Smith said our goal is always to to make every effort to staff fight making every effort to hire in to offer the positions to two individuals who would be it would be eventually union members and District employees but we do have with Buffalo. can we do have additional restrictions with compliance with federal and state mandate for the students IEPs so that students are additional protection and why we use the agents if we're not able to have District employees to fill the position how can I pick them up can I get a mouse move to approve it and I get a s s b as a door will start discussion as a door but I do Apple support thank you. Shannon for I asked a lot of questions leading up to this just about this and many of the other kind of contract it out Services I I understand and appreciate the urgency of making absolutely sure we have all these positions are filled to make the meet the needs of stew Tina there's a variety of positions in a in a couple of these items tonight and again I appreciate and understand that everybody is doing their best to get these filled with local hires rather than the contract just think I'm going to maybe we need to put our heads didn't think of non-traditional ways of recruiting and and you know because some of these positions that the teach the higher the doctor hadn't mentioned is new but we've been struggling to fill instructional aide position for a long time you know I is another one later on which is kind of rehiring a contract person for a a teaching position because we weren't able to feel that and so there's got to be something else so you know that finding other ways brainstorming work with the labor Partners I get I do hear mr. Long's concerned about bargaining unit positions that are continually contract it out not because anybody wants to do that but it still activate getting contracted out and and that's not in the best interest long-term of students in and the district and they're also very expensive compared to Hiring Our Own people so putting our brains heads together talking to other guys and I'm sure other District you're having this too but the other District may have come across the Scituate a solution that we haven't but I do understand the importance of this so I will support Kent we heard our labor Partners say that agencies have different requirements than our own District staff is that true for this contract or can you tell us a little bit more because I'm assuming we have instructional AIDS behavioral interventionist specialist that are part of our of our district and these are going to be contracted I can see I can speak to that so generally speaking they are the same or similar requirements the only difference is that we don't check there is a certain credit requirements at 7 sectional assistants are required to have to apply for a job in our district the only different that's the only thing that doesn't happen Contracting with an agency so they know their requirements are generally the same that is the only thing that sometimes happens but I'm not I'm not sure if that's what they were referring to so just just so that I understand that is that the agencies may not have a requirement for X number of a college credit for example and that the district does is that correct our requirements for the district are what the requirements are for echofon in order for us to hire for them to meet paraprofessional requirements that are not for her for the hiring will you make sure that we meet those when we're hiring internally but these agencies are used by other districts and so that means that these agencies must be following Ed code to write but it was on there just a little bit different right in order to hire as a singular position versus hiring Under the Umbrella of an agency is slightly different but yes he's agencies are used by multiple District okay I I I hope to receive more information in the future on is this are we doing everything possible to hire internally that is our Focus especially because my understanding is that the 55% that the budget requires spending in the classroom can only be allocated with our internal people and so I really hope that we can see in the future a it's a further plan like for example when will we know that the 20 temp positions are working and now are are staff and these are the types of things that we I want to make sure that we get an update so I just want to add that I'm going on our weekly updates to the board that's like you're paying for more granular information about the number of hires number of vacancies what we've done to to hire our own people and build our own capacity that is always the front the primary gold I noticed in in in my partner District they are ugly with some some similar other districts that I moved with working with laco similar struggles what is something I think the mystery of Guerrero said we have to think and pray about the Box until be talking soccer fan in about the outing with mr. Smith for bringing his proposal to the body and I also want to thank you for mentioning what is California's score part for my colleagues who may not know equality California every year for this year. No reply California is Sequoia California is the state's leading lgbtqia plus rates receive organizations and every year they released a school report card on every single School District in the state of California rating them on how they are doing about their lgbtq A+ students I'm and I am I'm glad that dr. Smith has mentioning that report and and I will though we are doing better than most districts in the state we to still have work today when I think that this is a step in the right directions for us to do not work another maybe some candy members were concerned about outside spending it straightened out of this is for my grants that we received cific Lee to go towards our lgbtqia + 2 I really look forward to improving today but I do thank you for bringing this to us I just I have questions more so about the gray and if there's any this is not money so that it shows up in our budget and so I want if you could let us know or let our public know a little bit about like if we get this money you apply for it first of all and thank you and you were granted this money and then is it exactly what we're are we spending a hundred percent of the grant how how does how does this work if you could explain that for us please thank you gladly yes we applied on behalf of the district in WWII this 200,000 we Grant the funds came in so there is a line item in our budget with these funds that are sitting over there for the use of and it was written to support of lgbtq student at the high school specifically on are we formed a task force of L multiple-level teacher leaders of several from the high school district leaders to be able to take a look at and look at Best Practices and how to implement the grant told there was several data points that came out a few truth are data points that have come out of other conversations that we're collaborating with Dr tunnel doctor Lockett has also been invited to be a member of the task force on their several of that we're taking a look at how to implement I try to Spencer everything from safety and accountability for our students from are the gender-neutral bathrooms open so we can get into how to the mental health support for students to how we trained staff so it is solely purpose for the use to support our students at the high school they are exciting it's the monies are sitting in our conference The District budget but not part of anything maybe 12:00 or Associated separate line item well I guess what I meant that it wasn't in their budget it was an approved budget from June until now it's now as a separate line item and it's specifically going and is this all of this particular spend is only a portion of it it's a portion of it $200,000 total weave weave we had a welcome luncheon for the task force members there are two of us who are traveling to mandatory just up North Grant implementation meeting doctor indelicato in myself but 99% of the funds are being used exactly that to support our students and we're getting input and feedback from the task force and how we do that and then we were Port but the findings to the district going to the to the to the board ok Google right now we have and is there an amount of time that we have to use the to the grant will we have until 2020 text to expand the funds okay so it's it's 2 333 years and at another time will we so as you were on this committee like you'll it'll be revealed to us how you have a time convert to spend the remainder over the course of what would be important as your as you're asking these questions were member Laredo is to put the funding cheap from the The Grand in a Thursday memo but Debbie granny Howard allocated in terms of what we wrote the Grant and how we what area professional learning teacher support whatever the areas are I think that would be helpful I think as the task force coming together later this month for only our second meeting to take a look at that I think the notes will be made public and be able to share so as we crap out what this time but we knew that we needed some intensive support and Dr Pompey has been a leader in this work in this community before so he's familiar he's done work at the high school before thank you and I really wanted to highlight for our public that like this is something that is not coming from our our other funds that this was a grant that was written and that should be you know a positive step in the right direction for us in terms of belonging and if you were interested looking at that equality California report is dumped a supportive schools.org you can look up all of the districts that were that are included in that report and so thank you very much I will support could I do no questions just looking forward to seeing the fruits of that thank you I want to start by saying I really truly appreciate the staff going and you know that little extra mile to apply for Grants I know that's probably not even on your scope of work on your job description and so I really I want I just want to overemphasized to our community that this is extra work extra money and that that we are receiving to do this type of work and I'm I say even if we were not receiving this extra money I want to in a sure individuals who are listening that I'm in strong support that If This Were needs to go past 2026 that we continue the work because our budget is a statement of our values and so regardless of whether this is a grant-funded or our budget that we need to consider how this needs to move forward because remember that I do and I recently had an opportunity to meet one of our students are lgbtq students and it was it was really I opening for me to see all their needs and how we need to continue to support them because they need different things than someone who may not be in lgbtq student and that's what equities about Equity is like okay you need this apple you might need a pair and that's okay and we need to ensure that our budget can serve the apple and the pair because that's what we're here for we're here to serve our students regardless of what their needs are I really am thankful I am in full support of this in again I'm full support even past the deadline of this grant but I do want to encourage you to continue to find more grass and I have one question and that is we we know students are students and we know that our students also need this type of you know I really I saw the contract and it emphasizes training for both the school Community such as PTA and parents training for teachers and staff training for but I didn't see training for students is there because you know do create this Daniels safespace we must involve every single member of the community and I truly agree that we should be training every member is there a plan to train our students yes we are in the in the need to set FaZe having conversations small group conversations because we don't know what we what we don't know as of yet we are working very closely with the new site leadership at the high school who with that with an equity lens as well on how we best do that as we know the adults in the system the parents and caregivers the teachers the admin the classified every level have to be have to have an understanding of how to create a safe space for a student so yes and but Mr Pompey was not going to do training first well we haven't exactly flush that out yet but specifically know he's trying to make sure we can get our adults in the right mindset including parents and caregivers asbestos we look at new law and the push how old are children may be before they're ready to be out it and and for their Safety and Security we all need that piece so more to follow. I want to correct myself I know you said. water pump a doctor pump a okay well I'm I want to say I'm in support and I really look forward to seeing how we bring our students in the fold for this training because our student Community needs this also yes but you know working with I'm just going to call them out because they I'm doing outstanding work at the site counselor Smith Doctor Spencer doctor Tano doctor Lockett there ain't no doctor but there are those who are on the go and working an end Gathering our students story so that we can be very specific about how do I address their needs but we need a full understanding and where and we're getting it adding  one of our students to the task force perhaps two students to the task force I bet voice every time and bolt to keep us on track I'm going to call about Xbox one but somebody mentioned during the public comment I think it was the labor coming now that we have two high schools making sure that we have representation from both of the high school's as we put together student reference on panels and things like that absolutely thank you for that reminder McCaul vote all of those in favor say aye 13.5 approved the contract between Culver City sorry okay. we can conversate Unified School District special education department and cross-country education Staffing staff report please so dr. Pennington way in but at this point this cross-country education is use the staff of sped instructional aide positions paraprofessionals they are available to provide of the staff positions as well and this is their standard contract. Your fanny would you like to add anything sorry I got an alert up and it threw me off a little bit yes so we we primarily use the two contracts the one earlier that was bisla in Cross Country education system nasty professional positions that we have not been able to internal reference other positions but we have not used cross country I said I can't speak with a hundred percent certain. my knowledge I'm 95% certain that we've only used it a point to staff our special education paraprofessional position as I mentioned before our goal is to move away from Reliance on an agency's and they were trying to do so play the time we know we have we have a large number of positions and so it's going to take a little bit of time and as a board member works right now and will definitely report to you all through either the memo or end up in a board meeting happy to share with the public as well and how is our current the temp to hire work because we are you know we definitely want to find some some alternate ways of availing these positions in and movie being being staffed by sorry losing my words that I said it's not that late and I shouldn't fight moving towards I'm feeling the positions internally so I think that's everything I might just add that sometimes we have this freshener assistance that requires some specialized skills and special education because they handle some medically fragile and other students that require a higher level of service and so sometimes these agencies are able to provide AIDs that can offer those types of services is that correct I'm Doctor Fannin correct thank you I'm thank you but you're like one that is that is correct and and and also sometimes on a if we don't have somebody to cover the position for a short on short notice that will happen very quickly sometimes even if we are going to hire we have somebody who is able to cover the position right away and and then we're able to hire within you know whether it's a month or two months something like that is often are stopped up start with the other door sorry I need emotion I move to approve second discussion by Isadora Lord I do know, and I will support you. yep I'm just becoming I mean I ate that idea of training specialized skills out and and being able to hire that and I absolutely understand that in the need to provide it almost immediately in some cases is that something that in other situations we might provide for car employees to train them up so they might have that many medically fragile training or or there's other trains that we can could theoretically provide for existing is I'm not sure that we can because sometimes it's nursing right sometimes it's like a nursing position so maybe it's certainly something we can consider and we can look into whether we have the capacity to do that I never say no to anything so if we can find a way to do that I'm totally happy to to discuss that and see what options we have we don't have that many for this seems like that we have had maybe I would say in the last in the time that I've been here I think we've maybe had four of those so it's not a frequent need because it's not a frequent need that's the reason why we could do it but we can do think about it and if we can give somebody extra skills and if we can find a way to do it as a district I support that I'll leave it at that and and see if we can enter into the statuses about that and it is certainly worthy of a discussion because we do have our ends who are hired you know by Culver City so we'll definitely be exploring that that's a great idea was kind of going around and that was something that could be done locally and was his within the skill set of our end like District our hands to fight I mean the other one is is again just taking a quick look at edjoin and he making sure that those are consistent maybe there's a wording that some people are using on their ad showing postings that attracts people and we need to do it that way I actually noticed VSOP position isn't currently listed so that's something that we may want to make sure it's stated the other one is is there's a lot of things that comes down to but just looking at our our pay scales on this and I know we just went through a a round of negotiations and things like that but if we are unable to attract some of these positions I know for Ias you know we've come up with a pretty. Your man has come up with a pretty creative solution to can bring some folks in under under kind of an agency at first but then those become are employed one of the things I actually ran across an ad for that same company recruiting they're charging us 58 an hour it's always more expensive to contact with somebody they've gotten all their profit and their expenses and things they're offering people 23 an hour for the position we're offering 21 so there's no incentive at all for them to come work directly for us you know and clearly they're going to go work for the company the company gets three times the money you know is if we're in situations hang below Market even let me go see Asians and some separate thing and you know we've got to balance the budget and think we're currently paying much more to do it through a company and so looking at and making sure our minimum rates are competitive don't thank you Kent with regards to these positions I think something and I'm not sure if this needs to go through negotiations or not but at the back-to-school day it's interesting like almost everybody. I introduced myself I basically went around and look people who were standing by themselves and I introduced myself and every single one with a paraprofessional and one of the things that both of them said was that they had applied and then couldn't get it because they were missing like a math class or they were missing an English class and I'm wondering if there could be like a bonus or something where something where we can give him a bonus for you know doing the classes and expedite the classes at a community college or something like that and a particular example coming to mine she went through the whole process I said and then when they were reviewing the the classes the credit like how many classes they had it was identified that students in one class so then she's like well then I win and I took the class whenever I could and a year later she came on board but maybe it's an opportunity for us to think about maybe we need to have like a sign on bonus or if you don't have a class will pay for it or something like to incentivize them to go through the process of enrolling and then and if they have a class or two that we give them that as a bonus to sign on today and we have I have seen that several times when they're just missing one class a few units and we work with them so they can accomplish that and come on board but we do work with him pretty closely so it if you have those situations please have them reach out so that we can do a more in-depth search person that I was talking to they went through that process you're absolutely right like you work with them but they took the class like whenever they can afford it and so what I'm saying is when you meet those individuals like maybe there's a bonus like Hey will give you X number of dollars for you to finish class in the next semester or something instead of waiting a whole year because that is I believe that that is one of the critical barriers to getting these paraprofessionals to come and work with us College units because you know they're they're trying to make a living and then they don't have money to go and take classes something to consider please thank you take a bow 13.5 all those in my daughter would do this test every single time it came out negative meaning she needed for their follow-up and I would take it to the to the attrition and there would say like knows everything's okay and I'm like okay everything's okay so I'm glad now to figure out after she's graduated and you know almost nineteen years old that maybe this is one of the reasons she kept on now passing the audio text often as maybe I should do both the passage any issue but I think my colleagues know but I don't know if the public knows where I was at you in the district I had a 504 because I haven't been physical disability I'm hard of hearing and I wear hearing aids in it not many people knew that but the reason I found out how I found out was through a random test through the district it was some random like Tuesday and I think we were all you know to put the family I hear me I can hear sound with the gummy to I can't hear like I'm going to cry and then we went in to take this out adjusted it was in this van and I was pulled aside after and they were like once you take it again like maybe the motor. and they were like okay we're going to talk to the nurses when I was called the nurse adopted they took another test from the nurse's office and then said that I failed it three times I needed to go to an actual your doctor so I did and I found out that I I'm hard of hearing I have a hard time hearing what they call high pitch frequency sounds so weird like chip and ship have a hard time hearing and I messed it too I think that it's because I just a while that I'm able to come and get contact to figure out what someone's trying to say but just some perspective when I first got hearing aids I finally heard hummingbirds and birds chirping through the halls of the Ice Queen and never but I'd never heard it so anyways just a little story about meeting and have a district of people I know do it and does what is the movie remember Lana any comment nothing I support Keller prior to taking final action on an employment I meant for a local agency executive the brown act requires the governing board to orally report a summary of any recommendation for the salary salary schedule or compensation paid in the form of fringe benefits that Trump superintendent is a local agency executive within the brown Act definition and his proposed contract before us and his proposed contract is before us this evening dr. Keller employment agreements set the rate of 1168 for each full day of service and a corresponding rate of 584 for each half day of service to the district this is the same daily rate provided in the employment contract of the former superintendent the employment agreement also provides a $15 per day car allowance typing for each day that he provides in District as opposed to remote service there are no other compensation provision set forth in the contract and important know is that the term of employment agreement is set as August 20th 23 through June 30th 2024 as a star's retiree however dr.
