laws including 9300 which says the governing board has the power to establish its own procedures I am of the law that means any of you can request that you revisit how things make it onto the agenda if you want something on the agenda please direct the superintendent to add it to the event that you don't need permission from the board president nor 393 Nottingham that's simply a courtesy I'm finally I'm just reiterating please. Went to for the contract for the bonds and advertising RFP to ensure that we have the best chance of passing a bond and please agendize a discussion about 1.5 million what allows. the next school year with more councillors and staff would have a direct impact on our students and once again I want to think that he had me for allowing me this opportunity I would like to welcome our labor partner mr. long and I also want to remind or labor Partners this is a time to talk about your members and what your members are needed and to report what your members need and that you can always provide public comment on items on the agenda at 7.5 and you can also provide public comment on item 7 point getting the number 7.2 on items not on the agenda we have placed them close together so that there isn't a long wait between providing comments on items on the agenda and items not on the agenda but I really encourage our employee groups to please focus on these reports on what your members and I miss McBride I really appreciate your comments it's just a reminder of the areas where these public comments can happen thank you, so look for some was just open this up by you are making a huge assumption that we are not speaking in the entrance of our members and I actually find that quite insulting I'm the president of my local I was the elected president of my local I don't need to be told by the board president what I can and can't say at these meetings I just want to make that very clear when I speak I speak on behalf of the 400 members I represent it is my prayer to put the items I feel that are important to my members in this time can I can I clarify it cuz I think that the conversation was misunderstood there there were specific item on the agenda that I was saying that that can be spoken to at 7.6 or I'm sorry for saying unfortunately and I'm going to also address that item that there are also times when as part of the labor-management partnership we are quite shocked that items pop up on the agenda without that and I'm not going to be limited what does 3 minutes comment during 7.6 remembers things that matter to my numbers I don't want to have this back and forth this is not the time and agree and I was actually ready to start my report on something else until your comment was made ahead and begin my report at this time I like the first open up for long so long can you please I apologize I see Miss Hammond her hand raised and I would like to ask our labor Partners if we can have a conversation to discuss this misunderstanding that just happened I'm with that and I like to again welcome are your members reports and in no and and no I did not have any intention to say what Miss McBride was saying was not a members report that's not what I said I was clearly clarifying that there's other ways to talk about items on the agenda and Adam's not on the agenda Miss hammy at this time is that okay if we if your comment is done it to resolve this misinformation at another time yes that's thank you thank you so much I appreciate that mr. long please move forward with your members report and again at I believe it's important for you to provide your members report everything I'm providing here is something that I feel is important to my member so I'm going to open up first with I hate after the 16th step open up at this but it is first on my list I just want to take an opportunity to discuss the loss of longtime Culver City High School teacher mr. Howard Zager Sinister Zager was a teacher and English teacher at the high school from 1972 until 2010 after leaving the high school he actually wanted some more and he came back as a sub immediately after and is actually slept all the way through this year Howard was a treasure to the district got to know Howard really well he was my downstairs neighbor for my first few years with the district and I just found Howard to be someone who just genuinely cared I can't. I just saw the outpouring of comments from both former students and teachers and community members when we did post this information on our social media but I just wanted to really just take this time to remember how it and I'm sorry I didn't make this request earlier in the cenozoic totally slipped my mind if we could perhaps a closed meeting and Mr zegers memories tonight that way wonderful I'd also like to give a welcome cuz I saw it on his court report to doctor Drake will be coming in as the new CDL very excited to work with him and Doctor William so I know will be Middle School principal who is on the last agenda as well I want to say that for both Doctor Williams and also for Doctor Thomas at the high school they have been very very open to meeting with the unions just want to say I really appreciate that on dr. Thomas already I'm going to start a little earlier has already met with myself in the Tammy and several of our site reps to discuss issues at Culver City High School, we're looking forward to a meeting with doctor Williams tomorrow with myself in the Tammy and a various site reps as well from the middle school so thank you to Doctor Williams and thank you to dr. Thomas for taking that time out how to speak to the unions and make sure our concerns at that site level speaking of which and you know with Dr Drake I'm not sure if he's on tonight but we are still having issues with late today I've received yet another email today about another teacher who is not paid generally teachers are frustrated because they are not getting a response back from the district that they are frustrated because they're getting the response back that doesn't show much compassion offer Snapple today a teacher I was concerned that they didn't have something it was said that a PO was put in with the wrong name although I do miss hammy with the secretary at the site and says that's not true but I don't think a person wants to hear an excuse for why they didn't get paid I want to get they want to hear when they're going to get paid this is happening all too often and it continues to happen even in these summer months it's now the middle of July and we have people who are not paid from during the school year I I just I just I can't fathom why this problem can't be fixed why I have to keep saying this this is something that needs to be discussed with board members and the superintendent about why this is continuing to happen that leaves us also to me ensure that we get our 80% increase on time so I don't know where we are in that procedure right now there is at the increases went into effect on July 1st that means that any employee who were this summer should be getting there in 8% increase I'm on the August 5th check and I think it might be August 10th for classified this is this this is insane to me this is never and we have late negotiation many times in this District I've never seen it where we did not get our pay on time and yes I understand there is retroactive pay retroactive pay you're going to take a bigger wasp because you're going to get a higher tax amount taken out and your net income which is all that matters to people is going to be much smaller and we're also going to Pursuit looking into out late interest pay because if we don't get this time we feel we're entitled to lay interest pay which is going to be another cost incurred to the district I want to comment on what Miss McBride and also said about this consulting firm for the bow pretty surprised in NY I think this is important to our members this didn't go to the labor-management partnership I think that's why I was surprised you know if we're going to hire some kind of a firm to guide us through the bond process I would hope that it would be brought to the Labor Max in Partnership and would also be brought to see back before it would wind up on a board report I can't begin to spray how frustrating it is to myself to Ace the all remembers that this constantly happens things pop up on Border ports and people ask me about at the email that me about it and my answer is I don't know and that shouldn't be my answer I I have this information to provide to my members why we're going with the sperm people are asking why the sperm why are there multiple b y haven't multiple bids been presented to the partnership or to see or to the board why is this such a rush a Mike Miss McBride said this is really important trust is at an all-time low between the board district office the staff and the community and to get a bond measure passed it takes a village you need everyone on board with that and that's going to be very very difficult with this lack of trust that we see right now this is why these things need to come through labor-management partnership this is why these things need to come through see back because that's going to check off to important boxes there it's going to check off the later end of it and the concerns from arm Bruce is also going to check off the community concerns as well too on the sub cost many members have been emailing me as well about conferences it seems like we have more and more conferences District Personnel are going to add a large cost or curious would you like to get a report and Partnership of what these conferences are costing us and who's attending this conference outside continue to be an issue we are Contracting out AIDS and still some security and counseling services through New Earth Eckhart Leon edjoin there is one mental health counselor position Chris Council position posted on newer on Ahmed join there are no instructional aides right now posted on edjoin and there are no regular special instructional aides posted on there is one of these the two a which is the more special why Zayn and like I said work mid-july and then we're going to get in this situation where we don't have employees in the fall and we have to pay outside contractors once again A New Earth which everyone knows has been a concern who are members of our members have come and spoke about this numerous times numerous times I know some people think of the Union putting them up to this and that people are speaking very really about their concerns with newer mr. Guerrero clearly asked for that item to be a Jen dies it has not been a dentist so we're wondering when is a discussion on the new Earth contract going to be identified that needs to be a gen. talk about it amongst labor leaders and in the members of the board and superintendent that's all fine and I welcome those conversations and more information but we still need to get something on the agenda for the staff to hear for the community here our next board meeting one concerned that I'm getting out of the Farragut staff right now is Farragut right now is without a principle to my knowledge I believe there is a cat if they're ready to move forward on but we can't start a principal at Farragut until they've been board approved I'm concerned that we might not have another board meeting until sometime in August we really need and the staff really need a principal at Farragut as soon as possible it is a lot of work for the staff I'm sure it's a lot of work for the assistant principal Miss Jeffries and if we have somebody ready to go let's get this board approved that's going to be a special meeting and take care of this because Farragut needs to get a principal in now thank you everyone a nice to conclusion of my report for Sunday thank you mr. long 7.4 sorry labor partner from Max do we have Mr Ted ronchetti and I don't see him on okay I'm going to move the van 27.4 superintendent's report again Eileen by our cabinet and our staff to provide any information you may have on what was said and and you will make amends thank you prisoner Missoula the if I may take a minute to sort of put forth an observation for the public tonight it has been mentioned several times over the last month and a half about students who are not supposed to be in Odessa and there's a number associated with those comments about 1,000 students and tonight in just members from the public also mentioned the differentiated or the differential spending from one District versus the next I wish to say that the students who are with us or our students we do not deliberately behind-the-scene allowing students were not supposed to be part of our district to be part of a district those are kids and we will not be in the position to build a list you go out and search all those who do live here and who's not live here in the context of that is forand Hartwell and I am hoping that the context of the district visions and admission is that already an inclusive Journey we benefit a great deal from as many students as attending of school district I know the the conversation also a toward overcrowding over and you know where in tear duct at the facility the state send us the money for every student that is part of our district now let's see about some reason one of those students decided to leave the district then the associated funding with that 1,000 students will go with them so we can't really balance the budget based on that misunderstanding is that it was sent to snow the way by whatever reason we get to keep the funding that is associated with servicing them those kids are out that I was screens in this District welcomes and support them in any which way we can there's more conversation to be had down the line when we have done with the contract come up with the I'm sure the board will want me to address so I'll take the blue to stop here tonight and I'm Mister alack on depending to share thank you mr. Tran I just wanted to share that we've been very busy and Human Resources doing everything possible to fill vacancies management vacancy certificated vacancies classifieds vacancy Asobi review is regularly remind the principles to continue to hire throughout the summer and we just want to wish everyone a great summer and we're also planning for the beginning of the school year mr. Larkin do we have any reports on the 8% check with my stuff around Missoula and I believe that what we're doing what we're doing is waiting for the 8% to kick in so that we could meet by posting down and now we're putting back up with the 8% to hopefully attract more candidates no the race that all our staff are getting and do we have any movement on that so I did speak with both mr. Contreras and mr. Kearney today and we're going to be getting a communication out for summer on mr. longest correct and that the 8% will be included for those who work or working in the summer so that will be in their August paycheck as far as the retroactive pay we're looking at September 4th at do we have any of your other cabinet members I would ask the board to excuse the doctor Smith and dr. Baxter they are both unavailable to attend the board tonight so I think that this room is on her video it says Jennifer Smith and all we see is her room so she's somewhere okay well I'm going to move us to 7.5 members of the audience items on the agenda if dr. Elsa shenmen Joanna and why are why so those are the ones down zoom and we can commence in person please thank you so much and I'll give you the 3 minutes but I'll give you the one minute warning thank you that helped a lot of good evening board members I want to speak on item 12.2 I'd already prepared my remarks on that and the reason is against the upcoming board on measure that she was going to quit 2024 on the 2024 ballot and I looked on my property tax and in 2014 the there was a bond for 106 million dollars what property tax I get charged $200 per year for that I know a lot of community members pay a lot more because their properties are worth more I bought my property long time ago and that $200 I'm going to be charged that until 2038 my checked so it's like my neighbors paying 302-2038 measure K that's $189 so and that money's being wasted sold out means I'm paying $400 a year for school related things right out of my pocket and I don't think Robert Frost was 48 million dollars almost half the budget was spent on that but only where did the math if we have a new Bond then let's say it's five hundred million dollars my my property taxes going to go up by at least $500 a year my neighbors could be more like $1,000 a year if it's a 900 million I've heard a 1 billion Bond my property tax to go up by at least $1,000 I'm a senior fixed-income 7000 seniors in Culver City many of whom are Property Owners you're not going to be really thrilled about like I said I've lived here since 86 so my bass is low would have to be thrilled about 1,000 colors on our property tax bill that's huge and I know members here in the room or Property Owners you have to have the the same thing so and you know all the all the parents in this community am I blocked there's five families or families have their kids in private schools are there about to put them in private schools so they're not really thrilled with paying $1,000 or $15 or whatever it is more in property taxes so I think we're really comes down to the dollars-and-cents it's true that the public trust has been broken for sure but why would we trust you to spend our money wisely you haven't spent the So it could have been resolved in that time but given the level to which you can share given confidentiality concerns unemployment issues I think we really need to understand the teachers are being paid can get into a world of hurt it's going to take one called Department of Labor I'm not sure if they govern Public School Employees but I know in the private sector people would be fired by now this is so unacceptable and just you know we can't say that we appreciate our teachers but cannot see them that's not right so I that we can address that and that some update can you get me to the public to know that it's been taken care of thank you hi there can can you guys hear me yes thank you I wanted to speak about item 10.2 the enrollment question this was just previously dismissed as unimportant but I think as a parent we need to investigate this issue I think it may be contributing to some mental health issues that students have spoken so eloquently about in this form given the negative impact of overcrowding we definitely need to be inclusive as a j dead rabbit given the very large number of students on campus when overcrowding occurs this great the negative atmosphere for all students regardless of where they are from we've got very large class sizes often / 30 the dice are packed into rooms it's hard to for kids to climb into death that are pushed against the wall these large class sizes increases challenges for teachers and that may be an impact in terms of our retention and hiring large class sizes also exacerbate the problem of increase heterogeneity of student preparation after advanced classes are eliminated such as honors English I think overcrowding may also be fueling fighting bullying and violence on campus is difficult for the security officer and staff to control kids when there are so many and the stress caused by crowding me also be feeling some of this and the large number of children also makes hard to regulate students filming and posting these fight on social media I also think that sprouting exacerbates vandalism and puts more stress on the crumbling infrastructure including bathrooms that are dirty and disrepair is reference by Ms McBride earlier my student was not able to get a locker last year because there were simply not enough because there are so many students on campus it's very clear that there's more students at the high school then the infrastructure can handle and finally this may seem like a minor issue but I think for teenagers this is important the lines for lunch and during the nutrition break are very long making it difficult look for kids to buy lunch within the small time allotted the cafeteria is also very crowded and I think that all of these dresses can negatively impact student mental health I really think it's important for us to understanding the store Baxter students and to attempt to Target a class size that Arkansas can reasonably accommodate in order to provide an atmosphere that promotes academic excellence and an atmosphere that is allows us to promote safety in our schools thank you my speakers bright at this time we want to welcome our why right to provide public comment find good evening thank you I wanted to thank for the number of Brian grill for questioning and mentioning the safety concerns I mentioned last time regarding an active shooter training for all students and allowing pain the option to opt-in or opt-out of the training also walkie talkies at the school due to the safety hazards of the phone lines not working and adding in bathroom safety concerns to the policy drug-related issues that are occurring in the bathroom safety concerns regarding the the fire hazards in terms of the fireworks going off in the bathroom not work you up toilets not working the facility is being disrepair I am disappointed that the active shooter training now will only be provided to adults and not the students this is a huge disservice to our students and so Community I find it extremely neglectful there is a difference between an active shooter training and a lockdown drill because why would there be a teacher and staff active shooter training and not one for the children my two sons participated in the high school training with ccpd that was located on the high school campus or an active shooter drill training and it's completely is. the school Community needs to be aware of this and our children are not being accommodated with a proper safety preparedness Miss right I'm sorry I'm trying to get all my notes are to make sure I have everything That's an important factor another important factor that will turn into a request is that I want to Express gratitude to the superintendent for your comments on a CCSD students being part of our family once and forever and I'd also like to request I imagine it won't be a big deal but that our new C Bo maybe right off the bat take their first board report to give a brief primer to the community cuz this won't take seats Westie particular expertise this will just be expertise that they already have from their previous video positions primer to the community on a DA cuz it's it's really critical that everyone understand exactly how our funding works and how dependent it is Center population of students regardless of their home address I will also remind our community that our seniors are exempt from paying bonds and personal taxes and that is of course in recognition of the nature of a fish then come in those cases and then I as a as a Segway from those previous items will refer people to a paper I highly recommend that can be downloaded for free it's called stealing education it's by dr. Too bad she's not here that's fine I emailed this but I definitely want a response to this eventually just to know is everyone using this Elementary is is every classroom at every School site using this to Fidelity is it something that is an option for teachers they can use if they find it usable useful so just how much are we doing with this particular because this is exactly the kind of data that I would have hoped to have seen in the El Cap and I'm doing some progress monitoring through the course of the year to see how our kids doing at the first trimester how are they doing the second trimester how are they doing at the third trimester in case you know either individual classes need some course correction or a program are near folks need a different kind of training or something like that so very interested in this data how widespread it is and how it's used the other one issue that I want to spell is we've also I feel like approved a number of software platforms and I know one of the pieces of information that we remember the right of us asked for a couple of times it's some type of listing or or or summary of what are the subscriptions that we have right we were talking about software versus Hardware or we talk about Hardware in the past when you talk about like a tech audit all of the above but just because we are adopting Auto software in two different software and then we have two different software and that's where when I ask for things like usage data if everybody's using these and there's a really having a positive impact on students fantastic but if some them are more widely used in others some of them have greater utility than others again as we move into this era of potentially shrinking the budget I think it's going to be important to kind of know what we have and have some information on which ones used in and really having an impact and which ones back to I think somebody said what do you need and what's nice to have which ones are are not essential I sent that question effectively I can read a little bit doctor Baxter but I look forward to hearing some input on that at some point thank you no, thank you. dr. staff is enforcing that it is another thing and it shouldn't just be I am I am more comfortable with the wording it was previously where it said I'm sorry I didn't it's not in the same place over here where it said that they shall wear helmets they shall be encouraged to is encouraged to wear properly fitted and fastened bicycle helmet because it is the law and I do not want to go against the lake everything if we don't have the it is if we're not going to actively be able to enforce it that's an that's another thing but I think that the policy is that we are in line with state law and we can go get it I'm open I guess that's the only thing that would be that that was not really discussed I think the last time it was just a question of whether or not we could so I look forward to any essentially I'd like to support by giving direction as a third on one of those but I actually don't have a very strong opinion on it except to say that I don't feel that we should be implying that for my life if I talk to somebody about reporting it so I just want to be very clear that shall saying does not indicate that we are making our staff be responsible for telling like for ticketing for war enforcing and she'll and compass encouraged to without saying that if this is not the law rather than shall that we are walking the law. There's a bit of a challenge for us because he is currently serving a district in in the Illinois Chicago and so I'm going to turn the time over for Mr elocon to share some of the background and then we'll we'll take some questions from the board just just to add to what I missed your train was saying I dr. Drake and so he does have this. degree he's been a superintendent for an assistant superintendent of Business Services or number of years about 4 years and also Director of Business Services or proximately age of 10 years and years or becomes a highly recommended qualified and so are very enthusiastic about having him come on board with us can I get a motion will move to approve the assistant super Business Services contract 2nd and discussion I don't have any discussion I'm really eager to meet dr. Dre going to begin work with doctor dracon if Dr Drake has been listening to our board meetings the understand that there is quite a bit waiting on their desk including some additional duties assigned tonight so looking forward to that I will support I am thrilled to be filling this position and look forward to meeting Dr Drake and and working with Dr Drake and Future when I first saw this item I was a little surprised I did not realize that it had individual contracts versus just the scale and things like that like some of our other employees but then I went back and searched on my computer I had actually done some Union work about 10 years ago and I found I had a copy from 12 years ago of the assistant superintendent of business office contract for members of the public and folks who brought up titles with their assistants soups are appropriate or whether we should have directors 12 years ago we had an assistant superintendent of business services so we had that position for quite a while I see other than the reference to the pay scale because the pay scale is not in the contract but it references the management pay scale kind of in a different place the contract identical and so this is not anything in any way 8 go from the previous assistant superintendent of business suit for a business services or the one before that or the one before that or the one before that so just if anybody's got any concerns about changes or you know flower a thing was in the contract or stuff like that this is absolutely the same contract that we've been using for over a decade so thank you very much for everybody who did this end and putting in the work and he can look forward to meeting you break and working with Dr Drake though thank you at the pleasure of interviewing being part of the final interview to interview Dr Drake there's some outstanding qualities such as she's a has extensive experience in construction projects she is a teacher or was a teacher and the most interesting thing and I do remember this thesis was on this the one of the interesting things is that he's done a lot of research on our district and he talked about his project of bringing a Korean hip-hop or Kayla to the current District that he's at and I just thought that all of those qualities seem to be an exceptional fit or where we are in our district right now wanting to prove our language services for English Learners wanting to improve our facilities for construction and having someone that's intimately going to care for our student needs our budget so thank you so much for working through this labor of interviewing for 3 months and thank you all of those in favor say aye okay now 12.2 and we'll start with staff thank you if I may also bring to board for approval tonight is a secondary group to support the bond conversation moving forward in the car with our community so two weeks ago I believe we we were approved by the board to bring in team Civics kind of Woodley Consulting Team 2 address and linking posters and so on so forth. King Civics was part of the winning measure CC in 2014 if I remember correctly 1779 it's 106 million dollar Bond and so this is the second the second piece of its needed which is a legal counsel to support guiding the bond, may I take a minute to kind of address a statement out there is that this is a Workforce housing Bond facility or Council of know we do we engage straddling because that was the same group that helped us way back then when we passed measured CC 406 million dollars we do not pick this group for anything things to do with words for silent they are to provide legal counsel and making sure that whatever you propose to the community and that's well as unto the voting onto the ballot is legally binding and and with that in mind there is no Associated of anything beyond what exactly it what it is in front of the board tonight so I'm hoping for a provable tonight I love it a second I'll start with Kim oh so yeah I apologize I should be clear the bond measure CC was 2014 I was in my mind and measure k space which was I don't know 2018 or something like that so I only wanted to add contacts because we did here and public comment on this item that we we use an organization called tbwb to do our polling for measure K and were you saying they did pulling for measure CC as well okay that was before my time and then we just hired a polling agency two weeks ago for the purposes of exploring the idea about a bond and not as an organization called civics in season the law firms are very different this Law Firm we have used on both measure CC and measure K and they're more about it actually states that right at the top of the car chocolate more to the effect of you know how do you make sure that you stay in your lane because bonds or any ballot measure can be very tricky because the district can decide to go on the ballot to put a measure on the ballot and anything up until that point is above board but once that has been submitted to the county then everyone is paying very close attention and you can no longer use any District funds in any way shape or form associated with it because it's campaigning and so where at where a law firm comes in whichever Law Firm is that they then guide the district and the board in making sure that that is all above board you can't spend District bonds you can't use district emails you can't send out materials you can make a robocall you can't and on and on and on and helping to make sure it was very different than the polling agency their varied their two entirely different contracts and yeah I just thought it would be helpful to add that context so I know that we've used them before but I would like to just ask so that we know so the public knows too you didn't bother requesting proposals from anybody else because this is a service that you've caught a contractor that you've used before correct I think that we continue to ask the kind of question and we continue to ask for more background as either in the agenda as a description or as a another attachment just just say oh we are we're going back to a contractor that we've used in the past you know no other niort was was you no issues and and we've been happy with also it helps us because when we are Fielding public comment it's coming from a more it's coming from a more informed thing because I know I know we are used to do it using the search function on board dogs and being able to like look at what years we did have them at come up in the past but sometimes it may not come up as I may struggling a bit come up as like an acronym for maybe eight doesn't come up on your bond counsel maybe it comes up as you know lawyers for I'm just making it up in terms of like it's a pain sometimes be I'll do like I'm there appreciative of doctor can't providing the keyword search information to our public it should sometimes the owners shouldn't be on them and we we really have been asking before about better descriptors in the agenda so that we don't have to continue you know doing this rigmarole of did you are if he did you is was there a rubric and you know but I think I like what I really want to bring up this warm right now is my concern that where we at the board or being asked to to look at these contracts and ask them which which is correct I think that what we've been asking for two is an education about like what our timeline should be in terms of first we are looking for pulse pulling companies that control looking for you don't counsel and I do believe that we've asked for this kind of timeline before and in the past from what I've seen in my search from work. Is that there is kind of like an education for especially for a new boyfriend are newer board member and even a veteran board member who hasn't done this kind of work before is that where we're looking for more resources so that we can get engaged in the best way possible to give you the best. so and in the past off that you had mentioned to lock you earlier because they will be who are our our construction project management folks and although we had passed the a direction to give it to give you directions in order to engage in creating a contract from what I remember we don't actually have a contract right now so there I feel like very disjointed and we don't have a good as a as a board we still need and I'm going to go back to this government counter we were expecting some kind of discussion or education session whatever you want to call it so that we can better be a be a better leader and I don't know what that should look like and maybe and I'm going to ask dr. Maybe two I'm here at like like when you went through this before were you just Guided by your other board members was there you know this was what was there these kinds of sessions where we had discussion about what our expectations are going to and how we're going to move forward, comprehensively and cohesively together so that we don't have this disjointed feeling that we're we're doing different cheeses I just remembered I'm sorry to say that there was no education of board members in my experience in similarly to the lack of onboarding there was I didn't understand that things were coming before they came usually and it including with the bond I understood things as they are either saw them on the agenda at work we heard about them in a Friday my mom for the first time and I did not know the timeline unless the hired contract outlined the timeline in a presentation thank you that I was looking at it in my search previously and when I look at Best Practices from other folks is that there's some kind of presentation from coming from a contractor saying these are the kinds of things that you know we're looking at this is a timeline this is what we need to do and so I was expecting that kind of thing that we will be engaging some a consultant to take us through what that timeline was going to be and I'm unclear about that and so if an item to have that discussion right this second to for this particular item so I'm requesting it for the future so that we we can move forward and in a faster more cohesive way and transparently to Republic as well I'll call you yes so we haven't heard from board member yet I don't so I would like you were asked a question but I would like for us for Lodi. to finish and of course superintendent if you can provide some context that would be great but then I do really want to move when you're done we remember what I do to get I do continue mr. katsu I'm going to take advantage are you an opportunity to share a quick maybe 30 second time bike before we bring the bond to the public we have to take a resolution to the board of education for them and for the timeline that is 2024 that resolution would have to contain. 75 word wording thing and they have to delineate exactly how the how much money were looking for supporting and what are the purposes so that would be in the first board meeting in November and from that point on we have to backtrack all the way how many how many survey questionnaires we going to send out how many emails are going to send how many phone calls we go in the back and how do we tablet holder that presented to the board so the more have a sense of how much money could we ask for and all of that I don't have any contacts about her on what I knew was when I was in the Habra serving as a part of the team back then. the two Bonds in Alhambra I don't count on myself knowing enough to read anything so I need to bring team in and to a certain degree team Civics were just helping us if they let you start at this point with two groups and then they bring the third group in this the time you need a bond person out of bond counsel so that's a support group is bringing in and so I will sit down with my team I think Friday and to navigate through its it's time that we can send something in writing the boy just kind of lay down T the backward mapping and and as of right now we working in multiple dimensions and sometimes things are just coming at me the morning of and I just have to spend time and work through it but I will make sure the we communicate with the board because I do have a small team put together and this one is I think it's at the last piece of the puzzle all done remember guide go to argue complete with your initial remarks it sounds like you were going to come back to us with that kind of time frame right I mean like because I think that this was a little rated to me during our discussion about team Civics and prior so I'm just I just want to know if we excited so quickly and I will do better in the future but as of right now that the process is moving and with the additional approval of this contract tonight it will give us an advantage of capturing as much of a time we have left in the summer into the fall and preparing for the solution to the board in the month of November I also want to I will ask csba for their bond presentation which I attended one of the last two csda conferences and I do want to say that that step of having an educational meeting where a subcommittee is created is a berry important step because then they become part of that Bond committee that superintendent and that information kind of lies there and they do the heavy lifting those two board members do the heavy lifting and I do want to say we're doing something very very difficult were thinking about how we're going to fix our facilities and thinking about how we're going to look for long-term income but I'm going to look go back that first ask for number to know if she's complete and if if she is then go to Bournemouth on this particular item I am complete and so I think that there's going to be more information do I have a lot more concerns about entering this relationship without looking at other other options than I do over the developer fee when I'm in that was $9,000 this one is a lot more I was ten times as 67000 for the bond but then it's 223,000 every time we draw down from that so I mean it's looking like 90,000 on this cell it's one of those things where I think there's a lot of rust building and confidence-building we're going to have to do with the community in order to get a bond past and so my instinct is always the air on the side of doing things absolutely squeaky-clean and buy the book and sometimes even more so than is necessary because if that's what it takes for skeptical folks to build the confidence board member Kent said we used this group traveling for measure CC so that would be was 2014 you said yes there's a new job description or whether you were winning duties I think that you know these are very similar to what I reiterated in the email that I sent from from March about contract we just should not be guessing at these things because we're we're just not as it should be easily easy for us to find an easy for a public to buy do you have any of those things for us today so you listed so this position would report to the high school principal because of high school principal oversees all programs within the high school so we're looking at the org chart this is a stand-alone position but it this person would report to the high school principal High School principal not the AP although this person it's at directly under the AP but I'll turn this person reports to the AP and is in valuated by the Athletics yes because although it says with so you were admitting to say with assistant principal it just sounds it's a very like ultimately right the assistant principal is should be the deciding factor because administrator should have final say this is a is this in or out of the classroom this is considered out of class is there mpact to our budget this is a position that was currently held by a different individual who's going back to the classroom so there is no impact to the budget because the other prior person who held this position set up a personal requisition for extra Duty assignments during the summer so as a balancing what we did is we change the work calendar to 2:12 work calendar and then I'm going to assume that the stars are priority athleticism is a part of our student achievement and absolutely so I will follow up with those six things and I will expect that all of our job descriptions from now on in the it doesn't maybe there's a cover letter or there's it's in the in the agenda description that we're we're we're we're answering these okay so I seen that there's a law and I was asking also before before that this is completely out of the classroom so this person does not have any any dotted line to pee PE or on GE credit score or any of that yes that's correct this person is allowed to supervise the payee program a supervised students because this person is also a but this person doesn't have a roster if if I made there might be the need to have a teacher record for some of the I needed to become a class with class descriptions and Grading and so I'm super so we looking at the possibility of having this toast at to also be a classroom teachers of some sort I don't know how this good work until I go to with all the other staff members who are robbers in this but we needed somebody to address that as well so we'll report back to the board with more information but right now the answer is that we don't know it's an out of classroom assignment but we are hoping for some sort of overlap so that we can support certain sports program specifically athletic director of CC chess or something like that because you know it says it goes into basic function and its is pertaining to a school site and I mean I know that the thing for high school but like it's it's like making too many assumptions and I want this to you know we're going to use this from now on we like that because it's not clear on whether or not that this position could also be 4 p.m. several forms of diversity language that I think that you could clean up but I'm not going to like it's just a little bit messy in terms of are continually saying like diverse racial ethnic socio-economic backgrounds and you know work with populations with multiple abilities and diverse students and demonstrate like there is and I think that it can just be cleaned up a little bit but that's not what's going to make me feel like I would not support this one of the things that I'm on the first page 1 2 3 4 5 6 7 + 8 7th and 8th and maybe 97 through 9th bullet on the first page I'm a little concerned that it also not include with assistant principal and let me tell you why right now we have instances of our team medic team God bless they are trying to fundraise to make their you know their season successful and what is happening is that sometimes they are fundraising through personal venmo tell other you know digital platforms and you know this is not compliant with Ed code and and things go out on social media including flyers and things and I don't want to I want to needs to be streamlined it shouldn't be that this that the fundraising doesn't happen but there needs to be some kind of streamline where you know this is going through whatever it happens to be ccfr booster club what are needs to be so that they are easily fundraising and I don't know whether it should be the toasters responsibility to you no make that happen and so if it's weird assistant principal driver suggestion what about under the direction of the assistant principal but I also from what I I'm feeling from other programs to is that and maybe it's because we had a gap this past year with principal that some of these you know maybe we're not really sure who has the last hey in your what does the the fires and and things like that sometime so I just want it to be very clear which is why I'm asking where is the org chart and where does the buck stop who is really supposed to be compliant in charge of making compliance issues there if you do and I don't know so it shouldn't be the assistant principal like if I see if I see something should I be forwarding it on to his neck sounds like what I like where it where are we going at my thought is yes assistant principal receiving athletic activities I miss Nicholson will be the direct supervisor up this particular program this particular tosa so including fundraising efforts which is similar to all the other administrative position that is overseeing staff members who aren't supporting and conducting fundraising under the direct supervision of an assistant title 9 to send the Title Nine compliance but there's also the thing about piggy credits and how we should be making bring that our athletes are also receiving them in 9th and 10th grade wear their unit where it where where they should be and so how do we make that not just gatekeeping access but also that our athletes are we leaving the benefits that they need to be receiving as well I I believe that that's happened address beyond the scope and sequence of Edisto supposition and and do right dr. I would be are in 2 inspector-general of you will make sure that the equal access to to p e credit that is supported to many tablespoons are also should be if we're supposed to be doing Special sports program as well let me in and let me address. somebody else will be responsible to work with the district to manage that but I don't think it's it's this tosa person because ultimately it is still a teacher's position but let me give you another example where this bullet would come into play coordinates and ensures the eligibility of athletes at all levels athletes need certification and Kush and certification there's all sorts of certificate agents that affect there's a checklist so my staff and I work very very closely last year with Tom Salter and Ebony Nicholson to ensure and check off that each coach had the proper certification and that the other students were also eligible so we go through a checklist with both of them to ensure that that everything is in place so that they're eligible and I Quest this is not about this but can I request that we have the that the board have access to the last Title Nine Matrix for all of the Athletics and who is getting credit and disaggregated please because if it's supposed to come through her compliance but then we need to make sure that something is happening at in or old fart whether it's the 20 so the ep the principle like like I want to troubleshoot there and if you're saying it's not the toaster then I need to fall somewhere okay so that's a that's a side quest for you down below coordinate all sports putting in shorts all letter certificates and awards are ordered just FYI our district has not ordered letters since before the pandemic my child has not received a letter I'll do they receive certificate any awards given sense so that's not going on right now down below that 2 below so I don't know if that's not what we're doing anymore for not doing letters anymore then we shouldn't include that or we should read and if at some point we're going to be bringing it back it would be worthwhile to leave it an end and when we purchase letters they're like $5 each but they're like $50 for each student to purchase on their own and for them not to be able to have their varsity jacket or whatever that it is is it a deal so if that's not going to be our policy that should be included in her coordinates and documents practice times a week schedule when would this because I don't know in the past it's been a real gatekeeping issue and maybe this has more to do with our liaison Committee in our joint use agreement because sometimes our I don't know how equitably happens when sometimes our own teams or certain certain teams aren't able to use Fields the way that they need to because they are being promised to outside contractor outside folks ahead of time and so then when we have a A change is difficult to to make that change on the weekends or you know when were into playoffs action or and especially with our our gym high high usage so I I don't understand how that how this person I absolutely agree with you but I think you're making a case for why that bullet should be in there because the last thing we would want is for double schedule or double booked something and have two groups showing up at the same time so what this is saying is that I'm part of the the athletic director's responsibility is to coordinate the schedule so we don't have you no double booking or group showing up at is it only within an hour a lot of time and does our joint use agreement like it first takes that stuff out of the equation and then are tosa is in charge of that or is are in charge of flooding in our you know our other folks. I feel like there's a discussion here about how the lettuce department is run at the high school instead of the job description and I want to be very mindful that for us to continue talking about the job description instead of the now the department is running or the failures or the gaps and to focus on the job description I know that there's sometimes there needs to be examples of why this bullet point needs to be included or not but I just want us to narrow the conversation to the job description please what's divinely what's Difficult about that is that our athletic department is essentially has been one and which is why we are where we're at right now if if that makes any sense and so that's why I want to be sure that to the division that we are having. different position in the same line but third from the bottom articulate with and now that we know what it is dcms I'm guessing it was supposed to be like any school that this child is coming from like is that it was not the mean behind that it would be mainly in orientation incoming students please there's no need for nourishment and that's my last bit of it thank you and I just want to thank board member Laredo for doing the heavy lifting on this but I absolutely share those concerns this position really trains that line between a tostada and an administrator and you know I think when we hire somebody I I know it's flying on on edjoin which means we're flying it out but to the extent we can get out if we could make this kind of a temporary one-year position or something like that and really look at how it's performed at the end of the year to see if it worked as designed is I think that that's worth it because Boosie and hats off to the person who held the position before and did all this stuff but I think the only other thing I want to say it again agree with all of those points and I just when we talked about this person being a teacher record for other classes that raises all kinds of red flags about supervision and somebody signing off on a class that they're not actually saying it's one thing if you're on the field and there's a bunch of people around the field in your watching everybody in there but if you're in an office or your building schedules or something like that and their classes that you're signing off on that's very murky so maybe I just rephrase that there is a need for such a a service at this point I'm not I'm not going to link that with this position I'm just going to say that we do need some creative overlap roster during the students with some special Sports would you like me to quickly view that the amendments well this is the reason why I didn't want you to go through the Amendments because board member loaded Direction on a cover page on job description and I think that that's the reaction and not input into a job description and I wanted to just ask the board to do a straw to see if this is. action that we want HR now medicine for 15 years it's on my LinkedIn account but just want for the record that I am no way affiliated and that I think it's really important for us to remove our staff from consenting that is a process of legal processes that the staff consenting needs to be trained and it's an online training and you need to pass a test and I do not believe that it's in our best interest to have our teachers consenting students in this process if the study wishes to consent our students study must consent our students with staff that has to hire be certification and so therefore I do not support that at all and we must ensure that our stop is not you know I asked to get a certification so that they can they consent or students I don't think it's in our best interest and secondly I think it's really important for all the info I have money that the district will receive which is small amounts that the students create a committee on how that money is going to be spent so becomes a participatory budget for the students who participate but it's $10 per student and so I think it's important for them to come together and create a note this is how we want to spend it there's also government by laws that we need to follow on certain things you can't buy with this incentive money and so we need to make sure that that committee understand that okay so that's all I have to say about that all of those in favor say aye 14.2 14.2 if I'm a a bit longer to address there has been a concern there has been a concern about Contracting out essential workers or essential duty this particular contract me look like we are now yet been getting more contracted workers but is actually not this is a complete what is working with the school district and to provide the district with 20 temporary contracted Personnel however within 60 days after we do the Fannin and staff members at monitor the process within 60 days after the initial placement we have an option of tired the entire 20 position to become a bully so that's that's what the the gist of this particular contract so we don't know the successful or the challenges that might be associated with this new approach but I think we obligated to look at the potential of being able to recruit 20 classified member to support our students with IEP and these at least all the trainees done all of the coronation is done and within 60 days we will be looking at for the first time in many many years adding I'm pleased to serve the needs of our students without farming owls work over and over again and should that be successful. The fan and I will sit down and addressing a long-term commitment with this company and so This Is 40 instruction to support AIDS in the special ed program in the inclusion model and I'm ready to take Washington hoping the board will approve the contract I can move to approve it I will start with Kent I'm excited to see you no formal pipeline for moving from contract to permanent so I'm really supportive Things Remembered so I see when you said that 60 days to converting them I went back and look and I find that line is kind of the middle of the 3rd Chunk on the on the first page total Heroes needed before conversion 60 days I don't see conversion to find anywhere in this contract and and so prior to you saying that I was very concerned because on the second page third from the bottom doesn't non-solicitation and non-competition Clause that says if we hire them we can't hire them until 4 months after airtime near their contracted time has ended without paying a 10% surcharge to the company that's overcharging for months of the school year ends in June and July August September October to be able to hire them so I don't see that that term conversion is find anywhere in here and I have all kinds of little highlights like temp to hire what are they talking about they're going to charge 10% and we can't hire them for 4 months so I what you say is very reassuring but I don't see that reflected in the contract anywhere may I may I jump in is that okay just out today so if you go to the on this the special education instructional aides pipeline specifics it talks about payroll is needed before conversion and that the term but I see that now but I conversion isn't defined anywhere in the contract that conversion means shifting over to District employee or what conversion means in a temp-to-hire program and that's why it's as defined as temp-to-hire that's the entire that's the entire thing right so it's talked about payroll days needed before conversion and that that's what it talked about under terms and conditions and then if you talk if you look under the DCM the design coordination and management it talks about basically everything about getting them hired and moving them into our G so I don't know that it's pacifically defines it but that is the entire point of the program I think I totally get that but I would think something that important would be defined as what I do see to find really well is the non-competition Clause at the end so I am I know I bet that seems like an oversight to me the other concern I have just above that work  about instructor qualifications it says you I will provide instructors that meet the minimum qualifications listed in the attached sow scope of work and then the scope of work doesn't list qualifications where I know the position that we're flying on a joint list the number of qualifications that were kind of required to do you know like a number of credit and things like that and so so they're using our our qualifications so we provide them and they use our qualifications at our job descriptions I have you saying that but I don't see that reflected in the contract and it seems to me for entering in a contract it should specify everything that we wanted to specify not just be kind of what it's understood let me see if I can booking an option let me go back if that's needed doctor Fannin will that be delaying the the deployment of our people if what if we were to go back in the dress some clarification with the tempo higher group University instructions LLC if this were delayed yes yeah we can't start until so I'm sorry I don't want to interrupt your time or member that I don't stir so a previous statement you just said after looking at the job just up the contract I found that this the statement about conversion it's not side because it says by the UI instructor read a little bit before that during the four-month. And then it goes in it says to provide services. the same as or similar to those provided by the you I instructor without Express written consent so we have Express written consent at the top saying that this is a 60-day conversion so that nullifies each right cuz we have Express consent saying that we will convert so because I found that I want to ask the second point that you're making the first one OK Google and payment of One Time Staffing to equal to 10% of the yearly salary so there's a surcharge if you doing that but I might die before conversion conversion to a district employee conversion I just don't think that's clear for contractual language also spoken to several districts who have used this come so this was not just as something I randomly am asking for they have a 96% success rate and placing employees so this is a standard contract that they they use and they have given so if we need anything else to add we can but I spoke to one director who use them for 4 years and brought them with another District so they have been vetted I have vetted them thoroughly with multiple people so I understand some of the concerns that you're raising but I also have gotten multiple background checks on them multiple different people in multiple different districts and I can provide those to you if you would like me to all right so then just on your Assurance they're converting to District employees 60 payroll days after they begin correct I mean I I think I'm giving you that but it's not just my insurance it's what they're doing it's it's the terms of their contract that I was no them so I can only do it through you do so you are you're assuring that 60 payroll in the 61st day they convert to District employees and there's no 10% surcharge at that point no there's no charge now okay and they will meet all the requirements of the special ed positions that were flying about having 48 semester units and and all that kind of thing but we still are going to interview them right there still helping us to all of the all of the requirement they're going to help us meet all of the regular interview requirements they're just going to recruit them for us yes all right one suggestion would be that that maybe we have those three Amendment to the contract doctor Fannin maybe you can ask them if they can verify these items on the contract because I think it's important for us to go through so we can approve this with these amendments right and a because I think it's very important for our labor Partners to know that it's our most at the most important priority for us is for all of these a to become our staff if there qualify I am meeting the needs of our students 100% And they would still have to submit on edjoin they would still have to go through an interview process all of that I also sent a Mini Cooper send that I would like to be answered one particular question is the conversion is going to happen but how do we know that this Aid was a value so that the conversion occurs with those AIDs that are effective in the classroom because when board member going to do and I did our School site visit it was clear that we have AIDs that are not effective in the classroom and that because they're not effective in the classroom they're not supporting the teachers and they're not supporting student and to me that is one of the most important things about this particular job description or this particular pipeline so I'd like to get responses to my email that I sent you the questions and I would like for the can't get the motion or who motion is to support the amendment I absolutely can support the Amendments if I moved it I did so I can move it as a message alright thank you so much for digging deep into this contract all of those in favor say aye 14.3 stop 14.3 14.3 we have a member of the special ed program went to a training out-of-state conference and at this point we're asking for the board to approve out-of-state conference attendance are we can reimburse the person it should stitches stay by the vacation to ratify approved because the confidence already happened in May so this is a gratification can I get a motion with that amendment I can move to approve so the district special education bcba conference reimbursement to Jordan yes a second I have no, thank you. I do so thank you for that that no doubt of ratifying and I think that's one that we come up against fairly often the after-the-fact stuff needs to be ratify but I do have some process questions on this one and I think it Harkens back to some of the conversations that board member Loretta was having its 2500. where is for an out-of-state conference and we're getting it after the fact I also have a couple of concerns because the conference was May 26th to 30th but if you scroll down it wasn't approved by the immediate supervisor until June 7th after the conference and then it was approved by I can't read the name cuz it's all bubbled in somebody else on June 26th it was finally approved by expressing superintendent on on June 30th so it doesn't even appear this was approved by supervisors until after the conference that's not the normal process that this should follow is it it is not and it is up to this is on my list of address because it put the district in a very legal vulnerable spot and so let me just it has been a an accepted practice snow district for a long long time and as much as we trying to push it back we need to keep on pushing back until this is no longer the case right now I am struggling trying to associate some of these conferences only the year and is out of state so if we were to push back on the boat on their procedural paperwork deadline thing then we miss out 40 years right let me let me look into it but I agree this is this is something that is always putting The District in a very awkward and dangerous situation because my experience with this type of thing as one gets your conference approved in advance and then one submits your expenses afterwards which might or might not need to get up pooped again but the approval is ahead of time and I noticed on that first received the registration was back in January and so how is somebody registering for a conference it doesn't get approved until June I I would like to say something unkind but I will have to say something accurate like I said this has been an accepted practice that is hiring not recommended and dumb we will keep on addressing this and put a hard stop to it but I need time to is always to hire fully if I fully credentialed teacher but in the absence of a being able to because of a shortage or because of the type of on Prudential that some positions require some positions harder to fill that doesn't mean that we won't fill. but it allows us to use tools that that both the CTC and laco authorized are just in case we can't feel any of the positions basically an emergency I'm contract usual those are limited for one year and then you have to be renewed but we've listed the positions that are more difficult to sell in addition to that the last page page 44 identifies District internships and we started doing a few of those that universities that we have agreements with are also listed on the last page and saw this authorizes those internship agreements as well so standard and then I've never seen it change we've always requested approval for a just in case just in case every year for this exact amount in the same exact you can go back and look every years is people not I maybe we can pay our teachers enough and songs with that was Express tonight this is not that we are going to have 25 people not qualify and we're not paying our teachers and this is just bring that in and then we still have to come to the board with the name of that individual and having the board approved one by one by one of those teachers we need to bring in so this doesn't mean felt that we make decisions and closed session about hiring when really what we are reviewing is Personnel issues dismissal and that we may discuss a new hire but we so in public a new hire and I want to see if the board is okay for us to do an educational piece of how we move a job description from concession to concession for approval and thought it might be a short like a paragraph short
